A MOVIE BEHEMOTH

ven though the summer film festival season is now over, there is plenty of movie buzz across Ukraine right now – and not just because Hollywood heavyweight Tom Cruise visited Lviv last month. The HBO miniseries ‘Chernobyl’ cleaned up at this year’s Emmy Awards, winning some of the event’s biggest prizes, including Outstanding Limited Series, Outstanding Directing, and Outstanding Writing. While not a Ukrainian production, the series has spawned a tourism boon and generated interest in the country among a wide international audience. Film lovers have a lot to look forward to, as Ukraine has three blockbuster productions set for release this month. Yes, it’s a Golden Age for Ukrainian cinema and there’s lots more to look forward to. GROWING THE INDUSTRY

While Ukraine was something of a movie hotspot during the Soviet days, producing such films as 1964’s Hutsul Romeo-and-Juliet story ‘Shadows of Forgotten Ancestors’ and 1983’s animated gem ‘Once Upon a Dog’, the industry was dismantled after independence and only awoken following 2014’s Revolution of Dignity. International successes like the Academy Award-nominated ‘Winter on Fire’ (2016 Best Documentary Feature), the Cannes Award-winning ‘Donbass’ (Un Certain Regarde Prize), and Ukrainian box office smash ‘Cyborgs’ (nearly $1 million USD in international earnings) show not only the talent of the films being released, but also the timeliness of the topics. can be attributed to government support through the Ukrainian State Film Agency. Last year alone, the USFA spent over 18 million USD financing the development of 22 different films. The industry also set records for total box office (over 7 million USD), number of films released (35), and number of Ukrainian viewers (8.63% of films viewed). THE GOLDEN AGE Three movies that took the festival season by storm this year are set to be released in Ukraine this month. ‘The Rising Hawk’ is a historical epic based on a story by Ukrainian writing legend Ivan Franko (the guy on your 20 UAH bill after whom Lviv’s major university is named). Set for release on 10 October, the beautifully-costumed film about fighting off Mongol invaders in the Carpathian Mountains is already being considered Ukraine’s own ‘Braveheart’. The country’s official entry for Best International Feature at the Academy Awards is ‘Homeward’, a story about a Crimean Tatar father clashing with his son while returning the body of his elder son to Crimea for burial, will be released nationwide on 7 November. Then, on 28 November, the highly-anticipated release of ‘Mr. Jones: The Price of Truth’ will hit theatres in Ukraine. The big budget film about Gareth Jones, the Welsh journalist that first brought the horrors of Ukraine’s Holodomor to the wider world, stars Hollywood actors like James Norton and Joseph Mawle. THE FUTURE IS BRIGHT While nationalist stories are certainly all the rage these days, not every modern Ukrainian movie is about war, revolution, or defending the homeland. Last year’s most popular movie was ‘Crazy Wedding’, a comedy about about a proud father that tries to scuttle his daughter’s wedding when he finds out her groom-to-be is French African. That film grossed nearly two million USD! But perhaps the most anticipated movie is Animigrad’s ‘Mavka: The Forest Princess’, an animated feature set for release in early 2021. Already gaining buzz from studios like Disney, the beautiful film is based on a Lesya Ukrainka play and highlights Ukrainian myths, folk traditions, and locales throughout. The project has attracted some of the biggest names in modern Ukrainian culture, including director Oleksandra Ruban, designer Olga Navrotskaya, and ethno-rockers Dakha Brakha. THE RASMUS WITH DEAD LETTERS ANNIVERSARY EUROPEAN TOUR 27 October at 20:00 territory of Arena Lviv (199 Stryiska St.) Finnish goth-rockers The Rasmus will bring their European tour to Arena Lviv on 27 October. Formed in Helsinki in 1994 while still in high school, the band has become one of Finland’s most successful with more than 3.5 million albums sold, eight gold records, and five platinum. With seven studio albums, 21 singles, and a compilation disc, the group has been playing to sold-out arenas since their teens. Their 2003 album Dead Letters was the group’s breakout, featuring the worldwide smash hit In the Shadows. Now, 15 years after its release, the group will tour Europe to mark its anniversary. NASA SPACE APPS CHALLENGE 2019 18–20 October from 18:00 at DataArt (1 Smal-Stotskoho str.) Now in its eighth year, the NASA Space Apps Challenge takes place around the globe. An intense 48-hour hackathon for coders, scientists, designers, storytellers, builders, and technologists from around the world, the event engages over 18,000 participants in 75 countries to use NASA’s free and open data to address real-world problems in Space and on Earth. Each year challenges are designed to introduce participants to some of the challenges space engineers face and centre on themes like space exploration, astronomy, rocket science, and Earth observation. LEOPOLITAN WRITER WINS EU PRIZE FOR LITERATU RE L

