Community rallies to refloat boat

Stanmore Bay boat owner Gerard Russell is grateful to the Manly community who came to his aid after his 24-foot yacht Crumbs got into trouble off the Whangaparāoa coast. High winds caused by Cyclone Dovi overnight on February 12 broke the boat’s mooring at Tindalls Bay and she ended up coming aground at the western end of Manly Beach. Powercut victims left in dark by Vector Cyclone Dovi swept across Auckland on the night of Saturday, February 12, causing extensive damage to power lines on parts of the Hibiscus Coast.

However, households affected by several days of outages say their main concern was lack of communication from lines company Vector.

Properties in Stillwater, Silverdale, Wainui, Waiwera and Hatfields Beach were among those left without power – some for days.

Among them were eight neighbouring families in Hatfields Beach, living on lifestyle blocks and reliant on tank water

(so no power, no water).

Two of the families have members with health issues – both those people require regular use of equipment that needs power to operate.

Caroline Field’s 23-year-old son requires twice-daily physiotherapy using a nebulizer but at first she didn’t seek emergency restoration of the power on medical grounds.

“On the first day I didn’t push it, because I knew Vector would be slammed and also that there could be others in more dire straits,” she says.

As time went on, it became more urgent and Field made contact through Vector’s medical line.

“They were very sympathetic, but nothing happened,” Field says. “My family was using the toilets in Ōrewa Surf Club, and wondering how long it would all go on for.”

Her neighbour, James Mackenzie, a retired electrical engineer, was able to give Vector specific technical information about the lines – a fuse had blown and was dangling from the power pole.

“On Tuesday, Vector said it was elevated to ‘a

safety issue’ because the fuse was down, but still nothing happened,” Mackenzie says.

He drove to Penrose to spend thousands on a generator – they were in scarce supply.

He had still heard nothing from the lines company when the power went back on, after three days.

“We are resilient Kiwis and can cope, but what annoys me is that their systems for mapping and communicating with customers is clearly not working. They spent a lot of money on those systems

Also calling with specific information for Vector was Mackenzie’s neighbour Alastair Cumming. One of his family, who has a medical condition and needs a power supply, ended up heading into the city to stay in an apartment for the duration.

Cumming says it was not Vector’s call centre, but those in the field creating the delay.

“The call centre was very helpful passing on the messages, but the information I gave was not being actioned by the workers,” he says.

He says he repeatedly told Vector it was a fuse issue, but they sent the wrong crews to fix it. That is why, when a repair team came to the site on Monday, the workers stayed in the truck for a few hours and eventually drove away.

“They should have sent high voltage technicians – and when the low voltage team got there and realised this, they did not get the backup they needed.”

“The fix was a 20-minute job – it was a simple repair and doing it should not have taken that long,” Cumming says.

Despite repeated calls, Field says she and her neighbours got no further indication of when the power would go back on.

“We were told on Tuesday it was Code 1

and would be fixed that afternoon. But again, nothing.”

Field says the next day she eventually reached a helpful Vector staff member who took action – less than an hour later, power was restored.

Field’s family has lived in Hatfields Beach for 24 years and Cummings for around double that and both say this has been the longest they have had to go without power since the lines went in.

“Definitely the hardest thing was lack of communication,” Field says. “Had we known how long it could be, we would have been prepped for it and my son could have gone to a friend or relative to use the nebulizer.

All of us were phoning for days and the issue was logged online. We would hold out hope for a repair, and then that hope was dashed.

It was a frustrating and worrying time.”

A Vector spokesperson says Cyclone Dovi brought extremely challenging weather conditions, with a storm on two fronts and wind gusts of over 150kph, which led to extensive and widespread damage to the electricity network. Crews worked day and night to make the network safe and restore power after the cyclone.

By Wednesday, all network repairs were completed and the company was “working through a backlog of smaller, localised faults affecting single households or small groups”.

“This backlog is driven by the sheer volume

of damage the electricity network sustained across the region,” the spokesperson says.

“In severe storms with widespread damage, such as Cyclone Dovi, it usually takes us several days to physically assess damage and restore power. We know the time it can take is frustrating.”

“In regards to medically dependent consumers, during a storm or otherwise, Vector cannot guarantee an uninterrupted supply of power. In all instances, if there is an immediate health threat, our advice is to call 111,” the spokesperson says.

Tree work in wake of cyclone

The recent cyclone brought down numerous trees and large branches in parks and reserves, as well as on private property. Manly bollards presentation goes public This week sees the Manly Beach bollards issue go before the Hibiscus & Bays Local Board – and the public will be able to hear Auckland Council staff make their presentation, and the ensuing discussion among members, first hand.

Council is proposing to install 300 bollards on a portion of the Manly beachfront, to restrict parking, which it considers is making erosion worse and damaging tree roots.

There was a suggestion that the fraught issue could be discussed in confidence at the local board workshop, however that decision rests with chair Gary Brown.

Brown, and deputy chair Victoria Short, made the decision on February 15 to make it an open, not confidential discussion.

This means the public can attend (via Microsoft Teams) but there is no opportunity for the public to speak at workshops.

Brown says there was a suggestion that the bollards be discussed in confidence, but high public interest was key in rejecting that option. It also does not meet the criteria for confidentiality, he says, which is mainly about commercial sensitivity.

After that presentation, which is expected to include details of the public submissions,

it will go to a local board business meeting for a decision – the timing of that is not yet known, but will be next month (March 17) at the earliest.

Members of the public can speak at business meetings in the Public Forum.

The workshop will be held on Thursday, February 24 – they generally start around 9.30am.

This 191ha site in Wainui, adjacent to Milldale, could be this region’s next big residential suburb.

Wainui farm expected to become next big suburb A large farm in Wainui is being marketed as “North Auckland’s next future residential community”, with developers taking a keen interest.

The land has been a family farm for 50 years.

Most of the 191ha Longburn Farm, at 522 Wainui Road, is zoned rural production (it is currently a dry stock farm) but 62ha of it has Future Urban zoning and Bayleys Real Estate Agent Graeme Perigo says he expects

the 12 titles to be sold as one lot, and land banked or developed.

He says some of the rural zoned land could potentially be re-zoned Future Urban via a plan change, and that the gentle contour of the land could suit residential development.

There is also potential for more intensive development on the Future Urban land, with lifestyle blocks on the rest.

By comparison, the 191ha site is almost two-thirds the size of Milldale’s 300ha.

When complete, Milldale will have 4500 homes, a small retail centre, larger town centre (like the Silverdale Centre), two early learning centres and two schools.

The land is to be sold by tender, closing March 1.

Land sales renew fear of intensive development Twenty two Auckland Council-owned properties located in a row on a busy section of Whangaparaoa Road are now on the market, heightening fears that they could be amalgamated and sold for development.

The process of putting them up for sale began three years ago, and was first made public by Hibiscus Matters.

The properties, at 472-502 Whangaparaoa Road and 4 Brightside Road, were originally purchased for road widening by the former Rodney District Council.

The sites are zoned Residential – Single House and together make up 13,520sqm.

Council’s property arm, Panuku Development, told the paper last November that it was not expecting interest in purchasing multiple sites for large scale development due to the steepness of the land and because plan changes would be needed to alter the zoning.

However, in its marketing, Bayleys states that the land comprises two blocks and a single site which “can be purchased

individually, in any combination, or as one consolidated holding”.

This has Cr Wayne Walker worried. He has worked behind the scenes for years to mitigate the sale with provision of alternative access off Brightside Road and improvements to the intersection of Brightside and Whangaparaoa Roads, fearing the impact that an intensive development in this location could have.

Although there were boundary adjustments made, potentially providing more land for an accessway, Cr Walker says he has got no further with Auckland Transport, Panuku or Council.

“It’s incredibly disappointing,” he says.

Government’s Resource Management (Enabling Housing Supply and Other Matters) Amendment Bill, which became law last December, allows up to three houses of up to three storeys to be built on a residential zoned site without resource consent. More can be built, subject to a on-notified consent.

Review of community leases unanimously supported

Auckland Council is reviewing the true cost behind its community spaces that are typically leased for one dollar annually.

The review will look at the maintenance costs for the buildings and spaces, as well as the administration costs, which in many cases are not currently covered by lease prices.

Council principal policy advisor Nancy Chu presented the review proposal before The Park, Arts, Community and Events committee this month.

She estimated administration costs could be as high as $3000, but the review would give a clearer indication of that cost.

Renewal costs were more difficult to estimate because of the diversity of spaces, she said.

groups have a wide range of needs and that even a one- dollar increase in lease charges could have adverse effects.

Committee members made repeated quips about how this investigation could “frighten the horses”, as Mayor Phil Goff put it.

Councillors criticise climate action targeted rate

Residents and ratepayers in Auckland will be asked for feedback on a new targeted rate to address climate change later this month.

The rate is a Mayoral proposal and would cost a homeowner with a property worth around Auckland’s median value an extra $1.10 per week.

