For his part, Cain doesn’t see gentrification on the horizon for Wailuku. “While Maui needs housing desperately, I don’t see it that much for downtown Wailuku,” he said. “It’s a big fear in Boston–I used to live in Dorchester, and that went through gentrification.Yeah, it displaces poor people, but I just don’t see it happening in downtown Wailuku.”

In any case, the Maui Redevelopment Agency will discuss all this–including the Goodwin report–at their upcoming meeting on Friday, Apr. 27. The meeting will take place in the Kalana Pakui Building’s Planning Conference Room (250 S. High St., Wailuku; Room 200) at 1pm.

COULD THE WAILUKU CIVIC HUB HELP GENTRIFY WAILUKU? So everyone’s seen reWailuku’s fancy new video of the proposed Wailuku Civic Hub, right? It’s on YouTube if you haven’t yet seen it, so by all means go check it out (just search for “Wailuku Civic Hub” and you’ll find it easily). The video is a remarkable computer-designed projection of what the reWailuku hopes a snazzy new 428-stall parking garage in the heart of Wailuku Town will look like (spoiler: it looks like a futuristic mainland urban core, complete with a lot of animated white people walking around).

I’ve watched county officials, consultants, residents and business owners wring their hands over what to do with the Wailuku Municipal Parking Lot (which is mostly used by state office workers) for the last dozen years. But I’m now seeing some serious numbers being thrown at the redevelopment of the lot–in fact, there’s more than $81 million set aside for the Wailuku Civic Hub in next year’s county Capital Improvement Project budget.

Look, maybe this Wailuku Civic Hub will be a good thing. There’s no question that parking in Wailuku is a nightmare.

“We need parking!” said attorney David Cain, whose law office sits near the parking lot. Cain said he’s attended nearly every community meeting on the proposed parking structure, and has had to make due with just an allotted five parking spaces for his firm Cain & Herren, which is the largest in the county.

“I’ve lived here 25 years and civic improvement needs to happen,” Cain said. “The structure built on that parking lot will hold more than five times what’s currently there.

If we can bring people in, they’re going to shop downtown.”

But a new report from Sacramento-based Goodwin Consulting Group, dated April 19 of this year, states in plain language that the proposed Wailuku Civic Hub has the potential to do much more than simply making parking a lot easier in Wailuku. In fact,

the report says the Civic Hub could serve as a catalyst for major investment in the Wailuku Redevelopment Area (WRA), the 68-acre core of Wailuku Town.

“A need for more parking was widely expressed by public and private stakeholders as a barrier to new investment and development in the WRA,” states the 63-page report. “Consequently, the proposed Project, which includes construction of the 428-stall parking structure, is anticipated to stimulate development of vacant parcels as well as redevelopment of existing underutilized parcels within the WRA for years to come.”

Pardon me for using a dirty word, but this sounds an awful lot like gentrification.

It’s what happens when the redevelopment of generally working-class urban centers leads to locals getting displaced by condos and shops more geared to artsy, high-income people. And as I was reading the new Goodwin report, the word “gentrification” kept popping up in my mind.

“Interviews with private WRA stakeholders, such as property owners and business owners, suggest that development and/or redevelopment within the WRA totaling approximately 913 residential units, 340,000 square feet of retail and office uses, and approximately 207 hotel rooms encompassing nearly 210,000 square feet can be expected,” states the report.

“These redevelopment projects (Potential

WRA Redevelopment) are anticipated to be developed over a period of 15 years and are expected to phase out 48 existing residential units and approximately 280,000 square feet of existing commercial uses.”

How is this not gentrification? How will this not radically changing the character of Wailuku Town? Or is that the point of all this?

According to the report, the Wailuku Civic Hub could indirectly bring about a new Wailuku Town entirely–one that includes 27 residential ownership units, 724 “market rate rental units,” 135 “affordable rental units,” 27 vacation rental units, 207 hotel/resort rooms and 336,155 square feet of commercial development.

Seriously, this is all pretty much the dictionary definition of gentrification. And given what the “market rate” for rental units is on Maui, it’s pretty much guaranteed that no working class people will be able to afford them. What’s more, the report states that the windfall from all this potential redevelopment could be considerable.

“While the Project by itself is not anticipated to generate a substantial annual surplus to either the County ($40,000) or the State ($0.2 million), estimated surpluses from the Potential WRA Redevelopment stimulated by the Project are much larger (i.e., $2.4 million to the County and $2.7 million to the State),” states the report.