eopolitan writer Haska Shyyan was awarded the EU Prize for Literature at a ceremony in Brussels on 2 October. The prize recognizes outstanding new and emerging literary talents across Europe. Shyyan was named one of the 14 laureates for her second novel, ‘Beyond the Back’. Set in contemporary Ukraine, the book tells the story of a successful, young woman whose boyfriend is sent to fight in Russia’s undeclared war in Donbas. It marked the first time a writer from Ukraine was recognised with the prestigious award.

Shyyan studied classical philology at Lviv University. She co-owns a bookstore in the Western Ukrainian capital and actively campaigns for the elimination of non-transparent corruption schemes in the purchasing of books. She wrote much of her debut novel ‘Hunt, Doctor, Hunt!’ (2014) on her phone while she was temporarily bedridden. The EU Prize for Literature spotlights the creativity and diverse wealth of Europe’s contemporary fiction. The award promotes the circulation of literature within Europe and encourages greater interest in literary works from non-national authors. It is funded by the European Commission through its Creative Europe programme. To date, the EU Prize for Literature has recognised 108 authors from 41 countries. Entering its new cycle, the Prize is introducing its first ever laureates from Georgia and Ukraine. Ukraine and Georgia are the two Eastern Neighbourhood countries to have been recognised for the first time in the history of the prize. Congratulations!

Брюссельському центрі мистецтв Bozar 2 жовтня львівська письменниця, перекладачка і блогерка Гаська Шиян отримала літературну премію Європейського Союзу. Премією відзначають видатні нові літературні таланти по всій Європі. Гаська Шиян був названа однією з 14 лауреатів престижної премії за її другий роман "За спиною", дія якого відбувається в сучасній Україні. Роман розповідає про успішну молоду жінку, приятель якої вирушає воювати проти російської агресії на Донбасі. Гаська Шиян вивчала класичну філологію у Львівському університеті. Як співвласниця книжкової крамниці у Львові, вона активно проводить кампанію за ліквідацію непрозорих корупційних схем у закупівлі книг. Вона також створила авторський курс Creative writing. У 2014 році був опублікований дебютний роман Гаськи Шиян Hunt, Doctor, Hunt!, основна частина якого була написана за допомогою мобільного телефону, коли авторка була тимчасово прикута до ліжка.

Літературна премія Європейського Союзу має на меті привернути увагу до творчості та різноманіття сучасної європейської художньої літератури, сприяти обігу літератури всередині Європи та заохочувати більший інтерес до зарубіжних літературних творів. За 10 років існування літературною премією Європейського Союзу нагороджено 108 авторів з 41 країни. 'The Rising Hawk' Premiers:

Ukraine's Most Anticipated Film Release Ever! U

krainian cinema continues to reach new heights and cool, new films keep becoming more famous and successful. For decades, Ukraine’s modest film industry has been overshadowed by neighbouring Russia’s – and Russian films still garner much more attention, acclaim, and money. But in the years since a corrupt, eastward-looking government was toppled in 2014, Ukrainian cinema has enjoyed a moment in the spotlight, bolstered by a wave of nationalist fervour, an energised class of passionate young filmmakers, and increased state funding. More films are being made in Ukraine now than at any time in our 28-year history of independence – and more than ever before, they are gaining attention at home and winning awards at prestigious international film festivals.

ALL-STAR CAST Take, for example, the Ukrainian-American historical action film The Rising Hawk. Starring an international cast from the USA, UK, Kazakhstan, and Mongolia, the film is based on the novella Zakhar Berkut by classical Ukrainian author Ivan Franko. Scheduled to premiere this October, the film is set in the 13th Century and focuses on the Mongol and Tatar invasion of the territories of modern Ukraine and Russia. Directed by Akhtem Seitablaev and John Wynn, the movie stars Robert Patrick (Terminator 2: Judgement Day, Charlie’s Angels), Tommy Flanagan (Braveheart, Sin City), Poppy Drayton (Downton Abbey, The Little Mermaid), and Alison Doody (Indiana Jones & The Last Crusade, A View to a Kill).