The rate would help fund low emission public transport and increase safe walking and cycling options to help reduce Auckland’s transport emissions.

Tree planting would also be funded through the rate to reduce Auckland’s vulnerability to extreme heat.

The Extraordinary Finance and Performance Committee voted for three budget proposals to go out for public feedback as part of the annual budget consultation, which starts at the end of this month.

Rodney Councillor Greg Sayers voted against the consultation and said he was

uncomfortable with the trajectory this council was heading in.

Sayers believes that the proposed action from the climate change rate was the domain of central government, not local government.

Sayers was not alone in his criticism of the new rate. Albany Ward Councillor Wayne Walker called the proposal “fluffy stuff ”, as there were no tangible markers for how much reduction could be expected from the proposal.

Without this information, Cr Walker said it was “almost impossible for anyone to gauge whether they’re getting a good bang for their buck”.

Cr Walker was told by the committee that the answer to his question was in a memo provided earlier in the week.

The memo Cr Walker received said: “emission modelling is complex, and more work will need to be done. At this point we can’t quantify the exact emission measurement as a result of this climate package.”

Cr Linda Cooper rebuffed the idea that the public needed such precise measures.

“While it’s not quantifiable down to the cubic metre, if you get people out of cars and into buses you will have an emissions reduction,” Cr Cooper said.

“This is about public transport really.

We all know that reduces emissions. Any reasonable person understands that.”

Auckland Forecasting Centre’s modelling estimates the transport components of the package could reduce emissions by 47 thousand tonnes of CO2 over 10 years.

Public consultation on the budget opens on February 28 and will run for a month.

Member Glenn Wilcox said, “I’m glad you’re not going out for consultation because none of you would be sitting here next year.”

“This is dancing into a minefield with this issue,” Cr Daniel Newman said.

Newman said that many existing spaces being leased were not being renewed.

Cr Pippa Coom was one of the few councillors who said they believed the status quo in lease pricing wasn’t necessarily fit for purpose.

“There are all sorts of perverse outcomes,” she said. “There have to be financial implications with groups using more facilities than they need because they’re paying peppercorns.”

The Park, Arts, Community and Events committee unanimously supported the review.

A report on lease pricing will be presented before the committee in August this year.

Council considers options as carpark minimums removed Auckland Council can no longer require new developments to provide carparks.

The minimum of one carpark per dwelling (in residential areas) that was previously required under the Auckland Unitary Plan had to be removed this month due to the government’s National Policy Statement on Urban Development. Council planners are now deep in discussions about what regulations could be amended to solve potential parking overflow problems and other “poor development outcomes”. A Council planner told Hibiscus & Bays Local Board members at this month’s workshop that there are concerns around accessible parking; emergency services access; private pedestrian access where there is no vehicle access; pick up and drop off facilities, and cycle access and storage (currently only required if there are 20 units or more). Currently accessible parking is only required when general parking spaces are provided, and Council is concerned that more developments will therefore not have to provide it. Staff will present a report to next month’s Planning Committee seeking endorsement for changes to the Unitary Plan designed to deal with some of those issues. In the coming months they will also test some ideas out with a few key developers, the staff member said.

Close ties through change Recently I appeared on a televised and livestreamed programme called Guide to Better Living. I talked about living on the Hibiscus Coast and the transition of my family moving from Pukekohe (spud country) to Ōrewa when I was only eight years old, in 1970.

The Hibiscus Coast had a pretty small population back then, but now when you look at the way the housing development is continuing to grow at such a rapid rate, it’s obvious that people are becoming attracted to our area and wanting to settle down with their families.

The implementation of Auckland Transport’s ‘Safer Streets’ initiative hopes to make our town centres and school areas safer – also this may help in the reduction of injuries to pedestrians in the long term.

Through so many changes in recent times, including new commercial developments, more residential subdivisions, the town centres expanding, and the development of the motorways to Auckland, I believe that the Hibiscus Coast has still maintained its sense of a close community.

When you realise just how many sports clubs, recreational activities, social clubs, charities and support groups are involved in our community, you understand that they are very instrumental in sustaining a sense of belonging for many families and associations.

Looking back at the Christmas break and seeing the record number of people that were visiting our area, reminded me of how very fortunate we all are to live in an area with so many beaches and amenities, even with some of the headaches it caused.

I would like to think that the many guests and visitors that frequent our area appreciate what is available to them and it is a great reminder of what makes the Hibiscus Coast a fantastic destination.

With the ever-increasing population growth on the Hibiscus Coast, there are many considerations taken into account

Hopefully, in the near future, we will see events once again taking place on the Hibiscus Coast – on park facilities, at the beaches and even in the town centres.

And when they do, I encourage our community to get involved so you can experience that feeling of enjoyment that we so desperately need right now.

Although some members of the public may disagree, I believe that the members of Hibiscus and Bays Local Board are great ambassadors for our area, listening to our constituents, and I know we are always seeking ways of improving all aspects of our area.

In summary, the Hibiscus Coast is a treasure and I’m sure that people understand that it is a wonderful asset to Auckland.

Chewing over the charge

What can you buy for $1.60 these days? Not much is the short answer. Certainly not a loaf of bread, bottle of milk or cup of coffee. Maybe a packet of chewing gum, if you’re lucky. So when Hibiscus Matter’s February 7 issue went online with a new cover charge of $1.60 (or $1.14 per paper, for a year’s subscription), we felt confident that it’s value for money.

The charge is for one week only and subscribers get an email notification each time a new paper is uploaded.

After seven days, the paper is free for everyone to read, as it has always been.

So far, our readers have not complained about the charge but we still thought it a good idea to explain why it was introduced. This newspaper is written, designed, printed and delivered to your letterbox or local dairy for free because local businesses and organisations support it by advertising on these pages.

If they stopped advertising, this paper would cease to exist.

You would have to rely entirely on word-of-mouth or social media to promote your events and fundraisers, keep in touch with local sports news, provide a platform to express your views, and to know what was happening in Council and your own communities.

There would be no reporters asking “please explain” of politicians or bureaucrats, no-one taking notes at Local Board and community meetings, or turning up to your events and open days to take photos and share them with the more than 25,500 local homes and businesses that the paper goes to.

Relying solely on advertising to fund newspapers worked when papers had the monopoly on classifieds and other reliable advertising streams, but the Zuckerbergs of this world have well and truly smashed this model to pieces.

Papers everywhere are closing down or bastardising their products by running advertorial to make ends meet.

This paper employs trained journalists who are professional writers and interviewers, who often work at night and on weekends to cover the news for you.

They work for a fraction of what a similarly experienced Council or Government PR person is currently on, but they do it because they believe well-produced local papers still have an important role to play in our democracy.

So, introducing this nominal charge for the online paper is one way to continue to print the paper without hitting local businesses with rate increases. This is something we are particularly conscious of after two years of Covid.

Some businesses are struggling to pay their rent; the last thing they need is an advertising increase.

If readers who want the news first aren’t prepared to pay $1.60 for the work we do, then the demise of local papers is just one step closer. We sincerely hope your local paper is worth at least the same as a packet of chewing gum.

Ramp it up

I wonder who is responsible for the maintenance and generally poor state of the Ōrewa northern motorway on/off ramps and roundabout – the gateway to Ōrewa? I presumed it was NZTA whom I have emailed but received no response.

The whole area needs to be cleared of weeds and long grass, rebarked and planted where suitable. There then needs to be a regular maintenance plan put in place to keep it looking satisfactory. We all pay lots in road tax and I wonder why basic maintenance to keep gateway infastucture looking good cannot be done?

Tolling unfair

Congratulations on your coverage in Hibiscus Matters of the very limited NZTA “consultation” process regarding tolling Whangaparāoa Peninsula residents who may use the proposed Penlink Bridge. It seems the sole focus of this consultation is a convoluted, complex toll structure to be imposed on local residents. This tolling is not to fund the project but is a new and unique tax for ongoing repairs and maintenance on the road! The first such tax in NZ and on top of the Auckland Regional 11.5 cents per litre petrol tax. National road maintenance is paid by NZTA. It is patently unfair, inequitable and inappropriate that a tiny portion of the Supercity population (Whangaparāoa residents) are to be subjected to the only two traffic tolls in the whole of Auckland whilst all other transport and roading investments across Auckland are fully funded and untolled. The Northern Gateway Ōrewa/Puhoi toll is $2.30 per journey to fund the capital cost of the 26 km 4-lane state highway from Ōrewa to Warkworth – approximately half the proposed new Penlink $4 toll.

