Coconut Wireless Budgetary Considerations “This is not a budget of fluff and extravagance but one of necessity,” Mayor Arakawa announced as he presented his plan for the 2012 fiscal year to the County Council last week. Arakawa said he got the draft budget to the Council a week early in an effort to “help them in their decision-making process.”

The budget projects $632 million in total County funds, with $475.3 million going to operations and another $156.7 to

the previous year’s budget reduced the County’s operating expenditures by postponing purchases, delaying the filling of vacancies, instituting worker furloughs and restricting expenditures,” Arakawa wrote in his official budget message. “Unfortunately, the effects of these efforts have had a substantial negative impact on the County.

The [2012 budget] aims to restore some of the most significantly affected areas and eliminate the furloughs.”

As the tragedy in Japan continues to unfold, many in Hawaii are asking how they can help. One possible answer: the Aloha Initiative, an effort aimed at offering housing and other support to displaced Japanese citizens.

“Right now, our primary goal is to build a community of families that are willing to host someone for a week, for a month or even for a year,” said Keith Powers, one of the initiative’s founders.

“We also have people signing up to help in other ways like offering to host dinners and to provide clothing.” Powers added that he hopes to involve members of the business community.

NEWS OF THE WEIRD P(EE)hD Tihomir Petrov, 43, a mathematics professor at California State University Northridge, was charged in January with misdemeanors for allegedly urinating twice on the office door of a colleague with whom he had been feuding.

(Petrov was identified by a hidden camera installed after the original puddles turned up.)

Petrov is the author of several scholarly papers, with titles such as “Rationality of Moduli of Elliptic Fibrations With Fixed Monodromy.”

SERIOUS DRUG PROBLEM Gangs in Durban, South Africa, have recently begun stealing expensive anti-retroviral (ARV) drugs destined for AIDS patients and using them in the country’s most popular street drug, “whoonga,” a highly addictive, smoked cocktail of detergent, rat poison, marijuana and the ARVs. The crisis was reported by KwaZuluNatal province drug-abuse organizations and Durban police, who stood by their claims despite attempts by South African president Jacob Zuma to assure international suppliers of ARVs that more were needed and that none were being diverted for whoonga.

TAX OVERSIGHT Somehow, prison inmates finagled $39 million in undeserved federal tax refunds in 2009, according to a February report by the U.S. Treasury Department’s inspector general for tax administration. In Key West, Florida, for example, where prisoner Danilo Suarez was sentenced in January to five years in prison for filing multiple fraudulent returns, jailers discovered a pass-around sheet of instructions for false filings. While some refunds were legitimate (e.g., on pre-incarceration investment

activity), the IRS conducted fraud screenings on fewer than half of all returns filed by prisoners.

(The IRS complained that, until 2008, it was illegal for the agency to share information with state corrections officials—or even with the Federal Bureau of Prisons.)

PEDO PALS State law in Tennessee prohibits registered sex offenders from re-contacting their victims, but there is no such restriction on anyone convicted of a sex crime before 2007 and still in prison who is not yet on the registered list.

America has started another war it can’t afford, can’t explain—and likely can’t win

Whom are we helping?

The U.S. and its allies are destroying Libya’s air force in order to tip the balance in the civil war in favor of anti-Qadafi forces.

A similar approach, aerial bombardment of Afghan government defenses, allowed Northern Alliance rebels to break through Taliban lines and enter Kabul in 2001. It could work again in Libya.

But who are these anti-Qadafi forces? Rival tribes? Royalists? Radical Islamists? What kind of government will they establish if they win? What are their ideological and religious affiliations? If anyone in the media or the

White House knows, they’re not telling.

Or perhaps, as in Iraq, the White House doesn’t have a governance plan for postQadafi Libya. Which, as in Iraq, could lead to chaos. No nation should go to war without considering the long-term consequences.

Before we pick sides in a conflict, shouldn’t we know for whom we are going billions of dollars further into debt?

Does Qadafi have the right to defend himself?

From Shea’s Whiskey Rebellion to the Confederacy to the Red Scares to the Black Panthers and the Weathermen, the U.S. government has violently suppressed armed rebellions. How then can the U.S. claim moral authority to

“Obama’s answer seems to be: because the UN Security Council turned its attention toward Libya, and not other places.” But the UN reacted in response to the U.S. In other words: We’re agreeing to a request that we made ourselves.

Ideology and policy must be consistent to be credible. If we have a policy to depose dictators, then all dictators must be targeted. We can’t just take out those in countries with lots of oil. We ought to start with tyrants for which we bear responsibility: our allies and puppets. At this writing the U.S. supports or props up unpopular authoritarian regimes in Saudi Arabia, Turkmenistan, Uzbekistan, Jordan, Yemen and elsewhere.

Shouldn’t that struggle be a Libyan matter, to be settled between Libyans? Isn’t a government that emerges from indigenous internal struggle more likely to enjoy widespread support than one that results from outside intervention?

n March 20— inauspiciously, the eighth anniversary of the Iraq invasion—U.S. forces fired 110 cruise missiles at Libya. Each one cost $755,000 to build and another $2.8 million to transport, maintain and shoot.

