Following the release of The Wealth Report 2025, we met up with Alex from Knight Frank to talk about recent trends in the increasingly international UHNW market and what that means for Quinta do Lago, Vale do Lobo, and the Algarve in general.
Alex, thanks for meeting with us, what can you tell us about recent trends shown in The Wealth Report?
Well, firstly we've been seeing a rise in clients looking to relocate. Over 70 countries had elections last year, this leads to changes in government, in fiscal structure, and thus instability.
When there's instability, we've found that clients begin to think about making changes. In fact, we reported that 128 millionaires would be set to relocate in the coming year - a significant increase from the previous year.
The quality of life, the cost of living, (...) make relocating here very attractive to these clients.”

So how do clients looking to relocate decide where to move to?
When we looked into it, and you can see in The Wealth Report, we found a surprising result in the key drivers for relocation. Interestingly, while we might think that fiscal reasons would be the most important, tax and financial motivations only ranked third among the reasons to relocate. Number one was lifestyle. It turned out lifestyle, privacy, and security are the main motivators for UHNWIs to relocate.
That’s really interesting…
Yes, and that brings us to Portugal. Here you start to see that the quality of life, the cost of living, along with the accessibility of the Algarve as a destination, make relocating here very attractive to these clients.

And where does the data suggest these clients are coming from?
We are seeing more coming from the US, that's a steadily growing market. We are seeing a lot of interest from there in the Lisbon and Comporta regions, but that leads to interesting potential for the Algarve too.
Comporta, for example, doesn’t have the infrastructure or lifestyle that the Algarve has to offer. So, when clients from the US looking in Portugal see the quality of the product in Quinta do Lago, there is huge potential.
It’s an established destination with the high-end, turn-key properties and branded residences that these clients are looking for. And they’re prepared to pay for it!
So, I feel, over time, that we will see the US market grow in the Algarve - it ticks all their boxes.
The lifestyle and architecture here compares very well to an established US market like Miami… Absolutely. The only differences are the awareness and now that the US market is looking more into Europe, and Portugal specifically, we will start to see their growing interest in the Algarve.

Quinta do Lago and Vale do Lobo have also invested heavily in the lifestyle they can offer, now becoming a place to live the whole year round… The quality of the lifestyle is key. It’s an interesting time of opportunity, and so much has been developed here over the past few years. There's still the natural beauty, the beaches, but there's also more restaurants, there’s more facilities, there’s more ways to enjoy the year round good weather.
And there’s also growing interest from US developers and investment companies looking at Portugal from a portfolio perspective - and that’s something driven by the market stability and lifestyle here as well.
And of course there’s always the UK and Irish markets?
What we’re seeing in the UK, our clients' concern isn’t higher taxes, but it’s the 40% inheritance tax. So among the other fiscal advantages of relocating to Portugal, there is zero inheritance tax. This, we’ve found, is very appealing, especially for older clients or those managing generational wealth.
So, even in a time of political and global instability, we can see a lot of opportunities for the Algarve luxury market - and a growing interest from around the world.

A leading figure in New York's real estate scene, Monica Novo navigates the city's complex landscapes with ease, employing her knack for spotting investment opportunities to cement her reputation in the field.

We met with Monica to discuss what Portugal has to offer the US market - and her own thoughts on life in the Algarve.

How did you first get started in real estate?
After spending time in finance and realizing it wasn’t the right fit for me, a friend suggested real estate as a natural path, given my personality and passion for architecture and design. It’s now been 37 years!
What were some of the trends seen in the US luxury real estate market during 2024?
The luxury real estate market experienced a 7.1% increase in homes; there was also a notable rise in properties listed above $100 million, particularly in South Florida, reflecting a growing demand for ultra luxury homes.
How do you see the market evolving in the coming year?
I see a growing pool of buyers in the U.S. who are no longer waiting for interest rates to drop. Additionally, more buyers are purchasing abroad, driven by clear concerns related to the current administration.
What does the Algarve have to offer as a luxury market to the US?
It offers larger homes at more competitive prices compared to Mediterranean hotspots. Some of the tax advantages for high-net-worth individuals make it especially appealing for U.S. buyers/investors.


