UNSIGNED BALLOTS HOLD KEY TO 16TH DISTRICT RACE OUTCOME

Simitian vs. Low battle to be decided 1,880 voters who mailed unsigned ballots

Of the more than 180,000 votes cast in Santa Clara and San Mateo counties for candidates for the 16th Congressional District, about 1% were mailed ballots that were missing signatures.

Those ballots now hold the key to the final outcome of the 16th District race.

Two weeks after the March 5 primary election, former San Jose Mayor Sam Liccardo held a comfortable nearly 8,000vote lead for the top spot on the November ballot.

As of tonight, the contest for the ballot’s second spot continued its seesaw path.

With 99% of the ballots counted as of 4:17pm Tuesday, State Assemblymember Evan Low led by just two votes over Santa Clara County Supervisor Joe Simitian, one day after Simitian had led Low by 12 votes.

The eventual winner of the race for the runner-up spot will be decided by how many of the 1,800 voters who mailed in unsigned ballots show up in the next two weeks to sign their ballots.

Randy Frey has a problem-a good problem.

Frey, who is in his 12th season coaching the Los Gatos High girls softball team, has inherited a roster that is deeper than any other in his time running the program.

“I’ve never been in a position like this before where I literally have 15 girls who can pretty much start on most varsity teams in the (Santa Clara) valley,” he said. “I can only play 10 (at a time) with a DP (designated player) and a flex.”

FUNDS RAISED FOR INJURED ‘TEACHER SARAH’

On Feb. 27, Sarah Glover was walking in downtown Los Gatos when she was hit by a large pickup truck.

She was rushed to Santa Clara Valley Medical Center, where doctors and nurses treated her for brain injuries, multiple fractured ribs, and a broken shoulder.

The longtime Los Gatos-Saratoga Observation Nursery School (aka Mountain School) teacher was admitted to the surgical ICU under close monitoring of the traumatic brain injury.

Since then, Sarah has experienced a roller coaster of symptoms while undergoing intensive rehabilitation for her broken shoulder and other trauma.

Glover anticipates a long and challenging recovery. Meanwhile, she’s responsible for managing the care for her husband, Fred, who was diagnosed with dementia a couple of years ago.

The Santa Cruz Mountains community, in which she’s served for so many years, has rallied around her, including via a GoFundMe campaign.

As of Tuesday night, 294 donations had brought in $70,850, for the woman organizers described as “the most joyful human you’ll ever meet.”

On Saturday, “Teacher Sarah” shared this sunny update: "It's been quite an interesting journey, but I am just so thankful for all of your help."

FIESTA DE ARTES PROPELS CLUB TO INTERNATIONAL COMP

The Los Gatos Kiwanis Club announced this week it’s been chosen to represent all Kiwanis Clubs in California, Nevada and Hawaii with 30+ members in the Kiwanis International Signature Project Contest.

The event highlights initiatives that embody the “Kiwanian” spirit of volunteering to help the children of the world by raising money through a community event.

The local club secured its slot in the international battle thanks to the Best of Los Gatos-winning “Los Gatos Art & Wine Festival: Fiesta de Artes.”

This month, N. Santa Cruz Avenue shop Ethos, a “1% for the Planet” member, is celebrating its 1-year anniversary.

The company is also marking five years since launching the first location in Capitola.

Over the weekend of March 23-24 each location will be hosting local small businesses and makers for pop-ups. They'll also have special deals on refillables.

That’s because the event was found to successfully promote interaction and service from students, bring in volunteers from the community (and other Kiwanis clubs), and showcase local wineries, local artists and local musicians.

Winners will be announced at the Kiwanis International Convention in Denver, in July.

Every year, since 1996, Fiesta de Artes has been put on entirely by the

Los Gatos Club members, with Rusty Rinehart and Terry Martin at the helm for most of these (with John Stege as the music chairman).

Local favorites “the Houserockers” have been headlining this weekend-long event for 25 years.

The money that is raised at the Fiesta goes entirely back into the community to benefit local youth leadership and community service programs,

THE HISTORIC FIRST NATIONAL BANK BUILDING

The arrival of “Breaking Dawn”, the newest restaurant on the Los Gatos dining scene, is the perfect occasion for a story about its historic home.

