One of the many critical considerations Auckland’s residential housing developers face is water and wastewater management and this aspect to their planning will always point to the feasibility of a project even proceeding.

Watercare has just released a useful map indicating the levels of capacity to inform where and to what degree they are able to support water and wastewater infrastructure supply all across the region.

In speaking recently with a senior planner from one of Auckland’s planning consultancies, it becomes clear that developers are facing increased compliance issues with this and the Auckland Unitary Plan’s PC 79 around traffic and pedestrian rules.

Now that we are getting back to a new normal in the real estate market and with interest rates dropping, developers are looking at the feasibility of a development through the lens of not just cost, but also tighter restrictions and compliance obligations.

Tony Alexander: The big surprise in my last real estate poll of 2024

Buyers are in no rush to buy, so sellers should be pulling back, right?

I’ve just completed my final monthly survey of real estate agents for 2024, and the results tell us that although the market has been picking up since July buyers strongly feel they don’t need to be in a rush to make a purchase.

We started the year with 23% of agents saying that buyers were displaying a fear of missing out – FOMO. That level was well below the peak of 92% in October 2020 but well up from just 4% at the start of 2023. Now the reading is 14%. Buyers can see the market rising but feel that time and other factors are on their side.

One of those factors is plentiful supply of vendors. The number of properties listed for sale is the greatest since 2015 and in Auckland at least there is a reasonably clear over-supply of townhouses following the boom in construction after the 2016 Unitary Plan came into force. Developers are finding it very difficult to get presales and finance. Falling townhouse construction will be one of the factors constraining the economy’s improvement through 2025.

Are there any signs that the strong growth in supply of existing houses for buyers to peruse will soon ebb away? No. A net 51% of agents report that they are receiving more requests for property appraisals. The average level for this measure is 21% and back in June only a net 3% of agents reported more appraisal requests. Listings are good and set to stay that way.

But it is not just the high availability of properties for sale causing buyers to take their time. There remains an air of caution about incomes which is holding many back. Whereas at the start of this year only 14% of agents said that buyers were worried about their jobs, now 44% say this worry exists.

The average is 21% and given the widespread expectation that the unemployment rate will rise from the current 4.8% towards 5.5% next year job worries are likely to be present for a lot of 2025.

Some buyers may be taking their time because of the widely reported decline in net migration into New Zealand. The annual flow peaked at 136,000 just over a year ago and recently was just 45,000. My survey of property investors shows high awareness of this decline, which seems well correlated with a sharp falling away of the ease with which landlords can find good tenants.

My surveys and data from other agencies show there is an upturn underway in the residential real estate market, but it is characterised by both demand and supply rising at the same time. This is likely to continue to be the case through 2025 but with some extra demand to come from some slight further declines in interest rates and, eventually, some more positive economic data.

Speaking of the economy, for those who haven’t noticed, the prevalent view on the strength of our upturn through 2025 has shifted towards the mediocre outlook I gave in the second half of August. I advised caution just after someone made the silly statement that we were going to be a “rockstar” economy simply because interest rates were falling.

You can find a full list of the factors behind my restrained outlook in the August 22 and 29 issues of the weekly publication available on my website. An important point to note however is this. Now that we know Donald Trump will be US President for the next four years the outlook for global trade is worse. So too are prospects for global inflation and the potential rate of growth in China which accounts for about 27% of our export receipts.

At least for the moment, some primary export prices are looking better and there are early stirrings of life in the standalone house construction sector.

For a modern interpretation of the traditionally bright and bold garland, wind strands of delicate foliage (olive branches look lovely) around handrails or curtain rods. A trail of thoughtfully wrapped gifts tied with sumptuous ribbons will also delight.

Cutting simple shapes from paper and threading them on to either fishing nylon or string and hanging somewhere unexpected, such as the kitchen, is an eco-friendly way to transform utilitarian spaces.

If you’re allergic to tinsel, take your festive decorations down a notch or two and go natural. Look around the garden and see what you’ve got to work with – not only is it an inexpensive way to decorate, Greta Thunberg would approve.

For example, place sprigs of rosemary around the table at pre-Christmas gatherings.

