GOVERNOR SIGNS PREGNANCY CENTER PROTECTION BILL

COMMUNITY GROUPS REDUCE MAKENA RESORT DEVELOPMENT For too long, the future of Makena has been a giant unknown for Maui. The threat of development has loomed large, and the Maui Planning Commission’s vote in March to accept a “No Significant Impact” finding on ATC Makena Holdings’ plans for the South Maui region scared a lot of people. So much so that a coalition of three community groups filed suit in Maui’s Environmental Court in May to get that vote invalidated.

But on July 11, things suddenly got brighter.

That’s because those community groups– Ho‘oponopono O Makena, Sierra Club Hawaii’s Maui group and Maui Tomorrow Foundation (all represented by attorney Lance Collins)–negotiated a settlement agreement with the developer. That afternoon, the Maui Planning Commission voted 6-0 to approve the Special Management Area (SMA) use permit for the project, which now includes the conditions outlined in the settlement agreement.

“This settlement is a win-win because it protects the environment and cultural sites of

We have asked that first priority for these homes be given to families with historical ties to the Makena area, giving kama‘aina a chance to return to the land.”

Referred to as a “158-unit mixed use community” in the Planning Commission’s July 11 agenda, ATC Makena Holdings’ proposal called for “88 multi-family units (including 4 affordable rental units), 20 single-family cottages, 26 single-family custom lots, 10 transient vacation rental units, 14 condominium units, approximately 27,300 sq. ft. of commercial space” and various other infrastructure improvements. The reduced project will now have 134 units, said Maui Tomorrow Foundation Executive Director Albert Perez.

The joint news release outlines how the settlement agreement lessens the impact of the Makena development: “The agreement includes reducing density throughout the entire Makena resort lands as well as makai parcels, preservation of on-street public beach parking around Makena Landing, affordable housing within the Makena area, protection of cultural sites and historic mauka-makai trails, an independent cultural manager and the

And now for some good news for anyone who values women’s health. Earlier this week Hawaii Governor David Ige signed SB 501 into law. Now known as the Act 200, the new law now requires so-called “limited service pregnancy centers (LSPCs)” to offer complete information about reproductive health services to any women who come in seeking help.

Though they seem to look like standard reproductive health centers like Planned Parenthood, LSPCs (such as Malama Pregnancy Center of Maui in Wailuku, pictured above) are actually a creation of abortion opponents–women who walk in their door seeking guidance and assistance on reproductive health instead get an earful of antiabortion rhetoric.

“We are thrilled that these protections are now the law of the state,” said Laurie Field, Hawaii Public Affairs Manager at Planned Parenthood Votes Northwest and Hawaii (PPVNH), which pushed hard for SB 501.

“Women who enter LSPCs are walking into a trap. Thankfully, our elected officials recognized this and, in passing this law, ensured that everyone has access to accurate and private information about their bodies and their health care.”

According to the Act 200 text, the law “Requires all limited service pregnancy centers to disclose the availability of and enrollment information for reproductive health services” and “Establishes privacy and disclosure requirements for individual records and information.”

The new law also contains enforcement provisions and penalties.

“Now, limited service pregnancy centers (LSPCs) in Hawaii must protect the privacy of health care information, ensure notification for consumers that publicly-funded family plan-

ning services are available through the state, and provide them with immediate pregnancy test results,” stated a separate July 13 PPVNH email to supporters.

“LSPCs include antiabortion organizations that promote themselves as health care providers and offer free pregnancy tests and ultrasounds but do not follow health care and privacy regulations.”

Joy Wright, the executive director of Malama Pregnancy Center of Maui, declined to comment for this story, citing pending litigation.

Earlier this year, she submitted testimony in opposition to SB 501. “Pregnancy centers do not charge for their services and clearly relay that they do not perform or refer clients for abortions,” Wright said in her written testimony. “Thus, the client is not mislead regarding services offered. Many pregnancy centers including the Malama Pregnancy Center of Maui are transitioning to operating under a state licensed Medical Doctor with a licensed nurse on staff. Pregnancy centers are nonprofit life-affirming faith based ministries that care about women holistically, the preborn, men, and the family unit.”

As it turned out, SB 501 passed easily through the Hawaii Legislature (in fact, all three of Maui’s state Senators–Roz Baker, J. Kalani English and Gil Keith-Agaran–were listed as introducers for the bill). This is in marked contrast to the U.S. Congress, which is hell-bent on defunding organizations like Planned Parenthood.

