Applications for Consideration for The Environmental Stewardship Award Due to MBP by December 13

Manitoba Beef Producers (MBP) is accepting applications until Friday, December 13, 2024 for consideration for the local awarding of The Environmental Stewardship Award (TESA).

Since 1996, TESA has recognized producers who go above and beyond standard industry conservation practices and set positive examples for other cattle producers and the general public. As stewards of a vast portion of the Canadian landscape, Canada’s beef cattle producers play a significant role in protecting and enhancing the environment. They continuously strive to improve existing stewardship conservation practices to create a sustainable future – always farming for tomorrow.

At the local level, a producer receives provincial recognition for their outstanding environmental contributions. In Manitoba, this occurs in conjunction with MBP’s annual general meeting in February. All provincial award recipients then move forward to compete for national recognition from the Canadian Cattle Association (CCA). The national TESA recipient is announced during the CCA’s semi-annual meeting held in August in conjunction with the Canadian Beef Industry Conference.

Each nominee exemplifies significant innovation and attention to a wide range of environmental stewardship aspects in their farm or ranch operation. Such innovations extend beneficially to areas far beyond their land, including water, wildlife and air.

How to Nominate

All beef cattle operations in Canada are eligible to apply for consideration for TESA. Interested producers can either nominate themselves, or be nominated by another individual or an organization. All methods are equally encouraged. More details and the application form can be found at: https://www.cattle.ca/sustainability/tesa

Note: if you are a producer who is considering selfnoomination, MBP can provide you with guidance and suggestions on completing the application process.

Refreshed Manitoba Cabinet Moving Forward for a Hopeful Future

(November 13, 2024 Province of Manitoba News Release) One year into government, Manitoba’s Executive Council will welcome new ministers with refreshed portfolios and an entirely new department focused on bringing Manitoba into the future of technology and innovation, Premier Wab Kinew announced.

“Hope lives here in Manitoba. After years of cuts to health care and a rising cost of living, our government is working to give Manitobans a reason to hope for a better future,” said Kinew. “Today, we renew our commitment to deliver a good life for families, with refreshed and focused government departments and dedicated new ministers ready to serve you.”

The refreshed cabinet will continue to move forward on its core mandate to fix health care, make life more affordable and bring Manitobans together to build our shared future, the premier said. Ministers will be able to focus on key initiatives and devote attention to the issues that matter most to Manitobans, he added.

The new Department of Innovation and New Technology, led by Mike Moroz (MLA for River Heights), will help to grow Manitoba’s tech industry, support businesses and foster innovation. It will also look to modernize government services and improve customer experience so Manitobans can get the most of out of their government.

The other new members of cabinet are Mintu Sandhu (MLA for The Maples) as the minister of public service delivery and Nellie Kennedy (MLA for Assiniboia) as the minister of sport, culture, heritage and tourism.

Existing members of cabinet with refreshed responsibilities include:

• Ian Bushie (MLA for Keewatinook) –minister of natural resources and Indigenous futures;

Resilient Agricultural Landscape Program: Carbon Sequestration and Grassland Resilience (RALP) Intake OPEN

RALP will support on-farm beneficial management practices and projects that enhance the provision of ecological goods and services.

Beneficial Management Practices eligible for funding include:

• Agroforestry

• Grasslands and Grazing Management

Eligible applicants include primary producers across Manitoba, Association of Manitoba Community Pastures, Agricultural Crown Land forage lease holders, and Indigenous primary producers and communities, including First Nations and Métis.

The Manitoba Resilient Agricultural Landscape Program is accepting applications and worksheets beginning November 14, 2024. The deadline for submitting the completed application worksheet to agriculture@gov.mb.ca is 11:59 pm on December 12, 2024.

Please note that Watershed Districts are eligible for a different RALP funding stream, RALP: Watershed Resilience, where districts collaborate with primary producers within district boundaries to implement projects on agricultural land. Manitoba Government Invests in Rehabilitation of Rivers Dam

Funding Will Support Province's Resilience to Future Floods: Naylor

(Province of Manitoba media release, November 15, 2024) The Manitoba government is investing $47 million to support the rehabilitation of the Rivers Dam to increase the dam’s capacity against future major flooding events, Transportation and Infrastructure Minister Lisa Naylor announced today.

“Our government will continue to prioritize the safety of Manitobans when investing in critical infrastructure that builds our resilience to climate change and future floods,” said Naylor. “This upgrade will ensure Manitoban’s safety and support the growth of our economy by building protections for businesses and homes and keep safe future generations in rural Manitoba.”

In the summer of 2020, a heavy rainfall event caused record-breaking flooding on the Little Saskatchewan River, impacting the Rivers Dam. During the rainfall, the water level and flows at the dam reached record levels, estimated at a one-in-1,000-year occurrence, causing evacuations and affecting the surrounding communities including Riverdale, Whitehead and Brandon. Further assessment of the dam determined that the capacity needs to be significantly increased to adequately prepare for and safely pass future weather events whether they are caused by spring floods or heavy rains.

“The rehabilitation of the Rivers Dam is of significant importance to Brandon and our region,” said Mayor Jeff Fawcett, City of Brandon. “As we found out in the 2020 summer

event, this is an essential piece of infrastructure upstream from Brandon. This is very great news to have this work being done.”

Manitoba Transportation and Infrastructure has already completed the rehabilitation of the lowflow conduit and continues investing in the remaining major works of raising of the dam embankment and rehabilitation of the concrete spillway. The work on the dam is being completed to the Canadian Dam Association’s dam safety guidelines and will be phased so the spillway is functional for the spring and summer to accommodate open water flows. The project is underway and anticipated to be completed in 2027, noted Naylor.