NEW COALITION WANTS HOLISTIC APPROACH TO MAUI HOUSING PROBLEMS A new coalition hopes that a more holistic approach to dealing with land use in Maui County will start up now that Alexander & Baldwin has ended the cultivation of sugarcane on its 37,000 acres. Called the Hukilike No Maui Coalition, the organization includes Sierra Club Maui and FACE Maui Housing.

“All of Maui’s people could benefit if we adopt a sustainable approach to the use of the Central Maui lands,” said Lehua Simon, lifelong Pukalani resident and member of the Hukilike No Maui Coalition in an Apr. 18 Sierra Club Maui news release. “We have an unique opportunity right now to address the needs of Maui’s residents. If we make those changes today, Maui’s future will be so much brighter for ourselves and our future generations.”

One of these potential changes is the coalition’s “15% for the Future” plan, which calls on A&B to give or sell lands in Pu‘unene and Hali‘imaile to locals for sustainable smallscale agriculture and affordable housing. On Apr. 24, the coalition rallied for this outside A&B’s Kahului office.

“In 2017, the Hukilike Coalition did an affordable housing survey where we asked residents to tell us about their problems with housing on Maui,” said Rob Weltman, chairperson of the Sierra Club Maui Group and member of the Hukilike No Maui Coalition, in the news release. “The responses were sobering: so many people who have lived here for generations are not seeing a future on this island because they can’t afford to buy or rent housing in this market.

It’s clear the island’s environmental resources are under stress, but so are Maui’s people. We need to build far more affordable housing and expand our local food production.”

MAUI RESIDENTS HELP KAUA‘I FLOOD VICTIMS

from vog. The American Lung Association and the Department of Health advise Hawai‘i Island residents and visitors to get advice and updates from the County of Hawai‘i.

Each year the State of the Air report provides a report card on the two most widespread outdoor air pollutants: ozone pollution, also known as smog; and particle pollution, also called soot.

Both ozone and particle pollution are dangerous to public health and can increase the risk of premature death and other serious health effects such as lung cancer, asthma attacks, cardiovascular damage, and developmental and reproductive harm. The trends reported in this year’s report, which covers data collected by states, cities, counties, tribes and federal agencies in 2014-2016, reflect the ongoing challenges to reduce each pollutant in the changing political and outdoor climate.

“We can and should do more to protect our public health,” said Howser.

“The Lung Association urges our members of Congress to defend and strengthen the Clean Air Act. We also call on the U.S. Environmental Protection Agency to implement and enforce current laws instead of removing major safeguards like the Clean Power Plan and cleaner cars, both steps that help us fight climate change and reduce air pollution.”

Maui residents came together over the weekend to fill a shipping container with items that are most needed by Kaua‘i residents following the recent flooding disaster; the most-needed items identified by Kaua‘i residents included rubber boots, first aid kits, tarps, shovels, non-perishable food, cleaning supplies, chainsaws, water and baby items.

A trio of community organizers–Zeke Kalua, Tiare Lawrence and Mahina Martin–rallied the community and in a two-day weekend effort, they collected more than 2,000 items. Donated gift cards were also accepted for stores on Kaua‘i; more than $2,200 in gift cards were donated, including a surprise $1,000 gift card from Maui familyowned business Maui Babe Tanning Lotion. Walk-up cash contributions for the Kaua‘i-based nonprofit Malama Kaua‘i totaled $1,150.

The organizers, who combined their efforts towards one community drive instead of three separate ones, quickly discovered that there was widespread interest for Maui to do something to help with the disaster recovery. “It took us a couple of days to organize the community drive, we thought it might be quite a scramble to get it all together, but there was so much enthusiasm to go forward, so we just did,” said coorganizer Martin.

With support from businesses such as Alpha Inc., Goodfellow Bros., Alexander & Baldwin, Quick Tow and Maui’s different car and truck clubs,

the filled container of donated items shipped to Kaua‘i on April 24 for delivery to Malama Kaua‘i for distribution.

“Mahalo, Maui Nui, for your kokua in Kaua‘i’s time of need,” said co-organizer Kalua. “We are truly blessed by the incredible support and aloha from our community, so many came forward and gave what they could to help make a difference.”

Co-organizer Lawrence said the effort reminded her of how proud she is to be from Maui. “Helping to organize the drive was the least I could do to support flood relief efforts,” Lawrence said. “My heart goes out to Kaua‘i and all of the families affected by the flood.”

