Welcome to the Summer edition of our Property and Living Magazine.

As we approach the end of another year, I reflect on what has been a challenging yet rewarding journey on many fronts. Despite the economic uncertainties of 2024, we are incredibly proud of the results achieved throughout our business.

A key focus for us remains internally, on our people. Creating an environment where our team can thrive has always been our priority, and we know that this will enhance the experience and outcomes delivered for our valued clients.

On the sales front, both residential and commercial markets have seen strong performance. Whilst the buyer pool has lacked depth, these conditions are when the highest quality agents are able to rise, develop a clear marketing strategy tailored to each property, then showcase their expertise in negotiation and deep commitment to achieving the best possible results for our vendors. The professionalism demonstrated has been key in delivering strong, successful outcomes.

2024 has also been a good year for our property management teams. Landlords have faced many challenges, but our team’s commitment to professionally guiding our landlords through their obligations and understanding how to maximise their investments has seen wonderful feedback from our clients. We are proud to report steady growth in these vital areas of our agency, a testament to our team's hard work and unwavering commitment.

A massive highlight of the year has been our 3rd McKean McGregor Community Gala Ball, which has now raised a total of $682,916. This achievement was made possible by the incredible generosity of our local business community. All proceeds were donated to the

Bendigo Cancer Wellness Centre, a team making a huge difference throughout the region and a cause close to many hearts. It’s inspiring to see how our collective efforts can make such a significant impact.

As we look ahead to 2025, we have recently seen the City of Greater Bendigo Council release the draft Managed Growth Strategy. The draft Managed Growth Strategy outlines the council's vision for the future growth of our City. Based on a 1.6% pa growth rate, Bendigo will have an expected population of over 150,000 people as soon as 2036. Our City will continue to evolve and we are excited for what it holds.

For our team, we know that there will always be many factors beyond our control, however we remain committed to fostering a culture of teamwork, empowerment and strong support to continue delivering really positive outcomes and experiences for our clients and our community.

Established Housing: A Value Proposition

In 2024, existing homes have continued to attract buyers, offering a more affordable alternative to new builds. Escalating construction costs have deterred many from pursuing new homes, keeping sales of established properties relatively strong.

Competition for established properties, meanwhile, is expected to intensify as reduced interest

rates boost buyer confidence, enhance affordability, and increase borrowing capacity. This dynamic may render the current value proposition of existing homes short-lived, further underlining the importance of acting decisively in the market.

Investment Properties: Why Landlords Are Selling

Recent changes in compliance laws, minimum standards, and land tax have created a challenging environment for rental providers. While these factors may discourage new entrants into the investment market, the long-term wealthbuilding potential of property investment—a principle historically proven and unlikely to change.

A key trend in 2024 has been the increasing number of landlords choosing to sell. Many are approaching retirement and opting to release equity built over decades. This capital is being redirected into superannuation, retirement plans, or assisting

younger family members entering the property market, colloquially known as the "Bank of Mum and Dad."

This is not a new phenomenon but a strategic shift seen among seasoned investors seeking to simplify future income streams and estate planning.

Opportunities for Savvy Investors

While many landlords are exiting the market, industry experts suggest it’s an opportune time to consider investing. Bendigo’s historically low vacancy rates—combined with predictions of a population surge to 155,596 by 2036—indicate a strong future demand for rental properties. As the supply of rental properties dwindles, opportunities for consistent returns remain robust.

The Rise of Rentvesting

"Rentvesting" has gained traction as a creative strategy to enter the market. This approach involves purchasing an affordable property

in one location while continuing to rent elsewhere due to lifestyle or work commitments.

For example, professionals with Bendigo ties working in Melbourne often choose to rent in the city while investing in Bendigo. Similarly, young buyers, with some parental assistance, are acquiring properties and renting them out while living at home.

Rentvesting offers a practical pathway for those seeking to gain a foothold in the market without compromising on their immediate lifestyle. Employing a professional property manager can further ease the challenges of being a landlord, allowing investors to focus on longterm goals.

Land Banking

Titled land stock has reduced to very low levels in comparison to the start of 2024. Buyer demand for titled land increased particularly prior to June in an attempt to avoid the additional costs associated with the new 7 star rating regulations that have now come into effect.

