Isn’t that what we all sometimes wish for, a crystal ball to see into the future to help us plan for — or avoid — what’s ahead?
While we can’t offer you that type of wizardry to guide you through your home-buying journey in the next 12 months, we can dish up some insights into what you might expect to find on the housing horizon. In this issue, we’ve consulted with a number of industry experts to hear what they are predicting for the housing market in Metro Vancouver for 2023. All things considered, even with some challenges ahead, the future is looking pretty good. Turn to page 20 and prepare yourself for the year ahead.
As your most up-to-date source for new home and condo information, New Home + Condo Guide takes pride in helping you choose the right home for your needs. That’s why we love our two-page Hot Properties feature on page 30. This popular editorial is filled with details and descriptions of “The Ones to Watch in 2023”, a selection of pre-construction developments that range from highrise towers to luxurious townhomes, located in a variety of neighbourhoods.
Elsewhere in this issue, our mortgage specialist, Alisa Aragon-Lloyd, explains new housing legislation for 2023, while industry expert Brittany Reimer makes a case for why you need a realtor if you are considering a pre-sale home purchase.

Chinese Lunar celebration parade
After a two-year hiatus due to the pandemic, one of Vancouver’s largest festivals is back. On Jan. 22, 2023, the first day of the Year of the Rabbit, the 48th annual Vancouver Chinatown Spring Festival Celebration kicks off with the Chinese Lunar parade. This signature event of Vancouver’s Chinatown is expected to attract more than 100,000 spectators. “We’re looking forward to celebrating the Year of the Rabbit with the community together with the Chinese Benevolent Association of Vancouver, the Chinese Cultural Centre of Greater Vancouver, the Vancouver Chinatown Merchants Association, Chinese Freemasons Vancouver and the Shon Lee Benevolent Association of Canada,” says Queenie Choo, CEO of S.U.C.C.E.S.S. Everyone is invited to celebrate with family-friendly activities, live entertainment, dragon and lion dances and the parade kick-off.

Legends of housing
HAVAN’s annual Legends of Housing event takes place Wednesday, Jan. 15, 2023, and brings together some of Metro Vancouver’s industry trailblazers. “HAVAN is looking forward to, and is proud to present, Legends of Housing: Trailblazers, which this year will feature three young industry executives who will be directly involved in shaping the future of our residential construction sector in the Metro Vancouver area,” says Ron Rapp, CEO of HAVAN. Moderated by Kirk LaPointe, panelists include Intracorp president Evan Allegretto; Mike Mackay, CEO of Strand; and CEO of Nch’kay Development Corporation, Mindy Wight. The three will discuss First Nations in the residential development and construction sector, their respective positions, and their work in the future to contribute to addressing housing challenges and opportunities.
Wesgroup’s River District is hosting a Lunar New Year celebration in One Town Centre, Jan. 22, 2023 at 3 p.m. Expect to see traditional lion dance performers, and the lettuce ceremony with the dragon touring around the shops and businesses eating lettuce. “We want to celebrate our diverse neighbourhoods and, in the process, learn more about the Chinese community’s exciting New Year traditions during these festivities,” says Joey Coupland from Wesgroup Properties. “We are expecting hundreds of guests to join us as we celebrate the Year of the Rabbit.” Wesgroup’s team will be handing out candy in red envelopes as well.

BRENTWOOD THE AMAZING
DISCOVER THE MAGIC
You’ve watched and you’ve waited. And now, at last, your patience is about to pay off.
The Amazing Brentwood’s highly anticipated Tower Six is about to begin previewing, and the celebration is happening just in time for the Chinese Lunar New Year.
Meticulously curated to create a lifestyle that offers unparalleled sophistication, convenience and amenities, Tower Six will be The Amazing Brentwood’s most exclusive, most boutique residence— only 369 homes and a location unique within this master-planned community where you’ll enjoy unobstructed views of the Vancouver skyline, Burrard Inlet, or the North Shore Mountains.
“This has been a long-awaited opportunity to learn about the vision
of Tower Six, which further sets The Amazing Brentwood apart,” says Brenda Parris, SHAPE’s Vice-President of Residential Marketing. “We’re known for creating a spectacular presentation centre experience, and this time, we’ve raised the bar again.”
The 15,000-sq.-ft. presentation centre, she says, will include two show homes and a complementary market. “The calibre of this physical space, and the five-star level of service from our incredibly knowledgeable, friendly team, will speak to what residents can look forward to when they live at The Amazing Brentwood.”
Naturally, you can expect plenty of Lunar New Year festivities as well, but for now, it’s a closely guarded secret. In other words, you’ll have to visit to find out more.
THE PLACE TO BE
“Not only is The Amazing Brentwood Metro Vancouver’s newest shopping destination, it’s also the most exciting,” Brenda says. “We pioneered a vision where the best of shopping, dining and living could all come together for an unbelievable experience. SHAPE has invested $1.2 billion to date, committing another $900 million for Neighbourhood TWO, and we’re busy working on future phases of the 28-acre master plan. Over 1,700 homes are now complete, and people have moved in. There’s a vibrancy you can feel, and that’s just going to get better over time.”
The SHAPE team is particularly excited about the burgeoning retail and eateries that have helped define The Amazing Brentwood as Metro