“Even before we could open the shipping container doors each morning, there were people waiting to contribute items for Kaua‘i folks,” Martin said. “Such an amazing response by our Maui community and nearly every person would say that this is Hawai‘i and other islands would do the same if Maui was in need. For two days, seniors, teens, families, businesses came and contributed–some would come with a few items and others would have a truck load, it all mattered. The shipping container is like a big gift box filled with Maui’s aloha.”

The Maui “city” was also ranked as one of the cleanest cities for shortterm particle pollution.

The ALA’s report reveals that Hawai‘i continues to have some of the best air quality in the nation. The City of Honolulu is recognized as one of the cleanest cities in the United States; it ranked on all three of the report’s lists: cleanest cities, cleanest cities for ozone pollution (zero unhealthy air days) all counties, and cleanest cities for shortterm particle pollution. Honolulu also landed near the top the cleanest city for year-round particle pollution list, ranked at number two.

“While many of us have healthy air to breathe in Hawaii, many in our nation are not so fortunate,” said Kahala Howser, Executive Director for the American Lung Association in Hawai‘i. “More than four in 10 Americans–133.9 million–live in counties that have unhealthful levels of either ozone or particle pollution, where their health is at risk.”

He also said unhealthful levels of pollution, such as vog, put our communities at risk for premature death and other serious health effects such as asthma attacks and greater difficulty breathing for those living with a lung disease like COPD; Hawai‘i County received a D in this year’s report for particle pollution, due to vog, defined as air pollution resulting when sulfur dioxide and other gases and particles from volcanic eruptions react with oxygen and moisture in sunlight. On Martha’s Vineyard, Massachusetts, a home rental agreement took an X-rated turn when Leah Bassett, artist and longtime resident of Aquinnah, unknowingly leased her home to an employee of Mile High Distribution Inc., a pornography production company. In September 2014, the Boston Globe reported, Joshua Spafford approached Bassett about renting her home from October through May 2015. In March 2015, Spafford informed Bassett he had left the house because he was fired, prompting Bassett to ask her parents to stop by and check it out. They were “shocked by the deplorable state of condition in which they found their daughter’s personal residence,” according to court documents. As “circumstances evolved,” Bassett began reviewing internet sites maintained by Mile High, which “publicly boasted about their porn shoots on chic and tony Martha’s Vineyard.”

Bassett filed suit in late March in U.S. District Court, alleging the sites featured photos showing her home, artwork and furnishings, “utilizing nearly every room of her home” including scenes on top of her dining room table, sofas and in her laundry room. Defense lawyer Stephen A. Roach said the suit “arose out of a basic landlord-tenant dispute.”

Fort Pierce, Florida, police pulled over a car on March 21 after observing it swerving down the roadway. As they approached, they smelled marijuana, and during the ensuing search, passenger Kennecia Posey, 26, was shocked–shocked!– when police found two bags in her purse: one containing marijuana, the other cocaine. WPLG TV reported that Posey admitted the marijuana was hers, but told officers: “I don’t know anything about any cocaine. It’s a windy day. It must have flown through the window and into my purse.” Posey was charged with felony possession of cocaine and misdemeanor possession of marijuana.

QUESTIONABLE JUDGMENT On March 20, the U.S. Marine Corps fired Navy Cpt. Loften Thornton, serving as a chaplain for the Marine Forces Reserve in New Orleans, after Thornton was captured on video having sex with a woman on the street in front of the Crown & Anchor Pub, according to USA Today. Marine Reserve spokesman Lt. Col. Ted Wong said only that Thornton had been fired for “loss of trust and confidence.” According to the Navy’s strategic plan for religious ministry, chaplains “provide a source of comfort and refuge” to service members, which Thornton had apparently extended to members of the general public.

THE GREAT HAM BOMBING OF ‘18 Some people don’t like ham. When Beverly Burrough Harrison, 62, received a gift of ham from her family on Feb. 12, she waited until they left, then set it on fire and threw it in a trash can at the Bomar Inn in Athens, Alabama, where she was living. As smoke filled the room, AL.com reported, Harrison took her dog and left without alerting anyone to the fire. As a result, she was spared from being a victim of the ham bomb that blew out the front wall of the room when a can of butane fuel was ignited. Harrison was held at the Limestone County Jail on a felony arson charge and could face life in prison if convicted.

DISAPPOINTING Organizers of the Big Cheese Festival in Brighton, England, on March 3 were forced to offer refunds to patrons after the event failed on several levels: 1. The festival ran out of cheese. 2. The promised “craft” beer was Bud Light and Stella Artois. 3. The wet weather prompted some to call the event #BigMudFestival and prevented some cheese-mongers and entertainment acts from making it to the site. “Sadly, due to this, a few compromises had to be made,” festival organizers said. The BBC reported the festival has offered half-price tickets to next year’s event for anyone who bought a ticket this year.

