La nuEva Ley del Suelo: urbanismo a la carta para especuladores Por: Sofía Menéndez Que dos expresidentes del Gobierno de Canarias, como son Paulino Rivero y Román Rodríguez, expresen abiertamente su oposición a la propuesta de Ley del Suelo y formen parte de la «Plataforma Por un Territorio Sostenible», que aboga por la retirada de esta norma, puede dar una idea sobre la gravedad de las consecuencias de esta nueva Ley. Tampoco el hecho de que uno de sus redactores sea abogado del grupo Lopesan permite ser muy optimista sobre las intenciones de esta nueva norma. A pesar de ello, es el proyecto estrella del actual Presidente de Canarias, Fernando Clavijo, que justifica su necesidad en la clarificación de la complicada normativa existente. Sin embargo, el texto de la nueva Ley lo componen nada menos que 408 artículos. Para sus detractores más técnicos, es tal el número de contradicciones, incoherencias y excepcionalidades que incluso cabría afirmar que esta ley no es una Ley, pues no cumple con el principio básico de normatividad, permitiendo toda clase de actos en un contexto de gran subjetividad, que se hace incompatible con la característica

principal de cualquier norma jurídica. Para los más críticos, se abre la puerta a una inseguridad jurídica que no tiene precedentes, no ya en la historia canaria, sino en la de todo el Estado. Además, está generando en la opinión pública, fuera del Parlamento, una oposición casi tan grande como la que se vivió con las prospecciones petrolíferas de Repsol. La Fundación César Manrique, sindicatos agrícolas, colegios de arquitectos, biólogos y geógrafos, todos los grupos ecologistas e importantes personalidades del mundo de la ordenación del territorio como Faustino García Márquez se han manifestado abiertamente contra esta nueva Ley del Suelo. La nueva legislación, en caso de aprobarse, marcaría un antes y un después en el uso del territorio. El proyecto de Clavijo acaba con las ya escasas posibilidades de control de unos organismos públicos sobre otros, dejando toda la responsabilidad únicamente sobre los ayuntamientos; y cuando estos se equivoquen, o se abandonen a las presiones de los especuladores urbanísticos, solo cabrá el recurso a la Justicia. Esto es, se retiran todas las garantías previas al acto urbanístico y se deja todo en manos de las reclamaciones judiciales a posteriori. Clavijo y sus promotores quitan importancia a este hecho afirmando que «simplemente se pasa de un control bifásico a un control monofásico». Este «control monofásico» implica que el daño al territorio sería inevitable de hecho, incluso cuando la Justicia invalidara posteriormente un determinado uso o planificación. Pero también implica la posibilidad de enormes indemnizaciones a costa de las arcas públicas, cuyos beneficiarios serían los promotores que vean impedidos sus proyectos por una sentencia, simplemente si estos hubieran obtenido autorización municipal. Así mismo, se disuelven los canales de participación de la ciudadanía en la gestión del paisaje isleño. Si la normativa canaria debería velar por el patrimonio común y los valores públicos, la nueva Ley de Suelo, al desregular su uso, deja el territorio de las islas a disposición del mercado, de los inversores y de la especulación. Especialmente afectado resultaría el suelo rústico, con lo que conlleva en términos de pérdida de soberanía alimentaria. Según el grupo ecologista Ben Magec, «cabe hacer especial mención a la pérdida de la exigua capacidad de abastecimiento alimentario de estas islas, derivada de la tensión especulativa que sufrirá un suelo rústico totalmente expuesto a la iniciativa empresarial de los sectores económicos más hipertrofiados de Canarias: la construcción y el turismo». El suelo rústico, y ya de paso, los espacios naturales en los que se procura salvaguardar lo que queda de la riqueza ecológica de Canarias, «serán copados por las ocurrencias de empresarios y administraciones a través