What attracts HNWIs from the US to Portugal? And, specifically, to Quinta do Lago and Vale do Lobo?
Lifestyle. Exclusivity, temperate climate, historic charm, and the ease of traveling there from the US.
Has the market for US clients moving to Portugal grown in recent years? Do you see it growing further?
Yes! I have several friends and clients who have purchased in Portugal, and I anticipate continued growth in the coming years.
Are US HNWIs becoming more international? Are they becoming more interested in Europe? If so, for what reasons?
Again, the appeal lies in lifestyle. The lower cost of living compared to other major cities, and the effortless way Europeans embrace life. Additionally, Portugal’s central location makes it easy to travel throughout Europe, adding to its desirability for both investors and those seeking a new home base


Have recent trends - work/life balance, working from home - affected what your clients are looking for? Has it made a move abroad more attractive?
Absolutely! The ability to work remotely has had a significant impact on attracting buyers from the U.S. to invest in Europe. The flexibility to live abroad while maintaining a career has made countries like Portugal increasingly appealing.
What do you think US clients will enjoy about the Algarve lifestyle?
Clients will love the Algarve lifestyle for its relaxed pace, beautiful beaches, and year-round sunshine. The lower cost of living, affordable real estate, and excellent dining make it even more appealing. With a strong expat community, easy travel access across Europe, and a welcoming culture, it’s the perfect place for a high-quality, yet laid-back way of life.

Sitting down with Ingrid Parnis from Equilibrio Interiors to discuss her inspirations, passions, and life in the Algarve.

I caught up with Ingrid just before she was departing for a trip to Japan that would take her through Osaka and Kyoto. Although Ingrid and her husband have always travelled together, this trip has special meaning to them as a couple. Her British husband, her Dutch roots, and their life together in Portugal echo the story of the Far East itself, something that appeals to their mutual love of history and travel. In fact, almost 40 years ago, the story of Equilibrio began with a trip together.
While living in Kensington, her husband persuaded her to take a trip to a relatively new resort, Quinta do Lago. “It was very different when we first came here in 1987, the hotel was only just open,” she recalls, “In fact, I think we were one of the very first couples to stay there - but already you could see the potential…”



Back in London, Ingrid was already running a successful interior design company, but saw that, at the time, no one was working to the same level in Quinta. This opportunity became clear when she worked on her first apartment, showcasing what she could bring to the market. “I actually did our apartment in Lakeside myself, and the manager saw it and asked me to furnish their showhouse - that is how it all started!”
They immediately felt at home here. Like so many others, she always found it a very welcoming place, something she still feels today. “I’ve always loved being here,” she explains, “the people are very kind, hardworking, and honest.”
But even then, she could see that change was coming. “Quinta do Lago has grown so much over the years, along with Vale do Lobo. But the feeling of being in the Algarve hasn’t changed, it’s still a place that you fall in love with.”

Over 30 years after opening her first showroom, Equilibrio continues to set the highest standards of quality in the Algarve’s luxury market - but Ingrid’s flair and sense of style dates back even further. “My mother was a fashion designer,” she explains, “so I grew up surrounded by all these amazing colours and textures and fabrics.”
In fact, Ingrid still begins her projects through these elements, finding fabrics and colours to inspire herself and her clients. Working closely with each and every client, she gets a true sense of their tastes by touring the showrooms with them personally. “I have to talk to people, I need to see their reactions to things first hand, what they like, what they don’t like. At the end of the day, everyone is different and it is their home and should reflect them.”
Her care and attention means that her team has grown considerably over the years, but has never compromised on quality. With four full-time seamstresses working on fabrics and textiles, a gallery of artwork, and a stocked warehouse, she is able to complete a project from start to finish avoiding long turnaround times.


