Mayor’s message Welcome to the August edition of Maroondah in Focus, my final edition as Mayor before the Council Election, which will be conducted by postal ballot in October. (Find out more about the upcoming election on page 3).

While my term as Mayor seems to have flown by, it has certainly not been without its challenges. Despite facing a global pandemic, I am very proud of how the organisation and community have come together to support each other during this time.

Our Be Kind Maroondah initiative has captured so many stories of people going above and beyond to help others, including knitting beanies and gloves for people in need, writing letters to our older residents to keep them socially connected and decorating their homes to keep children entertained while out on walks.

We are still very much in the midst of the pandemic, but I encourage everyone to stay strong and continue to follow the advice of the Chief Health Officer and Department of Health and Human Services. By staying home and wearing a mask if you do need to go out for one of the allowed reasons, you are not only protecting yourself, but your friends, family and community.

To keep you updated with what is happening across Maroondah we’ve compiled an exciting edition of Focus, including updates on the recently

adopted 2020/21 Budget and Council Plan 2017-2021 (2020/21 Update); an update on Maroondah 2040 our community vision; our community grant recipients; and an update on capital works projects across Maroondah.

This month we said goodbye to our Braeside Civic building and moved into our new administrative offices at Realm in Ringwood Town Square. For your Council needs, once restrictions are lifted, we look forward to welcoming you to our service centres at Realm or Croydon Library.

In the meantime we are still here to help.

As this is the final edition of Maroondah in Focus for this term of Council, Mayor Mike Symon, on behalf of all Councillors, would like to thank the Maroondah community for their support over the past four years.

Much has been achieved during this period and we have seen positive changes and developments right across the municipality. We have also faced one of our most challenging times with the COVID-19 pandemic.

The Councillors – as community representatives – have played a key role in decision making and the development of a range of programs and projects that have benefitted the Maroondah community.

The 2020 Council election for the City of Maroondah will be conducted by the Victorian Electoral Commission (VEC) and will be held on Saturday 24 October.

A look inside the 2020/21 Budget The adopted Annual Budget 2020/21 will enable Council to continue the delivery of more than 120 services and programs; protect Council’s $1.91 billion in net community assets; deliver $85.47 million of extensive capital projects; and ensure financial sustainability.

For the 2020/21 financial year, Council will adapt its service delivery which will result in a realigned $7.43 million of budget expenditure towards COVID-19 relief and recovery responses for the Maroondah community.

Priority actions The Annual Budget 2020/21 includes 65 initiatives, including 26 major projects, to be undertaken by Council over the next financial year, as identified in the Council Plan 2017-2021 (2020/21 Update).

Delivering on these key initiatives will ensure our work and priorities continue to align with the community’s Maroondah 2040 vision.

Some of these major initiatives include: • Developing and implementing a COVID-19 Recovery Plan (including social and economic recovery initiatives), following community consultation and engagement.

• Undertaking the staged development of the Croydon Community Precinct.

• Commencing design of the $15m Karralyka redevelopment and undertaking staged works.

• Establishing a regional cricket hub at Jubilee Park sporting precinct.

• Designing and constructing multi-level commuter carparking at Croydon, Ringwood, Heathmont and Heatherdale stations.

• Completing the $3.5m Silcock Reserve pavilion redevelopment in Croydon.

Delivering vital community services Council continues to receive significant recognition for the innovative and quality services it delivers. These services are vital to the health and wellbeing of our community, and include: • Important Maternal & Child Health services delivered through seven centres across the municipality, including infant health checks and mother’s groups.

• A fully accredited immunisation service, which delivers more than 10,000 vaccinations annually, including for babies and children.

• More than 250 hours of support provided annually to residents through the Maroondah Supported Residential Services program.

• Close to 15,000 hours of Social Inclusion and Wellbeing programs for older residents and people with a disability.

• Services and programs, including drop-in programs and support services, for young people aged 10 to 25.

• The creation and delivery of more than 40,000 Meals on Wheels meals every year.

• Training and coordinating 90 school crossing supervisors, who support safe passage to and from school and kindergarten, at 73 school crossings across Maroondah.

Capital works highlights Council’s $85.47 million Capital Works Program for 2020/21 will ensure our assets meet the needs of our community now and into the future.

• More than $4.1 million will be spent to maintain and upgrade recreational facilities such as playgrounds, golf courses, sportsfields, reserves, bridges, parks and open space.