MONGOLS VS. CARPATHIAN HUNTERS The year is 1241. The Mongol horde led by cruel Khan Burunda moves west, destroying everything in its path. Reaching the Carpathian Mountains, the troops camp right below. However, at night, several local hunters – the Berkut brothers – covertly enter camp and free the hostages. Consumed with rage, the khan decides to take revenge out on the local Carpathian settlements. A traitor amongst the locals tells the Mongols about a secret mountain passage, but a small group of mountain hunters led by Zakhar Berkut has a plan to stop the enemy horde once and for all.

THE MOST-ANTICIPATED UKRAINIAN RELEASE EVER The Rising Hawk is a unique project in Ukrainian film history, thanks to its large size and scope. Filming required more than 250 actors, two stunt teams, more than 300 film professionals, and more than 600 original costumes. Among the costuming alone, there were over 3000 different historically-accurate pieces and hundreds of weapons, accessories, and jewelry designed by over 40 artisans. Traditional craftspeople from different regions of Ukraine assisted in the costume design, leading to one of Ukraine’s most-anticipated films of all-time. Produced by Kinorob and Cinema Day with the support of the Ukrainian State Film Agency, the Ukrainian premiere of The Rising Hawk will take place on 10 October.

Зараз в Україні знімається більше фільмів, ніж у будь-який час за всю історію відновлення незалежності – і як ніколи раніше вони збирають аудиторію вдома та здобувають премії на престижних міжнародних кінофестивалях.

ЗІРКИ В ГОЛОВНИХ РОЛЯХ Наприклад, в українсько-американському історичному бойовику "Захар Беркут" за мотивами однойменного роману Івана Франка знімались актори зі США, Великобританії, Казахстану й Монголії.

Фільм, прем’єра якого запланована на жовтень, розповідає про події 13 століття, коли монголо-татарська орда прийшла на територію сучасної України-Русі. Режисери – Ахтем Сеітаблаєв та Джон Вінн, актори – Роберт Патрік ("Термінатор 2: Судний день", "Ангели Чарлі"), Томмі Фланаган ("Хоробре серце", "Місто гріха"), Поппі Дрейтон ("Аббатство Даунтон", "Русалонька") та Елісон Дуді ("Індіана Джонс і Останній хрестовий похід", "Вид на вбивство").

МОНГОЛИ ПРОТИ КАРПАТСЬКИХ МИСЛИВЦІВ Рік 1241. Монгольська орда на чолі з жорстоким Бурундою рухається на захід, знищуючи все на своєму шляху. Досягнувши Карпатських гір, війська загарбників таборують внизу. Однак вночі кілька місцевих мисливців – брати Беркути – пробираються в табір ворога і звільняють заручників. Скаженіючи від люті, Бурунда вирішує помститись нескореним горянам. Зрадник серед місцевих жителів розповідає монголам про таємний гірський прохід, але невелика група гірських мисливців на чолі із Захаром Беркутом готова зупинити ворожу орду раз і назавжди.