Pre-sales for land in new stages has remained very low, with little or no construction of new stages in the back end of 2024 and resulting in a long lead time of at least mid 2025 for new titled land stock. As buyer interest returns there will be little to choose from, particularly when taking into account builders' time limits on providing fixed price contracts for construction of new homes.

It may be worth considering securing your land now and

building later when you have the time to properly consider your home design, finishes and your preferred builder.

Despite the challenges of 2024, Bendigo’s property market remains resilient. Whether buying, selling, or

By contributing toys and gifts this Christmas, we can ensure that every child and family can celebrate the festive season with joy, connection, and a sense of belonging. We spoke to Tracey Moss from Eaglehawk and Kangaroo Flat Community Housing about the impact this initiative has had on those who use these services;

Tell us about the Community Toy Drive

The Community Toy Drive, established several years ago, provides vital support to disadvantaged and marginalized families, ensuring they can celebrate Christmas without financial strain. It began with the unwavering generosity of the citizens of Greater Bendigo, who came together to donate and assist families, especially those with children, facing tough times. The initiative also extends its reach to support marginalized citizens, including refugees, migrants, and those new to Bendigo.

How has the Toy Drive impacted the broader community?

The Community Toy Drive goes beyond gift-giving, fostering connections through the vital work of Neighbourhood and Community Houses. These spaces provide year-round support to disadvantaged individuals and volunteers by offering activities, programs, and meals that build friendships, teamwork, and inclusion. Programs like Tai Chi, art classes, playgroups, and community gardens offer opportunities for connection, while pre-accredited courses such as Barista training, Basic Horticulture, and digital literacy prepare individuals for future opportunities.

Importantly, these initiatives ensure no one falls through the cracks, connecting those in need with support networks. By sharing gifts with those already involved, the Toy Drive enables individuals to participate in family and community gatherings, reducing isolation and loneliness. These efforts provide mutual benefits for individuals, the Community Houses, and the broader community, fostering a stronger and more connected Bendigo

What is the demand for donations at Christmas?

Never would we have imagined the seriousness or extent of the cost of living crisis after COVID-19. It’s astonishing to think that was almost 5 years ago and we are still witnessing long term hardship every single day, like never before.

There is never a more important time for donations than throughout this time of year.

How does it bring cheer to kids?

Both the Eaglehawk and Kangaroo Flat Community Houses hold Community Christmas parties, where donations from the Toyworld Toy Drive are distributed. These events include gift-giving, food (both healthy options and sweets), music, and, of course, a visit from Santa to bring smiles to faces—young and old alike.

• Kangaroo Flat Community Christmas Party: Saturday, 14th November, 11:00 AM – 2:00 PM

• Eaglehawk Community Christmas Lunch: Tuesday, 10th November, 12:00 PM (bookings encouraged, but walk-ins welcome)

These events alone will welcome around 800 guests. We also understand that not everyone is able to

attend community gatherings, so we will continue to distribute gifts throughout December and January. Why is it important for people to get involved in the Christmas Community Toy Drive?

The smiles we see and the joy you help to bring by donating your gift are not forgotten by any recipient. We see proof of this often when those same people turn up, often years later, offering their support. Andrew Cooney - A Visionary Leader Guiding Bendigo's Future

From Local Government Roots to CEO

Growing up in a household steeped in local government — his father a building inspector and his mother a home-care worker with flexible hours — Cooney’s journey to becoming Chief Executive Officer of the City of Greater Bendigo almost seems predestined.

“Possibly no one goes out wanting to become involved in local government, but I kind of grew up around it,” he laughs. Childhood memories of accompanying his father to work in Ballarat instilled in Cooney a deep appreciation for community service. “I remember walking along the roof of the art gallery and

Her Majesty's Theatre after storms. Those experiences shaped my understanding of how councils help communities.”

After high school in Boort and university in Bendigo, Cooney began a career spanning state government and local councils, ultimately returning to Bendigo. Along the way, he cultivated a vision for leadership rooted in people, place, and performance — a philosophy that now guides his tenure.

