LETTERSTOTHE EDITOR THE OBVIOUS SOLUTION Your "Cold Calls" feature on Pali road closures (April 10) contained no comments on the obvious solution.

Most of the closures, and deaths, are caused by head-on and sideswipe accidents.

The simple and relatively inexpensive solution to this is installation of a concrete center divider. However, it appears that no one in a position to make this happen really cares about dead people and road closures. It is not a matter of whether there will be more deaths out there - it is just a matter of when and who.

MAKE A NICKLE & SPEND A DIME! Doesn't it always seem that at the beginning of our budget allowance every year we seem to be short, year after year? It seems that government needs to learn to run this state like a business. If you don't have the monies, don't keep creating new jobs for government positions and clean up the government waste. In our Democratic dominant state, we seem to accept the fact that every year we keep raising taxes or robbing from Pete to pay Paul.

Last year everybody was screaming about Mayor Cayetano borrowing from the hurricane fund and now Mayor Lingle is asking to do the same thing.

When is everybody finally going to say "enough" and stop the over-spending, and if it means cutting back, well so be it. Our state’s tourism has inclined, real estate has gone through the roof, which means more tax revenues and gas taxes have brought in millions more than previous years, so where has it all gone? Again, you figure it out.

I'm a businessman so it doesn't take much common sense to understand that you can't make a nickel and spend a dime very long or you're in court soon. As the man Ross Perot once said, "If I ran my business like we run our government, I'd be broke." Makes you wonder, doesn't it?

AFFORDABLE HOUSING BUILDING MORATORIUM It's encouraging to read letters from outspoken builders supporting more affordable housing for Maui residents. The more that advocates from all sides agree on this issue, the sooner it will happen.

This may be a good time to relieve concerns expressed by these same builders about a moratorium.

The only building moratorium proposed in recent years disappeared into a county council committee a couple of years ago, and that moratorium (for South and West Maui) specifically exempted affordable housing and public buildings. In fact, the intent of the proposal by Joanne Johnson was to stimulate construction of affordable housing that had been promised by developers but never materialized.

Literally thousands of affordable homes accepted as conditions for developments are fading away into thin air because the county neglected to set a timeline for construction.

1988 county ordinances for South and West Maui, mandating development fees to offset impacts on traffic quality, also turned to vapor when the county never set numbers to the fees. The resulting traffic degradation over the last dozen years shows little likelihood of retroactive recovery.

A currently proposed affordable homes project could probably start construction within a year, assuming the application abides by the rules. If new homes were planned close to work, shopping, education and recreation facilities, transportation would be far less dependent on costly cars and crowded highways.

Still, will these new homes be within reach of people with an annual income of $20 to $40 thousand? Will our agriculture survive to produce affordable food?

APPLAUSE FOR ARAKAWA Mayor Arakawa should have been applauded for his long-needed move to integrate water planning and land planning. For years there has been a total disconnect between the two, with the Water Department blandly saying, "water may not be available for this project" to cover their okoles, while never giving the Planning Commission the needed information to judge whether there will in fact be any water.

Meanwhile first come, first served, so the guys with a million dollars to spend can drill a well, turn it over to the county, get water for all their projects, and build, while the small landowner or builder waits and waits and waits and waits...

CHALK ONE UP FOR THE MEDIA Mike Price gets fired as Alabama football coach because he was photographed going to a strip club and paying big bucks for some lap dances. How’s that for hypocrisy? As a matter of fact, not only is it hypocritical, but it’s irrational, too. It’s irrational because Mike Price was doing absolutely nothing illegal. Nothing.

Stupid, maybe. But illegal? No. And for the university to fire a man for doing something that is not wrong in the eye of the law shows there are some serious brain freezes in their administration.

It’s hypocritical because the University of Alabama fields a semi-pro football team. They’re willing to let that slide but they’re going to fire their football coach for doing something legal?

Give me a break!

If you’re going 45 mph in a 35 mph zone, you’re doing more wrong than Price was in going to that club. If the Alabama school board has any beefs with the whole strip club thing, they should petition their state legislature to outlaw stripping.

Because basically, the state of Alabama, the state which governs this college, has decided that going to strip clubs is okay.

But for some reason the president of the school disagrees with that, and I think I know why – the media.

I wonder what would have happened to Price if there wasn’t any visual evidence of his visit. If there were no published pictures, would the University of Alabama have destroyed their football program, their very bread and butter? I bet not. I’m sure that the entire thing would have blown over and that shows one thing; there is way too much importance placed on media images.

Unfortunately, it’s not just universities.

While researching the cover story for this issue, it became evident that media reports are gaining more importance than they truly deserve. We’ve all known long before the Mike Price saga that people in the public spotlight can have their careers destroyed in the blink of an eye. But now, with SARS, media reports are responsible for destroying economies. On one hand, it’s good for information about the disease to be splashed across every front page and every TV screen in the world to create more awareness. But on the other hand, when those reports are in big bold letters followed by scary images for no other reason than to create shock value, the informative value is being sacrificed.

This publication is a prime example. SARS has little chance of hitting Maui, but in the event it does invade our shores, it’s a good idea for people to know what to do. But putting a picture of a person with a gas mask on the cover? That’s strictly for shock value, and shock value is what sells.

I’ve decided that the decision-makers in the media – the editors and news directors - rarely care about the truth. If one case of SARS were to hit Maui, a place that is already self-isolated by the Pacific Ocean, the media would have a field day. I can just see the headlines now; "MAUI - PARADISE FOR A VIRUS", or "MAUI, A PLACE TO BASK IN THE SUN, SURF, OR ISOLATION WARD!" The fact that the Hawaii State Health Department would probably have the disease contained before the story even went to press would be irrelevant because the damage would be done.