The proposed Penlink toll is extremely complicated with multiple tolls and tollpoints with a minor $1 discount for offpeak usage. For most peninsula residents the cost will be $6/$8 per day to pay for the 7km two-lane road’s running

costs. Administratively we can expect collection costs to be similar to the Northern Gateway – around 35 percent for bureaucracy. Other Hibiscus Coast and Albany non-peninsula residents commuting through Silverdale and new housing developments will be the prime beneficiaries of the reduced congestion but will not be taxed or tolled. Even worse, the proposed Penlink construction is another “undersized Auckland Harbour Bridge of the 60s - but without the clip-ons”. The original four-lane highway has become a 2-lane road with future traffic growth to be moderated by further toll increases. Surely the smart approach would be to properly re-model existing and future regional and local future traffic patterns north of Albany?

This should include motorway volumes, intersection congestion, on/off ramp design and congestion, and bus/light rail lanes. The plan should incorporate attractive, efficient, customer-centric public transport options to attract patrons. For example express buses to the CBD from the peninsular. Continuing to route all Whangaparāoa buses on convoluted routes through Silverdale and enforcing bus changes or on-site parking just adds traffic congestion and reduces the attractiveness of public transport for commuters. If tolling is the answer, the modelling should incorporate congestion tolling options for all 1.7 million Supercity residents, not just the 27,000 in Whangaparāoa.

Toll misleading

The invitation for residents to “have their say” on Penlink tolling is misleading, considering claims made

by Waka Kotahi in the consulting invitation document are obviously biased in favour of a toll system.They have to be, if anyone cares to read this document. The document is at the very least,very misleading. Four claims are made – shorter travel times, safe and reliable journeys, fewer carbon emissions and faster freight movements.

These are also benefits of no tolls on Penlink. Waka Kotahi ignore this. They also claim people will have choices about travel times. Really? Most people travelling on Penlink will not have a choice as to the times they travel. It is not a holiday highway, it’s a commuter highway. Waka Kotahi know this. We

already pay a Fuel Tax,so it looks like Waka Kotahi expects residents to have to pay twice to travel to and from their work places,or customers workplaces Last,but not least, everybody already pays taxes into the general fund, part of which goes to Waka Kotahi and funds borrowed for Penlink’s construction will incur interest, which is also funded from our taxes. So,in effect, we will pay three times for Penlink. Waka Kotahi is attempting to pull the wool over residents’ eyes.

Waters need reform

In Mark Mitchell’s Opinion piece about the proposed Three Waters Reforms (HM Jan 24) he makes several assertions that require a response. He asserts that the proposals have been developed undemocratically and without the involvement of the local councils responsible for water infrastructure.

He ignores the fact that following the inquiry into the 2016 Havelock North Drinking Water health risk, the National Government established the Three Waters Review to look at how to improve the regulation and service delivery arrangements of drinking, waste and stormwater to better support our environment, health and safety.

The review continued with the change of Government at the end of 2017 and continues with the Three Waters Working Group that includes nine Mayors representing a cross section of local councils. Throughout the review, transparent and open discussion with local government and stakeholders continued and acknowledged that there were serious issues that needed to be addressed if New Zealanders were to be assured of access to safe drinking water and efficient water management. The 150-plus meetings revealed that local councils do not have the capacity to invest in the water infrastructure necessary to cater for the growing needs of their communities. One only has to look at the frequent “Do not Swim Here” notices posted on Auckland beaches to see that. The meetings and subsequent research revealed that if we were to avoid continued deterioration of the infrastructure we would need to invest between $120billion and $185billion over the next 30 years to catch up on historical under investment by local government.

I have attended many meetings about Penlink, starting when Doug Armstrong was Mayor of Rodney, then John Law etc. Unfortunately many supporters of Penlink have passed away in the meantime, because of the procrastination of the then Governments and Auckland Councils.

If I recall, the cost of a 4-lane Penlink Motorway across the Weiti River was in the vicinity of $80 million originally, and now a 2-lane Penlink will cost in the vicinity of $830 million. I would suggest unless Penlink is four lanes, the whole concept should be scrapped, forthwith.

Cracks cause falls

On February 8 at approximately3.45pm, I had the privilege as so many other locals and neighbours did, of watching a guardian angel in action. An off-duty nurse attended to a man who had fallen off his bike during rush hour traffic in Brightside Rd, Stanmore Bay. Apparently he was cycling along the pavement on his way to Stanmore Bay School. His wheel struck one of the many pavement cracks and bumps,which sent him flying. While he lay motionless, an off-duty nurse driving by sprang into action. She managed the situation, keeping him calm and supporting him while waiting for the ambulance. She was thanked by the Paramedics but left before anyone could get her name. It would be good if Auckland Council would repair the multitude of bumps, cracks and hazards that have existed along Brightside Rd for what seems like millenia. It’s not getting any better. For example when my 91-year-old mother walks to the shops or the beach she says it is like trying to negotiate a minefield of trip hazards. Come on Council – you can prevent more accidents from happening. Isn’t that what we pay rates for?

There is much to be concerned about in the Council’s draft management plan for Auckland’s 28 regional parks. Just one example is the suggestion that we give each park an additional name. So on that issue alone, I’d be grateful if Councillors and/or staff would answer a few basic questions for Hibiscus Coast ratepayers, like: what is the real objective here; is there anything wrong with the names Shakespear and Wenderholm, and why spend more of our money to achieve nothing of any benefit? As for the rest of the plan, our magnificent parks ain’t broke, so what is the Council trying to fix? What is the true objective behind overthrowing their management and maintenance?

Keep parks as is

Millions of visits are made to Auckland’s Regional Parks each year. Thousands volunteer in the parks. The present 28 parks form an identifiable parks system central to the recognition of the parks as an outstanding world class asset that the city and its people can be proud of and treasure. Some members of the Hauraki Gulf Forum (HGF) have proposed that 21 of the 28 parks “join” the Hauraki Gulf Marine Park. The Draft Regional Parks Management Plan (RPMP) has Item 45 Investigate formally including regional parks that contribute to the coastal area of the Gulf into the Hauraki Gulf Marine Park. The draft RPMP unequivocal commits to the purposes of the HGMP Act and to collaborating with the HGF. No justification exists for inflicting lasting damage on the Regional Parks by breaking up a recognised parks system. Proposals on strengthening the HGMP Act include one to allow the HGF to become an Authority and prevail over regional and district plans.

No informed submissions to the RPMP can be made when the implications of the any changes are unknown. The Regional Park network has served Auckland magnificently for many years and should not be thoughtlessly fragmented. The recent public assurances from the Council about the effects of putting the parks into the Hauraki Gulf Marine Park are completely worthless as the Hauraki Gulf Marine Park Act could be changed in ways that make the Council powerless to honour those assurances.

I agree that we need to prevent privatisation of the water infrastructure and the Government has guaranteed the Three Waters proposals include legislation that cement in local authority ownership of the Three Waters entity, no provision for shareholding and a prohibition of dividends to ensure that all capital was reinvested in the infrastructure. Unless there is a realistic alternative proposal to the Three Waters Reform, we will continue to stumble from crisis to crisis as infrastructure struggles to keep up with the increasing demands on it.

Penlink tolling process may take years

Council considers freedom camping feedback Another is that the proposed new rules do not restrict freedom camping enough – many submitters were fundamentally opposed to freedom camping.

The draft bylaw went out for public consultation last October-December.

Feedback on the bylaw was received from a total of 1617 individuals and organisations to the Have Your Say consultation, and from 1914 individuals to a research survey.

Around 240 respondents were from this local board area.

A majority is in favour of Council including general rules regarding freedom camping where it is not otherwise prohibited or restricted – with support for this particularly high in this area. The need for campervans to be self-contained was

also supported by the majority.

Locals were fairly evenly split on whether freedom camping should be prohibited in Metro Park East in Millwater, and restricted to certain sites (with conditions) on the Hammerhead at Gulf Harbour.

When Council staff brought the public feedback to this month’s Hibiscus & Bays workshop, local board member Janet Fitzgerald reiterated the importance of proper enforcement and fines once the new rules are in place – particularly noting the issues at Gulf Harbour raised in the February 7 issue of Hibiscus Matters.

In response, a member of Council’s compliance team said that contracting enforcement to security companies, as is currently done with noise control complaints, would be a good option and that funding for that is available.

Under the proposed rules, freedom camping is permitted in residential streets, with restrictions on how long they can

stay. Council’s compliance team noted that enforcement could also be applied there –although generally residential streets are not hot spots as most campers look for coastal sites.

“But if a street near a beach causes problems for residents on an ongoing basis, a restriction could be put in place,” the staff member said.

The Hibiscus & Bays Local Board considered the feedback at its business meeting last week.

If members wish, they can also present local board views to the Bylaw Panel in April.

The Bylaw Panel will consider all the feedback, deliberate and make recommendations to the Governing Body on April 29 and May 6.

The Governing Body will make a final decision on whether or not to adopt the proposed changes in June.

If adopted, the bylaw would come into effect from September 1.

Enforcement is a key concern among those who made submissions recently on Auckland Council’s proposed Freedom Camping in Vehicles bylaw.

More than 3300 people made submissions to Waka Kotahi/NZ Transport Agency (NZTA) about the proposed tolling of the Penlink Road.

