MAYOR ARAKAWA CRITICIZES COUNCIL OVER ‘PROJECT ALOHA’ CUT What is it with Mayor Alan Arakawa’s obsession about banishing Maui’s homeless to Old Maui High School, a 23-acre venue on the far side of traffic-clogged Paia with no sewer, water or social services? The lame duck mayor emphasized the “lame” part of that title last week by pontificating in a May 4 Maui News opinion piece about the County Council’s decision to cut the $2.5 million Arakawa had proposed giving to Project Aloha, a “project” that currently consists of the name, Project Aloha, and a three-page proposal that looks like the result of a hastily convened brainstorming session.

“We need this project and more like it on Maui,” the Mayor scolded.

Is he kidding? In March, when MauiTime interviewed John Tomaso, the man who brought Arakawa the Project Aloha idea, he admitted that the idea was barely formulated. Tomaso is the executive director of Tri-Isle Resource Conservation & Development, a nonprofit that usually acts as a fiscal agent for groups that don’t have non-profit status. He acknowledged that his organization was a relative newcomer to homeless issues. He also acknowledged that he didn’t know how much the project would cost, how many homeless he could actually accommodate and admitted, “I don’t have–in the Western way–a plan.”

Two months later, Tomaso still doesn’t have a plan, he said in an interview last week. He also said he had nothing to do with the $2.5 million figure that was buried in a footnote near the end of the budget–a shadowy area usually visited only

Project Aloha’s merits, “for the good of the community,” he said in his Maui News opinion piece. Judging from the muted responses his idea drew from council members on April 17, he shouldn’t hold his breath.

ANOTHER BIG ARAKAWA FUNDRAISER One great thing about termed-out Mayor Arakawa’s campaign for the Maui County Council’s Kahului seat is that he will not discriminate when it comes to raising money.

He’ll go to a fancy French restaurant in Waikiki (which is nowhere near the council district he’s running for but whatever) like he did in April, or he’ll go to a regular old office building (which is located in his district).

That’s right–at 6pm on Monday, May 7, the Arakawa campaign held a big campaign

Actually, this makes perfect sense. The organizers of the fundraisers are two men well-known within the Arakawa Administration: Corporation Counsel Pat Wong and Environmental Management Director Stewart Stant. And 360 Hoohana St., Suite A-106 is Stant’s office.

Not his county office, mind you–his other office. It’s the office for his business S and S Unlimited LLC. According to this March 18 Maui News article, S and S Unlimited “is a ‘doing business as’ entity related to income he [Stant] earns with ACN, which was founded in 1993 as American Communications Network.”

ACN? You mean the multilevel marketing company that President Donald Trump endorsed? That’s not a pyramid scheme, right?

by policy wonks. How did the mayor arrive at that figure, Tomaso was asked. “I don’t know, this is the mayor’s budget.

We don’t have anything right now,” Tomaso said.

Apparently, the mayor wasn’t going to let a silly detail like no plan from the nonprofit he’s designated to run Project Aloha stand in the way of asking the council for $2.5 million to get the ball rolling.

Tomaso did not appear with Arakawa when he showed up to present his plan at about 10:30pm on April 17, at the end of an eight-plus hour meeting of the Maui County Council’s Budget & Finance Committee. His proffered materials consisted of a map of the Old Maui High campus, and three pages of “proposal.”

Arakawa wanted the Council to approve $1.8 million for 12 modular “units” for the Hamakuapoko campus and another $650,000 for “site prep.”

Those were the only numbers on the page.

The modular idea is based on the Kauhale Kamaile project on Oahu. But the modular homes in that project were put in Waianae, across from the high school, and were rented to low income families. Arakawa’s modular units would basically be dropped in the middle of nowhere, as the Old Maui High School campus lies two miles into the semi-paved Holomua Road, between Hana Highway and Baldwin Avenue.

And here’s the other weird thing: although Arakawa claims this is a solution to the homeless problem, his one-page list of ideas mentions that “rental income will not likely cover expenses.” And, he wanted his $2.5 million to come out of the Affordable Housing Fund, not from the Department of Housing and Human Concerns budget, where most of the other homeless expenditures are made.

