I. MACH MANN HEIM

INTRODUCION

MACH MANN HEIM is a tactic platform to nourish the ongoing process of participation within the context of the conversion process of the ex-military basis‘ in Manneim.

MACH MANN HEIM proposes to enrich the process as a conveyor between the public administration, local buisness and citizens initiatives, and in the end involving the whole c i v i l s o c i e t y. The proposal foresees three main components, operating in three different levels – the Space, the Platform and the Program. The Space is meant to be an open meeting point for the citizens where they can meet, discuss, work together and develop new ideas. This space could be the old Casino in the Turley Baracks or other vacant

spaces in Mannheim. The Platform is the digital space where all the actors in Mannheim, the region but also f u r t h e r a w a y, s u c h a s from other countries in Europe can share

Why building only 1000 ideas when we could build a space for all? their knowledge, experiences but also build up initiatives t o g e t h e r, s e a r c h for collaborations, funding and best/worse practices. The Program will comprise toolkits to be used during workshops in the Heim or in the city streets. These will co-created by MACH MANN HEIM in order to foster new participation strategies among multiactor meetings. All the components are

A city will be creative if their citizens are creative. Mannheim is currently facing new challenges in the urban development of the future vision of 2020. The platform proposes the continuous attendance of the process – elaborating prototypes, testing ideas, evaluating

strategies – in order to condition an innovative and responsible citizenship in Mannheim. A city will be creative if their citizens are creative. A participatory process of involving all in agents in the most creatives i d e a s f o r t h e c i t y.


II. CONVERSION PROCESS

Can we share citizen innovation to all the social, economical, enviromental sustainability with a Think + Do tank?

WHY

The process of conversion in Mannheim is a longtime process that has recently started. In this moment it is crucial to question, not only what the city administration imagines to happen in the future, but also to integrate the citizenship into the design and the actual development of their future hometown. Thence how can we constitute an inclusive, participatory process of all urban multiplier – citizens, organizations, companies and the territory?

MACH MANN HEIM connects all existing initiatives in order to strengthen the communication and creation process – creative clusters, citizen associations, high tech industries, open minded public. The platform broadens the process by introducing an additional “layer” on top of the current participation in Mannheim.

The Urban Innovation Platform is an open laboratory to create and promote urban innovation. It operates relational, digitally and spatially in order to establish a winwin strategy in the city development process by introducing the collaborative focus based on common ideas. It understands itself as a place for the creation and expansion of new urban ideas. KNOWLEDGE SHARING

The platform intends to discuss and unfold conflicts and alliances in the process of

conversion by inducing a relational collaboration of all agents involved. THINK AND RE-THINK

MACH MANN HEIM enables on the one hand diverse input from the outside and offers on the other hand the exchange of ideas and input from internal experts. PRODUCE AND CO-PRODUCE

The platform proposes to build an urban incubator for innovative, local business. Though this Mannheim can become a city promoting urban citizen starts-ups.

MACH MANN HEIM aims to include all the agents into the detailed definition of the future Mannheim – including a map of all agents and an protocol of urban operations. Nowadays social “cityscapes” are formed by hybrid identities, by us as individuals and also by the communities we belong

to. An urgent question today is therefor how we can relate to the other identities. How our communities, our organizations and our institutions could build stronger interrelations. Mapping Mannheim agents is one of the first steps to create n e w, i n n o v a t i v e , u r b a n interrelations.

MACH MANN HEIM proposes a digital platform in order to connect all actors of the conversion process. Cities as well as whole regions are nowadays driven and connected by digital networks. The ongoing process of strengthening the urban network between Frankfurt and Stuttgart is mostly driven by the virtual network between Mannheim and Heidelberg. The region is already “best-practice” in crossing borders on the communal and federal level and has just started to cooperate with other cities and regions along the “Blue Banana” on an european level.

We propose a virtual platform consisting of both, research and practice, in the fields of urban planning, project development and project management, transparency and participation, social innovation, crowdsourcing, gis, open source, web 2.0 and web 3.0. The platform focuses on linking projects, communities, institutions, universities, clusters, initiatives and citizens by making actions and discussions transparent. The platform serves as a neutral zone and as an open, participative area for discussion and reflection.

WORKSHOPS

During the first workshop customized toolkit prototypes were already produced and prepared for specific multistakeholder meetings. All participants will conduct the activities suggested in the toolkit creating new ideas, refining processes, and finally contributing on diverse levels to the process of conversion. A toolkit prototype as the result of the “Project Space Workshop” is available on request. The toolkits will be co-created with representatives of the creative class in Mannheim and will be tailored for specific events of the participation process. Although the toolkits will be customized for specific events they could be used as well for a diversity of occasions with minor changes.

Workshops will be organized for citizens, for local business and for public administration, as well as between and f o r e a c h o t h e r. F u r t h e r workshops involving children and pupils are suggested, integrating local businesses in order to develop a new p e r c e p t i o n o f t h e c i t y. This could integrate parents in the process (children coming home from the workshop telling their parents about what they experienced and ask to go there again – parents will go back to the main house together with their children to see, what’s new and what happened in the meanwhile). All results of the workshops will be exhibited at the Urban Innovation Platform or at the prototypes within the city showing what people are working on.

URBAN PROTOTYPES

HOW

Urban prototypes are being co-created as citizen infrastructures for the city to make the public space something more expanded. These will serve as prototypes for being tested and evaluated w i t h i n t h e c i t y. W i t h i n the prototypes there will be presented the results of the process in the Space and there will be some activities participants can do on the spot and/or take home. It could involve

also students from s c h o o l a n d u n i v e r s i t y, citizen associations, etc. The aim is to inform also sections of the population in Mannheim that are often not very involved in the participation process (because of language, economic resources, minorities etc). For this reason the information will be prepared to be „accessible“ thanks to different communication strategies.

Daniela Patti M.Sc. Arch., is an Italian researcher in the Central European Institute o f Te c h n o l o g y , ( w w w . c e i t . at) in Austria, where she is responsible for the Smart City project implementation and citizen involvement. She is also Ph.D. candidate in the TU Wien, Landscape Dept, Lecturer in the Università degli Studi Roma Tre, Architecture Faculty and Board Member of the Wonderland European Architecture Platform, responsible for the Project Space activities.