The Renaissance Revival building that Breaking Dawn now occupies on W. Main St. was designed and built for The First National Bank of Los Gatos in 1920 to replace a rental property which they occupied on the same site. It was situated across the railroad tracks (now a parking lot) from the Bank of Los Gatos, the other major bank in town. In fact, this section of West Main St. was known as the “Banking Corner” for nearly 75 years.

Renaissance Revival architecture, which featured a symmetrical facade with imposing masonry walls highlighted by cast stone details, was popular in the late 19th and early 20th centuries. It was typically used for important commercial buildings such as banks in order to project an image of strength and sta-

bility. Notable features include the large clock and the colorful, crescent-shaped, bas relief sculptures of California missions in alcoves over the windows.

On October 9, 1920, more than 1,600 people turned out to celebrate the grand opening of the First National Bank’s new home. A native Hawaiian orchestra provided the entertainment. The bank’s president, Clarence Hamsher, used the occasion to show off his new office, which

The First National Bank instituted an innovative “school saving system” at the grammar school. At the beginning of each school year, an official Bank Coordinator visited the school to introduce the program. A letter was sent to parents about the opportunity for their children to “learn a good savings habit," and to become better informed in managing their own finances at an early age. Children deposited nickels and dimes into their bank accounts, complete with passbooks. Comic books were also issued on Fridays illustrating the virtues of saving money.

First National was a popular local bank for many years. In 1954, the bank was purchased by American Trust Company and became its Los Gatos branch. American Trust, which was one of the oldest banks in the West, soon merged with Wells Fargo and moved up the street to its new home on N. Santa Cruz Ave. After the bank building was vacated, it was repurposed for retail and then restaurant use.

Johnie Nickerson, 91, of Grants Pass, Oregon passed away on March 17, 2024 at Providence Hospital in Medford, Oregon.

Johnie was born on August 2, 1932 in San Jose, California. He lived most of his life in the San Jose, Los Gatos area. He was a carpenter for 51 years and a union rep for five years with Local 405, San Jose Carpenters Union.

He moved to Grants Pass, Oregon with his loving wife, Connie, in 2013.

Survivors include his precious loving wife, Connie; his “baby girl” Jenny (dog); two daughters, Brenda Charette of Rogue River, Oregon, and Katherine Marble of Grants Pass, Oregon; and a son, Ryan Nickerson of San Jose, California.

He leaves behind eight grandchildren; twelve great-grandchildren; two greatgreat-granddaughters; two brothers, William (Smokey) and Robert (Mickey), both of Nevada; a sister, Wilma (Billie) of Los Gatos, California; and many nieces and nephews.

His two sons, Johnie (Rob) R Nickerson and Russell (Bo) D Nickerson died in 2001 and 1983 as well as his mother, Genevieve, in 1958.

Three brothers and two sisters as well have passed away. He had eight siblings. No services for Johnie will occur at this time.

WATER BOARD DIRECTOR CENSURED FOR TREATMENT OF EMPLOYEES

Rebecca Eisenberg used racist and sexist language

The Santa Clara Valley Water District Board of Directors censured Director Rebecca Eisenberg, March 14, for a pattern of abusive conduct toward water district employees, including racist and sexist comments.

Following an often tense four-anda-half hour public hearing, the board also stripped Eisenberg of all internal and external committee assignments, severely limited her interaction with district employees for at least one year and required her to enroll in anti-discrimination and anti-bullying training.

The board action followed hours of public comments that included calls for her resignation and a tearful apology from Eisenberg.

The embattled director’s contrite and apologetic demeanor contrasted sharply with months of allegedly combative and confrontational behavior that led to an investigative report substantiating numerous allegations of abusive conduct.

It was revealed at the hearing that District Attorney Jeff Rosen decided not to charge Eisenberg for theft charges, which had been sought by Valley Water CEO Rick Callender when Eisenberg in January walked out of the district office carrying a copy of the 2,000-page report that accused her of the abusive conduct.