“While the U.S. Senate continues to fight over unpopular health care legislation with devastating consequences, Hawaii is forging ahead to ensure all women have access to accurate, comprehensive reproductive health care information,” said Field.

establishment and perpetual funding of a community benefit fund, among other provisions.”

The result, according to representatives of the three groups, is a new optimism concerning Makena.

“Our history of fighting for this special place goes back almost 40 years,” said Perez in the news release. “The first success of this effort was the creation of Makena State Park at Oneloa (Big Beach). Now the future of Makena, which has been unclear for decades, has a measure of certainty. As a community, we will need to remain vigilant, but this is a start.”

In a phone call a few minutes after the vote, activist and former Planning Commissioner Dick Mayer, who has spent the last six years monitoring the Makena development project, agreed. “It’s a major, major change in how things have been done in the past,” he said. ■ editor@mauitime.com + @apignataro For more news articles, visit: mauitime.com/news

UH SEA GRANT GETS NEW FEDERAL MONEY

HAWAII’S COASTAL ZONE MANAGEMENT GETS SOME, TOO Speaking of federal funding, U.S. Senator Brian Schatz announced on July 17 that the National Oceanic and Atmospheric Administration will award $3,247,000 to coastal management programs in Hawaii.

“This funding reflects NOAA’s commitment to local management of our coastal lands,” said Schatz. “From the Paepae o He‘eia fishpond and Kako‘o ‘Oiwi taro lo‘i, to forecasting destructive king tides and coastal flooding, the funding from NOAA will keep our homes safe, our businesses profitable, and our beaches beautiful.”

Of the funding announced today, $2,247,000 is being awarded under NOAA’s National Coastal Zone Management Program to Hawaii’s federally approved coastal management program.

More than $2 million dollars in grant monies to various local organizations have been issued by the Mayor’s Office of Economic Development in the second half of fiscal year 2017, the Mayor’s office announced on July 14.

“These economic development grants are a vital way that our tax dollars help create jobs and sustain our local economy,” said Mayor Alan Arakawa. “Funds have helped preserve our environment and open space, support our small businesses, and share our host culture with

University of Hawaii’s Sea Grant College Program will receive more than $1 million in federal funding to support ongoing coastal and marine research, extension and outreach projects in Hawaii. On July 7, Senator Mazie K. Hirono announced the program which will be administered by the National Oceanic and Atmospheric Administration (NOAA); the Sea Grant College Program operates through partnerships between NOAA and university-based systems in 33 coastal states throughout the U.S. “As an island state, Hawaii’s livelihood is reliant on the health and resilience of our coastal and marine ecosystems,” Hirono said. “Research and conservation efforts conducted by Hawaii Sea Grant play a critical role in addressing ongoing and future coastal and marine resource issues facing our state. I remain committed to protecting core research and extension programs, like Sea Grant, from the harmful budget cuts proposed by the Trump Administration.”

Eliminating the Sea Grant program would impact the University of Hawaii and the other 32 coastal universities; earlier this year, in response to the Trump Administration’s effort to eliminate the Sea Grant program, Senator Hirono led a bipartisan letter pushing back and explaining how deep cuts to NOAA would disproportionately hurt Hawaii and other coastal states.

Hirono also advocated to her Senate colleagues about the benefits of Sea Grant, and her successful advocacy helped to ensure the Trump cuts were rejected and that funding for Sea Grant was included in the recently enacted federal budget law that provides funding through September 30, 2017.

“Federal funding is critical to Sea Grant's federal-state partnership in connecting the university enterprise to community needs,” said Dr. Darren Lerner, Director of the University of Hawaii Sea Grant

College Program. “Without the historic and continuing support of Senator Hirono and the Hawaii delegation, our ability to magnify our federal funding 2-4 times its original value, to provide research, education and outreach in service to the people of Hawaii and the Pacific, would be lost.”

In 2015, Hawaii Sea Grant activities resulted in the restoration of 426 acres of coastal habitat, the use of ecosystem-based approaches by 130 resources managers, 37 communities implementing sustainable development practices and policies, and 70 trainings to improve coastal community resilience. Hawaii Sea Grant created or sustained 46 jobs, leveraged $4 million, educated over 140,000 K-12 students, and supported over 70 undergraduate and graduate students combined.

