CPC charts course for Chinese modernization as key congress opens

BEIJING, Oct. 16 (Xinhua) The Communist Party of China (CPC) on Sunday unveiled its blueprint for building a modern socialist China in all respects for the next five years and beyond as the 20th CPC National Congress opened.

The five yearly meeting is the first national congress of the CPC after its centenary in 2021, when the Party led the Chinese people to finish building a moderately prosperous society in all respects.

"From this day forward, the central

task of the CPC will be to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization," Xi Jinping said in a report at the opening session of the congress. He urged all CPC members to never forget the original aspiration and founding mission and to have the courage and ability to carry on the fight.

CHINESE PATH TO MODERNIZATION

The world's most populous country is walking on a model of modernization that has not been seen before.

In his report, Xi reaffirmed that

Chinese modernization is the socialist modernization pursued under the leadership of the CPC. Chinese modernization is the modernization of a huge population, of common prosperity for all, of material and cultural ethical advancement, of harmony between humanity and nature and of peaceful development, he stressed, adding that it offers humanity "a new choice" for achieving modernization.

In its two step strategic plan, the CPC aims to basically realize socialist modernization from 2020 through 2035 and build China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful from 2035 through the middle of this century.

Xi expounded on China's overall development objectives for the year 2035, which include substantially growing the per capita GDP to be on par with that of a mid level developed country, significantly enhancing national soft power, steadily lowering carbon emissions after reaching a peak as well as comprehensively strengthening the national security system and capabilities.

He also stressed tasks and targets in China's ambitious modernization drive, such as building a high standard socialist market economy, advancing whole process people's democracy, implementing the employment first strategy as well as exercising law-based governance on all fronts.

"The next five years will be crucial for getting our efforts to build a modern socialist country in all respects off to a good start," Xi said. Sean Slattery, one of the foreign experts invited to translate the heavy weight report, said that to achieve modernization for the 1.4 billion people is a huge step forward for humanity.

"China is underscoring the importance of every country pursuing modernization through a path that suits to their own conditions and that their people would accept and support," he said.

MILESTONE DECADE

Xi hailed the great transformation in the first decade of the new era as "a milestone in the history of the Party, of the People's Republic of China, of reform and opening up, of the development of socialism, and of the development of the Chinese nation."

The CPC embraced its centenary, ushered in a new era of socialism with Chinese characteristics, and eradicated absolute poverty and finished building a moderately prosperous society in all respects,

countries and regions, leading the world in total volume of trade in goods.

China has also joined the ranks of the world's innovators with breakthroughs in some core technologies in key fields. With its people centered philosophy of development, the country has built the largest education, social security, and health care systems around the globe.

As a collaborative endeavor, the Belt and Road Initiative has been welcomed by the international community both as a public good and a cooperation platform.

Other great achievements highlighted by Xi range from comprehensively deepening reform to advancing the critical battle against pollution.

While fully affirming the Party's remarkable achievements, Xi also urged all CPC members not to lose sight of the shortcomings, difficulties and problems, such as bottlenecks hindering high quality development and wide gaps in development and income distribution between urban and rural areas and between regions.

BACKBONE OF NATION, ANCHOR OF STABILITY

China has entered a period of development in which strategic opportunities, risks, and challenges are concurrent and uncertainties and unforeseen factors are rising, Xi told the 2,340 delegates and special delegates at attendance representing over 96 million CPC members. Warning of various "black swan"

and "gray rhino" events that may occur at any time, Xi, in the report, urged the CPC to be ready to "withstand high winds, choppy waters, and even dangerous storms."

He called on the Party, which he said has always remained the "backbone" of the nation, to always stay alert and bear in mind that self reform is "a journey to which there is no end."

Describing corruption as "a cancer to the vitality and ability of the Party," Xi called for winning the tough and protracted battle against it.

Xi underscored that Marxism is the fundamental guiding ideology upon which the CPC and China are founded and thrive.

"Our experience has taught us that, at the fundamental level, we owe the success of our Party and socialism with Chinese characteristics to the fact that Marxism works, particularly when it is adapted to the Chinese context and the needs of our times," he said.

In a world that "has once again reached a crossroads in history," Xi reiterated China's commitment to promoting common development and a human community with a shared future.

"Only when all countries pursue the cause of common good, live in harmony, and engage in cooperation for mutual benefit will there be sustained prosperity and guaranteed security," according to the report.

China adheres to the right course of economic globalization and opposes all forms of unilateralism, it added.

China stands firmly against all forms of hegemonism and power politics, the Cold War mentality, interference in other countries' internal affairs, and double standards, Xi said.

"No matter what stage of development it reaches, China will never seek hegemony or engage in expansionism," he said.

