Netball is nearly half-way through the season with the business end to come.

Malvern Netball Centre have four

teams this season, playing in the Selwyn Netball Competition at either Rolleston or Lincoln.

Last week, the Malvern A team

was promoted to the Premier 1 Grade after finishing the first round on top of Premier 2. This team will now play on a Thursday at Rolleston for the remainderof the season.

Malvern B, who play on a Saturday, were also promoted up to 2nd Grade after winning the first round in 3rd Grade by three points.

Also playing on a Thursday night are the two Masters Teams, made up of players that are over twenty five years old and enjoy playing fast, competitive netball without the need to train.

These Malvern players are eligible to trial for Selwyn Netball Representative Teams.

Kayla Holland from Malvern A was selected in the Selwyn U16 team and Malvern A teammate, Jamie van Keulen was selected for the U18 team.

Rachel McKenzie from Malvern B was picked in the U16B team. Congratulations goes to the above players as well as other local netballers, that play for other Clubs, that were selected for Selwyn Rep Teams.

ELDER CARE CANTERBURY

Elder Care Canterbury (ECC) is a group where the community works together to integrate and improve health services for the wellbeing of older people.

Representatives from several agencies come together through forums and focus groups. Furthermore, older people have a direct voice through an ECC Consumer Group.

Members of the ECC Consumer Group are individual consumers of health services, or members of advocacy organisations. The next Elder Care Canterbury,

Selwyn Forum will be held on June 27th at the Rolleston Community Lounge in the Rolleston Community Centre, between 10:30am - 12:30pm. There will be some big changes happening with Shared Care Plans in Canterbury over the next twelve months. The Forum will cover Advance Care Plans, Shared Goals of Care, Acute Plans and Personalised Care Plans.

Guest speakers will include:

NAVIGATING SUNSTRIKE

Sunstrike is a blinding glare that can be incredibly dangerous for motorists during winter months in Aotearoa. It is important to plan ahead, stay alert, slow down and drop back.

It can happen at any time of the day but is most likely during the morning or afternoon, when the sun’s rays can hit your windscreen at a low angle, making it difficult, or even impossible, to see.

One way to help combat this and improve visibility is keeping the inside and outside of your windscreen clean, as excess dust or grime can increase the effects of sunstrike.

Try keeping a clean waffleweave microfibre cloth handy to wipe the inside of your windscreen. The waffle-weave texture helps prevent streakiness. You can also use your sun visor to help reduce glare.

Before heading out, check you

have filled up your water and window washer fluid levels.

If possible, keep a spare pair of polarised sunglasses in your car to wear to minimise the amount of sun in your eyes.

When you can't see at intersections due to sunstrike, look outside your windows and proceed extremely slowly until the sunstrike clears. Don't presume the way is clear. As always, if you are struggling to see or don’t feel comfortable driving in the conditions, pull over safely and wait a few minutes to see if the conditions improve or the sun moves into a different position.

It is also important to pay attention to who else is on the road, including cyclists and pedestrians, who may also experience sunstrike and not see vehicles approaching. Increasing your following distance to give yourself more time to react if anything goes wrong, and

reducing speed, can help ensure everyone using the road gets home safely.

‘Art Above’ came about in an effort to fill the fantastic upstairs mezzanine floor of E-Mega Store, New Zealand’s largest E-Bike store, based on Cranford Street. Originally the brainchild of local Kirwee girl Jasmine Lochore and Kaiapoi artist Lisa Patrick , ‘Art Above’ showcases a huge range of hundreds of hand painted paintings, sculptures and other mixed media pieces in a variety of different mediums and price points.

The premise for ‘Art Above’ was to create an inclusive and comforting zone, where local

Kiwi artists can show their unique talents and mediums in their own zone in the gallery. Being on the large mezzanine floor of Jasmine’s local bike shop was a strange fit, but has created a very unique atmosphere with the fun and exciting downstairs action contrasted with the calm, on-looking upstairs serenity.

