How a Simple Stamp Remains a Symbol of Soviet Corruption
T
here is a religion in Ukraine that anyone that has had to deal with anything official has learned to follow. For any document that needs to be recognised as “official”, Ukrainians – whether they like it or not – are forced to pay homage to the “Pechatka” deity. The pechatka, for the uninitiated, is a stamp that legitimises a document in Ukraine. Do you have a degree from university? It means nothing without the pechatka. Has a decision been made by a committee? It hasn’t, if there isn’t a pechatka on it. Opened a Ukrainian menu? Yep, you know it’s official because it has a pechatka (why a menu needs to be official is an article for another day). The pechatka is literally everywhere. If you want an entertaining story, just ask your Ukrainian friends where the stupidest place they’ve ever seen one is. You’ll be there for hours. You can’t get anything done officially – medical exam, visa application, bank transaction – without the say so of the “Pechatka” deity. And “paying” homage is part of the problem. Many, dare I say most, pechatkas come at a price. It is this deviance that continues to fuel the culture of corruption in Ukraine, and it is this deviance that requires a concerted counterattack on the Cult of the Pechatka.
The Power of the Pechatka It is almost impossible to over-exaggerate the prevalence of the pechatka – or the power it holds over the people. I am reminded of a time when I observed an election in Central Ukraine. The pechatka, with all of the other official documents, including ballots, ballot box seals, and official forms – is kept in a sealed safe. At the end of the day, when it was time to count the ballots, it was discovered that the pechatka, for whatever reason, was not in the safe. Ignoring how problematic that is for the sake of this piece, it was discovered that it was at the President of the committee’s home. The committee made a decision to allow the President to go home to pick up the pechatka – itself a difficult decision, as no one is to enter or leave the premises. But what could they do? They couldn’t make anything official without that stamp… including the decision to send the President to go get it! For 3 hours the committee debated what to do, since their decision couldn’t be made official without the stamp. (Note: the President eventually went home to get it). The power of the pechatka – where it can drive Ukrainians to the point of inaction – is a contributing factor to the stranglehold it holds over the country.

The Stranglehold of the Pechatka The pechatka is a relic from Soviet times. Its necessity – a contributing factor to the culture of bribery that the Soviet system perfected. By requiring it for the litany of documents for which its use is hardly explicable (menus?), it allows for the collection of bribes in all elements of the system. “I’m sorry, I know you need this pechatka in the next 48 hours to finish your visa application. Unfortunately, we can’t do it for you until next week. Oh wait, 30 hryvnia? We’ll have it for you by this afternoon.” Stories like this abound in the country – just ask your Ukrainian friends. The more important or necessary the document? The more you are likely to pay.
Breaking Free from the Pechatka Ukrainians are well-versed in dealing with this Pechatka Cult. I am reminded of when Yuriy Lutsenko, the State Prosecutor, responded to a letter by exiled former President Yanukovych. From his home in Russia, the former President had revoked the licenses of 590 Crimean prosecutors. Lutsenko thanked him for “providing evidence of high treason of 291 Crimean prosecutors” and then politely reminded him that his decision was invalid because it lacked the required pechatka. While comical stories about the antiquated need for this Soviet-era stamp abound, the frustration that Ukrainians face day-to-day regarding its requirement is evident. Sure it’s easy to make the recommendation to just stop paying for them. But the pechatka is a system; it needs to be broken – and replaced – from the very top. Initiatives like the new biometric passport and European-style driver’s licenses are early steps in breaking free from this cult, but more needs to be done. Allowing companies or government officials to verify educational credentials through a phone call or email to the university, as opposed to requiring a pechatka, is an example. Until that time though, can we ever really trust a menu without one?

The OFF Schedule project that features fashion shows and presentations by new Ukrainian brands and young designers is set to return and will be joined by LFW’s newest fashion event – Brand Factory. One of Lviv’s most anticipated culinary festivals is set to return to the very heart of the ancient city as the Cheese & Wine Festival will take over the Lviv Art Palace from October 21–23. Leopolitan cheese lovers and guests of the city can expect over 200 types of cheese from more than 30 local artisan cheese companies. Thirsty visitors will be able to choose from a wide selection of flavours from different regions, including reds, whites, and a selection of homemade ciders and spirits. Also on hand to compliment the wine and cheese will be a selection of artisan chutneys, breads, oils, and cheesecakes. MASHINA VREMENI COMING TO LVIV October 17–18, 19:00 at the Lviv Opera & Ballet Theatre (28 Svobody Ave.) Leopolitan music lovers and guests of the city will be treated to two concerts from legendary Russian rockers Mashina Vremeni (Time Machine) on October 17-18. Formed in the late 1960s, the group is often considered the fathers of Russian rock music and achieved cult status among several generations of rock fans in the Soviet Union. The band has developed its own sound over the years, creating a unique voice through changing its style. Charming melodies and meaningful lyrics led the group to become the ‘voice of a generation’ with their hits often appearing in Soviet films and plays. Andrei Makarevich, the band’s frontman and biggest celebrity, is a renowned fan of The Beatles and his lyrics and music derive inspiration from the group. You’ll also catch a hint of blues, inspired by Soviet artists known for their musical fables that featured allegorical puns relating to life in the Soviet and PostSoviet eras. X LVIV COFFEE FESTIVAL More than 150 000 guests attended X jubilee Lviv Coffee Festival. Hotel suites were hard to come by as over 150,000 coffee lovers from across Ukraine flocked to the Western Ukrainian capital for the Lviv Coffee Festival from September 22-25. “It took us 10 long years to be able to say that our city hosted the biggest coffee festival in Europe – the Lviv Coffee Festival” said beaming festival director Andriy Sydor. There are plenty of things that draw a person to a coffeehouse – the taste, the people, the atmosphere, even the hospitality – so each year the Lviv Coffee Festival crowns the city’s finest coffeehouses in each of those areas. To win a Lviv Coffee Festival award is a great challenge and an even greater honour. This year many of Lviv’s most popular – and talented – coffeehouses took part hoping to be crowned Lviv’s Best Coffeehouse 2016, “Dominicanes”, “Virmenka”, Cezve and brazier style coffee shop “Bakhchisarai”, Black Honey, restaurant “Atlas”, coffee-house “Shtuka”, coffee-shop – museum “Fiksazh”, Svit Kavy on Rynok square, confectionary “Liguminka” and Rocket espresso. Leopolitans and guests of the city had three ways to cast their ballots – on the festival’s webpage, on its Facebook page, or in person at one of the coffee shops.

