IS WHITE’S SUPREMACY SUBVERTING MAUI COUNTY COUNCIL? On Mar. 1 of this year, Maui County Council Member Elle Cochran submitted a proposal to Council Chair Mike White asking to create a special housing committee.

It would expand on the findings of a Temporary Investigative Group (TIG) that had been created back in 2016 to study an increase in Maui County’s housing inventory.

“I was the Chair of the TIG and we published a report of recommendations that were the result of hundreds of hours of work,” Cochran said in a statement given to MauiTime on Mar. 21. “We had the support of the development industry and environmentalists. I only have six months left in my role as Council Member and I wanted to ensure that these solutions were acted on, and the TIG report didn’t end up as another study that collects dust on a shelf while our residents suffer from the housing crisis.”

But then nothing happened. White didn’t put the housing matter on the Mar. 9 Council agenda. Cochran said White gave her no reason for his action. Cochran again submitted her proposal, this time for the Mar. 23 Council meeting. Once again, White didn’t post the matter, and once again, he didn’t explain why.

Finally, one of Cochran’s staffers cornered White and asked him why he wasn’t putting the housing matter on the agenda. According to the statement Cochran provided to MauiTime, White said that as Council Chair, he has the authority to decide what should–and shouldn’t–get posted on the Council agenda.

As you might expect, White disagreed with Cochran’s assertions.

“I flat out disagree with Ms. Cochran’s power grab to take duties out of the Council’s standing committees and put herself in-charge of a new special committee,” White said in an email sent to MauiTime on Mar. 25. “Why would I want to

go along with a request to put her in charge of affordable housing, when she has a track record of voting against projects? Most recently, she tried to derail the Hana affordable housing project. She participated in a meeting in Hana the night before the Land Use meeting, with Councilmember [Alika] Atay advocating against the development. Pushing this issue at this particular time makes it look purely political to help her mayoral campaign. I simply do not think it is right.”

Cochran further alleged that this is part of a pattern of behavior on White’s part. She said it’s also occurred with her proposal to ban sunscreens containing Oxybenzone and Octinoxate (though that bill unanimously passed a first reading at the County Council’s Dec. 1, 2017 meeting, it hasn’t appeared on any subsequent Council agenda). Cochran said White also (initially) refused to schedule her bill that would gradually increase the minimum wage to $15 an hour, which was to be part of the Hawai‘i State Association of Counties (HSAC) legislative package and sent to the 2018 state Legislature. But because of White’s delays in scheduling the bill–delays White said were due to both his discretion as Council Chair and his personal dislike of the bill–it nev-

er made it into the package of bills the County of Maui submitted to the Legislature.

In his Mar. 25 email to MauiTime, White said the delays in the sunscreen bill were due to Cochran’s failure to research the issue completely.

“In addition, if she took the time to research and complete due diligence on the sunscreen bill, I would not be in a situation of having to rehash this issue and conduct further research,” White said. “So far, 13 letters have been sent to state, national, and international agencies and experts, asking their opinion on the proposed legislation. It has taken time to receive all responses back.

One of the most important responses we are waiting for is a joint response from the State Attorney General, Department of Land and Natural Resources, and Department of Health on a variety of issues. Once all the information is received, an appropriate panel will be formed, and the experts input will be taken into consideration. I support the bill and credit goes to Ms. Cochran for bringing it forward, but any legislation must be legally defensible. Redrafting the legislation is necessary.

matter, but we have run into budget session and therefore, this issue will likely be taken up after the session concludes. This will also give the State Legislature the time to fully consider their own legislation, which is still moving.”

White didn’t mention Cochran’s minimum wage bill in his Mar. 25 email, but he previously explained his rationale during the Council’s Sept. 5, 2017 Policy, Economic Development and Agricultural Committee meeting, the minutes show. “[T]he Chair’s responsibility is to decide what is ready and not ready for discussion at the Council level,” White said in response to questions from Cochran regarding the decision not to put her minimum wage bill on the Council’s agenda. “And so, the Chair withheld that because I felt that we needed to have further discussion and the bill needed to be put through a discussion that was fruitful and we would be passing a bill onto HSAC that I felt that HSAC might actually entertain and move through the process. That’s my goal and if this passes, it passes. I don’t support it at this point, but if it passes out, it can get to the HSAC Package one way or another. There’s nothing set in stone. My challenge is that I still don’t support the package or the measure as it is.”