Thursday, June 15th, marked the huge Grand Opening night of ‘Art Above’, with a guest speaker, silent Auction and drinks all around. A true homage to the opening of another great art space for Christchurch locals.

The night was attended by over one hundred and fifty people and even some local artists showcasing art in the gallery. Overall it was a fantastic night that went extremely well for all involved, ‘Art Above’ is now officially open to the public, and they welcome you to come and experience all it has to offer! SPATIAL PLAN CONSULTATION

Spatial Plan consultation started on Monday, June 19th, 2023 on a draft plan that provides a blueprint for how population and business growth will be accommodated in Greater Christchurch into the future.

The draft Greater Christchurch Spatial Plan has been developed by the Whakawhanake Kāinga Komiti (Urban Growth Partnership for Greater Christchurch), following strong community input during the Huihui Mai - let’s come together engagement earlier this year.

Minister of Housing Hon Megan Woods , who is a member of the Whakawhanake Kāinga Komiti, said, “Having over 7,000 responses to the Huihui Mai survey has provided clear signals on ways Greater Christchurch needs to grow to meet the needs of current and future generations and address challenges of population growth, housing affordability and climate change.

“The Komiti received a strong direction from residents on how to tackle some of the big issues facing the city region, such as improving public transport, building in the right places, strengthening climate resilience and restoring the natural environment.

“The draft Spatial Plan has built on what the community has said, outlining some keys ways we can future-proof Greater Christchurch for generations to come. The question now being asked of residents is whether the draft

Spatial Plan is on the right track?,” Megan concluded.

The Huihui Mai consultation showed high levels of support (86%) for intensifying development along key public transport routes.

For mana whenua, the plan identifies development of kāinga nohoanga within traditional reserve sites and urban areas as a development priority and expressly commits that Māori land will not be utilised for infrastructure purposes.

Mana whenua Governor, Gail Gordon, commented both commitments are positive steps forward in the relationship between mana whenua and local and regional councils, as is the explicit recognition of Te Tiriti and rangatiratanga in the plan.

Waimakariri Mayor Dan Gordon said, “The draft Spatial Plan builds on this direction by identifying six priority development areas, additional to kāinga nohoanga development, for coordinated and Futurefocused action to unlock investment. These include the Rangiora Town Centre and surrounds, Rolleston Town Centre and surrounds, Papanui, Central City, Riccarton; and Hornby.

“Focusing future development in and around specific areas means we can plan strategically for growth so there’s good public transport, quality high-density housing, and plenty of green spaces to enjoy,” Dan concluded.

Selwyn Mayor Sam Broughton said, “The draft Spatial Plan brings the key partners together to ensure Greater Christchurch is the best place in the world to live, work and play.

“The community has been clear that they want a planned approach to growth that sets us up for a sustainable and prosperous future. It’s critical local and central government work hand-in-hand with communities to increase our resilience to natural hazards and climate change, and improve access to employment, education and housing,” Sam concluded.

Environment Canterbury Chair Peter Scott said, “The draft Spatial Plan has a strong focus on protecting and improving our natural environment.

“Residents told us loud and clear that we need to do more to protect the environment. The Plan prioritises enhancing and expanding our blue-green network which is made up of our waterways and green spaces. As part of this, there is a focus on the use of green belts to protect our natural ecosystems, support agriculture and provide recreational opportunities.

“While there are lots of challenges ahead of us, there are lots of opportunities too. The Plan sets the direction for future growth, and this consultation is an opportunity for residents to let us know whether we’ve hit the mark,” Peter concluded.

FIXED TERM VS PERIODIC TENANCY, WHICH ONE DO I CHOOSE?

In a nutshell - A Periodic Tenancy has no end date. The tenant can give notice to leave - the standard term is four weeks, and a landlord can give notice to end the tenancy if the house is required for themselves, family or staff (if written into the contract), to put the house on the market - or for major renovations. A Fixed Term Tenancy is documented for a set amount of time. Most commonly twelve months. This can be extended if both parties agree prior to the anniversary date - otherwise, the Agreement rolls on to a Periodic. Only if both parties agree can it be terminated early.

