Over the years, new programs have emerged to meet the needs of a growing, diverse community. New initiatives like the MiraclePlace expansion in Tampa and Miracles for Pasco were launched during the Great Recession and grew Metro’s daily care to 124 families, providing over 200 children safe and sound shelter on a nightly basis.

For its first 10 years, Metropolitan Ministries was run entirely by volunteers. Today, 50 years later, Tampa Bay continues to show up with a willingness to serve individuals and families who are at-risk or struggling in our community.
In 1982, Rev. Morris Hintzman arrived, and a spirit of growth and change was birthed to meet the needs of homeless families. In just a few short years, a new facility was built to care for those families. Thereafter, new programs were launched that included: early childhood education, a charter school, outreach and prevention, holiday assistance, and distributed hunger relief programs. To date, these programs have touched the lives of over 500,000 families.
Every letter or email I sign always includes these words in the salutation, “With gratitude.” This year, we have said over and over again how grateful we are for Tampa Bay and its support of Tampa Bay’s Metropolitan Ministries.
Collaboration with the Children’s Board of Hillsborough County made it possible to case manage another 150 families who were in unstable housing. Last year, the opening of SabalPlace provided affordable housing for 112 families; and we are currently in the process of expanding our West Pasco campus to house another 24 families.
Last year alone, despite the pandemic, over 15,400 volunteers came to aid families in need. The spirit of volunteerism lives on today and will for the next 50 years.

In the first year, soup and sandwiches were served daily in downtown Tampa. Since then, more than 43 million meals have been provided in six counties.

Since this grand opening where 40 families found refuge, more than 1.3 million nights of safe shelter have been provided to individuals and families with children.
The Lamplighter’s women’s auxiliary was also formed to help support the children in our care.

This community engagement event was established to ensure the children in our care began the school year with a new pair of shoes. We continue to provide this service annually.

E. Earl Jeter, Jr. Volunteer of the Year Award
This award was established in Earl’s honor. He was a postal carrier by profession and a faithful servant leader. More than 2 million volunteer hours have been contributed to date from dedicated volunteers throughout Tampa Bay, saving the Ministry millions of dollars in labor costs.

More families with children were coming to our doors for help, so we opened PromiseLand to offer day care and children’s education programs while parents worked and studied to have a better future.

This campus expansion included a commercial kitchen and an outreach and prevention center.

The need for holiday assistance had grown, and Rev. Morris E. Hintzman uttered the famous words, “Let’s throw up a tent.” We now provide 12 holiday tent remote locations in six counties serving as many as 40,000 families annually.

Metro became the first homeless shelter in the country to open a charter school on the premises to meet the unique needs of the children in our care.

Hunger Relief Programs Expand 2009
These state-of-the-art facilities and programmatic expansions allowed us to double our capacity and serve more families and children in our residential programs with safe shelter, trauma counseling, and child/ youth enrichment programming. This included the opening of the new Patricia J. Sullivan Elementary School in partnership with the School District of Hillsborough County. Metro also became certified in the Sanctuary Model of Trauma-informed Care.

To meet the growing need, we expanded our hunger relief programs and partnerships into Pinellas and Pasco counties. Today, we distribute 3,500 hot meals a day and another 1,000 emergency food boxes a week in several counties.

The Sanctuary at Waters complex addressed a critical need for struggling families and those graduating from our programs. It was designed with long-term success in mind and continues today.

Additionally, we opened a brandnew counseling center for therapeutic healing especially designed for families overcoming severe trauma.

Recognizing the needs in Pasco County, we merged with Restored Hope in Dade City to help more families in need in East Pasco County. This year, our major West Pasco campus redevelopment project gets underway in Holiday, FL and will be modeled after our main campus in Tampa and offer the same comprehensive services.

COMMUNITIES TRANSFORMING


We launched a neighborhood initiative to transform communities in Tampa Bay through investment in resources, services, collaboration, and capacity building. Many of the residents in the communities selected represent communities of color that have experienced high rates of poverty, racial discrimination, and health inequities. Taking a community-based assets approach, we seek to infuse resources that help residents address immediate needs like hunger and provide future opportunities for increased economic mobility.
While many indicators show a vibrant economic outlook in Tampa Bay, including booming home prices and low unemployment, many struggle to make ends meet.

In Tampa Bay, the overall childhood poverty rate is 19%. In our target communities, the childhood poverty rate is 40-55%. Additionally, the number of homeless people continues to rise, especially among families; 10,924 homeless students were identified by the Pinellas, Hillsborough, and Pasco School Districts.

Thanks to $1 million from Pasco County, a $2 million privately funded interest-free loan, $5 million from private donors, and $8 million from the State of Florida, a complete redevelopment of our West Pasco campus on US Highway 19 N in Holiday, FL is underway.

In October 2021, we celebrated the official merger of Metropolitan Ministries and our long-time service partner Restored Hope at 13703 17th St. in Dade City! This partnership will continue to further our reach and services into the areas of highest need in East Pasco County.

After receiving shocking data revealing suicides and drug overdoses were deeply affecting the populations we serve, we decided to open a new Counseling and Resiliency Center to provide individual, family, and group therapy — all free of charge.
The Resiliency Center is a reality due to the vision, leadership, and support of Nancy and David Iben.

The Resiliency Center offers all kinds of counseling sessions in a trauma-informed environment and serves about 100 people per week with the hopes to expand soon to see even more members of the community.

We believe the combined partnerships of everyone working together reflects the school’s rating and the students’ outstanding performance.

Staff utilizes a social-emotional curriculum and applied behavioral analysis techniques to foster social, emotional, and behavioral development. Special activities promote prosocial behavior and alleviate distress.

We’ve expanded our innovative CREATE program to reach more of the most vulnerable children in the region. CREATE gives school-age children a nurturing, therapeutic environment to grow, process their challenges, and learn techniques to deal with their emotions.
For the first time in its history, The Patricia J. Sullivan Partnership School’s staff and students achieved a Grade A rating. The school is in partnership with Metropolitan Ministries and offers homeless families in Metro’s care and at-risk families in the community a choice for students in kindergarten through 5th grade.
The purpose is to provide a safe place for students to express themselves, extend their creativity, and galvanize into their full potential.
How we do it
Efforts have been ongoing for many years to improve the school’s rating. In 2017, the school rating was an F, and it achieved a B in 2021. It has never received a rating higher than a B until now.
Each group of students in the program is uniquely staffed with a group leader, Therapeutic Specialist, and Registered Behavioral Technician. Large and small group therapeutic activities and interventions support parents and children.

As a child, Vincent had a dream to be a doctor. But when his family was forced to endure a period of homelessness, all hope of that dream seemed to be lost. Instead of enjoying his childhood, Vincent was in constant worry about the state of his family. He questioned things like whether they would continue to have food to eat or if he and his siblings would be taken away by Child Protective Services. All the things that an adult is supposed to worry about are what Vincent worried about as a young child. After months of unstable living conditions, Vincent and his family moved into Metropolitan Ministries.

While at Metro, Vincent took part in a program called Toastmasters, which helped him enhance his public speaking skills. He was asked to give a speech during our annual Bridge Builders program where he told his dream of becoming a doctor one day, despite his current circumstances of living in a homeless shelter.
Little did he know that his speech touched the heart of a generous donor who later helped Vincent get accepted into Jesuit, one of the most prestigious schools in Tampa. Vincent described his time at Jesuit as one of the biggest impacts in his development. After graduating high school, Vincent attended UCF for his undergraduate and worked his way toward attending Alabama College of Osteopathic Medicine where he is currently enrolled. He is on track to graduate in 2025.
