MHP welcomes first baby of 2014

Phillips honored for school board service Jeani Phillips served on the North Mahaska School Board for four years from 2009 to 2013. During a recent basketball game, superintendent Randy Moffit presented Jeani with a plaque in gratitude for her service to the school and community. “We appreciate Jeani’s work with the school and her desire to do the best for our students.” stated Moffit.

The Elementary Christmas Program is now available on the school website The concert was held Thursday, December 19th at 1:30 and due to the weather the evening performance of the elementary winter concert was canceled. Grades Kindergarten through 4th grade along with the Elementary band can be viewed online at www.n-mahaska.k12.ia.us

Khloee Jean Watts was born at 12:47 am on Jan. 1, making her Mahaska Health Partnership’s 2014 New Year’s Baby.

Khloee weighed 7 pounds, 15 ounces and was 21 inches long. Her parents are Nathan and Christine Watts of Oskaloosa, and she has a big sister, 4-year-old Katelynn. Her grandparents are Diane Ferneau, Mark and Kathy Van Der Meiden and Steve and Jana Watts, all of Oskaloosa. Khloee was delivered

by Family Practice Physician Stephen Mineart, MD. Christine, who delivered her first child in the old Birthing Center location, said she really appreciated the larger room and the whirlpool tub, which she used before and after her delivery.

Obstetrics patients have been care for in the new patient care wing since September of 2013. “I was very thankful to have many of the same excellent nurses who helped me when I delivered Katelynn,” Christine said. “I couldn’t have asked for a better birthing experience.”

As MHP’s first baby of 2014, Khloee received a wide variety of gifts from MHP and Whispering Tree Gifts, the Hospital Auxiliary’s gift shop located on the lower level of the new patient care wing.

Katelynn also received a special gift to congratulate her in her new role as big sister.

Hair Designers donates to Mahaska Health Partnership Hospice Serenity House The holiday season is about giving and that is exactly what the staff at Hair Designers in Oskaloosa wanted to do. “Lisa asked if we ever have nail polish we can’t use but we wanted to do more than that,” The Hair Designers owner Pam Peters said.

Peters is referring to Lisa McNulty, MHP Hospice Volunteer Coordinator, who made the request after a patient at the MHP Hospice Serenity House wanted her nails painted. “This woman had never in

her life painted her finger nails. One of our volunteers brought in nail polish and did her fingers and toes, it made her feel so special,” McNulty explained.

“We’ve had patients in the past who needed help with their hair or make-up and our volunteers do all they can, but sometimes we are lacking the right tools. This donation of hair products, make-up and manicure supplies will go a long way in meeting the wishes of some of our patients.”

Also included in the basket was a monetary donation which McNulty said will be used to purchase additional supplies. “We strive to meet the personal needs of each of our patients on an individual level,” McNulty explained. “Sometimes that means making purchases that aren’t always in the budget. Generous donations like this make it possible for us to deliver on those small wishes that make all the difference.”

Walkup claims age group title at Osky The Elks “Hoop Shoot” contest was held at the Oskaloosa Senior High School on Saturday, January 4, 2014. Participating in this event was: Caden McKay finishing in second place, Ty Kelderman, Brock Walkup finishing first in this age class, Levi Johnston, Aiden Woods, and Nic Fleming. Congratulations to Brock who will be advancing to the district competition in Oskaloosa on January 18.

Financial Aid Night

North Mahaska High School Monday, January 13th 7 p.m. High School Library North Mahaska High School will host a Financial Aid Presentation on Monday, January 13th, at 7 p.m, in the school library. The purpose of the program is to provide information in regards to: -- the types of financial aid available -- how to apply for financial aid -- how aid is determined -- what happens after completing a financial aid form -- what is a financial aid package Presenting the program will be a representative from the Iowa College Access Network (ICAN).

All parents of college-bound seniors are encouraged to attend the program and complete the FREE APPLICATION FOR STUDENT FINANCIAL AID (FAFSA). This form must be completed in order to apply for and receive federal or state grants / loans / or scholarships (including the local C.H. & Helen A. Sheridan Scholarship and Lowry Scholarship). Parents of juniors who are interested in getting a head start in understanding the Grant/Loan/Scholarship process are also encouraged to attend.

Youth basketball squad wins Pella Tournament

The North Mahaska 6th grade girls traveling basketball team has been busy this season and have had a successful start to the new year. The girls won the Pella Explosion Tournament and placed third in the Mount Pleasant Tournament.

The team also played in the Central College Youth Tournament and have scrimmaged Ottumwa and Oskaloosa Christian, which had girls in 6th, 7th and 8th grade. Coach Jason LaRue commented, “I was very proud of them when we played Oskaloosa Christian. They went up against older girls and won in a very good game.” LaRue also expressed, “The girls have shown great passion for the game and continue to improve. Acacia and I are very proud of them all.” The team competes nearly every weekend during their 2013-2014 season. Players on the Warhawk team include: Kassidi Steel, EmmaTerrell, Cheyenne Shaw, Madison McKay, Karlee Chandler, Elizabeth LaRue, Paige Layman, and Lyddia Stodghill. They are coached by Jason LaRue and Acacia Morris.

Lower Grove News

I’m just a ʻcountry girl’ at heart and enjoy a fresh coating of snow, but this ultra cold temperature does not suit me. Staying inside has been the ʻnorm’ for me lately and getting out and about has not been in my schedule much. So, have been watching the animals outside. A squirrel was out by the big oak tree digging an acorn out of the frozen ground. Also seen a big blue jay pecking at an acorn. He finally got it out and flew away. The bird feeders have been hosts to many birds, woodpeckers, blue jays, a pair of cardinals and sparrows. There was a big furry ball out by the gooseberry bush and I didn’t know what it was.

I got the binoculars and it was the neighbor’s big cat.

The day after Christmas, I decided to go to Pella and went out to the garage to warm up the Van, but it would not start. Probably time for a new battery. This cold weather is hard on things and lets you know when something is weak. Kalvin came over and used his battery charger on it. In the meantime, I started up the OLD faithful Cadillac, which did have a new battery in it. I went to Pella to stock up on some items. Then Charlene De Kock and I went to lunch at Pella Family Restaurant.

On the December 27 Norma Conover invited me to join her and Lois Van Wyk for a shopping trip to Marshalltown. I traveled up to Sully and then we went on to Marshalltown to have lunch at Pizza Ranch. Shopping was next at Younkers and Walmart. Last time I found things to buy, but this time I didn’t find anything that was tempting. That’s alright too, because I told myself to save my money for fun times and going away this summer. The weather was one of the nicer days that we had this winter, but around 4:00pm it started to cool down and we headed for home.

There were still coals in the fireplace when I got home, but I decided to let it die down and go out as the weather was going to be nice the next day. You do know that the ashes have to be taken out once in a while!

Saturday morning was a nice day, so I traveled to Pella to Happy Joes to join our breakfast group: Bill Van Zante, Marv & Charlotte Rollins, Shorty & Marlena Wichhart, and Charlene De Kock. Did a little shopping, stopped at the bank and went home. Would have liked to stopped at the hospital to visit a few people, but don’t need to run into the flu. There seems to be some stomach and bowel flu around now.

On Monday I decided I better clean a little bit for my New Year’s Eve party. That’s one thing about having people over, the house benefits from the cleaning routine. Otherwise when you live alone you tend to let things go and don’t put things away like you should. At least that is what I do, is anyone else guilty? During the day, I received several calls from

friends wishing me a Happy New Year, Joleen Krause, Joe Snyder, Fred Schmidt, and my son, Karl.

Everyone brought food and we had enough to feed an army, you never go hungry when you have this group: barbequed pork sandwiches, chili, ham, scalloped potatoes, apple salad, broccoli salad, deviled eggs, appetizers, apple cake, cherry dessert, punch & coffee. Oh, yes plenty of candy and snacks. Those attending my party were: Robert & Pat Wichhart, Shorty & Marlena Wichhart ,Sally Bruinekool, Darlene Kool, Charlene De Kock, Wilma Van’t Sant, and Bill Van Zante.

For years we had the Lower Grove Fox Hunters New Year Party which included all the guys that were the ʻGREAT FOX HUNTERS’ and coyote hunters. We have lost many of those members, Homer Boyd, Glen Dunwoody, Earl Boyd, Paul Hanna, John Boyd , Ed Van’t Sant and Sammie Schmidt. Later on we had invited Glen & Charlene De Kock and Glen also has passed. We miss all of them, but it is good to remember and reflect on the good times of the past.

In the wee hours of the morning on January 1, 2014 it was 12 degrees below and that is getting just a bit too cold for me. The wind was also blowing out of the southeast. The fireplace is humming away and it is cozy in here, but I can tell how cold it is because I am using a lot more wood. ****FROM THE STUDENT WHO GOT -- 0 – PERCENT ON HIS EXAM. 1. Tales of the Ancient Sportsman

Wowie!!! Somebody left the door to the ice box open. What a brutal blast straight from the north pole. It looks like most of the schools will be closed Monday and that is a wise choice. I would hate to take a diesel school bus out in 40 below wind chills.

This numbing cold makes it very tough for livestock farmers, but I guess we really don’t have that many that feed livestock anymore. I remember all too well the days of my youth when winter brought a special burden to us on the farm. Keeping water available to the stock was quite a chore and since we were not mechanized, feeding was difficult as well. I’m glad that those things are a distant memory.

