A MODERNIZE PCG - RELIABLE, RELEVANT AND ALWAYS READY

This is the vision of the newlypromoted Coast Guard Vice Admiral (CG VADM) Joseph Coyme laid out during his speech in an arrival ceremony rendered to him last 02 March 2023 aboard Headquarters Maritime Safety Services Command (MSSC).

After the oath taking and donning ceremony before the Department of Transportation – Philippines (DoTr) Secretary Jaime Bautista, CG VADM Coyme was accorded with the traditional arrival honors as Commander, MSSC.

other MSSC officers and personnel.

In his message, CG VADM Coyme expressed his profound gratitude for the promotion and promptly laid out the doable actions he would focus on in whatever capacity he will be performing in the Philippine Coast Guard in his remaining two and a half years including:

(1) Amendment of RA 9993 (Coast Guard Law of 2009);

(2) Passage of Coast Guard Modernization Law;

(3) Approval of Functional Service Specialization; and

(4) Crafting of Shipboard Management Policy for Non-officers

The intensity and brilliance of the light from a lighthouse can vary depending on the design, power source, and geographical location of the lighthouse.

Let us serve with commitment and the passion to serve more”, CG VADM Coyme expressed. The Minority Floor Leader of the House of Representatives (19th Congress), Hon. Marcelino Libanan attended the said ceremony and expressed his congratulations and support to the newly-promoted Vice Admiral.

The Commander then shared his Command Guidance and laid down the following Marching Orders for the year 2023:

1. Develop MSSC Master Development Plan;

2. Formulate the Officer and Non-Officer Career Development Path based on Functional Service Specialization;

3. Strengthen the implementation of the Rationalized Monthly Accomplishment Reports (MAR);

4. Improve working and living conditions of personnel;

5. Strictly implement Body Mass Index (BMI) Policy;

6. Observe Quarterly Physical Fitness Test (PFT);

7. Incorporate Moral Recovery Program; and

8. Formulate Interoperability Exercise Training Program

On behalf of the men and women of CGAD NCRCL, AUX COMMO Puno expressed his message of commitment in line with the Command’s thrusts.

Moreover, CG RADM Coyme also presided over the oath-taking ceremony of the different MSSC boards and committees as they affirm to discharge their duties responsibly.

A Thanksgiving Mass officiated by the Command Chaplain, CG COMMO Lowie Palines started the day right by calling on the men and women of MSSC to reflect on contentment as a standard of happiness as they continuously strive to be better this year.

The newly promoted Captains of the Command, CG CAPT Michael Andag, CG CAPT Airland Lapitan and the Deputy Chief of Coast Guard Staff for Maritime Safety Services, CG-8, CG CAPT Jomark Angue were invited and given due recognition for their remarkable service reputation leading to their well-deserved promotion. The awards of Coast Guard Outstanding Achievement Medal and Ribbon were then presented to CG ENS Junie Rey Taer for recently obtaining his Master Mariner License and to CG FMCPO Angelito Bendaña, who also has served remarkably with MSSC prior to his appointment as PCG’s Command Master Chief.

The New Year’s Call is a military-inherited PCG custom and tradition in which key staff officers, subordinate Unit Commanders and senior enlisted personnel appear before their Commanding Officer as a sign of renewed professional relationship and commitment to the command / organization.

MSSC TAKES THE LEAD IN FUNCTIONAL SERVICES SPECIALIZATION

The Commander of Maritime Safety Services Command (MSSC), Coast Guard Vice Admiral (CG VADM) Joseph Coyme, who is also the Chairman of the Philippine Coast Guard (PCG) Human Resource Development Board, presided over the Human Resource Management Workshop held at Bayview Park Hotel Manila last 11 April 2023.

The said workshop was organized by the Office of the Coast Guard Staff for Human Resource Management, CG-1 headed by Coast Guard Commodore (CG COMMO) Jay Tarriela and participated by the key officers from the three Functional Services of the PCG including the Marine Environmental Protection Command (MEPCOM) and Maritime Security Law Enforcement Command (MARSLEC).

Likewise, as the home of personnel administrators in the Coast Guard, the Coast Guard Human Resource Management Command (CGHRMC) headed by CG COMMO Rommel Supangan also participated in the said workshop along with the 27 students of the Human Resource Management Officers Basic Course (HRMOBC) Class 2-2022.

CG COMMO Supangan started the activity by welcoming the attendees. It was followed by the presentation of the MSSC Functional Specialization Career Pattern which was delivered by Coast Guard Lieutenant Commander (CG LCDR) Jazzyneth I Cacnio, Deputy Chief of Maritime Safety Service Staff for Human Resource Development, MSS-1. CG LCDR Cacnio presented the output of the MSSC Technical Working Group (TWG) for Career Development Plan headed by CG COMMO Ramon Lopez. The presentation elaborated the proposed career pattern for both MSSC Officers and Non-Officers and highlighted its benefits for the organization. After the presentation, the attendees were divided into small

groups to work on their respective career patterns. They brainstormed ideas, discussed issues, and shared their insights on the proposal. Each group presented their outputs, and the attendees had the opportunity to ask questions and give feedback.

The workshop ended with a closing remarks from CG VADM COYME, who thanked everyone for their participation and active involvement. He acknowledged the hard work of the attendees and encouraged them to continue contributing to the organization’s success.

“Let us put our efforts together to finally implement the Functional Services Specialization to professionalize the Coast Guard and for the organization to have more competent and highlyskilled individuals,” CG Vice Admiral Coyme emphasized.

CG VADM Robert Patrimonio and CG COMMO Teotimo Borja Jr, the Commander and Deputy Commander of MEPCOM led the MEPCOM delegates. Moreover, CG COMMO Allen Dalangin and CG COMMO Glenda Pereyra led the participants from MARSLEC.

Also present during the workshop were the members of the MSSC TWG for Career Development Plan, Coast Guard Captain (CG CAPT) Glide Gene Mary Sontillanosa, CG CAPT May Marfil, Coast Guard Master Chief Petty Officer (CG MCPO) Renato Francisco and other MSSC personnel.

MARITIME SAFETY SERVICES COMMAND WELCOMES 2023 WITH NEW SETS OF LEADERS

Coast Guard Rear Admiral (CG RADM) Joseph Coyme, the Commander of Maritime Safety Services Command (MSSC) presided over the Joint Turn-Over Ceremony of MSSC Functional Service Units (FSUs) as well as other Staff Offices on 17 January 2023 aboard the Headquarters MSSC.

Said ceremony was held right after the conduct of the Command’s Traditional New Year’s Call that signifies the Command’s direction for this year.

DOTr ASEC FOR MARITIME VISITS MSSC

Look: Atty. Julius Yano, the Assistant Secretary (ASEC) for Maritime of the Department of Transportation (DOTr) paid an official visit to the Maritime Safety Services Command (MSSC), today, 10 February 2023 at Headquarters MSSC, Naval Base Heracleo Alano, Sangley Point, Cavite City.

Coast Guard Rear Admiral (CG RADM) Joseph Coyme, the Commander of MSSC was joined by the Deputy Commander, Coast Guard Commodore (CG COMMO) Ramon Lopez and the Chief of Staff, CG COMMO Dominador Senador III in warmly welcoming the Assistant Secretary.

In a gesture of welcome, a short program was prepared where the Commander introduced to the good ASEC the Command’s key officers and personnel.

Further, the Command was introduced by the Deputy Chief of Maritime Safety Services Staff for Human Resource Development, MSS-1, CG LCDR Jazzyneth Cacnio in

A highlight of this visit was the discussion of the draft memorandum circular on towing, salvage and wreck removal operations by the Deputy Chief Coast Guard Staff for Maritime Safety Services, CG-8, CG CAPT Jomark Angue.

An interactive discussion ensued as Atty. Yano, who is a subject matter expert on maritime laws in the country, clarified some points and provided his inputs and guidance on said proposed circular.

In his message, ASEC Yano expressed his gratitude to get to know MSSC as a Command.