Austerity and budget cuts abound; there’s no money for NPR or teachers or firefighters.

But the government has lots of money.

They’re just spending it on war.

For people too young to remember Bosnia, this is what a violent, aggressive, militarist empire looks like under a Democratic president. Where Bush rushed, Obama moseys. No one believed ex-oil man Bush when he said he was out to get rid of the evil dictator of an oil-producing state; Obama, the former community organizer, gets a pass under identical circumstances. The other day, also the eighth anniversary of the start of the Iraq quagmire, there were only a handful of protests against Obama’s Libya war, all poorly attended.

I attended Leftforum, an annual gathering of anticapitalist intellectuals. “What do you think about Libya?” people kept asking. What passes for the Left is ambivalent.

In part this waffling on Libya is due to Obama’s deadpan (read: uncowboy-like) tone. Mostly, however, the tacit consent stems from televised images of ragtag anti-Qadafi opposition forces getting strafed by Libyan air force jets. We Americans like underdogs, especially when they say they want democracy.

Still, the president is not a dictator. He can’t declare war. And while he might be able to lie his way into one, he and his party will pay at the polls if he fails to explain why we’re attacking a nation that poses no threat to the United States.

There are a lot of questions we—citizens and journalists—should be asking Obama.

Such as:

Beyond Borders Thought the closing of the Dairy Road store was the end of book-buying on Maui? Think again “

T

oday we of the civilized world enjoy unique wealth more precious than gold—our wealth of accumulated knowledge in printed form,” writes Frances Rogers in his 1960 book Painted Rock to Printed Page: The Story of Writing and Printing. My copy is a ruddy little hardcover—still in its tattered sleeve— riddled with age spots and emitting a musk that makes my eyes itch. Still, I treasure it and will bury my nose in the bloom of its binding nonetheless (you have to peer extra close when allergic eyes swell shut).

Because whether newly inked or timeworn, books have an unmistakable aroma— like rain on asphalt, sex and candy or freshcut grass. And like sharks in chummed-up water, the heady smell alone can send bibliophilic folk (like me) into a frenzy.

My obsession began at the Kahului Public Library, with mom. I’d leave with my toddler arms and chin stretched around the tallest pile of take-home reads I could muster. And every night I fell asleep with the lights on (and still do). Soon, I was assuming the same position at rummage sales and thrift stores, and before I knew it I was a book hoarder.

For those who are likewise afflicted—and even to those who are casual readers (I have one friend who says he only ever reads when in jail)—last week’s announcement that Borders is closing its Dairy Road location by the end of May came as a sad shock.

Nearly $1.3 billion in debt, on February 16, 2011 Borders Group, Inc. announced it had filed for reorganization relief under Chapter 11. The company received court approval for a store reduction program, and plans to close 30 percent of their locations nationwide.

On Twitter, @mauilibrarian2 wrote to me, “Borders closing isn’t all about buying books.

[It’s] sad because we’re losing a vibrant PLACE that serves as a barometer of who we are and what we value.” It’s a kind and true sentiment that can be said of any hub of knowledge in the heart of a town, corporate or no. Yet people seem to be lamenting the store’s impending closure as if its the end of book-selling on Maui altogether. To the contrary—there are still lots of places to buy books (other than the Internet).

Borders Express remains open at the Queen Kaahumanu Center and, of course, there’s the Gaussian glow of the big, new Barnes and Noble in Lahaina. But nearly every grocery store, touristy one-stop and museum gift shop has a small selection of titles, too—everything from trashy poolside

reads to area guides to local lit for keiki, plus genre-specific selections at certain stores.

Looking for a do-it-yourselfer how-to? Head to Lowes or Home Depot. History buff? The Bailey House Museum offers 10 percent

and enthusiasts. Her prices are always a smidgen lower than the Internet average, and range from $1-1,000. Her vintage Hawaiiana collection is robust, and I found Max Freedom Long’s The Secret Science

And, for religious devotees, there are shops like Lilies of the Field Catholic Bookshop and Kihei Christian Bookstore.

And as for used books (in addition to local thrift stores) there are two—very special— bibliomaniac enablers on-isle: the Maui Friends of the Library (MFOL) behind the old Puunene School near the sugar mill, and JoAnn Carrol’s Old Lahaina Book Emporium, nestled in a sweet little alley off Front Street.

“Part boneyard for titles with osteoporosis-ridden spines, part monument to the infinite potential of Gutenberg’s invention, the place is one of Maui’s quintessential hidden gems,” wrote MauiTime’s Kate Bradshaw, in a July 2009

Though Borders is technically competition, Carrol says that the store’s closing won’t do her any good (the two West side express locations at the Lahaina Cannery Mall and Whalers Village recently closed, too). She says used book shops like hers thrive off the flow of those who are “eager to grab the new releases, but don’t keep them.”

Ultimately, she predicts, books will become obsolete entirely, with the big push toward e-books and portable readers like the Kindle.