Vancouver’s newest shopping destination. “Global brands like H&M Home, L.L.Bean, and Sporting Life have all chosen it as their first locations in BC because they understand there’s an unmistakable energy here, a magic that’s taking on a life of its own,” Brenda says.
Foodies who already call The Amazing Brentwood home, know a thriving culinary scene is woven into the fabric of daily life here. “So often food is an afterthought in shopping centres,” Brenda says. “Here it’s a destination all on its own.”
Morning rituals begin at Small Victory with fresh-baked bread and fantastic coffee or the ultimate brunch experience at chef-driven OEB Breakfast Co. If Japanese fare is your go-to, this is the culinary scene for you. Choose from newly opened Jinya’s slow-cooked ramen, premier hand rolls from the future Hello Nori, Yugo’s Japanese-French fusion, or the iconic Japadog hotdog with celebrity status.
Ready to expand your dining experience? Neptune and HaiDiLao Hot Pot will bring old world flavours while La Taqueria showcases authentic Mexican street food paired with a great tequila cocktail. Earls and Tap & Barrel will suit a party of two or a celebration for 20, for dining that seamlessly blends indoor and outdoor spaces.
Finally, the signature casual dining space TABLES is home to diverse eateries spanning all corners of the globe.
And when you’re ready for al fresco dining on a big night out, you’re just steps from the plaza’s water show, illuminated with dancing lights and colours.
“The Amazing Brentwood is known as the epicentre of this thriving north Burnaby neighbourhood,” Brenda says. “Its ideal location north of Lougheed

BRENTWOOD BURNABY
A LAID-BACK VIBE
by MIKE ARCHIBALD
A quiet, pretty pocket of Burnaby, this small neighbourhood is located between Lougheed Highway in the south, Hastings St. in the north, Springer Ave. in the east and Willingdon Ave. in the west. It’s a place of condos, modest homes, pleasant parks and friendly folks, and the stretch of Hastings St. offers small-business shopping at its best, from bakeries to ramen.
LIFESTYLE
It’s the best of both worlds in Brentwood: You’ve got a mellow residential area bordered on the north
by a nearly corporate-free shopping district. The houses are older—i.e. better looking—and quite compact, with cozy cul-de-sacs here and there. The southern boundary consists of Brentwood Town Centre, which is balanced by the presence of a Skytrain station in the same spot.
THE VIBE
Laid back is the best expression to sum up Brentwood: There’s very little noise north of the town centre, and the mood is sedate. It’s a nice walk to the commercial district on Hastings, where there are lots of places to
chill—and chilling is what you’ll see on a sunny day, with legions of residents enjoying coffee and biscotti outside cafes or ambling leisurely through a grocery trip.
MEET THE NEIGHBOURS
According to the City of Burnaby’s neighbourhood profiles, this is a relatively young neighbourhood, with the largest age bracket being 20-44. Second in the age stats is the 45-64 bracket. The area is ethnically diverse, with nearly half the population consisting of immigrants. It’s a middle-class neighbourhood, with
families housed in neat condos and little one-level homes.
IN THE AREA
Brentwood Park is a spacious, lush area for a stroll with the dog or fun with the kids; you might happen on some Tai Chi exercising as well. Adjoining it is Brentwood Preschool, and nearby are three places of worship: The Sanctuary, Holy Cross Church and Brentwood Park Alliance Church. Other amenities in the neighbourhood include Beecher Park and Alpha Secondary School.
PLANES, TRAINS & AUTOMOBILES
Lougheed Highway at the south is a major thoroughfare, but Hastings St. up top, while a main street, is quite mellow in terms of traffic,
and Willingdon Ave. isn’t very busy either. Together, the bordering roads provide great transportation in and out of the neighbourhood. Public transportation is great, with multiple bus lines on Willingdon and Hastings and the Brentwood Town Centre Skytrain Station. Bike options are not great.
THE GOOD, THE BAD & THE REST
What’s not to like? With two commercial centres at opposite ends and nothing but peace and quiet in between, it makes for the perfect environment for families. And hey, if the suburbs are too quiet for you, the Skytrain will whisk you into Vancouver. The minus column is pretty empty, but one item in it is the relative lack of proper sidewalks.
HOT SPOTS
CHEZ CHRISTOPHE

This is a cut above your average sushi spot. These guys get creative, with sashimi plates that are as beautiful to look at as they are scrumptious to eat. Special items include a fresh oyster dish—delicious.