CG RADM Coyme expressed his wisdom on the change of leadership and his confidence on the skills of said officers to aid him to jumpstart his command guidance for this year. Furthermore, he lauded the positive leadership and efforts of the outgoing heads of offices and challenged the incoming officers to give their best effort as they assume their new posts.

The traditional turnover and change of command of heads of offices represent a transition in leadership and management, as well as an opportunity and challenge for officers to gain new experiences, improve their capabilities as leaders and broaden their horizons in order to become effective and efficient Philippine Coast Guard Officers.

“We should be aware of our shortcomings in order to strive to be better. Also, let us elevate our standards to international standards as you [PCG] grow and mature as an organization. And lastly, since it is a Command and the job is really technical, let us take advantage of the trainings here and abroad to move forward”, ASEC Yano insighted.

MSSC HOLDS MASTER DEVELOPMENT PLAN AND FUNCTIONAL SERVICE SPECIALIZATION CONSULTATIONS WITH CG-1 AND CG-15

Look: In line with the Commander’s marching order, the Maritime Safety Services Command (MSSC) held a Master

Development Plan and Functional Service Specialization Consultation last 06 February 2023 at Headquarters MSSC Function Hall.

Coast Guard Rear Admiral (CG RADM) Joseph Coyme, Commander, MSSC, together with the Deputy Commander, Coast Guard Commodore (CG COMMO) Ramon Lopez warmly welcomed the Deputy Chief of Coast Guard Staff for Human Resource Management (CG-1), CG COMMO Jay Tarriela and the Deputy Chief of Coast Guard Staff for Strategic Studies and Modernization (CG-15), Coast Guard Captain (CG CAPT) Eric Ferrancullo as resource persons for said consultations.

Also present is CG CAPT Nelson Jay Timbang, the Deputy Chief of Coast Guard Staff for Intelligence (CG-2).

In his opening statement, CG RADM Coyme gave an overview of the collective efforts on crafting a comprehensive Master Development Plan and Career Development Plan in line with his marching orders during the Command’s New Year’s Call. Consequently, two technical working groups (TWGs) were then created to focus on laying the groundwork and eventually crafting of both Master Plans.

Also, in relation to this endeavour, CG RADM Coyme shared that the command has conducted a five (5) day Risk Assessment Workshop with the Maritime Safety Services Units (MSSUs) and Functional Support Units (FSUs) to identify areas of interests and subsequently procured smalland large-scale maps for each FSUs to effectively map out said interests and further recommend risk control options.

Foreseeing the developments in the Philippine Coast Guard, CG RADM Coyme firmly believed that working on these two endeavours is timely and is in line with the Coast Guard Modernization program.

Coast Guard Captain (CG CAPT) Glide Gene Mary Sontillanosa, the Vice Chairperson for the MSSC Career Development Plan TWG presented the draft of the MSSC Functional Specialization Program. With a gantt chart, CG CAPT Sontillanosa then laid

out the working plan which includes the objectives and concept of the MSSC Career Development Plan.

This Functional Services Specialization also aims to allow officers and non-officers alike, to be subject matter experts (SME) in their chosen field of expertise, thereby deviating from the norm of being “jack-of-alltrades, master at none”.

“This functional services specialization is about putting the right people who know about the job and can do the job right”, CG CAPT Sontillanosa added.

With this, the objectives of the Master Development Plan were then laid out to determine the needs of FSUs and MSSUs in order to effectively and efficiently perform mandates in strategic response to dynamic maritime challenges, in accordance with pertinent laws and treaties.

The conceptual framework highlighting four (4) thematic areas including human resource, capability, assets and doctrine development was also presented.

In response, CG CAPT Ferrancullo of CG-15 welcomed the timely initiative of MSSC on drafting its own Master Development Plan. He then stressed the significance of MSSC, as a functional command to identify its peculiar needs and to provide rationale for acquiring more assets.

CG COMMO Tarriela then lauded the Command’s initiative and promptly shed some light on the PCG’s move towards specialization. He then stated his guidance and comments on the Command’s drafting of the Career Development Plan, particularly on incorporating percent distribution of personnel.

Meanwhile, CG CAPT Eugenio Federico, the Vice Chairperson for the TWG for MSSC Master Development Plan showcased the outputs and direction of the crafting of the MSSC Modernization in line with the PCG Modernization Plan.

In his presentation, CG CAPT Federico gave an overview of the history, mandates and functions of MSSC which is the foundation of a way forward for its modernization.

Moreover, CAPT Federico also highlighted the International Maritime Organization Member State Audit Scheme (IMSAS) obligations such as flag state, port state and coastal state to which the MSSC also played a critical role.

CG CAPT Timbang (CG-2), then, added the need for maritime awareness, specifically on vessel traffic to further support the recommendations for risk control options with the use of littoral observatory stations strategically located nationwide.

Finally, CG RADM Coyme then expressed his appreciation for the resource persons and regarded this endeavor as a work in progress. In light of this, he further appealed for full cooperation to work together as this will determine what would be in the near future.

“What we envision for the Coast Guard in the future is a modern Coast GuardHIGHLY EQUIPPED and CAPABLE to discharge its mandates, duties and functions. And to determine that modernity is through technology and its human resources”, CG RADM Coyme stated.

MSSC JOINS TWG MEETING ON THE AMENDMENT OF COAST GUARD LAW

Following a series of deliberations and consultations with stakeholders, the House of Representatives of the Philippines yesterday, March 8, 2023, proposes the approval of five House Bills into a law amending RA 9993 (Philippine Coast Guard Law of 2009).

The Technical Working Group (TWG) of the House Committee on Transportation headed by Hon. Eleandro Jesus Madrona together with the Philippine Coast Guard (PCG) delegates headed by Coast Guard Vice Admiral (CG VADM) Robert Patrimonio, the Acting Commander of Coast Guard Legislative Liaison Affairs (CGLLA) ably assisted by CG VADM Joseph Coyme, the Commander of Maritime Safety Services Command (MSSC), and other resource persons from different government agencies and stakeholders deliberated House Bills Nr. 436, 2301, 3215, 4306, 5619 and 6225 providing

for the Administrative Reform and Reorganization of the PCG.

The TWG successfully deliberated, discussed, and ironed out all of the issues and concerns raised by the participating agencies, particularly the Maritime Industry Authority (MARINA) and the Philippine National Police-Maritime Group (PNP MARIG), resulting in the consolidation of applicable provisions into a single draft bill with the following salient provisions:

1. Adjustment of pension benefits of PCG non-officers comparable to its counterparts in the Armed Forces of the Philippines (AFP);

2. Adjustment of PCG ADMIRAL & VICE ADMIRAL pension benefits comparable to their counterparts in the AFP & PNP;

3. Minimum manning of three PCG personnel per one kilometer of

coastline, resulting to increase in the maximum threshold of PCG personnel to 108,867;

4. Construction of Coast Guard bases;

5. Legal assistance to PCG personnel with cases while on the course of their duties;

6. Establishment of PCG Reservist; and

7. Appointment of a Coast Guard Attaché.

The draft bill will then be officially transmitted to the House Committee on Transportation for a formal proceeding, tentatively scheduled on March 21, 2023, and ultimately to the Senate.

With this initiative, the PCG is one step forward to achieving its optimum potential in performing its mandates on maritime safety, maritime security and marine environment protection. The PCG delegates led by CG VADM Patrimonio and CG VADM Coyme, along with senior officers from CG6, CG-7, CG-15, CGLLA and CG Legal Service are given due credit for this way forward.

This endeavour is a part of the fourpoint agenda of CG VADM COYME in his remaining years in the service to achieve a modernized PCG that is reliable, relevant and always ready.

STARTING POSITION, MOVE!

Loud echoes of repetitions resonated around the basketball area of Headquarters Maritime Safety Services Command (HMSSC) as personnel of MSSC attended the first morning calisthenics of the year early this morning, 19 January 2023.

The Officer-in-Charge, Special Service Office (SSO), Coast Guard Lieutenant Senior Grade (CG LTSG) Allan Sarmiento and his Assistant, Coast Guard Probationary Ensign (CG P/ENS) Jo Lester Molina led the stretching and warm-up followed by major and abdominal exercises. A road

run on the vicinity of Sangley Point capped the morning calisthenics.

