Xi Jinping elected general secretary of CPC Central Committee: communique

BEIJING, Oct. 23 (Xinhua)

Xi Jinping was elected general secretary of the 20th Central Committee of the Communist Party of China (CPC) at the committee's first plenary session held on Sunday, according to a communique.

The session, presided over by Xi, was attended by 203 members of the 20th CPC Central Committee and 168 alternate members. Xi was also named chairman of the CPC Central Military Commission at the session.

The members of the Standing Committee of the Political Bureau of the CPC Central Committee elected at the session are Xi Jinping, Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi.

Also elected were members of the Political Bureau of the CPC Central Committee at the session, which endorsed the members of the CPC Central Committee Secretariat nominated by the Standing Committee of the Political Bureau of the CPC Central Committee.

The session named the members of the Central Military Commission.

The session approved the secretary, deputy secretaries and mem-

bers of the Standing Committee of the Central Commission for Discipline Inspection (CCDI) elected at the first plenary session of the 20th CCDI.

Xi expresses confidence in creating new, greater miracles as key Party congress concludes

The Communist Party of China (CPC) is fully confident and capable of creating new and even greater miracles on the new journey of the new era, Xi Jinping said as the 20th CPC National Congress came to a conclusion Saturday.

The CPC congress has realized its goals of unifying thinking, fortifying confidence, charting the course and boosting morale, Xi told 2,338 delegates and specially invited delegates present at the closing session of the weeklong congress at the Great Hall of the People in Beijing. "This has been a congress of holding our banner high, pooling our strength, and promoting solidarity and dedication."

At the closing session presided over by Xi, the congress elected a new CPC Central Committee, with

205 members and 171 alternate members, and a new Central Commission for Discipline Inspection (CCDI) consisting of 133 members.

The congress passed a resolution on the report of the 19th CPC Central Committee, a resolution on the work report of the 19th CCDI, and a resolution on an amendment to the CPC Constitution.

The congress noted that the establishment of Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has set the rejuvenation of the Chinese nation on "an irreversible historical course."

The report of the 19th CPC Central Committee charts the course and establishes a guide to action for the new journey for advancing the

cause of the Party and the country in the new era and for realizing the Second Centenary Goal, Xi said.

Hailing the report "a guiding Marxist document," Xi said it is a political declaration and a program of action for the CPC to rally and lead the Chinese people of all ethnic groups in securing new victories for socialism with Chinese characteristics.

The CCDI work report underscores the significance of using the Party's own transformation to steer social transformation, and declares the Party's firm resolve to keep improving conduct, promoting integrity and fighting corruption with sober minded determination to make this an unceasing endeavor, Xi said.

On the revised CPC Constitution, which came into effect as of the date of adoption, Xi said it encapsulates the theoretical, practical and institutional innovations made by the Party.

The revised CPC Constitution sets out clear requirements for upholding and strengthening the Party's overall leadership, promoting the Party's full and rigorous self-governance, continuing and improving Party building, and advancing the Party's self reform, he said.

The new developments in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era since the 19th CPC National Congress have been incorporated into the Party Constitution.

Advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization has been designated as the central task of the Party on the new journey of the new era at the 20th CPC National Congress. This central task has been included in the revised Party Constitution.

Also added to the Party Constitution are statements on gradually realizing the goal of common prosperity for all, pursuing high quality development, developing a broader, fuller and more robust whole process people's democracy, elevating the people's armed forces to world class standards, resolutely implementing the policy of One Country, Two Systems, and resolutely opposing and deterring separatists seeking "Taiwan independence."

Holding dear humanity's shared values of peace, development, fairness, justice, democracy and freedom was also included in the Party Constitution.

On the newly elected CPC Central Committee, Xi said it is a broadly representative and well structured body with highly qualified members who meet the

standards for Central Committee membership, match the expectations of ordinary officials and the general public, and reflect the realities of the Party's leadership teams and contingent of officials.

The new CPC Central Committee will definitely be capable of shouldering the historic mission of rallying and leading the whole Party and the Chinese people of all ethnic groups in building China into a modern socialist country in all respects and in advancing national rejuvenation on all fronts, he said.

"We must remain confident in our history, exhibit greater historical initiative, and have the courage to fight and the mettle to win," he said.