“Fairs twice a year in Paris keep me in touch with the latest trends. That’s very important.” She also continues her work in London - recently completing a project in Chelsea - which keeps her finger on the pulse of her clients expectations. “I believe travelling has helped influence my work over the years. I often see things in different countries that inspire a new idea or a new design. It gives us a different perspective”
One of the most appealing aspects of owning property in the Algarve is the unique blend of feeling both at home and on holiday—a true coming together of people and places. I experienced this sentiment in my conversation with Ingrid. My daughter works with her, and through that connection, it is evident that Ingrid´s dedication in the way she creates fresh narratives not only for newcomers but also for long-standing residents who return to her time and again for help in transforming their homes. It was her passion for interiors and the distinctive charm of the Algarve that sparked her journey—a story that continues to inspire today.

The global property market in 2024 experienced a shift driven by economic stabilisation, easing inflation, and interest rate adjustments. While some prime markets continued to see moderate price growth, others slow as affordability challenges and monetary policies took effect, findings echoed in the Knight Frank 2024 PIRI 100.

Amid a more stable economic landscape in 2024, the luxury residential market continues to demonstrate resilience. Let’s take a closer look using Knight Franks’ Prime International Residential Index, which tracks the performance of 100 city, sun, and ski locations globally.

The Algarve stands out as a stable, longterm investment destination in the global luxury property market. Its enduring appeal, paired with a more measured growth trajectory, offers reassurance to buyers seeking both lifestyle and lasting value. With prime real estate at just $91 per sqm per $1M spent, the region remains significantly more accessible than traditional hotspots like St. Tropez or Aspen—making the Algarve a smart, strategic choice for discerning buyers seeking lifestyle and investment returns.
THE PORTUGUESE MARKET
In 2024, Portugal recorded 156,325 residential property transactions, marking a 14.5% increase compared to 2023. The total value of these transactions rose by 20.8%, reaching €33.8 billion. The House Price Index (HPI) climbed 9.1%, ending the year with an average national price level 11% higher than in 2023.
Price growth in Lisbon and Porto eased in 2024, to 5.5% and 7.8% respectively, compared to 6.3% and 10.7% the year before. In contrast, the Algarve saw prices climb by 13.8%, not only well above the national average of 11%, but also higher than its own 9.2% increase in 2023, much of that recovery was made during the last quarter of 2024. It is a clear sign that demand in the south remains strong, especially among lifestyle buyers and international investors. As for resort housing, after a huge jump of 26.6% in 2023, growth cooled to a more sustainable 5.9%, suggesting the market is settling into a steadier rhythm after a standout performance.

The Algarve’s 2024 performance reflected both resilience and increasing demand— particularly in contrast to cooling urban centres like Lisbon and Porto. The region’s price growth underscores its premium status and the continued scarcity of highquality inventory. With limited new builds and robust international demand, areas such as Loulé, Tavira, and Lagos experienced respective value increases of 12.6%, 12.8%, and 18.6%. Vila Real de Santo António led the surge with a remarkable 26% rise—up from 8.6% the year before. Faro, the region’s capital, also saw values climb by 11.5%.

Over the past decade, Portugal has steadily become a haven for high-net-worth individuals (HNWIs). Its reputation for luxury living, seamless international mobility, and tax efficiency has drawn an influx of investors, entrepreneurs, and innovators. Yet, with recent changes to Portugal’s Non-Habitual Residency (NHR) and Golden Visa programs, the roadmap to success has shifted—but not closed.
/ EVOLVING PATHWAYS FOR INVESTMENT AND RESIDENCY
Portugal’s NHR regime was a cornerstone for expatriates, offering generous tax breaks for up to 10 years. However, as of January 2025, the government retired the NHR in its original form, introducing a new scheme targeting highly skilled professionals. Known as NHR 2.0, it offers a 20% tax rate on local income for those working in sectors like scientific research and innovation. While foreign pensions are no longer tax-exempt, opportunities for wealth structuring still abound, particularly for those who understand the intricacies of the system.
The Golden Visa, meanwhile, has undergone its own metamorphosis. The days of qualifying through property investments are over. Investors must now explore alternative routes—such as approved fund investments, cultural donations, or local job creation. Arriving at the home of Mandi Clarke, founder of Earth and Clay, it was easy to see where the inspiration for her garden designs comes from. Surrounded by the natural serenity of the Loulé countryside, we met to talk about her life in the Algarve. Her dog, Timber, lay enjoying the warm sunshine, as we sat under the shade of a weathered olive tree to share her story.
Mandi came from the East coast of Durban almost 25 years ago in search of a better life for her young family. With her husband and three-year old daughter, they began renovating the ancient ruin upon whose terrace we now sat looking out over the Barrocal valleys. Now a beautiful home, she still feels very much at peace here. “I’m a homebody,” she explains, “I always feel so at peace here. We found a happy place here. I’m happy, so why change anything?”