I can’t imagine going to a football game in Green Bay on Sunday. Those people need their head read. I wonder how many cases of frostbite were treated. But then, there might have been enough anti-freeze in most of those Packer fans to sustain them.

What a bummer of a finish for the Pack. And there were over 105,000 people that watched a hockey game outside in the “Big House” aka the Michigan football stadium. The event was held in near zero temperatures and a snowstorm. Some would call it real hockey, but I would call it another level of craziness.

And yet there is a third example of insanity. A tour guide sends three busses out in a raging snow storm Sunday in Jefferson City, MO. I confess, I am the guilty party. We had a weekend tour to Jefferson City and Gospel Music USA. This is a three day event held in the Capitol Plaza Hotel and we had three busses full of Gospel Music fans join us. It was a wonderful event and very enjoyable.

It started snowing in the night and by the time I got up there were about three inches on the ground and it was coming fast. We left after the morning worship service and at that time the show had accumulated to about six inches. Our contact with MO-Dot indicated that highway 63 was snow covered to the Iowa border, but passable. Our three drivers concluded that we should go at a cautious pace and we did just that.

By the time we got to Moberly, the snow had quit and the road conditions were much improved. By the time we got to Kirksville, it was normal winter driving conditions. Our big concern was getting everyone’s cars running at the drop off locations. The Ancientess hosted the bus to Pella and Newton and she had no problem. The bus I hosted stopped at Oskaloosa, Grinnell and Marshalltown. We had no problems, but it was brutally cold in the north land. Our other bus went to Centerville, Knoxville and Altoona and they made it fine. I will say that we were all grateful to get home.

I’m sure you have all noticed the changes in the paper to a countywide format. That means that The Ancient Sportsman may be new to some of you. Having coached and taught in the area for over 30 years and writing sports for over 25 years, I have earned the title of “The Ancient Sportsman.

My beloved wife of over 51 years is the Ancient-ess and this column is about our adventures as tour guides, as grandparents and the people that touch our lives in special ways.

I also attempt to recognize special efforts by high school athletes in our area and the history section give us high lights of years gone by. I will from time to time make comments about my favorite teams, the St. Louis Cardinals, the Iowa Hawkeyes and the Kansas City Chiefs.

Not much good to say about them at this time. I am still bummed over the Chiefs loss to the Colts and I just watched the Hawkeyes lose to Wisconsin. Moan! I hate to lose to those varmints. But I am looking forward to the Cardinals season this year and I hope we beat the stuffing out of the Flubs every time we play them.

Since we were on tour this past weekend, I did not get to cover a high school game and I am ready. Three weeks without high school sports is much too long. There were some neat happenings last Friday night that deserve recognition.

The North Mahaska girls upset unbeaten Iowa Valley.

Julia Groenenboom had a monster game for the Warhawks with 25 points and Michaela Heys added 14 points. The Tri-County boys knocked off Belle Plaine and that is big for the Trojans as wins have been hard to come by for them. The Keota boys dumped

Just finished watching «Downtown Abby» on channel 11. It was the new one for 2014 and was two hours long. RL even has gotten into the saga. I know my neighbor over SE is watching also. I believe this is season 4 and every one is talking about it even on other TV shows. You know I read where yes, the programs are not to be as over run by the loud commercials. It is against the law to do so and yet they are continuing to do that very thing. It told of where to send your protest and only with the public turning them in they will keep on. Now I can›t find the article.

I went through the TV guide twice thinking it was there. And the last week as well. So frustrating!

I could not make the Friday deadlines as one thing and another popped up to distract this writer, telephone calls, little people and just living and so I thought this will have to start again in January. I did not know much anyway and sometimes I can›t say anyhow!

Boy is it cold but not to sound old.

We used to when we were in school just go and it was below zero many times to the tune of 20 below and maybe lower. We did not do the wind chill then. But we were talking to some folk after church and the lady remarked the reason it is so well in the news is probably someone would sue if anything happened to anyone. I guess a sledding accident cost a city millions of dollars. Was that not last

Montezuma and BGM topped Lynnville-Sully. I have not checked the current standings in the South Iowa Cedar League, but it seems to me that Keota and BGM should hold the top two spots and that battle should go down to the wire.

It is time to take that stroll down memory lane.

100 years ago: Jan. 12, 1914- Beacon high school beat the Penn School of Commerce 31-12. Holmes led Beacon with 18 points.

75 years ago: Jan. 7, 1939- Eddyville and Cedar split games. The Eddyville girls rolled to a 46-32 win with June Newell scoring 26 points. Cedar took a 32-17 boys win as Ireland scored 12 points and Tucker added nine. Jan. 11- Tracy took both games from Lacey. The girls won 22-20 as Converse scored 13 points. Eight points by Arlene Andrews and seven from Letha DeWitt led Lacey. The Tracy boys romped to a 30-15 win with Gordon scored 15 points.

50 years ago: Jan 8, 1964- Pella Christian’s Nancy Hogendoorn poured in 55 points in a 74-65 loss to Eddyville. Jan. 10- Pekin and Sigourney have been the first two schools in the area to introduce wrestling programs. Coaches, Jerry Staton of Pekin and Jack Smith of Sigourney have indicated that the interest level is high in both schools.

Jan. 11- North Mahaska upset the Lynnville-Sully Hawks 58-45 as Ric Phelps knocked down 16 points, Bob Knoot added 14 and Dick Winegardner added 12. Jan. 11- Fremont sweeps Tri-County. The Wildcats pulled out a 51-46 win as Tom Rhodes scored 15 points and Bob Swanson added 10.

Marvin Lamb led T-C with 15 points.

The Wildkittens roared to a 74-58 win as Karen Lake drained 31 points.

Kathy DeBont led T-C with 22 points.

Gene and Barb Long met family in DSM last Sunday to celebrate the birthday of Shelly Long. She must be at the half way mark by now. Don›t worry Shelly I›ve been there and it don›t hurt much. Good English!

We had dinner here last week on Sunday as half of the family could not make it for Xmas and so we had who could come this time just to be together. Mark and his girls from Traer, Abi and Samantha, Vonna was in Hamburg helping her father get settled at home after 115 days in the hospital. He was bit by misquitos and developed the West Nile Virus and almost did not make it several times.

He will be in recovery a long time.

Daughter Karol and a friend, Rachel and Rebekah were here. Brian’s were in Kansas City where they spent a week at their home there. Jacob Watson worked at the grocery store in Traer for he is now a college boy in Pella. Need Money!

Wayne and Ruth Hasley celebrated an anniversary on the 30th. of December, and the year they were married at the Union Mills church it was so cold and snowy that many could not come. Fred Watson celebrated his birthday also on the 30th. Don’t know what they did for sure, Our neighbors have cattle across the road and they have 5 cattle tanks they are trying to keep open for the cows.

With this weather they have frozen over and I don;t know what they will do. They cut the ice and put in water but they look mighty frozen solid to me. I guess it will be a licking game.

We watched the Rose Parade on tv and we have seen it in reality two or three times. The one year the men went with brother in law, David Jontz and they saw in person, John Wayne and several others. Only remember John Wayne. They park the floats afterwards and you can walk among them. They just get better and better.

My nephew James Jontz works on the South Pasedena one every year and they start now planning the next one now. It gets chilly there until the sun comes up!

Thinking of this weather I remembered the one year we lived in Lynnville that it snowed the first of March and every day of that month even on the 31. I was about ready to loose it. It was depressing to say the least. I think it was in the 60›s.

Maybe 64 or 65’.

No school tomorrow or around the area! To keep safe it would be nice not to stick your head out. Rachel has to be at the Navy station by 7 in the morning. Lets hope she gets the car started.

Bunker Hill

Taintor-Granville-Lynnville Denny and Dot Zylstra attended the wrestling meet at L-S on Saturday, December 21 for their grandson, Noah Zylstra. Noah won all three of his matches. Way to go Noah!

The Taintor Ladies Circle held their Christmas potluck supper at the home of Mark and Marylou Van Wyk. Attending were Bev and Dale Flander, Donovan and Ruth Van Wyk, Lowell, and Linda Goemaat and Pastor Mike Murrell. Everyone brought Christmas goodies to share and the ladies ex-changed gifts to reveal their secret sisters.

Tom and Theresa Anderson attended as Becker family Christmas potluck dinner at noon on Saturday December 21st at Van Horne. A grab

bag gift ex-change was held and enjoyed.

Last weekend Gary and Sonja Briggs and Wayne and Ruth Hasley enjoyed viewing the Christmas lights at Decorah and West Union.

Congratulations to Fred and Nell Busser on their new granddaughter, Cora Louise Buser. Cora is the daughter of Jonathan and Karen Buser of Minnesota.

Four family members came from Boulder, Colorado. Over eighty were able to attend, including Dale’s parents: Cecil and Esther Flander, and all Dale’s siblings were present.

Thursday night guests of Carrol and Carolyn Bandstra for pizza were Stephanie and Ashton Lahvie and Frank and Corma Rrestsma.

