Sunday is Commencement Day for the North Iowa High School Class of 2016

The 28 members of the North Iowa High School Class of 2016 will cap off their high school careers this coming Sunday, May 22, as they receive their diplomas during Commencement exercises in the high school gymnasium. Commencement is set to begin at 2 p.m., featuring speeches by seniors Samantha Sevley and Izacc Quisling, the presentation of scholarships and awards, the Ceremony of the Rose, and the presentation of diplomas. Four young ladies from the Class of 2016 are shown at left on their first day of high school on Tuesday, August 21, 2012. Iowa High School Athletic Association (IHSAA) and its title sponsor, the Iowa Farm Bureau Foundation (IFBF), honored 432 high school seniors from across Iowa. “Iowa Farm Bureau members believe that by investing in our youth and communities, we’re investing in the future of Iowa,” said IFBF President Craig Hill. “We are so proud to honor such exceptional students and proud to be a leading contributor to educational programs and annual scholarships for our youth.” Each high school was invited to select their senior student or students with the highest academic ranking, based on grade point average for their first seven semesters. Students selected for the award also had the opportunity to recognize their favorite/most influential teacher and will receive a photo plaque of tvheir meeting with Governor Branstad and Lt. Governor Reynolds. “The principles learned through academic success, like those learned from participation in education-based activities, help develop outstanding leaders and citizens,” said IHSAA Executive Director Alan Beste. “The partnership between the

By Andrew Shaw A special investigation into the City of Lakota’s finances finds that several thousand dollars in utility payments were never deposited by the former city clerk. The State Auditor’s office conducted the investigation, which was requested by city officials. Auditor of State Mary Mosiman says the investigation identified $7,768.14 of undeposited collections for the period of July 1, 2013 through May 31, 2015. This was the period when Amber (Hansen) Shelton worked as the City’s Utility Billing Clerk. Lakota Mayor Doug Price says he and City Council members noticed some irregularities in the finances around May of last year and opened an investigation. At that time, Shelton was already on the way out as City Clerk, as she had submitted her resignation on March 18, 2015, which was effective April 30, 2015. However,

Shelton stayed on through May to assist her replacement. “We were having problems with people’s accounts being reflected with the proper balances,” said Price. “We knew something was wrong, but we didn’t know what.” He says city officials began asking questions shortly before Shelton left, and the new City Clerk, Pamela Robb, later discovered irregularities between utility funds collected and the amount of money being deposited. The State Auditor’s investigation looked at the cash collection records in the city’s utility software and manual records and found that $14,332.15 was collected for utilities between July 2013 and May 2015. Of that amount, only $6,564.01 was deposited into the city’s bank account, leaving $7,768.14 undeposited. INVESTIGATION to page 17