de las numerosas figuras excepcionales que recoge la ley», afirman. En Canarias se construyó en 15 años, entre 1987 y 2002, dos veces y media más que en los 500 años anteriores. Ese crecimiento continúa, en 2008 llegaron a Canarias ocho millones de turistas y este año lo harán casi 14 millones. Sin embargo, el paro se ha incrementado un 20 por ciento. La Ley del Suelo podría liberar para la construcción unas 55.000 hectáreas, que es el doble de extensión de Las Palmas de Gran Canaria, ya que actualmente el suelo urbano es muy caro, y con la nueva ley se permitiría construir en el urbanizable o en el rústico, que es más barato, aunque es el más caro de España con diferencia. En Canarias hay 120.000 hectáreas de suelo agrícola que podrían convertirse en urbanizable. El portavoz de Ben Magec-Ecologistas en Acción, Eugenio Reyes, lo explica de forma muy sencilla: «Con la nueva Ley del Suelo que pretenden imponernos se pierde el recurso estratégico de Canarias, que no es el suelo, sino el territorio. Son los valores intrínsecos que tiene el suelo, etnográficos, culturales, paisajísticos. Es volver al siglo XIX. Trae desprotección y anarquía, porque cada proyecto sería en sí mismo soberano. Las competencias de planificación pasarían a ser de los ayuntamientos y no de la comunidad autónoma, en lo que supone una auténtica renuncia a ordenar el territorio. Se abre la puerta a los proyectos de fondos buitre, de capital mafioso, se hace además para legalizar proyectos considerados hasta ahora ilegales. Es una ley para los amiguetes. El nuevo proyecto de Ley del Suelo es un golpe de Estado. Hasta ahora, todas las leyes de Canarias en materia de territorio se habían hecho por consenso, por unanimidad. Se habían puesto de acuerdo todos los partidos. La normativa que se quiere aprobar ahora tiene en cuenta principalmente a los grandes empresarios inmobiliarios y turísticos y expulsa al resto de actores que tienen que ver con el territorio». Para colmo, otro resultado indeseable de esta nueva Ley podría llevar a la ruina a Canarias, porque al intensificarse el urbanismo disperso de forma exponencial sería necesaria una enorme inversión de dinero público para que llegasen a todos los servicios básicos. En resumen, la principal meta de los ideólogos de este proyecto de Ley del Suelo es convertir a Canarias en un «gran casino». Así lo afirmaba hace unos años José Carlos Francisco, ex consejero del Cabildo de Tenerife, y uno de los autores de este proyecto de ley; y añadía «la destrucción (del territorio) es un acto creativo». Una auténtica aberración que ni Maquiavelo hubiera podido hacer mejor.

THE NEW DRAFT BILL OF LAND: URBAN PLANNING TO BE MANAGED BY SPECULATORS By: Sofía Menéndez The fact that two ex-presidents of The Canary Islands Governemnt, like Paulino Rivero and Román Rodríquez, have openly expressed their opposition to the draft bill of Land, and also the fact that both of them belong to «Platform for a sustainable Land», standing for the withdrawal of this draft bill, may give an idea of the serious consequences this law would have. Also, the fact that one of its writers is a lawyer of Lopesan Group doesn’t let us be too optimistic about the intentions of this new law. In spite of this, it’s the star project of the current president of The Canary Islands, Fernando Clavijo, who justifies the need to clarify the complicated nature of the existing law. However, the text of the new draft bill is made up of no fewer than 408 articles. For its most technical detractors, the number of contraindications, incoherence and exceptions is so high that we could even state that this law isn’t even a law, as it doesn’t comply with the basic principle of regulation, allowing all kind of performances in a context of great subjectivity, which is incompatible with the main feature of any legal rule. For the strongest critics, an unprecedented legal uncertainty is about to start, not just in the history of the Canary Islands but in the whole Spanish State. Moreover, on the public opinion outside the parliament, it’s generating an opposition which is almost as big as the one experienced with the Oil Prospecting by Repsol. César Manrique Foundation, Farmers’ Unions, Colleges of Architects, Biologists, Geographs, all the environmental groups and important personalities in the world of Land Planning like Faustino García Márquez, have openly voiced their opposition to this new draft bill of Land. The new legislation, in case of being passed, would mark a turning point in the use of the Land. Clavijo’s project would end up with the already scarce possibilities of monitoring of some public organisms over the others, leaving all the responsibilities just to the Town Halls; and whenever they make a mistake, or surrender to the pressure by urban planning speculators, it’ll only remain the recourse to justice. That is, all the guarantees previous to urban planning will be withdrawn and everything will be left to the legal claims afterwards. Clavijo and his promoters play this fact down by stating that «it is just changing from a bi-phase control to a single control». This «single control» implies that damage to the land would be unavoidable, even when justice could invalidate a concrete planning afterwards. Likewise, the channels for citizen participation in the management of the Island territory would be dissolved. If The Canary Islands regulation should ensure the common heritage and public values, the new Land Law,