On Saturday night, December 21, Esther Van Wyk and here children, Mert and Deb Van Wyk, Mark and Marylon Van Wyk, Bev and Dale Falander, Donavan and Ruth Van Wyk and Randy and Jeanie Van Wyk had their Christmas potluck supper at the Lynnville City Hall.

Carrol and Carolyn Bandstra and their family had their Christmas on Saturday, December 21st at the home of Caren and Scott Rempe.

Cheryl Hansen of Newton was a Wednesday December 18th guest of Lyn Kinney for brunch and exchanged Christmas gifts.

Fremont Lions to host Community Blood Drive on Monday, January 20 The Fremont Lions will host a community blood drive from 3-7 p.m. on Monday, January 20 at 107 E. Main Street, inside Community Center. To donate, please contact Edd Elder at (641) 295-4822.

Potential donors must be at least 17 years of age (16 with parental permission form available through www.bloodcenter.org) and weigh more than 110 pounds. A photo I.D. or MVRBC Donor Card is required to donate.

Sawhorse construction utilizes vocational skills

By E. Haselhuhn and B. Moore Not all education comes from the classroom setting. Students learn different ways and enjoy different methods of instruction. Luckily for students at Eddyville-BlakesburgFremont High School, students are still able to be involved in the Agricultural Education program and learn new skills from their hands on experiences.

Students were able to utilize cognizant thinking while preparing to figure the amount of wood product the class would need. From there, operation of the power slide saw correctly and safely was maintained by students. Reading the floor plans of how the project was put together enabled students to think about how to assemble the pieces together so the sawhorse would be built correctly.

Proper use of power drills was the final item that was utilized by the students to put this item together.

Each student was responsible for

their wood and construction of the product. Freshman Claire Jager had the first place sawhorse this year.

She is the daughter of Jim and Alisa Jager of Oskaloosa. She enjoyed he time working out in the lab. “I liked being involved with a project that needed usage of my mind and my hands. I had a problem last year reading the plans to make a bluebird box. I made sure I didn’t make those mistakes again,” Jager said.

Second place went to Briana Ver Steegh. She is the daughter of Wayne and Tracey Ver Steegh of Oskaloosa.

Briana also had a problem with building her bluebird box last year.

“I was able to do a better job this year and paid more attention to the blueprints to make this project really good,” Ver Steegh said.

Third place was captured by Austin Angle. He is the son of Aaron and Allison of rural Blakesburg. Angle was confident in his approach to the construction. “I was confident

in how to read the plans and then execute the measurements to make this a good project that my parents can use after I leave in 3 years,” Angle said.

Instructor Patrick Powers has used a pattern that is one that is not very popular, but it does the job around the home or farm. “I have used the open-beam construction for quite some time,” said Powers. “I have found that it provides enough challenges for kids with their minds and their hands as they complete this task.”

Students can utilize the sawhorse numerous ways, but the ideal item is to take it to the local county fair and then the Iowa State Fair and enter it as a Ag Mech Tech exhibit. “Kids don’t realize that they can actually get their money back out of the initial cost of the wood. Between the two fairs, students can earn enough premium money to pay for the lumber,” Powers added.

Well, it›s Sunday morning (Dec. 29) and I›m still struggling with figuring out what edition this column will appear in. I›m going to go ahead and write about Christmas even though by the time you read this, that will probably be a long gone memory. Actually, that›s part of my point. Read on.

So for about 2 months prior to December 25 we seem to start stressing about buying gifts for people we have to please. (As always, keep in mind this is only MY opinion) For some reason we tend to think we have to buy something expensive to live up to the expectations set by commercials and our peers. While kids really do need underwear and socks, we think we have to buy them the newest style of the pricey North Face zip up jacket so they can wear it for 3 months instead of the nice Nike one we got them last year that still fits. And even though our parents have been married for 30 plus years and have everything they need to get through a day, we feel we must buy them the latest and greatest ‹As Seen On TV› cooking apparatus because without it they probably couldn›t fry bacon or chop vegetables. I›m sure they can find room to store it on their counter somewhere along side the toaster, coffee maker, can opener, sugar canister, and cookie jar because they don›t need that much space to prepare food anyway. But where will these costly gifts be within 3 months? I›m guessing the small appliance will be on the top shelf no one can reach and the North Face will be either laying in a pile

on the floor under the comfy, already broke in hoodies or worse, stolen out of a locker room when we play an away ball game.

Think about all of the money you have shucked out for presents over the years. What do you have to show for it now? Do the people still use it? Or did they really need it in the first place? That›s the big question. In looking back over the years, the first gift that comes to my mind is when we received a half a beef plus a deep freezer to put it in. That cost some big bucks. The problem is that Lee has that hiatal hernia thing and doesn›t do well with steak. And we didn›t have much other stuff to put in the freezer so our electric bill jumped another $30 a month. We ended up giving it all away. I know that sounds rude, but it was just expensive things we didn›t need. Now buy me some new drip pans for my stove and I would have been thrilled! The one gift we did get that we still use is our heated mattress pad. Maybe that›s not flashy or worth showing off, but it sure was practical - just like socks and underwear would be.

At what age do you start instilling money morals into kids? How old do you feel they should be before they stop expecting the newest electronic device or apparel and start appreciating all of the bills we pay for them over the course of the year so they can live a comfortable life? I have to admit those fancy phones are fun and will be used often (almost too often) by the recipient. My family would love to have internet access and upgrade our flip phones,

but our cell phone bill with just talking and texting is already our household’s highest monthly expense. They know when they can afford to pay for their own plan, they can get whatever they want. They seem content with just texting for now. And do you want to know the mean thing I did for my kids this year? In October, the 3 of us went to TJ Maxx and happened to find good prices on winter clothes that they really did need. Jac got a variety of pants that were long enough and DeLaney got that new, warmer winter coat because her one from 9th grade was getting a little worn out. Enough time had gone by since then that the newness has worn off and they considered those items just another part of their wardrobe. Well, I still remember writing that check so I made copies of the receipt and put them in a decorated envelope for them to open. It was just a visual reminder that they already had what they needed and refresh their memory on the money already spent on them.

But I can top that one. When the kids were young and showed potential life long health issues (which have luckily all be resolved), my insurance agent/friend in Monroe talked to me about getting them life insurance policies then so they could never be denied later. It is one of those policies that has a cash value, too. I don’t want any advice on how I shouldn’t have done that. My agent/friend’s daughter (which was DeLaney’s best friend) passed away suddenly when she was 13 due to eColi. I will always remember how grateful my friend was that she had the same insurance and could afford a beautiful headstone for her little girl. So I have no problem paying that lump sum every year for my own kids to

be assured they are covered for later in life. You know what’s coming. I made copies of their premiums we pay plus highlighted the cash value it’s now worth and that was one of their expensive presents this year, too. What I hadn’t anticipated was the questions they had about life insurance. It turned out to be a good life lesson.

The most memorable part about this Christmas was buying for people who aren›t family, but we love them as if they were. Ask my kids what their favorite gift was, and I bet they have to think about it. Then ask them about giving markers and coloring pads to children who are special to us and watch their eyes light up when they recall the look on the innocent faces of the precious children ripping open the wrapping paper. Ask them how much fun we had when we found the perfect baby Nike booties for the cutest little boy who comes to basketball games (a white and red pair so he can dress for home and away games. haha). And ask them about seeing Preston’s face when he opened his gift of a customized Warhawk shirt with his name on it. In the years to come, I’ll bet you that those gifts will be the ones we remember and will probably forget about the new tie (Jac’s new obsession) or the comfy Cyclone sweatpants that DeLaney will probably have stained from spilling chili on them.

I do hope you all had a Merry Christmas and got the gifts you wished for. But I also hope had the experience to touch other people›s lives and will be blessed with the memories of their smiles for many years to come. And since this column will appear a week after I›m still used to in my old routine, I hope you have a Happy New Year.

Country Girl’s Corner The Old Year As I haven’t caught you up on our happenings for awhile, I thought I would start with Christmas week. Early Monday, December 23, we hopped in our car which Loren had packed the night before and headed south for Arkansas arriving at 2 that afternoon. We had a good trip down, although we had been a bit leery of going through Kansas City, as the forecast was for snow, but thankfully we only met a few flurries, driving right out through it with no problems.

It was nice just outside Fayetteville, where Mark and Susan live, with the temperatures ranging from 30’s to nearly 50 while we were there. It got plenty cold at night, however, and Thursday we woke up to a foggy morning with everything covered in white hoarfrost. It was beautiful. Mark and Susan were both at work when we arrived, but they soon came home with hugs all around and then a lovely supper of salmon steaks, rice, and salad. We were hungry, as we don’t eat much whilst traveling.

We enjoyed touring the house to see the improvements since we last visited—some newly painted rooms and a couple of rooms changed around. It all looked great.

We were all settled in Mark’s Seahawks Room, the apartment on the west end of the new double garage. We have our own bathroom, room to spread out, and comfy

beds. And it’s warm. Delightful.

On Tuesday, we were out and about, Susan made a nice vegetable beef soup for supper and Nic came over. Susan, Nic, I and the two dogs walked down below the house to the North Fork of the White River. It was good to be out in nature in the woods for a little while. That evening we played the newest version of Trivial Pursuit which was pretty fun.