Part of a continuing grant funding award, the program received an additional $1 million in January.

The University of Hawaii will be receiving $500,000 through NOAA’s Coastal Resilience Grants Program for its Pacific Islands Ocean Observing System to develop new information and real-time tools for forecasting tidal and high-surf flooding, such as king tides and storm surge.

The Nature Conservancy will be receiving $500,000 from NOAA’s Coastal Resilience Grants Program to restore seven acres of estuarine fishpond habitat and promote community resilience on Hawaii Island.

Hawaii Farm Bureau Federation received $305,000 for the promotion of Maui's agricultural sector. the funds will help Maui's farmers and ranchers to remain competitive, providing marketing and promotional campaigns, educational workshops, and professional development programs to help strengthen agriculture in Maui County.

University of Hawaii’s Coqui Frog Eradication Project received $300,000 for operations of coqui frog control around the Maliko Gulch area.

Additional grantees include University of Hawaii ($72,100) for Hawaii Business Research Library; Friends of Old Maui High School ($65,000) for Campus Maintenance and Preservation; Maui Community Theater ($53,045) for restoration of the Iao Theater; Maui Economic Development Board ($45,000) for the Maui High School Automotive Program; and Tri-Isle Resource Conservation & Development Council ($37,500) for Lanai Building Strength Project, which is designed to strengthen the Lanai Chamber organization, economically promote business activities and produce the Lanai Fifth Friday Town Party.

In other grants, Na Mamo O Muolea received a $5,000 grant to partially fund the eighth annual Hana Limu Festival; funding will also go toward ongoing invasive plant removal, campsite improvements and trail maintenance at Muolea Point. And the Nisei Veterans Memorial Center was also granted $5,000 for its Purple Heart Battalion exhibit.

THE CONTINUING CRISIS Japan is in constant conflict over whether to become more militarily robust (concerned increasingly with North Korea) even though its constitution requires a low profile (only "self-defense").

When the country's defense minister recently suggested placing females into combat roles, constitutional law professor Shigeaki Iijima strongly objected, initiating the possibility that Japan's enemies might have bombs capable of blowing women's uniforms off, exposing their bodies. FINE POINTS OF THE LAW Convicted murderer John Modie, 59, remains locked up (on an 18-to-life sentence), but his several-hours-long 2016 escape attempt from Hocking (Ohio) Correctional Institution wound up unpunishable–because of a "technicality."

In May 2017, the judge, lamenting the inflexible law, found Modie not guilty of the escape because prosecutors had, despite numerous opportunities, failed to identify the county in which Hocking Correctional Institution is located and thus did not "prove" that element of the crime (i.e., that the court in Logan, Ohio, had jurisdiction of the case). Note to prosecutors: The county was Hocking.

GOVERNOR SIGNS PREGNANCY CENTER PROTECTION BILL

COMMUNITY GROUPS REDUCE MAKENA RESORT DEVELOPMENT For too long, the future of Makena has been a giant unknown for Maui. The threat of development has loomed large, and the Maui Planning Commission’s vote in March to accept a “No Significant Impact” finding on ATC Makena Holdings’ plans for the South Maui region scared a lot of people. So much so that a coalition of three community groups filed suit in Maui’s Environmental Court in May to get that vote invalidated.

But on July 11, things suddenly got brighter.

That’s because those community groups– Ho‘oponopono O Makena, Sierra Club Hawaii’s Maui group and Maui Tomorrow Foundation (all represented by attorney Lance Collins)–negotiated a settlement agreement with the developer. That afternoon, the Maui Planning Commission voted 6-0 to approve the Special Management Area (SMA) use permit for the project, which now includes the conditions outlined in the settlement agreement.

“This settlement is a win-win because it protects the environment and cultural sites of

able in perpetuity and priced at or below median income levels, being built on Makena resort land.

We have asked that first priority for these homes be given to families with historical ties to the Makena area, giving kama‘aina a chance to return to the land.”

Referred to as a “158-unit mixed use community” in the Planning Commission’s July 11 agenda, ATC Makena Holdings’ proposal called for “88 multi-family units (including 4 affordable rental units), 20 single-family cottages, 26 single-family custom lots, 10 transient vacation rental units, 14 condominium units, approximately 27,300 sq. ft. of commercial space” and various other infrastructure improvements. The reduced project will now have 134 units, said Maui Tomorrow Foundation Executive Director Albert Perez.

