A BRIEF GUIDE TO BUYING YOUR HOME DETERMINING WHAT YOU WANT So often, one has a vision of what the perfect home will look like; where it will be; what it will have and how little one needs to pay for it. I once met a real analytical buyer who had a book in which he had recorded the 194 properties he had viewed over the last 12 months in Plumstead. He admitted that he should have bought the 5th one he saw. I think he is still looking for the perfect home! I hope I can provide some insights which may help you to make a decision, whatever that decision will be.

FIRST QUESTION: WHY DON’T YOU STAY WHERE YOU ARE? Consider the following: • It is not inexpensive to move home. You need to consider the following: • Removal costs • Relocation costs (new school uniforms, etc) • Transfer costs (transfer duty, attorney fees, bond cancellation costs, bond registration costs • Commission on the sale of your home • Re-vamp of the home you buy • Are you moving for the right reason? • When you make the decision to move, then move – if you make the decision to stay, then stay.

SECOND QUESTION: WHY ARE YOU BUYING? • Purchase decisions are most influenced by whether the property is to be purchased as: • A home • An investment • Obviously, the purchase of a home will also

be an investment in property, but the factors in arriving at a purchase position will be different. Remember: when considering the cost of your home as an investment only, you must factor into your thinking that there is a basic cost of accommodation – if you did not own the property, you would need to rent.

IF YOU HAVE MADE THE DECISION TO BUY A HOME, HERE ARE SOME TIPS TO ASSIST YOU IN YOUR DECISION MAKING: • Location - You can change the house, but you can’t change where it is. • You can fill in a pool (or put one in) • How happy are you to renovate? • Will the property suit a growing family and if your nest is getting emptier, is it able to cope? • Access to where you want to go (work, entertainment, schools) • How much will you regret missing the right home if someone else buys it? • Have you taken in to account the costs of maintaining the property? • Have you considered the costs to transfer the property into your name? • Look past the current owner’s occupation of the property. Some people like to live in an eclectic environment; some people like to be minimalistic. Some people like their lawns longer than others do! • Do your homework on the area you have chosen but don’t rule out adjacent areas. The homework you need to do would be as follows: • How quickly are the properties selling there? • What is the average price for a property with your requirements? • How is the capital growth in that area? • Are the neighbouring properties being upgraded? • Does this agent know what she is talking about?

Electricity: your right to a safe and hassle – free installation The Occupational Health and Safety Act prescribes, through the Electrical Installation Regulations 2009, who may carry out electrical installation work and in this way protects users of electricity. The Regulations also give protection to the public by means of a Certificate of Compliance (CoC) and Test Report which every user or lessor of an installation is obliged to possess, and should ideally be provided every time a house changes ownership. A frequently asked question is as follows: “I Have a Certificate of Compliance (CoC) and the installation is not fuctioning properly, what should I do?” Proof of safety is the CoC and Test report issued by a registered person (an electrician registered by the Department of Labour as a Master Installation, Installation Electrician or an Electrical Tester for Single Phase) . The registered person may be the proprietor or an employee of the business. It is important to bear in mind that the CoC and Test Report certifies the safety of the installation. It is possible that an electrical installation might not be fully

functional (e.g. some lights or plugs don’t work but the installation is safe and the CoC and Test Report is valid. As the home owner, you can take the following precautions to ensure the electrician is permitted to perform the required work: •

Request his/her registration document with the Department of Labour. The expiry date will indicate whether the contractor is currently registered as all electrical contractors are required to register before issuing CoC’s. Request to see his/her registration certificate (also known as a wiremans license) which is issued by the Department of Labour. This will show the accredited persons name, ID number and photograph. When looking for an electrical contractor to carry out your work, insist that it is a member of the Electrical Contractors Association of South Africa – ECA (SA). In the event that you are dissatisfied with the work undertaken, you will have recourse in that the ECA (SA) mediates between members and their clients. Ingredients 3 large baking potatoes or leftover baked potatoes 40g butter 1 onion 1 Parmesan rind, whatever size you have in the fridge, optional 1.5 litres organic chicken or vegetable stock sour cream 1 small bunch of fresh chives

Method

cook the onion for 10 minutes, or until soft.

If you’re using leftover baked potatoes, skip these first 3 steps. Preheat the oven to 180ºC/ gas 4. Wash the potatoes and dry well, then prick each one with a fork and wrap in foil.

Cut the potatoes, skin and all, into 2cm chunks. Add the potato and Parmesan rind to the pan, season, then cook for 5 minutes.

Put on a rack in the middle of the oven and cook for about 1 hour 15 minutes. The exact time depends on the size of your potatoes, but to check, give them a quick squeeze, bearing in mind they’ll be hot: the potato should just give under your fingers. Remove from the oven then, when cool enough to handle, cut them into quarters. Leave to cool completely. Peel and dice the onion. Melt the butter in a large saucepan over a medium-low heat and

Add 1.25 litres of stock, bring to the boil, then reduce the heat and simmer for 30 minutes. Remove the rind, then purée the soup until smooth with a stick blender or in a liquidiser. Return to the pan, check the seasoning, and thin with the remaining stock, if you like. Serve garnished with a dollop of sour cream, snipped chives and a pinch of black pepper.