Wednesday was Christmas Day and Nic came over early. Susan banged on our door as she passed by to feed her horse, so we scrambled around and got into the house for the Christmas Morning festivities. Mark, Nic and Susan read the Christmas story out of three Bibles and then Mark asked us what our best Christmas gift was that we had been given in the past and also what we were thankful for. Then we prayed around in a circle. That was Christmas for me—worshipping the Lord, remembering His goodness, thanking Him for His blessings, and offering our requests. After that we shared our gifts for one another. It was a fun and lovely time.

Then it was cookin’ time and Susan whipped up a lovely Christmas Dinner. It just doesn’t last long enough though, does it? All that preparation and then we are done eating in about twenty minutes. We played a game again, Nic went home in the late afternoon

and Susan and I took the dogs and climbed up Dead Horse Mountain behind their house. It is beautiful and tree covered, easy to walk up and down. To have a whole nice woods right behind your place has to be the most wonderful thing.

Thursday we were out and about again and that evening early we drove up around the square where the Farmer’s Market is held during the warm months to see the lights.

Or I should say, see the LIGHTS!!

As that is what they were. Every tree, shrub, even the ground was covered in colored lights—even out to the tips of the tree limbs— we had never seen anything like it—and it was all perfection—everything beautifully and perfectly wrapped with colorful lights. How they did this, I’ll never know and how they got all those lights OFF again has to be even more challenging. It was truly jaw-dropping and people were taking advantage of it. There were camel rides for the kids and several coffee stands set up. Afterwards, we went to Logan’s for a tasty supper.

Friday morning dawned and Papa were on the road for home by seven. We left early to avoid any traffic, but there was hardly any as most people were off for the Christmas holiday. We drove through fine weather and good roads the whole way back, turning into our own driveway by 2:45 pm. Boy, were our cats glad to see

us! They wanted to be loved and they told us how much they had missed us. Someone(s?) was kind of naughty, too, we found, as the Christmas tree had been climbed and a few things had been shaken off.

We unpacked everything and Saturday I did up a big wash and drove into Newton for a short errand. It was good to be back home and as soon as I could, I sat back in my recliner, covered my lap with the red throw and chirruped for Leafy to join me, which he did in short order. Leafy is a true lap setter and loves to stretch out and sleep on me. Manolo likes to be held or set beside us for short sessions, but he likes his lovin’, too.

They are great little buddies and we love them. It was wonderful to be back in Sunday School and church Sunday morning—the previous week had been cancelled due to snow, so we were eager for some good teaching, Bible reading, prayer, and singing.

This week looks to be more laid back with the New Year due on Wednesday and we have no plans much for the week. Fine with us.

Oh, yes, I wrote out a new work list last night, but that is my own thing—we don’t have any appointments, etc, staring us in the face. I love this time of year. Take care, enjoy the coziness of your homes and the winter weather and see you next time!

Remembering Our Loved Ones John E. Terpstra

John E. Terpstra, 83, of New Sharon died on Thursday evening, December 26, 2013, at the Mahaska Health Partnership in Oskaloosa.

John Elmer Terpstra, son of Nick and Jennie (Vanden Heuvel) Terpstra, was born July 26, 1930, at the rural home of his parents near Lacey, Iowa. After finishing the eighth grade at Lacey School, John joined his father and brother Richard in working the family farm. Early on they raised purebred Chester White breeding stock and from 1965 to 1979 John was a breeding stock producer for Kleen-Leen, Inc. From 1972 to 2012, John was a certified soybean grower for several seed corn companies. He loved farming as a way of life; his pride and passion was planting a straight corn row and he did his own planting through the 2012 season. Many will remember John because of the 100s of auctions he cried as auctioneer for Terpstra Auction Service. He had the privilege of crying the 4-H livestock auction at the Southern Iowa Fair for over 50 years. John was an avid bowler, participating in Monday Night League and attending tournaments for many years.

John married Phyllis Holm in May 1950; to this union four children were born. They later divorced. He married Mary Cathryn McDowell in Ottumwa in 1978.

John is survived by his wife of 34 years, Mary of Oskaloosa; his children: Vickie Terpstra of Des Moines, Cynthia L. (Terry) Fenaglio of Knoxville, and Ronald G. Terpstra of New Sharon; stepchildren: Billy Hart of Ottumwa, David (Tina) Hart of Chariton, and Jimmy Hart of New Sharon; two grandchildren: Tim Fenoglio and Brian Fenoglio, both of Knoxville; a greatgrandson, Bret Fenoglio and a great-great-granddaughter, Lia Fenoglio; several step-grand-children and step-great-grandchildren; and two sisters: Nancy Van Zee of Oskaloosa and Alida Terpstra of Grand Rapids, MI. In addition to his parents, John was preceded in death by his son, James and two brothers: Richard and John Martin Terpstra.

Funeral Services will be held at 10:30 a.m., Monday, December 30, 2013, at the Bethel Christian Reformed Church with Pastor Phil DeBoef officiating.

A family prayer service will be held at 10:15 a.m. in the church fellowship hall. Burial will be in Forest Cemetery. Visitation will begin at 11 a.m., Sunday, at Garland-Van Arkel-Langkamp Funeral Chapel; the family will be present from 1-3 p.m. to greet visitors. Leathernecks crush school records over CulverStockton, 113-38

MACOMB, Ill. - Western Illinois women’s basketball broke program records in assists and 3-pointers in a game as the Leathernecks rolled to a 113-38 victory over CulverStockton inside Western Hall on Thursday night (Jan. 2).

The Leathernecks (7-7) set a new program and Summit League mark with 39 assists, which is the highest NCAA Division I total in a game this season (North Carolina - second with 34 assists on Dec. 16).

That mark shattered the previous program record of 34, set during the 1977-78 season, also bettering the league mark of 37 set by Youngstown State in 1998.

Additionally, WIU broke the program 3-pointers record of 16, which was set earlier this season against William Woods, as the Leathernecks sank 17-of-36 (47.2 percent) from beyond the arc.

Western’s 45 field goals ranks tied for seventh in NCAA Division I this season, while the 17 treys rank tied for eighth in the country.

“These games are tough for both sides and we obviously outmatched them a little bit, but we played well and that’s part of the reason for the score discrepancy,” head coach JD Gravina said. «We shot the ball incredibly well, we moved the ball incredibly well. I think a lot of times in these games you›ll see teams where players are trying to get their stats and get their points and we didn›t have any of that. We were making the extra pass, passing the ball ahead, playing good team defense and that shows with the 39 assists that we had.»

Six players scored in doublefigures for Western, led by Marley Hall who scored 20 on 7-of-9 shooting, including 5-of-6 from long distance.

Michelle Maher, Tori Niemann and Liz Skotowski scored 15 points apiece, with Sophie Reichelt adding 14 points and five

boards and Ashley Luke earning her 10th double-double of the year (12 points/10 rebounds).

Rebecca Henricson matched her career high of 11 assists, also tallying six points, four rebounds and three steals without committing a turnover in 34 minutes played.

Niemann added seven boards, five assists and three steals while Maher dished out eight assists to match her career high.

The 75-point margin of victory was Western’s largest since beating Maryville 132-21 in the 1977-78 season opener, while the 113 points scored are the program’s most since scoring 115 at Iowa Wesleyan in 1979-80.

Mallory Boyle set new careerhighs with seven points, six boards and seven assists.

Paige Harmon chipped in nine points, four rebounds and a careerhigh three blocks off the bench.

The Leathernecks committed less than 10 turnovers (nine) for the second time in the 2013-14 season.

Western Illinois jumped out to a 37-4 lead against the Wildcats (37, counting this as an exhibition) and never looked back, taking a 63-20 lead into the break. The Leathernecks allowed less than 40 points for the first time this season.

Western had the advantage in virtually every statistical category, shooting 59.2 percent (45-of-76) from the field, compared to just 21.1 percent (12-of-57) for CSC. The Leathernecks also led in rebounding (46-32), steals (17-6), points in the paint (48-6) and fast break points (24-0).

Every player had at least six points, one rebound and one assist, with eight of the nine players recording steals.

Western Illinois will be back in action on Tuesday (Jan. 7), taking on another NAIA opponent in St. Francis (Ill.) at 7 p.m.

Warhawk Mat Club hosts tournament The Warhawk Youth Mat Club will sponsor their annual Youth Wrestling Tournament Saturday January 11, 2014 at the North Mahaska H.S. gymnasium. Youth, grades K-6 from a range of schools will compete for first through fourth place. Weigh-ins will be from 8:00 to 9:00 a.m. with wrestling to begin at approximately 9:30 a.m. Concessions available possible by the Junior After-Prom Committee. The Club invites the community to Come on out and support the local youth.

For the last nine years, the Warhawk Youth Mat Club has been supported/ coached by Scott Simmons, Shane Angle, Jason Walston, with assistance from several parent volunteers.

North Mahaska students in grades K-6 are invited to participate with a letter in the fall. The membership fee includes a mat club t-shirt, the Warhawk tournament fee and a movie at the Capri Theater. This program has grown tremendously from fifteen to almost fifty youth members.

Evening practices are held three

times a week in the wrestling room from November to February. Area youth tournaments are held every weekend and mat club members and

parents are encouraged to register for these optional tournaments. These tournaments assist young wrestlers in gaining valuable experience and

rewarding them for their hard work with medals and trophies. Youth wrestlers can elect to participate at district and state competitions as well.