НАЙОЧІКУВАНІШИЙ УКРАЇНСЬКИЙ РЕЛІЗ ВСІХ ЧАСІВ "Захар Беркут" – це унікальний проект в історії українського кіно завдяки його масштабності та розмаху. У зйомках було задіяно понад 250 акторів, дві команди каскадерів, понад 300 професіоналів кіно і понад 600 оригінальних костюмів. Понад 3000 історично точних копій предметів та сотні одиниць зброї, аксесуарів і прикрас, розроблених десятками ремісників, використано під час зйомок. LVIV SOCIETY CHILDREN’S DREAMS SENT INTO THE UNIVERSE The Space Centre in Zolochiv (Lviv region) held a unique event last month as for the first time in history more than 100,000 drawings of children’s dreams were encrypted and sent into the infinity of space. The State Space Agency worked with the Zdiisni Mriiu (Fulfil a Dream) charity to code and transmit the radio signal filled with the drawings 41 light-years into the Universe. “We conducted a nationwide study that showed that the ability of children to dream is fading as modern society develops”, said project curator Lydia Taran, “Only 5% of children have a dream; the other 95% are mostly material desires”. Alongside the children’s drawings flying in the vastness of space are the dreams of some Ukraine’s biggest stars, including Monatik, Dzidzio, Tina Karol, Yulia Sanina of the Hardkiss, and Sergey Babkin. Singer and videoblogger Jerry Heil dedicated a song about dreams to all the dreamers and will premiere the video soon. The dreams of the children and celebrities will fly through the stars at a speed of almost 3,000,000 metres per second and will travel a distance of about 400 trillion kilometers. Державне космічне агентство, яке організувало кодування та передачу радіосигналу з дитячими малюнками на відстань 41 світлового року у Всесвіт, працює з командою благодійного проекту "Здійсни мрію". "Ми провели загальнонаціональне дослідження, яке показало, що здатність дітей мріяти згасає в міру розвитку сучасного суспільства. Лише у 5% дітей є мрія, інші 95% – мають переважно матеріальні бажання. Запуск програми "Промінь мрії" надихне дітей", – сказала куратор проекту Лідія Таран. Разом з дитячими мріями пролетять у космос і мрії українських зірок – MONATIK, Дзідзя, Тіни Кароль, Юлії Саніної, солістки гурту HARDKISS, Сергія Бабкіна та інших. Співачка та відеоблогер Jerry Heil присвятила пісню про мрії всім мрійникам, і незабаром відбудеться прем'єра відео. Мрії українських дітей летітимуть до зірок зі швидкістю майже 3 мільйони метрів в секунду і подолають відстань близько 400 трильйонів кілометрів. LVIV PUBLISHER’S FORUM The 26th annual Lviv Publishers Forum (officially the Lviv International Book Fair & Literature Festival) took place last month. Besides the main event at Lviv Art Palace, events were hosted at 30 different venues across the city that attracted over 1000 publishing houses and over 100 writers from 30 countries. Leopolitan book lovers and guests of the city were delighted with the presentations of new books and Ukrainian translations of classic masterpieces and global bestsellers. The rich programme also featured numerous panel discussions, workshops, meetings and autograph sessions with popular writers, and presentations organised by the Ukrainian Book Institute. One of the most anticipated events of the festival was the presentation of Oleg Sentsov’s book ‘Marketer’. The 43-year-old Crimean journalist and film director was one of the 35 citizens recently returned to Ukraine in a prisoner exchange after serving five years of a 20-year sentence in a Russian prison on what Amnesty International called “fabricated” charges. ‘Marketer’ is a short prose autobiography collection written by Sentsov while in prison. In addition to the main festival, several other literary projects were held, including Versepolis, BookUp 2019, Library Forum, and the Enjoy Reading initiative to promote reading among the elderly. As always, the highlight of the festival was the presentation of the Book Forum Best Book Award, which went to Vasyl Kosiv for his ‘Ukrainian Identity in Graphic Design from 1945–1989’. Lviv’s Old Lion Publishing House received a special prize for Ukrainian Translations of Modern Foreign Literature by event special guest Arundhati Roy, an Indian author, actress, and political activist.

ЛЬВІВСЬКИЙ ФОРУМ ВИДАВЦІВ Минулого місяця в нашому місті пройшов 26 щорічний Львівський Форум видавців (офіційна назва – Львівський міжнародний книжковий ярмарок і літературний фестиваль). Головні події відбувались у Львівському палаці мистецтв, а у різних 30 локаціях по всьому місту проходили заходи, в яких брали участь понад 1000 видавництв і понад 100 письменників з 30 країн світу. Любителі книги та гості міста Лева були в захваті від презентацій нових книг та українських перекладів класичних шедеврів та світових бестселерів. Насичена програма також передбачала численні панельні дискусії, семінари, зустрічі та автограф-сесії з популярними письменниками та презентації, організовані Українським інститутом книги. Однією з найбільш очікуваних подій фестивалю стала презентація книги Олега Сенцова "Маркетолог". Сорокатрирічний кримський журналіст і кінорежисер був одним з 35 громадян України, які нещодавно повернулись в Україну в обміні полоненими після п'яти років у російській в'язниці за звинуваченнями, які Amnesty International назвала "сфабрикованими". "Маркетолог" – це збірка коротких прозових автобіографічних творів, написаних Сенцовим під час перебування в тюрмі. Окрім головного фестивалю, було проведено ще декілька літературних проектів, серед яких Versepolis, BookUp 2019, бібліотечний форум та ініціатива "Задоволення від читання" для людей похилого віку. Як завжди, родзинкою фестивалю стало вручення книжкової премії "Найкраща книжка", яку отримав Василь Косів за книгу "Українська ідентичність у графічному дизайні 1945–1989 років". Львівське "Видавництво Старого лева" отримало спеціальний приз за український переклад сучасної зарубіжної літератури спеціальної гості Форуму Арундхаті Рой, індійської авторки, актриси та політичного діяча.