FAILURE TO COMMUNICATE Things went from bad to worse for soccer player Sanchez Watt during a match in Hertfordshire, England, on March 6.

Awarded a yellow card, Watt was asked his name by referee Dean Hulme, who mistook “Watt” for “What.” As Watt repeated his name over and over, the referee became perturbed and changed the yellow card to red for dissent, BBC Sport reported.

Hulme rescinded the card when someone explained the mixup. “I think everybody found it amusing afterwards, including the referee,” said team chairman Dave Boggins. “He was very apologetic.”

OUR WEIRD ADDICTION On March 6, Royal Canadian Mounted Police participating in an awareness campaign set up several large electronic signs in North Vancouver, British Columbia, that warned drivers: “POLICE AHEAD– STAY OFF YOUR PHONE.” Despite that, within just two hours, officers ticketed 89 drivers, 74 of them for distracted driving, which results in a $368 fine, plus a $175 penalty payment on a first offense. “It is evident there is still more education and enforcement needed to make our roads safer,” remarked Cpl. Richard De Jong to CTV News. ■

While most people play it straight, every year a few nefarious folks attempt to stuff the ballot box. To cut down on this, and to ensure the results are fair and accurate, here are a few rules:

'Labyrinth' Don’t miss this special screening of Jim Henson’s 1980s cult classic ★★★★★ Rated PG / 101 Min.

im Henson’s 1986 musical/fantasy Labyrinth is a cult film in the purest sense. There’s nothing contrived or expected about the Renaissance this film has experienced. Like all great movies that acquire belated devotion after their disastrous initial release, this one began its film life as a crushing failure.

Despite being produced by George Lucas, directed by Muppet master Henson, written by Monty Python member Terry Jones and starring the legendary David Bowie, Labyrinth flopped with audiences and critics in theaters (although not as badly as the other Lucas-produced film from the same year: the notorious Howard the Duck). Over time, Labyrinth became acknowledged as an essential Henson work. Also, for ‘80s kids too young to connect with Ziggy Stardust, it was our first impression of Bowie.

A 16-year old Jennifer Connelly stars as Sarah. We first meet her reciting dialogue and wearing a theatrical costume in an empty park. Sarah is an odd teen and a real brat who despises having to babysit her infant brother Toby. Her solution: she wishes that Jareth The Goblin King (played by Bowie) would take her brother away. To Sarah’s surprise, Jareth immediately appears, snatches Toby and informs her that, if she wants her brother back, she has 13 hours to solve the massive maze surrounding his castle in another world.

Henson’s weird, episodic film is

tonally all over the place. Despite songs written and performed by Bowie, this isn’t a great musical. The numbers pop up out of nowhere and feel forced. The fan favorite “Magic Dance” is pretty silly but “Underground,” which bookends the film, is terrific.

So is “As The World Falls Down,” set to the film’s haunting ballroom sequence. Bowie’s appearance is campy but his performance is committed.

But Bowie devotees should note that this is far from his best work as an actor. The late artist played everyone from Judas Iscariot to Andy Warhol (in Basquiet , showcasing Bowie’s best film performance). Jareth is an iconic Bowie character but this was a small footnote in a career full of towering artistic milestones. It’s actually Connelly’s film and she’s engaging enough to carry it.

Labyrinth is at its best when it’s creepy: Toby’s abduction, the “cleaner” chase and the gravity-lite staircase finale are all brilliant. The puppetry and art direction are excellent, providing visual innovation in every scene. There are lots of Python-esque touches throughout (my favorite is the blue-haired, red scarf-wearing worm who appears early on) and Brian Froud’s creature designs are scary and beguiling. The blend of puppets and humans is so convincing that I didn’t notice how Ambrosius the Dog is–thanks to clever edits and positioning–played by both a puppet and a real canine. The low points are the “Chilly Down” head-tossing number and the chaotic battle in the Goblin hub, which are needless filler.

lack of subtext. Jareth’s motivations are confusing–why does he need to turn Toby into a goblin when he already has so many at his disposal? Is Jareth in love with Sarah or does her really view her as a threat? Taken straight, Labyrinth can be viewed as a parable of how a Dorothy of the 1980’s journeys through a dark world that represents the unfairness of adulthood.

