y a vote of six to one, the Hawaii Land Use Commission (LUC) voted late on Dec. 7 to reject the Olowalu Town project’s Final Environmental Impact Statement (FEIS).

The vote on the decade-old proposal to add 1,500 homes and about 4,000 residents to tiny Olowalu came at the end of a marathon hearing at the Maui Arts & Cultural Center that lasted around 12 hours.

“It was quite an ordeal,” Albert Perez, the executive director of Maui Tomorrow, which has long opposed the project, told me. “I sat in the LUC hearing for 12 hours.

Well, if you count leaving for lunch, then it was 11 hours.”

For activist and Sierra Club Maui member Lucienne de Naie, who also attended, the vote was both welcome and somewhat surprising. “I’ve only seen three times when they turned down an EIS,” she said.

To be fair, much of earlier LUC hearings last month on the project were open to public testimony, but for the many dozens of people who wanted to speak out on the controversial project, sitting through a day of the developers’ witnesses–and subsequent questioning by LUC members–was grueling, Perez and De Naie said.

In any case, the LUC’s vote isn’t by itself the end of the Olowalu Town project.

Frampton and Ward can still appeal the ruling to the state Environmental Council (and possibly to the courts should that prove fruitless). De Naie said they could also withdraw their Final EIS and either revise it or do a supplemental EIS. NEW STATE REPORT HAS SURPRISING HOME SALE DATA FOR MAUI COUNTY Since January 2008, a solid 52 percent of homes sold in Maui County have been to buyers from either the Mainland or foreign nations, states a new report from the Hawaii Department of Business, Economic Development and Tourism (DBEDT).

According to the report, this trend appeared only in Maui County, with Honolulu, Hawaii and Kauai counties all showing at least 54.6 percent of their home sales during this period were to local residents. The report also states that home sales in the neighbor islands to mainlanders or foreign buyers made up a far greater percentage than those on Oahu.

“Of the homes sold statewide, 72.5 percent were sold to Hawaii residents, 23.5 percent sold to U.S. mainlanders, and 4 percent sold to foreigners,” states a Dec. 1 DBEDT press release on the new report. “About 47 percent of the neighbor island homes were sold to out-of-state residents, while only 15 percent of Oahu homes were sold to out-of-state residents.”

Keep in mind home sales in Maui County during the period of January 2008 to September 2015 (the years in the DBEDT study) made up just a small percentage of total home sales in Hawaii (20,752 sales in Maui County out of 139,998 for the entire state). That being said, the trend is still fascinating–especially when you look at where these homes are in Maui County that are so attrac-

tive to Mainland and foreign buyers.

A chart also taken from the DBEDT report shows that way more than half of home sales in West and South Maui from January 2008 to September 2015 were to Mainland or foreign buyers. Further, nearly half of home sales in the same period on Molokai and in East Maui were to people who weren’t local residents.

As for where these non-local residents buyers are from, the report provides some detail. For Mainland buyers, the report states that slightly more than half came from just three U.S. states: California, Oregon and Washington (the report doesn’t break down what states the Mainland buyers in Maui County came from). But for foreign buyers, the report offers a little more info. In fact, it states that Canadians really seem to love Maui County–53.5 percent of the 2,497 homes Canadians bought in Hawaii from 2008 to 2015 were in Maui County.

Looks like the special Maui County Liquor Commission subcommittee tasked with crafting a selection process to find a new Liquor Control (LC) Director has been busy. And in contrast to the Liquor Commission’s secret October machinations that led to the double-crowning of Commissioner Dana “son of former LC Director Joe” Souza (up-ended only by Souza’s surprising and never-explained decision to decline the position, made just days before he was to assume office), the selection committee’s work is being documented in public records.

The committee is made up of Liquor Commissioners William Kennison (the ILWU’s Maui Division Director, who acts as committee chairperson), Roy Umeno (an insurance agent) and Frank Sylva (a retired postal worker, not to be confused with former LC Director Frank Silva). They first met Nov. 17 at the Corporation Counsel’s office, according to a Nov. 20 report to the greater Liquor Commission.

At the meeting, they apparently learned how the search for a director should go. In fact, according to the report, “At the request of First Deputy [Corporation Counsel Ed] Kushi, Deputy [Corporation Counsel Jeffrey] Ueoka briefed and summarized his experience in assisting the Maui Police Commission in its recent (2014) selection process of the new Police Chief.”