Their home feels full of memories, her daughter was married in these gardens, and what was once a ruin grew to be a place of love and family. We can see that growing is something of a family tradition, “I come from a family of gardeners, I’ve always loved the way these spaces help people, how they make them feel happy. It gives me a lot of satisfaction.”
She believes that growth takes time and patience, something deeply rooted in the concept and philosophy of Earth and Clay. From seed to tree, at the heart of what they do lies a sense of connection to the land, to the community, a passion to plant the roots of a real, sustainable future for each and every garden.
I still place every plant, every tree, in the ground myself. That feels really important to me, I always say to my clients, ‘I come with the garden!’”

Working closely with the client, they offer a personalized service with regular interaction, in order to provide exactly what a client wants, from start to finish. “All of my gardens are different, it’s about understanding the clients, who they are and what they want from their garden. I want to give them the same feeling I get from my garden. A place to breathe, a place of peace and calm.”
When she first started her company in the Algarve, Mandi worked together with only one employee, but her passion for her work meant that the company grew quickly. Eventually her husband would join the team and they would run Earth and Clay together. But it was still important to them that they keep the personal service that was so important to creating their gardens. “It was word of mouth that really helped us, we didn't really need to invest in marketing, our gardens spoke for themselves.”


“I still place every plant, every tree, and design every project myself. That feels really important to me, I still enjoy that part of it, being involved with the garden each step of the way. To create something really special you have to go that extra step to create something different from everyone else out there.
Looking to the future of her projects, Mandi works with sustainable practices, using indigenous planting and her local knowledge to create gardens that not only look beautiful but also respect the delicate Algarvian ecosystem.
“Gardens are living things, they’re like people, sometimes they need some extra care, some extra attention. It’s also about long term planning, about considering how the spaces can change as life changes.”
This care and attention is something that can be seen in every one of Mandi’s projects, and, sitting in her garden, it’s clearly something inspired by her own love of the region.

Their founder Gisela Matthijs first arrived in the Algarve from Germany over 30 years ago, pioneering catering in the region at the very beginning of the luxury market here. “My first company here was organizing private chefs in Quinta do Lago. At the time, no-one was doing this here.”

She immediately fell in love with the way of life here and her business began to grow a reputation for delivering the highest quality. Gisela used the skills and abilities she’d developed to build unique menus, creating delicious dining experiences for her clients. She was able to connect with people and understand their needs, and word quickly spread.

“Quality has always been the main focus. We believe in tailoring the menu to the client. We work very closely with them, helping them choose things they really enjoy when we’re looking at the menus. We ask them about their favourite dishes, ones that mean something special, and help them to explore our local produce and gastronomy.”

The parents of Adriana, one of Gisela’s event managers, were actually among her first clients. “It’s a great example of the influence great food can have on our lives,” Adriana explains, “the food my parents enjoyed years ago would inspire my own path in life.”

I was delighted to meet up with Maxime Lachance at his latest project overlooking the beautiful town of Santa Bárbara de Nexe. Since completing his first development in Canada at the age of just 20 - “I started young!” - the ARKEO founder has built over 1000 houses and apartments. Originally from Montreal, he now lives full-time in the Algarve, bringing his integrated approach to design, architecture, and construction with him.
“There's a large Portuguese community in Montreal, one of my best friends growing up was from here. But I found a home here only after meeting my wife in Ibiza. She lived in Germany, and I was based in Canada. We were travelling back and forth, but when we were expecting our daughter, we decided we needed to find a place to live as a family.”
It’s how we ensure quality throughout, everyone respects the work done before and the work done after...”