This endeavour, which is a regular activity every Tuesday and Thursday, aims to promote wellness and active lifestyle among MSSC personnel especially after the holiday season. It is also in line with the Commander’s guidance on the strict implementation of Body Mass Index (BMI) policy to further maintain the military character and prepare the personnel on the Physical Fitness Test (PFT) which will be conducted by the Command every quarter.

MSSC CONDUCTS PRE-PHYSICAL FITNESS TEST TODAY

No excuses were spared as personnel of the Philippine Coast Guard (PCG’s) Maritime Safety Services Command (MSSC) underwent their Pre-Physical Fitness Test (Pre-PFT) early this morning, 09 February 2023 aboard Headquarters MSSC.

The Coast Guard Special Operation Force (CGSOF) personnel assigned in Cavite Buoy Base enthusiastically led this morning’s calisthenics as they supervised the proper performance of warm-up and major exercises.

Personnel were then segregated into platoons according to their age as the Command’s Special Service Office (SSO) and Cavite Buoy Base Medical Clinic facilitated said activity.

During the activity, the personnel were assessed of their endurance, speed, strength and flexibility as they performed the 3.2 kilometers run, push-ups, sit-ups and sit and reach.

The pre-PFT aims to set the baseline for improvement and monitor the personnel’s fitness level in preparation for the conduct of the first quarter PFT this March and the upcoming Field Training Exercise (FTX) in Ternate, Cavite in May.

Immediately after, personnel lined up to have their weekly weigh-in to adhere with the Commander’s guidance of strictly implementing the Body Mass Index (BMI) policy.

To ensure healthy lifestyle among MSSC personnel, CG VADM Coyme has strictly imposed the Body Mass Index (BMI) Policy and the conduct of the regular quarterly PFT. Personnel who cannot meet the standards will be denied of privileges such as passes, Rest and Recreation (RNR), trainings & reenlistment.

These complimenting policies will ensure to keep the workforce physically fit at all times and always ready to respond to any situation which the Philippine Coast Guard (PCG) may demand from them.

PURPLE IN ACTION: MSSC CELEBRATES WOMEN’S MONTH 2023

As part of the month-long celebration of the 2023 National Women’s Month with the theme, “We for gender equality and inclusive society”, the Maritime Safety Services Command (MSSC) held a symposium on 24 March 2023 aboard Headquarters MSSC, Naval Base Heracleo Alano, Sangley Point, Cavite City.

Two empowered women who were experts in their field were invited to conduct lectures to the 40

female personnel of MSSC and to the students of Bucal National Integrated School who are undergoing immersion program with the Command.

Coast Guard Commander (CG CDR) Mary Liezl Barbero, a lawyer by profession and the Officer-in-Charge of MSSC Legal Unit discussed the Gender and Development (GAD) and other related matters.

Moreover, the President of Phili-

ppine Nurses Association Cavite Chapter, Nenita Panaligan, RN, MAN, PhDc also visited the Command purposely to discuss Gender Equality and Promoting Positive Work Environment to the attendees of the symposium. She was received by Coast Guard Captain (CG CAPT) Ramil Palabrica, CG CAPT Glyde Gene Mary Sontillanosa, CG CAPT May Marfil and Officers from Cavite Buoy Base (CBB) Medical Clinic and Nursing Service CBB).

During the month-long commemoration, female personnel of the Command took the lead in

LOOK: In the spirit of volunteerism and in celebration of International Women’s Day, the Maritime Safety Services Command (MSSC) held a bloodletting activity yesterday, 08 March 2023 aboard Headquarters MSSC Function Hall.

A total of 34 bags were collected

as MSSC personnel gives back in recognition of all women from the different walks of life.

This initiative is in partnership with General Emilio Aguinaldo Memorial Hospital, Medical Clinic Cavite Buoy Base (MEDC-CBB) and Nursing Service Sub-Unit CBB.

The Maritime Safety Services Training Institute (MSSTI) has undertaken a significant mission to foster a culture of excellence by developing highly educated Coast Guardians in the realm of maritime safety. The Institute achieves this through the provision of updated training and education covering diverse aspects such as aids to navigation, vessel safety enforcement, salvage operations, port state control, maritime search and rescue, recreational safety enforcement, vessel traffic management, and maritime casualty investigation.

With a vision to be recognized as the premier maritime training institution, MSSTI aims to produce exceptionally competent Coast Guardians, specifically in the field of maritime safety services. In

accordance with its mandated functions, MSSTI has diligently conducted various trainings and seminars. The ultimate goal is to equip Philippine Coast Guard Officers and Non-Officers with the necessary knowledge and experience to excel in their roles, particularly in the domain of Maritime Safety.

Recognizing that solid training serves as the foundation of every Coast Guardian, MSSTI is committed to continuous improvement and development of training programs. This approach ensures that personnel are well-prepared to handle any challenges they may encounter in their maritime safety duties.

The Institute also extends its support to the K to 12 Basic Education Program, offering work immersion opportunities to Humanities and

Social Sciences (HUMSS) students. Partnering with the Department of Education (DepEd), MSSTI facilitates a Work Immersion Program for Senior High School Students, benefitting them in achieving mastery of learning and skills within their chosen tracks.

As a Satellite Training Institute (STI) of the Coast Guard Education Training Doctrine Command (CGETDC), MSSTI focuses on educating and training newly assigned personnel in their respective units, with particular emphasis on practical and technical competency in performing maritime safety functions. The Institute accomplishes this through a range of activities, including maritime safety-related trainings, specialization courses, functional courses, and seminars.

One notable achievement was the successful conduct of the Maritime Safety Administration Course last February 10, 2023. Over a sevenmonth hybrid learning period, combining virtual and face-to-face interactions, on-the-job training, and non-academic activities, a total of seventy-one Philippine Coast Guard (PCG) personnel from different districts, stations, substations, and units completed the course. The MARSAD Course, among the Training Courses offered by MSSC, prepares and qualifies PCG personnel to undertake Vessel and

Administration duties within the Maritime Jurisdiction of the Philippines. In line with its commitment to reaching out and disseminating knowledge, MSSTI organized a Mobile Training Team to conduct the Maritime Safety Basic Course (MSBC) at various Regional Training Centers of CGETDC. The team delivered lectures on the Maritime Safety Module as part of the Coast Guard Navigational Operations Course (CGNOC) Basic Training. This intensive two-week course aims to equip CGNOC students with essential knowledge and

skills related to maritime safety law enforcement, covering vital areas such as Aids to Navigation, Port State Control, Vessel Safety Enforcement Inspection, Maritime Search and Rescue, Maritime Casualty Investigation, Recreational Safety Enforcement, and Navigational Safety.

Through its relentless efforts and dedication, MSSTI continues to play a pivotal role in ensuring the preparedness and competency of Philippine Coast Guard personnel in maintaining maritime safety and security.

PHILIPPINE COAST GUARD CONDUCTS FIRST-EVER RISK ASSESSMENT WORK-SHOP TO ENHANCE MARITIME SAFETY

The Philippine Coast Guard’s Maritime Safety Services Command, led by CG VADM JOSEPH M COYME, successfully organized the first Simplified International Association of Marine Aids to Navigation and Lighthouse Authority’s (IALA) Risk Assessment (SIRA) Workshop. Held from January 30 to February 3, 2023, at Bayview Hotel Manila, the workshop aimed to improve the safety of vessels navigating Philippine waters.

Under the guidance of CG CDR ARGIE LYN P MAHINAY and with the expertise of Mr. Adam Hay from MNAV Solutions (Philippines and Australia), an IALA Industrial Member, the workshop brought together personnel from PCG Districts, Maritime Safety Services Units (MSSUs), and external agencies and stakeholders from Bureau of Fisheries and Aquatic Resources (BFAR), Department of Environment and Natural Resources (DENR), and the Philippine Inter-island Shipping Association (PSA).

Over the course of five days, participants engaged in a qualitative assessment of traffic volume and maritime risks in the Philippines. The workshop’s objective was to identify necessary risk control measures to reduce these risks to acceptable levels. This initiative marked the first time the Philippine Coast Guard had

conducted such a workshop and aimed to enhance the organization’s ability to perform risk assessments at both national and regional levels.