GOLDEN LION THEATRE FESTIVAL 2019 The Golden Lion Theatre Festival opened on 28 September with a festive colourful theatrical carnival featuring performers from Ukraine, Poland, USA, and the Czech Republic. This year the festival celebrated 30 years of transforming Lviv into a cultural and theatrical hotspot and treating Leopolitan theatre lovers and guests of the city with vibrant, internationally-diverse productions filled with aesthetics of exquisite poetry and playwriting. The nine-day festival featured performance “Peregrinus” directed by Jerzy Zoń of Polish theatre “KTO”; performance “Born to be Wild” by world famous clown Jeff Hess (USA), performance M. Gogol’s "The Overcoat" directed by Avtandil Varsimashvili, Georgian theatre and film director of A. Griboedov State Academic Theatre in Tbilisi; open air performance directed by Jakub Vedral of V.O.S.A. Theatre (Czech Republic). The event also featured exciting workshops, conference, and creative evenings.

Цього року фестиваль відмічає своє 30-річчя, перетворивши Львів на культурну й театральну столицю, частуючи львів’ян та гостей міста естетикою вишуканої поезії та драматургії завдяки яскравим постановкам протягом дев'яти днів фестивалю. Серед найцікавіших моментів фестивалю – вистава "Перегрінус" режисера Єжи Зоня з польського театру KTO; вистава "Народжений бути диким" всесвітньо відомого клоуна Джеффа Гесса (США), вистава за п’єсою М. Гоголя "Шинель" режисера Автанділа Варсимашвілі, грузинського театрального і кінорежисера Державного академічного театру ім. А. Грибоєдова в Тбілісі; вистава режисера Якуба Ведрала чеського театру V.O.S.A.. В рамках фестивалю також відбулися захоплюючі майстер-класи, конференції та творчі вечори.

LVIV CELEBRATES CITROËN CENTENARY This October marks an interesting anniversary – it’s one hundred years since Andre Citroen produced the first car bearing his name, and the company has been making them ever since. Few manufacturers have impacted the motoring world like Citroen and few anniversaries are more important. Citroen started an automobile production revolution when he introduced the first front-wheel drive cars, introduced the vehicle log book, and even turned Paris’ Eiffel Tower into a huge advert for his company. Since then, Citroen’s 100 years of history are marked with courage and innovation – and Ukraine is part of that history. In 1920s Lviv, Citroen operated a successful exhibition store at Mikolasch Passage and a service centre on Zelena Street. In fact, Lviv’s very first taxis were Citroen AC4s. It was prestigious to be a proud owner of a Citroen, so many of the most famous Leopolitans of the time, including the Potocki family, could be spotted driving them. The French automobile maker is also known for its sponsorship of the old Lviv Grand Prix race that took place in the city’s famed Lviv Triangle route. Indeed, the winner of the 1932 race, Poland’s Henryk Liefeldt, was Citroen’s Lviv representative at the time. Around the world – wherever there are Citroens – celebrations will take place to commemorate the Citroen centenary. In Lviv, the celebration happened on 5 October in the historic surroundings of Potocki Palace. a fully-restored 1929 Citroen AC4 Berlina Luxe was on display, while the program also included live entertainment by virtuoso accordionist Viktor Yanchak, a sleek fashion show by Marta Wachholz, and charming French cuisine by connoisseur Paul Vanderhoeven. RAPID TRIDENT 2019 The opening ceremony of Rapid Trident 2019 took place at the International Peacekeeping Security Centre near Yavoriv on 16 September. Rapid Trident is an annual, multinational training exercise that involves more than 3,000 personnel from 14 nations. It supports joint interoperability among militaries of Ukraine and allied nations, including Partnership for Peace countries and NATO allies like the USA, Canada, the UK, Poland, Germany, and others. This yearâ&#x20AC;&#x2122;s drills featured over 3,500 personnel, 600 vehicles, and four Mil M-8 helicopters. Most Ukrainian soldiers came from the Mountain Assault Brigade of the Ukrainian Armyâ&#x20AC;&#x2122;s Ground Forces and are combat veterans of the Joint Forces Operation. The exercises took place through to 28 September under the guidance of Ukrainian and U.S. officers Oleksandr Zhakun and Timothy Cleveland.