The Warhawk Mat Club program and tournament could not be possible without local program sponsors. Public Notice Mahaska County Board of Supervisors Mahaska County Board of Supervisors December 16, 2013 The Mahaska County Board of Supervisors met in regular session on the above date at 9:00 a.m. in the third floor conference room of the Mahaska County courthouse. Present were the following board members: Chairman – Greg Gordy; Vice chairman – Mike Vander Molen; Member - Mark Doland. Also present were Duane Nollen, Osky Herald; Eduardo Zamarripa, Presley Joss, CRI; Taylor Howard, KBOE; Dave Sedivec, Mahaska County Conservation Director; Jerry Nusbaum, Mahaska County Engineer; Deann DeGroot, MCARD; Troy Bemis, Maintenance Director and Susan Brown, Mahaska County Auditor.

Contract for Services Between The MAHASKA COUNTY BOARD OF SUPERVISORS AND AREA 15 REGIONAL PLANNING COMMISSION Area 15 Regional Planning Commission (hereinafter referred to as the Contractor) has the expertise to carry out the responsibilities of a Hazard Mitigation Contractor as outlined in the attached Scope of Work, and the Mahaska County Board of Supervisors, requires assistance in the development of Mahaska County Multi-Jurisdictional Hazard Mitigation Plan.

In mutual consideration of the promises set forth in this agreement, it is therefore agreed as follows: Article I. SECTION 1. Scope of Services The Contractor shall provide the services necessary to fulfill the requirements established by the Mahaska County Board of Supervisors and outlined in the attached Scope of Work and Federal Contract Language attachments, both of which are to be considered part of this contract. All work is to be consistent with the requirements established by the Disaster Mitigation Act of 2000 (DMA2K), 44 CFR, Part 201 and approved by FEMA. Article II. SECTION 2. Time of Performance The work under this Contract shall begin on immediately upon execution. Completion is projected for no later than November 26, 2016.

In the event the completion date requires an extension, the Contractor and Mahaska County may negotiate the terms of the extension and will work with the granting agency to coordinate that extension.

Section 2.01 SECTION 3. Personnel The parties intend that an independent contractor-purchaser of service relationship will be created by the Contract. The Contractor is not considered an agent or employee of the County of Mahaska for any purpose.

Article III. SECTION 4. Method of Payment The Fiscal Agent shall pay the Contractor for the work under this Contract on the following schedule: a. Payment shall be due upon receipt of an invoice for actual work performed and receipt of grant funds by Mahaska County. Final payment shall be due upon completion and FEMA approval of the Plan and all other required IHSEMD documents. b. Payments to the Contractor for services provided will not exceed the proposed amount. c. The Mahaska County Board of Supervisors must approve and authorize the Contractor invoice prior to payment.

Article IV. SECTION 5. Amendments Any amendments or changes to this Contract must be in writing and mutually agreed to by the Contractor and Mahaska County Board of Supervisors.

Section 4.01 SECTION 6. Termination Clause Either party assigned hereto shall have the authority to terminate this Contract, by notifying the other party by registered mail within sixty (60) days of the effective termination date. The Contractor will be paid for the time provided and expenses incurred up to the termination date.

SECTION 7. Saving Clause Should any provision of this Contract be deemed unenforceable by a court of law, all of the other provisions shall remain in effect.

Section 4.02 SECTION 8. Entire Agreement Statement This Contract contains the entire agreement between the Mahaska County Board of Supervisors and Contractor for the contracted work. There are no other written or oral agreements, understandings, or contracts that shall take precedence over the items contained herein, unless they have been made a part of this Contract per Section 5.

PASSED AND APPROVED: AREA 15 REGIONAL PLANNING COMMISSION MAHASKA COUNTY BOARD OF SUPERVISORS s/Greg Gordy, Chairman 12-16-2013 SCOPE OF SERVICES Under this agreement, the contractor is responsible for developing a Multi-Jurisdictional Hazard Mitigation Plan, in accordance with the Disaster Mitigation Act of 2000 (DMA2K), 44 CFR, Part 201 and approved by FEMA. Specifically, the Contractor shall provide the following services. The scope of services for successful completion of this contract shall include the following requirements.

The Contractor shall: Work with the Emergency Management Agency Coordinator to plan the Planning Meeting(s).

Work with the Emergency Management Agency Coordinator to develop and meet with the appointed planning committee to begin the planning process.

Coordinate planning of all necessary meetings and public hearings required to adequately complete the plan in accordance with FEMA requirements. This will include working with appropriate city and county officials to schedule meetings, determine locations, and notify team members and the public. All formal invitations, public notices, letters, and press releases will be developed with the review and approval of appropriate officials.

Attend all meetings and consultations with every jurisdiction in Mahaska County in order to determine the hazards that are critical to the jurisdiction and the mitigation measures needed for each hazard identified in each jurisdiction.

The hazards to be initially considered will include the 16 natural hazards (Drought, Earthquake, Expansive Soils, Extreme Heat, Flash Flood, Hailstorm, Landslide, River Flood, Severe Winter Storm, Thunderstorm & Lightning, Tornado, Windstorm, Sinkhole, Levee Failure, Dam Failure, and Grass or Wildland Fire) and 7 manmade hazards (Human Disease, Hazardous Materials, Transportation Incident, Infrastructure Failure, Terrorism, Radiological, and Animal/Plant/Crop Disease) identified in the 2013 Iowa Hazard Mitigation Plan. Each jurisdiction, including Barnes City, the City of Beacon, the City of Fremont, the City of Keomah Villace, City of Leighton, City of New Sharon, City of Oskaloosa, City of Rose Hill, City of University Park, unincorporated Mahaska County, William Penn University, the North Mahaska Community School District, and the Oskaloosa

Community School District will be identified in the plan with their specific hazards and mitigation measures. The plan will be drafted in such a way as to preserve the identity of specific communities and their particular mitigation needs.

The number of meetings and consultations with each community will vary with mitigation planning needs. FEMA requires a minimum of three meetings to be held in conjunction with the development of a Pre-Disaster Hazard Mitigation Plan. It is anticipated that each community will participate in a minimum of two meetings to determine hazards and mitigation measures and to review the plan draft. Each jurisdiction will also be required to officially adopt the completed plan.

Develop a Community Profile for each of the jurisdictions in Mahaska County in coordination with local officials and the appointed planning committee.

Research and prepare hazard analysis and vulnerability assessments for each of the identified hazards as part of an in-depth hazard profile to include definition and description, historical occurrence, probability, vulnerability, maximum threat, severity of impact, and speed of onset. All available technology and resources will be utilized including, but not limited to: NFIP (National Flood Insurance Plan) flood plain maps FEMA HAZUS-MH risk assessment software National Weather Service (NWS), National Climatic Data Center (NCDC), National Transportation Board (NTSB), USGS, US Census, and National Disaster Center records and databases GIS Technology Historical Records Previously completed Hazard Mitigation Plans from Mahaska County jurisdictions Develop an analysis of each hazard mitigation measure using the STAPLEE (Social, Technical, Administrative, Political, Legal, Economic, and Environmental) evaluation criteria.

Develop a maintenance and review section of the Plan based on the information provided by the appointed planning committee.

Include a wide range of possible mitigation activities as identified by each community and the appointed planning committee in the completed Plan.

Prepare all mapping and related documents as required by FEMA. Administer and maintain all necessary progress reports, quarterly reports, meeting documentation, and soft match documentation in coordination with the Mahaska County Emergency Management Coordinator. All completed necessary reports and documentation will be submitted to IHSEMD and the Emergency Management Coordinator as required.

Write the Mahaska County Multi-Jurisdictional Hazard Mitigation Plan in compliance with the Disaster Mitigation Act of 2000 (DMA2k), 44CFR, Part 201, the Milestone Time Frame and Scope of Work identified in the grant application and award, and the current FEMA Region VII Local Hazard Mitigation Plan Crosswalk.

Complete the FEMA required Crosswalk Document.

Complete the Data Collection Sheets, as required, to the approval of IHSEMD. Provide an opportunity for each community, local officials, appointed planning committee, Mahaska County Emergency Management Agency, and any other stakeholders to review and comment on the draft plan before submission to FEMA for review and approval.

Revise the draft plan as necessary based on the review and comment of the community, local officials, appointed planning committee, Mahaska County Emergency Management Agency, and other stakeholders.

Work with each jurisdiction to facilitate the adoption process including sample documentation.

Submit the completed plan to IHSEMD and FEMA for review and approval.

Complete any revisions required by FEMA in order to achieve a FEMA approved MultiJurisdictional Hazard Mitigation Plan.

Provide, upon FEMA approval, a hard copy of the approved Plan to each jurisdiction, the Mahaska County Emergency Management Coordinator, and the Mahaska County Board of Supervisors.

Provide, upon FEMA approval, a digital/ electronic copy of the approved Plan in PDF

form to each jurisdiction, the Mahaska County Emergency Management Coordinator, and the Mahaska County Board of Supervisors.

Provide, upon FEMA approval, a digital/ electronic copy of the approved Plan to the Mahaska County Emergency Management Coordinator.

Collect and compile all meeting records, sign in sheets, and other documentation to facilitate soft match requirements and grant close out activities.