Making easy garlands from repurposed paper is a great activity for kids, as is having them twist together strands of foliage you’ve gathered and finding imaginative places to suspend or thread them through. Don’t overdo it though, this pared-back Christmas decorating really is about less is more.

Impacts on the Market of Watercare and PC79 Policies

Water. We take it for granted don’t we?

It falls out of the sky (sometimes far too often for an Aucklander’s liking) and there’s an expectation it’s going to instantly appear when we turn on a tap or go to flush the toilet. It’s been in the news a lot in recent years as local bodies deal with aging infrastructure and tackle the issues on how they’re going to the fund overdue upgrades. It’s certainly one of the many critical considerations Auckland’s residential housing developers face and this aspect to their planning will always point to the feasibility of a project even proceeding. Watercare has just released a useful map indicating the levels of capacity to inform where and to what degree they are able to support water and wastewater infrastructure supply all across the region.

I recently had an interesting conversation with Feitong Chen, a Senior Planner at engineering, planning and surveying consultancy Civix, and our discussions revolved around Watercare’s capacity and how this is impacting residential housing developments. In a nutshell, Watercare have identified three categories and how those impact developers or property owners selling what they believe is a development site.

Areas with capacity will be business as usual while those zones with water or wastewater constraints (like Birkdale, Favona, Beachlands and Lower North Shore for example) will be assessed on a case by case basis. For areas which are identified as having no long term capacity, Watercare will not be supporting any new building consent applications (with some exceptions in the case of those already proceeding). Clarity for developers can only be a good thing and this latest Watercare map along with Plan Change 79 compliance (more of this later) point to a shift in the way in which developers assess the feasibility of a site or sites.

From a real estate point of view, it’s our fiduciary duty as agents to ensure that we are well acquainted with Watercare’s plans for infrastructure to better service our investor and developer buyers. Early consultation is key if you want to avoid costly delays so engaging a civil engineer early in the process is advisable. For vendors who have a property that they believe could favour a development, acquaint yourselves with the water and wastewater constraints as well as Plan Change 79 regarding traffic and pedestrian rules. No one wants to get stung with accusations of false advertising if you or your agent has promoted a property as “perfect for redevelopment” only to discover that’s it’s not going to ever get over the line in that regard.

In 2022 Auckland City Council called for submissions on the proposed changes to the Auckland Unitary Plan (AUP) in terms of parking, vehicle and pedestrian access, and lighting. Plan Change 79 (PC79) is the result and forms a key component of the city’s ongoing amendments to urban planning rules. Although PC 79 is not yet operative and could still be subject to appeal, the details and implications warrant scrutiny. Some commentators have asserted that PC79 will increase the prices of affordable terrace and row housing although others say that the evidence doesn’t support that. So many factors are involved in a multi-unit development so with the impact of PC79 and Watercare’s latest call on capacity or the lack thereof, it remains to be seen how circumstances play out for all involved.

We are at the beginning of a recovering real estate market with interest rates at last heading in the right direction. These short term speed bumps for developers may create a squeeze on existing housing stock but we’ll have to wait and see. Developers play an important role in urban growth in our city so negotiating the obstacles is critical in addressing our shortage of affordable housing in Auckland.

Putting the herby butter under the skin helps keep the breast meat tender and juicy.

SERVES: 10-12

INGREDIENTS

• 5-kilogram turkey, neck and giblets removed

• sea salt and ground pepper

• 2 lemons, quartered

• few sprigs rosemary or thyme

• 1 large fennel bulb, thickly sliced

• 50 grams butter, melted for brushing turkey

• 1 cup white wine

SEASONED BUTTER

• 80 grams butter, at room temperature

• 2 cloves garlic, crushed

• 2 teaspoons each dried tarragon and finely grated lemon zest

METHOD

Preheat the oven to 180°C regular bake.

SEASONED BUTTER

Mix the butter, garlic, tarragon and lemon zest together.

TO COOK

Using your fingers, loosen the skin from the breast, taking care not to break the skin. Push the butter under the skin, smoothing it into an even layer. Season the cavity and fill with the lemon quarters and herbs. Tie the legs together with kitchen string and tuck the wings under, securing the neck skin.