in deregulating its use, would make the Islands Territory available to the market, investors and speculators. The rural lands would be specially affected, as it would mean a loss of food sovereignty. According to the environmental group Ben Magec «we must highlight the loss of the exiguous capacity of food supply on these islands, resulting from the speculative pressures the countryside will undergo if it is totally exposed to the entrepreneurial initiative of the most over bloated economy sectors in The Canary Islands: Construction and Tourism». The rural soil and, also, the natural areas which are trying to protect the ecological wealth of The Canary Islands, will be hogged by the entrepreneurial and administrative ideas through the increasing exceptional figures provided by the law», they state. In 15 years, between 1987 and 2002, they have built in The Canary Islands two and a half times more buildings than in the previous 500 years. This growth continues; in 2008, 8 million tourists got to The Islands, and the next year almost 14 millions will be coming. However, unemployment has increased by 20%. The Land Law could get 55.000 hectare, double the extension of Gran Canaria, to be built, as at present the urban soil is very expensive, and the new law would allow building on rural soil, which is cheaper, though it’s far more expensive in Spain. In The Canary Islands there are 120.000 hectare of agricultural soil that could become urban. The spokesperson of Ben Magec-Ecologistas en Acción, explains it in a very easy way: «With the new Land Law that they are trying to impose we lose the strategic resource of The Canary Islands, which is not the soil, but the territory. It’s the intrinsic values the soil has: ethnographic, cultural, landscape. It’s going back to the nineteenth century. It brings lack of protection and anarchy, because each project would be sovereign in itself. Urban planning competencies would happen to belong to the city councils and not of the autonomous community, which would mean a real resignation to manage the land. Vulture fund projects, of mafia capital, will be opened. This is also done to legalize projects considered hitherto illegal. It’s a law for buddies. The new draft bill of Land is a coup d’état. Up to now, all the laws of The Canary Islands related to the land had been made by consensus, by unanimity. All parties had agreed. The regulation that is now to be approved takes into account mainly the large real estate and tourism business and excludes the other parts having to do with the land». To make matters worse, another undesirable result of this new law could lead The Canary Islands to the ruin, because such a growth of the urban planning would require a huge investment of public money to make all the basic services reach the new urban areas. In short, the main goal of the ideologists of this draft bill of Land is to turn The Canary Islands into a «big casino». This was stated a few years ago by José Carlos Francisco, former councilor of the Council of Tenerife, and one of the authors of this bill; And he also added «the destruction (of the territory) is a creative act». A real aberration that not even Machiavelli could have stated better.