Like so many of us, Max felt that the safe, welcoming community in the Algarve was the perfect place to start a family - but also saw a gap in the luxury market here. “It’s a great place for families, a great place for my daughter to grow up. Munich wouldn't be an upcoming market for what I do, but in the Algarve I saw an opportunity. And, of course, I also wanted the good weather! So four years ago, we moved here.”
“At first, I was only going to buy some land here for development, but I was told that it would take up to 3 years. I thought we could do better!” This meant setting up a construction company too, but this was something of a family tradition for Maxime.


“I’ve always loved construction. My grandfather was an architect, so I'm passionate about design. Back then, development and construction worked hand in hand, today not so much. I'm old school about this - I like to be able to connect the two.”
Watching him work with his team, it’s clear this is true. He jumps into a digger just as easily as into a spreadsheet. “I really feel the team learns from each other,” he explains, “I bring elements from my culture and, in turn, they teach me. The respect we have for one another makes for a great team. It’s a great mixture of cultures we have here, different perspectives, but the same goal.”


Now with over 50 people in his team, ARKEO is fully vertical. From beginning to end, collaboration is key, each team member handing over each stage of construction to the next. “It’s how we ensure quality throughout, everyone respects the work done before and the work done after, it creates pride and responsibility.”
“My grandfather always told me, we’re building homes for people. There are two sides to architecture, you have art and you have technology. If you concentrate on one side over the other, you lose sight of that. This reminds me that I’m not making homes for my ego, they’re made for a family to live in.”
I’m made for building homes, not apartments. Even within the skyscrapers that I built in Canada, to me, I was making homes.”
Balance is something that’s clearly important to Max, balance in architecture and balance in life. This is, after all, what first brought him to the Algarve. “I love the lifestyle here. Now that you can work remotely it’s even better. There’s a great community year round here, restaurants are open, the beaches are beautiful…great food, great people. You don’t get that everywhere”.

This is something that inspires the homes that he is creating here. “People want to enjoy their time here. When I was looking for a home here, I wanted something like we’re building here. For a home, people are looking for something perfect, ready to move in. I’m sure I would have been buying here if they’d been here 4 years ago!”
The name ARKEO comes from the connection of archeology to construction, how looking back at architecture we find the stories and history that they reveal. The relationship between people and places is at the heart of Max’s passion for what he does.

ARKEO’s latest project was inspired by the local architecture and community, and is situated in the quaint town of Santa Bárbara de Nexe. Following Max’s passion to create homes rather than just properties, Villa Cielo is the epitome of the lifestyle that first attracted him to the Algarve.
Breaking down the barriers between indoor and outdoor living, this is a home for a family to enjoy the year-round perfect climate. Large sliding windows fill the beautifully decorated, open-plan spaces with natural light, the double height ceiling giving a sense of grandeur.
The kitchen is fully fitted and SMEG equipped with an island & breakfast bar and this entire living space accesses the inviting covered terrace with a swimming pool, gardens, BBQ and al fresco dining area.

On the ground floor, there is also a bedroom and a separate shower room, in addition to a laundry nook/ pantry. The remaining two-bedroom suites are on the first floor, the main bedroom overlooks the pool and garden and also provides access to the rooftop terrace. This area boasts stunning distant sea views and surrounding countryside and provides a jacuzzi, a firepit and an additional relaxation area ideal for sun gazing.
Every detail has been meticulously curated and follows Max’ goal of creating unique spaces that are enjoyable, unforgettable, and inspiring - building a home with efficiency + quality.

GOLDRA DOG SANCTUARY: BUILT FROM LOVE
For many of us, our pets make a home, but unfortunately there are many other animals who have no home to call their own. We visited Jan at Goldra Dog Sanctuary who, for years, has been doing everything she can to find families for these animals.
Arriving at Goldra, in the hills overlooking Loulé, I was met by the warm smile of Jan Henderson, who lives on site and provides daily care for the more than 70 dogs that live there.
“My husband first came here in the ‘70’s. After many holidays here, we brought a place in Alte, even back then people would bring us dogs! We both loved them, and it would lead us here to Goldra.”
Jan explains that the tree we are sitting beneath was her late husband Ray’s favourite place to unwind after a long day. Next to us, a couple of dogs lay content soaking up the sunshine, above us, a chime in the branches is dedicated to Ray’s memory.
We found a home here, I’ve always loved it here, I want to find the same for every dog who comes to us.”