But that’s the way it is now. The media has adopted their version of the military’s “shoot first – ask questions later" philosophy and created their own "print now – find truth later" version.

Our economy would be decimated all so some publications could peddle a few papers.

In mid-March, as war started in Iraq, a resolution was introduced in the Seattle City Council offering support for U.S. troops.

However, some council members wanted to use the resolution to express opposition to the war, while others wanted to go beyond troop support to commend the war itself.

When the Council finally agreed on a politically bland-enough resolution on April 14, it meant that the members had been fighting over the wording of the resolution for a longer time than it took U.S. troops to enter Iraq and capture Baghdad.

In February, Wesley Fitzpatrick applied to a Kansas City, Kan., judge for, and was granted, a temporary restraining order against a female whom he said was stalking him (making him "scared, depressed and in fear for my freedom"). However, the order was rescinded when Fitzpatrick showed up to ask that it be made permanent, in that the "stalker" was actually his parole officer carrying out her lawful supervision. In fact, Fitzpatrick was immediately arrested for not having met with her.

(Temporary restraining orders are usually granted by judges without investigation.)

The Rent Stabilization Board of Berkeley, Calif., which regulates residential rates and fights landlord abuses but which is increasingly frustrated by the sky-high cost of local housing, adopted a tactic in February that could not be successful in many places besides Berkeley: It sponsored a "poetry slam" that invited local citizens to rant against the problems of tenants. The winner of the $100 first prize attacked the "platonic master/slave relationship" and recalled how his last landlord so traumatized him that he "chose to be homeless for nine months just to escape the memory."

Door-to-door salesman Gerald L. Thompson, 19, was arrested in a neighborhood near St. Augustine, Fla., in February after he had become exasperated that no one was buying his magazine subscriptions; allegedly, he forcibly prevented one homeowner from closing the front door, then screamed obscenities, pounded on the door, and refused to stop ringing the doorbell. And Robert M. Suszynski, 47, was arrested in Rochester, N.H., in February after he allegedly slugged a neighbor with a baseball bat because he got tired of listening to the guy tell how much pain he was in from a recent fire.

MORE THINGS TO WORRY ABOUT Jeannie M. Patrinos, 32, was sentenced in February to five years' probation for sexual assault. A judge in Lancaster, Wis., found that Patrinos, who was estranged from her husband, broke into his home, climbed into bed with him, and was "having sex" with him, against his will. The husband's girlfriend was asleep in the same bed, until the man's protests woke her up.

Tax Increases Passed Out Of Council Arakawa Threatens Line Item Veto Over Moving Money Between Accounts The Maui County Council is poised to approve property tax increases, add a nickel a gallon to the gas tax and double the garbage collection fees following a tough budgeting session. The council’s Budget and Finance committee passed a $318.8 million budget that will now go to the full council.

The budget is smaller than the one first sent up by Maui Mayor Alan Arakawa, March 14. That proposed budget had to be revised after it was discovered that the Arakawa administration had miscalculated some mandatory costs and would need another $5.6 million to balance the budget. Arakawa says he went back to his department heads and had them make cuts and submitted a revised budget without property tax increases, April 17.

With time short and Arakawa’s initial projections off, by the time the Budget and Finance committee got Arakawa’s revised budget, they had already decided to use their own projected revenue numbers to develop a budget. They were far more conservative in their revenue projections than Arakawa.

Arakawa isn’t happy with the budget they came up with. He says he won’t veto the whole budget, but if the council approves it without changes, he will use a line item veto on portions of the budget, starting with a provision that limits the administration’s ability to move money between its personnel, operating and equipment funds.

“I guess the council is now trying to become the managers,” says Arakawa.

“The intent is to micromanage the administration. It’s going to cause a lot of problems within our departments.”

Council member Charmaine Tavares says that it is the council’s job to set the budget, micromanaging or not.

Charter amendments were passed that brought the Board of Water Supply under the mayor’s control and another that created a county Department of Transportation.

Council budget and finance committee chair Riki Hokama and says the nickel a gallon fuel tax increase would generate $3 million a year that could be used to fund the transportation department mandated by the charter amendment.

“I hope when the people supported that charter revision they knew there was a cost involved and that cost would be paid by the

veto to strike elements he doesn’t like. Six votes on the nine-member council are required to override either an overall veto or line item veto and most think the council could come up with them.

Everyone agrees this was a tough budget year for a variety of reasons. Even without the uncertainty of the health of the state’s biggest industry - tourism - there were other problems. The transition from the administration of former mayor James “Kimo” Apana to Arakawa wasn’t smooth. Arakawa says he received minimal cooperation from Apana’s people and was left with a number of unwanted financial surprises, all of which required money Arakawa hadn’t counted on spending.

Council chair Dain Kane says that the nickel a gallon on fuel could be the start of a mass transit system. “I think the gas tax plays a very significant role in public transportation and that’s what the community wanted,” says Kane. “I think this gas tax, although it’s going to be a strain on many people, is also going to provide us with options to get from one place to another.”

It was Kane’s idea to raise property taxes.

He reasoned that improved residential property that wasn’t owner occupied was essentially a business investment that should be taxed more heavily. He initially proposed a 25 percent increase that the budget and finance committee trimmed back to 18.9 percent. The rate went from $4.93 to $5.86 per $1,000 assessed valuation. For a $400,000 rental home, that amounts to $31 a month.

Homeowners who lived in their homes had their rate lowered 2 percent, from $3.63 to $3.55 per $1,000 assessed valuation.

Council member Wayne Nishiki opposed Kane’s property tax increase. Nishiki said the property tax will be passed on to renters and combined with the gas tax and garbage fee increases will make things much more difficult on the average Maui County resident.