Balancing Leadership and Life

A father to four daughters with his wife Chantal, Cooney’s life in Maiden Gully is busy and family-

centered. Outside work, sport has remained a constant thread. “I’ve always been active, from footy and cricket to skiing growing up,” he recalls. Today, his family rallies around their daughters’ netball games, spending evenings at Red Energy Arena or caravanning on rare weekends away.

Bendigo: A Welcoming City of Opportunity and Warmth

Cooney’s pride in Bendigo is palpable. “I love the climate, the history, and the balance we’ve struck between honouring our First Nations heritage and welcoming new residents. Bendigo’s close to everything but retains its distinct identity — we’re not a satellite city of Melbourne, and that’s important.”

He points to the city’s inclusive nature as its hallmark. “People come to Bendigo and quickly find their feet. They’re welcomed into the community and given opportunities to contribute, whether through work, schools, or social groups.”

A Vision for Growth and Balance

Since stepping into the CEO role in December 2023, Cooney has emphasized a balanced approach to growth. Bendigo is set to grow to 200,000 residents within the next 30 years, presenting both opportunities and challenges.

“My focus is on ensuring that as we develop, we don’t lose what makes Bendigo special,” he says. “It’s about economic development, job creation, and welcoming new businesses while preserving our unique culture and livability.”

Cooney’s strategic framework centres on four pillars: people, performance, place, and projects. These guide everything from internal operations to longterm city planning. A key priority is delivering major infrastructure projects to support the city’s future. “We’re entering a period where we have a pipeline of significant projects year after year. It’s a challenge, but it’s also an exciting opportunity to shape Bendigo for generations.”

Resilience in the Face of Adversity

Cooney’s first year wasn’t without hurdles. Severe flooding in January and February tested both his team and the wider community. “I take immense pride in how our staff and residents came together. Watching people in action during those floods — helping one another and rebuilding afterwards — reinforced how resilient and caring this community is.”

Cooney’s leadership philosophy extends to fostering a high-performance organization that values inclusivity.

Inspired by his mother’s flexible work arrangements decades ago, he champions workplace policies that enable staff to balance careers and family life.

The ‘Spring Selling Season’ doesn’t typically apply to the commercial and industrial property market. However this year, the team have been very fortunate to have a large number of vendors who have trusted them with the sale of the property.

McKean McGregor Property & Living asked Commercial Sales Agents Jeremy Brown, Brock Pinner and Alex O’Shea to share thoughts and insights into the current market.

How has the activity been in the commercial and industrial market over spring?

The Bendigo market has remained steadfast throughout spring, with excellent outcomes across various asset types. A strong number of saleable properties have transacted during this period, underscoring the market’s resilience. Several recent sales have achieved outstanding results for vendors, reflecting a healthy level of demand.

Why are people selling?

A variety of reasons are driving sales activity.

A number of businesses are closely reviewing their operations and making strategic decisions about their short and long-term property needs, while some longterm investors are reassessing their property holdings due to increasing land tax and interest rate costs.

This mix of operational reviews and external factors has led to a steady flow of properties entering the market over the last 3-4 months, with a good pipeline shaping up for the start of 2025.

What types of properties are selling?

The market has seen diverse activity in recent months, with demand higher in some assets and supply remaining tight.

Industrial warehouses and land remain tightly held, with a strong number of transactions occurring in this space. Offices and retail properties have experienced mixed results; some sales have progressed smoothly, while others have required more time to finalize.

Englobo land has been relatively quiet this year. However, early signs of recovery in the residential land and development market suggest this segment may pick up in 2025.

Who is buying?

A range of buyers have been active in the market. A greater proportion of sales have been directed toward owner-occupiers, as businesses seek larger or additional spaces to accommodate growth.

Out-of-town investors have been somewhat active, identifying strong value opportunities within the Bendigo region.

after across the board—whether in office, retail, or industrial markets. Businesses are showing a clear preference for quality spaces, recognizing their longterm value and functionality, even at a higher price point.

Looking Ahead

In 2025 we see the demand for premium-quality properties is expected to persist.