Now if you’re like most people, your reaction to that last sentence can best be summed up with a single word: Wha? (okay, partial word.)

Overheard I think there should be only one spelling of “Karen.” That’s my thought for the day. I don’t care how they spell it, but they should all get together and agree on just one.

Anyway, those attending this big fundraiser had to pony up at least $500. This wasn’t one of those grass roots, small money operations–Arakawa really wants to stay in county government, and that means he needs all the big money he can get.

At Pennsylvania State University, the Outing Club, founded in 1920, provided students with outdoor recreation opportunities such as hiking and camping. But no more. Penn State has announced that after this semester, the university will no longer allow the club to organize student-led trips because it’s too dangerous out in the wilderness, according to the offices of Student Affairs and Risk Management. Two other outdoorsy clubs, the Nittany Grotto Caving Club and the Nittany Divers Scuba Club, have also been restricted from club activities outdoors. Michael Lacey, president of the Caving Club, told the Centre Daily Times: “Penn State’s just been clamping down really hard on the nature of activities” since the Jerry Sandusky scandal. University spokesperson Lisa Powers said Penn State will offer school-sponsored outdoors trips, but students noted the cost will be much higher.

Resorting to a low-tech, but possibly offensive strategy, Largo, Florida, detectives visited a dead man at Sylvan Abbey Funeral Home in Clearwater and attempted to use his finger to unlock his smartphone. Linus F. Phillip, 30, was shot and killed by Largo police March 23 after he tried to drive away from an officer wanting to search him. As part of their investigation, police said they needed to access and preserve data on Phillip’s phone. Legal experts generally agreed the detectives had not broken any laws, but Phillip’s girlfriend, Victoria Armstrong, 28, was less forgiving: “Nobody even calling us... to let us know detectives were coming there at all is very disturbing,” she told the Tampa Bay Times. “I’m very skeptical of all funeral homes now.”

TECHNO-WEIRD In Tokyo, women who have qualms about living alone may soon have a new security option. “Man on the Curtain” is a prototype smartphone app that connects to a projector and throws a moving shadow of a man onto a closed window curtain. The shadow man can be doing any of several different activities, such as boxing, karate, vacuuming, playing guitar or getting dressed. Keiichi Nakamura, advertising manager of Leopalace21 Corp., an apartment management company where the idea originated, told Reuters that eventually his company would like to “commercialize it once we add variety, such as releasing a new video every day.”

FUN-SUCKERS In Oslo, according to Reuters, tradition calls for recent high school graduates to participate in “Russ,” a several-weeks-long party that includes drinking, nudity and public sex, sometimes resulting in fatal car crashes. So this year, the Public Roads Administration issued a statement on April 18 headlined “No to sex on roundabouts,” warning that students should refrain from running naked and having sex on bridges and roundabouts, because such behavior gives drivers “too much of a surprise.” Terje Moe Gustavsen, head of the administration, said: “Everyone understands that being in and around roundabouts is a traffic hazard. It may not be so dangerous for someone to be without clothes on the bridge, but drivers can... completely forget that they are driving.”

Timothy Hill, 67, of Grassington, North Yorkshire, England, having installed a laser jammer in his Range Rover, thought he was outsmarting law enforcement speed cameras.

In fact, he was so sure of his scheme that he repeatedly raised his middle finger to the cameras–sometimes casually, sometimes aggressively–as he passed. What he didn’t realize was that the laser jammer, rather than hiding his identity, was only blocking police from determining his speed, so when they tracked him down, he was charged not with speeding, but with perverting the course of justice. “If you want to attract our attention, repeatedly gesturing at police camera vans with your middle finger while you’re driving a distinctive car fitted with a laser jammer is an excellent way to do it,” Traffic Constable Andrew Forth told Metro News. Hill pleaded guilty on April 23, and was sentenced to eight months in jail and prohibited from driving for a year.