“The increases in taxes on property effects close to 20,000 people that are renters,” says Nishiki. “The very core of our working class people in Maui County will be affected the most.” Nishiki cast the sole dissenting vote on the property tax increase.

Arakawa says property taxes will go up both because of the increased rate, but also because valuations have been skyrocketing. He also criticized the council for cutting the Community Partnership Grants by over 40 percent. These provide a safety net of social services through a variety of agencies.

Arakawa says some of the agencies may not survive the sudden decrease in county funding. At the end of the day though, Arakawa, a former council member, acknowledges that it is the council that sets the budget. “The council does pass the budget and we have to work with the budget,” he says.

The council will take up the matter next week, with a first reading set for May 13.

IT'S THE FEROCITY, STUPID How Democrats Can Beat Bush in 2004 Michael S. Dukakis served with honor in the U.S. Army for two years. Three decades later, he was ridiculed for riding in a tank while wearing a goofy grin under a silly helmet. George W. Bush, a brazen draft dodger, hitches a ride to an aircraft carrier decked out in full "Top Gun" regalia and CNN calls the chimp-in-chief a "warrior president."

Life isn't fair to the Democrats. No matter how much they suck up to corporate CEOs, they can't compete with Republicans who let their campaign contributors write legislation. Most registered voters are Democrats, but too many are disloyal swing voters and apathetic no-shows. And even when they do win the most votes, cheating Republicans bully and snatch away their victories.

As things stand, Dems are poised to get their collective ass kicked. While Republicans aren't even bothering to hold presidential primaries next year, nine smalltime pols are vying for the chance to take on a ruthless incumbent with bottomless pockets. Democratic frontrunners include Joe Lieberman, a wet-lipped whiner right-wing even by Republican standards; John Kerry, a wild-eyed, helmet-haired war waffler doomed to Dukakisesque disaster in November; and John Edwards, who as a rich southerner could beat Bush if DNC insiders could see beyond his dark past as a trial lawyer. But it's still early. It's hard to believe now, but one of these guys could beat Bush.

After all, Bill Clinton emerged from a similar batch of "seven dwarves" in 1992.

Post-9/11 America is feeling mean.

Although we've used our pain as justification to kill thousands of Afghans and Iraqis who had nothing to do with anything, we still haven't touched the bastards who hit us a few years back. The recession has killed off millions of jobs, and no one seriously believes that Bush's tax cuts will bring them back any time soon. Liberals watch with dismay as the Bush Administration guts the social programs, environmental laws and civil liberties they care about; conservatives hate lefties for expressing disunity during a time of crisis. And Americans of all political flavors feel besieged by a world that increasingly views us as ignorant and bellicose. Kinder and gentler this ain't. The only way Democrats can appeal to a divided and anxious electorate is by playing mean.

Politics isn't a tea party - it's a bar brawl. The standard Democratic strategy of politely giving the Republicans whatever want in the hope that it will later blow up in their faces always fails; Dems merely share the blame when disaster strikes.

This time around, the Bushies have done Democrats a big favor by marginalizing them. Calling Tom Daschle a traitor was as much a low-water mark as "Have you no

decency?" was for McCarthyism. Voters expect Democrats to fight back.

NEVER MIND THE SHOULDAS In theory Democrats should defeat Bush on the economy, but they won't. Like Bush, President Ronald Reagan ran up staggering deficits during his first term. He likewise refused to create jobs or to stimulate the economy during a deepening recession. But thanks to the pageantry of incumbency and a few primordial sound bytes, he won a landslide reelection over the decent but dull Walter Mondale.

Democrats should beat Bush on his wars, but they won't. Few Americans are aware that Bush gave up on Afghanistan a few months after the U.S. invasion or that the Taliban and Al Qaeda are making a big comeback - and those who know the truth don't like to think about it. Iraq too is falling to the radical Islamists. What matters to most voters is that Bush led our armies to victory against two adversaries in under a month each. Who cares that neither nation had an air force? People frazzled by the specter of terrorism want to be led by ass-kicking meanies, not mild-mannered milquetoast moderates.

PERSONAL POLITICS If Democratic leaders had half a brain among them, they would select their nominee now, call off the expensive and divisive primary process and order all other comers to stand down.

Whoever wins the nomination should spend every dime he can raise on the most brutal attack ads this country has ever seen.

Go after Bush's ultimate Achilles' heel: run countless loops of the inarticulate Resident's battles with the English language. "Too dumb to talk," a sinister voiceover reads. "Too stupid to trust." Use time-proven Republican methods, like name-calling: Extremist. Out of touch. Tax and spender. Hates workers. Racist. Homophobe.

Corrupt CEO coddler. Idiot. Drunk. Cut to postpretzel photo: "America needs a sober president."

Forget ideas - voters respond to the personal stuff. Dwell on the two years Bush went AWOL from the Texas Air National Guard. "Brave Americans gave their lives in Vietnam," a 30second spot should intone as the camera pans over the black memorial wall in Washington.

"Rich kid George W. Bush deserted. This coward snorted coke and drove drunk while other kids died." Who doubts that if Gore had played up Bush's DUI conviction, he would have picked up an extra 500 votes in Florida?

The stolen 2000 election shouldn't be marketed as a call for pity votes -Americans hate sore losers - but as additional evidence of Bush's poor character.

Contrast images of Gore's graceful concession speech with shots of the screaming young hoodlums sent by Karl Rove to intimidate Florida election officials. Remind, remind remind: "I know I can beat George Bush," Lieberman said May 4th. "Why? Because Al Gore and I already did it." That's the attitude Democrats need in order to prevail in 2004.

The 26th Annual Kimo’s Longboard Contest was held at the usual location in unusual surf. Mala Wharf held solid 3-4 ft. waves for the entire daylong contest.

