BARC’s New Baler - Better, Faster, Stronger

BARC’s Recycling Division recently added a large new piece of equipment to its lineup of machinery! What is it? It’s called a double ram baler that compresses material like cardboard and plastic into dense rectangles that weigh in at approximately 1,500 pounds each. This new baler is helping us move over 7 million pounds of material through our facility each month with ease. We were processing and moving about 4 million pounds of material per month in 2014.

By adding this new baler, three new jobs have been created. More important, it was paid for by the City and County through a grant called the Community Development Block Grant. These are monies that are sent from the Federal Government through the States to Counties and Cities to improve infrastructure. In this case, it im-

proves our community’s ability to divert recyclable material from the landfill, so we stay true to our mission to “build a stronger community.”

“It is really great to see this project finally come to fruition after three long years of planning,” said Mike Grover, Senior VP/COO. “The Clients, Staff and Community will all benefit from our latest addition.”

The crew photographed above have been trained by a team from Sierra, who is the manufacturer of the baler.

Letter from the President Coming to the close of our 65th Anniversary Celebration, I have renewed perspective, focus and purpose. It is a time to reevaluate, assess and adjust our plans to pave the way for our next milestone. As I go through this reformation, I am reminded of a few things that are easily taken for granted.

BARC has a partnership with our community that is distinctively different to our counterparts across the state of California.

One example is our partnership with the Bakersfield Adult School (BAS) and the Kern High School District (KHSD).

BAS Principal Mark Wyatt works with the BAS Teachers and Staff to help BARC provide high quality educational training for our Clients. These great citizens of Bakersfield teach our Clients daily living skills, social skills, job training and computer skills and they are shining examples of great work ethic and integrity. And though they are BAS employees, they faithfully toil alongside and teach BARC Clients every day and they do it with grace and a smile just like BARC’s great Staff!

Come to BARC, take our Grand Tour, and let me introduce you to some of the greatest people I know - our Clients, our Staff and our partners from the Bakersfield Adult School. BARC could not exist without them!

Victory at Last!

In case you haven’t heard the news yet, a Federal Judge Ruled that California Illegally Cut Program Funding For People with Developmental Disabilities!

Chief Judge Morrison C. England, Jr., of the United States District Court Eastern District of California, has issued a ruling in favor of The Arc California and United Cerebral Palsy of San Diego. Since 2011 our attorneys, William McLaughlin and Chad Carlock, have argued in court that California violated the law and that it must comply with the Medicaid Act whenever it seeks to change levels of payment to providers. We challenged that state's implementation of the payment reductions, we charged that they violated section 30 (A) of the Medicaid Act (requiring an analysis of harm from rate cuts to a constituency), and showed that the halfday billing rule and mandatory holiday schedule represented a rate cut that placed consumers at risk and threatened the solvency of providers.

The Court's Ruling is A Clear Victory "The Court finds as a matter of law that the subject provider reductions are invalid. Given that invalidity, the State is permanently enjoined from implementing and/ or applying: 1) the so-called "uniform holiday schedule" as currently codified by California Welfare and Institutions Code § 4692; and 2) the "half-day billing rule" set forth in California Welfare and Institutions Code § 4690.6.

The State is further enjoined from making any future changes to payments perceived by providers without complying with the requirements of 42 U.S.C. § 1396 (a)(30)(A) and demonstrating that approval has been obtained from the Center for Medicaid Services."

BARC YARD SALE First Of It’s Kind on Campus The BARC YARD SALE and BBQ earlier this month was a huge success! This fundraiser was hosted exclusively by employees of BARC! The committee worked diligently under the direction of Angela BARR of Packaging and Jennifer Castro of MOVE for weeks leading up to the big event.

“After first year expenses, we raised $3,600”, said Packaging Manager Angela Barr. “We definitely had something for everyone with the variety of contributions that both individuals and local businesses contributed to BARC.” This was the first fundraising event of its kind to sweep across the BARC organization.

“Because the employees had ownership of the planning and execution of this event, it created great excitement” said Gil Garcia of Foundation.

The committee is composed of 14 members from Packaging, MOVE, BARC Shop, Access

Now and Foundation. The members are: Jill York, Gill Aguilera, Oscar Jimenez, Stephanie Ramirez, Angela Barr, Silvia Madrid, Connie Munoz, Jennifer Castro, Ray Alverez, Thecia Howlett, Valerie Soria, Gil Garcia, Linda Hartman and Ray Creekbaum.

The Party City and KGET Channel 17 organizations donated a large number of items that helped beef up the inventory for the Yard Sale.

The retail value of Party City’s event supply contribution reached the $40,000 mark. KGET’s donation consisted of office chairs, TV’s, entertainment centers and more.

Many individuals contributed items such as cabinets, clothing, treadmills, fans, prom dresses, home décor and much more. It was reported that several employees blanketed their neighborhoods with fliers asking for donations of yard sale items. Thanks to all of our community contributors for helping make this fundraiser a success.

BARC and Goodwill Bring Back Recycling Drop-off Centers in Bakersfield The Bakersfield ARC (BARC) and Goodwill Industries of South Central California, along with Bakersfield College, CSUB, The City of Bakersfield, The Bakersfield Californian and Union Bank have come together to bring back two recycling drop-off centers within the City of Bakersfield with plans to expand efforts over the next few years.

BARC installed four recycling bins designed specifically for placement at Bakersfield College and Cal State University Bakersfield.

The Community Recycling Drop-off Centers are being reestablished to collect donated recyclable materials only. These are not buy-back centers. The donated recyclable materials will help benefit individuals with Intellectual and Developmental Disabilities in Kern County.

Acceptable items that may be dropped off for recycling include: aluminum and tin cans, #1 PET plastic, Glass, #2 Natural plastic (milk containers), #2 HDPE

Plastic (not bags), flattened cardboard and mixed paper.

The collection container bins for this program were donated to BARC by The Bakersfield Californian and additional containers were provided by the City of Bakersfield.