The workshop adhered to the guidelines provided by IALA, specifically the use of the SIRA method. This method enables Competent Authorities to evaluate traffic volume and risk levels in their respective waters, aligning with their obligations under the International Maritime Organization (IMO). The SIRA method serves as a fundamental tool for considering risk control options and addressing potential incidents that Competent Authorities must address in compliance with

the Safety of Life at Sea (SOLAS) regulations.

It also equips participants with the necessary knowledge to understand the risk levels within a waterway by analyzing the maritime environment and traffic patterns.

By conducting this workshop, the Philippine Coast Guard takes a significant step towards improving maritime safety and ensuring the well-being of vessels navigating the country’s waters. The insights gained from the workshop will contribute to the development of the PCG’s master plan and the enhancement of its risk assessment capabilities in the future.

MCIS RESILIENCE AMIDST VSMC

The Maritime Casualty Investigation Service (MCIS) has successfully conducted maritime casualty investigations (MCI), particularly those classified as very serious maritime casualties (VSMC) and serious maritime casualties (SMC) that hold significant safety value for the maritime industry. In the first half of 2023, notable investigations included a VSMC involving a fire accident onboard MV “Lady Mary Joy 3” in the waters near Baluk-Baluk Island, Hadji Mutamad, Basilan. This incident resulted in 33 deaths, the total loss of the vessel, and damages.

Another significant investigation conducted is a VSMC involving the foundering of MT “Princess Empress” in the vicinity of Dumali Point, Oriental Mindoro, resulting in a massive oil spill in the vicinity waters of Mindoro. Also notable VSMC and SMC are the: collision incident between MTKR Petite Souer and MV Hong Hai in vicinity waters of Corregidor Island last 28 April 2023, foundering Incident involving MTVG NAGASAKA last 10 March 2023 in Consolacion, Cebu; collision incident involving MV HAPPY HIRO and FB JOT-18 that transpired on 28 May 2022 and a fire incident

involving MV Mercraft 2 that caught fire at Real, Quezon on 23 May 2022.

The MCI Team also conducted a thorough investigation of a fire incident involving MV ESPERANZA STAR last 18 June 2023 at vicinity waters off Doljo Point, Bohol that resulted in material damages onboard the vessel.

The MCIS identified probable causal factors surrounding this maritime casualty with the aid of Philippine Coast Guard Auxiliary (PCGA) Officers who are maritime experts in the ad hoc Maritime Casualty Investigation Board (MCIB) that oversees VSMC investigations.

Furthermore, in collaboration with the Maritime Safety Services Training Institute (MSSTI), the MCIS conducted the Foundation Course for Maritime Casualty Investigation Training, both aboard HMSSC and during Mobile Trainings on COast Guard District Northwestern Luzon (CGDNWLZN) and Coast Guard District Palawan (CGD PAL). Said training familiarized PCG personnel with the philosophy, processes, and procedures required to support MCIs in accordance with the Code of International Standards and Recommended Practices for a Safety Investigation into a Marine Casualty or Marine Incident (CIC), other IMO

instruments, and the HPCG/ CG-8/MSSC SOP Nr 04-22 which introduced the practice of convening an ad hoc board for every VSMC, enhancing the efficiency and effectiveness of MCI. Trainees were then given maritime casualty scenarios to analyze causal factors and provide necessary, effective, practical, relevant, and targeted safety recommendations.

The aim was to develop a pool of qualified maritime casualty investigators who can conduct and manage investigations within their respective areas of responsibility (AOR).

RSEU STRENGTHENS RECREATIONAL SAFETY CAMPAIGN

The Recreational Safety Enforcement Unit (RSEU) strengthened its campaign to enforce the recreational safety mandates of the Philippine Coast Guard through the conduct of an online Troops Information and Education (TI & E) campaign to personnel of CG Districts, Stations, Substations and MSSU nationwide last April 2023.

Said TI & E campaign aims to intensify coastal and beach resort inspection, improve the full implementation of HPCG Memorandum Circulars Number 02-14, 03-14 and 04-14, Standing Operating Procedures Nr 10-20 and Nr 03-21. These pertinent legal bases will serve as a standard guidelines in effectively performing duties and responsibilities of Coast Guard Districts Stations/Substation and MSSU in regards to Recreational Safety Enforcement Inspection.

Furthermore, RSEU also conducted TI and E to Coast Guard Sub Station Lian personnel to make sure that all beach resorts, watercraft owner/operator or its equipment or crew correspond substantially with the requirements of applicable safety standards as provided to ensure safety of life and property at sea.

RSEI AT MATABUNGKAY BEACH RESORT

The RSEU personnel assisted CGSS Lian personnel in the actual conduct of RSE Inspection to Matabungkay Beach Resort and The Blue Coral Resort located at Brgy Matabungkay, Lian, Batangas.

Additionally, this unit spearheaded the Policy Review Workshop on the ongoing Revision of PCG Memorandum Circular Nr 03-14

“Guidelines for Safety and Security Requirements of Coastal and Beach Resorts, and Vessels with Pool Facilities including Qualification and Requirements of Lifeguards for the Promotion of Safety of Life at Sea” last 24 April 2023 held at PSC Manila Conference Room. The said workshop has resulted in the separation of the Provision for the Coastal and Beach Resorts and Vessels with pool facilities and the Provision for the Qualification and Requirement for Lifeguards which gave updated salient provisions in view of the issues and concerns raised from its effectiveness.

MSSC PERSONNEL COMPLETES WASAR

TRAINING

The Maritime Safety Services Command (MSSC) through the Maritime Search and Rescue Group (MARSAR) and Maritime Safety Services Training Institute (MSSTI) held the joint graduation ceremony of Water Safety, Rescue and Survival Techniques (WASAR) Class 07 & 08 - 2023 last 31 March 2023 aboard HMSSC Function Hall.

The ceremony was presided by Coast Guard Vice Admiral (CG VADM) Joseph Coyme, Commander, MSSC together with its Course Director, Coast Guard Captain (CG CAPT) Eliezer Dalnay, CG CAPT May Marfil, Commander, MSSTI, CG CAPT Ramil Palabrica, Maritime Safety Services for Operations (MSS-3) and newlyreported officers and non-officers.

Fifty six MSSC personnel composed of two (2) officers and fifty four (54) nonofficers has successfully completed the ten-day training including basic life-saving (BLS), swimming proficiency, underwater knot tying, river crossing, one-minute breath holding, water survival techniques, rescue techniques, rubber boat handling and familiarization and mile swim.

In his message, CG VADM Coyme reiterated his instruction for all MSSC personnel, especially the newly aboard to undergo WASAR Training as a must basic training not only by the Command but of all Philippine Coast Guard personnel. This is also in line with the Command’s strengthening efforts in recreational safety, especially in areas with high tourism value. Also, CG VADM Coyme extended his congratulations for the trainees, instructors and staff for the safe and successful conduct of the training.

The conduct of Water Safety, Rescue and Survival Techniques (WASAR) is part of MSSC’s steadfast commitment to equip Philippine Coast Guard personnel with the skills, technique

and confidence in performing search and rescue, an inherent maritime safety function. Said training was

conducted consecu-tively from 0631 March 2023 through MARSAR, MSSTI, Coast Guard Special Operation Force (CGSOF), Coast Guard Nursing Service Cavite Buoy Base and Medical Clinic Cavite Buoy Base.

PORT STATE CONTROL’S VIGILANCE ENSURES MARITIME SAFETY AND ENVIRONMENTAL COMPLIANCE

In a concerted effort to uphold international safety and environmental standards, Port State Control (PSC) Inspections has emerged as a resolute maritime safety enforcement tool. The PSC regime has succeeded in its fundamental purpose of ensuring that all international vessels calling on domestic ports adhere to stringent maritime regulations.

