Residents to see increased sewer rates in March

By Hailey Brown News Editor Like many other towns in Keokuk County, Keota is in the process of doing up yearly budgets. During the Jan. 18 council meeting, Keota City Council discussed increasing sewer rates in light of the sewer plant upgrade project. A potential rate increase is not unusual for towns after undergoing sewer upgrades and is also taking place in Keswick during 2017. Towns not increasing their rates have done so in the last decade to accommodate projects, so the need to increase is not now present. According to the proposed amendment, each customer in Keota will continue to pay a sewer rental rate based on water usage each month. For the first two thousand gallons of water for residents, consumers will pay a base charge of $24. For the next three thousand gallons, sewer rent will be $4 per one thousand gallons. During the regular council meeting March 4, the council will hold a public hearing at 7 p.m. to discuss these proposed changes to the sewer rental rate ordinance at Keota City Hall. The public is invited to attend this meeting and all city government meetings unless otherwise posted.

City clean-up, budget discussed at city council By Hailey Brown News Editor Keota City Council met in regular session on Jan. 18 in Keota City Hall. Ongoing public works projects, planning and zoning member appointments, and Keota Spring Clean-Up were amongst items on the agenda. Joshua Johnson of Keota spoke before the council about the need for a five or 10 year plan for community business and housing development. The urban revitalization plan is part of the city, according to Niki Oswiler, city clerk. “It is a property tax decrease for any new structures or remodeled structures for 10 years,” she said. Dave Hobscheidt of the Veterans Memorial Committee also approached the council to relocate the monument located at the Wilson Memorial Park on Broadway to the official Veteran’s Memorial site down the road. This motion easily passed. The conversation about demolishing a property owned by the school district at 510 N. Ellis resumed from previous meetings. James M Waterhouse Construction submitted a bid of $5,390, lower than the bid from

After continued discussion at both school board meetings and city council meetings, buildings on the property at 510 N. Ellis was finally demolished Monday, Jan. 25. Lyle Earthwork of $7,300. The council decided to go with the least costly bid from Waterhouse for the demolition project. The house was finally demolished Monday, Jan. 25. In a twist from prior meetings, the

council also decided to pay the full cost of $3,400 to remove a streetlight near Keota Transmission & Repair on East Broadway at the request of owner Erik Strand. Originally, the council had discussed splitting half

of the expense with the business owner, but the vote on Jan. 18 was in decision to pay the full cost. “He may be a newer business but he brings in a lot of business to our town so we thought it’s something

reasonable we’d do for a business owner,” said Scott Westendorf, a member of the council. Strand plans to expand his business building later this year, resulting in a need for the pole to be removed. Ongoing as part of the public works report, Slaubaugh also informed the council that he will be working with HR Green and a Keokuk County Field Advisor for a design for the field north of Keota’s water and soil preservation. In closing, Michael Carl was named as a member of the Planning and Zoning Commission. A time extension for a dance Feb. 13 at Lagos Acres Country Club was also approved, and Keota Spring Clean-Up was scheduled for May 14 and City-Wide Garage Sales will be May 6 and 7. During Keota Spring Clean-Up, liquid paint, hazardous chemicals, household chemicals, anti-freeze, appliances, yard/ tree waste, tires, and trash will not be accepted. Motor oil will be picked up, but only if it is in a spill proof container. The next regular meeting will be held Feb. 2 in Keota City Hall at 7 p.m.

By Hailey Brown News Editor The Board of Supervisors met in regular session on the first floor of the courthouse at 8:30 a.m. Monday, Jan. 25. dump truck box and salt spreaders. “We’ve fixed it, we’ve worked on it, we’ve stretched it along as long as we can but I think it’s time we start looking at replacements,” McGuire said about finding a dump box replacement. Two quotes were received on these items, the first being Henderson Truck Equipment out of Manchester and the second being Don’s Truck

Sales out of Fairbank. The lower dump box bid was from Henderson Truck Equipment at $11,525. The lower salt spreader bid was from Don’s Truck Sales at $3,045. The board approved the lowest bids on both items. Administrator Tami Gilliland came to the board next, per her monthly community services update. The first topic discussed was an approval of

Southeast Iowa Link Region 28 Resolution, which passed unanimously. Next she briefed the board on a multitude of mental health updates, including the fact that there were zero committals reported last month in December 2015. This number does not reflect the month of January, however, and that number will come during her update in February. After the update provided by Gil-

liland, the board appointed Gary Sampson to the Keokuk County Benefitted Fire. In closing, the board approved a Class C Liquor License (LC) (Commercial) for Sunday sales at Keokuk County Bowl in Sigourney, as well as quarterly reports from the county auditor, sheriff, recorder, and clerk of court on fees collected.