Boasting the largest field of competitors to date, the contest hosted 60 old-school surfers as they were rewarded with the opportunity to surf perfect overhead Mala Wharf, in groups of six. “These were the best waves we’ve had in ten years,” said Jack Starr, contest coordinator and ambassador of fun.

Travis Henderson examines SARS’ potential health & economic effects on Hawaii We were supposed to be in the middle of the age of global communication. Cruising down the information superhighway - that’s what we were doing. It was going to be a time of unlimited access to people and places. You want to find out the weather on the top of Mt. As it turns out, however, not even the most advanced information sharing system known to man could overcome the simplest of human frailties: fear of the truth.

What started as a mystery illness in a rural province of Southern China called Guangdong has since threatened to turn into a worldwide epidemic. And while the initial reaction to the disease in China was one of denial in hopes that it would simply go away, it quickly transformed into something that no one can pick up a paper or turn on a TV without hearing about.

The "it" that is on everyone’s minds these days, is SARS, which stands for Severe Acute Respiratory Syndrome. In medical terms, SARS is a coronavirus, and no, that is not what you come down with the day after Cinco de Mayo. Basically, the coronavirus causes the common cold, something the scientists have also never been able to find a cure for.

Coronaviruses also peak in the winter, which could explain why efforts to contain the virus are going so smoothly right now. Also, the same strain of a coronavirus can return to an area after an absence of up to a few years.

After its first known occurrence in midNovember 2002, SARS went quiet until February 2003, but this is the sticky part. The disease itself didn’t go anywhere. In fact, it

continued to spread. What went quiet were the Chinese health officials in an attempt to quell any fear concerning the disease. In the misguided attempts so often seen in Communist countries to conduct population control through information manipulation, it was Chinese reticence that effectively allowed the disease to quickly spread to over 300 people.

The disease then made its way to Hong Kong, Singapore, and Canada, the three hardest hit countries after China.

A common misconception about SARS is that it travels on airplanes. It does not. But people infected with SARS do, and that’s how the disease made its way from Asia to Canada and that’s how it could make its way to Maui.

As of May 1, SARS has infected 5,663 people in 26 countries with 372 deaths. There are 269 cases in the U.S. from 38 states. The death rate is 6.6%, which is an increase from around 2% when the outbreak was first reported.

While symptoms of the disease include fever, nausea, and chills, the big factor seems to be the body’s subsequent inability to produce white blood cells upon infection. White blood cells help the body fight off further infection and disease. The best part? Not only is there no cure, there isn’t even a test for the disease, making it just a little difficult to detect without someone actually showing signs of the disease.

As any health official will tell you, the key to detecting SARS is through education and awareness. By education they mean you need to realize that, while it has been known to happen, it is rare for an infected person to pass the infection through casual contact such as simply passing someone on the street and breath-

ing the same air. Instead, SARS is mainly passed through close person to person contact, which is why the majority of the people infected are hospital workers or immediate family members. You may have seen pictures of people wearing gas masks splashed all over the media, including the cover of this publication, but gas masks will only help if you’re in a spot designated as high-risk, such as a hospital in Beijing. An airplane to the mainland is also not going to present much of a risk.

While gas masks aren’t entirely needed, an attention to personal hygiene is. Hew Zane, of Infection Control out of Maui Memorial Hospital, was emphatic when describing the importance of hand washing as the simplest yet most effective way to combat the spread of SARS. "As simple as it may seem, most strains of influenza can be prevented by properly washing your hands," said Zane. "In the United States, 90% of all transmittable diseases are transmitted through the hands, and when was the last time you observed the hand washing habits of most people in bathrooms? They are not encouraging."

According to Zane, it’s also the techniques of hand washing that get overlooked yet are equally important. "At any given time, your hands contain over 100,000 germs. If you put soap directly on your hands before getting them wet, you are basically mixing soap with all of those germs. But if you get your hands wet before applying soap, you cut in half the amount of germs on your hand and greatly reduce the risk of catching a disease."

OK, so you know to thoroughly wash your hands. Regardless of whether or not you are in

a hot spot for SARS, it is advice you should heed. But does that mean you are completely protected?

Unfortunately, no.

SARS has an incubation period of 3-10 days, meaning someone can contract the disease in China or Hong Kong and hop on a plane to someplace like, say, Maui, only to come down with symptoms either on the airplane or once they reach the island. However, while national health officials express grave concern over the ability of local health organizations to handle a large influx of the disease, health officials in Hawaii insist that is not the case here.

Laura Lott, an information specialist with the State Department of Health, said SARS has highlighted the increased cooperation and communication among worldwide health organizations which has led to a dramatic improvement in early detection skills and quick response times of everyone from world health officials to airline flight attendants, to local hotel employees here in Hawaii.

Zane agrees, "The department of Health in Hawaii has probably done one of the best jobs in the United States as far as developing specific policies and procedures regarding diseases as related to hotel guests and tourists."

Considering the possibilities if SARS were to hit the islands, that comes as a big relief.

Lott explains more about the airline industry and their preparation, "Passengers from known infected areas are being screened before they even get on the plane. Once on the plane, flight crews are trained in what to look for with passengers possibly infected with the disease. Not only that, but the federal govern-

ment is actually in charge of airports, not the state health department. So there are already CDC (Center for Disease Control) guys at the gates knocking on the airplane doors and asking flight crews if anyone on board shows symptoms. The medical community is really trying to stay one step ahead of the game."

Once a potential victim of SARS is identified, precautionary steps are taken. If the victim is indeed infected with SARS and not just coming down with a bad cold, he is sent to an isolated area, either a room or a house, but this is not the same as being quarantined.

"Healthy people are quarantined," said Lott, "sick people are isolated." Hospitals in Hawaii have special rooms designated for isolation in the event someone comes down with SARS, and hotels have quietly set aside rooms for isolation as well.