The submission period closed last week (February 13) but the resulting report will not be made public for some time.

An NZTA spokesperson says the content of all submissions will be included in the consultation summary report (with names omitted), and this will be publicly available once it is submitted to the Transport Minister around the middle of this year.

The final decision on whether the road is tolled or not rests with government.

“The findings from public consultation, together with technical reports, will help inform government when they make a decision on tolling Penlink,” the spokesperson says.

He says any approval of tolling requires an Order in Council process which may take 1-2 years.

Call out for more paid fire crew at Silverdale The NZ Professional Firefighters Union is calling for Silverdale fire station to be staffed with at least one, 24/7 paid crew, seven days a week, saying it is desperately in need of this as the area’s population grows.

Currently Silverdale is staffed with four paid crew (the Yellow Watch), who work Monday to Friday, 7.30am-5.30pm. The Yellow Watch fire fighters are contracted to do four, 10-hour days and can do a fifth on overtime pay, or have that day (as well as the weekend) off.

Silverdale’s volunteer firefighters are available 24/7 during the week as back up, and also cover weekends.

As well as its own callouts, Manly station’s volunteer-only fire crews also provide backup for Silverdale (and vice versa) and further backup can be called in from stations in the East Coast Bays and Albany.

The union’s northern branch Auckland local secretary, Martin Campbell, says the

four Silverdale paid crew often has to do a 52.5-hour week to ensure that any gaps in staffing are filled.

“Other areas with a similar population, such as Invercargill and Whanganui, have two or three 24/7 career crews,” Campbell says. “There’s no doubt that the Hibiscus Coast is being short-changed.”

Silverdale’s senior station officer, Jim Maclean, agrees and says that a 24/7 station is inevitable and probably overdue.

“There is general acknowledgment that Silverdale needs a 24/7 paid crew, and that it’s urgent,” Maclean says He says that the current issue is twofold.

First there is the size and growth of the area that Silverdale Fire Brigade covers, and its location in relation to stations that can provide backup. Also key is that during the pandemic, training for paid staff was cancelled or deferred.

“Meanwhile, older officers were retiring in large numbers, especially over the last 3-4

years,” he says. “The retired officers were to be replaced by new recruits, but the holdups with training meant that hasn’t happened fast enough.”

is able to go ahead under the red traffic light setting, but we are playing catchup.”

He says there is pressure on the entire brigade because of those shortages – although being one short of a four-person crew on the fire truck, is the exception rather than the rule at Silverdale..

He says vaccination is not a factor as none of Silverdale’s career crew are off duty as a result of the vaccine mandate – something that has apparently had an impact on numbers at some other stations.

Campbell says the union would like to see a proper review of the funding and resourcing of all areas in Auckland.

“We need to look at where massive increases of population have occurred and ensure that those places have the proper level of fire coverage that their residents and businesses deserve – and are paying for in fire levies,” he says.

He says having a 24/7 paid crew, seven days a week would not mean less need for volunteers.

“Silverdale volunteers will always be required to back up career staff. They are unfairly burdened with the level of workload right now and it also impacts businesses, as employers have to release those volunteers when they are needed.”

RATs in short supply as Omicron phase two beginning to bite It’s early days for Rapid antigen tests (RATs) in the community, but they are being snapped up by businesses in large numbers, and already suppliers can’t keep up with demand.

The country is now in the second phase of the government’s Omicron strategy, which includes the increased use of RATs. They return results faster than a PCR test – in about 20 minutes. Government hopes that RATs will be used by the wider population, while PCR testing focuses on healthcare providers and border workers.

For this reason the Ministry of Health is advising that people only need only get a PCR test if feeling unwell or they are a

close contact.

Meanwhile, the government is stockpiling RATs to support “priority populations” and critical workers.

Businesses considered non critical can also use RATs to manage the health of their workers, but need to pay for their own private supply.

Antony Wentworth, pharmacist and owner of Life Pharmacy Ōrewa says RATs are in high demand from businesses that want to ensure their workers are tested before they come to work.

Life Pharmacy Ōrewa has supplied around 700-800 over the past 6-7 weeks.

They had hundreds pre-ordered, when,

about a month ago, the government jumped in and seconded all the stock for the national stockpile.

Antony says they managed to secure an alternative supply of approved testing kits from China, all of which have been presold to businesses.

Pharmacists are also essential health workers, and Antony says the pharmacy has a stock kept aside to test his 42-strong team.

The RATs available are not the saliva version, but a nasal swab (less intrusive and much quicker than the PCR test, Antony says) that you can use to test yourself.

At this stage the only members of the public that can access antigen testing are

unvaccinated people who need to provide a negative test before they travel.

Antony says the current situation, while difficult, is the calm before the storm.

“The sheer number of RAT tests that will be required in the next few weeks and months will make keeping up with demand a challenge,” he says. “Especially if businesses have to test all staff, every day – there are simply not enough to go around at this stage. There has been a distinct lack of forethought and planning, in my view.

Silverdale Village has new toilets, but they have already fallen foul of some users.

A toilet block built in Silverdale Village in 1985 was recently refurbished by Auckland Council but the newly built interior has not gone down well with some users.

Several locals took to social media and contacted Hibiscus Matters after visiting the toilets – complaints included that the two doors open awkwardly into each other, that two toilets is insufficient and that one cubicle is so small that “when you are sitting on it, your bottom touches the sanitary bin”.

With proper hand washing and drying such a focus at present, some noted that that there is no paper or hand dryer provided and the water for hand washing is “just a trickle”.

Shortly after the new toilets opened, in January, the baby changing table had already come loose from the wall.

“A total waste of ratepayer money” was the common theme.

The renewal of the toilets came from the Hibiscus & Bays Local Board’s budget and cost $227,917.

Council head of area operations, Julie Pickering, says when the block was assessed a year ago is was found to be “in average to poor condition, proportionate to its age”.

It was also non-compliant when it came to disabled access.

Making the disabled toilet large enough to be compliant meant reducing the size of the other cubicle.

“To accommodate the increase in size for the accessible toilet, the regular cubicle in the female toilet has been reduced to 800mm wide, which is smaller than it was, but still compliant,” Pickering says.

Ongoing vandalism was behind the decision to replace the partitions between the toilets with block walls.

“While this has impacted the size of the cubicles, they still maintain a standard opening and the more robust walls will reduce ongoing maintenance costs relating to vandalism.”

Vandalism was also a factor in the handwashing facilities, which Pickering says meet the Council’s minimum requirements.

“Due to the previous hand dryers being vandalised on multiple occasions, the decision was made not to replace them at this time. However, power outlets have been installed should the decision be made to install them in future.”

“The plans for the toilet were shared with the Silverdale Business Association prior to construction, and a walkthrough prior to works commencing was organised. The Business Association was in support of the plans,” Pickering says.

Ōrewa’s Ally Manning, co-founder of My Fundraiser, has been providing bulk toilet paper as a fundraiser for around 10 years, but since lockdowns began it has taken off.

Since the country entered the red light setting, sales in January were 180 percent higher than December’s total.

“The funds raised for Good Causes in January was equivalent to the funds raised over the past eight months combined,” Ally says.

With supply lines firmly in place, Ally’s organisation was able to keep supplies of this essential product up when demand was high and supermarket shelves often emptied fast.

My Fundraiser supplies pallet loads of toilet paper to schools, sports clubs and charities, whose members sell it on and get a percentage back for their organisation.

Ally says it has always been a good little earner, but through the first lockdown in 2020 it went onto an online platform which made it available to a lot more people and larger charities.

Ally says the product was originally chosen because it’s an essential, is plastic free and environmentally friendly. Then came lockdowns.

she says. “When so many groups are struggling to hold their usual events and collections, it is still there.”

Locally, Ōrewa Primary is the first school to sign up for the toilet paper fundraiser.

The Mum’s Clique of Silverdale, and Harbour Hospice are also beneficiaries.

Ōrewa toilets targeted

The toilets in Western Reserve Ōrewa were damaged overnight on February 9, with the sanitary bin reportedly upended and human excrement smeared on the walls. Council’s acting head of area operations, Sarah Jones, says repairs are expected to be less than $1000 and can be done as part of the existing maintenance contract.

She says the biggest impact would be on the cleaning schedule, affecting service levels at the other toilet blocks in the area. “At this time, there have been no decisions made to lock the public toilets in Ōrewa overnight. This is usually done as a last resort as it increases costs and limits use to people who need them after hours. It would be a decision that would be made in conjunction with the Local Board,” Jones says.

Whangaparāoa College along with Stanmore Bay, Whangaparāoa, Kingsway and Stella Maris Primaries and Ōrewa Sea Scouts are among 80 organisations that will decorate and exhibit the 900mm-high tails.

The tails, like the larger ones currently on show on Ōrewa Beach and outside Whangaparāoa Library, are modelled on the tails of Bryde’s whales. Although they are often seen in the Hauraki Gulf waters, there are estimated to be only around 140250 of these whales left and they are listed as ‘nationally critical’.