The joint news release outlines how the settlement agreement lessens the impact of the Makena development: “The agreement includes reducing density throughout the entire Makena resort lands as well as makai parcels, preservation of on-street public beach parking around Makena Landing, affordable housing within the Makena area, protection of cultural sites and historic mauka-makai trails, an independent cultural manager and the

And now for some good news for anyone who values women’s health. Earlier this week Hawaii Governor David Ige signed SB 501 into law. Now known as the Act 200, the new law now requires so-called “limited service pregnancy centers (LSPCs)” to offer complete information about reproductive health services to any women who come in seeking help.

Though they seem to look like standard reproductive health centers like Planned Parenthood, LSPCs (such as Malama Pregnancy Center of Maui in Wailuku, pictured above) are actually a creation of abortion opponents–women who walk in their door seeking guidance and assistance on reproductive health instead get an earful of antiabortion rhetoric.

“We are thrilled that these protections are now the law of the state,” said Laurie Field, Hawaii Public Affairs Manager at Planned Parenthood Votes Northwest and Hawaii (PPVNH), which pushed hard for SB 501.

“Women who enter LSPCs are walking into a trap. Thankfully, our elected officials recognized this and, in passing this law, ensured that everyone has access to accurate and private information about their bodies and their health care.”

According to the Act 200 text, the law “Requires all limited service pregnancy centers to disclose the availability of and enrollment information for reproductive health services” and “Establishes privacy and disclosure requirements for individual records and information.”

The new law also contains enforcement provisions and penalties.

“Now, limited service pregnancy centers (LSPCs) in Hawaii must protect the privacy of health care information, ensure notification for consumers that publicly-funded family plan-

ning services are available through the state, and provide them with immediate pregnancy test results,” stated a separate July 13 PPVNH email to supporters.

“LSPCs include antiabortion organizations that promote themselves as health care providers and offer free pregnancy tests and ultrasounds but do not follow health care and privacy regulations.”

Joy Wright, the executive director of Malama Pregnancy Center of Maui, declined to comment for this story, citing pending litigation.

Earlier this year, she submitted testimony in opposition to SB 501. “Pregnancy centers do not charge for their services and clearly relay that they do not perform or refer clients for abortions,” Wright said in her written testimony. “Thus, the client is not mislead regarding services offered. Many pregnancy centers including the Malama Pregnancy Center of Maui are transitioning to operating under a state licensed Medical Doctor with a licensed nurse on staff. Pregnancy centers are nonprofit life-affirming faith based ministries that care about women holistically, the preborn, men, and the family unit.”

As it turned out, SB 501 passed easily through the Hawaii Legislature (in fact, all three of Maui’s state Senators–Roz Baker, J. Kalani English and Gil Keith-Agaran–were listed as introducers for the bill). This is in marked contrast to the U.S. Congress, which is hell-bent on defunding organizations like Planned Parenthood.

“While the U.S. Senate continues to fight over unpopular health care legislation with devastating consequences, Hawaii is forging ahead to ensure all women have access to accurate, comprehensive reproductive health care information,” said Field.

The result, according to representatives of the three groups, is a new optimism concerning Makena.

“Our history of fighting for this special place goes back almost 40 years,” said Perez in the news release. “The first success of this effort was the creation of Makena State Park at Oneloa (Big Beach). Now the future of Makena, which has been unclear for decades, has a measure of certainty. As a community, we will need to remain vigilant, but this is a start.”

HAWAII’S COASTAL ZONE MANAGEMENT GETS SOME, TOO Speaking of federal funding, U.S. Senator Brian Schatz announced on July 17 that the National Oceanic and Atmospheric Administration will award $3,247,000 to coastal management programs in Hawaii.

“This funding reflects NOAA’s commitment to local management of our coastal lands,” said Schatz. “From the Paepae o He‘eia fishpond and Kako‘o ‘Oiwi taro lo‘i, to forecasting destructive king tides and coastal flooding, the funding from NOAA will keep our homes safe, our businesses profitable, and our beaches beautiful.”

Of the funding announced today, $2,247,000 is being awarded under NOAA’s National Coastal Zone Management Program to Hawaii’s federally approved coastal management program.