The Western Ukrainian capital was buzzing with authors, publishers, interpreters, researchers, journalists, and readers last month as the International Publishers’ Forum (IPF) – the single most important literature and publishing event in Ukraine – returned to Lviv from September 15-18. Celebrating its 23rd year, publishers from 28 countries visited over 60 locations that hosted over 500 book- and literature-themed events during the festivities. Among the many special guests invited to this year’s IPF included: Kenneth Klemmens, a Swedish poet that presented his Ukrainian translation of the book Touch; Srdan Srdic, a Serbian novelist and short story writer who returned to the city for the 3rd time; and Lithuanian poet, scholar, and

translator Tomas Venclova. In addition, celebrated author Frederic Beigbeder, among Europe’s most charismatic and free-spirited intellectuals, delighted Leopolitan literature lovers and guests of the city with a booksigning session and lecture on contemporary literature. As always, the IPF turned out to be a dynamic and vibrant event that attracted thousands of visitors to its book market, literary festival, and hundreds of other various events. Some of the more popular projects this year included the Best Book of 2016 competition and awards ceremony, the Lviv International Literary Festival, the Lviv Library Forum, the Ukrainian-Jewish Meetings project, the Night of Poetry, and the City of Lem Festival.

MODERN ART IN DOWNTOWN LVIV Lviv’s historic city centre was the stage for the city’s annual week of modern art mayhem as the Days of Performance Art in Lviv was held from September 1-11 as part of the Week of Actual Art biennial. The week of art initiatives was organised by the Dzyga Art Centre – a leader in the Leopolitan cultural scene since first emerging in the heady atmosphere days of liberation that were the early 1990s. The event welcomed professionals and young artists from around Europe and Ukraine that dazzled Leopolitans and guests of the city with dazzling shows and creative art installations.

Festivalgoers were enthralled by the LEMinarium art space – a multi-genre cultural space tied to the creative research of famed Lviv writer and philosopher Stanislaw Lem. The exhibition also showcased the LEMinarium Graphic Novels exhibit featuring illustrations of Lem’s Fables for Robots and sculptures by Vitaliy Vnukov. Of course, no Days of Performance Art in Lviv is complete without a project by the School of Performance Art. This year the school offered workshops on performance art by famous artists and performers, including the UK’s Denys Blacker.

СУЧАСНЕ МИСТЕЦТВО У СТАРОВИННОМУ ЛЬВОВІ Дні мистецтва перфоманс у Львові цього року пройшли у рамках бієнале "Тиждень актуального мистецтва" з 1 по 11 вересня. Це перший в Україні фестиваль, на якому представлене мистецтво перфомансу у всьому розмаїтті напрямків, тенденцій та поколінь. Організатор заходу – мистецький центр Дзиґа, що проводить його з 2008 року. Свої перфоманси цього року творили просто на очах публіки досвідчені та молоді художники з України, Чехії, Польщі, Ізраїлю, Великої Британії, Білорусі та Німеччини. Серед проектів "Тижня" були представлені також твори, об’єднані в мульти-жанровий культурний простір під назвою LEMinarium для майбутнього фестивалю, присвяченого творчості знаменитого польського письменника-фантаста Станіслава Лема, що народився і виріс у Львові.
На виставці також були представлені ілюстрації до "Казок роботів" С. Лема і скульптури Віталія Внукова. У програмі заходу були представлені також численні авторські та кураторські проекти, перфоманси, інсталяції, об’єкти, майстер-класи, лекції та дискусії. Цього року в програмі школи перформенсу відбулись семінари й майстер-класи з виконавського мистецтва відомих художників і перформерів, зокрема, Деніс Блекер з Великої Британії.

GOLDEN LION THEATRE FESTIVAL It was street performance based on Chekov’s “Seagull” by Lviv”s theatre “Voskresinnia” that gave a start to the annual Golden Lion theatre festival on September 17th. Traditionally, stage adaptation of the play by “Voskresinnia” featured spectacular fire-show and creative stilt walkers. This year the festival, which took place during September 17-October 2, delighted Leopolitans and guest of the city performances by troupes from Romania, Poland, Lithuania, Georgia, Hungary, and – of course – Ukraine. Founded in 1989 the annual international theatre festival “Golden Lion” is a European theatrical tradition in its own right. It is also one of the most prestigious cultural forums from which modern Ukraine has established an international presence.
ТЕАТРАЛЬНИЙ ФЕСТИВАЛЬ "ЗОЛОТИЙ ЛЕВ" Вуличною виставою львівського театру “Воскресіння” за мотивами А. Чехова “Чайка” на площі перед Оперою 17 вересня стартував 23 Міжнародний театральний фестиваль “Золотий лев”. Традиційно у постановці театру не обійшлося без вогняного шоу та ходуль. В програмі цьогорічного фестивалю, який тривав з 17 вересня по 2 жовтня львів’яни та гості міста змогли побачити вистави театрів з Румунії, Польщі, Молдови, Литви, Грузії, Угорщини, України та інших країн. Заснований у 1989 році, щорічний фестиваль “Золотий лев” – це справжня європейська театральна традиція. VIDVERTO ART PROJECT Lviv’s creative Melanka Art Gallery is pleased to present the new Vidverto art project. Project participants, known as the ‘Group of 8’, include: Volodymyr Stetsula, Zoryana Garbar, Nataliya Kaspruk-Savka, Ivanka Voytovych, Oleksandr Voytovych, Yuriy Tsarenko, Ivan Dudych, and Vasyl Babiy. The artists are united by Vidverto’s main idea – “honestly, with no secrets, boldly and with no censorship, just laugh, tease, declare and speak your own mind, relax, and show true art!”. Project Vidverto will be on display until October 17th at Lviv’s Melanka Art Gallery (8 Lesi Ukrainky St.).