The tails will be exhibited starting midMarch and will also featureon the World Wildlife Fund (WWF) Whale Tales app, trail map, website and social media.

At the conclusion of the exhibition, the tails will be returned to the schools or organisations that created them.

Whangaparāoa School teacher Debbie Thompson says students are excited to be part of the event.

Their tail will be

exhibited in Coast Plaza alongside some others from March 14-April 27.

WWF has organised science talks from experts, online, for schools as part of this, and Whangaparāoa School has also booked Project Jonah to do an online talk for students. “There is so much great learning linked to Tīkapa Moana (the Hauraki Gulf ), and it follows on nicely from the Young Ocean Explorers 21 day Challenge that we completed last year, learning and thinking about how to be kaitiaki of the ocean,” Debbie says.

In its budget, Auckland Council is proposing a ratepayer funded model of waste collection from 2024 where a household can opt in to the scheme.

Households would have a choice between 240, 120 and 80-litre bins. Standardised charges would mean everyone pays the same for the same sized bin.

The proposal estimates this model will be cheaper than the current ‘pay-as-youthrow’ (PAYT) model as the charge would remain the same no matter where you live.

Currently on the Hibiscus Cosat, residents are on the PAYT system – purchasing rubbish bags or bins from commercial suppliers who collect the rubbish, while just over half of Auckland (55 percent) already have rates funded rubbish collection.

Properties would be able to opt out of the service and bags would still be available in rural areas.

The proposal is a part of the Waste Management and Minimisation Plan which is aiming for a zero waste future in Auckland.

Food scrap bins would be expanded in 2023 and funded through rates which Council consiers may also help Aucklanders use smaller rubbish bins.

This scheme came under scrutiny in a study from Waste Not, which found “no clear evidence that PAYT areas of Auckland produce less refuse per capita than ratesfunded areas.”

Public consultation opens on February 28, giving Aucklanders a chance to have their say.

New services are in the pipeline for the Whangaparāoa Community Recycling Centre and thanks to a recent survey, the centre knows exactly what is in most demand.

A total of 170 people responded to the survey, which asked residents what services they would like to see introduced when the centre expands.

Top of the list was a desire for clothing bins, followed by recycling facilities for soft plastic, green waste and household hazardous materials such as light bulbs, paint and chemicals.

The centre is run by Hibiscus Coast Zero Waste (Sustainable North Trust) and is expected to expand onto its neighbouring site, currently vacant.

However, the adjacent site is a former landfill.

Trustee Betsy Kettle says the expansion

plans therefore depend on Auckland Council completing a number of checks and assessments to make sure no methane is leaking and that the clay cap on the site is thick enough.

This may take some time, but could be completed in the next year, Betsy says.

Council also needs to look into what recycling activities can be consented to take place at the Community Recycling Centre – it has been there for 35 years and Betsy says when it was established the former Rodney District Council may not have ticked all the appropriate boxes.

The location, on Whangaparāoa Road, is zoned Mixed Business, so Betsy says heavy industrial activities will not be possible there – for example a transfer station.

“A Council planner is looking at what recycling activities may be possible there, and working with us,” she says.

Regional parks merger with marine park under spotlight Plans to include coastal regional parks as part of the Hauraki Gulf Marine Park while changes to the governance structure of the body that oversees it are being debated are ringing warning bells with some local politicians.

One is Auckland Councillor John Watson, who says any such changes need to be better publicised so ratepayers can provide feedback, and he fears that the parks could end up being controlled by an unelected authority.

Watson is one of seven Auckland councillors who sit on the gulf forum, which “promotes and facilitates integrated management and the protection and enhancement of the Hauraki Gulf ”. He says the forum is currently considering adopting a new cogovernance leadership set-up, with equal membership between mana whenua and others, as well as an independent funding and administrative model.

“That’s an enormous change and it’s all being done under the radar,” he says.

He says if the coastal regional parks, including Shakespear and Wenderholm, did become part of the Hauraki Gulf, there’s a danger that control of them could be lost.

“While Council would retain ownership and funding responsibility, effective control would pass to the (new) unelected ‘authority’,” he says.

part of the Marine Park, something that was written into the original Hauraki Gulf Marine Park Act in 2000, with some in Waitakere already included, as well as DoC land, such as Rangitoto.

However, Rogers says it also says in the Act that the management of such land does not change and, even if the structure and governance of the forum changed, control of regional parks would not be removed from Council.

“Forum members decided last May that it was time to take a look at our Act and whether it should be updated, as it was 22 years ago it came in,” he says. “We’re working through that, and one of the models we’re looking at is the Waikato River Authority. That’s a co-governance body, with equal weighting of mana whenua and others, but has meant no change whatsoever to regional parks.

“You don’t end up with any changes of ownership, management, responsibilities or rights.”

Auckland Council’s general manager for regional services’ planning, investment and partnerships, Justine Haves, agrees, saying it would be a gesture of collaboration with the Marine Park.

“If this policy is approved in the final plan, taking this step would not impact on the ownership, governance or management of the regional parks. This is because the forum is purely an advisory body,” she says.

“The Hauraki Gulf Marine Park Act 2000 sets up the forum as an advisory body and there are no changes under discussion that would allow it to take on a governance or management role.”

The issues were due to be discussed at a confidential forum workshop on Monday, February 14, and will be on the agenda at the next open Hauraki Gulf Forum meeting on February 28.

Saying ‘yes’ to risk As a father to three very active sons, the concept of risk-taking or danger is an almost daily reality.

We live on a lifestyle block and our boys spend much time in the native bush, taking (and losing) a wide variety of tools from the shed.

During one lockdown in the middle of a Telehealth video consult, I spontaneously burst out laughing as my two older sons ran past the window, each wielding an axe on their way to make a fort in the bush. On explaining my outburst to the client on the other end of my laptop screen, they were somewhat shocked that I hadn’t run after them to retrieve said weapons. I didn’t, though – and here is why: I believe that the concept of risk and danger, particularly when it comes to our children, is something that we have lost touch with. Gever Tulley, author of the book Fifty Dangerous Things (You should let your children do), explains this concept. The human brain does a poor job of evaluating and comparing various risks. Surveys consistently show that parents perceive danger for their children in activities that typically rank very low on the hierarchy of risk.

In New Zealand, which has some of the worst rates of child harm and injury in the OECD, car accidents, suffocation, and drowning rank the highest. Though we might be anxious about letting our child climb a tree or walk to school, we don’t think twice about putting them in the car multiple times each day.

Personally, I would go one step further and

suggest that many don’t understand the consequences of not exposing their children to risk.

I burst out laughing as my two sons ran past the window, each wielding an axe on their way to make a fort in the bush.

Is a child who never jumps out of a tree more likely to get in the car with a drunk driver as a teenager? Are they more likely to even become a drunk driver? This simple anecdote has likely not been evaluated but, despite this, it is well understood that the time to learn that actions have consequences is when we are children. Creating resilience in our children is more important than ever, as New Zealand also has some of the world’s poorest youth mental health statistics.

So what should we do? Let your child climb that tree, jump off that rock, swing a bit higher and ride their bike down that hill.

Aged care watchdog appointed Last week government announced the appointment of Carolyn Cooper as NZ’s inaugural Aged Care Commissioner. Her role is described as ‘a watchdog to protect older New Zealanders’ and she is tasked with leading systematic change in the sector. Announcing the appointment, Minister for Seniors and Associate Minister of Health, Ayesha Verrall, said reports have identified issues in aged care services, ranging from the complexity of the complaints process, to people fearing repercussions if they raise issues, and the lack of visibility around services provided by home and community support providers. Cooper has more than 40 years’ experience across health systems – starting her career as a registered general and obstetric nurse. She has had governance, executive and clinical leadership roles across District Health Boards, aged care, rehabilitation and quality and risk management, the Minister said. Cooper has been appointed for a five-year term, starting next month.

Grey Power NZ president, Jan Pentecost, said that the organisation has lobbied for many years for an aged care commissioner and this is a great step forward.

Local resident Michael Baxter is fed up with Auckland Council’s ongoing process of sand replenishment on Ōrewa Beach. Council regularly shifts sand from the Estuary end to the northern end to shore up the beach against erosion. With this a local body election year, Baxter has set up a website to share information about the problem, which he hopes will raise awareness for the public and local politicians. On the site he not only suggests locals contact Councillors, but also that people protest next time the sand is being moved by camping on Ōrewa beach to prevent the trucks from working. Patrol seeks more eyes and ears If you like the idea of slowing driving through the streets, day or night, with eyes and ears alert to any suspicious behaviour, you could be just what the Hibiscus Coast Community Patrol is looking for.

Community patrols are voluntary organisations that provide extra eyes and ears for police and are also a visible presence in the community.