In response to an inquiry from San

Jose Inside, the District Attorney’s Office released a statement confirming that decision.

“We did not charge Director (Rebecca) Eisenberg with a crime for taking the investigative report printout because there was insufficient evidence of the criminal intent necessary for a theft charge,” the DA statement said. “This decision does not condone Director Eisenberg’s conduct, nor does it affect the Water District’s civil or internal proceedings related to this matter.”

Board Chair Nai Hsueh formally asked Eisenberg to return her copy of the report, which identified district employees and managers who had been targets of months of criticism from Eisenberg.

The censured director refused, claiming that she had turned the report and all of her water district files over to federal officials, whom she hoped would open an investigation of what she said were corrupt and fraudulent actions by Valley Water in the district’s applications for federal aid for water conservation and flood control projects, including the controversial Pacheco Dam project. She has declined to offer any details of the allegations.

Speakers at the hearing included several representatives from the NAACP and others who called for Eisenberg’s immediate resignation because of the allegations of racist comments to staff and fellow board members.

Liccardo, Low and Simitian had separated themselves from the rest of the 11-person field from the start of the ballot-counting process.

Simitian had led throughout the first week after the March 5 Primary Election by as many as 1,500 votes, but

by the end of the first week Low’s total surged past Simitian by 63 votes. Then two days later Simitian was back in the lead, by 44 votes, a margin that dwindled as the ballot counting continued over the weekend.

On March 18, the California Secretary of State reported Simitian’s total was 30,204, and Low’s total was 30,192.

The Santa Clara County Registrar of Voters reported March 18 that it held 50 Unprocessed Provisional Ballots, 150 Conditional Voter Registration Ballots and 1,200 Challenged (unsigned) Ballots.

The San Mateo County Elections

Division reported 20 Conditional Voter Registration Ballots, and 680 Challenged (unsigned) Ballots.

These totals represent all votes cast for all candidates.

Math and geography continue to tilt in Simitian’s favor as the ballot counting moves towards its April 2 finale.

Of the more than 180,000 ballots cast for 16th District candidates, Low tallied 17.4% of the votes in Santa Clara County, and 13.5% of the votes in San Mateo County. Simitian tallied 16.6% of the Santa Clara County votes and more than 17% of the San Mateo totals.

GUEST VIEW WHAT I LEARNED FROM MORGAN HILL ABOUT MAKING THE PLACE YOU LOVE GREAT

Chill town has a great cheerleader

In Morgan Hill, there are no roads looking like a pockmarked moonscape and no tumbleweed rolling across the open spaces. The city’s drama level is lower than the cost of living (although perhaps not by much). The downtown area is vibrant, filled with restaurants, shops, and cafes. It has amazing city owned facilities for its residents.

My conclusions about Morgan Hill come from visiting it numerous times and participating in the development of the Los Gatos Road Map (which modeled the building of a new/improved community center facility after Morgan Hill’s model), visiting their community center, and recently hearing Morgan Hill Mayor Mark Turner’s state of the city address.

Every town should have a cheerleader like Mayor Turner. He could sell a broken hotdog stand. Mayor Turner is a longtime colleague and friend of Lissa Kreisler, my significant other, because of her many years on the radio at KBAY and their common involvement in volunteer activities. That connection and my prior interactions with Mayor Turner, led me to join Lissa at his state of the city address.

Mayor Turner’s address was a whirlwind of positivity that would make a motivational poster jealous. After hearing him speak, I concluded he must have been a sports team cheerleader in high school or college. I told him as much, after his speech, adding that I think he’s a dynamo. Mayor Turner could almost put Tony Robbins to shame as a motivational speaker.

A former CEO of the Gilroy Chamber of Commerce and a former pastor, he left little doubt that he knows how to promote business in Morgan Hill and rally its residents to get civically involved. His joyful speech, sprinkled with gratitude and recognition, convincingly portrayed Morgan Hill as an amazing and charming place to live.

He nearly had me ready to pack my bags and move to Morgan Hill.

So, what did he say and what lessons did my attendance at this event provide me with as I consider what it takes to improve Los Gatos?