Maintain communications and coordination throughout the planning process with the Mahaska County Emergency Management Coordinator as well as appropriate IHSEMD and FEMA staff.

TOTAL CONTRACT AMOUNT (NOT-TOEXCEED): $34,000.00 (See payment schedule listed on page 6 of proposal) FEDERAL CONTRACT ATTACHMENTS a) Federal Changes The Contractor understands that federal agencies are permitted to require changes, remedies, changed conditions, access and records retention, suspension of work, and other clauses approved by the Office of Federal Procurement Policy. b) Termination Termination for Convenience (General Provision) This contract, in whole or in part, at any time by written notice to the Contractor when it is in the local, state, and federal government’s best interest. The Contractor shall be paid its cost, including contract close-out costs, and profit on work performed up to the time of termination.

The Contractor shall promptly submit its termination claim to the Purchaser to be paid to the Contractor. If the Contractor has any property in its possession belonging to a Purchaser, the Contractor will account for such property and return or dispose of such property as directed by and at the cost of the Purchaser be paid its costs.

Termination for Default [Breach or Cause] (General Provision) If the Contractor does not deliver any item(s) ordered pursuant to the terms of this solicitation or any contract awarded thereof in accordance with the contract delivery schedule, or, if the contract is for services, the Contractor fails to perform in the manner called for in the contract, or if the Contractor fails to comply with any other provisions of the contract, the Purchaser may terminate his contract for default.

Termination shall be effected by serving written notice on the contractor. Said notice shall set forth the manner in which the Contractor was/ is at default. The Contractor will only be paid the contract price for supplies delivered and accepted, or services provided in accordance with the manner of performance set forth in the contract.

If it is later determined by the Purchaser that the Contractor had an excusable reason for not performing, such as a strike, fire, or flood, events which are not the fault of or are beyond the control of the Contractor, the Purchaser, after setting up a new delivery or performance schedule, may allow the Contractor to continue work, or treat the termination as a termination for convenience.

Opportunity to Cure General Provision The Purchaser in its sole discretion may in the case of termination for breach or default, allow the Contractor a specified period of time in which to cure the defect. In such case, the notice of termination will state the time period in which cure is permitted and other appropriate conditions.

If the Contractor fails to remedy to Purchaser’s satisfaction the breach or default or any of the terms covenants, or conditions of the Contract within ten (10) business days after receipt

by Contractor or written notice from the Purchaser setting forth the nature of said breach or default, Purchaser shall have the right to terminate the Contract without any further obligation to the Contractor. Any such termination for default shall not in any way operate to preclude the Purchaser from also pursuing all available remedies against Contractor and its sureties for said breach or default.

Copeland Anti-Kickback Compliance The Contractor agrees to comply with the Copeland “Anti-Kickback” Act (U.S.C. 874) as supplemented in Department of Labor regulations (29 CFR part 3).

Davis-Bacon Compliance The Contractor agrees to comply with the Davis-Bacon Act (40 U.S.C. 276a to 276a-7) as supplemented in Department of Labor regulations (29 CFR part 5) for construction projects in excess of $2,000. This provision requires that a Contractor pay prevailing wages to its employees for construction contracts in excess of $2,000.

Contract Work Hours and Safety Standards Act Compliance The Contractor agrees to comply with sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330) as supplemented in Department of Labor regulations (29 CFR part 5). This provision requires Contractor compliance when a contract in excess of $2,000, and in excess of $2,500 when a contract involves the employment of mechanics or laborers. c) Access to Records and Reporting Requirements In accordance with 49 CFR 18.36(I), the EM/contractor and any vendor acting on its behalf in this solicitation agree to provide the Iowa Homeland Security and Emergency Management, the Comptroller General of the United States or any of their authorized representatives access to any books, documents, papers and records of the Contractor which are directly pertinent to any contract awarded pursuant to this solicitation for the purposes of making au-

dits, examinations, excerpts and transcriptions.

Contractor also agrees, pursuant to 49 CFR Part 633.17, to provide the Homeland Security Administrator or his authorized representatives, including any PMO contractor, access to Contractor’s records pertaining to contracts awarded that involve a major capital project, as defined at 49 U.S.C. 5302 (a)1.

The Contractor/EM agrees to permit any of the parties described in the preceding paragraph to reproduce by any means whatsoever to copy excerpts and transcriptions as reasonably needed.

The Contractor/EM agrees to maintain all books, records, accounts and reports required under any contract awarded pursuant to this solicitation for a period of not less than three (3) years after the date of termination or expiration of this contract, except in the event of litigation or settlement of claims arising from the performance of this contract, in which case Contractor agrees to maintain same until the Purchaser, the Iowa Homeland Security and Emergency Management Administrator, the Comptroller General, or any of their duly authorized representatives, have disposed of all such litigation, appeals, claims or exceptions related thereto.

Notice of Awarding Agency Pertaining to Patent Rights With respect to any discovery or invention which arises or is developed in the course of or under this contract, the Contractor is responsible for complying with requirements pertaining to patent rights, as defined by the awarding agency.

Notice to Awarding Agency Pertaining to Copyrights and Rights in Data With respect to any publication, documents, or data that arises or is developed in the course of or under this contract, the Contractor is responsible for complying with requirements pertaining to ownership and use, as defined by the awarding agency.

Clean Air Each bidder or supplier, by signing the Certificate of Compliance with Bid Specifications, is obliged under penalty of law to comply with all applicable standards, orders, or regulations issued pursuant to the Clean Air Act, as amended, 42 U.S.C.1857(h), section 508 of the Clean Water Act (33 U.S.C. 1368), Executive Order 11738, and Environmental Protection Agency regulations (40 CFR part 15. The EM/Contractor is required to include these requirements in each subcontract exceeding $100,000 financed, in whole or in part, with Federal assistance provided by a contract awarded under this solicitation and assisted by Homeland Security. d) Energy Conservation Requirement The successful bidder shall comply with mandatory standards and policies relating to energy efficiency that are contained in the State Energy Conservation Plan issued pursuant to the Energy Policy and Conservation Act (Pub. L. 94163, 89 Stat. 871).

Public Notice Mahaska County Board of Supervisors between Iowa Homeland Security and Emergency Management Department and Mahaska County PROJECT TITLE: Mahaska County Multi Jurisdicitional Hazard Mitigation Plan Update GRANT AGREEMENT NO: DR-4119-0002-01 FEDERAL TAX ID#: 42-6005087 SCOPE OF WORK:

This Grant Assistance Agreement (AGREEMENT) is to provide Mahaska County (SUBGRANTEE) with federal assistance from the Hazard Mitigation Grant Program and applicable non-federal matching funds for the above referenced hazard mitigation grant. The total grant award is $40,000.00. The federal share shall not exceed $30,000.00 or (75%) of actual allowable project costs, whichever is less.

The state share shall not exceed $4,000.00 or (10%) of the actual allowable costs, whichever is less. The SUBGRANTEE shall provide at least $6,000.00 or (15%) through local nonfederal (cash and/or in-kind) sources for actual allowable project costs. These funds are to assist the SUBGRANTEE with developing 1 completing Local Hazard Mitigation Plans (Plans) in accordance with the regulatory requirements established by the Federal Emergency Management Agency (FEMA) for compliance with the Disaster Mitigation Act of 2000 (DMA 2000). Compliant Plans shall be adopted by the applicable legal jurisdiction(s) and shall be submitted to HSEMD. Final plans must be approved by HSEMD and FEMA 60 days prior to the end of the activity completion timeframe of this agreement, which is 11/26/2016. Final Plans shall be accompanied by a completed and signed “Local Hazard Mitigation Plan Review Tool” and the “Mitigation Data Worksheet” that have been made part of this AGREEMENT, and as a requirement for accepting this award.

Any changes to the approved scope and/or amount budgeted must be submitted to and approved b)’ HSEMD prior to executing the changes.

AGREEMENTS HSEMD will provide financial oversight and management in the role of GRANTEE based on the grant guidance, the grant financial guide and other State and federal guidelines.

The GRANTEE will provide technical assistance and direction to the SUBGRANTEE on programmatic and financial requirements. The GRANTEE will provide all appropriate documents and forms and make payments to the SUB GRANTEE to complete the approved scope of work.

The GRANTEE is responsible for monitoring SUBGRANTEE activities to provide reasonable assurance that the SUBGRANTEE administers federal awards in compliance with federal and GRANTEE requirements. Responsibilities include the accounting of receipts and expenditures, cash management, the maintaining of adequate financial records, and the refunding of expenditures that are not eligible and allowable.

Additionally, the SUBGRANTEE will be monitored periodically by the GRANTEE to ensure that the program goals, objectives, time lines, budgets, and other related program criteria are being met. Monitoring will be accomplished through a combination of office-based and on-site monitoring visits. Monitoring will involve the review and analysis of the financial, programmatic, and administrative issues relative to each program, and will identify areas where technical assistance and other support may be needed.

The SUBGRANTEE will pass appropriate resolutions to assure HSEMD that it is participating, and will continue to participate, in the National Flood Insurance Program, if mapped.

The SUBGRANTEE and the SUBGRANTEE’s AUTHORIZED REPRESENTATIVE agree to provide all supervision, inspection, accounting, and other services necessary to complete the scope of work from inception to closeout with the requirements set forth below.