"The hotel industry has been great actually," added Lott. "They came to us and wanted to get the ball rolling. And hotels actually have manuals for just about every medical situation possible and they called the state and asked if they could add a page on SARS." Keeping in contact with hotels statewide through the Hawaii Tourism Authority and the Hawaii Hotel Association on a daily basis has enabled the State Health Department to ensure Hawaii residents and visitors that all possible measures are being taken.

An extremely important fact to remember here, and one that I heard from more than one health official, is that if you think you might have come down with SARS, go to your local physician. DO NOT GO TO THE HOSPITAL! Local physicians have been contacted by the health department and they know what to do.

They will call the hospital and make arrangements based on the seriousness of your infection and if needed, you will enter the emergency room through a back door and placed in a separate room.

What is presenting itself as a potentially bigger problem than the actual disease itself is the fact that for as much as people know about it, there is still plenty more they don’t know.

As said before, there is no cure and there is no test. Health officials don’t know if the disease can mutate and bypass antibiotics once they are created. They don’t know if the virus can piggyback on some other strain of virus and create an even worse calamity. They don’t know if there is already a strain out there that has an incubation period longer than the 3-10 days, which would make it possible for the disease to already be in places like Maui. Worse yet, they don’t know if a person can be a carrier of the disease and yet show no symptoms, making it possible for someone to walk around Maui and infect people they come in close contact with, without anyone knowing.

It is the fear of the unknown that could have a much greater impact on the economic lives of people, than the physical. While the death rate worldwide sits at 6.6% and climbing, the virtual death rate of the economy could be far greater. Excluding Japan and South Korea, Asia accounted for 45% of the world’s economic growth in 2002. It was expected to account for 30% this year, but not anymore.

And while our isolation is sometimes attractive here on Maui, it is also that isolation that makes us dependent on people from other locales for our local economy. If they stop coming, where do we go?

If SARS does slip through the cracks, the effect on Maui could be catastrophic. It’s really not that improbable, even with all the advance detection efforts in use. All it would take is for an infected person from Toronto, who maybe doesn’t know they have it, to visit a friend in Detroit the day before that friend left for Maui.

The next day that person is standing in Kahului airport and feeling like they have a headache coming on. They just want to go to their hotel to lie down and eventually they feel like they can barely move. They’ve been living in an igloo for the last month or so and they don’t

lies and proceed to infect their spouses and kids. Within a week or two, we have a mini-epidemic on our hands and the media has designated Maui a "hot spot". Next up, the World Health Organization issues a travel advisory saying to stay away from Maui.

Can you say economic meltdown? You wouldn’t see a place clear out faster than if Maui were to be stigmatized with SARS. They might as well shut down the airports because nobody would be coming in. Everyone from the State Department of Health Director to Governor Lingle to Mayor Arakawa would be claiming the disease was contained in hospitals. Just like the mayor of Toronto and the government officials in Hong Kong and Vietnam tried to do. But the damage would be done.

You see, the disease doesn’t actually have to reach Maui for it to affect people. The media

Instead, they head straight for the hospital. Once there, doctors immediately diagnose the problem but only after the individual has infected four people at the hotel and three people at the hospital. This being Maui, some of those infected people may not watch a lot of TV and they don’t recognize the danger they’re in. They go home to their fami-

will make sure of that. Just ask the residents of Hana, because they know what can happen when hit by a disease combined with negative media attention. After the outbreak of dengue fever on Maui in late 2002, the media ran wild with speculation of killer mosquitoes running rampant all over Maui. CNN even broadcast reports of the outbreak to viewers on the East Coast and the virtual shutdown of tourism cost

local merchants tens of thousands of dollars.

With the powers that be in Washington declaring an end to combat in Afghanistan and Iraq, the media has a huge void to fill - that they are all too ready to fill - with news on SARS. The only good news about that is that increased media attention means increased awareness and less spreading of the disease.

Unfortunately, the more people get scared, the less inclined they are to venture out of their house. And that will damage us almost as much as having the disease rear its ugly head right in front of our faces.

As it stands right now, the World Health Organization and its partners have proved they can get a grip on SARS. Toronto and Vietnam, two hot spots heavily infected with disease and designated with "Do Not Go" signs by the WHO, have stemmed the flow of the disease and had their restrictions lifted.

However, their cases prove that the impact of the disease goes far beyond that which simply infects the individual. With an economy on the ropes, the city of Toronto is going to have to work overtime to entice visitors back to its coffers. And they have major cities within driving distance to help them. As containable as the disease may be, if we get it here on Maui, our closed border means it could take decades before the stigmatism of "Virus Island" is lifted. And we just don’t have that much time. Dramatic? Sure, but this is a virus, and we don’t have a cure. Which means we simply must remain vigilant. Forever. MTW

For many years I’ve heard that the best Mexican food around is at Las Piñatas of Maui, behind Kinko’s on Dairy Road in Kahului. An afternoon spent running errands around town has left me with a rumbling hunger, so in I go to see if the rumors are true.

The dining room is simply done with about a dozen tables and mix-matched chairs arranged in front of a service counter with a menu hanging overhead. The format is what I like to call Southern Cali Mex; not necessarily what they eat in Mexico but exactly what Americans think of when they think Mexican food. Burritos, enchiladas, tacos, nachos, tostadas, and quesadillas fill the menu along with Mexican salads and your standard sides like sour cream, guacamole, beans and rice. Isn’t it funny how the same handful of ingredients can be mixed in different ways to create an entire menu (let’s see, if we fry the tortilla without folding it and put everything on top, voila, a brand new dish!)?

The real distinction between the host of Mexican places out there is the quality of their recipes. Fresh ingredients are a product of an efficiently run kitchen and should be standard at any place you eat, but flavorful shredded meats, sauces and salsas take love and attention to detail.

