Hawaii Governor David Ige and his wife got a chance to play with the big boys this week when he attended the Apr. 28 White House State Dinner honoring Japanese Prime Minister Shinzo Abe. “It is an honor for us to be invited to represent our state and reinforce Hawaii’s strong cultural and economic ties with our Japanese neighbors,” said Ige in an Apr. 23 news release from his office announcing the invite. According to the official White House press statement on the dinner, President Barack Obama and Abe discussed “a range of economic, security, and global issues, including progress on the Trans Pacific Partnership, Japan’s expanding role in the Alliance, and climate change.”

The dinner (with a menu crafted in part

by Iron Chef Masaharu Morimoto!) came at an anxious time in Japanese relations with the US and much of the rest of world. Considered a right-wing politician, Abe has lately come under rhetorical fire for both his government’s more aggressive stance towards Japanese re-armament (something US officials love) and his refusal to apologize for Japan’s conduct during World War II (something Asia really hates).

In fact, governments around the world are waiting with breathless anticipation for a statement from Abe this August on the 70th anniversary of the end of World War II. This makes for a pretty striking backdrop for Abe’s historic visit to the US. Here’s The New York Times’ take on it, which ran on Apr. 9: “Many in the United States also want Mr. Abe to come clean on history issues during a visit later this month to Washington, where he will become the first Japanese leader to address a joint meeting of Congress,” the Times reported. “Some veterans and KoreanAmericans opposed inviting Mr. Abe to speak unless he promised to admit responsibility for Japan’s wartime misdeeds.

“These demands were ultimately brushed aside by American lawmakers eager to support Japan, the United States’ largest Asian partner. Still, many in the United States and Asia will be paying close attention to what

Mr. Abe says to Congress as a possible foretaste of his 70th anniversary statement.

“American analysts and policy makers say they hope Mr. Abe makes a clear repudiation of Japan’s wartime conduct. Failing to do so, they fear, may undermine his efforts to take a leading role in Asian security by easing Japan’s self-imposed restraints on its military, something that is warmly welcomed by Washington at a time when it faces a rising China, military budget cuts and new crises in the Middle East.”

Another point of interest: Ige is of Okinawan descent, and these days Okinawa is something of a flashpoint in US-Japanese relations. Much of the island has been an American military base since we seized it from the Japanese during one of the largest and bloodiest battles in the Pacific during the war, and residents there are pretty adamant that they’d like to see us go. In fact, reporter Tim Shorrock–who grew up in Japan–wrote in The Nation in March that a grassroots effort there against the continued US military presence may even lead to us withdrawing from Okinawa entirely.

Anyway, according to the US News & World Report (which I didn’t realize was still a thing) link that Ige’s communications office helpfully included in the news release, this will only be President Obama’s eighth State Dinner since 2009. Only President Harry Truman has held fewer dinners (six) since 1945, according to USNWR.

No wonder Ige left town this week: the saber-rattling between Maui County’s hospitals and their many friends in the county and state Legislature on one hand and Ige and the powerful Hawaii Government Employees Association (HGEA) that backs him on the other has gotten scary. The future of Maui’s hospitals–most predominantly, Maui Memorial Medical Center–has been hanging over this legislative session with a sense of impending doom.

It all concerns HB 1075 SD2, a bill that would allow Maui’s hospitals to merge with private entities. Hawaii Health Systems Corporation (HHSC), which runs the hospitals, loves it. Maui’s mayor and legislators love it. The bill had passed the Senate with amendments, and the House was on the verge of passing that amending version. But then Ige intervened. At an Apr. 21 press conference, Ige refused to be specific about his concerns over the bill, according to Honolulu Civil Beat, but called on legislators to confer this week over the bill (at press time, conferrees agreed on a version that now goes to the full House and Senate for a vote).

“We are committed to moving a bill forward that provides us with the best opportunity for a public/private partnership and healthcare reform on Maui,” said Ige in a statement released shortly after the press conference. “We agree that we need to move forward on a public/ private partnership in order to move our hospitals forward.

There are some technical issues that we’ve agreed to work on together, to come up with a bill that will best serve the people of Hawai’i.”