Locally, Whangaparāoa Community Patrol looks after the peninsula up to Red Beach and the Hibiscus Coast patrol covers from Okura up through Silverdale and Red Beach to the Puhoi River and across to Dairy Flat, Coatesville and Wainui.

The Hibiscus Coast patrol currently has around 40 active patrollers and is seeking new volunteers so that it can expand its operations.

Hibiscus Coast Community patrol leader, Sandra Sweetman, says the rapid growth of new subdivisions in the area mean more patrols are needed.

“We would like to double, or even triple, our number of patrollers,” she says.

Patrollers travel in pairs – under the Covid regulations they are always in their vehicles, rather than patrolling on foot.

They are in constant communication with police and report anything suspicious, so that officers can take appropriate action.

Recently, their sharp-eyed observations have assisted police in the recovery of stolen vehicles, apprehending of offenders stealing from cars and finding missing people.

Broken infrastructure and graffiti is also reported.

Before each 3-4 hour patrol, police alert the volunteers to any particular areas of concern or interest.

Full training is provided and regularly updated. As well as sharpening your observational skills, the role may include tasks like helping secure an accident scene or directing traffic until police and emergency services arrive.

Fire extinguishers, first aid and AED equipment are carried in the patrol vehicle.

Sandra says a key benefit of becoming a patroller, as well as making a contribution to the community, is that it involves camaraderie with like-minded people.

Patrollers are all police vetted and must be double vaccinated for Covid-19.

After spending his early years racing, three-year-old greyhound Āki is enjoying a more relaxed and comfortable lifestyle with his adoptive owner, Pip Speedy – a counsellor at Ōrewa College.

This year, Pip is bringing Āki to school with her, where she says his calm presence can provide emotional support to students.

“He is particularly gentle and sweet when he sees a student in distress and is a fabulous non-judgemental listener,” Pip says.

She says students engaging in a counselling session with Pip will often pat Āki, which helps regulate emotions while building the counselling connection. “Āki has a wonderful sense of when and how to approach a student and seems to know the right amount of energy to meet

each student with.”

There is plenty of dog-free space so students who visit the guidance department only meet Āki if they wish to.

Pip says the young greyhound clearly loves his new role. “Āki is always excited when he sees his school harness come out of the cupboard at home. He loves the attention he gets from students and shows his appreciation by rolling on his back for tummy rubs.” Āki’s racing name was All Day Long, which Pip changed to Āki which means ‘to encourage in te reo Māori. He has also learned his basic commands in te reo, which Pip says helps promote use of the language in the college.

The rahui was placed during a dawn ceremony at Tawharanui Regional Park on Waitangi Day.

Joint bid to stop scallop dredging off Omaha and beyond National bodies, community groups and marine organisations have joined forces with the Ngāti Manuhiri Settlement Trust in calling on Oceans and Fisheries Minister David Parker to ban scallop dredging in local waters.

The call coincides with Ngati Manuhiri kaumatua, or elders, placing a rahui on the northern Hauraki Gulf to stop the ongoing degradation and depletion of scallop beds at a dawn ceremony on Waitangi Day. The settlement trust has made a formal application to the Minister to close the scallop fishery for two years in a bid to reinstate shellfish beds and help rebuild numbers, under Section 186A of the Fisheries Act. The move comes after the minister’s endorsement of other rahui banning scallop harvesting around New Zealand, most recently and significantly off the Coromandel last year. Acting CEO Nicola McDonald said that while it was good that Minister Parker had acted on the earlier

rahui, it had increased pressure on local scallop stocks.

“We have been aware of the depletion of tipa (scallops) for a long time,” she said.

“Those concerns have intensified since the commercial fishing effort has shifted north due to the Minister closing the eastern Coromandel to scallop fishing in September last year.”

The area covered by the rahui, which was placed at Tawharanui Regional Park, extends from the Mokohino Islands and Mangawhai in the north, out to beyond Aotea Great Barrier Island and down to Takapuna in the south.

The rahui and application to Minister Parker is being supported by a diverse range of groups, businesses and individuals, including LegaSea, the New Zealand Sport Fishing Council, Yachting New Zealand, the Royal New Zealand Yacht Squadron, the New Zealand Underwater Association, Kawau Boating Club, NZ Diving,

Wettie NZ, Warkworth Gamefish Club, Mangawhai Boating & Fishing Club and Omaha Beach Community.

Save our scallops – diverse groups are joining forces to stop dredging over a wide area.

LegaSea spokesperson Sam Woolford said dredging destroyed essential habitats for other marine life.

“Until dredging is banned, we will continue to do everything we can to support mana whenua and coastal communities to protect what is left, before it’s too late,” he said.

New Zealand Sport Fishing Council president Bob Gutsell said the council had dedicated a lot of resources to supporting the establishment of rāhui around the country.

“As recreational fishers we have seen the damage caused by dredges and we wholeheartedly support the need to stop harvesting of scallops for a while,” he said.

“Simply, we need to give these beds a rest.”

The rahui will remain in place indefinitely, until scallop stocks recover.

Meanwhile, Fisheries New Zealand is

currently considering proposals to close the entire Hauraki Gulf to Bay of Plenty scallop fishery for a minimum of three years. The New Zealand Sport Fishing Council, New Zealand Angling & Casting Association and the New Zealand Underwater Association all submitted in favour of a ban during the review consultation period, which closed last week.

Beginning of new ‘bromance’ with yoga Male only yoga classes are proving to be more than a way to improve flexibility and strength, and get in touch with your breathing, according to yoga instructor Julian Fordyce.

Julian’s Broga classes (and Facebook page) began at Whangaparāoa Hall last year. They are for beginners and have recently been able to re-start under the red Covid-19 setting. Julian says numbers are growing, class by class.

He understands the hesitation and uncertainty men may feel as they start their first yoga class.

“Some poses are harder for guys, who may be generally stiff and tight in the hamstrings and pelvis,” he says. “They have been put off by all the Instagram images of people, mainly women, who are great at yoga. We have to unpick all those patterns of muscle movement from sports and so on. The slow movements and deep breathing in yoga increases the range of movement by small amounts each time.”

Julian – a graphic designer who moved to NZ from England five years ago – has played a lot of sport and had his fair share of knocks and injuries.

“Physios, and my mum, would tell me I should do yoga – but I managed to ignore all that advice,” he says.

A spinal injury that required an operation changed things, leading him into first trying yoga around 15 years ago.

“I was always the stiffest person in the class and one of the only guys,” he says. “All those bendy girls in lycra made me very self-conscious.”

He stuck with it, but it was a battle to make progress, with his working day spent behind a computer.

During the move from England to NZ, Julian and his wife stopped off in Thailand where he trained as a yoga instructor.

“There I was the only guy in a class of 21 and again, the least flexible,” he says.

Now living in Manly, Julian made contact with Whangaparāoa Hall, and the idea for male-only yoga classes was born.

“Being men only is an important aspect, because they can laugh at themselves and each other and at me,” Julian says.

All ages can take part. The class is a proper hour of yoga – gentle, but with challenges along the way.

Relaxation at the end means everyone finishes the class “blissed out”.

“They are saying yoga clears their mind, because they are focused on the physical poses. It creates mental energy and spark, and a desire to talk. It’s therapeutic.”

Afterwards, anyone who wants to goes for a beer (or ginger beer) at a local bar.

Along the way, something special is happening, Julian says.

“A tribe is being created and it’s emotional for me to be the focal point of it,” he says. “The drinks afterwards is like a debrief – we have a laugh and they ask questions and chat. Guys who haven’t met before are becoming mates just through the process of putting some sweat on a yoga mat.”

Gary’s guide to living on the Hibiscus Coast

Local board chair Gary Brown kicked off a new online show called Guide to Better Living.

Although he has a full time role as the Hibiscus & Bays Local Board chair, Gary Brown continues his previous role as an entertainer, whenever he can, including singing, being a DJ and Austin Powers impersonator.

That kind of work has fallen away under the Covid-19 red setting, so recently Gary changed tack to take part in an online lifestyle programme called Guide to Better Living.

Appearing as himself, Gary’s Coastal Living segment was the first in the series, and is designed to promote Ōrewa.

Face TV is funded by charitable and community grants or organisations wanting to make television content.

Content creator Monique says the original idea was to produce a weekly showcase solely about coastal living.

“Sadly Covid put the handbrake on that,” Monique says.

Five ways to wellbeing Here we are, heading into the third year of Covid-19.

For many young people, it is hard enough just growing up, going through puberty and navigating the teenage years, let alone living life in a global pandemic!

Sadly, the pressures of these combined forces have had a negative impact on personal wellbeing. Many of our local youth services have experienced a significant increase in demand for providing support to young people, who are dealing with the anxiety and stress of this extended season.

However, as we continue to live our lives constantly adapting to these changes, research shows there are five simple things we can do as part of daily life to build resilience, boost wellbeing and lower risk of developing mental health problems.