China dedicated to promoting human community with shared future: Xi

China is dedicated to promoting a human community with a shared future, Xi Jinping said on Sunday at the opening session of the 20th National Congress of the Communist Party of China.

China has always been committed to its foreign policy goals of upholding world peace and promoting common development, Xi said.

Stressing that human society faces unprecedented challenges, Xi called upon all countries to hold dear humanity's shared values of peace, development, fairness, justice, de-

mutual understanding and forge closer bonds with other peoples.

"Let us all join forces to meet all types of global challenges," Xi said. China remains firm in pursuing an independent foreign policy of peace. It has always decided its position and policy on issues based on their own merits, and it has strived to uphold the basic norms governing international relations and safeguard international fairness and justice, Xi said.

China stands firmly against all forms of hegemonism and power politics, the Cold War mentality, interference in other countries' internal affairs, and double standards, Xi said.

Xi noted that China will never seek hegemony or engage in expansionism. China adheres to the Five Principles of Peaceful Coexistence in pursuing friendship and cooperation with other countries. It is committed to promoting a new type of international relations, deepening and expanding global partnerships based on equality, openness, and cooperation, and broadening the convergence of interests with other countries, Xi said.

China is committed to its fundamental national policy of opening to the outside world and pursues a mutually beneficial strategy of opening up. It is committed to working with other countries to foster an international environment conducive to development and create new drivers for global growth, Xi said. China plays an active part in the reform and development of the global governance system. China upholds true multilateralism, promotes greater democracy in international relations, and works to make global governance fairer and more equitable, Xi said. Xi said the world has once again reached a crossroads in history, and its future course will be decided by all the world's peoples.

The Chinese people are ready to work hand in hand with people across the world to create an even brighter future for humanity, Xi said.

Presidium of 20th CPC National Congress holds first meeting

BEIJING, Oct. 15 (Xinhua)

The presidium of the 20th National Congress of the Communist Party of China (CPC) held its first meeting on Saturday afternoon at the Great Hall of the People in Beijing.

Xi Jinping attended the meeting and delivered an important speech. Presided over by Wang Huning, secretary general of the congress, the meeting approved a list of 46 members of the standing committee of the

presidium including Xi.

Subsequently, Xi presided over the meeting, which proceeded with other items on the agenda. Ding Xuexiang, Chen Xi, Guo Shengkun and Huang Kunming were approved as deputy secretaries general of the congress.

A report on the examination of delegates' qualifications by the delegate credentials committee was adopted at the meeting.

According to the report, qualifications of 2,296 elected delegates to the congress were confirmed valid after examination.

The CPC Central Committee with Comrade Xi Jinping at its core has placed great importance on the election of delegates, the report noted.

All primary level Party organiza-

tions and up to 99.5 percent of more than 96 million Party members took part in the electoral process, it said.

The delegates are outstanding representatives of CPC members, representing a broad spectrum of Party members.

The report said the CPC Central Committee has invited 83 special delegates who enjoy equal rights as elected delegates.

A draft of the electoral methods of the 20th CPC National Congress was approved at the meeting. It will be deliberated by delegations. The meeting also approved matters related to participants who will attend the congress in a non voting capacity and invited guests. It was decided at the meeting that the congress will run from Oct. 16 to 22.

nese aid in 2000 and the MRI scanner gifted by China in 2014. The Ambassador also handed over a new batch of urgently needed medicine worth Rs.2 million to the hospital. Meanwhile, another Rs.3.2 million worth medicine was donated to the Colombo North and South Teaching Hospitals. This donation with a total value amount of RMB 100,000 was made by China Friendship Foundation for Peace and Development, in collaboration with Sri Lanka China Society. Mr. Jinith De Silva, President of Sri Lanka China Society and Dr. G. Wijesuriya, Director of Lady Ridgeway Hospital accompanied the visit and donation. The following is the speech by Ambassador Qi Zhenhong at the ceremony: It brings me very warm feelings and strong attachment to visit the Lady Ridgeway Hospital for Children today. This hospital, along with other China aid projects including the BMICH, Superior Courts Complex and Nelum Pokuna etc., have already become landmarks of Sri Lanka, and China Sri Lanka friendship. I am very pleased to see the 9 floors main building constructed with Chinese assistance, and the MRI scanner donated by China continue to provide vital support to the hospital, benefiting children patients and their parents for over 20 years. Today, on behalf of China Friendship Foundation for

Peace and Development, I am honored and delighted to hand over urgently needed medicines worth 100,000 Yuan (about 5.2 million Rupees) to Lady Ridgeway Hospital, and Colombo South & North Teaching Hospitals, which might provide further help to Sri Lankan kids in need of treatment. I would like to avail this opportunity to extend my sincere thanks to Sri Lanka China Society for coordinating the donation.