• $11.96 million will be used to upgrade pavilions at Ainslie Park, Cheong Park, Silcock Reserve, Springfield, Dorset Reserve, Jubilee Park and Proclamation Park.

• Council maintains over 475 kilometres of roads and 600 kilometres of constructed footpaths and will provide funding of $2.89 million on roads, footpaths, local area traffic management and commercial centres.

• Maroondah’s 760 lineal kilometres of stormwater drainage will be improved with $2.57 million of works.

• More than $3 million will be used on footpath construction and replacement works as well as improved footpath disability access at numerous locations across the municipality.

Council maintains $1.91 billion in assets on behalf of the community, including 510 buildings and structures, 433 parks, 47 bush reserves, 121 playgrounds, 475 kilometres of road, 367 kilometres of stormwater drainage pipes, and 600 kilometres of constructed footpaths.

Supporting our community With Stage Four Restrictions now in force across Metropolitan Melbourne, the COVID-19 pandemic is having an impact right across our community. To support our community we are continuing to provide the majority of our services.

These services include a range of essential services such as Maternal & Child Health, Meals on Wheels, Aged and Disability services, Youth services, Occasional Care, Immunisation, Environmental Health services, Statutory Planning and Building services, roads and footpath maintenance, animal management, and maintenance of our buildings, parks, reserves and public toilets.

Rate payment assistance While we are continuing to provide essential services to our community, we are acutely aware of the financial difficulties people may be experiencing.

Ratepayers who are having difficulty paying their rates are encouraged to contact Council’s Revenue Services team to discuss arrangements based on their individual circumstances.

Delivered Meals for people aged 65 years and over Our Delivered Meals program is available for people 65 years or over (50 years and over if Aboriginal or Torres Strait Islander identity) who need nutritious food or who have difficulty preparing or shopping for meals. If you or someone you know could benefit from receiving Council’s Delivered Meals service during this time, please contact www.myagedcare.gov.au or 1800 200 422.

Sharps containers For those who have specific medical needs we are offering dedicated sessions at Realm in Ringwood Town Square to drop off or collect sharps containers. The drop in sessions are every Monday 9am to 10am and every Thursday 3pm to 4pm.

The sharps disposal service is available to Maroondah residents only.

Social Support Services We are continuing to support older people who are experiencing loneliness or isolation due to the pandemic.

Our Kerrabee Social Support team is supporting clients remotely, with some new initiatives including: home delivered weekly activity packs; telephone and video group chats and physical exercise activities.

If you know a Maroondah resident who is aged 65 years and over (50 years and over if of Aboriginal or Torres Strait Islander identity) they may be eligible for subsidised access to the program through the My Aged Care Commonwealth Home Support Service. A low weekly fee applies.

Staying healthy and finding support during COVID-19 The three most important messages remain: • Practice good health and hygiene: wash your hands often with warm water and soap and avoid touching your mouth, nose or eyes. Cover your face when coughing or sneezing. Avoid shaking hands.

• If you have to leave the house, for one of the permitted reasons, you need to wear a mask or face covering.

• If you begin to feel unwell, have a fever or a cough, sore throat, shortness of breath or respiratory illness you should get tested for COVID-19.

The Victorian Government Department of Health and Human Services website provides a range of information relating to COVID-19 as well as resources for emergency relief, homelessness, family violence, mental health, testing clinics, renters and information translated into other languages. Your feedback will help to paint a picture of how we as a community are coping with and adjusting to the pandemic. By working together, we can identify key priorities and support our community to help drive and shape our road to recovery.

We’re still here to support local businesses impacted by COVID-19 BizHub Maroondah is continuing to reach out to businesses impacted by the COVID-19 pandemic with free expert advice to ensure they are supported through this challenging period and emerge stronger on the other side.

A critical business assistance service set up through BizHub earlier this year has helped businesses navigate the changing economic landscape.

Over the coming months, Council will continue to work closely with businesses to better understand the impact and opportunities, as well providing the latest information and ideas to help businesses adapt to the changes. We’re also encouraging our community to buy locally, whenever and wherever possible.

With hundreds of Maroondah businesses operating from home in some capacity, BizHub in partnership with Maroondah Leisure have developed the health and wellbeing video series, ‘Deskercise’ as means of promoting health and fitness.

‘We’re still here for you’ stickers have also been made available for Maroondah business to place in their shop windows.