BENEFICIOS: Tanto por la práctica del surf como tam bién a consecuencia de las tensiones diarias o de los malos hábitos posturales, las contracturas en la musculatura alta de la espalda y en la del cuello aparecen con asiduidad y nos pro vocan dolencias y malestares. Esta postura estira los músculos más profundos de esta zona, que unen las vértebras (cuando están contraídos limitan el movimiento de las dorsales y cervi cales), así como también musculatura tan esencial e importan te como el romboides o los trapecios. EJECUCIÓN: Comienza tumbado en el suelo. Une las piernas y ubica los brazos al costado del cuerpo con las palmas de las manos hacia abajo. Inspirando levanta las piernas a no venta grados, a continuación, presionando con las manos el suelo, eleva la cadera y sostén con las manos la espalda desde las lumbares. Exhala profundamente y permanece en la postu ra relajando los pies y manteniendo la concentración fija en la respiración. EXECUTION: Start by lying on the floor. Join your legs and place your arms beside your body with the palms facing down. While breathing in, raise your legs to ninety degrees, Then, pressing the floor with your hands, raise your hips and hold your lower back with your hands. Exhale deeply and remain in this position by relaxing your feet and focusing on your breath. As elasticity increases, your hands move closer to your shoulder blades, your elbows approach each other and the back straightens, so the chin approaches your chest, and the weight moves from your hands and elbows towards your shoulders. ANTIGUA TIENE LA PARRA POSIBLEMENTEMÁS VIEJA DE FUERTEVENTURA Da uvas negras, sus raíces se aferran a una madriguera de conejos en una majada de las montañas de Antigua, y la Asociación de Viticultores junto con la Consejería de Agri cultura, Ganadería y pesca del Cabildo están estudiando si se trata de la parra más vieja de Fuerteventura y a qué va riedad pertenece. La edad que se le calcula ronda los 200 años y seguramente ha sobrevivido gracias a un pequeño pozo cercano. ANTIGUA MAY HAVE HAS THE OLDEST VINE IN FUERTEVENTURA It produces black grapes, it’s rooted to a rabbit hole in a fold of the mountains of Antigua, and the vine growers association together with the Department of agriculture and livestock of Fuerteventura Council are trying to find out if this is the oldest vine in Fuerteventura and to which variety it belongs. It’s about 200 years old and it has surely survived thanks to a nearby well. At the moment they are trying to reproduce this vine in the plant nursery of the experimental farm of Pozo Negro, and a sample has been sent to the university of Tarragona, where there is one of the biggest vine stocks in Spain, to find out about this variety. If this vine were as old as it’s thought and it turned out to be an aboriginal variety, we would be facing a possible wine denomination of origin in the island of Fuerteventura.

Fuerteventura es un paraíso para el turismo, no cabe duda. Sus interminables playas de arena blanca y agua cristalina son, junto a un clima soleado de suaves temperaturas, el principal atractivo que invita a más de dos millones de turistas a visitarnos cada año. Turistas y residentes acudimos a la playa, tranquilos y despreocupados, seguros de encontrar cualquier día del año un escenario idóneo para relajarnos y disfrutar. Tumbados bajo el sol, recogemos un puñado de arena y jugueteamos con él. El cielo luce azul, escuchamos el rumor de las olas, y nos encontramos, sin ser conscientes de ello, sosteniendo en nuestras manos unos cincuenta mil granos de arena, cada uno de ellos, distinto del otro. ¿De dónde viene toda esa arena? ¿Cómo se formó? ¿Por qué Fuerteventura tiene más playas y son más extensas que en el resto de las islas? ¿Estuvieron las playas siempre aquí? ¿Lo seguirán estando mañana? Todas ellas son preguntas que no nos planteamos habitualmente, pero que tienen sorprendentes respuestas. ¿De qué está hecha la arena?

una edad de unos 27 millones de años, Fuerteventura es la isla más erosionada. Por eso, a diferencia de las islas más modernas, cuenta con una extensa plataforma sub marina que se prolongan bajo el mar, más allá de la costa. Un segundo factor son las corrientes que levantan los se dimentos marinos que afloran desde los fondos abisales y los arrastra hasta el litoral. En tercer lugar aparecen el viento y las olas. Las olas depositan los sedimentos sobre la plataforma, para que luego, con el cambio de mareas, el viento los arrastre hasta el interior. Este proceso en que intervienen la plataforma, la corrien te, el viento y el mar se sostiene gracias a un delicado equilibro. Este procedimiento descrito es el que ocurre, por ejemplo, en las Dunas de Corralejo, y por lo tanto, se ve inevitablemente afectado por la proliferación de cons trucciones alrededor del Parque Natural. Sin embargo este, aunque tiene un origen similar, no es el único proceso observable para la formación de las playas en Fuerteventura, sino que cada caso tiene sus particulari dades. Por ejemplo, en el sur de la isla, existe una enorme