MOONLIGHT SONATA
IN TUNE WITH YOUR LIFE
Picture this: A sophisticated, contemporary townhome surrounded by lush greenspaces and conveniently located in the heart of Burnaby. It’s a place where growing families can put down roots as they become part of a vibrant community, and where downsizers can enjoy the luxury and space of a single-family home with lock’n’go convenience.
Now give that home a name. Two years in the planning, Moonlight Sonata is a collection of 130 two-, three- and four-bedroom townhomes just east of Willingdon near parks, schools, transit and shopping.
THE BEST OF ALL WORLDS
“Moonlight Sonata is something exciting and different in this market,” says Gurdeep Kainth, managing director of Symphony Homes. “These homes are a direct response to homeowners who want to upsize from a condo but don’t want to move somewhere like Langley, Surrey, or Maple Ridge. Here, they’ve got the features and ambience of a single-
family home without the cost or maintenance.”
By design, Moonlight Sonata features open, greenspaces that are nothing short of astonishing. “By putting all the parking underground, we were able to eliminate the need for internal roadways,” Gurdeep says. “Instead, we’ve created a park-like landscape with walking trails, bench seating, barbecue and al fresco dining areas, and two outdoor playgrounds for kids.”
He adds there’s also a standalone amenity building with a fully equipped gym, entertaining kitchen and lounge, meeting rooms, and a rooftop deck.
“We also have a full-time concierge— something you hardly ever find in a townhome development—who can help with anything from accepting deliveries or setting up insurance to booking the community’s electric rental car.”
Need one more enticement? Every Moonlight Sonata townhome has its own heat pump, an eco-savvy alternative to conventional heating/
cooling systems. Good for you and the environment, too.
Don’t miss this rare opportunity. Visit moonlightsonata.ca or call 778.788.1480 today and register for a sneak peek preview in the Symphony showroom at 5648 Imperial Avenue in Burnaby. VIP sales launch anticipated in mid-February 2023.