Imagine that–rather than just once again pick one of their own in a secret executive session, they’re actually falling back on precedent (something we actually suggested they do back in our Oct. 16 story “Did the Maui

County Liquor Commission violate the Sunshine Law when selecting a new director?”). Anyway, the committee also reviewed a draft job recruitment notice and application form, both provided to it by Corporation Counsel Ed Kushi. And they “discussed possible future assignments, tasks or duties that may be delegated to this Committee [like] preparing suggested interview questions [and] reviewing all applications, and submitting a ‘final’ list of candidates to the Commission.”

Publishing the job recruitment notice in Hawaii papers suggests that (gasp!) people from outside the LC itself might actually apply for the job. Why they would wish to do so is beyond me, but hey–stranger things have happened.

As for a timeline, the committee suggested running the recruitment notice in The Maui News and Honolulu Star-

Advertiser (both considered to be papers of record) “on or before December 18, 2015” and setting an application deadline of Jan. 22, 2016. If that’s the timetable the Liquor Commission agrees upon, then LC Deputy Director Traci Fujita Villarosa will almost certainly be a candidate (when I asked her about her plans after Souza bailed on the job, she declined to comment). One of the few requirements for the Director job is five years experience in law enforcement, and Fujita Villarosa (a former Corporation Counsel attorney) won’t achieve that until Dec. 31 of this year.

The museum also has a 1938 map published by Japan’s Navy Ministry that shows the various air travel distances between various islands and island chains around the Pacific. The museum also acquired an extremely colorful 1942 map that shows the distribution of strategic materials and resources (magnesium, gold, zinc, oil, etc.) around Southeast Asia.

Then there’s the map, published in March 1942–just three months after the Pearl Harbor attacks–that Neal said is titled “Great East Asia War Mission Accomplished,” which shows Japan’s new holdings in bright red. The museum also acquired a map of the Pacific that was published in Japan just 13 days after the Pearl Harbor attack.

For Neal, the maps make one point abundantly clear–a point he says he many people still don’t really understand. “The Japanese weren’t interested in taking over Hawaii,” he said of the attack on Pearl Harbor. “They wanted the Pacific Fleet.”

For Japan, World War II was supposed to be a short, brilliant assault on Pearl that destroyed our fleet, rendering us helpless in the Pacific and willing to sue for peace. Explaining why things didn’t turn out that way is complex, controversial and the overall purpose of places like the Story of Hawaii Museum.

STORY OF HAWAII MUSEUM ADDS JAPANESE MAPS FROM WWII You don’t have to spend too much time in the Story of Hawaii Museum in Kahului before concluding that curators Bryant Neal and Richard “Buck” Mickelsen love maps. They have maps of Hawaii as it appeared to the earliest European explorers, maps of the islands used by missionaries and maps showing Maui’s land distribution in the 19th century. And now, in anticipation of next year marking the 75th anniversary of the attack on Pearl Harbor, they’ve acquired a number of maps used by Japan in their war planning efforts.

Maui’s own two-time All-Star and World Series champion Shane Victorino returned home recently for his annual charity golf event, a batting cage dedication and annual youth baseball clinic.

The four-time Gold Glove winner and Major League outfielder hosted the eighth annual Shane Victorino Foundation Celebrity Dinner & Golf Classic on Saturday, Nov. 21 at the Wailea Golf Club’s Gold Course and the Andaz Maui Ballroom.

All funds raised from the event solely benefit initiatives in the state of Hawaii which further the Shane Victorino Foundation’s mission to provide opportunities to underserved youth. Proceeds go towards programs like the annual Youth Baseball Clinic (a free event for approximately 80 children) and projects like the construction of a batting cage in Kihei as part of the athlete’s long-term goal of improving youth baseball fields throughout the state.

“I am extremely thankful to [presenting sponsor] Tommy Bahama, Andaz Maui, Wailea Golf and our sponsors, partners and volunteers for joining my Foundation’s efforts to impact underserved children across the state,” Victorino said. “It’s an honor to be able to give back to the community here and the new batting cage is a perfect example of what can be accomplished when people come together to change the lives of keiki in need.”

Victorino hosted a dedication ceremony on Monday, Nov. 23, for the Shane Victorino Foundation Batting Cage at Kalama Park. Mayor Alan Arakawa and Councilmember Mike Victorino [his dad] were both on hand for the dedication.

The estimated $100,000 cost of the project has been funded by the Shane Victorino Foundation. Community partners included project manager Ed Roybal and Goodfellow Bros., Stephen Leis and Dorvin D. Leis, Inc., architect Steven Heller, the County of Maui and Kihei Little League. Other in-kind donations were provided by a number of local businesses and individuals.