A remarkable achievement of Port State Control (PSC) Inspections is its substantial contribution to improving maritime safety. During the first half of this year, a total of 838 PSC inspections were carried out, meticulously scrutinizing vessels for compliance with international maritime standards. Of these inspections, 424 vessels were found to have deficiencies, leading to a total of 1118 deficiencies noted. These noted deficiencies compelled respective Masters of the ship to take prompt corrective actions, effectively averting potential accidents and safeguarding lives and valuable assets at sea.

Through their vigilance and profi-

ciency, competent PSC Officers managed to detain nine vessels that were deemed substandard and non-compliant. The detained vessels includes HARBOUR AQUARIUS, HANG BO 3001, HANG BO 3002, HYUNDAI UNITY, SHUN SHIN, MV PETITE SOUER, MV SAFCO, MV YAN GONG, and SUNWARD. The detention rate of 1.07% out of all foreign vessels calling on national ports reflects the unwavering commitment of National Ports State Control Service to uphold the highest maritime standards.

The resolute efforts of PSC Inspections have resulted in the successful identification and deterrence of substandard ships, reduction in maritime incidents, pollution, and loss of life and property at sea stands as a testament to the efficacy of their unwavering commitment. Its commitment to enforcing international safety and environmental standards has had a far-reaching impact, making maritime travel safer and contributing to the overall integrity of the global maritime industry.

MSSU AND PSC NCR-CL ATTENDS ISO 9001:2015 WORKSHOP AS PART OF ITS COMPETENCY DEVELOPMENT PROGRAM

The Maritime Safety Services Unit (MSSU) and Port State Control Center in NCR-CL headed by its Commander, Coast Guard Lieutenant (LTSG) Denis Rapal, underwent a workshop on ISO 9001:2015 “Quality Management System” (QMS) at Fleet Management Training Institute Phils. Inc., 15th Floor GE Antonio Bldg., Kalaw St Ermita, Manila on 02, 08 and 09 May 2023. Said workshop was conducted by Engr. Alexander Bantilan Jr., an IRCA Quality Management System and Maritime Auditor and at the same time the founder and President of

QGEN Management Consultancy Services, and Lead Auditor of GCL International Ltd.

ISO 9001:2015 is a globally recognized standard QMS developed by the International Organization for Standardization (ISO). The standard sets out the requirements for implementing and maintaining an effective QMS in any organization, regardless of its size, unit, or location.

Moreover, it specifies a processbased approach to quality management, emphasizing the importance of service satisfaction,

continuous improvement, and riskbased thinking.

In addition, ISO 9001:2015 outlines a framework of key requirements that an organization must meet in order to demonstrate its ability to consistently provide quality services, and comply with regulatory requirements, its mandates, duties, and responsibilities.

The workshop also tackled ISO 19011:2018: “Guidelines for Auditing Management Systems” and allowed the participants to experience a mock audit on the Internal Auditing process of the Management System.

PORT STATE CONTROL NCR-CL’S VIGILANCE ENSURES MARITIME SAFETY

The Maritime Safety Services Command (MSSC) through the Port State Control Center National Capital Region - Central Luzon (PSC NCR-CL) conducted Port State Control (PSC) Inspection to MV PACIFIC WORLD, a Panamaflagged passenger vessel docked at Manila South Harbor last 13 April 2023.

The Port State Control Inspection Team is headed by its Commander, Coast Guard Lieutenant Senior Grade (LTSG) Denis Rapal, Deputy Commander, Coast Guard

AND ENVIRONMENTAL COMPLIANCE

Lieutenant Junior Grade ( CG LTJG) Julie Anne Lodado together with other Port State Control Officers.

The conduct of Port State Control Inspection is in line with the mandates of the Philippine Coast Guard to ensure that international vessels calling on Philippine ports are in good condition and compliant with all requirements of international regulations. Also included is the verification of the competency of the ship’s Master, officers and personnel.

The Department of Tourism (DOT) states that from January to April 13, 2023, a total of 1,577,349 tourist arrivals were recorded and a primary of their visits was brought by passenger ships, thereby highlighting the importance and timely conduct of Port State Control Inspections.

MV PACIFIC WORLD has a total of 1,250 passengers and 698 crews with 109 days of voyage at sea to visit 22 countries including the Philippines.

INTENSIFYING INTEROPERABILITY: MSSC STRENGTHENS RELATIONSHIP WITH NAVSOCOM

The Commander, Maritime Safety Services Command (MSSC), then CG Rear Admiral (CG RADM) (now CG VADM) Joseph Coyme rendered a courtesy visit to the Commander of Naval Special Operations Command (NAVSOCOM), Commodore Alfonspin P Tumanda Jr, at Head-quarters NAVSOCOM, Sangley Point, Cavite City, on 27 January 2023.

During the said visit, CG VADM Coyme, who was accompanied by MSSC Chief of Staff, CG Commodore (CG COMMO) Dominador Senador III, discussed his intention to request NAVSOCOM to conduct training to MSSC personnel in line with its preparation for field training exercise this coming May 2023 in Ternate, Cavite.

Furthermore, the visit also aimed to further intensify the good working relationship between the Philippine Coast Guard (PCG) and the Philippine Navy (PN) through future interoperability exercises. This initiative is in reference with Section 2 of RA 9993 which states that in times of national emergency, the PCG would be attached to the Department of National DefensePhilippines (DND).

COMMANDER, MSSC DELIVERS LED TALK TO CGETDC

Coast Guard Vice Admiral (CG VADM) Joseph M Coyme, Commander, Maritime Safety Services Command (MSSC) visited Coast Guard Education, Training and Doctrine Command (CGETDC) for a Leader Epitomizing Distinction (LED) Talk at HCGETDC OWLditorium, Muelle dela Industria, Farola Compound, Binondo, Manila on 21 March 2023.

The LED Talks is an innovation

of the CGETDC to feature a Leader Epitomizing Distinction (LED) to share knowledge and practices that have led them to become the kind of leader they have become.

CG VADM Coyme was awarded the Honorary Command Instructor’s Badge for gracing the LED Talks andas recognition for being trailblazers in the Coast Guard service. CG VADM Coyme also received the OWL for being an Outstanding and Wise Leader.

CMSSC JOINS FOCUS GROUP DISCUSSION BETWEEN PCG TWG AND PLLO ON PCG LAW AMENDMENT AND MODERNIZATION BILL

LOOK: The Presidential Legislative Liaison Office (PLLO) conducted a Focus Group Discussion (FGD) on the proposed amendment to the PCG Law and PCG Modernization Bill last April 13, 2023 at Manila Diamond Hotel with the intention to further strengthening the PCG’s organization and administration to be more effective, efficient and reliable guardian of the sea.

Present in the FGD are PCG representatives headed by CG VADM ROBERT N PATRIMONIO and CG VADM JOSEPH M COYME together with CG COMMO ROMMEL A SUPANGAN, CG COMMO JAY T TARRIELA, CG CAPTAIN NELSON JAY T TIMBANG, CG CAPT DONETTE A DOLINA, CG CDR MAE RUBINETTE A BARNUEVO, CG LCDR JOYCE ANNE

L MORANTE, and other CGLLA staff. Representatives from DOTr, DBM, DOF, BTr, NEDA, MARINA, Office of Senator Marcos, Office of Senator Estrada, Office of Cong. Garcia and Office of Cong. Olaso are likewise present in the said discussion.

On the amendment to the PCG Law, the proposals include provision on

the minimum manning requirement of three (3) personnel per one (1) kilometer coastline and the emphasis on the implementation of three (3) core functional areas, namely, maritime security, maritime safety, and marine environmental protection. New PCG functions are likewise proposed such as the enforcement of three (3) core functions, the provision on wreck removal with authority to auction the abandoned vessel or wrecks to defray expenses of such removal and, the formulation and enforcement of ISPS Code without prejudice to the other agencies authorized under their respective charters to implement some relevant provisions of the ISPS Code. Further introduced is the adoption of PCG Code of Conduct in lieu of Military Justice System considering the nonmilitary character and civilian nature of the functions of the PCG. Another proposal is for the PCG to be exempt from registration and fees as imposed by the National Telecommunications Commission (NTC) and other charges and fees imposed by other regulatory

agencies. Nonetheless, among the significant amendments are the pension benefits of senior enlisted personnel who retired with the rank of CPO and up in accordance with the provisions of RA No. 8220 and RA 9365. The amendment included emphasis on the equal status in rank and pay of the CG Admiral and CG Vice Admiral with their counterparts in the AFP and PNP.