Put the fennel in a large baking dish and place the turkey on top, breast side up. Brush with melted butter and season with salt and pepper. Pour in the white wine.

Roast for 1 hour, then loosely tent the turkey with a large piece of oiled foil to protect the breast.

Roast for a further 1¾-2 hours or until the juices run clear from the thigh when pierced with a skewer, basting often until deeply golden.

Leave to rest, lightly covered, for 20 minutes then transfer to a board or platter.

How to care for your real or potted Christmas tree

Keep your fresh or potted Christmas tree looking its best throughout the festive season!

A lot of people pine for the look, smell and feel of a real Christmas tree, versus an artificial one, which smells like, um, nothing.

If you’re going to opt for a freshly cut or potted Christmas tree, you gotta know how to keep it looking its best throughout December –maybe even beyond.

Christmas is hot in New Zealand, so keeping your tree watered is essential to ensure it stays alive until Santa arrives! (This applies to both cut and potted trees.)

But there’s more to it… see below.

How to care for your freshly cut Christmas tree

• When buying freshly cut Christmas trees, try to buy the tree as close to Christmas Day as possible, to keep it looking fresh. When picking your tree, make sure it doesn’t appear as if it’s already wilting. Try to get the cut base into a bucket of water as soon as possible.

• Treat your cut tree like you would a cut flower in a vase; the base should remain submerged in water and continually topped up throughout the month.

• If your cut tree is placed in a base without water, it will dry out and die before Christmas Day even arrives.

• When the festive season is over, dispose of your Christmas tree thoughtfully by composting or cutting it up and placing it in your green-waste bin.

Cut 2 centimetres off the base of your Christmas tree before placing it in a bucket of water to promote better absorption.

How to care for a live, potted Christmas tree

• If you can’t bear the thought of cutting down a tree just to use as a decoration, consider a live potted Christmas tree or plant.

• Pines and European spruces are two commonly used species for a traditional potted Christmas tree. It is best to have your tree in a lightweight pot that’s easy to move around, and ensure it has a saucer underneath.

• It’s recommended that you keep your potted tree near a window that receives filtered morning light, but has protection from hot afternoon heat.

• After the Christmas period, repot your tree into a slightly larger pot to keep it healthy for next year.

Which paint should I use?

Resene Lumbersider Low Sheen is an ultra-durable paint recommended for exterior timber, including fences.

Its long-lasting low-sheen formula will withstand harsh UV light, as well as wet and rainy conditions. For a higher sheen semi-gloss finish, try Resene Sonyx 101. Or for a lower sheen, try Resene Lumbersider Matt.

To achieve a more natural look, consider using stain instead of paint. Resene Waterborne Woodsman is a semi-transparent product that allows the natural grain of the timber to show through.

If you want to paint or stain your fence in a modern dark colour – such as Resene Ironsand or Resene All Black – go for a Resene CoolColour formula.

Resene CoolColour paints contain special heat-reflective pigments which stop dark colours from getting too hot in the sun, preventing your timber from heat damage and warping.

Cement or brick fences can be painted with Resene Lumbersider or Resene Sonyx 101 as well, but if the fence is plaster or render, or if waterproofing is a concern, use Resene X-200 acrylic weathertight membrane instead.

What if my fence is old or damaged?

As with any DIY project, a good result comes down to prep work.

Before painting, treat the timber with Resene Moss & Mould Killer. Apply with a garden sprayer and allow it to soak in for 48 hours before scrubbing and rinsing clean. If left untreated, mould and moss can damage timber and penetrate the new paint film, affecting the look of the paint. Once the mould has been treated, wash your timber fence with Resene Timber and Deck Wash. You also may need to sand off any flaking paint or timber splinters. If you have a metal finish, use Resene Roof and Metal Wash instead of Resene Timber and Deck Wash.

If your fence is extremely weathered you may need to apply spot treatments of Resene TimberLock, a wood preserver and conditioner designed to protect timber from further damage. Resene TimberLock can even regenerate wood fibres that have been laid bare by UV and water, rebuilding them into a woodlike material.