volcánicos casi completamente verticales. Seguramente, dentro de millones de años, cuando la erosión haya cau sado su efecto inexorable, Tenerife, La Palma, La Gomera y El Hierro contarán con maravillosas y extensas playas, mientras que Fuerteventura y Lanzarote habrán quedado sepultadas bajo el mar. ¿Seguirán inmutables las playas de Fuerteventura? Indudablemente, no. Todos los procesos geológicos, aunque en la escala de una vida humana son difícilmente observa bles, son constantes y modifican continuamente la superficie de la Tierra. En algunos casos podemos observar directamen te estos procesos, como fue la erupción del Volcán Teneguía, en La Palma, que en el año 1971 amplió la superficie de la isla en unos dos millones de metros cuadrados. Pero ¿y en Fuerteventura? En Fuerteventura ocurre exac tamente igual. En los casos en que las playas se nutren de arena procedente de formaciones calcáreas (antiguas playas fosilizadas), se trata de un material finito que termi nará algún día por erosionarse completamente. En otros

TOMANDO EL SOL SOBRE MILLONES DE CONCHAS MARINAS: ASÍ SURGIERON LAS PLAYAS DE FUERTEVENTURA Por/by: Janey Castañeyra En Fuerteventura, la arena de playas y dunas tiene mayor mente un origen orgánico, esto es, que provine de orga nismos vivos, concretamente de las conchas que dieron cobijo a millones y millones de moluscos marinos en tiem pos remotos. Basta observar de cerca ese puñado de arena que sostenemos en nuestras manos para darnos cuenta de que cada uno de sus granos tiene un tamaño, un color y una forma distintos, y en muchos de ellos podemos in cluso reconocer la forma de las conchas originales. Se trata de una realidad abrumadora. Cuesta imaginar la increí ble cantidad de moluscos que vivieron y murieron durante mi llones y millones de años para acabar en las playas actuales. Este material sedimentario, la arena que en esta tierra de nominamos «jable», se encuentra en la mayor parte en las playas de Fuerteventura y Lanzarote, y en muchas de Gran Canaria. Pero no siempre es así. De hecho, lo más común es que la arena provenga de la erosión de las rocas, lo que da lugar, como es el caso de las islas occidentales, a parti culares playas de arena de origen volcánico. ¿Cómo se forman las playas? La formación de las playas de Fuerteventura se debe a un cúmulo de factores. En primer lugar, su antigüedad. Con

cantidad de dunas fósiles calcáreas, playas que existieron en el pasado y que quedaron sepultadas por erupciones volcánicas posteriores y que hoy observamos como len guas blancas en los acantilados. Estas formaciones fósi les se van paulatinamente erosionando y sirven de aporte para las dunas del istmo de La Pared o las playas de Jandía. En otros casos, como en Lajares, se encuentran enormes can tidades de arena tierra adentro. Se trata de antiguas playas que, tras las últimas erupciones registradas en los volcanes de Mascona y Bayuyo (hace entre 135.000 y 30.000 años), quedaron relegadas y acumuladas en zonas interiores. ¿Por qué en otras islas no hay playas como las de Fuerteventura y Lanzarote? Las plataformas costeras majorera y conejera, así como tam bién una parte de Gran Canaria, ofrecen un escenario con el que no cuentan las islas occidentales. De hecho, Fuerteven tura y Lanzarote se integran en un mismo edificio volcánico, pues surgieron juntas geológicamente y estuvieron unidas en el pasado, aunque a día de hoy esa conexión se encuentra en el estrecho de La Bocaina, a unos 20 metros de profundidad. Por el contrario, las occidentales son islas mucho más escar padas, y todavía se levantan en la actualidad sobre edificios