Piñatas scores high points in this category, especially with the Carne Asada, which I had strewn across a large salad of chopped lettuce and cabbage, tomato, two cheeses, sour cream, and guacamole with tortilla chips stuck all around the edges. The salad itself is fairly plain but easily enhanced by a variety of salsas, onions, and chopped cilantro from the fresh salsa bar. The Carne Asada is the real gem here with a rich, deep flavor in every tender, bite-sized morsel.

with beef and chicken as well as a Chile Verde soft taco. The hard tacos are pretty good, the chicken being a little more tender and flavorful than the beef, but the thick, hand-fried shells are not the style that I like. I very rarely think that a commercially available, pre-made product is better than its homemade counterpart, but with hard shell tacos I find the super thin, crispy kind to be just the right thing.

The soft-shell Chile Verde pork taco is easily my favorite dish of the day. A warm, soft corn tortilla surrounds a healthy portion of tender, juicy shredded pork that’s been simmered with tomatoes, jalapeños, and Mexican spices, topped with Piñatas’ combination of shredded lettuce and cabbage, two cheeses, and tomato. I see the soft-shell tacos are also available with Carne Asada, a winning combination that I’m looking forward to sampling.

The last menu item that I manage to stuff into my belt-busting-belly was the kitchen sink burrito with chicken. I actually didn’t even make it halfway through; this thing is enormous! The flavors are all there, though, with beans, rice, chicken, shredded lettuce and cabbage, tomatoes, sour cream, guacamole, and two cheeses all folded into an oversized flour tortilla. It’s definitely worth your money at only $7.10.

A variety of Mexican beers are available along with wine and wine coolers to make a true siesta out of your lunch. Piñatas offers a happy hour between three and six in the afternoon, featuring half off your second beer and a dollar off nachos, quesadillas, and jalapeño poppers. Everything is made fresh in-house except for the tortillas, which used to be homemade but fell prey to the demands of heavy business, and they use only 100% cholesterol free oils. Drop by and eat at Piñatas between 10:30 AM and 8:00 PM Monday through Saturday (opening at 11:00 AM on Sundays) or stop in and be the life of the party with one of their colorful piñatas shipped straight from the heart of Mexico (you don’t necessarily have to stuff them with candy). Robert Pepi 2001 Chardonnay $12.99

Robert Pepi bought property just south of the town of Oakville in the Napa Valley in 1966. Cabernet Sauvignon grapes were originally planted on this property, but the 70 acres were then replanted with Sauvignon Blanc, Chardonnay and some Semillion to blend with. In 1983, Pepi brought cuttings of Sangiovese vines from Brunnello di Montalcino to the U.S. and by 1988, he produced his first bottle of Sangiovese wine. He eventually retired in 1994 and sold his winery to Jess Jackson of Kendal Jackson wines.

Now making wine for Pepi and Kendal Jackson Wine Estates is a man named Chris Johnson. Chris has been all around the world harvesting grapes and making wine in many different countries and climates. His approach to the natural character of the varieties he works with gives the wine a foodfriendly foundation.

The wine of the week is the Pepi Chardonnay, which goes through no malolactic fermentation. This process gives this wine a crisp acidic flavor of lemon and green apple. Pair this style of wine up with your next sitting of Thai or Chinese food, or something with that classic Asian flair.

Phantom With Maury Yeston’s Phantom so close to opening, it seems as though the Maui Academy of Performing Arts (MAPA) and Maui Civic Light Opera (MCLO) have outdone themselves. If you look strictly at internal statistics, Phantom will include the most extensive costuming (all of which is hand-made) done for a play produced by MAPA. Dan Bissler has designed the largest indoor set for any play produced by MAPA. Money was also apparently no object when producing Phantom, as it boasts a budget of over $150,000, the largest of any musical produced by MAPA. All of Phantom’s buzz may come from the fact that it is the largest theatrical production ever produced on Maui by a local company.

Passion gives way to possession in this hauntingly seductive and brilliantly bittersweet musical tale with book by Arthur Kopit, and music and lyrics by Maury Yeston. Based on the novel “The

Phantom of the Opera” by Gaston Leroux, Phantom has a cast of 7 principal characters, and an ensemble of approximately 20 accompanied by a 21-piece Chamber Orchestra. This musical is set during turn of the century Paris (1900-1905) and tells the classic story of the Phantom of the Opera in a beautiful, human way; a man deformed at birth, hidden from society who has a family and history that affects the course of his life in a dramatic and touching way.

Yeston’s phantom was due to be released to the public at the same time as the Andrew Lloyd Webber version. Due to a series of circumstances, Yeston shelved his project for many years. This powerfully written storyline is filled with beautiful music, wonderful singing, and memorable melodies.

Two mainland notables, Director John Langs of Los Angeles, and Broadway performer Richard Cray, playing the Phantom, lend their artistry to a stellar Maui-based company, including well-known singers/performers Debra Lynn and Jerry Eiting, with Steven Haines as Musical Director, Daniel Bissler as Set Designer, Bernard Foong as Costume Designer, Marlys Spencer as Costumier, Will Hastings as Lighting Designer and Marsha Kelly as Stage Manager.