RAPID TRIDENT 2019 Церемонія відкриття військових навчань Rapid Trident 2019 відбулась в Міжнародному центрі миротворчості та безпеки поблизу Яворова 16 вересня. Rapid Trident – це щорічні багатонаціональні навчання, в яких беруть участь понад 3000 військовиків з 14 країн. Мета навчань – підтримка взаємодії між військовослужбовцями України та союзних країн, включаючи країни програми "Партнерство заради миру" та союзників з НАТО, як от США, Канада, Великобританія, Польща, Німеччина та інші. Цьогоріч у навчаннях було задіяно 3500 війскових особового складу, 600 транспортних засобів та чотири гелікоптери Mі-8. Більшість українських солдатів були з Гірсько-штурмової бригади сухопутних військ Української армії та є ветеранами бойових дій Операції об'єднаних сил. Навчання проходили до 28 вересня під керівництвом українських та американських офіцерів Олександра Жакуна і Тимоті Клівленда.

Why the Pumpkin

is Bad in Ukraine As the end of October ‘creeps’ up on us, we start to think about traditional Halloween symbols like ghosts, witches, black cats and, of course, pumpkins (Harbuz in Ukrainian). While most foreigners see pumpkins as little more than a harmless Halloween decoration, pumpkins in Ukraine once had a very different meaning. There’s an old tradition in Ukraine that dates back to the medieval times. When a Ukrainian guy wanted to marry a girl, he

didn’t buy her a ring and take her to a romantic place to propose. He found two special friends or relatives (Starosty or Svaty) and went over to her house and followed a specific custom. The Starosty – usually men – needed to have a solid sense of humour as they had to make a speech to the potential bride’s parents. After the speech, and a formal marriage request, the parents generally answered “We need to ask our daughter to see what she thinks”. What happened next was very important! The girl wouldn’t say a word – if she wanted to marry the man, she’d tie a ceremonial embroidered towel over the shoulder of each Starosty and a fine shawl on the hand of the young man. But if she didn’t want to marry the poor lad, the Starosty received nothing. And for the young man – a pumpkin! Parents of very attractive daughters needed to have plenty of pumpkins, as pretty girls saw many offers of marriage. People

often joked to her parents that they needed to grow enourmous pumpkin patches! This old tradition has by now mostly disappeared in Ukraine. Men generally purchase rings for marriage proposals, as is done in most of the rest of the world. But the phrase “to get a pumpkin” still remains very popular in Ukraine. It means that someone has declined you in a very important business matter. In fact, if you hear that a Ukrainian “got a pumpkin from his girlfriend”, it means the same thing as in yesteryear – she doesn’t want to marry him. It’s unclear how pumpkins came to symblise romantic rejection, but it’s possible that the vegetable’s unsightly appearance could be to blame. Many Ukrainian cookbooks also suggest that pumpkins are good for a man’s virility, so perhaps the pumpkinwielding maidens were holding out for rugged, strapping young men. LVIV TODAY | October 2019

comprehensive new report into the Ukrainian IT industry produced by tech service provider N-iX has predicted a rise in annual industry revenues to a new high of USD 5 billion during the current year, representing almost double the total reached four years ago in 2015. The report, which draws on data from a range of domestic and international sources including the IT Ukraine Association, the World Bank, Bloomberg and PwC, anticipates the number of Ukrainian IT professionals reaching 200,000 by the end of the current year, with approximately 4,000 IT companies operating in the country. Based on the report’s findings, the IT industry currently accounts for 20% of Ukraine’s overall service sector exports.

