County sets hearing dates for ATV, Social Host ordinances By Rebecca Peter The Hancock County Board of Supervisors will hold public hearings on two proposed county ordinances on Monday, Nov. 25. A hearing on a proposed ATV ordinance is scheduled for 9:15 a.m. The purpose of the ordinance is to designate that portion of county secondary road upon which all-terrain vehicles or off-road utility vehicles may be operated. This would be a new ordinance, according to Hancock County Sheriff Scott Dodd. Currently only farmers are allowed to use ATVs on roadways for farm use. Hancock County’s ordinance is similar to ATV ordinances adopted by Wright, Winnebago and Mitchell Counties. Operators have to be licensed, the vehicle registered, and have proof of insurance. The ATV ordinance requires two readings before passage. A hearing on a proposed countywide Social Host ordinance will be held at 10 a.m., Nov. 25. Representatives from the Garner Asset Project (a substance abuse prevention coalition) originally made the proposal at the Oct. 4 board of supervisors meeting. The proposal provides civil penalties for adults who knowingly provide alcohol to underage persons. The Hancock County ordinance would provide a civil penalty of $750 for a first time violation. Second and subsequent offenses carry a penalty of $1,000. The ordinance provides an ‘affirmative defense’ for hosts if they took reasonable steps to prevent the possession or consumption of alcohol by minors, or notified law enforcement and allowed SUPERVISORS to page 15