These have been a popular, easy method that allows businesses to stay in touch with customers.

Throughout the pandemic BizHub has also been collecting stories of business resilience and innovation and sharing these on the BizHub website to inspire our business community.

The BizHub team will continue to work directly with local industry businesses to ensure Maroondah’s plans for economic recovery incorporates the experiences and insights of our local businesses, is paired with broader business data and analysis.

BBP Connect Connecting business and people Bayswater Business Precinct (BBP) is a thriving business and employment community that’s home to 5000 businesses and which supports more than 30,000 local jobs.

Well known across Australia and internationally for its skills in heavy vehicle, fibreglass, metals, pharmaceuticals, medical technology, defence and construction, the BBP is an economic powerhouse which contributes over $14 billion to the local and Victorian economies.

Businesses can post their local supply needs, share local business news, tips and advice, and establish vital connections and collaborate with other businesses across the region. The group has recently launched BBP Jobs, which is designed to connect local jobseekers with local employers and skill providers.

The Councils of Maroondah, Knox and Yarra Ranges are proud to support BBP Connect - a digital community connecting local businesses across the Bayswater Business Precinct.

Promoting diversity through the arts A range of creative arts projects will be rolled out over the next 12 months thanks to more than $21,500 allocated under Council’s 2020/21 Arts and Cultural Funding Scheme.

Among this year’s successful initiatives is a community and schools bollards artwork project celebrating the orchardists who pioneered Heathmont, “The Unsaid” - an original theatre work for schools exploring relationships, and ‘ISO Art’ - a project assisting with mental self-care through shared images of experiences during COVID-19 isolation.

The Arts and Cultural Grants Funding Scheme is part of Council’s Community Grants Program and supports not-for-profit groups and organisation to deliver arts and cultural activities that reflect the diversity of the Maroondah community.

Funding is offered annually to groups whose project or program can demonstrate an increase in community participation in arts and cultural activities, and which strengthens the identity and profile of the arts in Maroondah.

Funding grants support those in need The Winter Shelter program, ‘Feed Maroondah’ and initiatives to address the health and social impacts of the COVID-19 pandemic are among projects to benefit from Council’s latest round of funding grants.

Sixty-four community organisations will have the opportunity to deliver programs, projects and events in Maroondah after sharing in $170,578 as part of Council’s Community Grants Funding Program 2020/21.

Each year, Council offers eligible community organisations the opportunity to share in funding that support valuable community projects and initiatives, helps with the purchase of equipment and to improve facilities and services.

A new emergency relief grants scheme introduced this year will also see more

than $46,500 shared between 11 emergency relief agencies who deliver services to vulnerable community members within Maroondah.

Funds are granted to incorporated or auspiced, not-for-profit community groups with limited access to financial resources and who provide assistance, empowerment and wellbeing programs or services to the Maroondah community.

Maroondah is a Smart City Various sensors will be trialled at four locations around the municipality to provide real time data on how community assets are being used. This will include carparks, facilities and bins.

Sensors have been placed in Realm and at Eastfield Dog Park which will collect anonymous data on how people are using the spaces.

This sensor uses a combination of movement and wi-fi signals to detect the number of people using the space and how long they stay. The data collected will enable Council to be more efficient and effective in our management and maintenance of the facility.

A bin sensor has also been placed in Croydon Main Street which will tell us how full the bin is. This means we can adjust our maintenance program to be more efficient and responsive to peak usage times.

Nominations now open for 2021 Maroondah Australia Day Awards We are calling for nominations for the 2021 Maroondah Australia Day Awards. The awards seek to recognise people who contribute to the advancement and wellbeing of our community, and who do so humbly and without seeking praise or recognition.

You may know someone who makes our community a better place - perhaps by the work they do, the encouragement they bring, or the vision or passion they have for life and for their community.

There are many inspiring ways that people contribute to our great city, including contributions to sport and recreation, arts, education, business or trades, and protecting our environment and volunteering.

Let’s thank our deserving locals, those who work hard to make our great city even better and who inspire us.

Volunteering not only connects you to others, it can help keep you mentally stimulated and active, and bring fun and fulfilment to your life.

This award is presented in honour of someone who inspires and embodies the spirit of volunteerism through their positive contribution to the Maroondah community.

2020 Victorian Seniors Festival Back for its 38th year, the Victorian Seniors Festival is returning in a new digital format streamed directly into the homes of more than one-million Victorian seniors.