HELLO 2023 GET SET FOR MORE CHANGE
Rising interest rates, a more normalized supply chain, and expedited building permits dominate our experts’ predictions for the 2023 housing market. There’s a general feeling of optimism that the demand for homes will still be strong, and that the new employment landscape will continue to drive new solutions for multifunctional design and larger spaces.
URBAN LIFESTYLE
Jon Bennest, vice-president of product development with Zonda, says he predicts the appeal of
by SUSAN M BOYCE
homes in walkable, urban settings won’t diminish in 2023, although those urban hubs are no longer automatically synonymous with downtown Vancouver. He’s watching areas like Surrey City Centre, Port Moody, Metrotown, Brentwood, West Coquitlam, and Langley, where both transit and infrastructure are growing.
Brandon Trent, development manager at Hayer Builders Group, agrees the Fraser Valley will remain appealing in the coming year. “The Township of Langley is seeing an explosion of development, especially in the Willoughby and
Latimer neighbourhoods. I think in 2023, it’s going to be one of the hottest markets outside the City of Vancouver.” He says he is also keeping a close eye on Abbotsford.
THE INTEREST RATE ROLLERCOASTER
Although it was inevitable that interest rates would eventually rise after so many years of historic lows, few people were prepared for seven increases over the last 12 months. And most experts agree it’s not over yet. Consumers can expect at least two more rate hikes in the first half
of 2023 as the Bank of Canada (BoC) attempts to curb inflation.
At the same time, the stress test on uninsured mortgages will remain in place for the foreseeable future. That’s got some property owners concerned whether they will be able to requalify for a mortgage, and some first-time buyers are leaning more heavily on the Bank of Mom and Dad to help compensate for diminished purchasing power.
POLITICAL SHIFT
After what turned into a fractious transfer of power for the provincial NDP government, BC’s new premier, David Eby, wasted no time stepping back into the middle of the housing controversy arena. Promising to expedite the permitting process in 2023—something the industry has been demanding for many years—it appears he’ll be taking a more aggressive, “carrot and stick” approach than was perhaps anticipated. Municipalities that fail to
meet their target number of building starts could face financial penalties and/or government intervention. How long it will take before the full impact of this pledge shows any tangible results is still a subject of debate.
Eby also rapidly enacted legislation to prohibit strata corporations from age or rental restrictions (other than buildings with a 55+ mandate). “We’re making it possible for thousands of condos that are vacant to be rented out as soon as these new laws are passed,” he said in a news release. While technically true, his statement cannot predict how many owners are actually interested in becoming a landlord in 2023 or whether the number of available suites is 2,000 or 20,000. One study indicated it would only affect approximately 2,300 empty units located throughout the entire province—hardly a solid fix for the lack of rental supply.
And while some owners are thrilled with this new opportunity to
“ ” ...few people were prepared for seven increases over the last 12 months. And most experts agree it’s not over yet. Consumers can expect at least two more rate hikes in the first half of 2023...
rent their property, some who value the security of living in a building of end-users—owners who are typically highly invested in preserving the value of their property with regular maintenance—now find themselves potentially fighting investors who prefer a different approach.
LIGHT AHEAD
Yosh Kasahara, executive vicepresident of Vancouver-based Alabaster Homes, sums up what many people are feeling about the coming year: “Yes, there will be challenges, but we’re optimistic the market will rebound in response to continuing pent-up demand. Consumer confidence will return once there is some stability in supply and interest rates. And homes near good schools, retail and transit will continue to be attractive to savvy buyers.”
So, here’s to 2023, and may your new home be everything you dreamed of and more.
NEW LEGISLATIONS
END RENTAL AND AGE RESTRICTIONS FOR STRATA PROPERTIES
The BC government announced on Nov. 21 two significant changes to housing legislation that is of interest to homebuyers: The new Housing Supply Act was introduced and changes to legislation were announced that will remove age rental restrictions in strata properties, and allow the rental of vacant condos.
“B.C.’s housing crisis is stressing out and hurting people while it holds back our economy,” said new Premier David Eby in a press release. “As a first step in my 100-day plan, we are making changes to deliver more homes for British Columbians, faster.”
THE DETAILS
The first piece of legislation includes working with municipalities to set housing targets and make sure the homes people need will be built. The intent is to help speed up housing development and increase supply by giving the province the power to set housing targets in municipalities with the greatest need and highest projected growth.
As well, the plan will make it possible to rent out vacant condos and remove some age restrictions. So, the strata can no longer control rental policies or age restrictions in a building. The aim of the new legislation is to alleviate the housing crisis by helping people find more affordable housing, and to aid individuals who need the income from renting out their home.
Currently, there are approximately 2,300 empty condos throughout BC that can’t be rented due to the strata rental restrictions. It is important to note that strata’s will still be able to continue regulating short-term rentals such as AirBnBs.
As well, strata with 19-plus age restrictions will not be allowed but this rule will not affect any strata bylaws that limit residents to age 55 and over in order to promote and preserve seniors’ housing.
POSITIVE OUTCOMES
The legislation will create more opportunities to purchase a rental property, property owners will be able to rent out their strata properties without restrictions (except for short-term rentals), owners will be able to turn their current owneroccupied condo or townhome
into a rental property and buy a new condo or townhome as their principal residence.
This is the perfect time to speak with a mortgage expert to explore the options on buying a rental in a condo or townhome in a strata. While interest rates have increased, house prices are coming down. This is a great opportunity to expand your real estate portfolio.