University of Hawaii’s Sea Grant College Program will receive more than $1 million in federal funding to support ongoing coastal and marine research, extension and outreach projects in Hawaii. On July 7, Senator Mazie K. Hirono announced the program which will be administered by the National Oceanic and Atmospheric Administration (NOAA); the Sea Grant College Program operates through partnerships between NOAA and university-based systems in 33 coastal states throughout the U.S. “As an island state, Hawaii’s livelihood is reliant on the health and resilience of our coastal and marine ecosystems,” Hirono said. “Research and conservation efforts conducted by Hawaii Sea Grant play a critical role in addressing ongoing and future coastal and marine resource issues facing our state. I remain committed to protecting core research and extension programs, like Sea Grant, from the harmful budget cuts proposed by the Trump Administration.”

Eliminating the Sea Grant program would impact the University of Hawaii and the other 32 coastal universities; earlier this year, in response to the Trump Administration’s effort to eliminate the Sea Grant program, Senator Hirono led a bipartisan letter pushing back and explaining how deep cuts to NOAA would disproportionately hurt Hawaii and other coastal states.

Hirono also advocated to her Senate colleagues about the benefits of Sea Grant, and her successful advocacy helped to ensure the Trump cuts were rejected and that funding for Sea Grant was included in the recently enacted federal budget law that provides funding through September 30, 2017.

“Federal funding is critical to Sea Grant's federal-state partnership in connecting the university enterprise to community needs,” said Dr. Darren Lerner, Director of the University of Hawaii Sea Grant

College Program. “Without the historic and continuing support of Senator Hirono and the Hawaii delegation, our ability to magnify our federal funding 2-4 times its original value, to provide research, education and outreach in service to the people of Hawaii and the Pacific, would be lost.”

In 2015, Hawaii Sea Grant activities resulted in the restoration of 426 acres of coastal habitat, the use of ecosystem-based approaches by 130 resources managers, 37 communities implementing sustainable development practices and policies, and 70 trainings to improve coastal community resilience. Hawaii Sea Grant created or sustained 46 jobs, leveraged $4 million, educated over 140,000 K-12 students, and supported over 70 undergraduate and graduate students combined.

Part of a continuing grant funding award, the program received an additional $1 million in January.

University of Hawaii’s Coqui Frog Eradication Project received $300,000 for operations of coqui frog control around the Maliko Gulch area.

Additional grantees include University of Hawaii ($72,100) for Hawaii Business Research Library; Friends of Old Maui High School ($65,000) for Campus Maintenance and Preservation; Maui Community Theater ($53,045) for restoration of the Iao Theater; Maui Economic Development Board ($45,000) for the Maui High School Automotive Program; and Tri-Isle Resource Conservation & Development Council ($37,500) for Lanai Building Strength Project, which is designed to strengthen the Lanai Chamber organization, economically promote business activities and produce the Lanai Fifth Friday Town Party.

In other grants, Na Mamo O Muolea received a $5,000 grant to partially fund the eighth annual Hana Limu Festival; funding will also go toward ongoing invasive plant removal, campsite improvements and trail maintenance at Muolea Point. And the Nisei Veterans Memorial Center was also granted $5,000 for its Purple Heart Battalion exhibit.

h brah, my wife and I took a walk from the Kihei boat dock south and left our sandals on the grass lawn of the condos to walk barefoot for a while. When we got back my sandals were gone. Really? You like used slippers? Hope you needed them more than me.

very day I can hear you and your wife from my condo’s bedroom window yelling at your kids and what sounds like smacking them as well, judging from their wailing. You’re always telling your cute little daughters–who aren’t even old enough to go to school–are always being told to “F-ing come here NOW,” “Shut the F up” and more. I’ve called the cops and CPS on you but that didn’t seem to do much. When you leave the house before 7am, yelling all the way to the car, are you aware that all your neighbors can hear you yelling at your kids? I will not mind my own business while you abuse your kids, and by the way, you’re raising them to be exactly like you: angry and abusive.