Contrary to some opinions - the end of a fixed term tenancy does not mean this is the date the tenancy ends - unless this was specifically noted in the Tenancy Agreement at the start. Another new law that came into effect in February 2021, relating to fixed terms, was that landlords must consider all requests from tenants to assign the tenancy and must not decline unreasonably. Landlords may include reasonable conditions when giving consent for assignment that the tenant must meet.

There is also a new provision in the Residential Tenancies Act (RTA) that allows for a landlord to apply to the Tenancy Tribunal for termination of a tenancy under the three strikes rule - if your rent is overdue and remains unpaid for at least five working days on three separate occasions within a 90-day period, and you are given notice on each occasion, the landlord has the right to apply to the Tenancy Tribunal to terminate the tenancy. This however only applies to Periodic Tenancies - not Fixed Term.

My personal opinion is preference to Periodic Tenancies - while Fixed Term Agreements may provide some level of certainty to both parties they don’t really allow for the unexpected changes life can throw at us, the important thing is however, - do your research and try and reach the agreement that best works for you.

TURNING TEN

One of the district’s most popular facilities is celebrating ten years of making a splash in Selwyn.

The Selwyn Aquatic Centre is marking ten years since it opened on June 24th, 2013. The opening was highly anticipated with queues to buy pool passes before the Centre even opened.

It quickly became one of the district’s most popular facilities, with more than three million visits made to the Centre since it opened, and visitor numbers topping 450,000 visits in the past twelve months.

The Swim School has also seen steady growth, from 1,400 children taking lessons each term when the Centre opened to around 3,300 enrolled each term currently, while the Centre’s wide variety of aqua fitness classes for all ages draw over 10,000 visits a year.

“The Centre is a huge long-term asset to the community,” commented Council Chief Executive

“It’s been good to see the steady growth in numbers across all the different programmes and services at the Centre. The community has embraced Selwyn Aquatic and it’s been a solid investment for the future of our young and growing community.”

The Centre is fully accredited through the Poolsafe Quality Management Scheme and has hosted Swim Canterbury swim meets, scuba diving clubs, sports clubs and teams, physiotherapists and their clients, and Burwood Hospital patients and disability groups. Over the years, it has also been used for fun nights, pool discos and sports, as well as teaching swimming, exercise classes, sensory time for kids, inflatable

fun and more. With the popularity of the Centre growing rapidly, it expanded in 2021, with a new ten lane 25-metre pool significantly increasing capacity for the Centre, along with upgrades to the main pool, changing facilities and foyer and staff space. “When the Council decided to build the Selwyn Aquatic Centre it was an ambitious, forwardthinking decision. It’s great to see the joy that it’s brought to so many people over the past ten years and all the joy it will bring for many more,” David concluded.

NICOLA GRIGG - OPINION PIECE

Last week, was a big one on the agricultural calendar with Fieldays at Mystery Creek and, locally, the Fisher’s annual bull sale in Motukarara, both showcasing the best and brightest of what this fantastic industry has to offer.

The week provided a great platform for National to launch the second tranche of our agricultural policy, which is designed to let farmers get back to the job of farming. A job they’ve been doing incredibly well, given we all learnt recently our agri export earnings have reached a record $56 billion. But in announcing that number, MPI was also quick to point out that the figure has been inflated by, well, inflation, on the back of extremely high input costs driven by a Government that just cannot rein in unnecessary spending.

That’s why we are so determined to remove red tape and unnecessary compliance costs that ultimately drive up commodity prices.

New Zealand farmers are among the most carbon efficient in the world. However, currently, there is no technology widely available in New Zealand to reduce methane emissions. That means any environmental costs lumped on farmers will push up food prices or send production overseas to higher emitting countries.