So maybe Borders mourners are right. Perhaps this marks the beginning of a new chapter— not just the end of book selling on Maui, but book selling period. I like to think books—and bookshops—will survive. Because when I look into my crystal ball, all I see is my reflection.

Grey Crow (Legendary Music; 2010).

Eligh has learned a lot after five years of sobriety, and the Californian’s latest solo album proves it. “Find Yourself” graphically follows a young artist as he gets caught up in an iron grip of addiction, battles his demons and looks forward with cautious optimism. (It also showcases a great sample from the Talking Heads.) Eligh’s rapid-fire MC style is quick, witty and keeps you on your toes, while the content is positive and motivating without being sappy. “Miss Busdriver,” for example, pays homage to Eligh’s aunt from Oakland, who inspired him. (“She actually liked ‘The Simple Man’ song/This woman ran strong/Her energy is long/ For decades and beyond.”). And the music underlying this album is so good that it makes you want to keep hitting the repeat button.

“Love Ov My Life” is a soothing, almost indie-rock tune that meshes with Eligh’s light-speed lyricism. And the infusion of Eligh’s quick rapping with staccato violins in “Angel of Death” and “Suffocate” is excellent. The album’s impressive guest list features many of the MCs in his group, Living Legends, including Maui resident The Grouch. Slick legal thriller saves Matthew McConaughey from rom com hell The Lincoln Lawyer

ick Haller (Matthew McConaughey) is a slick, sleazy lawyer whose office is the back of his Lincoln. In the courtroom he has a reputation for getting clients who’ve committed heinous crimes out of jail, which is the reason his wife (Marisa Tomei) has left him. Now, a seemingly open and shut case involving a rich kid (Ryan Phillippe) accused of assaulting a prostitute has landed in Haller’s lap and looks to land Haller publicity and a huge paycheck. Of course, things aren’t that simple and doubts about his client’s innocence cause Haller to play sleuth and, ultimately, question the moral implications of his profession.

After a decade of starring in lazy romantic comedies and tossing aside his dramatic talent (similar to the way Burt Reynolds

ruined his credibility as a once-promising actor), here is McConaughey’s return to solid dramatic ground. Years of shirtless turns in stinkers like Fool’s Gold and Surfer Dude and reports of nude bongo playing have overshadowed his terrific, breakout starring turn in A Time to Kill. It’s startling to be reminded how good McConaughey is. And, I’m happy to report, his much-discussed abs make only a quick cameo appearance, rather than their usual co-starring role.

Instead, McConaughey shares the screen with some terrific actors. Tomei adds needed punch to an underdeveloped subplot about Haller’s home life, William H. Macy is reliably excellent as Haller’s right hand man, Michael Pena scorches the screen during his two scenes as an unjustly incarcerated prisoner and everyone from John Leguizamo to former Shawshank warden Bob Gunton shine in tiny but pivotal roles.

Great courtroom dramas make the

audience feel like they’re watching the story from the jury box, and that’s something this movie pulls off. The case and the story in general go in jolting directions, augmented by stylishly shot flashback sequences. The camera doesn’t linger too much on the crimes in question, but the film has a focus on violence against women that feels nearly gratuitous—the brief descriptions are enough to make the point but instead we get jarring reenactments of sexual battery.

Normally, multiple endings are a sign of a filmmaker’s indecision, but here the shocking, layered climaxes cleverly wrap up loose ends and finish the story with some needed finesse. This is the second film made from a Michael Connelly novel, after the uneven Clint Eastwood thriller Blood Work.

Haller is a great role for McConaughey and I wouldn’t be opposed to sequels.

Anthropomorphism is a nono these days. Sure, it can be fun in its literary usage, but scientists argue that applying human characteristics to animals degrades our objectivity in ethology. But what about reverse-anthropomorphism? In the same way we can’t help but apply our human dispositions to flora, fauna and inanimate objects (e.g. Pet Rocks and the weather), we in turn want to PHOTO BY SEAN MICHAEL HOWER embody elemental and animal attributes ourselves. In my day, the most out of breath you would get from playing videogames was in the beginning, when you had to blow on the cartridge to get it to work. Now, of course, you can use your whole body as a video-game controller.

What hasn’t changed is the importance of a balanced diet and exercise. Of course, when I was younger I didn’t see it that way; I thought my parents were being mean poopie-heads for not letting me gorge on candy and then flop in front of the SNES all day. Now I know better…kinda. Anyway, if you want the youngins in your life to understand why they can’t just vegetate in front of their gaming console of choice all day, head over to Keopuolani Park this Saturday for the American Heart Association’s 13th Annual Maui Heart Walk. While it’s easy to put off such unpleasant tasks, and simple to decide that anyone complaining or stewing about them is just being too persnickety and anal, the simple fact of the matter is that it’s your mess, and it’s simply not fair to force someone else to clean it up for you. This is a rough lesson to learn, and sometimes those trying to teach it to you are less than gentle or subtle. However, that shouldn’t keep you from learning it nevertheless, even if the messes are more subtle or intangible than spilled milk, or more annoying to clean up than spray-on glitter.