This timely report underlines the status of Ukraine’s IT industry as one of the engines of the national economy. Over the past decade, successive years of rapid growth have made the Ukrainian IT sector one of the country’s primary service exporters. At the same time, this growth has created an entirely new class of IT professionals whose relatively high salaries, international mindset and enthusiastic embrace of gadgetry have made their mark

A large percentage of Ukraine’s institutes of higher education have engineering faculties and offer advanced STEM programs, while many of the biggest Ukrainian IT companies work with universities to develop new programs tailored to produce exactly the kind of future IT graduate the industry requires. Additionally, numerous specific IT training schools have sprung up across the country over the past decade in order to meet demand among those who wish to requalify and switch careers.

There is no mystery surrounding the appeal of careers in the Ukrainian IT sector. While the national average monthly wage is currently approximately USD 400, the figure for the IT industry is over five times higher. This huge gap is more than enough to attract both young university graduates and professionals with years of experience in unrelated spheres. An additional attraction is the lack of instability due to a reliance on foreign customers. The vast majority of IT companies operating in Ukraine work almost exclusively with international clients, most of whom are located in Europe and North America. This makes the IT industry relatively immune to the frequent fluctuations of the Ukrainian business environment. Added to this is the promise of foreign currency earnings, which removes

THE UKRAINIAN IT INDUSTRY IS CURRENTLY GROWING AT A RATE OF APPROXIMATELY 30,000 SPECIALIST WORKPLACES PER YEAR, WHEREAS THE COUNTRY’S UNIVERSITIES AND INSTITUTES OF HIGHER EDUCATION ARE ONLY PRODUCING AROUND 16,000 GRADUATES WITH THE NECESSARY SKILLS TO FILL THESE VACANCIES.

The envisaged Fund will address this shortfall by creating new campuses and courses for IT specialists while also financing scholarships and providing grants for young scientists. Funding will come via a special duty levied on IT companies that will rise from 1% in 2020 to 5% in 2024.

EXPERT OPINION This conveyer belt of IT talent is helping Ukraine’s tech sector maintain its robust expansion despite the challenges of robust year-on-year growth over an extended period. It is also earning the country a global reputation for excellence along with a string of international awards. Ukraine features in the top 20 of the latest annual Global Services Location Index, and was GSA’s Offshore Destination of the Year. More and more Ukrainian IT companies appear in the Global Outsourcing 100 by IAOP and the Software 500. This rising international profile is also visible in the increasingly regular feature articles and industry profiles appearing in the business media.

THE UKRAINIAN ECONOMY’S IT ENGINE The Ukrainian IT sector’s stats clearly reflect its rapid expansion and growing importance. IT companies currently account for 20% of all Ukrainian service exports. The sector is growing an annual rate of 26%, with approximately 4000 IT companies active in the country. Today’s Ukraine is currently home to over 100 international research and development centers and counting, while there are an estimated 2000 startup companies. Nevertheless, IT outsourcing providers constitute the largest share of the Ukrainian IT service market, employing around 60% of Ukraine’s entire IT engineer workforce. These outsourcing companies overwhelmingly focus on European and North American clients. The list of individual companies outsourcing their software development needs to Ukraine ranges from startups to global corporations including the likes of Cisco and IBM. Ukrainian software developers specialize in a wide range of programming languages, technologies and tools. According to HackerRank, Ukraine occupies eleventh place among the world’s top fifty countries for software developers, while TopCoder ranks Ukraine sixth in terms of programmers.

This is hardly surprising. Kyiv’s approximately 68,000 IT sector workers represent around 37% of the country total and reflect the Ukrainian capital’s dominant position within the national economy. All of Ukraine’s largest IT companies maintain development centers in Kyiv, while the city hosts more than 50 international R&D offices for the likes of Samsung, Huawei, and Ericsson. Ukrainian startup success stories such as Grammarly and Petcube also have flagship offices in Kyiv. Kharkiv is in second place with just over 23,000 IT professionals. This makes sense, especially given the city’s size, its reputation as a center of learning, and its historic associations with technical disciplines. Likewise, thirdplaced Lviv also has a long tradition as a student city, while its location close to the EU border and cozy tourist atmosphere are added advantages for European clients. Perhaps the biggest surprise is the total for Odesa of just under 10,000 IT professionals, representing less than half the figure for Lviv. Given Odesa’s reputation for economic innovation, many would expect the city to rank even higher among Ukraine’s IT hubs. It may the case that Odesa’s tech sector is simply more focused on the entrepreneurial environment of startups than on the more staid world of outsourcing contracts. LVIV TODAY | October 2019

And we continue to explore it, looking for unique business projects with the same values as we have.