I. ACTIVITY COMPLETION TIMEFRAME The approved Activity Completion Timeframe for this grant is from 11/26/2013 through 11/26/2016. All work must be completed prior to the Activity Completion Timeframe ending date. The SUBGRANTEE shall not incur costs or obligate funds for any purpose pertaining to the operation of the project, program, or activities beyond the expiration date of the Activity Completion Timeframe.

If a time extension is needed it must be requested at least 90 days prior to the Ac-

tivity Completion Timeframe. All requests must be supported by adequate justification submitted to HSEMD in order to be processed.

This justification is a written explanation of the reason or reasons for the delay; an outline of remaining funds available to support the extended performance period; milestones that are unmet; and a description of performance measures necessary to complete the project. The Hazard Mitigation Extension Request Form will be made available to you. Without the justification, extension requests will not be processed.

II. AUTHORITIES AND REFERENCES. The SUBGRANTEE shall comply with all applicable laws and regulations. A non-exclusive list of laws and regulations commonly applicable to FEMA grants follows hereto for reference only.

• SUBGRANTEE’s application that was received and approved by HSEMD and FEMA III. GRANT MANAGEMENT SYSTEM To ensure that federal funds are awarded and expended appropriately, the SUBGRANTEE will establish and maintain a grant management system. The standards for SUB GRANTEE organizations stem from the Office of Management and Budget’s (OMB) uniform administrative requirements and cost principles. State, local and tribal organizations must follow the uniform administrative requirements standards in OMB Circular A-102, and cost principle standards in OMS Circular A-87.

These standards combined with the audit standards provided within OMB Circular A-133, plus the requirements of the federal Cash Management Improvement Act constitute the basis for all policies, processes and procedures set forth in this grant management system for the SUBGRANTEE. The SUBGRANTEE’s grant management system must include: • internal controls based on the American Institute for Certified Public Accountants (AICPA) definitions and requirements in the government-wide administrative requirements and cost principles • a chart of accounts that includes a separate cost center, fund, or accounting codes for each federal grant or program • be in compliance with the Cash Management Improvement Act (CMIA), and good business processes • procedures to minimize federal cash on hand • the ability to track expenditures on a cash or accrual basis • the ability to track expenditures in both financial and program budgets • procedures to document all grant-related expenditures, broken down by budget line items • procedures to ensure expenditures are eligible and allowable • the ability to fulfill government-required financial reporting forms IV. PROCUREMENT This agreement requires that all procurement is executed by the SUBGRANTEE. Procurement standards must be in accordance with the written adopted procedures of the SUBGRANTEE, provided that the local procurement standards conform to applicable State and Federal law and the standards identified in the 44 CFR, Section 13.36. The SUBGRANTEE will ensure that every purchase order or other contract includes any clauses required by Federal statutes and executive orders and their implementing regulations. The SUBGRANTEE must submit copies of bid documents and contract documents to HSEMD prior to awarding or ex-

ecuting contracts. No contract will be accepted without HSEMD’s prior review and approval.

V. AUDIT SUBGRANTEE must comply with the requirements of the Single Audit Act Amendments of 1996 and the Office of Management and Budget (OMB) Circular A-133. Reference: Catalog of Federal Domestic Assistance (CFDA) Number: 97.039.

VI. PAYMENT REQUEST PRQCESS The SUB GRANTEE may submit a payment request up to 30 days prior to an anticipated expenditure or disbursement. Grant revenue received by the SUB GRANTEE must be placed in a separate account. A non-interestbearing checking account is preferred. If interest is earned, the SUBGRANTEE agrees to comply with the federal requirements from the 44 CFR, Section 13.21 (I). The SUB GRANTEE may keep interest earned on Federal grant funds up to $100 per fiscal year. This maximum limit is not per award; it is inclusive of all interest earned as a result of all federal grant program funds received per year. SUBGRANTEE’s are required to report all interest earned at least quarterly to the GRANTEE. HSEMD will provide instructions to the SUBGRANTEE for the disposition of reported interest earned.

Payments to SUBGRANTEE’s are based on eligible expenditures that are specifically related to the approved grant budget and scope of work. The SUBGRANTEE has two options available to them when requesting payments from HSEMD. SUBGRANTEE’s can request Reimbursement for allowable expenditures already paid, or request an Advance for expenditures expected to be paid within 30 days.

Payments shall be limited to the documented cash requirements submitted by the SUBGRANTEE. The SUBGRANTEE must submit a completed Payment Request Form and provide supporting documentation of eligible project costs to receive payment of funds.

• Reimbursement requests must include payment verification (i.e. paid invoices, receipts, payroll records with personnel activity reports, cancelled checks, general ledger print outs, etc.)

• Advance payment requests must include a detailed cost estimate (i.e. invoices, quotes, or other document). Payment verification documents (same documents required for a Reimbursement request) for the advance must be submitted to HSEMD within 30 days after the advance, and before future advances are made.

No more than thirty (30) days should elapse between the date of receipt of a warrant and payout of the funds by the SUB GRANTEE. All supporting documentation must be submitted to HSEMD immediately following the SUBGRANTEE’s payout of the funds.

Required documents prior to Payments from HSEMD. Payment of funds will not be made to a SUBGRANTEE until HSEMD has on file the following documents: • Signed Grant Agreement • Substitute W9/Vendor Update Form (if not already on file at HSEMD) • Chart of Accounts verifying that unique revenue and expenditure accounts, cost centers or account codes have been established within the SUBGRANTEEs cash management/ accounting system for each separate grant program included in this agreement.

• Procurement documents: method of procurement, bid specifications approved by HSEMD, copy of approved and executed contracts between the SUB GRANTEE and contractor VII. Match Verification The maximum federal share to any mitigation grant cannot exceed 75% of eligible grant expenditures. Therefore, the local matching funds (cash and in-kind) must be at least 15% of eligible grant expenditures (the state share is 10%). The subgrantee is responsible for submitting proof of the local non-federal match that was used for their mitigation grant to HSEMD. Expenditures must be in accordance with the approved scope of work and budget and in accordance with the 44 Code of Federal Regulations (CFR), Section 13.24, “Matching or cost sharing” Cash match can be money contributed to the subgrantee by the sub grantee, other public agencies and institutions, private organizations and individuals as long as it comes from a non-federal source. Cash spent must be for allowable costs in accordance with the subgrantee’s approved scope of work and budget and must be applicable to the period to which the cost sharing or matching requirement ap-

plies. Documentation can be copies of the subgrantee’s checks to the third parties and a copy of the subgrantee’s general ledger for revenues and expenses clearly showing the federal and non-federal cash sources.

In-kind match must comply with the requirements of the 44 CFR, Section 13.24 (matching or cost sharing). The value of in-kind contributions is also applicable to the period to which the cost sharing or matching requirement applies. The in-kind match provided must be documented by the third party contributing the in-kind services. The in-kind match must be specifically stated in the subgrantee’s scope of work and budget before in-kind match will be allowed to match any mitigation grant. Documentation call be a letter (on letterhead) from the third party stating the scope of their work, what is being contributed as it relates to the scope of work, the value, a statement to the effect that the value is normally charged, and a statement that the value is being waived on behalf of the subgrantee to meet the matching requirements to the subgrantee’s mitigation grant.

If the local match is insufficient to satisfy the local match requirements for receiving all available federal funds, the awarded federal funds will be reduced accordingly so as not to exceed the maximum federal share allowed under this award.

VIII. REPORTING REQUIREMENTS The mitigation grant program requires quarterly programmatic and financial reporting and progress relative to the approved scope of work. SUB GRANTEES are required to complete the quarterly progress report forms that are provided by HSEMD and submit them by the due dates stated to HSEMD. WAIVERS No conditions or provisions of this AGREEMENT can be waived unless approved by HSEMD and the SUB GRANTEE, in writing.

Unless otherwise stated in writing, HSEMD’s failure to insist upon strict performance of any provision of this AGREEMENT, or to exercise any right based upon a breach, shall not constitute a waiver of any right or obligation specified under this AGREEMENT. AMENDMENTS AND MODIFICATIONS This AGREEMENT may be amended or modified in reference to the grant funds provided, administrative procedures, or any other necessary matter, but not to take effect until approved, in writing, by HSEMD and the SUBGRANTEE. COMPLIANCE, TERMINATION AND OTHER REMEDIES Unless otherwise stated in writing, HSEMD requires strict compliance by the SUBGRANTEE and its authorized representative(s) with the terms of this AGREEMENT, and the requirements of any applicable local, state and federal statute, rules, regulations; particularly those included in the Assurances in the Project Application which was submitted to FEMA by HSEMD. HSEMD may suspend or terminate any obligation to provide funding or demand return of any unused grant funds, following notice from HSEMD, if the SUB GRANTEE fails to meet any obligations under this AGREEMENT or fails to make satisfactory progress toward administration or completion of said project. The SUB GRANTEE is responsible for repayment of funds as a result of subsequent refunds, corrections, overpayments, or disallowed costs for ineligible expenditures.

The SUB GRANTEE understands and agrees that HSEMD may enforce the tenns of this AGREEMENT by any combination, or all remedies available to HSEMD under this AGREEMENT, or under any other provision of law, common law, or equity.