Council is supporting this year’s festival and is encouraging residents aged 60 and over to embrace all the festival has to offer, with specially curated content residents can watch and listen to online.

With physical distancing rules in place, the usual month-long festival has been ‘reimagined’ into a six-month virtual celebration, with digital broadcasts of online events and activities continuing until the end of October.

Maroondah seniors can enjoy weekly broadcasts of Australia’s best talents and stories recognising and celebrating seniors across the state. See and hear from country music legends Tania Kernaghan and James Blundell, Wendy Stapleton and Aboriginal singer-songwriter, Kutcha Edwards, as well as stand-up comedy, Bollywood dancing, and so much more.

The Victorian Seniors Festival is a statewide celebration of people aged 60 and over - it’s also a great time to celebrate ageing well across the City of Maroondah.

In June 2019, Council consulted main user groups and the broader community on proposed key elements being considered for Eastfield Park.

Protecting and enhancing the natural environment and improvements to Benson’s Pavilion, specifically the provision of female-friendly change facilities, received a high level of support.

The community’s vision for Maroondah over the next 20 years, and how we will get there, is contained within refreshed Maroondah 2040: Our community together (June 2020 Update), which has been formally adopted by Council.

The document captures the updated community aspirations and priorities, emerging themes and trends, and provides a strategic blueprint for Council and the community to work together to continue to shape the future of Maroondah to the year 2040.

We have consulted widely and listened to our community’s hopes for the future and the places and things that you love about your local neighbourhood. You’ve told us you value the diversity of activity centres, business precincts, open spaces, canopy vegetation and other unique features that contribute to the thriving character of Maroondah. It is these aspirations that have helped shape the vision.

Council appreciates all the wonderful feedback received during our community consultation period. We look forward to working with all members of the Maroondah community as we continue to create our future together and make this vision a reality.

Stage Two will involve a further review of Maroondah’s sporting and recreational demand and future requirements at Eastfield Park (specifically the land that is currently utilised by the Croydon Light Harness Club trotting track). Discussions with existing user groups will continue during this time, including the Croydon Light Harness Club and its peak body, Harness Racing Victoria, regarding their future needs. The development of Stage Two will commence once Stage One is completed and will involve further consultation with the community.

Council has developed an enhancement plan for Dorset Recreation Reserve to ensure that the reserve can continue to meet the current and future needs of our community.

A highlight of the plan is the redevelopment of the existing sports pavilion into a new multipurpose community and sports hub, which will also be home to the Victorian Burmese/ Myanmar community. The hub is being partly funded by the Australian Government, which has committed $2 million towards the project.

Key components of the enhancement plan will also include further improvements to the sporting facilities such as the installation of a synthetic soccer pitch, sport field; enhancing open space by relocating/improving existing playground equipment and landscape works; and enhancing accessibility within the precinct by improving lighting, signage (off-lead dog areas and wayfinding), and car parking.

Further enhancements to sporting facilities, lighting and pedestrian connectivity will be considered for implementation in future stages of the project.

Compost Revolution

Residents are entitled to two on call hard waste collections each financial year for properties with a residential bin charge (this includes renters). You can book a single or double collection before you place your waste on the naturestrip, otherwise it is considered illegally dumped waste and you could be fined.

Household chemical collection The ‘Detox your Home’ mobile collection service is administered by Sustainability Victoria. It allows you to dispose of unwanted household chemicals for free. The collected items are recycled and do not go to landfill.

New home for Heathmont clubs The much-anticipated $4.25 million Heathmont Sporting Pavilion is now complete, with clubs itching to gain access once restrictions are lifted.

New signals for blackspot New traffic signals have been installed at the intersection of Dublin and Knaith Roads, thanks to funding from the Australian Government’s Black Spot Program.

The $409,000 project is aimed at reducing the potential for accidents, making it safer for motorists and pedestrians.

Now more than ever we’re all realising the importance of appreciating the simple things in life. For me, I’ve been reflecting on the strong and supportive community we have in Maroondah.

We’re in the midst of a very challenging time, with many looking for ways to save money. Making the switch to solar is not only good to the environment, it also helps to reduce energy costs. But it can be hard to know where to start!

The past few months have been a challenging time for our community, and our local businesses have felt the impact.

The Be Kind Maroondah initiative has seen so many people share stories of how others in the community have been helping them through these challenging times.