Positivity: Of course, there’s energy and enthusiasm. That’s what sustains a community and indeed helps it thrive. The Mayor’s frequent reference to the wonderful attributes of the city and the possibilities for making the city an even better place to live, was and is infectious.

Success: Combining humor with a smooth flowing have done/can do attitude, Mayor Turner spoke about accomplishments and his proposed initiatives. He mentioned the law enforcement staff added to the city, the education programs instituted, and the success stories of local businesses expanding their operations. He talked about collaborations with individuals, organizations, and educational

institutions such as San Jose State. He provided data to measure the city’s economic successes, educational successes, and infrastructure successes.

Love of the place you live: Mayor Turner was given a standing ovation at the conclusion of his speech. I attributed this positive atmosphere to a high level of community engagement. The residents heard from Mayor Turner how hard he is working to improve their town. They could sense his love of the city. As a result, people believe Morgan Hill is a place they can be proud to live.

A focused vision for the future: Mayor Turner also presented his vision for the city’s future in concrete terms. One item that stood out for me, as a former competitive swimmer, is his goal to make the city a swimming mecca. Applying lessons learned from attending this state of the city event to Los Gatos, I noted in the mayor’s speech his mention of two Los Gatos businesses—Eno-

teca La Storia and Oak and Rye—that are expanding into Morgan Hill.

It is a tribute to Los Gatos that these businesses found early success in our town. This suggests we are on the right track. Equally as gratifying is the energy, enthusiasm, intelligence, wealth of historical perspective, and experience many of our residents provide. I also see from my involvement in a variety of volunteer activities the love many of us have for our town.

My takeaways are that we are on the right track in Los Gatos, but we could perhaps use a few more cheerleaders. I know there are people in Los Gatos who are also capable of selling a broken hotdog stand.

The challenge becomes figuring out how to deploy these 15 girls most effectively.

“I try to use my bench and get people in certain situations, so it’s a good problem to have that much talent on this team,” he said. “Typically, I’m struggling to find nine (quality players) in the starting lineup, and hope no one gets sick or hurt. But now, if someone gets sick or hurt, you don’t lose a beat.”

The Wildcats started the season with five consecutive victories before dropping their last two games by identical 3-2 scores to Hillsdale High in the championship game of the Watsonville Tournament on March 16 and to Santa Teresa High two days later.

Freshman sensation Ava Norquist had three hits in the Hillsdale game, but her biggest impact has been in the circle. Los Gatos graduated ace Anna Bean and needed another capable pitcher to come in and take the reins. Norquist has been downright sensational, compiling a 4-0 record and 1.30 ERA entering this week’s play.

In a 9-0 win over Westmont High on March 7, Norquist allowed just two hits over six innings while striking out 11 and walking none. Frey knew Norquist was enrolling at Los Gatos, but he had never seen her play before the team’s first practice.

“I knew she was good but didn’t know how good. She’s the real deal,” Frey said. “She’s a power pitcher and has an assortment of good pitches: a nice changeup—so you can’t just sit on her fastball; an excellent drop ball; a rise and screw as well.”

Sophomore standout Olivia Sickels has been the team’s most potent hitter thus far, entering this week’s action with a .684 on-base percentage and .625 batting average, which ranks 11th and 15th, respectively, in the Central Coast Section among qualified individuals.

In the Westmont contest, Sickels had three hits and four RBI, including an inside-the-park home run in the sixth inning. Sickels, who was a single away from hitting for the cycle, plays in the infield and outfield. Her 1.000 slugging percentage and 1.684 OPS are clear indicators of her hitting prowess.

“Olivia has been tearing the cover off the ball,” Frey said.

The Wildcats return the majority of their key infielders from last season, including first baseman Lily Young, junior second baseman Clare Torres,

sophomore shortstop Grace Tucker, and junior catcher Annika Norquist, Ana’s older sister.

Senior Alexa Musser and junior Addie Sorto will switch off at third base and left field. Tucker earned all-Santa Clara Valley Athletic League De Anza Division honors last season. One of the team’s early-season highlights include a 3-2, eight-inning win over Valley Christian on March 12.

