UP FRONT HPL Book and Bake Sale Friends of the Hampton Public Library and Hampton Rotary will hold a book and bake sale on Saturday, Aug. 27 from 9 a.m. - 5 p.m., at the Hampton Public Library. Rand trial begins in Mitchell County BY TRAVIS FISCHER The trial of Ronald “Lee” Rand began at the Mitchell County Courthouse in Osage on Monday, Aug. 22. Rand, 61, of Hampton was charged with first degree murder after allegedly killing his girlfriend, Michelle Key, 51, of Waterloo on Dec. 13, 2015. Rand has pled not guilty to the charge. Prosecuting the case is District Attorney Coleman McAllister with the Iowa Attorney General’s Office and Franklin County Attorney Brent Symens. Defending Rand is State Public Defenders Susan Flander and Parker Thirnbeck. Proceeded over by Judge DeDra Schroeder,

the trial’s first day was dedicated exclusively to jury selection. McAllister and Thirnbeck spent the morning and afternoon explaining the responsibilities of a juror and asking questions to the jury candidates to determine who will be selected. “The defendant, Mr. Rand, is presumed innocent up until such time as the state, that’s me and Mr. Symens, can establish his guilt beyond a reasonable doubt,” said McAllister. “We all understand, as we sit here this morning, that it’s your job as jurors to be fair and impartial to Mr. Rand.”

Sheffield celebrates People in the Park See more photos from the event on Page 2 The rain couldn’t dampen the spirits of the Sheffield community this weekend as they celebrated their annual People in the Park event. The festivities kicked off with an omelet breakfast at the West Fork lunchroom provided by the Sheffield Library Foundation. Following that, garden tractors were put out to show their stuff outside the school’s athletic complex. With dark skies overhead, it literally rained on the parade for a few minutes, but the show went on as a variety of businesses, organizations, and local personalities made their way through the streets. Following the parade, the fun at the park really began, starting with the awarding of local dignitaries. Grand Marshal Shirley Brady was honored for her role in the parade, John and Meta Lage were recognized for being Outstanding Citizens, and Marilyn Sheahan received the CC Gilman Award for her contributions to the community. BY TRAVIS FISCHER The Hampton City Council discussed fire trucks, streets, and storage units during their workshop meeting on Monday, Aug. 22. The meeting began with Tom Madden of SEH going over a series of change orders for the waste water treatment facility project. The change orders account for work done on the project that happened outside the scope of the original plans, sometimes due to changing circumstances or simple oversights. The cost of the change orders comes to about 2.5 percent of the project’s total cost, which amounts to half of the city’s contingency budget. See COUNCIL: Page 3