Following the ceremony, the Shane Victorino Foundation held its annual Youth Baseball Clinic, a free event for underserved children in the community. Participants were pre-registered through local organizations, including Boys & Girls Clubs of Maui, Kihei Youth Center, and Little League teams. Participants learned fundamentals of the sport and hit in the newly unveiled batting cage.

On Thursday, Dec. 3, as Neal was getting the new maps organized for display, he walked me through each of them.

Many of these are large maps that focus on the Pacific Ocean, full of color and detail of air travel ranges, shipping lanes and natural resources. Many of the maps contain artistic illustrations and photographs. All the maps are in Japanese, and Neal told me he’s still working on getting complete translations.

The first map Neal showed me detailed the bogus “Mukden Incident”–a secret Japanese military operation in 1931 that involved blowing up part of a Japanese railway

by Japanese forces, which then used the incident as a pretext to invade and occupy Manchuria. The incident, considered by some historians to be the first act of violence in World War II, led to Japan withdrawing from the League of Nations.

Neal then showed off a Japanese map that was published as a New Year’s supplement in the January 1930 Osaka Daily News . Titled “Knowledge for the new era,” the map illustrated aviation routes across the Pacific and was ringed with little black and white photos of various famous places and individuals.

Given the historical and pop culture aspects of that map, it was clearly designed for a civilian audience.

Not so with the next map Neal showed–a very large 1934 military briefing map of East Asia and the Pacific. “I call this Japan’s ‘Let’s get ready to go to war’ map,” Neal said. It focuses heavily on the respective military forces of Russia, Japan and the United States.

Though published seven years before the Pearl Harbor attack, the map’s insets detail Guam, Manila Bay, Hawaii, Pearl Harbor and even San Francisco Bay.

The manager of the agency in Louisville, Kentucky, responsible for, among other things, development planning, zoning changes and historic landmarks revealed in November that his headquarters has a “boogers” problem and ordered users of the third-floor men’s room to stop hocking them onto the walls adjacent to the urinals. REALLY CLEAN SOUND The Baltimore-based “experimental music” creators Matmos announced the release of their new album Ultimate Care II, which consists entirely of “music” made by a Whirlpool washing machine (the Ultimate Care II model). According to a November report in Time, the machine’s 38-minute wash cycle will be “sampled and processed” to lighten the original sound. (Matmos previously “played” canisters of helium on stage at Radio City Music Hall and a cow’s uterus at the San Francisco Art Institute.)

CULTURAL DIVERSITY In an enterprise somewhat resembling American Idol, amateur performers in China become self-supporting online not by soliciting money directly, but through virtual gifts from enthralled fans, with performers getting a cut of each sale. Beijing’s YY.com hosts original performances, and two of the site’s favorites, Mr. Earth and Ms. Cloud, earned the equivalent of about $160,000 last year from their universe of 1.8 million fans (according to a November Wall Street Journal report). In an ancillary industry (led by 9158.com), hard-core fans can purchase access (think “virtual limousines,” shown “arriving” at a “concert”), giving them bragging rights. (A simple “applause” icon after a song costs about a penny.)

BRIGHT IDEAS The exasperated drug enforcement chief of Indonesia told reporters in November (following confiscation of a massive quantity of methamphetamine from China) that the ordinary death penalty was insufficient for drug runners, who should instead be forced to overdose on their own shipments. also mused that crocodiles would make better prison guards than humans because crocs can’t be bribed and later added tigers and piranhas to the proposed guard roster. Even so, Waseso’s boss reiterated that the government is committed to rehabilitation over punishment.

WATCH YOUR LANGUAGE Recently added to the list of words and phrases to be officially discouraged on campus, according to the University of Wisconsin-Milwaukee’s website: “political correctness.” The phrase is said to be a “microaggression” that might make some students feel uncomfortable or unsafe if they hear it or read it. And in November, the University of Vermont held a (voluntary) three-day “retreat” open only to students who “self-identify as white,” so that they can study the implications of “white privilege” in society (e.g., “what does it mean to be white?” and “how does whiteness impact you?”).

GOVERNMENT INACTION The Queens (New York) Redbird Tourist Information Center was finally ordered to close in July following an extraordinarily unsuccessful seven-year run in which, possibly, not a single tourist ever walked through the door. The New York Post, interviewing neighbors in Kew Gardens, found no one who ever saw a visitor, and the center’s lone staff member said she recalled only lunchtime drop-ins from jury duty at the criminal court building down the block.