“This place was built out of love, Ray always knew the dogs came first, but that was something we shared together.”
The sanctuary is run by volunteers and supported by various fundraising events, sponsors and donations. “We rely a lot on people’s passion for the dogs, there’s only a small team of us, but we have walkers, we have foster families, all different people, from all walks of life, who just love dogs. It’s a real community we have here.”
While puppies are relatively easy to find a home for, over 80 % of the dogs at Goldra are over 10 years old. “We have always been a sanctuary, so we offer a better quality of life for those dogs who can’t find a home.”

Unfortunately, Jan cannot care for all the existing street dogs, but the ones who are taken in, are nursed back to health and will always have a home here if they are too old for adoption. “I love finding them a home. I’ve seen dogs find a home in England, Scotland - even Honk-Kong or New York. Wherever they go, it’s just finding the right person for the right dog. We found a home here, I’ve always loved it here, I want to find the same for every dog who comes to us.”

ANIMAL RESCUE ALGARVE: INSPIRING CHANGE
In many ways, Jan’s work at Goldra inspired the incredible achievements at Animal Rescue Algarve (ARA). Founder Sid Richardson adopted a dog from Goldra years before founding his own shelter on 5 hectares of land in a valley to the north of Loulé.
Sid, along with his manager João Ferreira, toured me around the 48 state-of-the-art, environmentally friendly kennels and catteries that house around 80 dogs and 50 cats. Approximately 30 % of their animals are rehomed every month to carefully selected families.
“This is a special place,” Sid explains, “our goal is to find a home for all these animals, but also to provide them a better quality of life. We’re very disciplined about what we do here, we want to set a good example for new shelters, and we want to inspire others to do the same.”


The valley has been completely cleared, with 14 diverse play areas for playing and socialising, pools, sand pits, and housing facilities for interns and volunteers. “One of the most important things we can do to help a dog or cat to find a home is to make sure they’re social and happy animals.”
“I started the shelter after I saw first hand the lack of animal welfare here, even with recent legislation changes, it’s still incredibly underfunded.”
João goes on to explain that their work extends beyond the shelter itself. “We run a community cat sterilisation project and have educational schemes in 14 local schools. We’re trying to change the way we deal with these problems culturally.”
The shelter has, under Sid’s leadership and vision, grown considerably since opening in 2018. “We have 21 live-in volunteers and over 12 full-time staff. But we want to continue to raise the standards for animal shelters in Portugal.”

What’s especially important is not just improving animal welfare locally, but eventually throughout the whole of Portugal.”


“To help us to do this, we’ve launched our Legacy Plan,” João continues, “this is unique to Portugal, ensuring that your dog or cat is looked after in the best possible care, should you no longer be there to do so.”
Through this, and three charity shops, Sid is aiming for the shelter to be self-sustaining, but still needs help to make a difference. “People can help by volunteering at one of our shops or by donating clothing or furniture to them. It all helps us make a real difference to the lives of these animals.”
“We want to set an example. What’s especially important to ARA is not just improving animal welfare locally, but eventually throughout the whole of Portugal.”

From their needs, the rest inevitably follows.” I’ve always been fascinated by architecture, it’s something that is fundamental to what we do at Mapro | Knight Frank. I always say we find people homes, not properties, with architecture playing a big part in the way a property becomes a home. How it inspires emotions, how it connects us to our surroundings, and how it brings to life a sense of belonging.
I first met Maider Neto many years ago, and was always amazed by her deep understanding of people, places, and desired lifestyles - and how she uses this to create spaces of beauty and purpose. Places to call home.

