We are proud to announce that our Miami Shores Police Department has earned Florida Law Enforcement Accreditation for the first time in its history. This is a prestigious milestone reflecting commitment to excellence, professionalism, and community safety. And this was achieved with a rare perfect assessment report. Through the stated vision of Village Manager Esmond K. Scott, leadership of Chief David Golt, and key MSPD staff, our team was honored at the July 19, 2025, Commission for Florida Law Enforcement Accreditation (CFLEA) ceremony in Orlando.
Accreditation requires meeting over 260 rigorous standards, covering governance, operations, training, and more. This recognition validates our dedication to best practices in law enforcement and instills confidence in those we serve. This is more than a badge of honor. It is a commitment to continuous improvement, transparency, and public trust. We remain focused on delivering the highest standards of service.
Responding to the historic milestone Chief Golt remarked, “I’m proud to recognize the exceptional individuals behind our accreditation success. Thanks to our Village Manager for his unwavering support and leadership; Commander LeeAnn Jonchuck for leading our accreditation mission with professionalism and vision; Sergeant Michelle Laurenceau for turning concept into reality with passion and initiative; and Accreditation Manager Ninger Gaston-Virgile for daily oversight, attention to detail, and focus on our goals.”
Special thanks to our most recent Councils for their steadfast support and to every member of the MSPD whose teamwork and resilience have made this possible. This accreditation is more than an achievement. It is a testament to our collective commitment to excellence, accountability, and community partnership. For Manager Scott it is a goal realized. In 2021, as the new Village Manager, he listed this among his primary leadership goals. Chief Golt and staff responded. Now this success belongs to all of us. We have set a new standard.
The Miami Shores Village Council will hold a public budget workshop on Thursday, July 14, 2025, at 5:00 PM to review and discuss the proposed Operating and Capital Improvement Budget for Fiscal Year 2025–2026. This special meeting will take place at Village Hall – Council Chambers, 10050 NE 2nd Avenue, Miami Shores, FL 33138, and will focus solely on the budget. No other topics will be considered.
The workshop is an opportunity for residents to learn about the Village’s financial planning process and to provide input during the public comment period. This session reflects the Village’s ongoing commitment to transparency, fiscal responsibility, and community involvement. The agenda will be available at www.msvfl.gov, and preliminary budget materials will be posted under the Finance Department tab one week prior to the meeting.
Miami Shores Village Mayor and Village Staff recently met with Miami-Dade County Commissioner Keon Hardemon to discuss key priorities impacting the Village. Topics included infrastructure improvements, regional collaboration, and opportunities for future partnerships.
The visit underscores the Village’s commitment to building strong relationships with County leadership to better serve the community.
For the third consecutive year Miami Shores Village Manager Esmond K. Scott was invited to speak at the 2025 Annual Conference of the FGFOA (Florida Government Finance Officers Association). The session Titled Politics, Budgeting & the Public "Oh My!" was held on Monday, June 16, 2025, at the Diplomat Beach Resort in Hollywood, Florida. Mr. Scott addressed the navigation of the politics involved in the budget process as it involves citizens, elected officials, and staff to name a few. Founded in 1937, the FGFOA serves more than 2,800 professionals from state, county, and city governments, as well as school districts, colleges, and universities, special districts, and private firms.
As part of the Historic Preservation Board’s 2025 Historic House of the Month program which highlights homes from the 1930s and 1940s, we are showcasing this beautiful example of Frame Vernacular architecture built in 1939. This wood construction home in the English Cottage style was designed by noted architect Carlos B. Schoeppel who also designed many mansions in Texas and Florida. Some of Schoeppl's houses are listed in the National Register of Historic Places and locally designated. Key features are its steep sloping gable roof, colonial windows, shutters, and shingles which combine to give it a "storybook" look. The home was designated a Miami Shores Landmark in 2025.

• Approved a resolution, authorizing the Village Manager or designee to enter into a piggyback agreement with ESR, LLC for the activation of sandbag truck as needed, utilizing the City of West Miami contract RFP No. 2023-03282023 - emergency sandbags in the amount of $27,450.
• Approved a resolution, accepting the recommendations of compensation and classification study prepared by Evergreen Solutions, LLC.
• Adopted an ordinance, amending the Village's code of ordinances, Section 1002, Notice of Public Hearing, to revise notice requirements.
• Approved resolution, accepting a local government cybersecurity grant; approving a grant agreement with the Florida Department of Management Services relating to the grant.
• Approved a resolution, authorizing the Village Manager or designee to expend grant and United States Department of Justice federal forfeiture funds for the purchase from Axon Enterprise, Inc. for body worn cameras, in car video cameras, tasers and related equipment, in an amount not to exceed $886,482.
• Approved an ordinance on first reading, amending Chapter 1, to update the Fine Arts Commission name to the Arts and Culture Board and provide clarifying revisions.
• Approved a piggyback agreement with Motorola Solutions, Inc. for fifty APX next single-band police radios and related equipment, utilizing the terms and conditions of the Sourcewell contract rfp#042021-mot (RFP), approving budget amendment no. 1 to the fiscal year 2024-2025 capital budget, and authorizing the Village Manager to execute the piggyback agreement
• Appointed Rebekkah Leonard to the Library Board of Trustees.
• Appointed John Berryman, Rod Buenconsejo, and Julio Martinez to the Code Enforcement Board.
The Miami Shores Police Department proudly congratulates Captain Christine Herbert on her graduation from the FBI National Academy (FBINA), Session 294—a prestigious and highly selective program for law enforcement leaders worldwide.
A dedicated member of our department for over 30 years, Captain Herbert is one of the few Miami Shores command staff to complete this elite program, and she holds the distinct honor of being the first female in department history to do so.
Her graduation from the FBINA is a testament to her exceptional leadership and lifelong commitment to public service. Please join us in celebrating this historic and well-deserved achievement! The only other current command staff graduate of FBINA is Chief David Golt.
The Miami Shores Police Department is proud to announce the graduation of Sergeant Joshua Koop and Sergeant Charles Grandy from the prestigious Southern Police Institute’s 100th Command Officers’ Development Course.
This intensive 400-hour program, held from February 3rd to June 13th, 2025, is designed to strengthen leadership skills and provide a solid foundation in practical law enforcement administration. Their successful completion of this rigorous course reflects the department’s ongoing commitment to professional development, advanced education, and leadership excellence—all in service of better protecting and serving the Miami Shores community.