casos como las dunas y playas de Corralejo, se trata de formaciones que existen hace apenas 15.000 años, una edad muy joven geológicamente hablando, y que se re troalimentan en un delicado equilibrio entre las corrientes, el viento y las olas. Cualquier cambio de origen ambiental que modifique estos factores podría provocar que la retira da de la arena sea mayor que el aporte, con lo que la playa comenzará a desaparecer paulatinamente. Pero no hace falta que nos vayamos tan lejos. La acción del ser humano puede ser mucho más repentina que los factores geológicos y ambientales. Las construcciones que hemos ido desarrollando en el medio natural podrían ser devastadoras a medio plazo. Carreteras, hoteles y viviendas pueden influir de manera drástica en los ciclos naturales de la arena, provocan do que, paradójicamente, el aprovechamiento económico de nuestros recursos naturales a través del turismo suponga el fin de la misma industria, al hacer desaparecer esos valores que hacen atractivo nuestro destino. Debemos permanecer vigilantes, planificar a largo plazo y exigir exhaustivos estudios ambientales antes de autorizar nuevas construcciones, pues no sólo depende de ello la salud de nuestros parajes naturales, sino la pervivencia de la propia actividad turística.

SUNBATHING ON MILLIONS OF SHELLS: THAT’S HOW FUERTEVENTURA BEACHES AROSE By: Janey Castañeyra No doubt, Fuerteventura is a paradise for tourism. Its endless beaches of white sand and crystal clear water are, together with a sunny climate of mild temperatures, the main attraction that invites more than two million tourists to visit us every year. Tourists and residents go to the beach, relaxed and carefree, confident to find an ideal setting to relax and enjoy any day of the year. Lying in the sun, we grab a handful of sand and play with it. The sky is blue, we hear the roaring of the waves, and we find ourselves, without realising, holding in our hands some fifty thousand grains of sand, each one of them different from the other. Where does all this sand come from? How was it formed? Why does Fuerteventura have more beaches and why are they larger than in the rest of the islands? Were the beaches always here? Will they still be here tomorrow? All of them are questions we don’t usually raise, but which have surprising answers. What is the sand made of? In Fuerteventura, the sand of beaches and dunes has an organic origin, that is, it comes from living organisms, concretely from the shells that housed millions of marine molluscs in remote times. It is enough to watch that handful of sand we hold in our hands closely to realise that, each of its grains has a different size, colour and shape, and in many of them we can even recognize the shape of the original shells. This is an overwhelming reality. It is hard to imagine the incredible number of molluscs that lived and died over millions of years to end up on the current beaches. This sedimentary material, the sand we call «jable»in this land, is found in most of the beaches of Fuerteventura and Lanzarote, and in many of Gran Canaria. But it’s not always like this. In fact, the sand comes most usually from the erosion of the rocks, which gives rise, as it is the case of the western islands, to particular beaches of sand from volcanic origin. How are the beaches formed? The formation of the beaches of Fuerteventura is due to a series of factors. First of all, its antiquity. Being about 27 million years, Fuerteventura is the most eroded island. That is why, unlike more modern islands, it has an extensive underwater platform that extends under the sea, beyond the coast. A second factor is the currents that raise the marine sediments that surface from the abyssal sea floor and drag them to the coast. Third is the wind and the waves. The waves deposit the sediments on the platform, so that, with the change of tides, the wind drags them inland. This process involving the platform, the current, the wind and the sea is sustained thanks to a delicate balance. This described procedure takes place, for example, in the dunes of Corralejo, and it’s therefore inevitably affected by the proliferation of constructions around the Natural Park. However this isn’t the only process that can be observed in the formation of beaches of Fuerteventura, although others have a similar origin with its own peculiarities. For example, in the