The Rivers Dam controls water levels on Lake Wahtopanah which borders Rivers Provincial Park and is located in the Municipality of Riverdale and Rural Municipality of Oakview. The upgraded dam will be capable of safely passing an extreme flood event, the minister noted.

Budget 2024 invests $540 million in capital funding to repair and rebuild Manitoba’s public infrastructure to spur economic development and make it easier to get around the province.

Service Canada prepared to meet Canadians’ needs in the event of a Canada Post labour disruption

November 15 update via Canada Post: The Canadian Union of Postal Workers (CUPW) has announced it intends to begin a national strike on Friday, November 15 at 12:01 a.m. ET.

(November 12, 2024 Employment and Social Development Canada News Release) The Government of Canada understands how important it is for Canadians to continue to receive the benefits and services they need in the event of a Canada Post labour disruption. That’s why we are encouraging all Canadians to set up a My Service Canada Account (MSCA) and sign up for direct deposit if they have not done so already. Signing up for direct deposit will ensure the timely delivery of benefits, as the delivery of physical cheques by mail may be impacted in the event of a Canada Post labour disruption. Through MSCA, clients can access many services for the benefits they receive from home.

Direct deposit is already a trusted option for most Service Canada clients, with more than 96% of all Employment Insurance (EI), Canada Pension Plan (CPP), Old Age Security (OAS) and Canada Student Financial Assistance Program clients choosing to receive their benefits through direct deposit.

In the event of a labour disruption, Canada Post has agreed to continue to deliver cheques once a month to Canadians for socio-economic programs, which include the CPP, the CPP disability benefit, OAS, the Canada Child Benefit and the Canadian Benefit for Parents of Young Victims of Crime.

Service Canada has taken a number of steps to support those who rely on mail when accessing benefits or services, specifically:

• For public pensions, which include the CPP, the CPP disability benefit and OAS, Canada Post would continue to deliver paper cheques once a month. November cheques would be released for early delivery to mitigate potential delays that any mail disruption could cause.

• Canadian Dental Care Plan (CDCP) clients can sign up for My Service Canada Account to access their CDCP decision letter. To review the status of their application, they can use the status checker. As a reminder, CDCP clients should have their member card before booking an appointment with their provider for care.

• For passport clients who have chosen the 10-day pick-up service, passports will continue to be available for pick-up at Passport Offices and certain Service Canada Centres as usual. Those who have applied for a new passport and chose to get it by mail should expect delays. If a client has already submitted an application and is now in urgent need of a passport, they should contact the Passport Program at 1-800-5676868 or visit a Service Canada Centre to request to have their passport application transferred to one of the 60 passport offices offering pick-up service.

• Social Insurance Number (SIN) applicants can apply for their SIN through the eSIN online application or in person at a Service Canada Centre. They can also view their SIN through MSCA.

Service Canada prepared to meet Canadians’ needs in the event of a Canada Post labour disruption

• Clients who receive their EI cheques by mail are encouraged to sign up for direct deposit, if possible. Once signed up, clients will generally receive their payment in two to three days. For the remaining clients, if they contact Service Canada to indicate they are in dire need, arrangements will be made to have their cheque delivered to their homes or to a Service Canada Centre through alternative means.

• EI clients can visit MSCA to view their decision letters and use the Document Upload feature to submit information needed for their claim, such as medical certificates. During any labour dispute, Service Canada would be unable to mail access codes for new clients. Clients can obtain a new access code by calling the EI call centre or visiting a Service Canada Centre.

Service Canada staff have been equipped with updated procedures and guidance related to the impacts a Canada Post labour dispute would have on Service Canada’s program delivery. They are standing by to assist clients at our inperson points of service and through our specialized call centres.

Service Canada works to continually improve the service experience for Canadians to ensure they can get the benefits and services they need no matter where or when they need them.

Manitoba Government Responding to Federal Postal Disruption

(Province of Manitoba media release, November 15, 2024) Following notification of a national disruption to mail service, the Manitoba government is working to ensure people can receive essential provincial government mail. Manitoba government departments are currently finalizing details on how Manitobans can pick up or drop off essential mail at locations throughout the province. Essential mail includes cheques, court orders, educational materials, medical supplies and resources

required to maintain health-care services and other prioritized items.

Government of Canada announces $7.5M to Kids Help Phone

Funding will support Kids Help Phone in continuing to provide 24/7 mental health support for young Canadians

(Government of Canada media release, November 14, 2024) Young people are facing new and complex challenges. And that can have a real affect on their mental health. Our government is committed to breaking down the barriers that prevent young people from accessing mental health services, and to ensure young Canadians can find support, guidance and hope.

Today, the Honourable Ya'ara Saks, Minister of Mental Health and Addictions and Associate Minister of Health, announced $7.5 million in funding for Kids Help Phone to continue its work providing mental health counselling and crisis support.

This funding will allow Kids Help Phone to continue to provide 24/7 access to bilingual mental health supports via voice and text, online counselling and crisis support for youth across Canada. It will help adapt and mobilize its supports and services for underserved communities. Further, it will also bolster better data collection and analysis through the implementation of new data tools to allow Kids Help Phone to extend the reach of its service.

Additionally, the funding will support Kids Help Phone employees and volunteers by providing ongoing professional development and training opportunities, as well as help develop and maintain a support and self-care program for all staff and service volunteers.

Kids Help Phone is available 24/7 across Canada. Kids, teens, and young people can call 1-800668-6868 or text CONNECT to 686868 no matter the time of day or where they are located. Anyone in Canada can call 9-8-8 for crisis and mental health support anytime they need someone help or someone to talk to.