These simple actions are known as the Five Ways to Wellbeing. It is not rocket science but merely a simple bread and butter framework to guide our daily lives and weekly rhythms, which for our young people, may help equip them to navigate this ever changing season.

• CONNECT: Strengthening relationships and feeling close to and valued by others is critical to boosting wellbeing. As a young person, how can you invest in old or new friendships in order to build a positive and supportive community around you?

• BE ACTIVE: Being physically active improves physical health and can improve mood, decrease stress, depression and anxiety. Getting involved in a sport and a team environment can be a game changer.

Can you give a new sport a go or get out into the beautiful outdoors and enjoy a walk or a run?

• GIVE! Carrying out acts of kindness, whether small or large, can increase happiness, life satisfaction and general sense of wellbeing. Giving provides purpose in loving or serving a friend, classmate, colleague or stranger. Can you perhaps bake cookies for your neighbour or give your time to help at a charity shop?

Many of our local youth services have experienced a significant increase in demand for providing support to young people • TAKE NOTICE: Paying more attention to the present moment, to thoughts and feelings and to the world around, boosts our wellbeing. Especially today, we are often so busy looking at our screens and being responsive to the constant ringing of our phones, that we forget to be fully present and embrace the moment. Can you turn off the phone and switch off the laptop? And maybe start a journal? Take time to smell the roses • KEEP LEARNING: Being curious and seeking out new experiences positively stimulates the brain. Can you attempt to learn a new language or try surfing? It may be a step outside of your comfort zone, but it will be rewarding to give it a go and grow!

Grant to bring in Te Ao pest control perspective Forest & Bird’s Pest Free Hibiscus Coast recently signed off on a sizeable grant from Auckland Council.

The organisation was granted $79,000 (spread over three years) from Council’s Regional Environment and Natural Heritage fund.

Competition was fierce for the funding pool of just over $1m, with 99 applications received, of which just over half (48) were granted.

Hibiscus Coast Forest & Bird’s grant was the second highest in the region.

The money will largely be used to hire someone who can help integrate Te Ao Maori (the Maori world view) into the local pest control effort.

It will also be used to expand the project within the community, including increasing backyard trapping.

assist the organisation’s pest control and monitoring work.

The combination of Te Ao and science is something Hanwell says is a fast developing field.

The role will also involve identifying and sharing stories relating to the human and natural history of the peninsula and the Ōrewa Estuary area.

Pest Free Hibiscus Coast already works with the local community marae, Te Herenga Waka o Ōrewa, but Hanwell says the person appointed to be Kaitohutohu Tikanga Aotūroa Māori will work part time with the existing pest control team and volunteers.

The role will also have a focus on engaging local people from the Māori community in the project and adding content to its schools programme.

“It will definitely improve our ability to make the Coast pest free,” Hanwell says.

Big challenges on small sites Gardening on 525sqm in a new subdivision has its challenges, as I found out recently when I visited a local gardener (who did not want to be named here).

A small corner was edged for a small herb garden. Basil, marjoram and thyme flourished within easy kitchen reach.

The family chose the house for its accessibility to the garden and the deck that allowed an easy indoor/outdoor flow onto a level section.

Soon the family realised that none of the designer plants would put fresh salads on the dinner table.

A landscape gardener was engaged to choose plants and shrubs to enhance the house – two magnolias for the entrance off the berm for example, but the homeowner now wishes they had been avocados!

Crumbs! Huge effort appreciated

The last corner is given over to a trampoline for the kids, and along with friends, they use the street for riding bikes, skateboarding and go-carting. There is no park or playground in the subdivision.

A Stanmore Bay boat owner says refloating his yacht after it came aground on Manly Beach would have been an even more major headache had it not been for Manly residents who came to his aid.

Because the land was stripped of all trees and plants, there are no bees, no insects at all really, the gardener has become a dab hand at being the main pollinator of courgettes. In time, as more people plant up their small sections, birds and bees may also take up residence.

Diggers, trucks, and heavy machinery used to develop the subdivision had removed all the topsoil and compacted the clay.

Macrocarpa planks make a sturdy and visually pleasing series of raised beds positioned along the boundary fence. Once filled with horse manure, seaweed, pea straw and topped with compost they were ready for tomatoes, peppers, courgettes, cucumbers, and a few beans.

• Don’t overplant • Use the fences for climbing vegetables • Plant what you will eat • Don’t be afraid to experiment • Make compost. Gather seaweed, horse or chicken manure and bury fish scraps in the beds • Even a small garden, can be used to educate children about plants and nutrition • Keep planning for future crops.

Kitset raised beds edged the deck, planted with lettuces, beetroot and silverbeet.

Gerard says there were a lot of helpful ideas given, plans were drawn up in the sand, and then tractors, spades and wheelbarrows were brought in, with dozens of people keen to assist.

Gerard Russell’s 24-foot yacht Crumbs was moored at Tindalls Bay. He has only had the boat since October.

The high winds of Cyclone Dovi caused the mooring to break overnight on February 12 and carried the yacht up onto the western end of Manly Beach.

Gerard Russell was woken at 7.30am on Sunday, February 13 by the call any boat owner dreads, from the harbourmaster.

However, Gerard had cause to be thankful too – the boat had missed the rocks by mere metres, and with only a little damage to the keel, she was not taking on water.

The main problem was how to refloat her.

At high tide, a channel was dug in the sand under the boat, and a tractor was used to turn her around.

She was then refloated using people power, with a group pushing and even more (around 20) pulling her out with a rope.

Gerard then sailed her to an emergency mooring back at Tindalls.

“Even after she was turned around, I was not confident of getting her refloated,” Gerard says. “I’m in awe at the sheer effort and sweat that people put into the job.

Some were there all afternoon. The Manly community really came through. Thanks to everyone who helped.”

Essential pigeon post In our garden, we are blessed with a medium sized karaka tree.

This is a New Zealand endemic species that is relatively abundant around the Hibiscus Coast – found in coastal forests, and some of our parks and reserves. They can also do well in our gardens.

Karaka is the te reo Māori word for orange, and this tree is so named because of the gorgeous and large orange fruit that they produce during the summer.

Besides simply being a beautiful tree, karaka also provide a critical food source for our endemic kererū (New Zealand pigeon).

If you ever get a chance to watch a kererū in a fruiting karaka tree, make sure to take the time to do so. The pigeon will carefully select a tasty looking fruit, pluck it, and then appear to start gagging on it as it works the large berry into its mouth. It looks like quite a struggle and just when you think the kererū is going to choke itself to death – the fruit is gone. Then the bird will carefully select the next juicy looking fruit to consume.

But karaka do not give away the fruit for free – they provide it in exchange for a critical service

Surrounding their seeds with nutritious (and maybe delicious) food, karaka ensure that kererū will happily swallow the seeds and eventually fly off.

After digesting the fleshy part of the fruit, kererū excrete the intact seed far away from the parent tree.

Kererū is the only bird in New Zealand big enough to swallow the large berries of the karaka tree – other native species that could handle karaka fruit, such as moa, are extinct.

Seed dispersal is just one of many ecological services that healthy ecosystems critically depend on. Others include flower pollination (including our crops), purification of air and water, soil generation and carbon storage.

Ecosystems are vast networks with countless links, like the karaka-kererū one, that have co-evolved between species.

By planting native species like karaka, pūriri, kowhai, kohekohe, and coprosma in our gardens we can increase the links in the local ecological network and have healthier ecosystems that extend and surround us.

And more kereru too!

Error in dog leash rules corrected

A technical error that led to owners being permitted to walk dogs off-leash on a section of the Millennium Walkway in Ōrewa, when they should be on leash, is to be corrected by Auckland Council. The error was drawn to the attention of Hibiscus & Bays Local Board members at a workshop this month. Council staff became aware of the issue following a complaint from a resident. The cause was an administrative error, Council says, and it is a technical issue, but the gist is as follows: The default dog access rules are that dogs must be under control on a leash in all easily accessible council-controlled public places, unless the area is listed as an exception. In the areas that are exceptions, dogs can be walked under control, off a leash. Ōrewa Marine Parade Reserve – a narrow strip of land between Arundel Recreation Reserve and Moana Reserve (part of the Millennium Walkway) – was listed as an exception to the general rule when the rules were adopted in 2019. This is the only section of the Millennium Walkway to be designated off-leash, while the surrounding reserves are all on-leash. The walkway is too narrow to provide much space between off-leash dogs and other walkers or cyclists. It also provides access to numerous beachfront properties, and a number of roads (Marine View, Noel Avenue and Kohu Street) lead directly onto the walkway with limited barriers between turning vehicles and the walkway. For these reasons, Council staff consider that the error needs to be rectified. While staff have delegated authority to fix errors like this, they approached the local board as a courtesy to make them aware and seek feedback. The local board agreed that this error needs to be corrected for the safety of the dogs, the public and users of the walkway. A correction will be contained in the next update to the dog rules, and new signs will be put up along the walkway to make the rule clear to the public. www.localmatters.co.nz

Disaster was averted, thanks to lifejackets and a swift response from Coastguard.

