Board gets more information on possible Wind Farm TIF By JOHN JENSEN Mid-America Publishing GRUNDY CENTER — To TIF or not to TIF? That was the question facing the Grundy County Board of Supervisors Monday as they debated whether to create a Tax Increment Financing (TIF) District and in the Wellsburg Wind Farm, which is currently under construction. Former Hardin County Supervisor Jim Johnson briefed the Board on the TIF District that his county created and bonded off of to capture the property taxes on the incremental value of a wind farm in the southern part of the county in addition to the base value. Johnson went through the process Hardin County followed, including an obstacle it ran into when the City of Radcliffe objected to the turbines. The county then purchased bonds for projects as they were needed, following a schedule developed by Gary Mauer, who served as engineer for both Hardin and Grundy Counties at the time. Johnson said Hardin County also created an urban renewal area within the TIF District, allowing it to get better rates on bonds. He said the biggest advantage to purchasing bonds is that it frees up funds to be used in other parts of the county. Following the discussion with Johnson, Supervisors discussed whether to include projects other than those initially proposed by
Mauer in the improvement plan. Most attention was focused on whether to include improvements to the Buck Grove blacktop. Supervisor Jim Ross renewed his question about why the County not simply collect the tax money as it comes in over the next seven years. “Some projects can’t wait seven years,” Mauer said. Supervisor Mark Schildroth, however, expressed concern that if the County waits until it has saved enough money for projects that other necessary projects will get pushed back. “I think our roads need attention now or very soon,” he said. Ross countered that he believes the County should raise taxes, instead of bond, if it needs more money for roads. Supervisor Harlyn Riekena said the Board will make a decision on whether to create a TIF District and purchase bonds at next Monday’s meeting. The Board also received an offer from a Grundy Center homeowner to sell his property for the proposed new annex building. Bob Cox, who lives next door to the current annex building at 706 H Avenue, told the Supervisors that he is interested in selling his current residence and moving from the property. By ROB MAHARRY The Record CONRAD- The Dielschneiders of Conrad have had an amazing run: during every calendar year between 1955 and 2014 (with the exception of one school year), a member of the family has attended the Beaman-Conrad/Beaman-ConradLiscomb/BCLUW schools. That streak will end at the beginning of 2015 as Derek Coulter, the son of Les and Dee (Dielschneider) Coulter, graduated in May of 2014 and is now attending Iowa State University. In all, 25 different members of the family have gone through the twice renamed school system over the 60-year span, including the 10 children of Willard and Marlys Dielschneider, who grew
up on a farm north of Conrad: Jan Dielschneider Price (Class of 1968), Kim Dielschneider Meyer (Class of 1970), Nile Dielschneider (Class of 1971), Hal Dielschneider (Class of 1973), Vic Dielschneider (Class of 1975), Jill Dielschneider Marshall (Class of 1977), Lia Dielschneider Buursma (Class of 1977), Gae Dielschneider Richardson (Class of 1977), Dee Dielschneider Coulter (Class of 1980) and Chad Dielschneider (Class of 1982). Of that group, Nile, Hal, Gae, Chad and Dee stuck around the area and put their kids through the BCL/ BCLUW school district. According to Dee Coulter, only one of the Dielschneider grandchildren is currently settled in Conrad as most of them have moved to other parts of Iowa along
with Oregon, Michigan, Ohio, Minnesota, Missouri, California, Texas and Illinois, and some are still attending college. She isn’t sure if another member of the family will walk through the halls of the BCLUW school system anytime soon, but she has cherished the opportunity to grow up in the area and raise her own children here. “I like the small school system. It’s more personal, and Conrad is just an awesome little town. It’s very progressive,” she said. Several members of the family came together on Sunday for the 11th annual Beaman/Conrad United Methodist Church service at the barn, hosted on the farm where the 10 Dielschneider children were raised.