There have been huge developments in technology in recent years, including a

methane inhibitor called Bovaer, which has the potential to lower livestock emissions by 30 percent, but it currently faces a four-year approval process in New Zealand despite being approved for use in thirty other countries. National will streamline approval for these types of products. National will give farmers the tools they need to reduce emissions before charging them for their on-farm emissions - by 2030 at the latest.

A National government will help farmers and growers embrace new technology to reduce agricultural emissions and reach New Zealand’s climate change targets. We will remove the ban on gene technology, which will help give farmers the tools they need to reduce methane emissions, such as gene edited crops, feed and livestock. We’re absolutely committed to reaching Net Zero by 2050, but we believe New Zealand’s path to emission reductions in agriculture is through technology, not less production. This policy will give farmers the tools they need to reduce emissions, including recognising on farm sequestration, measuring farm level emissions by 2025 and updating biotech rules. We will ensure we keep agriculture out of the ETS but will implement a fair and sustainable pricing system for on farm agricultural emissions by 2030 at the latest. An independent board - with a

power of veto retained by the Ministers of Climate Change and Agriculture - will be established to implement the pricing system. We will also limit the conversion of productive farmland to forestry for carbon farming purposes to protect local communities and food production.

Labour has failed to achieve anything in six years. Labour rejected the He Waka Eke Noa industry proposal to reduce emissions and instead proposed shutting down 20 percent of sheep and beef farms, hitting farmers with a punitive fertiliser tax and sending production overseas to high emitting countries.

New Zealand contributes 0.2 percent to global emissions. National is confident we can reach our climate goals by reducing agricultural emissions without closing down a sector that contributes so much to the New Zealand economy.

A strong agriculture sector means a strong New Zealand economy which will help us to reduce the cost of living, lift incomes and deliver the public services New Zealanders deserve.

It is disappointing to hear the issues with this work done by our contractor. This work was intended to be a temporary measure as this road is on the schedule for reconstruction as part of our winter maintenance schedule for gravel roads. TEMPORARY RUC ENDING

The Government reduced Road User Chargers (RUC) rates by 36% from March 1st to June 30th 2023.

From July 1st, 2023 standard RUC rates will apply.

Waka Kotahi will be auditing and invoicing RUC users for excessive RUC purchases made during the discount period.

Light vehicle owners:

If you bought too many RUC and your current RUC licence will last you past July 31st, 2023, you'll need to buy a new RUC licence in July. Make sure you enter your current distance reading when you buy the new licence, and the system will credit you back any unused RUC.

Heavy vehicle owners:

You must buy a new RUC licence by July 31st, 2023 regardless.

How to buy a new licence: You can buy a new licence online or at a RUC agent.

If you bought too many RUC at the discounted rate and haven't bought a new RUC licence by July 31st, 2023, Waka Kotahi can send you an invoice to charge you the standard rate for all of the excessive RUC.

Buying RUC online: When you buy a RUC licence online, you need to change the New start distance field to your current hubodometer or odometer reading and hit the Refresh button.

If you don't change the start distance, your new licence will start at the end of your current licence, and you won't get a credit for any unused distance

Last weekend, Sheffield Rugby Club Day went off with a blast! The only fields that saw sunshine the whole day.

“It was an absolutely awesome day, with some outstanding footy played by the kids - and in great Sheffield spirits,” commented Sheffield Rugby Club President, Dan van der Salm.

The Malvern Senior Mid-Week competition has finished with Kirwee Seniors winning the Competition Cup and the Searle Challenge Shield.

The Saturday Social Grade has six teams involved, all who are enjoying the fun social environment, as well as playing some pretty competitive games. Likewise the Year 7&8 Grade also have six teams vying for the trophies (although emphasis on this Grade is more about learning and practising all the

skills required).

The Year 5&6 Grade is also aimed at working on the continued development of fundamental movement and encouraging players to play in all positions.

The Year 1&2 and 3&4 groups play on a Monday afternoon are aimed at developing fundamental movement and ball skills.

This week is National Volunteer Week and Malvern Netball would like to take this opportunity to give a ‘big-shout-out’ to the volunteers that help make the Centre run smoothly.