This wasn’t at all fine for HHSC, which really, really wants HB 1075 SD2 to pass. Minutes after Ige concluded his press conference, HHSC’s public relations firm sent out a less than comforting news release: “After announcing a staggering $28 million dollar budget gap for

Fiscal Year 2016, the Hawai‘i Health Systems Corporation’s (HHSC) Maui Region is organizing public meetings to take public input on the imminent service and position cuts and to start the reduction in force processes.”

Oh yeah–HHSC has been threatening massive, overwhelming layoffs and service cuts for Maui’s hospitals (which have been running large budget deficits for the past few years) in the event that they can’t merge with a private entity. Anyway, the first public meeting on potential cuts took place on Apr. 28 at Pu‘u Kukui Elementary School in Wailuku.

“The Administration’s recent interest in our legislation brings heightened scrutiny at the eleventh hour and some concern for its movement forward,” HHSC Maui Region CEO Wesley Lo said in that news release.

Maui Mayor Alan Arakawa has also gotten into the act. Here’s an excerpt from a statement on the crisis that his office released last week: “I don’t know what Governor Ige’s concerns are about the hospital bill,” Arakawa said in the statement. “We are trying to find out but I don’t want to speculate because we just don’t know.

What I do know is that HB 1075 is critical for Maui County residents because if it passes it will form a public-private partnership between Maui Memorial Medical Center and Hawaii Pacific Health to help deal with staggering fiscal losses of more than $800 million over the next 10 years… The challenges facing Maui Memorial can affect hospital staff, doctors, medical programs, equipment and procedures if the shortfall is not addressed. Maui Memorial is our only major hospital, and this bill is the best chance we have to keep it up and running.” ■

Because that’s the whole point of electing rightwing Republicans to congress while a moderately liberal lame duck Democratic president is finishing out his second term, right?

Eager to start exercising some power, the Republicans want to do what they’ve spent the last few decades calling for: wholesale, massive slashing of federal programs. “The

Well, now’s your chance. The second annual Startup Weekend Maui is set for May 1517 and the Maui Economic Development Board (MEDB) is offering a boot-camp to help you make the most of the entrepreneurial event.

Startup Weekend is a 54-hour event that brings together Maui designers, developers, entrepreneurs, and experts to pitch their startup idea and receive feedback. During the crash course, participants pitch ideas, vote on their favorites and form teams in order to build and launch the business, product, etc.

The three-day frenzy of business model creation culminates with presentations in front of local entrepreneurial leaders with another opportunity for critical feedback.

According to that news release, Haleakala National Park in 2014 has 1,142,040 visitors, who combined to spend more than $70 million in what park officials call “communities near the park.” Park officials further noted that such spending “supported 837 jobs in the local area” and trickled about $84 million down to the local economy.

The report itself noted that spending due to national parks in Hawaii in 2014 was nice but not nearly as high as that seen in states like California ($1.7 billion) or Alaska ($1.1 billion). Hawaii’s total ($340.5 million) was better than Maine ($220.8 million) but not as good as Montana ($432.1 million).

For anyone who needs federal money to survive, that’s bad news indeed. So I wasn’t at all shocked when, three days after the McClatchy DC story came out, officials with Haleakala National Park sent me a very nice press release linking to a new report that says our whole national park system is quite the tidy little money-maker.

“Haleakala National Park is proud to welcome visitors from across the country and around the world,” said Superintendent Natalie Gates in the news release. “We are delighted to share the story of this special place and the experiences it provides.

National park tourism is a significant driver in the national economy–returning $10 for every $1 invested in the National Park Service–and it’s a big factor in our local economy as well. We appreciate the partnership and support of our neighbors and are

now fields a special, dedicated website to elections. And thank goodness, too–the 2016 Primary election is just 16 months away!

“We are beginning preparations for the 2016 elections and want to make the public aware of important dates and procedures,” County Clerk Danny Mateo said in an Apr. 23 news release.

“We also hope to encourage residents to reach out anytime to our office for voter-registration and other election-related assistance.”

The site includes the dates of upcoming events, contact information for election officials around the county, downloadable voter registration forms and important announcements (though because the 2016 election is so far off, there are, as yet, no actual announcements).

Hey, you know what would be cool? A county election website that also included info on all the candidates running, including links to their campaign websites as well as state-mandated campaign spending and personal disclosure forms. There’s nothing like that on the new Maui County elections website, but a lot can happen in 16 months.