I could find nothing in either the Maui County Charter or the Rules of the Council to back up White’s assertion that he has the authority to “decide” what should appear on Council agendas. I did find that one of his duties as Council Chair is to “Receive all communications and present them to the Council or a committee before which the subject matter is pending,” though that’s a bit different than giving a thumbs-up or thumbs-down on everything that reaches his desk.

In any case, White elaborated on his decision not to schedule a vote on Cochran’s minimum wage proposal at the Sept. 22, 2017 Maui County Council. “So, the reason the Chair didn’t post it is because I didn’t feel it was, it moved far enough along to address the majority of the concerns that were brought up in Committee,” White said, according to the minutes of that meeting. “And I felt we still had time so, I was not aware that the deadline was an absolute. So, that’s, you know, I apologize if there’s hurt feelings.”

Ultimately, White sort-of relented, and placed the minimum wage bill on Council’s Sept. 22, 2017 agenda, though by then it was moot as it had missed the deadline for submission in the county’s legislative package.

“The democratic process gives one person one vote,” Cochran said in a statement given to MauiTime. “If Councilmember White doesn’t support a piece of legislation, he has the ability to vote against it. But to subvert the process altogether and prevent a piece of legislation that could otherwise pass from getting a vote at all, by abusing his position as Council Chair, is a threat to the democratic process and a government by and for the people.” ■ editor@mauitime.com + @apignataro For more news articles, visit: mauitime.com/news

concert that left many saying: “Best concert ever.” The emotions ran high during the night, especially when beloved Willie K, who is battling cancer, was joined by Gretchen Rhodes on stage to sing a moving rendition of “Leather and Lace.”

“Thinking about ‘Leather and Lace’ brings tears to my eyes,” said concertgoer Billy Smith. “But it was the kids’ faces that the camera kept panning to that meant the most. That’s exactly what we were there for.”

Wait times at emergency rooms are notoriously long, and Danny Konieczny’s experience was no different on Mar. 6 at The Villages Hospital in The Villages, Florida. The Lady Lake resident, 61, was at home earlier in the day when a neighbor called 911 to report Konieczny was drunk and suicidal.

According to WOFL TV, first responders took him to the hospital, where he waited for two hours to see a doctor before getting exasperated and stealing an ambulance to drive home. Konieczny parked the ambulance in the driveway of the neighbor he thought had called the police about him, and when Lake County Sheriff’s investigators tracked him down, they found Konieczny curled up in the trunk of his own car in his garage. Konieczny was put on no-bond status because he is still on probation from a 2017 drunk driving charge.

Neldin Molina of Denver is dragging Hamburger Mary’s restaurant in Tampa, Florida, to court with a $1.5 million lawsuit alleging she was injured there by a drag queen’s breasts. According to WESH TV, Molina was visiting the restaurant in May 2015 with friends and family when a drag show began. Molina said drag queen Amanda D’Hod pointed at her and began to approach her, but Molina turned her back to signal she didn’t want to participate in the show. The suit, filed in early March, alleges that D’Hod then walked in front of Molina, grabbed her head and shook it, pounding it violently against the performer’s fake breasts. The complaint said Molina began to experience headaches and neck pain and later went to the emergency room at Memorial Hospital of Tampa. The lawsuit also notes the restaurant failed to notify patrons of possible danger from the drag show.

Environmentalists decry all the debris washing up on beaches around the world, but a discovery in January near Perth, Australia, has historians thrilled.

The Washington Post reported that Tonya Illman and a friend were walking along the beach when she spotted “a lovely old bottle.” Inside was a damp note, tied with string. “We took it home and dried it out ... and it was a printed form, in German, with very faint German handwriting on it,” she said. Experts at the Western Australia Museum have determined the note was 132 years old–24 years older than the previous record for a message in a bottle.

The note was dated June 12, 1886, from a ship named Paula. Further study revealed that a German Naval Observatory program was analyzing global ocean currents in the area between 1864 and 1933, and an entry in the Paula’s captain’s journal made note of the bottle being tossed overboard.

Thousands of other bottles were released into the sea as part of the program, and only 662 have been returned. The last one discovered was in January 1934.