Xi called on the Party to stay focused, determinedly forge ahead, and unite and lead all Chinese people in striving to fulfill the goals and tasks set out at the 20th CPC National Congress.

On the eve of Deepavali and before the rainy season, 10 most underprivileged families in Kaluvankerny, Batticaloa moved into their new houses gifted by the Chinese Embassy. H.E. Qi Zhenhong, Ambassador of China to Sri Lanka and Mme. Jin Qian visited Kaluvankerny on the evening of 23rd October, accompanied by Mr. S. Mamangaraja, President of the Batticaloa Civil Society. They cut the ribbon for the new houses, handed over keys, food and daily equipment donated by the Chinese Embassy, and wished the villagers Happy Deepavali. The project is the first ever direct foreign aid received by the village, according to the representative of the locals.

Chinese Modernization Carries Global Significance

On October 16th, the 20th National Congress of the Communist Party of China (CPC) opened in Beijing. I was honored to join with leaders and representatives of 13 Sri Lankan political parties both from government and opposition, as well as five China Sri Lanka friendship organizations, to watch the opening session and listen to the report delivered by H. E. Xi Jinping General Secretary of the CPC Central Committee together.

In the report, General Secretary Xi Jinping proudly declared, “from this day forward, the central task of the CPC will be to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization.” This solemn declaration resounded throughout the land of China and lifted the spirits of 1.4 billion Chinese people.

I. How to understand Chinese modernization?

Since modern times, achieving modernization has become a common goal of all countries.

Statesmen, scholars and citizens from different countries never quit thinking about these questions: What kind of moderniza-

As socialism with Chinese characteristics entered a new era 10 years ago, General Secretary Xi Jinping pointed out that “we have upheld and developed socialism with Chinese characteristics and driven coordinated progress in material, political, cultural ethical, social, and ecological terms, pioneered a new and unique Chinese path to modernization, and created a new model for human advancement”. The CPC has led the Chinese people in forging ahead with the times and achieving fruitful theoretical and practical results in its modernization drive.

Chinese Modernization ...

Chinese modernization is socialist modernization pursued under the leadership of the CPC. It contains elements that are common to the modernization processes of all countries, but more characterized by features that are unique to the Chinese context in five aspects: a modernization of a huge population, of common prosperity for all, of material and cultural ethical advancement, of harmony between humanity and nature, and of peaceful development. Chinese modernization also has following eight essential requirements:

1) Upholding the leadership of the CPC and socialism with Chinese characteristics, 2) Pursuing high quality development, 3) Developing whole process people’s democracy, 4) Enriching the people’s cultural lives, 5) Achieving common prosperity for all, 6) Promoting harmony between humanity and nature, 7) Building a community with a shared future for mankind, and 8) Creating a new form of human advancement.

Chinese modernization is neither a copy of the socialist practice in other

countries, nor a copy of the Western model of modernization. It is based on China’s fine traditional culture that adapts Marxism to the Chinese context, thus conforming to the global trends and the laws underlying the evolution of human society. This path of modernization created by the CPC sets the direction for advancing the rejuvenation of the Chinese nation on all fronts.

II. What’s the global significance of Chinese modernization?

Today's world has entered a new phase of turbulence, transformation and profound changes unseen in a century. As governance, trust, development and peace deficits facing humanity continue to grow, changes of the world, of our times and of history are unfolding in ways like never before. In response to the question of our age, namely “What has happened to the world, and how should we respond?”, China has provided its own answer for the world.

Chinese modernization will further contribute to world prosperity. In achieving modernization, China has eradicated absolute

poverty as scheduled and finished building a moderately prosperous society in all respects, thus attaining the First Centenary Goal, and significantly raised the overall performance of development of human society. Following the path of Chinese modernization, China will continue to promote the gains of development to benefit all its people in a fair way, and enhance people’s sense of fulfillment, happiness and security. Both people’s material and cultural ethical lives will be enhanced.

China will also provide more quality ecological goods to promote harmony between humanity and nature.

The modernization of China’s 1.4 billion population, which is larger than the combination of all developed countries, is itself a pioneering work shining in human history. China, advancing along its path of modernization, will absolutely bring more benefits to the world while achieving its own development.

Chinese modernization will inspire more countries to pursue its own development path. China’s

20th CPC National Congress presidium

The presidium of the 20th National Congress of the Communist Party of China (CPC) held its third meeting on Friday morning. Xi Jinping presided over the meeting.