The result was apparently a monstrosity, described in news reports as “frightening” and unrecognizable by anyone who has ever watched Lucy’s TV shows or movies. Paulo Silva, 51, facing bestiality charges in April in Framingham (Massachusetts) District Court, insisted that the charges be reduced to only attempted larceny. Yes, he was caught fondling the male purebred pit bull, but he had no sexual motivation, his lawyer explained. Actually, he said a friend of Silva’s owned a female pit bull and Silva had asked the male’s owner if the two dogs could mate, but when the owner declined, Silva said he was simply trying to collect the sperm himself. Judge Jennifer Stark was unmoved and set the case for trial.

Mind Food Susan Kucera’s ‘Breath of Life’ is a stunning, cautionary film ★★★★★ Not Rated / 82 Min.

N

o one wants to go to the movies to be lectured, a quality documentary filmmaker Susan Kucera recognizes and avoids. Her latest work, Breath of Life, following her 2010 debut Trading on Thin Air, covers some of the same material as Al Gore’s celebrated An Inconvenient Truth but easily surpasses it. Rather than provide a single topic, graphs, pointing, more graphs, charts and a narrator who drones on and on, she’s made a stunning, unusual cautionary film that blends mind food with a grand, wide-ranging imagery.

The first words uttered are a quote from Albert Einstein: “The difference between genius and stupidity is that genius has its limits.” From there, we’re introduced to a series of men and women, who provide the film with a vast spectrum of talking points. We meet doctors, professors, farmers, environmentalists, writers and even world-famous evolutionist Richard Dawkins (the only celebrity on hand, a wise, refreshing choice that avoids the distraction of star-gazing). The initial topic at hand is the

need for this generation to prepare for the future and face the dire facts regarding the outcome of our species and planet.

Set to a trance-inducing score, the subjects and accompanying visuals explore the subject of Earth’s sustainability. Hot-button topics like global warming come up but so do general, easily digestible talking points like fears of not enough food and water for the future, and the collapse of the credit system. A dire prediction is made regarding farming and crops ceasing to exist. As one farmer notes, “the West Coast has five days of food...five days.” A marine biologist notes how “we’re plasticizing ocean creatures.”

What results is neither a doomsday decree, nor a this-is-how-we’ll-stop-this instructional film. The intriguing “solution” offered isn’t specifically environmentalist acts, charity donations or more recycling bins. Instead, Kucera’s film is a plea against indifference.

In preparing for our future, we need to start thinking beyond our current lives and think of what’s ahead for generations to come. The film is saying that, if we’re going to stop our destructive tendencies and save humankind, our means of survival is spiritual and intellectual, as well as actively environmentalist.

Now this generation is (a trap myself and everyone I know falls in), Kucera’s practical but sharp suggestion that we start thinking about tomorrow comes across without heavy-handedness. In fact, Breath of Life could have been grim and downbeat but instead is thoroughly fascinating and offers a visual feast for the big screen. Cinematic mind food is rarely this tasty.

By far, the most engaging camera subject is Wayne “Vene” Chun, who anchors the Hawaiian portion of the film. Chun is a canoe paddler and environmentalist, whose work and insight is inspiring. He reminds us that, when it comes to making a clean ocean a priority, “whatever we put inside there, we put inside us.” He also notes, movingly, how there used to be one million Hawaiians and that the canoe term, “Huli,” meaning to flip the paddle, also means “change.” We also learn that “the ha” means “breath of life,”

which “we plant over and over again.”

The establishing image is that of a circular glass sphere, which is revealed to be a window on a shuttle, overlooking the planet earth. This jaw-dropper is capped by sounds of breathing. Oddly and appropriately, this visually resembles the opening of Altered States, which was also about the need to expand the understanding of our existence and how science alone cannot be relied upon to save us.

Of the swirl of beautiful imagery that peppers every scene, the shot that stayed with me the most is of the shadows of palm trees, stretched across the surface of a building. It struck me that, if any shot sums up the theme of nature being obscured by progress and being prison to mankind’s efforts, it’s that one.

Breath of Life plays on Wednesday, May 6 at 7pm at Maui Mall Megaplex for one night only. ■
