DESCRIPTION

The Town of Manteo is seeking a visionary leader to serve as its next Town Manager. With a population of approximately 1,650 and a combined annual budget of $8 million, Manteo is one of the fastest-growing municipalities in Dare County. This is an opportunity to guide a vibrant community through a period of exciting transformation and growth. Manteo operates under the Council-Manager form of government, where the Town Manager serves as the Chief Executive Officer, performing complex administrative, fiscal, supervisory, and leadership duties. This position is responsible for managing day-to-day operations, implementing policies established by the Board of Commissioners, and providing strategic direction to ensure the effective and efficient delivery of municipal services.

The ideal candidate will bring a collaborative leadership style and a passion for community development while maintaining Manteo’s small-town charm. The Town Manager will play a critical role in shaping land use, infrastructure investments, and economic development strategies.

JOB DUTIES

Plan, direct, coordinate, and evaluate all Town operations and services through department heads and supervisors

Develop, implement, and communicate the Town’s vision, mission, and organizational goals in collaboration with the Board of Commissioners.

Prepare and administer the annual budget; oversee fiscal management, resource allocation, grant administration, and capital improvement programs.

Provide leadership in human resource management, including staffing, employee development, performance evaluation, retention, and succession planning

Advise and make recommendations to the Board of Commissioners on municipal policies, programs, services, and regulatory compliance.

Ensure enforcement and administration of the Town ordinances, and applicable laws

Serve as a liaison with intergovernmental agencies, civic organizations, businesses, and the public to foster partnerships, address concerns, and promote community engagement

Lead initiatives related to economic development, strategic planning, and service delivery improvement.

Represent the Town in professional, community, and intergovernmental settings, maintaining positive public relations and organizational visibility.

Respond effectively to emergency, sensitive, and complex situations requiring sound judgment and collaborative problem-solving

Attend Board meetings, prepare reports, and provide updates on departmental performance, programs, and initiatives

Perform related duties as assigned.

QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree in Public Administration, Business Administration, Management, Planning, or a related field

A Master’s degree in a related field is highly desired.

Five (5) to seven (7) years of progressively responsible experience in municipal management, including executive or senior administrative leadership.

Equivalency Clause: An equivalent combination of education and progressively responsible municipal management experience may be considered in lieu of the degree requirement.

Valid North Carolina driver’s license.

Professional certification from the International City/County Management Association (ICMA) or completion of the Municipal/County Administration Course

COMPENSATION AND BENEFITS

The hiring range for this position is $150,000 to $195,000. The Town also provides a generous benefits program including 401K 5% Contribution, NC-Orbit Retirement Program, Longevity Pay, Holiday, Vacation & Sick Leave, Great Health and Insurance Benefits, and Tuition Assistance Program.

The Town of Manteo provides employees with the option of joining the local YMCA at a discounted rate.