Football Club, both of which had outgrown the former building. It will also be the base for Sport and Life Training (SALT), as well as being used by the wider community.

Council has also recently completed the rehabilitation of Dublin Road, between Mt Dandenong Road and Patterson Street, and the asphalt resurfacing of Dublin Road, between Tweed Street and Bedford Road, and Bedford Road, between Dublin Road and Canterbury Road.

One of my favourite initiatives was the letter writing that was set up between children and older residents at Kerrabee and local nursing homes. These letters brightened the days of the older people who have been missing the contact they would normally have with friends and family.

I also thank everyone who has knitted items for our Knit one, warm one initiative. We have collected hundreds of items which have been donated to those in need.

It’s seeing our community come together and support each other in our time of need that makes me so proud to call Maroondah home.

Council’s Solar Savers Program is helping people to navigate the solar installation process. Led by the Eastern Alliance for Greenhouse Action (EAGA) and the Northern Alliance Greenhouse Action (NAGA), the Solar Savers Program will take the worry and stress out of the process by supporting you each step of the way - from selecting the best solar options to the installation.

Eligible households who enquire this year can also benefit from the Victorian Government Solar Rebate of $1,850 as well as a 4-year interest free loan of the same amount, making it even more affordable. As a member of the Maroondah Business Advisory Committee I have heard first hand the struggles many businesses face in Maroondah. Some have had to close temporarily, others have adapted their way of doing business, while others have had to deal with an increase in demand.

They have contacted thousands of Maroondah businesses to speak to them about what support they need and how Council can assist. This includes offering free mentoring sessions with a business expert who can provide advice based on each business’ unique situation.

Home ground advantage Wonga Road and Tortice Drive for grassroots sports traffic signals The Quambee Sporting Pavilion is now more inclusive and accessible following a redevelopment that has seen the change rooms become female friendly.

Works included an upgrade to the existing change rooms, construction of two new unisex umpire changing facilities, and the ability to accommodate the growing number of female players joining Australian Rules Football and cricket.

The Pavilion upgrade complements a $1.9 million renewal to the adjoining Quambee Reserve sportsfield, which is home to more than 350 players from North Ringwood Senior and Junior Football Clubs and Warranwood Cricket Club.

The oval has benefited from a new synthetic centre wicket, new multisport (cricket and netball) synthetic practice facilities and upgrade to the playing surface.

The installation of new competition standard LED lighting means the ground can also be better utilised for a range of sports, including twilight matches and evening training.

This is one of the many examples of Council’s continued investment in the future of grassroots sports.

It’s good news for commuters and pedestrians with the installation of traffic signals at the Wonga Road and Tortice Drive intersection now complete.

Wonga Road, between Warrandyte Road and Warranwood Road, experiences high traffic volumes with connections to several schools, sporting reserves and community facilities.

The new traffic signals replace the former pedestrian signals, and will improve intersection operation and safety by providing controlled movements through the intersection, particularly right turns into and out of Tortice Drive. They will also assist bus movements through the area.

The $395,000 project was made possible with a $350,000 Australian Government grant.

While community sport has unfortunately been impacted by the COVID-19 restrictions, we have been working hard to ensure our facilities will be in top condition when clubs return.

Across Maroondah we have a strong network of volunteers who consistently go above and beyond to support our community.

Every year Council undertakes new capital works projects including many new sporting and community buildings With every new build, we aim to be as sustainable as possible.

At Mullum Mullum Reserve, we have recently completed the formalisation of the main carpark, including adding new kerb and channel and drainage. It now provides 53 carparking spaces for the sporting clubs and their visitors.

Spectators will also have the best seat in the house, with a new concrete seating and standing area catering for about 500 people.

We have also just installed a new synthetic green and retaining wall at Ringwood Bowls Club. I know the bowlers cannot wait to get back out there and put the green to the test.

I’m looking forward to the return of community sport and seeing people out and about enjoying these new and improved sporting and community areas.

In light of the COVID-19 pandemic, today more than ever, we are realising the important role that our volunteers play in the delivery of services and programs.

While the current restrictions have limit some volunteer activities, Council is still taking applications for those who would like to get involved as soon as restrictions are lifted.

Council has a range of programs and initiatives that rely on volunteers, including our Delivered Meals service, L2P Driver Mentor Program social support and management.