’m an old lady who moved to Maui from the mainland a couple of years ago. A couple of weeks ago I was snorkeling at Kapalua Bay . I thought the bay was a marine preserve, like Honolua. One day recently I saw a man with a bag and a stick, and thought he was spearfishing. I swam up to him and saw that it was an octopus picking stick. I asked him if it was okay for him to do that, and he said, yes, it was permitted. He was obviously a really sweet guy. As for me, I would say my tone was accusatory and not particularly nice. I called the Department of Land and Natural Resources, and sure enough, you can fish and take tako at Kapalua Bay! As for me, I apologize and will refrain from sticking my nose into other peoples’ business.

thought there was some sort of odd festival on a Wednesday afternoon as the horn sound became louder. We were sitting in the sunlight at a local drinking place on South Kihei Road when the horn was stopped at the light in front of us. For the whole light cycle, you kept it up–repeatedly blowing your red pickup truck horn. You were obviously pissed at the older couple in the rental car in front of you, but that meant nothing to you. You had a horn! And we have ears. Those two make bad friends. Someday the older people will be having a nice day and–perhaps–you will have that horn removed from your butt.

This story is about marching for freedom, sacrificing for family and breaking stereotypes and inequality in society. In war-ravaged China during the Han dynasty, every family must send a male to war against the invading Huns. For the Fa family, this is a death sentence for Mulan’s father, who already has war injuries and no male heir. What's worse, Fa Mulan fails at impressing the omnipotent matchmaker in a patriarchal society that only values the female for marriage.

So Mulan decides to impersonate a man and represent her family in war, even though women are strictly forbidden in the Han army.

Will she win her military mates over with her cleverness, or just piss them off? With help from her dragon sidekick Mushu, ghostly ancestors, a frisky cricket and fireworks, Mulan brings honor

The next show is the result of Maui Onstage’s addition of a keiki summer theater program this year. Their 27 performers, ranging in age from seven to 14, will bring the story of Willy Wonka to life in the Iao Theatre with Alexis Dascoulias directing. Roald Dahl’s tale of an intense and outlandish candy maker on a secret search for a protege is a family favorite that highlights the powers of honesty, gratitude and unpretentiousness.

The villains in the story are spoiled kids who think the world is owed to them, while Wonka teases out their dastardly dispositions in a tour of his factory. As each falls into their own personality traps, Charlie–a kid of modest means who earned a golden ticket fair and square–stands alone. In the end, compassion and humility wins the day.

The last show, Disney’s Mulan Jr., was inspired by an ancient fable. It will be performed by the Maui Academy of Performing Arts (MAPA) youth summer musical theater program. hildren’s theater shows aren't just for moms and grandmas. In fact, you should respect the richness and variety of stories our keiki will be performing this week. This summer, Maui's young thespians have put their hearts and souls into Beauty and the Beast Jr., Willy Wonka Kids and Mulan Jr. Beauty and the Beast Jr. is a production by Theatre Theatre Maui (TTM) in West Maui. It comes to life in song this Thursday under the direction of Kristi Scott. TTM will be celebrating its 25th year of nurturing the arts with a full spectrum of hands-on theater experience.

More than a Disney princess story, this tale is about finding friendship in adversity and standing up against bullies. Belle is an outcast, ostracized in her town for being smart, loving books and having an eccentric inventor single parent father. The town bully, Gaston, has set his sights on her, and what's worse is that he's rallied a mob. The beast is just your usual angry egocentric young man stuck in his emotions. When the three come together, with talking and dancing utensils and furniture, goodness prevails.

These tales all hold multiple lessons for our keiki, and it's really fun to see how they adapt them to costumes and music. The kids all put their own modern sensibilities on these stories, and they turn out phenomenal chicken-skin experiences for any theater-goer. The tickets are also affordable, and the props, costumes and makeup are top-notch.

Theatrical storytelling is part of our history–a throwback to a time way before YouTube and Snapchat dominated pop culture. Watching these young actors dedicate a summer to this old but still vibrant art–and do it so well–is heartwarming. ■

Apepocalypse Now ‘War for the Planet of the Apes’ is a great sci-fi western ★★★★★ Rated PG13 / 140 min.

T

oo many movies released this summer are best described as being almost-good, which is hardly enough to get excited about. On the other hand, while Matt Reeves' War for the Planet of the Apes overreaches in the final stretch, it comes this-close to being a masterpiece.

The third in a trilogy that started with Rupert Wyatt's excellent Rise of the Planet of the Apes (2011) and Reeves staggering, if overwhelmingly bleak, Dawn of the Planet of the Apes (2014), the latest and presumably last is easily the best of the bunch.

Earth is dominated by intelligent apes and mankind is mostly wiped out from a virus. The towering leader ape, Caesar (embodied by a motion-captured Andy Serkis) wants to be left alone in his forest hideout, though human soldiers are constantly hunting and killing his fellow apes.