Early on, the camera slowly pans across the contents of Sarah’s bedroom. She has a poster for Cats , a copy of Where the Wild Things Are (Henson even acknowledges Maurice Sendak in the end credits) and other items that foreshadow her trek through the labyrinth. Sarah is, after all, a weird drama kids (as a former member of the Baldwin Theater Guild,

I can relate). There are also newspaper clips of an actress named Linda Williams (who bears a resemblance to Connelly), reportedly in an “on/off relationship,” with an actor who is clearly Bowie (sans Jareth makeup).

Is Labyrinth Sarah’s teenage fantasy about courting and resisting the seduction of another actor? This hidden Easter Egg gives the entire film a greater dramatic urgency and more narrative clarity.

Henson’s final film as a director is best for children but still offers intrigue and enchantment for those who grew up with it.

Labyrinth plays at the Maui Mall Megaplex on Sunday, April 29th at 2pm and 7pm, with additional showings on May 1-2nd at 7pm. ■

I heard a theory that after we die, we simply stay ourselves, for eternity. For some people, stuck being themselves forever is hell; for others, heaven. Forget the afterlife; the theory can be applied right now. Life is hellish for some because of circumstance (or heavenly despite circumstance); for others existence is miserable simply because of who they are. Whether or not you’ll still be you after you die, focus this week on making yourself easier to live with and love. Finding a way to more often enjoy being you is, for obvious reasons, a great thing to do; it might also be an investment in an enjoyable eternity.

GEMINI (MAY 21-JUNE 20)

You became boring, suddenly. Why? It’s because you’re just sitting around waiting for something to happen. Sure, your intentions are good; you want to give someone else a chance to be a catalyst, which is sweet of you.

However, other people mostly suck at it. Embrace your vital and exciting role as mover and shaker. We need you to stir things up and jumpstart action and change. Please forget taking the backseat this week. You belong in front.

If someone else wants to step up, let them push you out of the way and do a better job, if they can.

CANCER (JUNE 21-JULY 22)

This past week featured the Scorpio Full Moon. It might be a bit obvious to point out that this full moon is a sexy one. It’s springtime, and the full moon always makes people a little wild; having it fall into the most lascivious and sexual slice of the astrological pie only makes things so intense that resistance is futile. In other words, I’m encouraging you to embrace your spring fever wholeheartedly and run with it as far as you can go while the moon’s lingering effects hold. LEO (JULY 23-AUG. 22)

I used to resist my frequent role as group-organizer and motivator. I’d say, “This time, let someone else pull it all together.” Then I’d watch, frustrated, as everything fell apart and time was wasted. For a while I debated which was more frustrating: putting in the time and energy to communicate with and organize everyone (and then feel a certain sense of responsibility when anything went wrong), or taking a break from all that and watching a whole lot of nothing happen. Eventually, I realized that, whether I like it or not, I’m pretty good at it, and it’s easier (and better for everyone) if I mostly embrace it. You’re good at it, too. If that’s what your friends and coworkers want and need from you, you might as well stop resenting it and give it to them.

SCORPIO (OCT. 23-NOV. 21)

This is a good week for sleep deprivation. Not only are you likely to want to skip some sleep because of all the fun and excitement you’ll hopefully be experiencing, but also because going without sleep once in a while is, perversely, good for you. Yes, you make more mistakes when you’re tired, but your brain is also more apt to experience flashes of a kind of brilliance not available to your rested, more rational self. One of those bursts of inspiration is likely to change your life for months, years, or forever. All you need do is open the door (by staying awake at odd hours) and welcome it in.

Simplicity is your salvation at work, at home, with your friends, with meals, clothes, and so on. Trust is a funny thing. Distrust someone and they’ll almost certainly justify it. In choosing to trust them you may set yourself up for disappointment, but you’ll also give them a chance to come through, which is really the best-case-scenario for everyone.

If you’ve got something to say, say it unequivocally, in terms no one can misunderstand or misinterpret. It’s in everyone’s best interest that you get your point across. If you’re too afraid or you can’t be bothered to do that effectively, then I suggest just keeping your mouth shut.

PISCES (FEB. 19-MARCH 20)

Are you making progress or treading water? If you sat down today and decided to draw one thousand pictures of trees, would they all be more or less identical to the very first one? Or would the last hundred be far better than your earlier attempts?

You shouldn’t expect anything unreasonable from yourself. You can’t have a perfect body two weeks after starting a workout at the gym. But I don’t think forward progress and evolution is too much to ask of yourself. This week, make sure you’re moving on, not standing still (or, worse, drifting backwards).

ARIES (MARCH 21-APRIL 19)

You’ll never know if this particular idea will work until you try it.