Local buyers are expected to prioritise quality locations and construction but may need to compromise based on the stock available. We see out-of-town buyer numbers increasing and green shoots of interest from investors continuing in the new year. We keenly await the market reaction if predictions of rate relief and government stimulus eventuate,

Method

1. Line a baking tray with baking paper. Place the mud cake in a large bowl. Using your hands, crumble the cake and mix it into a soft dough, including the icing.

2. With damp hands, roll the mixture into small balls. Insert a pop stick into each ball. Place the cake pops on the lined tray and refrigerate for 15 minutes or until firm.

3. Place the chocolate chip melts in a heatproof bowl over a small saucepan of simmering water (ensure the base of the bowl does not touch the water). Heat for 5 minutes,

stirring occasionally, until the chocolate is melted and smooth.

4. Dip each cake pop into the melted chocolate, ensuring they are fully coated. Let the excess chocolate drip off. While the chocolate is still soft, insert two pretzel halves as antlers, press on two candy eyes, and add a red M&M for Rudolph's nose.

5. Place the decorated cake pops back on the tray. Refrigerate for 15 minutes or until the chocolate sets.

6. Serve and enjoy!

Ravenswood's inclusion in the City of Bendigo's investigation into future housing sites has been met with strong support, with developer Villawood Properties highlighting the area's potential to drive the city’s housing and economic growth sustainably.

Julian Perez, Villawood's Victorian regional general manager, welcomed the council's decision to explore Ravenswood as a greenfield site for future development. He believes that Ravenswood offers a unique opportunity to attract the skilled professionals and workers Bendigo needs to thrive in the coming decades.

“We’re very pleased that the city council is considering the south as part of its strategic planning for Bendigo's growth,” said Perez. “Bendigo’s housing and economic future depends on greenfield sites like Ravenswood, which will help attract professionals, such as doctors, teachers, nurses, lawyers, and skilled labourers. A location like Ravenswood, with a shorter commute to Melbourne than other parts of Bendigo, will make the city far more attractive to potential newcomers."

Perez was quick to address concerns raised by some councillors who argued that focusing on greenfield sites like Ravenswood could hinder urban infill development. He stressed that while Villawood supports infill development where appropriate, Bendigo needs a balanced approach that includes both infill and greenfield growth.

“The 70:30 infill-greenfield ratio that some are suggesting simply won’t work,” he explained. “Bendigo needs a variety of housing options and the infrastructure that comes with greenfield sites to support that growth.”

Perez also praised Bendigo’s Mayor, Andrea Metcalf, for her support of Ravenswood as a development site. He noted that the Ravenswood area has few impediments to development.

Villawood is known for integrating their clubs into its master planned communities across the country. "Villawood has proudly integrated our signature clubs into masterplanned communities across Melbourne, Geelong, Queensland, and South Australia. These clubs, complemented by schools, parks, and retail spaces, are central

to creating vibrant, connected communities. However, we’ve not yet had the opportunity to bring this successful club model to the Greater Bendigo region as we have not had a site large enough." Cr Metcalf acknowledged that there were very few obstacles to development at Ravenswood.” Perez said. “She highlighted that Ravenswood is just 10 minutes from Lansell Square and only an hour and 15 minutes from Melbourne, making it an ideal location for families and professionals alike.”

Villawood sees the Ravenswood development as a once-in-alifetime opportunity with the potential for 4,000 new homes and a population of over 10,000. Perez believes it is the only land in Greater Bendigo that offers the scale needed to create something truly special and provide real housing choices.

“This development could be a game-changer for Bendigo,” said Perez. “It represents a longterm opportunity for growth and economic prosperity that will support the city for generations to come.”

Bendigo Pottery quickly became one of Bendigo’s greatest tourist attractions.

This influx of visitors generated an increase in sales for local producers and the market garden and poultry farm owners soon began selling goods at a Sunday market. This weekly tradition – the ‘Epsom Market’ – continued until 2004 (with a similar market now

I also enjoy riding bikes along the walking tracks with my wife, Tabitha and our son, Easton. A counter meal and beer at Braidie's Tavern is always a good choice, and I can’t resist the jalapeño and cheese pie from Dough Si Dough Bakery—it’s an absolute favourite.

How did you get into real estate?