Musser started the bottom of the eighth inning on second base via the international tiebreaker rule. With the team’s 3-4-5 hitters coming up, Frey elected not to bunt the runner over, reasoning he had a better opportunity to get the run home by letting some of his team’s best hitters swing away.

Frey’s thinking proved spot on, as Annika Norquist crushed a double on the first pitch she saw for the walkoff victory. Norquist finished 2-for-4, both doubles. Frey said he’s never had a sister battery, which has made for a unique situation.

Frey has given complete control to Annika to call the pitches when Ava is pitching, a testament to the Norquists’ chemistry. Before the season started, Annika asked Frey if she could call her sister’s pitches, noting she catches all of Ava’s private lessons.

“Starting with the scrimmages, I said to Annika, ‘You go ahead and call them,’” Frey said.

Not only have things worked out fine, but Frey has also been able to enjoy some light moments as a result of the situation. Los Gatos had a big lead in the Westmont game, which means Frey was able to take some of his starters like Annika out of the game early.

Ava still pitched six innings, however, and once Annika was taken out of the game, Frey’s initial plan was to have Annika sit at his usual spot at the edge of the dugout to call pitches. But after a brief discussion with the home plate umpire, Frey sat in his usual spot but had Annika right beside him relaying what pitches to call.

“I had Annika helping me out and telling me what to call,” Frey said. “It was kind of fun.”

Even though Ava Norquist will pitch the majority of the innings this

season, Los Gatos has capable arms in Sophia Krish and Ria Sharma. They combined to go five innings in the Hillsdale game, allowing zero earned runs. Junior twins Lily and Robyn Young are returners coming off a solid 2023 campaign, while sophomores Tessa Lilienstein and Kaylee Cross have made an immediate impact after playing on the junior varsity squad as freshmen.

Frey said he has high hopes for senior Austen Zelmer, who won’t be able to play until March 30 because she transferred in from Valley Christian. Seniors Sydney Bacheller and Eva Fein round out the roster.

“I hate to say it—I don’t even know if it's possible to have too much talent, but I'm blessed with the roster this year that I’m able to move some pieces around,” Frey said. “I think this year we have to be one of the (league) favorites along with Mountain View. We always want to win the league.”

The Wildcats have finished either first or second in the De Anza Division in each of the previous six seasons. Their lone CCS title came in 1993, but they did earn a berth into the Open Division in 2022.

Director Tony Estramera gave the following examples of Eisenberg’s behavior in 2023 that an independent investigation had substantiated:

• Sexist – “Men love to build things.”

• Racist – “English isn’t your first language” to Hsueh.

• Agist – “I’m the only non-Boomer on the board.”

The report substantiated seven allegations from Callender, but could not substantiate another 18. The report specifically did not determine that Eisenberg’s numerous run-ins with the Valley Water CEO were based on his sex or the fact that he is Black, as he alleged.

In response to Eisenberg’s apologies, Estramera said, “You’ll have an opportunity to show us whether you definitely have changed.”

Eisenberg said last year that the investigation had been in retaliation for her raising concerns of rampant sexism at the water district and for criticizing the Pacheco Dam project.

At the hearing, she was conciliatory and contrite. “I have chosen not to continue this battle,” Eisenberg told the board. “I have chosen not to fight with you – there has been too much distraction.

“I am grateful for this investigation,” she said. “I take very seriously that I have offended others and hurt the feelings of others, and I take responsibility for those actions.”

Walter Wilson, one of dozens of speakers at the hearing, discounted the value of Eisenberg’s apologies. “Racism and sexism has no place in Silicon Valley,” he said. “I’m shocked that this board, that none of you guys stood up and defended those people (from Eisenberg’s alleged abusive conduct).”

Mike Kasperzak, a former Mountain View mayor and council member, pleaded with the water board: “We deserve a fully operational director. Removing her from committees…hurts the people of the district – you are affecting their rights as customers and citizens.”

Rev Jethro Moore, former president of the Silicon Valley NAACP, told the water board that the 15-month controversy surrounding Eisenberg’s behavior “casts a dark shadow over your organization.

“We expect swift and decisive remedial action by the board,” he said.