If your fence is very weathered or is built from rough sawn timber, you may require more paint than on smooth planks. Rough sawn timber can use 30 to 40 per cent more paint than flat timber. While it’s not 100 per cent necessary to prime your fence before painting –Resene Lumbersider is designed to adhere directly to timber – a coat of Resene Quick Dry waterborne primer undercoat will make paint application easier and may mean you require fewer coats of paint.

Once you’ve done your prep, it’s time to start painting. Follow these steps.

How long will the paint last?

A fence painted using Resene products should not need to be repainted for at least seven years, but in many cases it will last much longer. Resene Woodsman wood stains will require reapplication after two years, however the staining process is much quicker than painting so it’s an easier job in the first place. Resene makes many low-VOC waterborne paints such as Resene Lumbersider that are incredibly durable.

While it might be tempting to buy cheap paint, it’s a false economy –while you may save money initially, the job will need to be redone much sooner, costing you more in the long run, and chances are you’ll have to apply more coats so you will end up using more paint than you expect and taking up more of your time.

You can help your fence finish last longer by spraying on Resene Deep Clean once or twice a year and then leave it and nature to keep the surface cleaner – no scrubbing needed! Use the trigger version and attach it to your hose for quick application to your fences. You can do your paths and driveway at the same time too.

As 2024 draws to a close, it's a fitting moment to reflect on a year that brought unique challenges and opportunities to the New Zealand mortgage and housing market.

From fluctuating interest rates to evolving lending policies, the financial landscape has tested homeowners, buyers, and industry professionals alike. See below some highlights of the key trends that shaped the year and their impact on Kiwi families navigating the property market.

The Reserve Bank of New Zealand (RBNZ) continued its easing cycle, with the Official Cash Rate (OCR) now sitting at 4.25%, down from its peak of 5.50% earlier in the year. First-home buyers are benefiting significantly from the recent OCR cuts in several ways:

• Improved Affordability: The OCR reduction to 4.25% has led to lower mortgage rates, making home ownership more accessible. For eg: the Popular one-year fixed rate mortgages are now about 150 basis points lower than at the start of 2024. This translates to lower monthly mortgage payments and improved overall affordability for first-home buyers.

• Increased Borrowing Capacity: Lower interest rates mean first-home buyers can potentially borrow more, allowing them to consider properties that may have been previously out of reach.

• Attractive Fixed-Rate Options: The current environment provides an opportunity for firsthome buyers to lock in longer favorable fixedrates, offering stability for longer.

• Buyer-Friendly Market: The OCR cut reflects a broader context of subdued economic activity, creating a more favorable market for first-home buyers with banks keen to lend and vendors keen to sell.

• Lower Stress Test Rates: The stress rate used by banks to assess borrowing capacity has decreased from around 9.15% to well under 8%, giving first-home buyers more headroom when evaluating how much they can borrow.

• Improved long-term outlook: RBNZ has forecast more gradual rate cuts over the coming year aimed at potentially reaching a neutral OCR of around 3.00% by end-2025. This could result in mortgage rates settling between 4.5% and 5%, providing a favorable long-term outlook for firsthome buyers.

As 2024 comes to a close, the New Zealand housing market shows some signs of recovery, with lower interest rates driving increased activity. It's also important to note that while mortgage rates are decreasing, the full impact of these reductions will be more pronounced in 2025 as most customers are on fixed rates, and it takes time for the lower rates to work through the system.

For now, First-home buyers have a unique opportunity to enter the market on more favorable terms. But RBNZ's future decisions will continue to shape the market in the year ahead so it’s vital to carefully assess the long-term financial commitments of any mortgage.

Say cheese! Expert tips on creating a perfectly balanced cheeseboard

A perfectly composed cheeseboard is the perfect finish to any meal these holidays. Or, skip the main and go straight to the cheese.

Even if you can’t boil an egg, you can become known for mastering a great cheeseboard. There are no hard and fast rules but a few guidelines need to be considered.

First, select your cheeses carefully. Ideally, you’ll want three that have different textures and flavours.

We opted for the Whitestone Cheese Co’s classic Windsor Blue for its soft, buttery texture and silkysmooth mouth-feel and we added Whitestone Lindis Pass Camembert. This one combines a creamy texture and earthy flavours thanks to the Ōamaru-based company’s access to North Otago’s world-class milk and the Whitestone cheesemaker’s hand-ladling techniques.