Kayaker Sue Spector, 77, was out for a leisurely paddle on the Braden River in Florida with her husband and friends on Mar. 4 when someone remarked, “Oh look, there’s an otter.” No sooner had the words been spoken than the mammal with a playful reputation jumped onto Spector in her kayak and began clawing and scratching her arms, nose and ear.

“He wouldn’t let go and I kept screaming.

I kept beating him with a paddle,” Spector told FOX13 News. She later required stitches, antibiotics and rabies treatment.

It was the second otter attack in two days, and Florida Fish and Wildlife has now posted signs about the “aggressive otter” near the area.

Mar. 3 was a big day in Key West, Florida, as competitors sounded off in the 56th Annual Conch Shell Blowing Contest. For 70-yearold Mary Lou Smith of Panama City Beach, winning the women’s division was topped only by a marriage proposal (which she accepted with a hearty honk from her shell) from fellow competitor Rick Race, 73, also of Panama City Beach. The Guardian reports that the large shells were used in the 19th century by seafarers as signaling devices, and dozens of entrants show off their skills each year at Key West’s Oldest House Museum.

LEAST COMPETENT CRIMINAL On Mar. 12 in Northumberland, England, a car thief making a getaway in a Mini Cooper S discovered the small car was not small enough to navigate a narrow stone staircase in Carlisle Park. Northumbria police were called to the park around 11:30 p.m. where they found the car and its unnamed 31-year-old driver both wedged tightly between the staircase walls. Area residents speculated to Metro News that the driver might have been trying to re-enact a scene from the 1969 movie The Italian Job. “I’m sure the older Minis would have got down no problem,” said Chris Stoker.

WAIT WHAT An unnamed Russian woman stunned tourists and onlookers Mar. 10 when she walked into the Red Sea and, with the help of a doctor and her partner, gave birth.

From the balcony of her uncle’s apartment in Dahab, Egypt, Hadia Hosny El Said photographed the events, as the doctor carried the newborn and its father walked alongside with the still-attached placenta in a plastic bowl. After a few minutes, the mother emerged from the sea to join her family, including a toddler, on the beach.

El Said told The Daily Mail the doctor is Russian and specializes in water births. ■

Some are incredibly opulent, while others are just cramped kitchens with a few plastic tables out front. Finding a consistently great, hopefully affordable meal with all this dizzying variety can be difficult and time-consuming. For this year’s annual Food Issue, we decided to let a couple dozen notable individuals around Maui tell us where they like to go.

Their choices are literally all over the map (there’s an index at the end with contact information for every restaurant mentioned here), so if you can’t find a decent place on this list, it’s probably best that you stay home and cook your own meals. Enjoy!

My favorite three are A Saigon Cafe, Hali‘imaile General Store and Japengo. At Saigon Cafe, I love Jennifer Nguyen and the food she makes. I appreciate that she’s into good wine. It’s the one place I can order a glass of good cab with my green papaya salad! Hali‘imaile General Store has excellent food and exceptional service. I love it when the servers cut up my Napoleon sushi plate for me. That’s service! As for Japengo, three words: Spicy duck balls!

At Aria’s, the food is fantastic and the prices reasonable; and it’s a BYOB place, which is fantastic. Across the menu Saigon Cafe is fresh and fabulous, and the staff entertaining and efficient. Mala in Lahaina is another example of Mark Ellman’s genius. The cocktails are always first rate, the specials incredible and the Kobe Burger alone is to die for. My favorite entrees are the Bau Cho Sliders and the Kale/ Beet Salad at Aria’s, Sweet & Sour Pork and the Bahn Hoi (Vietnamese burritos) at Saigon Cafe and the Kobe Burger at Mala–and a signature Mai Tai.

I also change up with their best and crispest salads with extra tomatoes, veggie lasagna, Oriental chicken salad, ribs and chicken. Wednesday’s special is sweet & sour spare ribs and Friday’s special is teri salmon. I eat there two to three times a week! In Lahaina, Penne Pasta has da best spaghetti and meatballs, meat flatbread pizza and da best baked butternut squash in the world. My wife Nancy and I eat there at least twice a month. Nobu’s Pink Wagon by Lahaina Napa’s behind Pizza Hut has da best curry chicken plate lunch in the world for under $9 with rice, noodles, mac salad and green salad with miso dressing. I eat there every chance I get! It also has shoyu chicken, spaghetti and meatballs and other plate lunches but I only get the curry chicken.