Lucky escape for capsized crew

Five fishermen on a day out from Gulf Harbour had a lucky escape when their six-metre boat capsized in rough seas off Kawau Island on Saturday, February 12.

Despite all five being thrown into the water, one managed to swim back under the upturned boat, find a distress call device and raise the alarm.

Kawau Volunteer Coastguard arrived on the scene soon afterwards and plucked three men out of the water, one from the overturned boat hull and another from nearby rocks. They were all taken to a waiting ambulance at Sandspit wharf and three of them were taken to hospital with suspected hypothermia.

Coastguard skipper Luke McCarthy said if they hadn’t been wearing lifejackets and had an SOS device, it could have been a very different result.

“They were very, very lucky,” he said.

“It was not good conditions to be out there, not good at all – it was pretty bumpy, especially round the other side of Kawau.”

The boat tipped over after being swamped by large waves when the men dropped anchor. The vessel’s skipper managed to stay with the boat and climbed on to its hull, but his mates were swept away on the swollen tide. He then had to swim back underneath the boat to find an InReach SOS device, swim out again and activate it to raise the alarm.

The NZ Rescue Coordination Centre alerted Coastguard after receiving the SOS signal and the Kawau crew were sent investigate just after 11am.

Within 20 minutes, Luke McCarthy and his crew had found the boat, rescued one angler on the upturned hull, another on rocks 700 metres away and the other three cold, exhausted men from the water.

He said he wasn’t sure why the men thought a day’s fishing was a good idea when there were two-metre waves, 25 knot winds and a cyclone forecast, but said at least they had the right kit.

“They were well prepared, all wearing lifejackets and that’s what saved them.

They also had a device to activate and the skipper did a fantastic job in helping us locate his mates,” he said.

“This rescue had an extremely good outcome and my crew were ecstatic with the result.”

He said it was a timely reminder of what every boatie should do in case of emergency.

“Lifejackets – take them and wear them. Tell someone where you’re going. Take two forms of waterproof communication and keep one on you, just in case. And if you’re in any doubt about the weather, don’t go,” McCarthy said.

Is our moon Earth’s only companion?

We know that the moon orbits the earth, but did you know that we have two other confirmed companions?

If you have been following the James Webb telescope launch, you may remember that the telescope will be parked at a point far from Earth called a Lagrange point. This is where the gravitational effect of the Earth on an object is balanced by the force of the sun and moon. These points can be used by spacecraft to reduce fuel consumption needed to remain in position.

In 2010, scientists discovered a small asteroid at Lagrange Point 4 (L4), called 2010 TK7. This asteroid has been confirmed to orbit along the same path as Earth. Asteroid 2010 TK7 is nearly 300m across and currently leading the Earth by about 80 million kilometres.

These kinds of asteroids trapped at the Lagrange points are called Trojan Asteroids and can be found around Jupiter, Neptune and Mars as well.

In a new study, researchers confirmed that an asteroid spotted in 2020, called 2020 XL5, is a second Earth Trojan asteroid. It is found at the same L4 point as 2010 TK7 but measures about 1.2 kilometres across, almost three times longer than 2010 TK7.

They also predict that 2020 XL5 won’t be an Earth Trojan asteroid forever. While it will stay in its current position for about 4000 years, it will eventually escape its gravitybound location and move off into the solar system.

Could we find more of these objects at the other Lagrange points? Quite possibly.

Because of their locations, it makes it quite hard to observe L4 and L5 from Earth as any asteroid orbiting around these points will only be visible during a short time window close to twilight, at very low elevations above the horizon.

One future option may be to mine them, as they could be filled with minerals which are very rare on Earth.

We do, however, have the Pan-STARRS 1 survey telescope in Hawaii, which discovered both these Trojans. We can also use the SOAR (Southern Astrophysical Research) Telescope in Chile along with the Lowell Discovery Telescope in Arizona and the European Space Agency’s Optical Ground Station in Tenerife in the Canary Islands. This collection of telescopes may find a few more of these elusive objects.

One future option may be to mine them, as they could be filled with minerals which are very rare on Earth. Such a task would be extremely difficult and costly, but the profits could ultimately make it worth the cost.

What other hidden objects may be lurking relatively close to Earth? Only time will tell.

Covid cuts gala funds again

One of the Coast’s most popular school galas has been cancelled, due to Covid-19 restrictions, for the second time in three years.

Whangaparāoa School Gala was scheduled to take place next month (March 19) but the decision was recently made to cancel.

The organisers are understandably very disappointed, as the event is the school’s largest annual fundraiser. Last year’s gala raised around $37,000.

In 2020 it had to be canned just two weeks out from the event.

The money raised goes towards ‘extras’ that are hard to find within existing

budgets, such as new playgrounds and the refurbishment of the school hall.

Gala organiser and school board member Jenny Lisefski says the school already had sponsors on board for this year’s event, so it’s very disappointing.

She says there are hopes that a spring gala can be arranged.

“The fundraising committee is busy brainstorming other ‘Covid-19 friendly’ ideas,” she says.

Take a look at this venerable macrocarpa tree near Manly Beach while you still can. The tree, which was listed on Auckland Council’s Notable Tree Register, and is believed to be almost 100 years old, is due to be felled. Resource consent was granted to fell the tree towards the end of last year. Among the opponents of consent being granted was the Tree Council and Hibiscus Coast Forest & Bird. The Tree Council considered appealing the decision, but has decided not to do so. The property where the tree is located, at 27 Moreton Drive, Manly, is owned by the Roger Spooner Family Trust. The removal of the tree will facilitate access to a new home to be built on the beachfront.

Interest in Pickleball picking up Fans of a racket sport that is a hybrid of tennis, badminton and table tennis, called Pickleball, are hoping that it will gain more traction here.

Its popularity is growing in the US, where is began in the 1960s, and also in New Zealand.

A number of local players are involved with a club, Pickleball Albany, which recently launched club nights.

One of them is local PE teacher Alistair Bain of Stanmore Bay. Alistair, a keen squash player, tried Pickleball when visiting the US seven years ago and one game got him hooked.

He played for a while at the East Coast Bays Leisure Centre, and then at Kumeu Racquets Club where he began competing in tournaments.

Pickleball Albany organiser Matt Carter was Alister’s teammate in the doubles and the pair achieved a number of top placings.

Alistair says part of the sport’s appeal is that it is cheap and accessible. Most clubs provide equipment, so you can turn up with nothing but a pair of shoes and get going. He says it is very easy to learn and can be played by children, right up to top competition level.

“I’ve played it with my PE students and they pick it up first go,” he says.

The social side is a key reason people play Pickleball and it is also a good workout.

Guptill graces Ōrewa

A rare visit to Ōrewa by Blackcap Martin Guptill was appreciated by a small handful of cricket fans who braved rain and wind to meet their cricketing hero. Suburbs New Lynn’s premier men’s team, which includes Guptill, was scheduled to play the Hibiscus Coast’s premier men’s team in a one-day game at Victor Eaves reserve in Ōrewa on Saturday, February 12. Hibiscus was excited to play this top of the table team, including its Blackcap opening batsman but sadly it was not to be. Persistent rain eventually cancelled the game. As the teams waited for that final decision to be made by umpires, Guptill was more than happy to pose with members of the Hibiscus team and fans who turned up to meet him.

“You get people who have played top level squash, tennis or badminton that take it up because it focuses on fun,” Alistair says. “An ex-tennis player told me that it’s got all the fun parts of tennis without the hard work.”

Pickle pointers

• Pickleball is played on a court that’s similar in size to a badminton court. In NZ, it is mainly played inside.

• The ball, called a wiffle, is plastic and hollow with little holes in it and similar in size to a tennis ball. • The paddle is like a table tennis bat. • Like other racket sports, the aim is to hit the ball over the net so that your opponent makes a mistake. • It’s promoted as a great game for seniors because it uses a smaller court and underhand serves (easier on the shoulder). However it can be played by anyone from 8-80 years old. • Games are typically15-minutes long – singles and doubles are played. • Pickleball Albany at Albany Tennis Park in Oteha Valley Rd, is currently one of the nearest clubs.

Sokolich-Beatson back on court

Michaela Sokolich-Beatson of Arkles Bay, 25, is digging deep as she re-starts a netball career after a second injury. The fit, agile defender joined the Mystics in 2016, fresh out of Whangaparāoa College. Two years later, she became a Silver Fern. In January 2020 she ruptured her right achilles tendon during training, but made her way back to fitness and into training with the Silver Ferns until, in October that same year, she ruptured her other achilles.

This time rehabilitation has been lengthy, but at the end of last month she was able to get back on court to train with the Mystics. As well as rehabilitation, Michaela has also been working as a PE teacher part time at her former school, Whangaparāoa College. The Mystics start their season with a game against the Magic next month.