Caesar's fateful encounter with the cold, crazy Colonel (Woody Harrelson in a typically great, chilling performance) sends him on a mission of vengeance. Along the way, he discovers the state of mankind and the Colonel's methods of controlling those damn dirty apes.

Reeves finds a perfect balance in tone, allowing the rich emotion of Rise and the dread of Dawn to coexist in a neo-western with horseback riding, gun-toting apes.

This is the tough sci-fi western that Logan wanted to be and couldn't quite pull off.

Once the third act reveals itself to be set

in one location and focused on the world of Harrelson's Colonel, the momentum halts and things get very heavy-handed.

I won't describe the visuals but there are unspoken, obvious references to World War II internment camps. As though that weren't enough, the Colonel gives a lengthy speech with an on-the-nose biblical reference and explains how the apes are "building a wall." I kept waiting for him to add, "...it's gonna be a great wall, a tremendous wall and the apes are gonna pay for it!" He doesn't, in a rare example of restraint.

Reeves and his co-screenwriter Mark Bomback craft a great story with complex, endearing characters but should have trusted the audience to get all the political and social references without their constant nudging. Even the great Rod Serling, who famously concocted the legendary ending of the 1968 Planet of the Apes, knew how to fashion a great allegory without overdoing the talking points.

If the idea was to align this final entry with the original Planet of the Apes series, then something is off. While the concluding scenes are satisfying from a narrative standpoint, they don't allow for the kind of closure and introductory notes that create an easy transition from this to the Charlton Heston-starring 1968 original.

Perhaps one more Apes prequel would do the trick (and if this one is a blockbuster, then another prequel is all but guaranteed).

As in the prior entries, the visual effects are so good, you'll forget quickly that you're looking at actors whose faces and bodies are covered by CGI magic. The scenes set in the apes' habitat are once

again spellbinding, as are the close-ups; I always believed I was watching intelligent, evolved talking apes.

While Dawn had an ensemble of human characters I didn't care about (and can hardly remember three years later), the emphasis in War is wisely fixed on the ape's perspective. Although the screenplay's ambitions aren't fully met in the end, the level of achievement in a filmmaking and visual effects is off the charts.

War For the Planet of the Apes eventually becomes as subtle as a political cartoon, but there are powerful, vivid scenes throughout. In addition to Serkis' hypnotic Caesar, another great simian performance is Steve Zahn's funny, dazzling turn as "Bad Ape." But my favorite character is a soulful orangutan

named Maurice, played by Karin Konoval. Toby Kebbell reprises his terrifying Koba from the prior installment.

Two movies in, I still can't spot Judy Greer as Cornelia, though that's kind of the point: we don't see the actors underneath but become immersed in their characters and the world they inhabit.

While overstuffed on provocative material, Reeve's film basks in its grand storytelling and brilliant filmmaking.

There's a lot of life left in these apes and their troubling, decades-spanning cautionary tales. To end this properly, allow me to quote a line from Troy McClure's "Stop The Planet of the Apes, I Want to Get Off!" musical: "I hate every ape I see, from chimpan-A, to chimpanzee..." ■

Unfortunately, I think most people have a negative impact on the world at large; no one is pure evil, of course, but many people’s actions are generally making the world a worse and worse place to live. I believe we have the power to reverse that trend, but it won’t be easy. For everyone who chooses to improve the world, there are ten who don’t bother.

It will take every ounce of our conscious choice and commitment to counter that. Are you ready to give that little bit more, to pick up the slack for those who can’t be bothered? I hope so. If not you, then who?

Sometimes you may feel as if you’re in a submarine. Life feels like a billion trillion gallons of water pressing in on you from all sides, and only your will keeps it from crushing you completely. Still, every submarine needs to periodically surface, to refuel and restock supplies. You need to take a break from the crushing pressure. Even a day, a week, or a month might be time enough to check for cracks and change the air so you can properly breathe.

Take the time you need. You have no choice, anyway; if something breaks, there’s no way you can do repairs down there. Better to surface now before you drown.

GEMINI (MAY 21-JUNE 20)

Even wet wood will burn, if you’re patient and persistent enough. You might have to work very hard to get it to turn into a strong, warm blaze, but it’s absolutely possible. Is it worth it, though?
