As we look ahead to 2026, Merriam continues embracing thoughtful changes that make our city stronger, more efficient, and more connected. This issue highlights one of our biggest service improvements in years: the move to a single-hauler trash, recycling, and yard waste service. Thanks to regional collaboration, this change will simplify weekly routines, reduce neighborhood truck traffic, save costs, and support a greener community.
We’re also kicking off our Downtown Master Plan. Many of you shared that your vision for Downtown differs from today’s reality, and we want your input. In the coming months, you’ll have opportunities to share feedback through surveys and community work groups. Your voice will help shape downtown into a vibrant, resilient, and welcoming destination for all.
Of course, Merriam is about more than services and planning—it’s about community. Our 75th birthday celebration, with shared cake, Merriamflavored ice cream, and neighborhood memories, reminded us why this city is such a special place to live. That sense of connection remains at our core as we build our future.
This issue is also packed with ways to get involved—from sustainability programs and public art to parks, local events, and businesses. I hope you’ll explore, plan, and continue taking pride in the city we call home. Together, we’ll keep shaping a vibrant, welcoming Merriam for now and for generations to come.
As we enter the new year, I’m humbled by your trust to serve as Mayor. Thank you for allowing me to work alongside you to Move Merriam Forward. Together, we will build on our progress while embracing new opportunities to create the future our community envisions.

Your Mayor, Bob Pape

Big changes are coming to your curb in 2026. After years of discussion, research, and public input, the Merriam City Council has officially adopted a singlehauler trash, recycling, and yard waste service. Beginning November 1, 2026, GFL Environmental will provide weekly collection for all Merriam residents.
This change is designed to:
▶ Lower costs through bulk purchasing power
▶ Reduce truck traffic and wear on neighborhood streets
▶ Increase recycling participation and diversion from landfills
▶ Simplify service with one provider and consistent guidelines
For decades, Merriam households have contracted individually with different trash haulers. While this gave residents choice, it also led to higher costs, varying service quality, multiple trash trucks on the same street in a single day, and a patchwork of collection rules.
In 2025, Merriam joined forces with neighboring cities Fairway, Roeland Park, and Westwood through the Mid-America Regional Council’s (MARC) cooperative contract process. This regional approach leveraged competitive bidding, resulting in GFL Environmental’s low bid—the same price they submitted region-wide. By working together, we secured better rates and service terms than we could have on our own.
Your first GFL collection will be the week of November 1, 2026. Specific pickup days will be determined in coordination with GFL and announced in advance.
What’s included?
▶ Weekly trash, recycling, and yard waste pickup
▶ Three bulk items per month at no additional cost
▶ "Amnesty weeks" for yard waste in the Spring and Fall. Residents will be allowed to set out additional items.
▶ Weekly trash and recycling service for City facilities at no charge
Standard 96-gallon trash and 65-gallon recycling carts will be delivered to every household prior to the service start date. Following distribution, 96-gallon trash carts will be available upon request.
In addition to the City's large item pickup program, items like furniture or appliances will be collected once per month at no cost (up to three items). White goods with refrigerants will require a $60 collection fee.
A dedicated City of Merriam representative will handle resident calls and coordinate with GFL to promptly resolve any service concerns.
“This is one of the most impactful service changes we’ve made in years. It’s about efficiency, savings, and making life easier for our residents.”
Mayor Bob Pape
No more comparing hauler contracts or chasing pickup schedules—everyone in your neighborhood will have the same service day and guidelines.
By locking in competitive rates through the MARC contract, we avoid steep price jumps and keep annual increases capped at 3%.
Fewer trash trucks mean less wear on roads, reduced traffic, and quieter mornings in your neighborhood.
Although the official start date for citywide service is November 1, 2026, GFL agreed to begin offering service to interested Merriam households sooner. This helps address situations where current haulers refuse new service. Residents who join early will pay a different rate than the 2026 contract rate. Learn more on GFL's website at gflenv.com.
We’ll keep you informed every step of the way through the City website, social media, and mailers. Visit merriam.org/trash for FAQs, rates, and updates.

