VICTORIAN PROPERTY TAX HIKE UNFAIR REVENUE GRAB 6

INSIGHTS FROM JOHN MCGRATH It’s outrageous that the Victorian Government is asking home buyers, investors and business owners to pay more in state property taxes in the middle of a pandemic, when all Australians are being asked to spend more at the shops and invest in our businesses to create jobs and lift our economy.

What a ludicrous thing to do during an economic recovery.

That’s $557 million every year that isn’t going to be spent at the shops or in restaurants, isn’t going to be spent on small business investment and isn’t going to be spent on local holidays to help our critical tourism sector that is still on life support.

As laid out in last week’s state budget, the Victorian Government is proposing an increase to stamp duty on homes valued at $2 million or more, as well as an increase in land tax on holdings worth $1.8 million or more. This will hit both family home owners and small to large businesses alike.

It’s even more insulting to Melburnians, particularly the business owners who had to endure the heavy financial impact of a second long lockdown due to failures with quarantining. Their income and cash flow are probably still impaired, yet the government wants them to pay more tax?

The Victorian Government’s excuse is that they’re targeting the wealthy and that in monetary terms, the increases will be relatively small. My view is that property buyers and owners pay enough tax already – in fact, they pay an absurdly high amount.

The current burden of stamp duty is impacting many Australians’ ability to move to the most appropriate home for them. As a result, young families are staying in small homes that can’t accommodate their growing families while empty-nesters remain in homes that are too big.

Last week, the Acting Victorian Premier, James Merlino said buyers of $2.5 million homes would pay just $5,000 more in stamp duty. But they’re already paying $137,500! The extra $5,000 that the government wants to put on top just adds insult to enormous existing injury.

This massive upfront cost delays purchasing decisions and reduces the supply of homes for sale, which in turn exacerbates the competition for every home and pushes prices up.

On land holdings of $2 million, the increase to land tax would be just $500, Mr Merlino said. But these land owners are already paying around $12,000 per year for the simple right to own investment properties to fund their retirement and/ or commercial properties for their businesses.

The need for reform is clear and some governments are finally listening. The ACT is nine years into a 20-year plan to phase out stamp duty in favour of higher rates and land taxes. This has brought the cost down. On a $700,000 purchase, stamp duty is $20,040 compared to $32,000 in 2012.

Respected former AFR property editor, Robert Harley last week pointed to a report commissioned by the Property Council that found Victorians contributed more than $18 billion in stamp duty, land tax and other state and local government charges in FY19, which equated to 59% of total tax revenues.

The NSW Government is proposing to let buyers choose between paying a large upfront sum, as they do now, or pay an annual property tax of a few thousand dollars instead.

The Victorian Government appears unwilling to join this sensible movement towards change. What grates the most is the unfairness of raising any tax during this time, with the pandemic far from over.

Here’s a recap on the proposed $557 million in new property taxes that the Victorian Government wants home owners, investors and businesspeople to pay every year: •

Stamp duty on homes valued at $2 million or more to increase from a flat rate of 5.5% to $110,000 plus 6.5% on the total value above $2 million from July 1, 2021 Land tax on holdings worth between $1.8 million and $3 million to increase from $9,375 plus 1.3% of the value above $1.8 million to $9,375 plus 1.55% from January 1, 2022 Land tax on holdings worth $3 million or more to increase from $24,975 plus 2.25% of the value above $3 million to $24,975 plus 2.55% from January 1, 2022 Developers and speculators will be taxed on windfall gains above $100,000 generated as a direct result of rezoning decisions from July 1, 2022. The tax on the total value uplift created overnight by re-zonings will be as high as 50% on gains above $500,000

STYLING A DISPLAY SUITE COMPARED TO A DISPLAY APARTMENT Styling for sale is very different to styling to live, when styling for sale we have a number of different components to consider. Such as who is the potential purchaser and how do they want to live. We have to ensure we present a desirable lifestyle whilst also showing the property in the most positive light. We also have to consider how many people will be moving through the space at any one time during open for inspections to allow suitable flow through of foot traffic, along with the agent’s stage and of course the professional photography. It is essential that the our styling allows for a key hero shot to entice potential purchasers to come a view the property in person.