RUN FOR A REASON Japan’s Fujikura Automotive Ukraine Lviv, which opened in Lviv in early 2016, held the Happy Kilometre charity event to raise money for Lviv’s Ohmatdyt children’s hospital on September 4th. As the Children’s Hospital Charity is a brilliant cause, the event attracted more than 400 people to come out and support worthwhile cause financially via donating money to the special boxes located in the race area. It was an incredible day and participants were able to raise 20,500 UAH to buy a phototherapy lamp for the reanimation of newborns at the hospital. The is sure to make a big difference for the children who travel from all over the Lviv region to Ohmatdyt for specialist treatment. Rich and colorful program of the event was packed with jolly entertainments as well as exciting sports activities and fun. As event’s highlight came
“Happy Kilometer” races on 1, 4 and 7 km in addition to 100 meters long races for children. Race winners Mykola Vayda (1 km), Rostyslav Galamay (4 km), and Rostyslav Kartashov (7 km) were presented with special prizes and commemorative awards. Fujikura Automotive has built a solid reputation for its social programmes over the past 130 years and plans to continue to to invest money in the development of the regional infrastructure as well as work with Lviv’s Ohmatdyt children’s hospital. In addition to announcing that the Happy Kilometre will become an annual charitable event, the company also made a generous 500,000 UAH donation to help the hospital renovate its operating-room at surgery department. Шляхетна мета – допомогти дитячій лікарні – надихнула організаторів цього спортивного заходу, Fujikura Automotive, зібрати цього дня понад 400 небайдужих людей, що прийшли висловити свою підтримку морально і матеріально, поповнюючи спеціальні скарбнички, розташовані в зоні змагань. Люди різного віку, статі та професій чудово провели день, а зібрані кошти – 20,5 тис. грн. матимуть величезне значення для здоров’я дітей, які прибувають в "ОХМАТДИТ" з усього регіону для лікування. Багата і барвиста програма заходу була насичена веселими розвагами, а також захоплюючими спортивними змаганнями і забавами.
У рамках змагань відбулись забіги на 1, 4 і 7 км, а також дитячий забіг на 100 метрів. Серед переможців, які були нагороджені спеціальними призами та пам'ятними нагородами були Микола Вайда – переможець забігу на 1 км, Ростислав Галамай – переможець забігу на 4 км та Ростислав Карташов – переможець забігу на 7 км. Legendary German car manufacturer Porsche festively opened up the second-largest Porsche dealership in Ukraine in Lviv on September 20th. The 2.5 million EUR dealership is located at 8 G. До Нового року залишилось 2,5 місяці, і розпочинаються щорічні роздуми на тему "як привести тіло до ладу" напередодні сезону Різдвяних та Новорічних святкувань. Звичайно, для того, щоб гарно виглядати та мати красиве тіло треба попотіти у тренажерних залах, але одним із найважливіших елементів успіху є фітнес-тренер. Отже, “яким має бути ідеальний фітнес інструктор?” – з такими питанням Lviv Today звернувся до Юлії Нікітіної, найпозитивнішого та неймовірно харизматичного фітнес-тренера у львівському “Аквапарку “Пляж”.