Do you nee D a realtor
When purchasing a pre-sale home?
Brittany reimer
Teaming up with a realtor is highly recommended, and that’s because there are two sides in every presale transaction. One side consists of the sales team representing the
developer. When it comes to pre-sale home purchases, the job of the sales team is to act in the best interest of the developer. To avoid a conflict of interest, the sales team cannot represent homebuyers at the same time that they are representing the people or group selling the homes. This is where the other side comes in: The realtor who represents the needs of the individual purchasing
a pre-sale home. If you are looking to buy a pre-sale, it’s a good idea to seek a realtor who can support your needs throughout the search and purchase process. As licensed professionals, both the sales team and the realtor take their duties of honesty and reasonable care seriously for everyone involved, and having your own representation is advantageous to the selling process.
reAltors:
operAting on your behAlf
When you enlist a realtor to support your pre-sale journey, you are securing a representative who will work with your best interests in mind and who is accountable to you alone. Your realtor is responsible for operating on your behalf to learn about prospective pre-sales and advise you on the choice that is right for you. Realtors have a wellrounded knowledge of the market, comparable developments and expertise in contract negotiations. Homebuyers will have someone who can manage the timeline of the deposits, review documentation and contracts, and generally ensure the process is smooth. Moreover,
there is no downside to securing a realtor on a pre-sale; in this case, the realtor’s commission is paid for by the developer, not the purchaser. There is no cost to you to employ a realtor.
There’s another key benefit to working with a realtor when purchasing a pre-sale home. Realtors have access to inside information and VIP sales events at multiple developments. These VIP pre-sale events are by invitation only and offer the best selection and pricing. Often, up to 50 per cent of new-home products sell before sales open to the public. So, a realtor can provide you with information and access to a VIP preview, ensuring you get the best deal with the most choice.
“ ” If you are considering buying a pre-sale home, why not take full advantage of both real estate teams.
sAles teAms: providing expert knowledge to support the process
On the other side of the buying experience is the sales team. A sales team offers a client relationship to the developer. They are trained experts in all aspects of the homes they help to sell, from amenity offerings and finishing options to the specifics of the building’s neighbourhood. As industry professionals, they bring a high standard of project knowledge. These product experts are a great resource to homebuyers and will help guide a home purchase. They prepare contracts and communicate any potential offers to the developer. However, the members of a sales team cannot advise you on things like price, negotiations, or terms and conditions of offers. Any information shared with a sales team would not be considered confidential.
If you are considering buying a pre-sale home, why not take full advantage of both real estate teams. Secure a realtor first so you have a professional who has your interests front of mind, and then tap into the expertise and knowledge of the sales team at a development to provide all the information you need to purchase your next home.

CURV
REAL? faux is it
by MARLENE EISNER photos DEANNA SOLVEIG
marBle magic
The grandeur of this entryway, located in Shaughnessy, Vancouver, was taken to another level with the addition of faux marble pillars, champagne gold ‘tipping’ on details, faux-finished ceilings and a custom ceiling design. The process of the work was a natural progression of seeing what a space needed next.
Delicate work
The pattern for the custom ceiling in the entryway was first designed then transferred to thick plastic to create a stencil. Once cut out, the stencil was carefully applied to the ceiling using spray adhesive. With a delicate hand, Modern Masters champagne metallic paint was applied to create an elegant glow.
Faux finishing re-imagines spaces with the art of decorative painting
The era of teased perms and parachute pants also introduced the masses to sponge painting and marbleizing kits. Suddenly, the 14th century art technique was being applied to literally everything, from household interiors to entire shopping
shiFtng perspectiVes
Applied with Modern Masters metallic paints, the reflective nature of the faux finish on the ceiling is very peaceful and harmonious. Depending on the time of day or where you stand in the room, the unique feature on the ceiling will reflect the changes in light and perspective.
malls. The result? A diabolical crash in the art of faux finishing.
Fast forward 30 years and the art form has been completely revitalized. There are many artists around the globe who are continuing the trade and introducing modern looks and designs that suit any style. In Metro Vancouver, Deanna Solveig, owner of Abalone
Custom Painting & Design, is among those artists and specializes in a wide range of finishes that offer a unique and original finish to a home. She uses specialty tools, including feathers, to make the effects come alive. With this form of decorative painting, it’s almost impossible to tell the difference between a “faux” wall or ceiling and the real thing.
kitchen glam
This closeup of a faux marbleized rangehood was prepared with custom-matched paint and glaze, and the veins were created using delicate feathers for a realistic touch. The marbleizing technique is a great alternative in areas where the cost or weight of genuine marble would be prohibitive.
From pearl plaster walls to faux coffered ceilings, the possibilities are endless
“We take the surroundings of a room — furniture, lighting, flooring — and tie it all together so that an area feels well rounded and complete,” explains Solveig, as to how the process works.
“There’s a void in so many spaces in a home, and many homeowners, designers and builders don’t even realize that decorative painting is an option.”
So, whether you’re seeking to enhance the glam factor of your dining room or make your bedroom unique to you, high-end decorative faux finishes are an intriguing option if you want to move away from traditional wallpaper or paint and enter into the realm of “faux-tastic.”
an excellent imposter
Sometimes it’s impossible to source out the right wood for the job. Here, the decorative wood-grain moulding was matched with the rest of the room. With the help of a wood grain rocker and a keen eye to mimic the colours of the grain, it’s nearly impossible to tell it’s not the real thing.
water therapy
Using a custom-designed stencil, the ceiling was hand-painted using Modern Masters metallic paints. Platinum pearl with dark silver shading incorporated the colours of the house, reflecting the water harmoniously. As a finishing touch, the inset walls were painted warm grey tones to imitate the water.