When styling a display apartment or a displays sales suite we have even more to consider, in that one development may appeal to many different purchaser profiles from investors to first time buyers to downsizers depending on the particular apartment type and positioning within the development. In this instance we need to ensure that our scheme appeals to the broadest possible audience.

GRANDE, PYRMONT BAY DISPLAY APARTMENT

When styling a display sales suite, we have to ensure that the potential purchaser can seamlessly move through the display suite on an informative and enjoyable journey of discovery, immersing themselves in the development.

When styling a display sale suite, we are assisting in selling a development of the plan which means that there are no bricks and mortar, nothing to see other than the replica kitchen, bathroom spaces and often a representation of the living and bedroom spaces. The purchaser has to use their imagination with the aid of a development model and engaging CGI’s to enable them to truly understand the lifestyle opportunity presented.

As a display styling team our designers have to put themselves in the shoes of the purchaser, how do I want to feel when I walk into the space? We have to clearly understand the personality of the development, the amenities on site for locality and the overarching lifestyle opportunity. We also have to consider the developers brand itself. The display suite is a direct representation of the developer’s brand and positioning in the property market. It is important that we represent the developer brand appropriately and uphold their brand guidelines and associated perception in the market.

Styling a display suite is quite different to styling an on-site display apartment in that the display sale suite we have to ensure we have a clear welcome/reception area and adequate circulation space to view the development model, finishes boards and floor plates. We also need appropriate seating area for one-on-one presentation meetings and detailed discussions to take place. We often also include a private meeting area for the purchaser should they wish to finalise the contract in private.

Purchasers is also expect to have some form of emotive experience when visiting a display sale suite, we have the opportunity to evoke emotion in the purchaser through the presentation and styling of the prototype apartment (if there is enough room) in the display suite to represent a version of fully furnished and styled apartment. This area needs to be quite different to the sales area and feel like a home, welcoming and emotive to present the lifestyle opportunity.

The potential purchaser can understand the overarching details of the development as it is in built form, they can see the amenities and understand the build and quality of the finished product our job is to immerse them into the apartment itself. In this situation we are purely styling a residential space and presenting an aspirational lifestyle.

A good example of two recent projects we have styled to represent both a display sales suite and a physical on site display is the Grand Reve in Castle Hill by Kasis Homes and Grande Pyrmont Bay by TWT.

The Grande Reve is a display sales suite in a retail positioning on a main high street. It’s a premium apartment development with beautiful finishes and design details, the developers did a great job of the interior design and fit out so we had a great scheme to build upon, however, there were a number of practical components to consider to ensure the sales suite was practical and functional to allow the McGrath Projects sales team the opportunity to present the development effectively.

WHY THE DISPLAY SUITE IS IMPORTANT TO VISIT AND QUESTIONS TO ASK WHEN YOU ARRIVE If you are considering buying a property off the plan, one of the best ways to experience what your home will look and feel like, is to visit a display suite. They enable you to immerse yourself in the property, to understand the quality of the proposed development, and to touch and feel the finishes.

While every display suite will vary in detail, they will often include these features: •

A floor plan in isolation could be interpreted in many ways, however a display suite shows the buyer the proposed architecture. In essence they help bring the project to life and enable buyers to connect with the property on an emotional level.

With display suites playing a greater role in assisting purchaser decisions, they are an important part of the developer’s marketing campaign and a valuable way for potential buyers to understand the property’s unique perspective, design and architecture.

The standard of the display suite can also give buyers an indication as to the quality of the developer. If they have invested in a high-end display suite, it suggests the developer has confidence in their ability to build as shown in the display. And this is a good sign. Plus, they have the resources and know-how to create a quality display centre, which is another validation for the developer.