The Merriam City Council approved a 2026 mill levy rate decrease, ensuring residents continue to receive the high-quality services and programs they expect and deserve. This marks Merriam’s second year in a row lowering the mill levy rate.

What inspired you to become a police officer? I wanted to work in the community that I live in and change lives. I spent about six years working in corrections, which gave me a strong foundation for the work I do now.
What was your first day on the job like? I was nervous but once I focused on my training, the jitters settled down and I knew I was where I was meant to be.
What is something about you that might surprise people? I was on the state bowling team in high school.
Who do you consider a role model or mentor in your career? I’ve been fortunate to have several, but Sgt. Hirsch stands out as a major influence and mentor here in Merriam.
What’s your favorite part of the job? Responding to calls and connecting with the public. Every interaction is different, and that variety keeps the work rewarding.
What activities or hobbies do you enjoy outside of work? Fishing, tinkering with my boat motor, and spending time with friends.

What other jobs have you worked prior to law enforcement? I’ve been an umpire, security guard, delivery driver, and corrections officer. Each one taught me something that helps me in my career as a police officer.
Why did you choose Merriam Police Department? I wanted to be part of the Merriam community and contribute to the place I call home.
If you could have a superpower, what would you choose? The superpower I'd choose is flying – hands down.
Who is your funniest coworker? Mike Russell.
What advice would you give someone looking to start a career in law enforcement? Work hard, but also take care of yourself. Maintaining a healthy work-life balance and having a strong support system are key to a long, successful career.

Downtown Merriam has long been a hub of small business activity and community life, but it also sits in one of the city’s most floodprone areas. Recent storms dropped more than six inches of rain in just hours, flooding roads, damaging infrastructure, and shutting down key corridors like I-35, Merriam Drive, Knox Avenue, and Carter Avenue. These events show how quickly life can be disrupted, putting businesses and residents at risk.

Downtown looks much the same as it did 25 years ago because of the floodplain. Properties here face costly flood insurance requirements through the National Flood Insurance Program (NFIP), which itself faces uncertainty. Even when repairs are possible, bringing older buildings up to code and meeting floodplain standards is often too expensive. As a result, many prospective businesses chose to open in Shawnee, Mission, or Overland Park instead.
The City has partnered with the U.S. Army Corps of Engineers (USACE) for years on a flood mitigation plan. After repeated floods in the 1990s, Congress approved a study of the Upper Turkey Creek watershed. In 2015,
the USACE identified a preferred solution of floodwalls, levees, and infrastructure upgrades. Merriam signed a design agreement in 2022 and continues to seek federal, state, and regional partners to help fund the project.
The City is also studying alternatives, such as raising downtown above the floodplain, to understand all feasible options. The final design will likely include floodwalls, levees, and replacement of the bridges on Merriam Drive and Johnson Drive. While changes could affect nearby properties, they are essential to reducing flood risk. Engineering and property studies are underway, with results expected in 2026, when the City Council will engage residents and business owners in shaping downtown’s future.
While planning for tomorrow, Merriam remains committed to businesses today. That means keeping property owners informed, minimizing disruptions, and offering help when needed. This cooperative approach has already supported businesses like Rigdon Inc., which relocated to another location within Merriam with City assistance.
Residents will soon receive a survey about the future of downtown. Your input will guide decisions on public spaces, amenities, and the types of businesses you’d like to see. Stay updated at merriam.org/downtown as we work together on Downtown Merriam’s next chapter.

6200 Mastin St.
For more than 17 years, PossAbilities Children’s Therapy Group has been a trusted resource for families in Merriam and the greater Kansas City area. Founded by occupational therapist Jean Wetherilt, PossAbilities provides specialized therapy services in a welcoming, child-centered environment. From its first location on Antioch to its beautifully renovated new space on Mastin, the clinic has remained committed to Merriam— and to the children and families it serves.
How long has PossAbilities been serving the Merriam community? We opened our first Merriam clinic in 2007 at 6750 Antioch. When that lease ended, we purchased and renovated the building at 6223 Slater, where we provided therapy for the past 13 years. It was a wonderful location next to the library and just down the street from the fire and police departments—our young clients especially loved watching the fire engines go by!
This July, we said goodbye to Slater and moved into our newly renovated building at 6200 Mastin, just four minutes away. The larger space allows us to continue serving families in Merriam and the greater Kansas City area, while staying close to the Community Center where we provide pool therapy. Though we were sad