Summer Camp is underway, and it is a blast! Children love our diverse camps like Fashion Camp, Swim Fit Camp, Shores Camp, and many more. It's not too late to join in on the summer fun! Shores Camp: A fun interactive and creative day camp, which includes field trips, aquatic park visits, art classes and much more.
Sports ½ Day Camps: Calling all sports enthusiasts! Whether you are a sports pro or want to learn some new skills, you’ll have a blast in sports camps. This is a non-competitive environment where you can play your favorite games and perhaps learn a new sport.

DEPARTMENT LAUNCHES UPGRADED PERMITTING SYSTEM
The Miami Shores Village Building Department is pleased to announce the launch of a new and improved electronic permitting system. This upgrade is designed to enhance user experience, streamline the application process, and improve overall efficiency for residents, contractors, and developers. The new system offers a more intuitive interface, faster processing times, and improved tracking capabilities. Stay tuned for upcoming tutorials and support resources to help users navigate the new platform with ease.
Phase Two of the NE 96th Street Milling and Resurfacing Project is currently in progress, marking a significant step in enhancing roadway infrastructure, safety, and accessibility within our community.
This phase includes the complete milling and resurfacing of the roadway, along with the replacement of curbs and gutters from NE 6th Avenue to NE 10th Avenue. These improvements will address wear and tear, enhance stormwater drainage, and provide a smoother, safer experience for drivers, cyclists, and pedestrians. Additionally, curb and gutter upgrades will improve water runoff control and support long-term roadway durability.
As part of the broader project scope, roadway striping will also be completed in sections from NE 12th Avenue to Bayfront Park. Residents should anticipate temporary lane closures and detours during construction. We ask for your patience and cooperation in following posted signs and allowing extra travel time through the area. Every effort will be made to minimize disruptions and maintain access to homes and businesses. Thank you for your continued support as we work to improve our Village infrastructure.
The Public Works Department has successfully completed the cleaning of all storm drains throughout the Village. This important maintenance work is part of our ongoing commitment to preparing the community for the upcoming storm season and ensuring the safety and well-being of our residents.
Routine storm drain cleaning is essential to maintaining an effective stormwater management system. Over time, drains can become clogged with debris such as leaves, sediment, litter, and other materials that hinder the proper flow of rainwater. If left unaddressed, these blockages can lead to localized flooding, property damage, and road hazards during heavy rainfall. By thoroughly cleaning the storm drains across the Village, we are enhancing the system’s ability to quickly and efficiently channel stormwater away from streets, homes, and businesses. This preventive measure plays a vital role in reducing flood risks and maintaining public safety during the rainy season. We appreciate the community’s cooperation and support as we continue our efforts to keep the Village safe, clean, and prepared. If you notice any storm drain issues or areas that may need additional attention, please contact the Public Works Department so we can address them promptly.
In Miami Shores Village, trees located in the public right-of-way—typically the area between the sidewalk and the street—are the responsibility of the Village, not individual property owners. These trees are part of the community’s shared urban forest and are managed to promote public safety, maintain aesthetic appeal, and preserve the long-term health of the canopy.
It’s important for residents to understand that although right-of-way trees may be adjacent to their property, they should not prune, remove, or plant new trees in this space without Village approval. All maintenance, including trimming, removal, or planting, must be handled or coordinated by the Public Works Department or a certified contractor under Village direction. Unauthorized work on these trees can result in damage to the tree, safety hazards, or violations of Village ordinances.
The Village follows national arboricultural standards such as ANSI A300 when maintaining public trees to ensure proper care and risk reduction. Improper pruning by untrained individuals can weaken a tree, increase the chance of limb failure, or cause long-term harm. Residents can help by reporting any concerns—such as broken limbs, disease, or roots lifting sidewalks—to the Public Works Department for evaluation. The partnership between residents and the Village is vital to preserving the health, safety, and beauty of our urban tree canopy.
By understanding the role of the Village in tree maintenance, we ensure that Miami Shores continues to enjoy the many environmental and visual benefits of a well-cared-for public landscape.