I’m excited to announce that we have just completed our first 5-star energy efficient building. The new Council administrative offices, an extension to Realm in Ringwood Town Square, will have 10% less greenhouse gas emissions than an equivalent benchmark building.

Every detail was thought through, from sourcing responsible building materials, to installing rainwater tanks and efficient fixtures and fittings.

The building is also powered by 244 solar panels, which will save about 135 tonnes of carbon emission annually.

I’m also proud that 60% of the furniture has been sourced from Maroondah businesses.

Works progress on $3.5m Silcock Reserve Pavilion redevelopment There’s been a lot of change happening at Silcock Reserve in recent weeks and there’s plenty more to come.

Works are progressing on the $3.5 million redevelopment of the pavilion, with a focus on inclusiveness and accessibility.

Once completed, the new pavilion will offer two umpire changerooms, four female-friendly changerooms, a new kitchen and kiosk, a first-aid room, undercover spectator area, multipurpose social area and accessible public toilet.

The facility is one of Council’s most utilised pavilions and is currently home to the Croydon Ranges Cricket Club, Croydon Ranges Football Club and the Croydon and District Obedience Dog Club.

The $3.5 million project is being jointly funded by Council, which has allocated $2.75 million, with the Federal Government contributing $500,000 and the Victorian Government $250,000.

Books have always played an important role in our society, but during these restrictions they have become a constant support for many community members.

Thanks to everyone who had their say on the Draft Children and Families Strategy.

With exercise one of the permitted activities during the current restrictions, while on walks, I have been seeing more people out with their dogs more than usual.

In fact, our Eastern Regional Library service has never been busier! During the pandemic ERL has continued to adapt their services to ensure that the community can have items delivered straight to their door.

In Maroondah, we value our children and their families, and we are committed to ensuring they all have the opportunities they need to thrive.

To ensure we are providing the support and services the community want and need, we undertook an extensive consultation process.

Over various stages we heard the views of thousands of children and their families and caregivers through surveys, art projects, and face to face consultation.

The feedback we received has helped us develop the Children and Families Strategy and Action Plan, which will outline what Council will do, in partnership with the community and stakeholders, to help achieve the strategy’s objectives.

While it is great that people are enjoying our local parks and reserves, it’s important to remember to keep dogs on a lead unless you are in a designated off-leash area. Across Maroondah there are 35 designated areas where you can allow your dog to run freely as long as they are under effective voice control.

These rules are in place to ensure that everyone can enjoy our open spaces safely, and without the fear that they are going to be rushed by an unknown dog.

Even if dogs are friendly, it can still be scary for people, especially children, to be approached by a dog.

It is also important that you clean up after your dog. Please carry bags with you and dispose of the waste in a bin.

Occasional Care supporting families Our Maroondah Occasional Care service remains open to support vulnerable families and those identified as a permitted worker.

Maroondah Occasional Care is a flexible, high-quality Council-run child care service that families can access on an as needs basis.

Occasional care can also be used as a stepping stone to long day care or preschool to help your child develop social skills, with the service offering stimulating and developmentally appropriate programs designed to children’s needs and interests.

Care is provided to children from infancy (following the first immunisation at 6 weeks) through to 5 years under the guidance and supervision of dedicated and qualified Early Childhood Educators.

Families can book their child in for a permanent term bookings and for casual/emergency care.

Maroondah Occasional Care is open Monday to Friday, including school holidays.

Trim back trees for a safe pathway Trees and vegetation provide great benefits for our municipality, they can however at times become a hazard to both people and property.

If you have branches or shrubs overhanging your footpath now is the time to give them a trim.

A person using a Guide Dog may be taken off the path and onto a road to avoid a hazard.

Overgrown trees and vegetation can become a nuisance and even a danger to pedestrians, cyclists and drivers if it overhangs, obstructs or blocks visibility.

Garden trees and bushes with branches overhanging the footpath should be cut back to the property line and have a vertical clearance of at least three metres. Not only will this help prevent accidents from occurring but will also help keep our neighbourhoods looking neat and tidy.

Many people in our community are vision impaired or use mobility devices and prams. Overhanging branches and shrubs, or vegetation that spills out onto the footpath, poses a danger for pedestrians and can limit accessibility.

A person with low vision or using a cane may not detect all hazards.

Plan, prepare and play it safe during Community Safety Month Community Safety Month is held every October and reminds us that we all have a role to play in keeping Maroondah a safe place to live, work, play and visit.