With respect to the PCG Modernization Bill, CG COMMODORE JAY T

TARRIELA presented the PCG modernization version which aims to address PCG’s limited capabilities and resources by introducing technologically advanced equipment, state-ofthe-art facilities and modern infrastructure to meet the new challenges and increasing demands for marine resources, technological advancement and climate change. Further, the proposed program will allow the PCG to perform its different functional areas efficiently and effectively. Also, the proposed modernization program consists of four (4) tiers arranged in the order of priority: Development of PCG Response Bases and Enhancement of Maritime Domain Awareness Capabilities; Development of Infrastructure and Interdiction Capabilities; Acquisition and Development of Patrol Vessels and Air Capabilities; and Infrastructure and Facilities Development, with period of implementation every three (3) years, reflecting the four tiers, over a total period of twelve (12) years. The appropriation for the proposed program shall be based on a minimum amount of One Hundred Billion Pesos (Php 100,000,000,000.00) at the beginning of each implementation period. There is likewise creation of PCG Modernization Act Trust Fund which shall be used exclusively

for the PCG Modernization Act.

These two (2) important legislations will definitely propel the PCG organization into new heights and be adequately responsive to the demands of service besting the different challenges of time.

Acelebration of family, this is the motivation as men and women of the Maritime Safety Services Command spend the day celebrating Valentine’s Day last 15 February 2023 aboard Headquarters MSSC.

The whole day was indeed a celebration of love as everyone enjoyed the park experience of Valentines-themed booths with their unique twists creatively prepared by each group of Coordinating Staffs and Functional Support Units (FSUs).

An array of food carts with a selection of food and drinks were also enjoyed by the MSSC family throughout the day.

A thanksgiving mass officiated by Coast Guard Lieutenant Senior Grade (CG LTSG) Russel Gester Rosel was attended later in the afternoon by everyone.

In the evening, a simple program celebrating talent, love and music was the main entertainment as the Command’s poets delivered their original piece on Spoken Poetry.

LOOK: National Security Adviser and Director General of National Security Council, Secretary Eduardo Año, and Philippine Coast Guard (PCG) Commandant, CG Admiral Artemio M Abu, led the arrival ceremony for the buoy laying contingents from the West Philippine Sea (WPS) on 15 May 2023.

From 10 to 12 May 2023, BRP Teresa Magbanua (MRRV-9701), BRP Malapascua (MRRV-4403), BRP Malabrigo (MRRV-4402), BRP Lapu-Lapu (MMOV-5001), and BRP Corregidor (AE-891) installed navigational buoys marked with the Philippine flag at Patag Island, Balagtas Reef, Kota Island, Panata Island, and Julian Felipe Reef.

CG Admiral Abu proudly welcomed back the brave personnel of the PCG and the Bureau of Fisheries and Aquatic Resources (BFAR) from one of the most important missions in service.

“Tensions and disputes over territory occur because boundaries at sea are merely imaginary lines drawn on water. These imaginary lines move and change with every perspective, every map, and every nation with its own interest,” CG Admiral Abu said.

“It is important for us to mark our territory by solidifying these boundaries, announcing to the world the scope of our sovereignty. Of course, we cannot draw lines on water, but marine buoys are as

close as we can get to internationally recognized markers of our territory,” he furthered.

For his part, Secretary Año expressed his sincerest gratitude to the PCG for conducting maritime patrol amidst continued aggressions and threatening acts in the WPS.

“The installation of buoys with the Philippine flag further signifies the country’s sovereign rights and jurisdiction over our EEZ,” Secretary Año emphasized.

“This act of marking the boundaries with our national flag signals our unwavering resolve to safeguard our aquatic borders and resources,” he added. As of 15 May 2023, the PCG has installed ten buoys in different critical areas in the WPS. Six more will be installed this year.

CGIA CONDUCTS AUDIT ENGAGEMENT AT MSSC

ICYMI: The Maritime Safety Services Command (MSSC) hosted the Coast Guard Internal Audit (CGIA) as they conducted an audit engagement of the Command from 24 - 25 April 2023 aboard Headquarters MSSC.

During the two-day audit, the Command’s Petty Cash Fund Custodians (PCFC) and Supply Accountable Officer (SAO) presented their documentation to the CGIA Auditors. In turn, said officers were given constructive and unbiased criticism by CGIA Auditors to keep abreast with effective and efficient work procedures and practice. In an exit conference, CG VADM Coyme, Commander, MSSC lauded the CGIA Auditors for their commendable efforts and gave due credence to the Command’s PCFC and SAO who were given outstanding

CMSSC, NHA REGIONAL DIRECTOR PRESENTS CG HOUSING PROJECT IN ZAMBOANGA CITY

The Commander, Maritime Safety Services Command (MSSC), Coast Guard Vice Admiral (CG VADM) Joseph Coyme was accorded with the traditional arrival honors upon his visit to the Headquarters Coast Guard District South Western Mindanao (CGDSWM) last 23 March 2023.

He was accompanied by his wife, Dra. Aida Coyme, the National Housing Authority (NHA) Region 9 Director, Al-Khwarizmi Indanan and NHA Zamboanga District Officer-in-Charge (OIC), John Louie Rebollos.

The following were the two main purposes of the Vice Admiral’s visit to CGDSWM:

1. To conduct Vessel Safety Enforcement Inspection (VSEI) Training to personnel of CGDSWM; and

2. To discuss the first ever approved Coast Guard housing project that will soon rise in Zamboanga City, in partnership with the NHA.

In a meeting with the District Commander, CGDSWM, Coast Guard Commodore (CG COMMO) Marco

Antonio Gines, his wife and other CGDSWM key officers, CG VADM COYME discussed the Coast Guard Housing Program which emanated way back 2019 during his time as the Commander of CGDSWM. Then CG COMMO Coyme envisioned a big Coast Guard community in the areas of Barangay San Ramon and Sinubong where the future Coast Guard Base, Coast Guard Regional Training Center and Coast Guard Offbase housing will be located.

Said housing project is in line with the main concept of NHA to develop community-based housing for government employees through a cooperative. Hence, the Vinta Cooperative was established to engage NHA on the development of PCG Housing projects and the Cooperative businesses within the St. Michael Subdivision HomeOwners Association.

Moreover, the delegates from the NHA also presented the proposed housing project to include housing designs and the amount for the appreciation of the attendees.

During his message in the convening ceremony of VSEI Training which was conducted immediately after the meeting, CG VADM COYME underscored the importance of said training to make sure that PCG personnel, especially those conducting vessel safety inspection prior departure, are knowledgeable and can perform their mandates properly.

CG VADM Coyme, together with CG COMMO GINES, other key officers and NHA personnel proceeded to conduct site inspection after to see the location of the first ever Coast Guard Housing project which will first rise in Zamboanga City.

CG VADM Coyme also visited the socalled “OPCON Village” which houses the seven units under the Operation Control (OPCON) of CGDSWM such as Maritime Safety Services Unit (MSSU), Human Resource

Management Unit (HRMU), Marine Environmental Protection Unit (MEPU), Real Estate Management Service Unit (REMSU), Supply Accountable Office (SAO), Logistics and Financial Management Center (LFMC) and Sea Marshall Unit to personally talk to them and to deliver the great news.

In his remaining two and a half years in the service, CG VADM Coyme is working hard to make all these plans into reality to give dignity to the working environment of the Philippine Coast Guard (PCG) personnel and to provide decent and affordable housing units for his fellow coast guardians.

