EID head of finances Mark Price retires Michael Raffety Mountain Democrat correspondent El Dorado Irrigation District Finance Director Mark Price retired May 6 after 18 years of budgets, handling bond sales and working with auditors and rating agencies. When interviewed May 2 he stopped to take one more call about his last bond measure, financing $71.5 million of unfunded pension liability. The rate was under 5%, saving the 7.5% that the California Public Employees Retirement System was charging for the liability. By buying insurance for this bond issue the district was able to get an AA rating. The final closing and sale was May 17, with details due at the May 23 board meeting. Price, a certified public accountant, has overseen $1.3 billion in bonds. The $1.3 billion bond figure includes the three utility districts he has worked for. Price began his career working for Price Waterhouse in Sacramento.

In 1992 he took a job with the largest utility in Oregon. Based in Hillsborough, where he raised his children and cashed in his pension to put them through college.
