

COMMUNITY & ECONOMIC DEVELOPMENT DIRECTOR


Develop, implement, and manage assigned program(s) within a programmatic framework including applicable program rules and regulations, government policies, ordinances, and laws. Manage all administrative aspects of the assigned program(s), including, but not limited to, purchasing, record-keeping, budget development and administration, and preparation of reports for Local, State, and Federal entities and other third-party funding agencies. Manage and implement the town’s Main Street Economic and Development Implementation Plan along with the town’s Main Street Advisory Board. Supervise part-time employees, volunteers, vendors, or consultants for the program. Develop (in conjunction with the board or overseeing entity) strategies that balance economic development with historic preservation and engage and utilize the community’s human and economic resources. Become familiar with and develop relationships with persons, groups, and stakeholders. Help develop the program action plan with periodic updates as needed. Develop and maintain data systems to track the process and progress of the assigned program(s) These systems
Assist stakeholders with access to program(s) through outreach, community engagement, public relations and/or educational programs, direct assistance with application forms or documentation, and other methods. Meet with local businesses and property owners; develop, nurture, and maintain strong and productive relationships to help resolve needs. Coordinate the special events process for all events including Town-sponsored events, events sponsoredby third-party organizations, and wedding events. Work with event applicants, vendors, sponsors as well as internal staff to promote safe and orderly events in accordance with applicable policies, ordinances, and statutes. Coordinate the application and scheduling process for special event banners and signage. Coordinate the facility use process for public or private events held in Town-owned facilities. Manage the scheduling of such uses, application reviews, and processing of facility use agreements, special event applications, wedding applications, highway banner applications, and other associated forms and requests. Participates in professional development through training courses and attendance at conferences and engaged membership in relevant associations including professional certifications. Performs related duties as required. May be required to serve in the Emergency Operations Center or Incident Command ts.
Thorough knowledge of public administration and local government management. Thorough knowledge of the principles, practices, and techniques of event management. Thorough knowledge of community and economic development, including historic preservation. Skill in supervising volunteers, staff, vendors, and/or consultants/contractors. Skill in collaborative problem-solving, conflict resolution, and interpersonal skills. Skill in verbal and written communications, including public presentations. Ability to develop relationships with a diverse array of stakeholders and groups. Ability to manage complex activities or processes such as special events. Ability to learn/interpret complex guidance like policies, regulations, and laws. Ability to prepare complex reports, analyses, and documents. Must be able to physically of speaking, hearing, reaching, feeling, orm light work exerting up to 20 pounds s of force frequently, and/or a negligible , pull, or otherwise move objects. At least
The ideal candidate will responsible for the development, implementation, and management of key programs and building relationships with local, regional, and state agencies, community leaders and members, and local businesses. With regard to the Main Street program, the director coordinates activity within a program that balances economic development with historic preservation, and the employee is responsible for the development, conduct, execution, and documentation of the Main Street program to help promote the business and economic development interests within the town. Special events may be part of, or separate from, the above-referenced program, and the employee will coordinate both townsponsored and third-party special events and other facility-use activities. Work is performed under the direction of the Town Manager and is evaluated through conferences, reports, and observation.
The starting salary range for this position is $73,161.73$127,082.63 depending upon qualifications and experience. This position requires graduation from an accredited four-year college or university with a degree in a field related to the position (e.g., public administration, management, planning, economics, community & economic development, hospitality management, or other relevant major) plus considerable experience in duties and responsibilities directly related to this job description or an equivalent combination of education and experience. Previous experience with a Main Street program.