MSSC DOMINATES THE FIRST-EVER MEPCOM-MSSC JOINT FTX

The ceremony was a full display of camaraderie from PCG and the Armed Forces of the Philippines (AFP) as it was attended by Coast Guard Vice Admiral (CG VADM) Robert Patrimonio, Commander, MEPCOM; CG VADM Joseph Coyme, Commander, MSSC; CG Rear Admiral (CG RADM) Edgardo Hernando, Commander, Coast Guard Special Operations Force (CGSOF); Coast Guard Commodore (CG COMMO) Ramon Lopez, Deputy, MSSC, CG COMMO Teotimo Borja , Deputy, MEPCOM; CG COMMO Lowie Palines, Commander, CG Ecumenical Chaplain Service, Lieutenant Colonel (LTCOL) Redentor Bengala PN (M), Director, the Amphibious Warfare School,

Marine Corps Development Center, PMC, LTCOL Artemio Raymundo Jr PN (M), Commander, MBGL and representatives from Naval Special Operations Command (NAVSOCOM) headed by LCDR Juan Tarroza.

Culminating the month-long preparation, personnel of MSSC and MEPCOM valiantly participated in the three-day exercise composed of terrain modelling, Jungle Environment Survival Training (JEST), Land Navigation, Patrolling and Combat Maneuvers.

With guidance and expertise of Instructors from CGSOF, NAVSOCOM and the Philippine Marines, participants were able to have an immersive and realistic training experience , additional knowledge, improved skill set, practice interoperability and strengthen their camaraderie as an armed and uniformed service.

As stipulated in Section 2 of RA 9993 (Coast Guard Law of 2009), the PCG, in times of war, shall be placed under the Department of National Defense (DND). Meanwhile, this year the PCG was included in

the Joint Peace and Security Coordinating Council (JPSCC) together with the AFP and PNP. In the Security Coordinating Council, interoperability among its members is highly encouraged with its common goal to serve and protect the Filipino people.

This is highly supported by CG ADM Abu as he emphasized during his message “We cannot afford to deviate from the military’s way of training their own people and the military’s way of upholding their doctrines.

There is really a need for us to closely work together with the AFP and the PNP and other armed services of our country because that is very essential in the performance of our mandate.”

Portraying competence, grit and dedication, MSSC was hailed as this year’s Over-all Champion, dominating the events of Marksmanship, Terrain Modelling, Land Navigation, Patrolling and Combat Maneuvers.

Meanwhile, MEPCOM truly exhibited Command Control as they were hailed as the Most Disciplined Team.

The field training exercise between functional commands is conceptualized to be an annual activity aimed to foster camaraderie and continuous improvement through healthy competitions that would test personnel’s capabilities and readiness and leverage their respective strengths and expertise in solving different challenges.

Coast Guard Legislative Liaison Affairs (CGLLA) Acting Commander, CG Vice Admiral Robert Patrimonio, and Maritime Safety Services Commander, CG Vice Admiral Joseph Coyme, presided over the discussion to inform PCG personnel of the proposed MUP pension reform and gather their perspectives on the matter.

The economic team — composed of Department of Finance Usec. Maria Luwalhati Dorotan Tiuseco, Presidential Legislative Liaison Office Usec. Bernardino Sayo, Bureau of Treasury’s Deputy Treasurer, Atty. Erwin Sta. Ana, and Senate Defense Committee’s Atty. Norliza Villanueva — joined the public consultation.

Usec. Tiuseco shared an overview of the current issues with the MUP

Pension System and recommended ways to improve its financial sustainability.

According to the Finance Undersecretary, the enhanced proposal offers MUPs who choose optional retirement the prerogative to select from three options for claiming pension benefits.

During the open discussion, participating PCG personnel expressed their views and concerns about the proposal.

The economic team acknowledged their concerns and committed to conducting a thorough study to consider their thoughts and suggestions in the formal proposal.

To date, the PCG is consolidating the consensus of personnel from all Coast Guard units nationwide to ensure their issues and concerns about the MUP Pension System will be reviewed and addressed.

COMMANDER, MSSC WITNESSES MOU SIGNING BETWEEN PCG AND NHA

LOOK: The Philippine Coast Guard (PCG) signed a Memorandum of Understanding (MOU) with the National Housing Authority (NHA) to develop property that will be used exclusively for housing projects for PCG personnel and employees yesterday, 07 June 2023 at the PCG National Headquarters.

Under the said MOU, the PCG and NHA agreed that the NHA shall facilitate the implementation of the housing projects in collaboration with the PCG, while the PCG shall identify, select, and endorse a property suitable and safe for enrollment in the program.

GUIDING LIGHT TOWARDS SAFETY: MSSC COMMEMORATES WORLD MARINE AIDS TO NAVIGATION (WATON) DAY 2023

With this year’s theme, “Successful Voyages, Sustainable Planet”, MSSC as the frontline of maritime safety in the country, joins the international community in recognizing the importance of lighthouses, buoys, beacons and other aids to navigation in guiding our mariners and other users of the sea to safety.

WAtoN Day 2023, first celebrated in 2019, is aligned with the establishment of the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) and showcases the essential role of marine aids to navigation in promoting safe and efficient maritime navigation worldwide.

This special occasion underscores the critical role played by aids to navigation in safeguarding the lives of mariners, protecting the marine environment, and promoting sustainable practices.

MSSC RECEIVES 38 BOXES OF LEARNING MATERIALS FROM CPMARVET

The Confederation of Philippine Marine Veterans Association, Inc (CPMARVET) paid a visit to Maritime Safety Services Command (MSSC) to turn-over 38 boxes of learning materials donated by Bato Balani Foundation Inc. for the young learners of Pag-Asa Island on the West Philippine Sea (WPS) last 26 January 2023.

CG RADM (now CG VADM) Joseph Coyme, Commander, MSSC gladly welcomed the guests from CPMARVET headed by its President, Marine Veteran Winifredo Miranda, its Board Secretary, Mr. Renato Bañez, Mrs. Jojo Bañez and Mr. Likha Lakan Delos Reyes.

A simple program was held wherein CG VADM Coyme highlighted the recent endeavours of the Philippine Coast Guard (PCG) on the WPS, particularly the installation of five navigational buoys on the islands of Likas, Lawak, Parola and Pag-asa.

Furthermore, CG VADM Coyme proudly shared the elation of Ivatans on the successful installation and commissioning of the lighthouses in Batanes last December 2022.

Accordingly, the said donation initiative was inspired by a feature on two PCG officers, who are also licensed teachers that now teach the young learners of Pag-Asa Island aside from their duties at the PCG Station Kalayaan, as narrated by Mr. Likha Lakan Delos Reyes during his speech. With this comes the coordination with the Bato Balani Foundation Inc., who then donated said books for the primary and secondary students of Pag-Asa Island.

Mr. Renato Bañez and Marine Veteran Winifredo Miranda proudly regaled their stories as Marines deployed at Pag-Asa Island during their tour of active duties.

In connection with the said occasion, a static display showcasing the aids to navigation equipment of the PCG will be held from 30 June to 07 July 2023 at the MSSC lobby.

Moreover, with the aim of raising awareness of the crucial role played by marine aids to navigation, this celebration reflects the PCG’s dedication and commitment in enhancing its capability in ensuring navigational safety. This also highlights the importance of the light stations as heritage and historical landmarks, as well as sovereign markers of the country.

CG VADM Coyme then gave an update on the current improvements on Pag-asa Island since the time of its first defenders, the Marines. He then dubbed this turn-over ceremony as “historic” as he reiterated that the PCG is slowly taking over the situation on WPS. Engagements with organizations to give back to communities highlighted the humanitarian nature of PCG in addition to its mandates of enforcing peace, order and stability on the country’s maritime jurisdictions.

MSSC TAKES THE LEAD IN PLANTING 3,000 MANGROVE PROPAGULES IN NOVELETA, CAVITE

The Maritime Safety Services Command (MSSC) commemorated love month by planting around 3,000 mangrove propagules earlier today, 25 February 2023 at the Philippine Coast Guard Mangrove Conservation Site at Brgy. San Rafael IV, Noveleta, Cavite.

“Mangrove planting is a simple yet impactful way to show our love for Mother Nature. It is our way of giving back and taking care of the environment. Let us work together and restore these vital ecosystems for the benefit of both the wildlife and humanity”, said Coast Guard Captain (CG CAPT) May Marfil, the Director of MSSC Training Institute as she welcomes all the participants from different government and civilian organizations.