I’ve always had an interest in property, but it really started when Mum and Dad sold our family home while I was in high school. I was interested in the whole process and how it all worked. Originally, I thought I wanted to be a teacher, but after finishing Year 12, I decided to try a traineeship at a local real estate agency—and I haven’t looked back since! I feel very lucky to do what I do, working with different types of people every day. I’ve never been great at “sitting still,” so real estate has been a fantastic industry for me. My go-to dish is the porterhouse steak with pepper sauce—it’s cooked to perfection every time. I also love the roasted Kent pumpkin; it’s a must-try. is an Owner Builder?

An owner builder is someone who takes on the responsibilities of a builder for domestic building works completed at their property without engaging a registered builder. This role involves overseeing or managing building works, which range from the constructing of a new home to carrying out significant renovations.

You may also be classed as an Owner Builder, despite engaging a registered builder or company to complete works on your behalf.

We see from time to time, permit applications submitted to the local Council, where the owner of the property is classified as the builder instead of the registered builder or company engaged to conduct the works. When this occurs, you are deemed an “Owner Builder”.

Care should be taken when engaging a registered builder or company to apply for a permit on your behalf.

When is an Owner Builder Report required?

If you plan on selling your property within six years and six months of the certified date of the commencement of works, or seven years from the date of issue of the final inspection or occupancy

permit, you will need to arrange for an Owner Builder Report to be prepared by a qualified building inspector, which highlights any issues with the building works.

This Owner Builder Report must be included in the Section 32 Vendor Statement which forms part of the Contract of Sale, alongside the domestic building insurance if works exceed $16,000.00.

Common types of domestic building works:

• Significant renovations such as updating a bathroom or kitchen, erection of a pergola and/or deck, an extension to an existing structure including additions of new rooms, changing the layout, or extending the footprint of the property.

• Erecting special structures such as sheds, garages, decks, and pergolas.

• Structural works, involving construction or alteration of a building.

Many of the above works also require permits to ensure the works meet safety, structural and environmental standards.

Before commencing any domestic building works, you should check with your local Council to see if a permit is required.

Things to consider if you plan on completing domestic building works:

• Owner builders cannot complete demolition works or subfloor work, such as restumping.

• Owner builders must obtain an owner builder certificate of consent from the Victorian Building Authority (VBA) before applying for a building permit if the works will exceed $16,000.00. This certificate confirms the eligibility to undertake the proposed work as an owner builder, along with understanding the technical requirements and ensuring that all building works meet Building Code and other relevant Australian Standards.

• When engaging tradespersons or subcontractors, owner builders must ensure that these Contracts comply with legal requirements. Written Contracts are required for any work above $10,000.00 to safeguard all parties involved.

• It is mandatory for contractors, sub-contractors and owner builders to obtain domestic

building insurance for any works exceeding $16,000.00. This insurance provides protection to future property owners against defective work and must comply with the Ministerial Order under the Building Act 1993 and provide coverage for non-structural defects for two years and for all other defects for up to six years after the completion date.

Issues surrounding the absence of an Owner Builder Report when selling?

Section 137B of the Building Act 1993 states: “It is an offence for an owner builder to sell a building without an Owner Builder Report or insurance”.

If you fail to provide an Owner Builder Report in the Section 32 Vendor Statement, several complications can arise, impacting both the sale process and legal obligations. For instance:

• The enforceability of the Contract of Sale. The purchaser may have grounds to rescind the Contract at any time before settlement occurs.

• Failing to disclose owner builder works by providing an Owner Builder Report is a serious breach that could lead to legal disputes or financial compensation. A purchaser has the right to receive full disclosure, including any defects and compliance issues.

• Without an Owner Builder Report, future buyers lack protection against any defects or non-compliance issues in the construction work, potentially leading to financial loss and safety concerns.

Being an owner builder offers both opportunities and responsibilities. While it enables owners to take direct control of their building projects and potentially reduce costs, it also demands a thorough understanding of building

regulations, excellent management skills, and a readiness to address any challenges that arise.

If you are considering attending to domestic building works as an owner builder, you should undertake careful planning, seek necessary Council approvals, and consult with professionals when needed to navigate the complexities of the building process.