We finished with Whitestone Creamy Havarti, which gives off a rich, full-flavoured Havarti-style with a soft, sticky texture and a light acidic finish.

Position the cheeses in pride of place on your board. Add in plain crackers and crusty French bread (we toasted ours to be different).

Next, add classic pairings such as nuts like pecans or walnuts, a quince paste, grapes, fresh pear or green apple slices and some oozy honeycomb, arranged between the cheeses.

Feel free to experiment with lesser-known pairings such as chunks of chocolate-coated honeycomb.

Finally, check the cheeseboard for visual appeal, then serve and wait for the “oohs” and “aahs” from guests.

Resene: Design for spring - make it work all year

Use the blossoming colours of spring as a base for a versatile look.

Spring is the season of renewal, with nature bursting back into life all around us. It’s also the season when many of us get the itch to dig into home renovations and makeovers - mostly due to the improving weather.

While we often want to capture the essence of spring in those makeovers, with fresh florals, botanical greens and airy neutrals, seasonal design can be tricky. No one wants to sit in a cool, breezyfeeling room come mid-winter, yet we also don’t want to foot the bill for redecorating to suit every season.

The trick is to find the colours and motifs you love about spring and work them into a broader, versatile canvas for your rooms that will work all year.

Resene Colour Expertcolour expert Jackie Thomas suggests starting with the fresh growth and blossoming flowers we all love about spring, and use that as the base of a more versatile look.

“Bring garden décor like potted plants and flowers inside or try other simple, small botanical features like ivy trailing along a shelf,” she suggests. These simple additions add touches of spring and its close association with nature to an existing interior design, rather than going all -in on a spring design, then trying to make it work for other seasons.

Of course, adding touches of colour is another way to do the same thing.

Jackie suggests trying a simple block of painted colour, rather than a whole feature wall, in classic spring shades like soft pastels in mint and lemon with icy blues such as Resene Springtime, Resene Cooled Green and Resene Timeless.

Use your block colours to frame a chair, shelves or a showpiece artwork. Small blocks of colour are simple and cost effective to change out to warmer or bolder shades if you prefer, as your taste evolves.

You can try the same approach with drops of wallpaper in delightful spring florals like Resene Wallpaper Collection 333124, which comes in a range of different background colours, or Resene Wallpaper Collection E313557 which offers texture rather than a pattern, in a soft spring green, similar to Resene Half Washed Green. It works well against deep browns like Resene Dark Rum and off-whites like Resene Parchment.

If you want to try a bolder spring-inspired Resene wallpaper pattern in florals or dramatic leaves, but don’t want to overwhelm the space, use your wallpaper in a single drop behind a favourite chair or frame sections of the wallpaper to hang as art.

Jackie also suggests using a strip of your chosen Resene wallpaper design over a tabletop or on the front or interior of a chest of drawers for a nod to that spring feeling, without having to re-theme your whole room. “Topcoat your wallpapered tabletop with Resene Aquaclear for added durability or you can place a piece of glass on top if your wallpaper is textured.”

Lift one or two spring, or botanical, colours from your wallpaper design and find similar Resene colours to paint decor features like picture frames or plant pots to pull your room together.

Colour choice

When it comes to choosing a spring-inspired colour palette, adding touches of punchier, bold colours with classic neutrals will help your space stand the test of time and feel comfortable yearround.

Jackie suggests spicing up a pale yellow and soft green palette of colours like Resene Half Splash and Resene Soft Apple with accents of hot pink and grape, like Resene Very Berry, Resene Grape Escape and Resene Black Doris.

Add drama to a palette of pastel pinks like Resene Paper Doll with orange-reds like Resene Bliss and dark crimson Resene Spitfire or a dark neutral like Resene Coffee Bean.

“These bolder accent colours can be used in artwork, to paint items of furniture or use them as inspiration on your mood board for fabrics and wallpaper,” Jackie says.

“Have you ever looked at the selvedge of furnishing fabrics? You can see the individual colours used to make up that fabric and there are usually some unexpected contrast colours that bring life to the overall combination.