These mangrove propagules were sponsored by the Philippine Coast Guard Auxiliary 103rd Coast Guard Aux Squadron and Rotary Club RC Las Pinas Central.

This collective initiative was also participated by volunteers from Marine Environmental Protection Command (MEPCOM), Coast Guard Station Cavite, Coast Guard Substations Noveleta and Malacañang, Philippine Coast Guard Auxiliary, BFP R4A Noveleta Fire Station, BFP R4A Cavite City Fire Station, BFP Rosario FS Cavite and

the Municipality of Noveleta.

Meanwhile, a simple demonstration was given by Marine Environmental Protection Unit - Cavite on the proper handling and planting of said mangrove propagules. The volunteers also proceeded with a coastal clean-up activity immediately after.

The planted propagules on the mangrove conservation site will then be monitored and maintained by MEPU-Cavite.

This activity is also a show of unity towards a noble cause between the PCG, PCGA and partner agencies as a celebration also of the People Power Movement today.

MSSC SOLEMNLY CELEBRATES ASH WEDNESDAY

The men and women of Maritime Safety Services Command (MSSC) attended a Holy Mass in solemn celebration of Ash Wednesday on 22 February 2023 aboard Headquarters MSSC Chapel.

Ash Wednesday marks the beginning of the Season of Lent. It is a 40 day season of penance, reflection and fasting which prepares Roman Catholics for the Holy Week.

MSSC CELEBRATES EASTER SUNDAY WITH FAMILIES AND FRIENDS

It was a joyful celebration at the Headquarters Maritime Safety Services Command (MSSC) as personnel and their families came together for the celebration of the Easter Sunday earlier today, 09 April 2023.

A thanksgiving mass officiated by Coast Guard Commodore (CG COMMO) Lowie Palines, the Commander of the Coast Guard Ecumenical Service (CGES) kickstarted the activity. Afterwards, mass attendees were welcomed by festive music played by the Philippine Coast Guard (PCG) Band outside of the MSSC Chapel.

Games such as egg-hunting, trip to Jerusalem, Pinyata, Pasabit and many more were enjoyed by the kids.

There was also an egg art contest which was participated by all MSSC units. The Maritime Safety Services Training Institute (MSSTI) bagged the first place followed by the MSSC Headquarters Support Group (HSG) and the Office of the Commander,

The activity was spearheaded by the Commander, MSSC Coast Guard Vice Admiral (CG VADM) Joseph Coyme. He was joined by his wife Dra. Aida, his son Joseph Anthony and other family members.

In his message, CG VADM Coyme welcomed the families and friends of MSSC personnel. He emphasized the importance of the gathering which is considered the birth of Christian Church. Without the death and resurrection of Jesus Christ the “Savior”, this tradition would not be happening. He then called everyone present as Easter people, joyful, loving & caring to all mankind.

The Admiral’ s Cup 2023, with its five teams composed of different PCG Units in Manila and Cavite Area also is an avenue to identify potential PCG athletes for the upcoming AFP-PNPPCG Olympics 2023.

MSSC MAKES MOMS FEEL EXTRA SPECIAL ON MOTHER’S DAY

LOOK: The Maritime Safety Services Command (MSSC) held a simple Mother’s Day Celebration on 14 May 2023 aboard Headquarters MSSC, Sangley Point, Cavite City.

The program which aims to honour the Mothers in the Command began with a Thanksgiving Mass officiated by Reverend Father Alvin Amistad.

It was subsequently followed by a short program which was attended by MSSC Moms and their families.

Coast Guard Captain (CG CAPT) May Marfil, the Director of Maritime Safety Services Training Institute (MSSTI) and at the same time one of the remarkable Moms in MSSC gave her remarks which highlighted the essence of Mothers in everyone’s life.

Meanwhile, the Chief of Staff of MSSC Coast Guard Commodore (CG COMMO) Dominador Senador III led the distribution of Mother’s Day cupcakes as a simple gesture to somehow make Mothers feel special and appreciated today.

The Commander of MSSC Coast Guard Vice Admiral (CG VADM) Joseph Coyme, represented by CG COMMO Senador III, extended his warmest greetings to all the MSSC

Mothers whom he described as “the light of their own family and the beacon of light of MSSC whose invaluable contributions help MSSC to continually perform its mandated functions”.

Mother’s Day in the Philippines is a special occasion celebrated annually on every second Sunday of May to honour the sacrifices of Mothers and reflect their incalculable contributions in our lives.

This is the message of the Father of Maritime Safety Services Command (MSSC), CG VADM Joseph Coyme as he presided a simple Father’s Day celebration aboard HMSSC Function Hall on 16 June 2023.

“Today, as the world honour us as the Fathers in our families and here in MSSC, I want us all to honour our fathers too. By doing so, we somehow reflect on how they have ultimately influence us to become the person we are today.”

CG VADM Coyme further narrated his memory of his father, who inculcated to him the values of discipline, respect to elders, being God-fearing

and the importance of physical fitness that still guide him in service and in life.

The said activity was attended by the Deputy Commander, CG COMMO Ramon Lopez, Chief of Staff, CG COMMO Dominador Senador III and all Fathers of the Command.

In a gesture of appreciation, a simple token was given by CG VADM Coyme to each Father in attendance.

MSSC FEMALE PERSONNEL RECEIVED THEIR 1ST DOSE OF HPV VACCINES

Earlier on 31 May 2023, a total of twenty-five (25) female personnel of the Maritime Safety Services Command received the first dose of Human Papillomavirus vaccine (in a 3-dose series, 2nd dose: two months after the first dose and 3rd dose: six months after the first dose) at Medical Clinic- CBB.

As part of the Medical Clinic- Cavite Buoy Base and Nursing ServiceCavite Buoy Base’s commitment in providing quality health care services to all MSSC personnel, 75 vials of Human Papillomavirus (HPV) vaccine were donated in coordination with Cavite Provincial Health Office thru with Ms. Tina, Secretary of Dr. Nelson Soriano.

MSSC OFFICER BAGS LEADERSHIP AWARD FROM INTERNATIONAL MARITIME OFICERS COURSE AT THE US COAST GUARD ACADEMY

Good News: Maritime Safety Services Command (MSSC) proudly congratulates its very own, Coast Guard Commander (CG CDR) Lalaine Ginete, the Former Commander of Maritime Safety Services Unit (MSSU) North Western Luzon for successfully completing the International Maritime Officers Course (IMOC) in United States Coast Guard (USCG), Tracen Yorktown, Virginia, USA from 29 January to 27 April 2023.

During the twelve-week course, 20 military officers from different countries who composed the IMOC Class 69-23 were indoctrinated with an in-depth understanding of the USCG organization through a series of seminars, classes, and field studies in search and rescue, maritime law enforcement, marine safety, command and operations, rule of law and discipline military operations, crisis command and control, tactical operations, leadership and management, and international relations and diplomacy.

In the closing ceremony held last 27 April 2023, CG CDR Ginete delivered the graduation remarks on behalf of the class and was awarded the Leadership Award from the Director of International Affairs, Washington DC, the other half of the only two awards given

to their class.

CG VADM Joseph Coyme, Commander, Maritime Safety Services Command (MSSC) congratulated CG CDR Ginete and encouraged her to emulate and apply her learnings and experiences in the Coast Guard service and share the knowledge she gained with her fellow Coast Guardians.

Said flagship course was also participated by CG LCDR Roland Magdadaro, CG LCDR Bryan Evangelista, CG LCDR Aicel Joy Mayor together with mid-grade officers from the Bahamas, Benin, Cape Verde, Comoros, Fiji, Gabon, Haiti, Malaysia, Malawi, Mozambique, Oman, Togo and Tonga.

Participation in international courses is part of MSSC’s commitment to increasing personnel effectiveness and efficiency, not just in maritime safety but also as Philippine Coast Guard (PCG) personnel.

Moreover, information drive thru audio-visual presentation was provided. Dr Concha, visiting consultant of MED Clinic CBB conducted a thorough health assessment and screening before vaccination to prevent adverse reactions to HPV vaccines.

The HPV vaccine is one of the preventive measures to prevent cases of cervical cancer.