LVIV INTERVIEW З чого почалась твоя кар’ера тренера? Чи є у тебе спеціальна освіта? Це таке гучне слово "кар'єра", хоча, якщо робиш все можливе, живеш роботою, постійно вдосконалюєшся, то таки одного дня це можна назвати кар'єрою. Все почалося років 15 тому і крок за кроком, знайомство за знайомством, проект за проектом, з новим досвідом та активністю в соц. мережах все накопичувалось і саме зараз дає свої плоди. До речі і освіта отримувалась з розвитком справи. Моя перша освіта це вища-економічна, отже, за фахом я менеджер туристичного і готельного бізнесу. Добре розбираюсь у цьому, бо багато їздила по Європі в складі шоу-балету "Життя"- був і такий досвід у моєму житті. Мушу зазначити, що в моєму випадку тренер – це напевно, більше покликання. Це сукупність такої кількості рис, що ним навряд чи можна навчити. Але, звичайно, ази треба знати, тому кілька років тому я закінчила також Львівський державний університет фізичної культури.
Які якості потрібні, щоб бути ідеальним тренером? Як потрібно розвиватися тренеру в плані кар’ери? На даний момент я вважаю себе практично ідеальним тренером. Потрібно бути і другом, і вчителем, і психологом, і прикладом для наслідування та завжди бути в гуморі. Всі ці слова-не моє бачення себе, а слова клієнтів і зайвого собі не приписую. Єдине, що стараюсь підтримувати себе постійно в тотальному тонусі по всіх параметрах. І хоча в першу чергу -я жінка, але на роботі це відходить на другий план. На роботі я “безсмертний поні”, але мені це подобається. Кожен день-це момент зробити більше, ніж вчора. Роки три тому вирішила бігати на змаганнях. З цього часу набігала більше 110 км, це медалях підраховано за кількістю медалей. Всі підопічні тепер теж бігають. Буквально нещодавно спільно з івент агентством "Ovatio" та компанією "Fujikura" створили масштабний проект "Щасливий кілометр", який об'єднав і спортсменів, і звичайних людей, які хотіли пожертвувати гроші на благодійність. Було дуже круто, і тепер проект стане щорічним.
є як дорогі, так і зовсім доступні засоби, щоб підтримувати себе в формі та бути доглянутою. Головне – це бажання. Найгіршим стимулом, напевно, є, коли чоловік постійно тикає носом в недоліки. Але це так само палка о двох кінцях. Перший – в чоловіка є очі, і він, можливо, бачить вже повний армагедон вашого зовнішнього вигляду. Тут вам негайно пора в зал, поки не пізно. Варіант другий – ваш мужчина сам дуже далекий від ідеалу, а вас цькує через свої комплекси. Я сама за своє життя чула про себе різне: і захуді ноги, і перекачаний прес, недокачана спина, не просушені руки і т.д. Звісно, ніхто не ідеальний. Але у цьому випадку раджу допрацювати ці нюанси в залі на свій смак, а потім змінити мужчину. Ніхто, повірте ніхто не має права занижувати вашу самооцінку!
Які помилки найчастіше допускають люди, що вперше приходять на тренування? Найпоширеніші помилки в залі – відношення “почну з понеділка”. Тут все ясно-не дозріла ше людина, і навряд чи дозріє в понеділок. Помилка друга – -почну потроху, ввійду в ритм і ось тоді почну нормально тренуватися. Це неправильно. У моєму власному тренувальному світі все виглядає так: прийшла, виклалась на повну, пережила першу крепатуру, прийшла другий раз – знову пережила сильну крепатуру, і далі працюємо у нормальному режимі. Якщо немає медичних протипоказань,
можна дуже кардинально змінити все своє життя. І яскравим прикладом є мої клієнти, які втрачають по 25 кг за цей час і живуть по-новому.
Тренерська робота потребує бути постійно позитивно налаштованим, енергійним. Що тебе заряджає, які твої енергетики? Моїм енергетиком є музика. Бажано нова, бо вона ще не пов’язана зі спогадами та асоціаціями. Також проекти та нові ідеї, які постійно крутяться в мене в голові. Я віддаю людям енергію, вони – мені. Так і функціоную.
Які твої хобі, улюблені заняття на дозвіллі? Чи робота і є твоїм хобі? Робота, безперечно і є моїм хоббі. Я така людина, що не могла б працювати на нецікавій роботі. Єдине, що могла б все ординарне так трансформувати, щоб все ж таки отримувати якийсь кайф. Мені подобається працювати в команді, до речі, був досвід офісної роботи, і мені теж дуже подобалось. Але 15 років у сфері танцю, фітнесу та івентів доводять, що справу життя я обрала правильно. Для мене основне, щоб місце праці було адекватне амбіціям та можливостям. Мій рідний аквапарк "Пляж" і є моїм другим домом. Скоро виповниться 5 років з моменту, як мене запросили сюди працювати, і, не дивлячись на різні труднощі, які інколи виника-
Ти – красива дівчина з фігурою, яку хотіла б мати, мабуть, кожна. Якщо жінка схоче почати займатися спортом, то з чого ти би порадила розпочати цей процес? Дякую, я завжди намагаюся бути гарним прикладом для клієнтів. Вважаю, що якщо тренер не може бути в формі, то як зможе привести в форму іншу людину? Це не варіант "Чобітар без чобітків". До речі, багато дівчат приходить з фразою: "Хочу таку фігуру, як у вас". Це нормально. Сам процес похудання починається в голові. В першу чергу це треба робити для себе. Для рідних і близьких – це також важливо, але вони за вас цього не зроблять. А от підтримати просто зобов'язані. Саме тому люблю, коли займаються цілими сім'ями, і у мене таких багато. З віком розумна жінка має виглядати тільки краще. Якщо ви розумна, але погано виглядаєте, то перегляньте пункт "розумна". Можливо це жорстко звучить, але зараз стільки всього для краси придумано, що гріх не користуватися. При чому LVIV TODAY | October 2016
то чого себе жаліти в залі?! Нема сенсу витрачати гроші, свій час та час тренера, щоб тупо повалятися на коврику, зробити селфі і всім ходити розказувати, що ходиш в зал. Також помилковою є думка, що буду істи все, як їла і буду худнути. Повітря в залі, звичайно цілюще, але не настільки.
Якими принципами ти керуєшся на заняттях та у житті? Принципами... Ну напевно "Не відкладай на завтра те, що можна зробити сьогодні". Я взагалі живу одним днем. Може це неправильно, але завжди є момент, що "завтра" може не настати, тому краще тут і зараз. Не всі так можуть. Я інколи пропоную задуматися, що таке півроку в масштабі нашого життя?!?! Це дуже короткий відрізок часу, але за цей час
ли, як і в будь-якому великому колективі – зараз ми велика дружня команда, і це дуже круто! У вільний від роботи час я готую, читаю, вишиваю і роблю уроки 4 класу. Ось такі розваги!!! Отож, аби Ваші заняття у спортзалі були ефективнішими, варто скористатися послугами персонального тренера, який не лише підбере необхідний комплекс вправ, а й постійно стежитиме, щоб ви його правильно виконували. I
t was back in 1979 when on one of Lviv’s oldest streets – Virmenska – at House №19 opened up coffee-shop Virmenka. Located in the Polish-era mansion of Bijouterie master Bader, the coffeehouse became an instant Leopolitan hit. Featuring delicious Cezve-style coffee prepared on sand, Virmenka became popular among the “flower children”, or the hippies. By the 1990s, this venerable venue began attracting historians, poets, musicians, and students to share politics, music, and forbidden samizdat books that were censored and published by hand underground. The venue brought together many from outside the mainstream, including pacifists, artists, painters, musicians, and actors from all over the Soviet Union – Moscow, Leningrad, Vilnius, and Tallinn. “There were days when over 100 people were crowded inside and the exterior turned into an incredible free-spirited gathering” remembers Alik Olisevych, the son of political prisoners and a local hippie. Virmenka was nearly as famous as Leningrad’s ‘Saigon’. Indeed, Virmenka is regularly referred to in many literary and artistic works. Ukrainian writer Yuriy Vynnychuk remembers well, “In Lviv it was well-known that the best coffee one could find was on Virmenska St. and in “Nektar” on Saksahans’koho St.. Coffee was just one of the reasons people went, the other was for the meetings where a lot of creative issues were resolved.” The coffeehouse had just 7 tables inside, so the queue often ended on the street. It was in this place where the tradition to come drink coffee outside was born. People were sitting on the sidewalks and porches sipping coffee, which was forbidden in the Soviet times when “coffee-lovers” often faced persecution”. Virmenka’s clients were looked after by bartenders Sofiya and Nadiya though, who managed to sneak the venue’s visitors through the back door to the yard in case of any problems.
This year Virmenka was successfully reborn and became top winner of X City Coffee Festival in nomination “Best coffeehouse 2016”. The venue’s interior has been preserved and its famous Cezve coffee is served by the charming Lilya, daughter of former barista Nadiya. Old photos and collections of books that can be borrowed to read, on condition that you leave your books, lend an old-time charm to the venue. Some of the books on offer include Revolution of lowers and Three Hippies in Lviv almanacs. If it’s your first time to Virmenka, you’ll need to try Lviv’s most delicious syrnyk (cheese cake), which goes down nicely with a custom-produced liquor. Be sure to stick around for some music from Braty Hadiukiny and talk to visitors that know about the famous Kuzya (Serhiy Kuzminskyi). You also might want to check out the venue’s “Pending Coffee”, where you can leave a cup for a certain someone by leaving their name on the board, or, of course, treat some stranger.

далекому 1979 році на одній із найстаріших вулиць Львова – Вірменській, в будинку під №19 (за Польщі тут працював майстер біжутерії Бадер), відкрилась кав’ярня, яка одразу стала культовою. Попри те, що ”Вірменка” славилась найсмачнішою кавою, приготованою у турці на піску, саме вона стала місцем тусовки “Дітей квітів”. До початку 1990-их тут зустрічались прогресивна молодь, музиканти, історики, поети, щоб обмінятись самвидавом, забороненими книжками та музикою.
“Сюди з’їжджались неформали, пацифісти, художники, актори, рок-музиканти з Москви, Ленінграда, Вільнюса, Таллінна. Бували дні, коли до кав’ярні набивалось до сотні людей, і надворі утворювалась неймовірна тусовка”, – згадує львівський хіппі, син політв’язнів Алік Олісевич і порівнює її з видатним пітерським “Сайгоном”.

Взагалі, “Вірменка” часто згадується в роботах багатьох творців. Так, Юрій Винничук, відомий український письменник пише: “У Львові вважалося, що найкращу каву готували на Вірменській та у “Нектарі” на Саксаганського... Кава була тільки приводом для таких здибанок, на яких вирішувалися різні творчі питання”. “Вірменка” мала тільки 7 столів всередині, черга за кавою стояла аж на вулицю, Ось чому саме тут зародилась традиція виходити з кавою надвір, сидіти на тротуарі, по підїздах. А це було забороненим у радянський час, і частенько міліція переслідувала відвідувачів. Їх у цей момент рятували тодішні бармени “Вірменки” пані Софія та пані Надя, випроваджуючи “чорним ходом” у подвір’я. Цього року у "Вірменці" пройшла реставрація, яка пішла їй лише на користь адже заклад було обрано Кращою кав'ярнею Львова 2016 року в рамках проведення X фестиваля "На каву до Львова". Стилістика інтер’єру максимально збережена, а знамениту каву у турці вам зварить пані Ліля – донька колишньої працівниці Надії.