Maury Yeston’s Phantom shows Friday, May 9 through Sunday May 12, 2003 inside the Castle Theater at the Maui Arts & Cultural Center. Special matinee shows are scheduled on Saturday, May 10 and Sunday, May 11 at 2:00pm. ALKALINE TRIO "GOOD MOURNING” To me The Alkaline Trio will probably always be relegated to the "up and coming" status. Due largely to the fact that despite their pop leanings, it is their dark melodies and macabre lyrical subject matter that may alienate the average pop/punk fan. Of course, this is what makes them genius. Matt Skiba has an eerie way of infecting your head with his Misfits meets The Ramones meets The Cure meets Johnny Cash hooks. His predilection towards coffins, sacrifices and clavicles may be a little offsetting, but you get the feeling that every time he talks about hanging out in graveyards, he's got an ear-toear smirk on his face. Perhaps he really did sell his soul to the devil, I mean, he does have a song called "Fatally Yours" on this record. Dan Andriano is the yang to Matt's yin. His songs are more hopeful and a tad bit more uplifting. On this record in particular he has really come into a style of his own. In his tunes I detect strong Smoking Popes and early-Jawbreaker influences. Their new drummer, Derek Grant, shines on this record as well. A bit more mid-paced than his days in The Suicide Machines but even the mid-tempo songs carry a very forceful momentum. For Alkaline Trio, "Good Mourning" is yet another benchmark, taking all the elements that worked on "From Here to Infirmary" and pushed them even further. For the older fans, that may not be a good thing. It is still as polished as the last record and all of the raw grit from the previous records is seemingly long gone. -Vagrant Records

NOFX "THE WAR ON ERRORISM" I know a few of you out there are girding yourselves up for staunch resistance against whatever I have to say about this record. Let it be said that NOFX is not the brass ring of punk rock bands and they certainly don't deserve blind allegiance and knee jerk reaction defending on your part. With that said, however, this is actually quite good. NOFX definitely has a fire in their bellies once again and this album is much stronger on the politics than previous records. Even they would admit that they aren't very good at articulating their political views as say Propagandhi or Anti-Flag (also Fat Wreck bands) but that doesn't mean to say that they have nothing to say of value. The humor is there (like on "She's Nubs" and "Anarchy Camp"), as is Fat Mike’s reminiscence and nostalgia (on "13 Stitches" and "We Got 2 Jealous Agains"). Still, this record leaves you feeling like they aren't firing on all cylinders. Maybe they've been in the game long enough to not need to, perhaps. They are still better at it than a handful of the bands that have surfaced in the last five years. "The War on Errorism" is a satisfying record but you still leave with the feeling that something's missing. -Fat Wreck Chords

VARIOUS ARTISTS "THE MATRIX RELOADED: THE ALBUM" Yeah, "The Album". Not "Music From and Inspired by...” No, "The Album". When the toys come out, will they call them "The Matrix Reloaded: The Toys"? They should have called this "Music to Fight Computer Programs in the Ancient Ways of Chinese Kung Fu in snazzy, black designer coats.” Anyway, you have two discs featuring new metal and techno tunes that I'm sure play much better in the movie. A couple unreleased tracks from Marilyn Manson, The Deftones and P.O.D. I believe. Of course, for the computer savvy, there is some cool swag on the disc too. Previews for all things Matrix being released in the next two months and the like. Do you need this? Probably not, but it's a fun little disc. If you're like me, then you're Portuguese, but more than that, May 15th can't come any sooner. - Maverick Records

Marriage By Design Lisa Cholodenko Transverses Fidelity ) Laurel Canyon ( America's decrepit conjugal ethics get an earnest meditation in director Lisa Cholodenko's penetrating drama.

Hollywood's affluent bohemian suburb of Laurel Canyon serves as a microclimate of American excess where Harvard medical school graduates Sam (Christian Bale "Metroland") and fiancée Alex (Kate Beckinsale - "Pearl Harbor") arrive to stay in Sam's mother's thought-to-be-empty-home while they scout for a permanent Los Angeles residence. Sam's love/hate relationship with his record producer mom Jane (Frances McDormand - "Fargo") is exposed when it happens that Jane is not only still residing in the house but also conducting recording sessions with her lover Ian's (Alessandro Nivola - "Face/Off") rock band in the home's fully equipped recording studio. Sam and Alex's relationship is tested as Sam becomes attracted to fellow medical resident Sara (Natascha McElhone - "Solaris") and the prim Alex becomes seduced by Ian and his footloose world of rock star debauchery. Solid performances and a thoughtful script give the film its appropriately restless punch.

Fidelity is shown here to be a perpetual challenge that people in relationships struggle with equally whether they are attempting to observe it, repress it or discard it altogether. Sam wants desperately to be the grounded moral center that his pot-smoking, promiscuous mother has never been. After being shuffled around in the world of touring rock bands as a child, Sam has overcompensated for his unstructured upbringing by becoming

extremely conservative and judges his mother as a deranged sociopath. Sam disregards his mother's record producing success and views her lifestyle as an embarrassment to be avoided. But by attempting to demonize his mother's eccentric personality to Alex, he inadvertently lures his fiancée with forbidden fruit that arrives in the form Jane's lusty pop singer boyfriend Ian. When Sam and Alex first arrive at the Laurel Canyon house (complete with its swimming pool and multi-car parking lot) Jane is doing bong hits with the boys in the band in the living room. Since we've only heretofore been introduced to Jane by Sam's unflattering descriptions of her, the situation seems to confirm his evaluation, but McDormand's able-minded Jane quickly shows herself to be much more sophisticated than her lifestyle indicates. As Alex tests the waters of her latent bisexuality and a repressed desire to explore group sex, it's Jane who ultimately exerts rules of propriety over the situation.

The conflicting mores of love and commitment that clash and combine between Alex, Sam, Jane, Ian and Sara are frequently opposite to what the characters themselves profess, and yet are the very hypocrisies that they structure their relationships on. By the substance of "Laurel Canyon," it's no wonder that marriage, as we know it, seems destined for obsolescence in the next twenty years.