LEAST COMPETENT CRIMINAL Kiana Wallace, 24, was sentenced to 18 months in prison in Belmont County, Ohio, on April 23 following her guilty plea for tampering with evidence. On probation after a drug possession sentence in 2017, Wallace failed a drug urine test when the “borrowed” sample she used tested positive for drugs. “Let me get this straight,” Judge Frank Fregiato said in court, according to WTOV-TV. “To avoid the positive test with your own urine, you used someone else’s urine, which turned out to be positive also. That’s bizarre.” ■

'Tully' A great first act can’t save this contrived look at domestic life ★★★★★ Rated R / 96 Min.

he early scenes of Jason Reitman’s Tully are so convincing that they will create anxiety for the new parents in the audience. We observe Marlo (played by Charlize Theron) struggling to raise her troubled son, give attention to her older daughter, survive the final months of her third pregnancy and please Drew, her barely-there husband (played by Ron Livingston). There’s a montage depicting Marlo’s daily routine, as diaper changes, a screaming baby, family time, breast pump sessions and early morning baby wake-ups bleed into one another.

Reitman and screenwriter Diablo Cody (who collaborated on Juno and Young Adult) have tapped into something universal and deeply relatable. As the parent of a two-year old, I found the film’s first act to be painfully nerve rattling and totally believable.

Marlo’s wealthy brother (played by Mark Duplass) offers to pay for a “night nanny” to assist her. When Marlo finally reaches her breaking point, she gives in and allows the young, beautiful and very odd Tully (played by radiant newcomer Mackenzie Davis) to watch her infant

daughter while she sleeps through the night.

Over time, the arrangement works wonders and Marlo begins to find herself again.

While Reitman’s celebrated but overrated Juno resonated greatly with audiences, he has yet to match the maturity and pathos of his Up in the Air. Still, he has a potent collaborator in Theron, whose performance in this and Young Adult are flawless. Once again, Theron transforms herself, gives in to the considerable demands of the role and allows the flaws and humanity of Marlo to be out in the open.

Cody, on the other hand, is the weak link in this latest collaboration; her screenplay begins with lived-in authenticity, makes crucial missteps at the midpoint and falls flat in the end. The mysterious nature of Davis’ enchanting-but-offbeat character gives her every scene a slight, but distinct, hint of suspense; we’re unsure of Tully, even as we like her. Where Cody takes the character is easy to spot and disheartening once everything is out in the open. I won’t hint at where the story goes but will express disappointment with the film’s conclusion and overall message.

Davis gives a stylish, clever performance that counters the very real places Theron taps into with her characterization. I admired so much of Tully but felt my heart sink during

the crucial plot turns that don’t work and didn’t buy the sentiment in the closing scenes, either. While not a disaster like Reitman’s Kate Winslet/Josh Brolin cuddly hostage drama, Labor Day, this is an almost-was that could have soared after serious script revisions.

I liked so much of Tully and want to cut it a break for getting so much right in the early going. But the overall result and unsettled feeling it left me with make repeat viewings doubtful. Like Young Adult, this Reitman/Theron/Cody project has prickly, bitter humor. If only it weren’t undermined by contrivances and an ill-advised attempt to

shake up and reconfigure the final act.

Tully captures the daily battles and humbling victories/losses of being a parent so persuasively, it won’t play like escapism or mere entertainment for anyone who can relate to it. Cody clearly wanted to cut deep into the realities of domestic life and create in Marlo a female lead character who is relatable and unusual in American movies. Theron’s unglamorous, had-it-up-to-here Marlo is a great role and another triumph for Theron. If only Cody had maintained the focus on harsh reality and not felt the need to show off and derail Marlo’s journey, and ours. ■

When things are going really well, you get delusional.

The person (or people) you want to impress doesn’t give a shit about mitigating circumstances. In fact, your ability to cope with mitigating circumstances is part of what they’re evaluating here. “You make it sound like I’m auditioning for something or interviewing for a job,” you might say. In a way, you are. Negotiating a relationship, for example, is a lot like closing a business deal, even if the language is a lot different and much of the give and take is non-verbal and not in contract form. Don’t bother complaining that this isn’t fair, that you’re not ready, etc. Nobody cares. Just rise to the challenge, shine, and impress. You can.

It’s good that you realized it eventually, at least, even if it took you ages longer than it should have. There’s no point in kicking yourself about those past mistakes.