Star Player, Novice Coach: Can Andriy Shevchenko lead Ukraine’s underperforming footballers to 2018 World Cup? B
ased on resources and pedigree, Ukraine should theoretically be an international footballing powerhouse. Instead, the Ukrainian national side has been disappointing for decades. Can the appointment of former star player and complete novice coach Andriy Shevchenko as the new national team manager reverse this depressing trend?
Ukrainian football icon Andriy Shevchenko is the most celebrated player in the country's history and arguably the most recognizable Ukrainian in the world. Nevertheless, his recent appointment as Ukrainian national team manager has raised eyebrows due to Shevchenko’s complete lack of prior management experience. As he approaches his new task, Shevchenko can at least count on relatively low expectations. The former European Footballer of the Year took up his new position in late summer 2016 following the national side’s dismal showing at Euro 2016 in France. Even this was an improvement on previous campaigns – since entering international competition in 1996, the Ukraine team has only qualified for one European Championship and a solitary World Cup finals, despite being able to call upon many of the biggest stars in East European football. Shevchenko began his reign without any major fireworks, securing an understated but credible 1-1 home draw against Iceland in the first match of Ukraine’s World Cup 2018 qualification campaign. His second game in charge is likely to be a tougher challenge – an early October visit to Turkey that could set the tone for the rest of the qualification campaign. Will Shevchenko be able to get the best out of the notoriously underperforming Ukrainian national side? The ex-Dynamo Kyiv, Milan and Chelsea star spoke to Lviv Today sports correspondent Evgeny Kraws about his vision for the team and explained why he is unmoved by the criticism surrounding his appointment.

You played for some of the most legendary and successful managers in football history. What lessons have you learned in the art of management from each of the trainers you worked under as a player? My experience with each of the individual coaches I worked with was always unique and often very complex. As a young player, (Dynamo Kyiv coach) Valeriy Lobanovskiy taught me the importance of attention to detail and consistency. Nothing was too small or minor in our preparations – everything counted towards getting the right result. In Italy, I was able to gain great tactical experience. Teams would often change their tactics and their formation several times during a single match. My time with Chelsea in England provided me with a better understanding of ‘playing for the supporters’. The passion of the fans is a very important and emotional element of British football. What is your motivation behind accepting the role of Ukrainian national team manager? Being Ukraine’s national team manager has been my dream ever since I stopped playing. For many years, the Ukraine team was a huge part of my life. I travelled all over the world with the team, contributed to its development, and took part in our biggest successes to date. I know this team inside out. The goal now is to utilize my experience in the manager’s role. What is your response to those who question your appointment due to your lack of managerial experience? Managing a club side and coaching the national team are very different things. My long career as a player in the national team are my qualification for the job. I know how this team works. I have also recruited a few very highly qualified professionals to join my coaching staff. We plan to restructure the entire national football team organization and create a more structured system incorporating all the different squads in the different age categories, so that when players finally make the breakthrough into the senior squad, they are familiar with our concepts and ready to meet our requirements. By taking on the job of national team manager, you are opening yourself up to inevitable criticism if things do not go according to plan. Is there not a danger that you could tarnish your reputation as one of Ukraine's greatest football icons? One of the most ambitious targets we have set ourselves is to develop a transparent and productive relationship between the national team, the fans, and the media. We will face relentless challenges and I hope we can go through it together. We have already introduced the concept of open training sessions prior to big games, where fans and the media can observe the team’s preparations. I will also be asking at least four players to talk to the press after every match – even if we lose. We cannot allow ourselves to lose sight of the fact that football is all about the fans. Ukraine's performance at Euro 2016 was extremely disappointing. Does the national team need a complete overhaul?
window. It was very interesting for me, as I’ve spent all my childhood in Kyiv, which is totally different from Lviv. Lviv was always more European city.
If we put our emotions to one side and look at Ukraine’s Euro 2016 performance clinically, the verdict we reach should not be so damning. The only complete failure was the game against Northern Ireland, when the team clearly failed to come up with any new ideas or rethink their approach to the match. This is a huge problem. It points to a lack of dialogue between the players and coaches. However, the games against Germany and Poland were interesting encounters full of exciting moments and examples of the kind of football the current Ukraine squad is capable of producing. Clearly, the results were unsatisfactory. However, Euro 2016 provided plenty of food for thought and room for constructive analysis.
Leopolitan football fans greatly respect Shevchenkoplayer. And now Leopolitans are looking forward to see Shevchenko-coach. Unfortunately, because of suspension of the “Arena Lviv” stadium national team will not play in Lviv in the nearest future. Do you have any information regarding possibility to lift suspension
Who do you see as Ukraine's toughest opponents in your World Cup 2018 qualification group?
Yes, for us suspension of “Arena Lviv” is very burning issue. Actually, I’m surprised that such tough measures were applied as they influence greatly on fans. We would like to play in different cities, however now we are limited with Odessa and Kyiv. For national team games in Lviv were always successful. It would be ideal place for the final match considering support from fans and all the winning traditions.
Ukraine is in very strong, and what’s more important, even group. There will be unexpected results as in this group got 4 teams, which participated in the finals of European championship: Ukraine, Island, Turkey and Croatia. Our competitors already have well-formed teams, which show consistent play-style. That is their advantage over Ukraine, as
Matches in Lviv (within Dynamo and National team) were always successful for you. As they say, during one match in Lviv you were presented with painting “Shevchenko-knight”. What happened to that painting? Surely, during many years you have collected quite a collection of such souvenirs? Do you have some sort of museum? Do you collect some items connected with football?
OUR TEAM IS GOING THROUGH CHANGES OF GENERATIONS, COACHES AND BEGINNING OF NEW TEAM’S CREATION. Unfortunately, the first game Ukrainian team will play with empty tribunes, home match with Kosovo will take place on neutral field as stadium in Lviv was disqualified and we don’t know if UEFA will give consent to conduct match in Kharkiv or Dnipro, cities, which are close to ATO zone. We are facing problems however we would like to overcome them together with our devoted fans. Do you remember game Ukraine vs. Netherlands between youth teams in Lviv in 1993 which ended with score 2:2? Yes, of course, it was my first acquaintance with Lviv. There was not enough time to go sightseeing, we just took short walk and mostly saw the city from the bus
I’m not some great collector of souvenirs, however I do remember that painting. It is in my mother’s house. A lot of trophies and souvenirs are now on display in Milan, including my FIFA Ballon d'Or award and even my full-length statue. At home I have some photos which I got from friends and that’s it. There is no sense in keeping those souvenirs at home, so I always try to put them on display for the fans. Recently I gave as gift T-shirt of the national team of 2012 to the museum of the Olimpiyskiy National Sports Complex Football players and coaches are very superstitious people. Do you have any special lucky charms, which help you in so complicated football career? I don’t have lucky charms, I have rules. Personally, I don’t like being joyous and joke around before game. During drills I trained myself to discipline skills, punctuality, and to doing some everyday routines automatically in order to focus completely on work. And now those things turned to be my requirements from coach to the players: discipline, order, punctuality.