Over the past 25 years, Maider Neto has built up an impressive portfolio of projects throughout the region. Working closely with clients, she builds a strong relationship, their ambitions and context, with them from the outset. “I like to listen to the client first. I need to understand how they live,” she explains, “What are their interests? How do they hear the ‘music’ of their home?”
“Sometimes we want to be very energetic and have fun, sometimes, we need peace and quiet. As an architect, I love to try to give those moments and experiences to people. It is really satisfying to change and incorporate character and spontaneity into design.”



Maider’s passion can be felt throughout her work, growing up in Venezuela, she was drawn to architecture from an early age. “Since I was very young, I always knew I was going to be an architect. My passion was always on the details, how we see spaces from different perspectives, and how these things work together in harmony.”
Her youth certainly helped to nurture and inspire this, she was drawn to the ocean and even represented her country in synchronized swimming. “Great architecture, for me, flows from the environment it comes from. I grew up surrounded by water and music, and so I love to create flow, spaces that change through the day and the moods and movement of life.”
Her career would first take her to Barcelona, where she began working with her cousins, Genoveva Mendes and Miguel Martins, both engineers for Concexpla. Her family was originally from Loulé, however, and this led her back to her roots here in the Algarve. “It’s such a lovely place to live, my daughters, Abby and Grace, were both born here. They grew up surrounded by nature, and I hope that inspires them like it does me.”
It is really satisfying to change and incorporate character and spontaneity into design.”

“We have a lot of clients from the North of Europe, which means that they are used to spending most of their time indoors. Here they love to be outdoors! The Algarve is a beautiful place - it’s a place that changes the way we want to live.”
Clients come from around the world to the Algarve and despite having lived in the best places in the world, they choose to live here. “Sometimes we need to travel to see the quality of what we have at home,” Maider explains, “In my opinion, Quinta do Lago and Vale do Lobo are some of the best places in the world for people to live and invest.”
Her experience working with international clients has led to a growing reputation outside of Portugal. “I’ve recently completed projects in the USA, UK and some Latin America places. But it was a pleasure to work in Moçambique. We created some beautiful homes,” she continues, “interesting designs, stunning views, and an unforgettable experience.”
But wherever she works, one thing remains true, “At the end of the day, I design for people, and each and every person has their own life, their own way of living.” This is, perhaps, the biggest thing that we share in common, and what has been at the heart of our relationship over the years. Our passion is to find homes for people, Maider’s passion is to create places for people. In this way, it’s people and places that connect us.

THE MUNICIPAL PROPERTY TAX - IMPOSTO MUNICIPAL SOBRE IMÓVEIS (IMI)
Is an annual tax applied to all properties in Portugal. This tax is assessed based on the rateable value -Valor Patrimonial Tributário (VPT) of the property, which is determined by factors such as construction year, location, property size, and amenities.
IMI payments are made in arrears, typically in two or three installments per year, depending on the total amount due. The tax rate varies by municipality and property type:
Urban properties in Loulé Council: 0.2% to 0.5% of the VPT

THE ADDITIONAL MUNICIPAL PROPERTY TAX (ADICIONAL AO IMPOSTO MUNICIPAL SOBRE IMÓVEIS - AIMI)

These relatives only pay 0.8% Stamp Duty on gifted or inherited assets, like property.