IRONIES Deputy sheriff Michael Szeliga of St. Petersburg, Florida, in Fort Lauderdale for a weekend training session in July, was to receive a commendation at the formal banquet, for exemplary DUI enforcement, presented by Mothers Against Drunk Driving. (This is News of the Weird; you’ve already guessed the outcome.) He, escorted by two fellow deputies, arrived for dinner “staggeringly drunk” (though he did not drive), according to an internal affairs investigation, and he was ordered to go sleep it off. Szeliga wrote an apology and was transferred out of DUI work. Sheriff Bob Gualtieri said Szeliga was a good deputy but that the incident was “one of the most ridiculous things” he’d ever heard of.

PEOPLE WITH ISSUES Social science professor Dr. Jeff Justice resigned from the faculty at Tarleton State University (Stephenville, Texas) in October to head off an investigation into whether he supplied alcohol to students and proselytized at least one to undergo a self-mutilation practice. Justice admitted, postresignation, that he was a devotee (since age 13) of the “Sundance” ritual, in which he would hang from a tree in his backyard by hooks connected to stakes in his bare chest and that he demonstrated it to some students but apparently interested none. He attributed the incidents to “severe depression.” (Bonus: He had won a Faculty Excellence award in 2015.) ■

Christmas Monster ‘Krampus’ is more clunky than fun or scary ★★★★★ Rated PG-13 / 98 Min.

H

ow’s this for a Christmas miracle? Writer/director Michael Dougherty has his second holiday-themed movie, Krampus, being released by a major studio, in a timely fashion. Dougherty became a fan favorite when his 2007 directorial debut, the horror anthology Trick r’ Treat, was shelved until 2009. While the film was a mixed bag (even Creepshow 2 makes more of a lasting impact as a multi-story film), it deserved to be seen and was greeted rapturously by genre fans.

His long awaited follow-up stars Adam Scott and Toni Collette as a couple whose Christmas plans go awry with the arrival of unwanted relatives, a snow storm, a power outage... and a monster who is described as existing in “Santa’s shadow.”

An inspired opening gets things off to a great start, as a slow-motion montage of crazed holiday shoppers. It’s the funniest scene in the film. With the title playing over the image of irate shoppers piling over each other, it’s clear that Dougherty is suggesting, not unreasonably, that this

season turns everyone into monsters.

Dougherty is a playful filmmaker but it seems like, for all his innovative touches, he doesn’t always know how to get what he wants. Use of flash edits and strobe lighting don’t work and his screenplay (which he penned with two others) isn’t especially fresh. Krampus owes more than a little to Harlan Ellison’s legendary written but never filmed “Knackles” episode of The Twilight Zone, as well as a Tales From the Darkside episode I love called “Seasons of Belief.” The recent Rare Exports is actually a far better, more artful and focused dark Santa tale.

The third act twists are a nice touch, though quite predictable, particularly to anyone familiar with the works of Rod Serling. While much of Krampus intentionally plays like National Lampoon’s Christmas Vacation meets Gremlins (with David Koechner as an all too obvious Cousin Eddie clone), it’s not funny or scary enough to hold its own with either.

Krampus is clunky and overly busy even before the monsters show up. It never decides on a consistent tone–it wants to be a spoof of Christmas sentiment, a cheeky riff on yuletide heart tuggers, but also a no-kidding horror movie.

Wow, Santa's really let himself go

The performances here aren’t great, though the cast is really trying. It’s strange to write this but Adam Scott actually made more of an impression in Hot Tub Time Machine 2, while Koechner is apparently going for a Guinness World Record for playing the most obnoxious characters in cinema history (he’s well on his way). What in the world is Toni Collette doing in this movie? Only Connie and Carla is a stranger choice for this gifted Aussie actress, who gives what is required here but the film doesn’t deserve her. No one in the cast steps up and takes hold of this thing. Everyone here is playing a caricature and not asked to do much beyond reacting to scary things.

Dougherty has some great visuals up his sleeve, particularly the amazing sight

of Krampus leaping from one rooftop to another. While this is a better movie, Trick ‘r Treat had a stronger look and a central performance by Dylan Baker that anchored the film.

Some of this is fun and I want to give Krampus a break, as it’s so refreshingly out of place with the seasonal family films and Oscar contenders currently playing. It feels like an obvious cult film in the making that somehow managed to get a major studio release by mistake.

Like Trick ‘r Treat, Krampus is a contender and deserves a following but don’t believe anyone who tells you it’s a classic.

As far as being a cinematic gift, cinematically speaking, this isn’t a lump of coal or a fruitcake but a gorgeously wrapped present that winds up being a pair of socks. ■