Like the transparent pretense of virtue that politicians use to clamp authority down over people, the institution of marriage has become a lie most people can't live down. "Laurel Canyon" does exactly what Lisa Cholodenko ("High Art") means for it to accomplish; it makes you think. MTW

OZMA "SPENDING TIME ON THE BORDERLINE" If you didn't dig the last two Weezer albums much, then OZMA provides a nice alternative. They picked up from where Weezer's "Pinkerton" left off and from listening to them, you get the impression that they started as a Weezer cover band, seeing as how they ape everything from River's vocal style to the quirky melodies and drum swells. They even go so far as to pull in some of The Rentals flavor.

While this is all well and good for the casual fan, I feel OZMA need to concern themselves with progression. I mean, there is a reason Weezer doesn't sound exactly like this anymore.

Derek Trucks Band 7:30pm next Thursday @ Maui Arts & Cultural Center, Castle Theater Whoa, check the ‘fro, yo! You know with a ‘do like that, some sweet blues sound’s gotta come outta this band, fronted by Greg Allman’s faux-illegitimate, precocious stepchild and slide guitar phenomenon, Derek Trucks. Playing music onstage for half his life (okay, so he’s only 22!), Derek and his band have incorporated their jazz, rock, blues and world music influences into a style they now call the DTB sound. Most impressive to me is the accolade Derek received from a Grammy nomination (one of two he received in one year! - kids these days, I tell ya) for a Robert Johnson tribute album he performed on that was nominated for Best Blues Album in 2002. No typical 22-year-old musician lightly throws around the Robert Johnson legacy, so you know this kid means blues-business!

Canoe Festival 9am-5pm Saturday thru May 24 Lahaina

This is a big deal on Maui, and a huge event for Lahaina.

Actually pretty cool that we get to witness master carvers and artisans from New Zealand, Marshall Islands, Tonga, Cook Islands & Hawaii, in what is a cultural celebration of not only the tradition of canoes and the art of canoe-making, but an honoring of the people of Polynesia. Throughout the twoweek long festival, there will be demonstrations of canoe and coconut drum carving, hale building, wooden surfboard shaping, and various hands-on workshops under the Banyon Tree.

There will be canoe sprint races between Lahaina Harbor Point and Lahaina Seawall and a canoe surfing exhibition between Kamehameha Iki Park and Lahaina Harbor Breakwall the next weekend. The last weekend of the celebration will feature a parade (we all love a good parade, you know) and a concert, and of course, the ceremonial launch of completed canoes and Ho’olaule’a at Kamehameha Iki Park.

I Love Mom Mother’s Day Sunday, May 11 As much as I like to disseminate the travesty that is the traditional American holiday (i.e. Hallmark holiday), even I have to admit there is no better reason to set aside one day for such commercial and societal trappings than to glorify the wonder and beauty of The Mom. So get the damn card immediately (better yet, make her one like you used to), take her out for dinner or just for fun (Moms love Marty Dread - he’s playing at Casanova Saturday night, or Maui Brews has the Big Band Sounds of swing, salsa, and tango from 6-9pm Saturday), and by all means, just squeeze her like you mean it and tell her you love her - you know she deserves it. And don’t forget the mothers of your mother - your Grandmas - too!

What's happened to love in our society? I resent that women won't even look at a man without money. I'm a guy, 28, who's flat broke.

I'm not some lifelong bum. Of course, even when I had money, it was hard to find women who weren't married, screwed up, or too lacking in feminine features. Now, just because I've fallen on hard times, even women who aren't that attractive won't go for me. I've always said a couple should live as if they are homeless: Even if you have no roof, no food, no money, and no prospects, you still have one thing left. Yes, love.

Shouldn't love prevail, even in hard times?

It Isn't The Principle Yes, yes, love should prevail! Not only should love prevail, Rene Russo and Ashley Judd should schedule a creamed-corn wrestling match to fight it out for yours. Of course, if one or both aren't girly enough for you, you should be able to mosey down to the nearest bar, toss a pickup line to the most beautiful woman there, and have her follow you home like a dog on a trail of cubed steak.

Choose your pickup line carefully. Something like "Buenos knockers" might win you points for foreign language skills, but with "Hey, baby, spare a quarter?" you'll fill your bed while filling your pockets with much-needed change.

My, what a huge...sense of entitlement you have. It's one thing to hope that a woman who loves you will stand by you when you're down. It's another thing entirely to expect all womankind to line up in lawn chairs at 6 a.m., rock concert-style, for a total stranger who's down. No, women don't want to hear there's a wait where you're taking them for dinner - especially if it's because you'll be standing in line at a soup kitchen.

Why are women so shallow? Pretty much for the same reason you aren't hitting on chicks who are ringers for Teamsters (down to the crew cut and the paunch). Contrary to the notion held by irate "flabulous" women who steer me to "fat acceptance" Web sites like "Fat!So?" (fatso.com), what men find attractive is not a result of messages Vogue edit-atrix Anna Wintour secretly beamed into their brains. Actually, as anthropologist Donald Symons wrote, "Beauty is in the adaptations of the beholder" - meaning that the adaptations men evolved to find beautiful are those which pointed to a woman surviving not only childbirth, but years of "Cave Mommy & Me" playgroups. Women, on the other hand, evolved to want Big Men On Campus. Not because they've looked forward, for generations, to making you miserable - but because men of status and power could best support their furry little children.

Man-hunting women should go to the gym, then slap on some Revlon – not waste their time e-whining complaints like, "What we need to hear is a collective 'what-EVER!' for the men who think that a few extra pounds make us instantly undesirable." Woman-hunting men need to set about getting unbroke. (A shame you can't earn a few bucks renting out space on that gigantic chip on your shoulder.) It might be hard to find a job, but it beats trying to find a single, gorgeous, welladjusted babe to climb into the back seat and make out with you - especially when there's a wino on either side of you and the back seat's bolted into some form of public transportation.