south of the island, there is an enormous amount of calcareous fossil dunes, beaches that existed in the past and were buried by subsequent volcanic eruptions and which today we can watch as white tongues on the cliffs. These fossil formations are gradually eroding and serve as a contribution to the dunes of the Isthmus of «La Pared» or the beaches of Jandía. In other cases, such as in Lajares, enormous amounts of sand are found inland. These are old beaches that, after the last eruptions recorded in the volcanoes of Mascona and Bayuyo (between 135,000 and 30,000 years ago), were relegated and accumulated in inland areas. Why are there no beaches like those of Fuerteventura and Lanzarote on other islands? The «majorera» and «conejera» coastal platforms, as well as a part of Gran Canaria, offer a scenario that does not exist on the western islands. In fact, Fuerteventura and Lanzarote are integrated in the same volcanic complex, because they arose together geologically, and were united in the past, although, nowadays, that connection is in the Strait of La Bocaina, about 20 meters deep. On the other hand, the western islands are much steeper, and they are raised still nowadays on volcanic complexes almost completely vertical. Surely, in millions of years, when the erosion has caused its inexorable effect, Tenerife, La Palma, La Gomera and El Hierro will surely have wonderful and extensive beaches, while Fuerteventura and Lanzarote will have been buried beneath the sea. Will the beaches of Fuerteventura remain unchanged? No doubt, they won’t. All geological processes, although on the scale of a human life they can hardly be noticed, are constant and they are continuously changing the surface of the Earth. In some cases we can directly watch these processes, such as the eruption of the Teneguía Volcano in La Palma, which in 1971 enlarged the surface of the island by some two million square meters. But what about Fuerteventura? It happens exactly the same. In cases where the beaches are nourished by sand from calcareous formations (ancient fossilized beaches), it is a very thin material that will be eroded some day. In other cases, like the dunes and beaches of Corralejo, these are formations which are only 15,000 years old, very young geologically speaking, and that feed back on a delicate balance between the currents, the wind and the waves. Any environmental change that modifies these factors could cause the withdrawal of sand to be greater than the contribution, so the beach will begin disappearing gradually. But we don’t have to go that far. Human action can be much more sudden than geological and environmental factors. The constructions that we have been developing in the natural environment could be devastating in the medium run. Roads, hotels and homes can drastically influence the natural cycles of the sand, causing the economic exploitation of our natural resources through tourism to mean, paradoxically, the end of the very industry, as those values that make our destiny attractive will disappear. We must remain vigilant, plan for the long run and demand exhaustive environmental studies before authorizing new constructions, as not only the health of our natural sites, but also the survival of the tourist activity itself depend on it.

LA MONTAÑA DE LAS BRUJAS

Los podomorfos no son las únicas evidencias de que la montaña de Tindaya fue un lugar extraordinario para el pueblo majo y su singular cosmovisión (Foto 1). Una enorme piedra —conocida como el altar— fue depositada en su cima y trozos de cerámica indígena, materiales líticos utilizados como herramientas y restos de moluscos y huesos de animales carbonizados abundan por su superficie. construidos en su base (foto 3). Lamentablemente uno de ellos fue prácticamente destruido por la actividad de las canteras que durante años hirieron a la montaña. Estos po blados estaban asociados geográficamente con dos de las fuentes que, aún hoy, manan agua (salobre pero potable) del interior de Tindaya. En uno de esos asentamientos hu manos (recuperables para el estudio e interpretación si se realizara una buena intervención arqueológica) son visibles algunas cazoletas horadadas en la roca para la contención de líquidos, utilizadas con fines mágico —religiosos o como En el año 1998 se formó un equipo multidisciplinar (confor mado por 30 expertos) que, con carácter voluntario, empe zó a realizar excavaciones y prospecciones en la montaña. Entonces se descubrieron 12 amontonamientos de piedras en una de sus laderas con numeroso y diverso material ar queológico en su interior (foto 2). Se encontraron restos óseos de ovicápridos que habían sido incinerados en esas estructuras de piedra. Uno de esos restos pudo ser datado gracias a la prueba del carbono 14. El resultado fue la cons tatación de que aproximadamente en el año 1000 dc —es decir, al menos cuatrocientos años antes de la llegada de los colonizadores europeos a la isla— el pueblo majo realiza ba probables ofrendas en la montaña que les unía al cielo. Lamentablemente al equipo Tindaya 98 no le dio tiempo para mucho más: el Gobierno de Canarias —en un intento de que no se conozca la importancia real de Tindaya— en vió a la Guardia Civil y detuvo el estudio y las excavaciones. Quedan más muestras de la importancia de la montaña de Tindaya como el principal espacio cultual de la antigua Ma xorata. Tres asentamientos permanentes (poblados) fueron .16