The place has a very Midwest feel–Chicago comes to mind. For me, the double order of the calamari or the chicken wings at Happy Hour prices “are you kiddin me’....” Although Ami Ami has now been around for a while, it still retains a very contemporary vibe, jazz and a very cool staff. Just the right things to accompany the Steak Frites or Medallions of Beef Tenderloin.

KENNETH “LEE” NORRIS Let’s start with breakfast. I’m not as big of a breakfast eater as I once was, so the Java Cafe is a great spot for a light European-style eatery. Argentinian family owned and staffed, it has a very friendly, personable and a rather hip atmosphere–right down to the various styles of house, deep lounge and jazz music which is always playing in the background. My favorite item is the stripped down waffle–just fresh blueberries and warm blueberry syrup (which I provide but they’re cool enough to let me store there). The switch up is called the Tuscan and it’s a panini and I love it. Happy Hour for me means Shearwater Tavern. It’s

NUKA has many things to offer, most of which are local and organic (including coconuts, of course). Bailey’s has really good local Maui beef, super good fried rice and a mean turmeric lemonade! Nuka has the best dry mein–it’s so good and affordable.

LAWRENCE CARNICELLI Government Affairs Director, Realtors Association of Maui My wife and my top three go-to spots to eat on Maui are Paia Fish Market (all three locations), Stopwatch in Makawao and Fred’s Mexican Cafe’ in Kihei. The thing that makes them appealing to us is the relaxed laid back atmosphere, convenience and price. Oh yah, and cold beer. I’m not a pretentious guy and not really a “foodie.” I’m more down home regular guy who likes good basic food at a reasonable price. Give me a good burger, burrito or fish and chips and I’m happy.

I have a few different favorites at each spot that we frequent. I don’t get the same thing every time but I do know what I like and what I don’t. I’ll usually rotate between four or five things on the menu. If you made me pick one thing I would say at Stopwatch I like their wings, at the Paia Fish Market I like the fish and chips and at Fred’s I like their margaritas… That’s lunch, right?

My favorite places to eat are Las Pinatas of Maui, I’m addicted to their hard shell tacos. They’re the only ones who use fresh tortillas, hot, juicy and packed with deliciousness. The Kitchen Sink burrito rocks. The Tiki Lounge has a great choice of food, I love sitting at the outdoor patio and appreciate all the servers. I usually order sliders and Mediterranean salad or Pizza, if I’m in the mood. Then of course Fat Daddy’s cause it just delicious, delicious, delicious.

Especially from the funny waiter–”Whoop There It Is!” Love their crispy calamari, fried spring rolls and pho. It’s a perfect combo! And at Sam Sato, I need a Drymin, fries with mustard/mayo and a small bag of Manju at least once a week. If not, my “Radio Voice” goes bad on me. True story.

DEAN WONG Executive Director, Imua Family Services First and foremost, I’m going to go with Star Noodle for several reasons. It’s the perfect blend of all my favorite Asian fusions in one spot. Two, it’s the way I and all modern foodies like to eat, which is a tapas-style of ordering multiple dishes so you can sample plenty–versus the old school appetizer, salad and entrée-style of eating. For me, it brings me back to dim sum growing up at Chinese family tablestyle eating. And three, the food is drop dead delicious. Next up is Roy’s. OMG, that warm sushi dragon roll on the apps menu is crazy to die for. I have to get one for me and one for my son–no sharing. I would also have to give major props to Milagro’s in Paia for such a fresh and bountiful take on Pacific-Mex food. The Black Bean Nachos are a constant craving of mine, the Ahi Burrito is out of this world and the portions are so generous, making it great value. If I could pick a fourth, I would call out Haili’imaike General Store. Its homey, Upcountry, laid back vibe with impeccable flavor and consistent quality is always dear to my heart.

The staff is friendly and the kids love to order off of the iPad. I like to order “family style” and have five or six plates of food on the table for everyone to share and Tiffany’s is perfect for this. My favorite has to be the sweet and sour pork. I know there’s a big debate on who has the best pizza but for me Jerseystyle pizza is king and Serpico’s wears the crown! Light sauce, fresh ingredients and crispy crust–Serpico’s is real deal pizza.