INDEMNIFICATION 1. It is understood and agreed by HSEMD and the SUBGRANTEE and its agents that this AGREEMENT is solely for the benefit of the parties to this grant and gives no right to any other party. No joint venture or partnership is formed as a result of this AGREEMENT. 2. The SUBGRANTEE, on behalf of itself and its successors and assigns, agrees to protect, save, and hold harmless HSEMD and the State of Iowa, and their authorized agents and employees, from all claims, actions, costs, damages, or expenses of any nature whatsoever by reason of the negligent acts, errors, or omissions of the SUBGRANTEE or its authorized representative, its contractors, subcontractors, assigns, agents, licensees, arising out of or in connection with any acts or activities authorized by this AGREEMENT. The SUBGRANTEE’s obligation to protect, save, and hold harmless as herein provided shall not extend to claims

or causes of action for costs, damages, or expenses caused by or resulting from the negligent acts, errors, or omissions of HSEMD, the State of Iowa, or any of their authorized agents or employees.

3. The SUBGRANTEE further agrees to defend HSEMD, the State of Iowa, and their authorized agents and employees against any claim or cause of action, or to pay reasonable attorney’s fees incurred in the defense of any such claim or cause of action, as to which the SUB GRANTEE is required to protect, save, or hold harmless said patties pursuant to paragraph 2 of this part. The SUBGRANTEE’s obligation to defend, or to pay attorney’s fees for the defense of such claims or causes of action as herein provided, shall not extend to claims or causes of action for costs, damages, or expenses caused by or resulting from the negligent acts, errors, or omissions of HSEMD, the State of lowa, or any of their authorized agents or employees.

ACKNOWLEDGMENTS The SUBGRANTEE shall include, in any public or private release of information regarding the project, language that acknowledges the funding contribution by HSEMD and FEMA. INDEPENDENT CONTRACTOR STATUS OF APPLICANT The SUBGRANTEE, its officers, employees, agents and council members shall all perform their obligations under this AGREEMENT as an independent contractor and not in any manner as officers, employees or agents of HSEMD or the State of Iowa. All references herein to the SUBGRANTEE shall include its officers, employees, city council/board members, and agents. HSEMD shall not withhold on behalf of any such officer, employee, city council/ board member, or agent, or pay on behalf of any such person, any payroll taxes, insurance, or deductions of any kind from the funds paid to the SUBGRANTEE for administrative purposes.

GOVERNING LAW, VENUE AND SEVERABILITY The laws of Iowa shall govern this AGREEMENT and venue for any legal action hereunder shall be in the Polk County District Court of lowa. If any provision under this AGREEMENT or its application to any person or circumstances is held invalid by any court of rightful jurisdiction, said invalidity does not affect other provisions of this AGREEMENT which can be given effect without the invalid provision.

NOTICES The SUBGRANTEE shall comply with all public notices or notices to individuals as required by applicable state and federal laws, rules, and regulations and shall maintain a record of such compliance.

RESPONSIBILITY FOR PROJECT While HSEMD undertakes to provide technical assistance to the SUBGRANTEE and its authorized representative in the administration of the project, said project remains the sole responsibility of the applicant in accomplishing grant objectives and goals. HSEMD undertakes no responsibility to the SUBGRANTEE, or any third party, other than what is expressly set out in this AGREEMENT. Discussion held regarding differences between Mahaska County Solid Waste 28E agreement versus by-laws of the commission; especially pertaining to number and timing of appointments.

It was moved by Gordy seconded by Vander Molen to approve recommendation from Public Health Board to appoint Greg Gordy and Dave Dixon to the Public Health Board for a three year term beginning January 1, 2014. It was noted that this board is currently gender balanced. All present voted aye. Motion carried.

Board discussed with Julie Bak the status of formation of Mental Health Region. Poweshiek County has decided to join another region leaving just Marion County and Mahaska County to form region. Marion County will be contacted and this will be placed on the December 16th agenda.

28E AGREEMENT This Agreement, entered into by and between the Town of Fremont, Iowa, a municipal corporation, hereinafter called “the Town”, and Mahaska County, Iowa, a political subdivision, hereinafter called “the County”, is duly authorized by Chapter 28E of the Code of Iowa.

The Town desires to have law enforcement services and the County, through the Office of the Sheriff, has the manpower and equipment necessary to provide said services.

Therefore, the said Town and County, is a spirit of cooperation between these public agencies, agree with each other under the following terms and conditions as follows: 1. The County shall provide, through the Office of the Sheriff, law enforcement services and all men and equipment necessary therefore to said Town.

2. The said law enforcement services shall consist of patrol and traffic enforcement which shall be provided to said Town for a minimum of eight hours per week.

3. The Town shall pay the County the sum of $6,240.00 per year as reimbursement for expenses in relation to carrying out this Agreement.

4. The major portion of payment for said service shall be through the Town purchasing equipment for the office of the Sheriff and receiving credit for the cost thereof. The said equipment shall be selected and approved in advance by the Sheriff. Any balance shall be paid to the General Fund of the County.

5. The duration of this Agreement shall be for one year and neither party may terminate it without the express written permission of the other party.

6. The Agreement shall commence on the 1st day of January, 2014.

7. This Agreement shall be supervised by the Mayor and Council of the Town and Sheriff of the County.

8. In accordance with Section 28E.7 of the Code of Iowa, 2012, this Agreement does not relieve any of the parties hereto of any obligation or responsibility imposed upon it or them by law, except that to the extent of actual and timely performance thereof by any contracting party hereto, said performance may be offered in satisfaction of the obligation or responsibility.

9. The Town shall file a copy of this Agreement with the Secretary of State and cause a copy hereof to be recorded with the County Recorder.

10. The provisions of Chapter 573A of the Code of Iowa, 2012, for termination of agreements in the event of a national emergency, apply to this Agreement.

EBF hosts Rocket Duals Julia Groenenboom takes it to the hoop against the Iowa Valley defenders.

Warhawk girls have mixed results in pre-Christmas portion of season December 10, 2013 North Mahaska 51, BGM 46 The BGM Bears came to town undefeated in the conference and looking to improve their record but the Warhawk girls had other ideas! What a game!! BGM is very athletic in all positions but we stepped up and made an impact. I really liked our energy tonight.

The game of basketball is played as a team sport. We need everyone to be here mentally every practice and every game. We saw a glimpse of that tonight. We really don’t care who scores or rebounds, we just care about how we play as a team. Michaela Heys received some great passes tonight from the guards. Maggie Ferguson has 5 assists, Julia Groenenboom had 4 and Rachel Sherburne had 2.

Heys led scoring with 25 points followed by Groenenboom with 12 points, 9 rebounds and 2 steals.

Shaina Spears had 6 points and 3 rebounds. Sherburne chipped in 6 points and snared 8 rebounds.

Team total of 12 steals and 12 assists.

We are still learning what type of preparation each girl needs to do – at the varsity level it takes being prepared mentally and physically.

This was a very good win for the girls.

December 13, 2013 Sigourney 50, N. Mahaska 41 A road trip to Sigourney was on the agenda and a very athletic Savage team was waiting. This was a very tough loss for the Warhawks but we found some strength within us to understand that every possession matters. You can’t take possessions off. We also has to battle through the loss of our point guard, Julia Groenenboom in the third quarter as she went down hard on a no call. We bounced back and had it close but couldn’t finish.

The girls battled all night but it was a very cold night from three point land as we went 1-13 and we still need big improvement from the charity stripe as we were only

6-12. The girls have been working very hard on their shots in practice but some nights the ball just isn’t going in. We had open looks that just wouldn’t fall.

We will work to better next time.

December 17, 2013 North Mahaska 37, HLV 35 We played a very scrappy HLV team that probably has two of the best guards in the SICL. Road games are difficult enough and it seems even tougher at Victor. The Warhawks dug deep and found a way to win on this night. It was a hard fought battle that found us the victors. We needed someone to step up and some of the girls are beginning to understand that philosophy. Maggie Ferguson is finding her shot and taking them.

Consistency is what we need in this group of young ladies. Maggie is sharing as well as shooting and Michaela has also been that player we can count on.

Without Julia Groenenboom the girls were really working. Rachel Sherburne is not our point guard but she handled the task put before here very well tonight. This team is searching for that point guard.

In defense of this team we do not have that definitive point guard as we have in years past but they are working at that position by committee and are getting the job done!

December 20, 2013 North Mahaska 32, LynnvilleSully 54 The Lynnville-Sully Hawks rolled into town with a veteran ball club and it prevailed on this particular Friday night before the Christmas break. They are a well oiled machine with toughness in every position.

Their poise, press and power forwards were very good and we were unable to find the answer to that formula. Their two post players scored 33 of their team 54 points and we were out rebounded 35 to 14. This game was not well played on our part.

There will be nights like this with any team but everyone has to show up and play and our bench has to be ready to step in and contribute. The team knows this – we will keep working through several areas of the game that need improvement. We will be better and will represent ourselves as a team in a better way in the next game.

Julia Groenenboom showed some toughness after setting out due to an injury earlier this month.

We made a run to start the second half and got within 9 but couldn’t sustain that momentum and keep it going. But the sun comes up every day and we will have a chance to prove we can be a better team next time. Christmas break will be a good time for the families and for the team to work on things.