Participants at the meeting approved the draft lists of candidates for members and alternate members of the 20th CPC Central Committee, as well as for members of the 20th CPC Central Commission for Discipline

Inspection (CCDI).

The presidium meeting decided to submit the lists to delegations for deliberation.

The lists were generated through competitive preliminary elections conducted by delegations to the congress.

The preliminary elections were conducted under the supervision of ballot scrutineers in accordance with the election methods of the congress. Over 8 percent of the nominees were voted off in the preliminary elections.

The results of the preliminary elections are valid, according to the presidium.

The formal elections for the Party's new central committee and CCDI will be held on Saturday morning.

Forbidden City eyes stronger ties with Taipei peer

The Palace Museum in Beijing hopes to hold a joint exhibition with its counterpart in Taipei at the newly opened Hong Kong Palace Museum in the future, said Wang Xudong, director of the museum, which is also known as the Forbidden City, at a news conference on Thursday.

"We are one family bound by blood and share the same roots. Why don't we have more communication and cultural exchanges?" Wang said to journalists from home and abroad attending a news conference in Beijing during the 20th National Congress of the Communist Party of China.

After the civil war in the late 1940s, some of the art collections from Beijing's Forbidden City were transported to Taiwan and housed at the Palace Museum in Taipei built in 1962. A del-

egate to the congress, Wang said he wishes the two palace museums can "talk with each other" and cooperate on academic research and relic protections in the future.

"Only if we talk with each other can we have the chance to realize future cooperation. The Palace Museum welcomes all the possibilities to work with its counterpart in Taipei," Wang said.

The museum director called for a joint show with the Taipei museum. Wang said a suitable venue may be Hong Kong's palace museum, which opened to the public in July, a milestone cross-boundary cultural collaboration between the cities of Beijing and Hong Kong.

"It's my sincere wish that the three palace museums in Beijing, Taipei and Hong Kong can curate together on exhibitions to show Chinese culture," he said. Before COVID 19 disruptions, the two palace museums in Beijing and Taipei carried out many cultural exchanges, such as joint shows

and academic sessions.

Icebreaking exchanges between the two museums started in 2009 when their then directors visited each other. A joint show Harmony and Integrity: The Yongzheng Emperor and His Times was held in Taipei that year. Later, the masterpiece ink painting Dwelling in the Fuchun Mountains, parts of which were collected by the two museums, was exhibited together in Taipei in 2011.

Wang said he visited Taipei's Palace Museum twice as director of the Dunhuang Academy in Gansu province, but he has not had the chance to visit it again since he took up his role heading the Palace Museum in Beijing in 2019.

"I'm looking forward to visiting again and sincerely invite them to visit us," Wang said.

Wang worked at the Dunhuang Academy from 1991 to 2019. The academy focuses on studies and preservation of the Mogao Caves, which houses fine Buddhist art and is known for its exquisite murals and Buddha statues.

Chinese Modernization

All roads lead to modernization. Every country should independently pursue modernization through a path that is suited to its own history and conditions. Chinese modernization has overcome the dilemma of Western model of modernization and solved many difficulties facing the development of human society. It offers a new option for other countries and nations that want to speed up their development while preserving their independence; and it shares Chinese wisdom and a Chinese approach for mankind to exploring the path of modernization.

Chinese modernization will fur-

ther improve global governance. China abandons the Western path of modernization that is capital centered, polarized, full of materialism, expansion and pillage, and it will never go down the beaten track of big powers seeking hegemony or war. China stresses reliance on its own efforts to drive the nation’s development, follows the path of peaceful development, and adopts a clear cut position that it will always stands on the right side of history and the side of human progress.

General Secretary Xi’s report has made “building a community with a shared future for mankind and creating a new form of human advancement” essential requirements of Chinese modernization, which demon-

strates that China, while pursuing its modernization drive, will remain committed to promoting the development of global governance in a fairer, more just and more reasonable direction, and inject strong positive energy into world peace and development.

This year marks the 65th anniversary of diplomatic relations between China and Sri Lanka, and the 70th anniversary of Rice Rubber Pact. We welcome all Sri Lankan friends to board the express train of Chinese modernization, and keep forging ahead towards national development and rejuvenation, and a better future of all mankind!