Musician A perfect day of grinding in Maui would start with the sunrise and chicken and waffles at Down the Hatch in Lahaina. I would wash that down with a carafe of mimosa or a margarita shave ice. For lunch, I would make my way to Cafe Mambo in Paia for the crispy duck burger. It’s a quaint little cafe with a premium view of all the action on Baldwin Avenue. For a tasty/ healthy snack, I would take a two-minute walk to Paia Bowls for an açaí bowl with fresh fruit, granola, coco shavings and goji berries. Finally for dinner, I would take Baldwin to my neck of the woods in Makawao to the Stopwatch. I would start with homemade jalapeno poppers and hot wings with blue cheese. For my main course, I would devour the French dip and crispy golden fries.

'Pacific Rim Uprising' Attack of the giant robot scrap pile ★★★★★ Rated PG-13 / 111 Min.

ollowing the events of Pacific Rim, Guillermo Del Toro’s charmless, bloated 2013 film, the world has been rid of the gigantic Kaiju monsters and the massive Jaeger robots are no longer needed.

At least, that’s how it is for a few minutes of Pacific Rim: Uprising, in which John Boyega stars as the son of Idris Elba’s character from the original. Boyega’s Jake Pentecost leads a team of new Jaeger operators to battle competing Jaegers and take on even more Kaiju.

Boyega’s enthusiasm and charisma is the best thing about this movie. He has yet to truly shine in the new Star Wars trilogy, was badly misused in The Circle and was the sole standout in Kathryn Bigelow’s botched Detroit. As this film’s star and co-producer, Boyega clearly intended to shape this as a proper vehicle to showcase his talents. He hasn’t been this lively and commanding since his breakthrough turn in Attack the Block.

Unfortunately, in a situation similar to Alicia Vikander in Tomb Raider, Boyega gives his all to a movie that doesn’t deserve him at all.

Pacific Rim is Del Toro’s worst movie but it at least it earnestly paid tribute to classic TOHO monster movies. The sequel feels like the worst parts of Michael Bay’s Transformers series have been saved from the scrap pile and welded together. While Del Toro coproduced, the sequel marks the unfortunate directorial debut of Stephen S. DeKnight, who will hopefully survive this experience and make better movies in the future.

Both this and the original rely on the concept of “drift compatibility,” in which the operator (or puppeteer) of the giant Jaeger robot must meld their consciousness with

both their co-pilot and the machine itself. It was an asinine concept in the first movie and comes across even more so this time. At one point, the exterior of a Jaeger is scraped and Jake cries out in pain. Can you imagine the Millennium Falcon yelling “Ouch!” every time it gets dinged by a meteorite? What if your co-pilot has been downing Redbull and listening to Radiohead for more than an hour? Wouldn’t that (and hundreds of other factors) hinder their performance ability?

Then there’s the manner of operating the Jaegers, which resembles a Zumba workout performed on a Dance Dance Revolution stage. Look to Voltron, Robotech or even the cheap B-movie Robot Jox for examples of how to do the giant robot concept right.

Boyega is, in every way, a major improvement over Charlie Hunnam, the star of the original, whose comatose performances in ev-

ery movie he appears in make me wonder just how good he really was on Sons of Anarchy.

If only Boyega weren’t dealing with reheated narrative leftovers from far better movies. In every way, the severely underrated Ender’s Game (which also depicted children in a sci-fi military setting) and Battleship (a self-parody that managed to be wow-inducing and alltoo-aware of how silly it was) did this better.

Although Boyega is up to the task of taking over Elba’s considerable absence, Pacific Rim: Uprising unwisely brought back the mad scientists from the original, played Charlie Day and Burn Gorman, who give hideously annoying performances. Scott Eastwood once again looks silly offering his talents to a franchise that doesn’t need him (ditto Oscar nominee Rinko Kikuchi).

A Japan-set finale will put smiles on TOHO fans with its familiar imagery, though

it only demonstrates how Gareth Edwards’ 2014, looking-better-all-the-time Godzilla is a superior throwback. This pointlessly colorful, over-plotted and soulless sequel has the size of the original and is an equally big crock. If Del Toro’s film tried to entice the kid in all of us, then DeKnight’s follow-up is kid’s stuff in the worst way. Amazingly, last year’s Power Rangers reboot was actually more insightful, character-driven and impressive than this (to quote the Wizard of Oz) ”clinking, clanking, clattering collection of caliginous junk.”