аючи такі кадри й ресурси збірна України, теоретично, повинна бути серед міжнародної футбольної еліти. Натомість наші гравці дуже часто розчаровували своїх вболівальників протягом десятиліть. Чи може призначення колишнього найкращого гравця на полі і новачка в професії тренера Андрія Шевченка головним тренером національної збірної змінити цю тенденцію?
Зірка українського футболу Андрій Шевченко є найвідомішим гравцем в історії країни і, можливо, найбільш знаним українцем у світі. Проте, його нещодавнє призначення головним тренером національної збірної викликало у декого здивування через повну відсутність у Андрія попереднього досвіду тренерської роботи. Завдання постає перед Шевченком-тренером не з легких. Знаменитий форвард був призначений на новий пост наприкінці літа 2016 року після сумного виступу нашої збірної на чемпіонаті у Франції. Але навіть це було прогресом у порівнянні з попередніми виступами українських футболістів на міжнародній арені – розпочавши там свої виступи в 1996 році збірна України пройшла тільки до одного чемпіонату Європи та кількох фіналів Кубку світу, незважаючи на можливість залучення багатьох з найкращих гравців Східноєвропейського футболу. Шевченко взявся до роботи без гучних промов та заяв, і в першому ж поєдинку під його керівництвом наша збірна достойно зіграла проти збірної Ісландії на своєму полі з рахунком 1:1 в першому відбірковому матчі Чемпіонату світу з футболу 2018 року. Далі нашу збірну чекає дещо складніший поєдинок на початку жовтня в Туреччині, який може стати вирішальним для подальшого просування команди у кваліфікаційній частині чемпіонату. Чи вдасться Шевченку витиснути все найкраще з гравців української збірної і мотивувати їх на перемогу? Ви співпрацювали з багатьма легендарними та успішними менеджерами у футбольній історії. Які уроки у мистецтві футбольного менеджменту Ви, як гравець, отримали, співпрацюючи з кожним із відомих тренерів?
У разі будь-якої невдачі української збірної у майбутньому Ви, як головний тренер, маєте всі шанси стати першою мішенню для критики. Чи не виникає побоювань, що Ви можете дещо зіпсувати свою репутацію ікони Українського футболу?
Досвід роботи з кожним із тренерів дуже комплексний. Лобановський показав нам, молодим гравцям, неімовірну системність підходу до всіх, без виключеннь, питань. Немає дрібниць, все повинне працювати на результат або відповідати результатові. В Італії я отримав великий тактичний досвід. Команди можуть міняти свою побудову і манеру гри по декілька разів за гру. А гра в Англії дала мені розуміння такого поняття як “гра для фанатів”. Це дуже важлива емоційна складова британського футболу.
Однією з великих задач ми називаємо сьогодні створити відкритість у стосунках збірної з пресою та уболівальниками. Я буду радий більше критиці, ніж лестощам. Наш шлях буде важким, і пройти його ми пропонуємо разом. Ми уже домовилися традиційно проводити на початку кожного збору велике тренування, відкрите для глядачів. Я проситиму принаймні чотирьох гравців обов'язково спілкуватися з пресою навіть після невдач.
Якою була Ваша головна мотивація, коли Ви вирішили прийняти пропозицію стати головним тренером Національної збірної України з футболу? Стати головний тренером збірної України було моєю мрією одразу після завершення кар'єри гравця. Я прожив футбольне життя у збірній країни, пройшов разом із нею період формування, досягнув найбільших успіхів. Я, як ніхто, знаю цю команду і хочу використати свій досвід, як головний тренер. Як би Ви відповіли тим, хто ставить під сумнів Ваше призначення на цю посаду, вважаючи що Вам бракує тренерського досвіду? Тренерська робота в клубі і збірній відрізняється. Мої виступи за збірну протягом багатьох років є моїм досвідом. І я розумію, що значить працювати в команді. Я залучив дуже якісних фахівців, а також у нашій команді є селекціонери та спеціалісти з менеджменту. Ми хочемо перебудувати тренувальний процес. Наша мета – створити вертикаль підготовки збірних різних вікових категорій для того, щоб гравці, які приїжджають у національну команду, були готові до наших вимог та концепції. І кінцева мета — створення колективу на футбольному полі, колективу однодумців, готових викласти свої сили і майстерність заради команди. А значить, і заради своєї країни.
ФУТБОЛ, ЦЕ ГРА ДЛЯ УБОЛІВАЛЬНИКІВ. ІНШОГО ВИЗНАЧЕННЯ НЕМАЄ. Гра української збірної на Чемпіонаті Європи 2016 розчарувала вболівальників. Чи потребує національна збірна повного перезавантаження? Якщо відкинути емоції і подивитися на гру команди на Евро, то провальною треба визнати гру проти Ірландії. Команда не змогла перебудуватися, не змогла поміняти перебіг гри. Це велика проблема. Значить недостатньо конструктивним був діалог гравців із тренерами. Матчі з Німеччиною та Польщею були цікавими, повними небезпечних епізодів, і Україна в цих іграх показала фрагменти повноцінної гри. Результату немає, це головне. Проте тло для аналізу і висновків цей чемпіонат залишив широке. Яку команду Ви вважаєте найсильнішим опонентом для Національної збірної Україні в кваліфікаційній групі на Чемпіонат миру з футболу 2018? Україна потрапила у дуже сильну і, головне, дуже рівну групу. У цій групі будуть несподівані результати, адже тут виступають одразу 4 команди, які брали участь у фінальній частині Чемпіонату Європи: Україна, Ісландія, Туреччина та Хорватія. Наші суперники мають цілісні сформовані колективи, котрі показують стабільну гру. У цьому їхня перевага над Україною, адже наша збірна переживає зміну
поколінь, помінявся тренерський штаб, і розпочався процес побудови нової команди. На жаль, першу гру Україна грає за порожніх трибун, домашній матч з Косово відбудеться на нейтральному полі, стадіон у Львові дискваліфікований, невідомо, чи дасть УЕФА згоду проводити матчі у Харкові та Дніпрі, містах, наближених до зони бойових дій. Ми стикаємося з проблемами, проте, всі перешкоди ми хотіли би подолати з нашими уболівальниками. Чи пам’ятаєте Ваш матч у складі молодіжки Україна – Нідерланди (1993 рік. 2:2) у Львові? Так, це було одне з моїх перших знайомств зі Львовом. Не так багато було часу подивитися місто, десь ми прогулялися, переважно з вікна автобуса дивився. Було цікаво. Я все дитинство провів у Києві, це не схожі між собою міста. Львів ментально завжди був більш європейський. Львівські футбольні вболівальники дуже шанують Шевченка-гравця. Львів’яни з нетерпінням тепер чекають на приїзд Шевченкатренера. На жаль, через дискваліфікацію “Арени Львів” збірна найближчим часом не гратиме у Львові. Чи є у Вас інформація про можливість зняття дискваліфікації та Ваші побажання до українських фанів. Для нас дискваліфікація Арени Львів дуже болісна. Мені дивно, що застосовані такі жорсткі заходи, адже це удар передусім по вболівальниках. Ми б хотіли проводити ігри у різних містах країни, а зараз фактично обмежені Одесою та Києвом. Ну і для збірної ігри у Львові завжди були успішними. Це ідеальне місто для проведення вирішального поєдинку. І з огляду на підтримку, і з огляду на переможні традиції. Матчі у Львові (за Динамо та збірну України) завжди були для Вас вдалими. Кажуть у Львові на одному з матчів Ви отримали картинусувенір – “Шевченко-лицар”. Яка її доля? Немає сенсу зберігати такі експонати у себе, я завжди прагну їх виставити на публічний огляд. Це цікаво уболівальникам. Нещодавно я передав до музею НСК Олімпійського футболку збірної зразка 2012-го року. Футболісти та тренери – люди забобонні. Country – cross: Stage of the Ukraine championship Lviv’s legendary Mayorivka racetrack played host to a series of motocross competitions on September 11th. Previously known to be one of Europe’s most difficult, the track was recently reopened by motorcycle enthusiasts of local club Drive after nearly 20 years! The event drew over 50 competitors to competitions for children and adults, as well as National Cup competitions for amateurs and professionals. The event’s highlight came during the 1.5-hour-long off-road race that saw participants race 4 km along the Mayorivka track and 2 km along the wood line through treacherous swamplands.