Changes to pool and spa registration dates - now due by 1 November 2020 Maroondah property owners now have until 1 November 2020 to register their pool or spa under new Victorian Government regulations.

The original deadline of 1 June was extended due to the pandemic.

The number of registrations lodged with Council to date has been fantastic and we thank the Maroondah community for their response, in what has been a time of uncertainty.

Once registration is lodged, Council will inform owners of the date by which they must organise their first inspection and certification of their pool or spa barrier.

This will be determined by the age of the pool or spa, with older pools/spas to be given priority for inspection.

It is a legal requirement that all swimming pools and spas have fence barriers to prevent unsupervised children gaining access. This includes aboveground, bathing, wading and portable pools and hot tubs capable of holding more than 300mm of water.

You can check if your pool or spa barriers are compliant using the Victorian Building Authority’s self-assessment checklists at www.vba.vic.gov.au. They reflect the standards and regulations that are applied to your pool or spa depending on your installation date.

While storm season is typically between October to March, it is important to stay prepared all year round. Storms can happen anywhere, at any time of year and can cause significant damage to homes, businesses and community infrastructure.

With storm season comes the heightened risk of flash flooding across the municipality.

A StormSafe campaign developed by the Victoria State Emergency Service (VICSES) helps ‘at risk’ communities, like Maroondah, prepare for storm events.

Maroondah is regarded as a storm-prone area, experiencing regular severe storm events, which can result in property damage, flooding and personal injury.

Often damage caused by storms and flooding can be minimised, or avoided, by ensuring your property is protected before a storm hits.

Prepare for the storm season by pruning tree branches, mending loose roof tiles and clearing gutters and drains. If a storm is predicted, be sure to secure trampolines and outdoor furniture, as these are common reasons for major property damage during a storm event.

Council is continually working to improve our drainage and overflow land parcels, but there are things you can do around your property to minimise risk and improve safety.

The Victorian SES has developed a FloodSafe Guide with advice on how to prepare for, and stay safe, during a flood event. Go to www.ses.vic.gov.au/ getready/floodsafe. Also, don’t forget you should never attempt to drive through flood waters.

Managing our stormwater Maroondah’s stormwater drains have been put to the test in recent years with significant storm events and high levels of rain inundating the municipality.

Investigations into our stormwater drainage system are continuing, including detailed catchment analysis and flood mapping of the most flood prone areas.

We have also established a priority list of stormwater improvements that will be conducted as part of Council’s annual capital stormwater renewal budget.

Residents can help to maintain private drainage systems and protect the community from flooding caused by blocked drains by: • Regularly cleaning gutters • Not sweeping leaves and other debris down stormwater drains. Not putting cooking fat and oils down the drain which can clog drains and prevent the free flow of water.

Under tough new laws which came into force on 1 December 2019, all property owners, including landlords, need to register their pool or spa with Council and have their pool and barriers inspected and certified by a registered building surveyor or building inspector every four years.

PRISM project: Challenging ageism through digital storytelling Older Maroondah residents are taking centre stage as part of a digital storytelling project to help dispel the myths and stereotypes that surround older people.

Prism, is a partnership project between Council and members of Maroondah Voice, Ringwood Movie Makers and University of the Third Age (U3A) Croydon. It involves producing 16 videos capturing the personal stories and contributions of Maroondah residents.

You will meet a retired Air Force veteran who is president of his local Men’s Shed; a volunteer couple teaching computers and technology through U3A, and other everyday Maroondah residents living life to the full and engaging with their community.

These stories, and others, showcase the huge contribution being made by older people in our community and will change people’s perceptions and thoughts on ageing.

TAC L2P program - steering a safer course for learner drivers Would you be interested helping a young person achieve their 120 hours of on-road driving experience needed to obtain their P-plates?

We are seeking volunteer mentor drivers to help reduce the waiting list of learner drivers wanting to participate in the Maroondah TAC L2P program once lockdown restrictions are lifted.

The TAC L2P program assists learner drivers aged 16 to 21, who do not have access to a supervising driver or vehicle, to gain the 120 hours of driving experience required to apply for a probationary licence.

As a mentor, you will be paired with a young person and receive the necessary training to become a supervising driver.

You and your learner driver will also have access to a fully maintained and serviced vehicle (with a 5-star ANCAP safety rating) for the duration of the program.

The community-based program is run with the support from Croydon Community School and Croydon Police Station, and is funded by the TAC.