In Portugal, an estate will not be subject to inheritance tax as long as the beneficiaries are direct ascendants, descendants, or spouses.
CAPITAL GAINS TAX
IN PORTUGAL
WHAT IS CAPITAL GAINS TAX (CGT)?
Capital Gains Tax is applied to the profit made from selling a property. The gain is calculated as the difference between the purchase price and the selling price, with allowable deductions for certain costs such as:
Purchase and selling costs (e.g., real estate agent fees).
Refurbishment expenses incurred within the last 12 years.
If the registered purchase price in the public deed is lower than the rateable value (VPT – Valor Patrimonial Tributário), CGT will be calculated based on the higher of the two values.
PRIMARY RESIDENCE EXEMPTION
If the property sold is the seller’s primary residence, the capital gain may be exempt from CGT if: The full proceeds from the sale are reinvested into another primary residence.
The reinvestment occurs within three years after the sale or up to two years before the sale.
The new primary residence does not have to be in Portugal—it can be anywhere in the EU or EEA (European Economic Area).
The property must have been the seller’s primary residence for at least 12 months prior to the sale.
SECONDARY RESIDENCE & OTHER PROPERTIES
Properties that are not a primary residence, only 50% of the capital gain is taxable at the seller’s Portuguese income tax rate, based on their total global income
Example 1 If a seller’s total global income is €80,000/ year, the applicable CGT rate is 48% on 50% of the gain (effectively 24% on 100% of the gain).
Example 2 If total global income exceeds €250,000, an additional solidarity tax of 5% applies, resulting in a maximum effective CGT of 26%
Some expenses accrued during ownership can be offset against the CGT, such as structural refurbishment costs, notary fees, purchasing fees and licensed real estate agent fees.
TAX ON PROPERTIES OWNED BY COMPANIES
PORTUGUESE COMPANIES
A Portuguese company selling a property out of the company structure is subject to Corporate Income Tax (IRC) upto 21% on the gain.
Renovation costs invoiced to the company have no limited validation period.
Resident beneficiaries will be subject to a 14% tax if the company is deemed a micro company.
Non-resident beneficiaries will be subject to a 28% tax on the gain. This may be reduced to 14%, for specific micro company transactions, if the company is owned for a minimum 12-month period.
Shareholders' loans can be deducted from this CGT. Licensed real estate fees are also deductible.
NON-RESIDENT COMPANIES
In the sale of a non-resident company holding a property, a CGT of 28% will be triggered and may be taxed in the country of the seller´s tax residence. OR there may be additional tax in the seller´s country of tax residence. When a non-resident company sells a property in Portugal and generates a gain, Capital Gains Tax (CGT) is applied at a rate of 25%, payable by the beneficiary. In 2025 this gain may be reduced to residents, but non-residents will need to align with CGT in their country of tax residence.
Renovation costs invoiced to the company have a 12-year limited validation period.
Shareholders’ loans can be deducted from CGT. Licensed real estate fees are also deductible.

THE IFICI TAX REGIME IN 2025 GOLDEN VISA PROGRAM
The Tax Incentive for Scientific Research and Innovation (IFICI) — commonly referred to as NHR 2.0—is a Portuguese tax regime aimed at attracting highly skilled professionals to the country.
Designed to foster innovation, digital transformation, and global competitiveness, this regime offers significant tax benefits to individuals working in qualifying professions or industries, reinforcing Portugal’s position as a hub for knowledge-driven economic growth.
Under the IFICI regime, eligible professionals benefit from a 20% flat tax rate on income derived from qualifying employment and self-employment activities for up to 10 years.
Additionally, income earned abroad—excluding pensions—is tax-exempt in Portugal, provided it is declared for tax progression purposes. This includes passive income such as, dividends, interest, royalties, capital gains and rental income from property or other employment income, all of which are derived outside Portugal.
However, this regime is not available to individuals who have previously benefited from other special tax regimes, such as the Non-Habitual Residency (NHR) regime or the Return Program. Moreover, it can only be accessed once per taxpayer.
This tax incentive is a key part of Portugal’s strategy to attract international talent and strengthen its position in the global economy.
The Golden Visa program continues to offer residency to investors, with the following qualifying options:
Investment Funds A minimum investment of €500,000 in qualifying Portuguese investment funds.
Job Creation Creation of at least ten jobs in Portugal.
Research Activities A capital transfer of €500,000 or more for research activities conducted by public or private scientific research institutions.
Commercial Company Formation Formation of a commercial company in Portugal with a capital transfer of €500,000 or more, combined with the creation of five permanent jobs.
It is important to note that as of October 2023, real estate investments no longer qualify for the Golden Visa program.
D2 VISA –ENTREPRENEURIAL VISA
The D2 Visa is designed for entrepreneurs who wish to start or purchase a business in Portugal. Key requirements include:
Business Establishment Evidence of setting up or acquiring a company operating in Portugal.