Свого часу відома в Європі як одна з найважчих, траса була відновлена після 20-річної перерви зусиллями ентузіастів місцевого клубу "Драйв". У змаганнях виступили понад 50 спортсменів в категоріях дітей та дорослих, а також у змаганнях Національного Кубка для любителів і професіоналів. Були також учасники з Німеччини, Польщі та Чехії. Родзинкою стали 1,5-годинні перегони бездоріжжям на трасі 4 км та 2 км вздовж лісу по болотистій місцевості.
Bodybuilding: Lviv Region Open Cup Championship Lviv’s G. Hotkevych Palace of Culture played host to the Lviv Region Open Cup Bodybuilding Championship on October 1st. Over 100 of Western Ukraine’s strongest and fittest athletes were drawn to the bodybuilding showdown to determine winners in six categories, including: men’s physique, bodybuilding, body fitness, and bikini. Representatives from event organisers IFBB (Lviv Bodybuilding & Fitness Federation) and Head Judge Ihor Lykachuk had the tough task of determining which of this current crop of incredible athletes would be crowned champions. Winners included Leopolitans Natalya Bersheda (bikini up to 163 cm), Yuriy Siryk (bodybuilding up to 80 kg), and Ihor Dydyak (junior bodybuilding up to 80 kg). Congratulations to all the participants and winners!

Гната Хоткевича 1 жовтня відбувся Відкритий Чемпіонат Львівської області з бодібілдингу, бодіфітнесу, фітнес-бікіні та менс фізік. Football, UEFA Europa League: Shakhtar Dispatches Braga at Arena Lviv, Again Lviv’s adopted football team, Shakhtar Donetsk, knocked off Portuguese side Braga 2:0 in Europa League group stage action at Arena Lviv on September 29th to sit atop Group H with 6 points. The game had some intrigue from the very beginning as current Shakhtar manager Paulo Fonseca held the same role at Braga just last season. Actually, the two teams have become somewhat rivals over the past few years, as Shakhtar has defeated the Portuguese side four times by a combined score of 11:1! In last season’s Europa League, the powerhouse Ukrainian squad dispatched their rivals 4:0 at home and 2:1 away in their two meetings. Riding high in their domestic league, and confident with their recent success in the rivalry, Shakhtar was full of confidence going into the matchup. Taras Stepanenko and Viktor Kovalenko provided all the scoring the home side would need to send the home fans home happy. Shakhtar’s next Europa League action is against Belgian side Ghent at Arena Lviv on October 20th.

Best Athletes Record-Breaking Performance for Ukraine at the Paralympic Games

kraine shone at this summer’s Paralympic Games in Rio de Janiero, Brazil, where Ukrainian Paralympians came away with 117 total medals, including 41 gold, to finishing 3rd in the medal count. The team set 22 world records on route to its best ever result for a Ukrainian Olympic or Paralympic team! The swim team led the way with a total of 74 medals, including Maxim Krypak’s 5 gold and 3 silver, Yevheniy Bohodayko’s 4 gold and 9 medals, and an all-Ukrainian podium finish in the 200m. Sprinter Layla Adjametova won two medals, including setting a world record in the 100m, while sprinter Ihor Tsvietov and cyclist Yehor Dementiev each came home with two gold medals. The always powerful Paralympic football team, competing in their 5th straight Paralympic final, knocked off Iran 2:1 in extra time in the exciting football final to win their 3rd gold in the event (2016, 2008, 2004). Lviv was well represented in Rio as well, with several athletes recognised for their world-class performances. Viktor Didukh walked away on top of the world with gold in table tennis, while Andriy Demchuk and Anton Datsko both

medalled in fencing disciplines (Andriy with gold in fencing, Anton with silver in wheelchair fencing. Additionally, Lviv’s Paralympic icon, sprinter and long jumper Roman Pavlyk, returned home with medals from his fourth consecutive Paralympic Games. The 32-yearold superstar and former Paralympic champion added a silver in the 400m and bronze in the long jump (less than one inch from gold!) to his already impressive haul of 7 medals from previous Paralympic Games.