Since China and Sri Lanka established diplomatic relations 65 years ago, our two countries and peoples have always been understanding and supporting each other. The COVID 19 pandemic and domestic economic crisis have brought severe difficulties to Sri Lanka, and its public health sector is especially faced with unprecedented challenges. We feel for our Sri Lankan brothers and sisters, and will continue our support to the health sector of Sri Lanka to the best of our capacity:

Firstly, China has been the biggest donor and supplier of PPEs, test kits and vaccines to Sri Lanka throughout the pandemic, which largely helped the island to win the battle against COVID 19.

Secondly, to tackle the CKDu (chronic kidney disease of unknown etiology) in Sri Lanka, China has handed over the National Nephrolo-

gy Hospital in Polonnaruwa, the Joint Research and Demonstration Center for Water Technology in the University of Peradeniya, and 8 kidney disease mobile labs to the Ministry of Health of Sri Lanka and brought into operation in the last year.

Thirdly, various batches of medicines worth 22.5 million RMB (about 1.2 billion LKR) donated by China under its 500 million RMB emergency humanitarian assistance have already arrived in Sri Lanka and largely relieved its medicine shortage. In the coming months, more medical supplies with a total value of 5 billion rupees will be handed over to Sri Lanka and delivered to hospitals and patients across the island.

Moreover, the biggest China aid project so far, a brand new National Hospital OPD Center in Colombo which can accommodate 6,000 patients daily, will been soon opened to Sri Lankan people.

To conclude my speech, I reiterate that at this moment of difficulty, we will stand by your side, hand in hand, shoulder to shoulder, heart to heart, and jointly overcome the current challenges to contribute more to the well being of our two peoples.

I would like to extend my sincerest greetings and best wishes to all the health workers in the Lady Ridgeway Hospital for Children! And wish all pupils good health and a speedy recovery!

BEIJING Delegates from Inner Mongolia autonomous region to the 20th National Congress of the Communist Party of China arrived in Beijing on Thursday. This is the first delegation to arrive from outside Beijing on Thursday. More than 2,200 delegates, representing more than 96 million CPC members across the nation, are arriving in the capital to attend the congress, scheduled to open on Oct 16.

he Communist Party of China (CPC) outlined China's overall development objectives for the year 2035, according to a report submitted to the 20th CPC National Congress, which opened Sunday.

The report said China's overall development objectives for the year 2035 are as follows:

Significantly increase economic strength, scientific and technological capabilities, and composite national

strength; substantially grow the per capita GDP to be on par with that of a mid level developed country;

Join the ranks of the world's most innovative countries, with great self reliance and strength in science and technology;

Build a modernized economy; form a new pattern of development; basically achieve new industrialization, informatization, urbanization, and agricultural modernization;

Basically modernize the system and capacity for governance; improve the system for whole process people's democracy; build a law based country, government, and society;

Become a leading country in education, science and technology, talent, culture, sports, and health; significantly enhance national soft power;

Ensure that the people are leading better and happier lives; bring per capita disposable income to new heights; substantially grow the middle income group as a share of the total population; guarantee equitable access to basic public services; ensure

modern standards of living in rural areas; achieve long term social stability; make more notable and substantive progress in promoting the people's well rounded development and prosperity for all;

Broadly establish eco friendly ways of work and life; steadily lower carbon emissions after reaching a peak; fundamentally improve the environment; largely accomplish the goal of building a Beautiful China;

Comprehensively strengthen the national security system and national security capabilities; achieve basic modernization of national defense and the armed forces.

After basically realizing modernization, the CPC will continue to work hard and build China into a great modern socialist country that leads the world in terms of composite national strength and international influence by the middle of the century, the report said.

Preparations for 20th CPC National Congress complete: spokesperson

BEIJING, Oct. 15 (Xinhua) All preparations for the 20th National Congress of the Communist Party of China (CPC) are complete, Sun Yeli, spokesperson for the congress, said Saturday.

The congress will open at 10 a.m. Sunday at the Great Hall of the People in Beijing, and conclude on Oct. 22, Sun said at a press conference.

The agenda of the congress was set at a preparatory meeting held Saturday afternoon, the spokesperson said.

Delegates are expected to hear and examine a report of the 19th CPC Central Committee, examine a work report of the 19th CPC Cen-

tral Commission for Discipline Inspection, deliberate and adopt an amendment to the CPC Constitution, and elect the 20th CPC Central Committee and the 20th CPC Central Commission for Discipline Inspection.

The meeting also approved a list of mem-

bers of the presidium of the congress. It was approved at the meeting that Wang Huning will serve as secretary general of the congress.After the preparatory meeting, the delegate credentials committee held a meeting, and the presidium of the congress held its first meeting at which the schedule of the congress was set.