to see the Antioch Library move, we’re glad it relocated nearby and are excited about all the positive changes in our community.
Why was it important to you to stay in Merriam? Merriam has made wonderful choices in bringing new business to the community. As we have settled into our new place at 6200 Mastin, we have felt a warm welcome by other business owners and neighbors who also are happy to do business in Merriam. It has always felt like a safe and friendly place.
How did the city work with you to make that happen? In partnering with innovative developers like Drake, the city was able to smoothly transition us and other businesses into new spaces, making improvements but maintaining the same vibe that families love.
What are your hopes for the future of Merriam? Of course, we are looking forward to the opening of Merriam Grand Marketplace and I am excited to see the downtown blossom now that the flood plan is moving forward. Since the well-being of children is my life’s mission, I would also like to see a new playground built. In the meantime, call us to schedule a tour of our very fun clinic building!
What advice would you give other businesses as Merriam plans to move forward? Get on board… good things are happening in Merriam!

The City of Merriam celebrated the unveiling of two new public art installations at the Merriam Community Center on Friday, October 24. Mayor Bob Pape joined artists from the Milagros Collective, along with representatives from the Merriam Public Art Committee, for a ribboncutting ceremony marking the city’s latest addition to its growing public art collection.
Titled “Grow Together” and “Seasons Steps,” the colorful works transform the parking structure stairs and elevator tower into a vibrant reflection of Merriam’s creativity and community spirit. “Grow Together” celebrates how collaboration and connection make the city stronger, while “Seasons Steps” reminds viewers that every season brings new color and energy—just like the people who live and work in Merriam.
“These works will welcome visitors, inspire residents, and remind us all that when we grow together, we thrive together,” said Mayor Pape. “Public art plays an important role in shaping how people experience a place—and here in Merriam, it helps tell our story.”

On October 7, we proudly honored the remarkable legacy of Julius McFarlin with the re-dedication of the fields at Waterfall Park.
Julius McFarlin made history as the first African American elected to political office in Johnson County, serving as Merriam’s Ward 1 City Councilmember from 1973 to 2001. A passionate advocate for civil rights, he also founded the Johnson County Branch of the NAACP and led it as president from 1972 to 1998. His decades of leadership, service, and unwavering dedication to the Merriam community continue to inspire generations.
We were honored to share this meaningful moment with the McFarlin family and members of the Merriam community.

A heartfelt thank you to everyone who joined us to celebrate 75 wonderful years of our “Just Right” city!
On October 23, 2025, we created memories filled with music, games, delicious birthday cake, and a renewed sense of community pride- capturing everything we love about Merriam.

Every corner at Merriam Marketplace buzzed with laughter and joy. From exciting prizes and free ice cream to face painting, a balloon artist, a mural, a giant sandbox, friendship bracelets, music, food trucks, inflatables, story time with the Johnson County Library, painted plows, fire trucks and police

cars, and so much more- it was a day packed with fun for all ages. Students from Crestview and Merriam Park Elementary schools came out to sing “Happy Birthday,” as we all enjoyed slices of cake together. This celebration was a true reflection of our city’s vibrant spirit.
Since its founding on October 23, 1950, Merriam has grown into a vibrant community filled with history, scenic parks, scenic trails, and an exciting variety of restaurants, shops, and attractions.

How do you spend your time when you’re not at the MCC? We enjoy attending live music performances, sporting events, outdoors/parks, making music at home, and school activities.

If you won the lottery, what's the first thing you would do? With our beautiful family I already feel like we’ve won the lottery, but if we ever hit the real one, we’d celebrate with a long beach vacation in Ocean City, Maryland, before finding ways to give back.
When you have 30 minutes of free time, how do you pass the time? If you are a parent, you know, there is no such thing as free time. :)