The dialogue is not only terrible but self-loathing: At one point, someone onscreen whines, “Giant Robots, again?” But my favorite quotable comes from Boyega himself who, late in the film, says, “That was supposed to be epic, and it wasn’t.” I couldn’t agree more. ■

Try the “do as I say, not as I do” philosophy, and you’ll be screwed and helpless until you fix it. Keep your actions and words perfectly consistent with one another, however, and there’s virtually nothing you can’t accomplish.

TAURUS (APRIL 20-MAY 20) A humble microorganism called toxoplasma gondii (which we catch from cats) may be changing our entire race. It messes with our moods (making women friendlier and men more paranoid and neurotic (bad news for lonely cat ladies)). Would-be mothers infected with the parasite are also twice as likely to give birth to boys than they would be otherwise. If you’re tired of Bullishly banging your head against a wall in order to create change, maybe you should take your inspiration from this microscopic animal, and slip between the cracks of the wall, instead of trying to knock it down. Most people won’t even notice, then, when you totally rearrange their world.

GEMINI (MAY 21-JUNE 20) I have high hopes for you, Gemini. I’m not talking about how you’re going to save the world (though feel free to do that, too, if you have the time and can figure out how). My expectations have more to do with how you’re going to rock post-April Fool’s Day pranks. It’s easy to get away with some mischief on April 1. A more worthy challenge is treating all of April as your mischief month. You’ve pulled off some seriously good pranks in past years, but this year I’m hoping you’ll outdo yourself, if you can. You’ve a couple friends who could really use serious distractions from some of the other shit going down in their lives. One of your carefully planned silly stunts would be just the thing.

CANCER (JUNE 21-JULY 22) You can push the gas pedal to the floor all you want, but you’re not going to go very fast unless you also shift gears. You’ll just wear out your engine trying to hit the highway while stuck in second gear. You’re not renowned for flexibility, but this is a week where you’ll need to dig deep and find some. You’ll have plenty of fuel in your tank; it’s just a matter of making the mental shift required for you to make good use of it. How can you do that? It’s simple. The first step is taking your foot off the brakes. After that it’s all about not crashing into anything–which will be far easier than you imagined.

LEO (JULY 23-AUG. 22) I don’t know if I’ve become more like my dog or if he gets it from me, but neither of us is particularly socially needy (or perhaps we fulfill most of each other’s social needs). He’s perfectly happy when someone decides to come over and pet him; he’ll roll obligingly onto his back in hopes of a good belly rub. But he’s not especially inclined to go asking for it. I mention it because this week is a good one to address any lingering vestiges of emotional neediness you might still have, and come at least a little closer to a place of being happy with whatever attention is already coming your way.

VIRGO (AUG. 23-SEPT. 22) What you’re doing is aiming at too many birds in too many different trees. For someone who likes to accomplish a lot, you’re not being especially efficient about it. You spend half your time commuting between your different “hunting grounds,” when you could choose just a few where you’d be more likely to hit several fowl per thrown stone. This is a good week to fix that, if you want. You’ll be amazed at how much of a difference you can make by dropping one or two activities (in favor of a couple better-suited ones) and subtly rearranging your schedule. Try it for a week; if you’re not bringing down twice as many metaphorical birds with the same number of stones, I’ll be greatly surprised.

LIBRA (SEPT. 23-OCT. 22) Libra is the sign of partnership, so I would imagine your thoughts and actions this week might in some way pertain to that topic. You haven’t been especially good at partnership in the past; it’s always a balancing act between any two people, but you have to admit many of your relationships have been rife with inequity of one sort or another. You may never be your partner’s best friend as well as their lover, but this week, if you’re open-minded and creative, you might move a few steps closer to true equality.

A developer refused to meet the price they asked for their house, so they refused to sell it, forcing the developer to take drastic measures, digging around the property, until their home was perched on a tiny island with a thirty-foot drop on all sides. Just like those brave (or greedy, depending on who you ask) people, you’ve stuck to your guns; you’re also similarly isolated as a result. They might stubbornly live in those ridiculous and stressful circumstances until the end of the world, but doing something like that would ultimately make you miserable. You can’t win every battle, and the price of this one is too high, anyway.