“The same idea works for dressing a room. It can fall a bit flat if everything is in the same colour family.

Audition some different accent colours, you may be surprised what works!”

Neutral backdrop

Choosing the right neutrals can be another important part of creating different spring looks that feel timeless, rather than seasonal. If you opt for the right neutral as your main room colour, you can build on that with notes of spring shades to lift the room, and make it feel bright and uplifting, yet warm year- round.

Within the Resene Whites & Neutrals range there are many different shades of whites and off-white that are quite mutable that look quite different in changing light conditions. Depending on what other colours are around them, they can appear warmer or cooler. Some good examples are Resene Half Tea, Resene Spanish White and Resene Merino which are very versatile - one of the reasons they regularly feature among Resene’s best-selling colours.

This versatility also means they can make a good base for seasonal designing because they work well with a wide range of coloursmeaning you can add furniture, soft furnishings or painted decor pieces and feature blocks in spring colours which are easier to move around or swap for other pieces to suit different seasons.

The other thing to consider when choosing a spring-inspired yet neutral base is the location of your room. South-facing rooms will feel inherently cooler so opt for warming spring inspired neutrals and accent colours like Resene Half Rice Cake and Resene Merino and pair them with warm spring colours such as Resene Caper or Resene Lipstick. In north-facing rooms you can afford to go a little cooler with your colour palette with shades like Resene Half Barely There with spring-inspired splashes of delicate Resene Wafer or mauve Resene Poet.

Top tip: If you’re feeling overwhelmed by the vast array of whites and what will suit your room, start with Resene testpots in soft mid-toned neutrals rather than classic white. Your local Resene ColorShop team can advise you on the difference between warm and cool shades and what might work in your space.

In the garden

If you want to play with spring-themed designs that will work all year, a good place to start is outside. It’s the natural place to try different botanical or nature-inspired ideas and you have to think less about whether the finished look feels too cool for year-round appeal.

Give your outdoor furniture a clean and paint it in a spring-theme palette of colours. Use different, but tonally similar, shades for each item of furniture for added colour flair that still leaves them looking like a set.

Try sunset pinks like Resene Ebb, Resene Soothe, Resene Paper Doll and Resene Coral Tree with a contrast of lush green Resene Green House with neutral trims or accents in Resene Quarter Spanish White. Try a contrasting dark stain like Resene Woodsman Crowshead on boundary fences. Dark colours will recede from the eye making your backyard feel larger and they look great against fresh greens and pretty floral colours.

Lemon Curd Trifle

Ridiculously simple — on the day of shooting this dessert became my new favourite trifle! This trifle easily doubles to feed 8-10.

SERVES: 4

INGREDIENTS

• 250 grams mascarpone

• 320 grams lemon curd

• 1 thick storebought trifle sponge split through the middle or 2 thin sponges

• 2 x 410-gram cans peach or apricot halves, drained and halved, reserve ¼ cup liquid

• 1/3 cup limoncello

• 300ml softly whipped cream

TO SERVE

• 1/3 cup blueberries

• 2 tablespoons Aromatic Spiceinfused Honey, see recipe

EQUIPMENT

• 1 litre-capacity serving bowl.

METHOD

Beat the mascarpone and lemon curd together. Set aside.

Trim and put one layer of sponge in the serving bowl.

Whisk the reserved peach juice and limoncello together and brush generously over the first layer of sponge.

Top with half each of the mascarpone mixture, then peaches, then whipped cream.

Repeat the layering and chill for up to 3 hours.

TO SERVE

Top with blueberries and drizzle with spiced honey to serve.

AROMATIC SPICE-INFUSED HONEY RECIPE

This is such a versatile recipe –we've used it several times in this issue. It keeps for several weeks in an airtight jar in the fridge and improves with age.

INGREDIENTS

• 1¼ cups runny honey

• 2 tablespoons of your favourite liqueur or water (we used whisky)

• 2 long strips each orange and lemon zest

• 1 star anise

• 1 cinnamon stick

• ½ teaspoon vanilla bean paste

Place all the ingredients in a small saucepan and heat gently to just below boiling point. Remove from the heat and pour into a sterilised glass jar. Cool then seal.