The Ukrainian team’s impressive results are even more remarkable considering the country fielded only 172 athletes, more than 100 fewer than the American team that finished lower in the medal count. The Ukrainian Paralympic team has now finished in the Top 5 of the medal count in every Paralympics – both Winter and Summer – since 2006 (and 6th place in 2004)! The results are even more incredible considering the funding differences between Ukraine and countries it has finished ahead of – including the USA, Russia, and Australia – and that its state-of-the-art Yevpatoria Paralympic Training Centre was misappropriated by Russia during its 2014 annexation of Crimea. With the return of the facility unlikely in the near future, the Ukrainian Paralympic Committee is now looking to renovate the Western Rehabilitation and Sports Centre in Yavoriv (Lviv Region), originally a winter sports training centre, to accommodate summer sports as well. That bodes well for Paralympians across Ukraine, including gold medal powerlifter and former world record holder Lidiya Solovyova, “Of course, through sport I’ve achieved a lot. Everything. Before sport I had practically nothing. Actually, not practically – literally I had nothing. I had no flat. I had no salary. I had no good pension. But now, thanks to sport, I have all these things.” Lviv Today congratulates all of Ukraine’s Paralympians on their record-breaking performances in Rio.

Команда плавців здобула загалом 74 медалі, в тому числі 5 золотих і 3 срібні Максима Крипака, 4 золоті, а всього 9 медалей Євгена Богодайка, і всі три найвищі сходинки п’єдесталу в запливі на 200 м. Спрінтер Лейла Аджаметова завоювала дві медалі, встановивши світовий рекорд на дистанції 100 м, а спринтер Ігор Цвєтов і велосипедист Єгор Дементьєв здобули по дві золоті медалі. Завжди потужна паралімпійська футбольна команда, змагаючись у своєму п’ятому поспіль паралімпійському фіналі, перемогла команду Ірану з рахунком 2:1 в додатковий час, щоб виграти вже третє золото (попередні – у 2008 та 2004 роках). Спортсмени світового класу зі Львова також успішно виступали в Ріо – Віктор Дідух здобув золоту медаль у змаганнях з настільного тенісу, Андрій Демчук – золото у фехтуванні та Антон Дацко в фехтуванні на інвалідному візку. А ще, знаменитий 32-річний львівський паралімпієць, спринтер і стрибун у довжину Роман Павлик повернувся додому з медалями вже четвертий раз поспіль. Наш чемпіон додав до скарбниці збірної срібло в бігу на 400 метрів і бронзу в стрибках в довжину (від золота його відділяв 1 сантиметр!) маючи вже сім медалей з попередніх Паралімпійських ігор. Вражаючі результати збірної України є ще більш примітними, враховуючи, що країна виставила тільки 172 спортсмена, приблизно на
100 менше, ніж команда США, яка фінішувала нижче в заліку. Українська паралімпійська команда увійшла в п’ятірку найкращих – в зимових і літніх іграх – з 2006 року (і 6 місце в 2004 році)! Результати здаються ще більш неймовірними з огляду на різницю у фінансуванні між Україною і державами, яких вона випередила – в тому числі США, Росії та Австралії. До того ж – сучасний євпаторійський паралімпійський тренувальний центр загарбала Росія під час незаконної анексії Криму 2014 року. У зв’язку з цим Український паралімпійський комітет тепер розглядає можливості відновлення та розбудови західного реабілітаційно-спортивного центру в Яворові (Львівська область) – створеного як зимовий навчально-спортивний центр – для розміщення також і літніх видів спорту. Це добрий знак для паралімпійців всієї Україниі, в тому числі й для золотої медалістки та колишньої рекордсменки світу штангістки Лідії Соловйової. "Звичайно, за допомогою спорту я досягла багато чого. Практично, всього. Перед спортом у мене не було нічого. Насправді – в буквальному сенсі – у мене не було нічого. У мене не було квартири. У мене не було зарплати. У мене не було доброї пенсії. Але тепер, завдяки спорту, у мене це все є. EBA HR COMMITTEE On September 20, 2016 HR Committee gathered in order to meet and talk with Natalia Romanenko, organizational coach, ECF Ukraine President. The meeting was dedicated to the theory of generations and ways of overcoming misunderstandings between them. The theory is relevant to everyone, in particular for employers. Nowadays the majority of employees represent Y and Z generations, while their managers are from baby boomers and X. Some difficulties at work appear mainly due to different world views and generations’ gaps.
Natalia Romanenko gave several essential advices for the participants on how to deal with Y and Z representatives considering the fact that they cannot be traditionally controlled. Coaching, efficient feedback, communication, corporate social responsibility of a company, and development opportunities are one of the main things in cooperation with new generation’s representatives. But one should remember that in order to work effectively with new Y and Z generations managers should firstly change themselves personally. We would like to thank Natalia Romanenko for motivational meeting and Ulyana Terletska, HR Committee Head for continuing support in organizing the event.
Markian Malskyy, PhD Partner at Arzinger Law Firm, attorney-at-law Q: I represent the foreign Parent Company, which provided the loan to its Ukrainian subsidiary. Due to the nonstable situation on the currency market of Ukraine, the subsidiary has no possibility to repay the amount of loan to the Parent Company. Thus, we are inquiring about the possibility to transfer the debt of our subsidiary under the loan agreement into the share of Parent Company in charter capital of subsidiary. Please, inform us whether it is possible to conduct such action and what does the legislation prescribe?
Debt to equity swap – is a compromise debt restructuring, as debtor increases its charter capital, and the creditor "exchanges" his claim right against the debtor for the share in charter capital of the latter. Resolution of the Board of the National Bank of Ukraine No.386 of September 14, 2016 prescribes the possibility to restructure the debt on the main amount of loan under the loan agreement with the non-resident into the additional contribution to the charter capital of debtor in the process of its increasing. Resolution also prescribes that such restructuring of relations between the debtor and the creditor shall be ceased in a way set-off of counterclaims. Thus, in the view of currency control legislation, there is a possibility to conduct debt to equity swap. Civil legislation also provides such possibility. Nevertheless, some of obstacles may arise during such procedure. Ukrainian civil law allows both contributing property rights to the charter capital and terminating the obligations through set-off of counterclaims and confusion of debt. The legislative ban applies only to the exemption of a shareholder from paying its contribution to the charter capital through set-off of its claims to the company. The shareholder (creditor) may contribute to the charter capital of the debtor a property contribution in the form of the claim right against the debtor. So, the shareholder makes a “contribution” to the charter capital, and the debt obligations are terminated due to the fact of combination of creditor and debtor in one person. At the same time, the State Fiscal Service of Ukraine ("SFS") in its Letter No. 3174/6/99-99-19-02-02-15 dated 15 February 2016, stated that debt to equity swap, was impossible. Such position of SFS shall be taken into consideration especially by a corporate profit tax payer, as debt to equity swap might be treated by SFS as waiver of the claims which will result into the calculation of the corporate profit tax on the sums of the loan. Taking to consideration the abovementioned, we recommend obtaining an individual tax consultation before such operation.