simples recipientes para que el ganado o los humanos pu diesen beber (foto 4). Todo el entorno próximo a la montaña de Tindaya está pla gado de evidencias arqueológicas variadas y de un gran interés. El Llano de Esquinzo, esa maravillosa planicie que se despliega desde la montaña hasta el mar, alberga, a pe sar del abandono al que es sometido por la desidia ins

titucional, restos singulares de la cultura de sus antiguos pobladores. Existe una especie de cantera indígena de don de se obtenían útiles líticos para las más diversas tareas. También podemos encontrar una estructura circular de piedras hincadas que, según algunas expertas del mundo preuropeo insular, podría tratarse de un efequén, voz indí gena recogida por algunos cronistas para designar un esta blecimiento religioso donde se realizarían prácticas rituales. El Llano de Esquinzo también contiene varias cuevas que fue ron utilizadas por el pueblo majo y sus descendientes. La más singular es la denominada Cueva del Bailadero de las Brujas, un tubo volcánico de más de 150 metros de longitud, donde se han encontrado piezas cerámicas completas, material líti co, malacológico y restos óseos humanos de al menos cuatro cuerpos. Existen testimonios recogidos oralmente que vincu lan a la cueva con la tradición de ir a bailar y realizar extraños ritos en ella en las noches de plenilunio, de ahí su evocador nombre. Lamentablemente el abandono al que es sometido el patrimonio cultural indígena de Fuerteventura ha terminado por convertir esa cueva en un vertedero.

Tindaya, the witches’ mountain (II) The foot-shaped engravings aren’t the only evidence that Tindaya was an extraordinary place to its native people and their singular view of the world (Picture 1). A huge stone —known as the altar— placed on the summit together with pieces of native pottery, stone material used as tools and skeletal remains of molluscs and charred animal are plentiful on its surface. In 1998 a multidisciplinary team was formed, made up of 30 experts who, voluntarily, started to make excavations and prospecting on the mountains. Then 12 piles of stones where found out on one of the mountain sides with numerous and diverse archaeological material inside (picture 2). Goat skeletal remains that had been burnt on those stone structures were found. One of those remains could be dated thanks to the CO 14 test. The result of this test was that, around the year 1000 AD —that is, at least four hundred years before the arrival of the European colonizers to the island— the «majo» people may have carried out sacrifices on the mountains that linked them to heaven.

Unfortunately, Tindaya 98 team didn’t have time to do much more: The Government of the Canary Islands —Trying the real importance of Tindaya not to be acknowledged— sent the Civil Guard to stop research and prospecting. There are more proofs about the importance of Tindaya as the main cultural space of the old «Maxorata». Three permanent settlements (towns) were built on its foot (picture 3). Unfortunately one of them was practically destroyed due to the quarry activity that took place in the mountain for some years. These towns were geographically related to two of the springs that still flow water nowadays (salty but still drinkable) inside Tindaya. In one of those human settlements (still retrievable for research and interpretation, were a good archaeological intervention to be carried out) we can still see some pitted pans on the stones to keep liquids, used with magic purposes –religious or just as containers so that either cattle or humans could drink (picture 4). All the environment surrounding Tindaya is rife with varied archaeological evidence of great interest. Esquinzo, that marvellous plain going from the mountain to the sea houses, despite

institutional abandonment, singular remains of the culture of its ancient inhabitants. There is a kind of native quarry from which stone tools were taken for the most varied tasks. We can also find a circular structure of stones embedded on the ground that, according to some experts from the pre-European island world, could be a «efequén», indigineous word recorded by some chroniclers to designate a religious building where some rituals were carried out. The plain of Esquinzo has also several caves that were used by the «majo» people and their descendants. The most singular one is «La Cueva del Bailadero de las Brujas», an over 150 m long volcanic tube where whole pottery pieces have been found, apart from stone tools, shells and human skeletal remains of at least four bodies. There is oral testimony that relates this cave to the tradition of dancing and performing strange rituals during the full moon. Hence, its evocative name. Unfortunately, the abandonment to which this aboriginal cultural heritage of Fuerteventura was subjected has ended up by turning this cave into a dumping site.