As part of regional development priority, representatives of EBA Western Ukrainian Office Regional Coordination Council together with Ukraine Invest met in September with Denys Shmyhal, Head of Ivano-Frankivsk Regional state Administration, visited local companies “Kuvert” and “Dolyna – Agro“, and also united over 40 representatives of Frankivsk region active businesses at Promprylad for open communication with new head of the region. KEY POINTS TO REMEMBER FROM MEETINGS AND TALKS: 1. Business in Frankivsk region is active and different. They are some large companies already operating in the region – Goodvalley, Leoni, Iris Group, Karpatsmoly, Nordkalk and

more. There are also many other businesses in the field of woodworking, tourism, IT etc. When it comes to business in the region, especially small and medium-sized ones, they possess one good feature – ability to unite around a common purpose. Examples of such projects are Urban Space, Promprylad.Renovation. Another example is Kalush Investment Forum that took place on September 10, 2019. Business representatives of that area were extremely active and united in voicing the problematic aspects of the region. 2. The region has considerable potential. There is also the desire of state administration to form 60 active united territorial communities as soon as possible so that community’s representatives can independently determine the priorities for budget expenditures and implement programs for the development of their UTCs. Forestry, infrastructure, agriculture projects, especially berry growing, recreational businesses and tourism may be of interest to potential investors. 3. Among the priorities of the Head of the Regional State Administration, in addition to road repair, need for new flights connection, work in the direction of forest digitization (so-called “forest management”), there were also mentioned further development of tourism, infrastructure, education and medicine, especially construction of the perinatal center. EBA ACTIVITIES THE BUSINESS OF LVIV REGION HE ARD FURTHER PL ANS OF CUSTOMS WORK Customs infrastructure issues, traffic flow patterns, situation with the Single Window, lack of permits for international transportation were discussed by business representatives in Lviv region during a meeting of the EBA Western Ukrainian Office Customs Committee with acting Head of the Lviv Customs Yevhen Safonov and Pavlo Makedon, the Deputy Chief, on September 4.

this year, as companies cannot deliver their goods to their foreign partners in time. Such situation significantly harms the reputation of both Ukrainian and foreign manufacturers operating in Ukraine. According to Yevhen Safonov, the Presidents of Ukraine and Poland recently met in Warsaw to discuss the issue, and there would be an additional meeting arranged in late September.

Thus, in terms of infrastructure, all parties understand that there is a longstanding need for reconstruction of road crossing points and repairing of access roads. Therefore, Yevhen Safonov said that in 2 years a separate point should be built at Krakivets for passenger transport, and a complete reconstruction will take place at Shehyni. The road to Hrushiv is also expected to be repaired since this border crossing point is well upgraded and can offload other points.

At the same time, the companies discussed the possibility of organizing a single line for tax free cars from Poland to Ukraine, in order to strengthen the control of smuggling. Companies have also suggested customs officials to rotate their employees within one post automatically as for example their Polish colleagues do. It might reduce the personal influence of some employees on corruption schemes and better organize the internal work of the customs officers.

According to customs officials, in the context of border crossings, the Ukrainian and Polish officials signed a Memorandum on the of cars that pass the border on each checkpoint. At the same time, if the Ukrainian side adheres to the terms of agreement and is ready to draw more than is agreed, the Polish side? On the other hand, does not follow the agreements. This situation needs to be solved at the political level. Also, in order to accelerate the border crossing, the pilot project “Electronic Queue” is being considered. Regarding the organization of the Single Window customs work, the Association’s companies still have no comments on the work of the customs, but the uncoordinated work of related services and the lack of technical equipment of their employees negates the great idea. In the context of logistics, the lack of permits for international transportation for Ukrainian logistic companies has become a serious threat

EBA SPECIAL ARE YOU RE ADY TO STORE? FUEL STOR AGE LICENSE – HOW TO GE T IT. (the Law No. 2639-VIII) starting from July 2019 the fuel storage is allowed only upon the special license and starting from 01.01.2020 companies and private entrepreneurs who still store the fuel without such license might be fined by the tax authorities for 500 000 UAH. So how will the tax authorities find out about storing the fuel? Normally, it is quite clear from the companies’ transactions, when the purchased volumes of the fuel do not correspondent to the total volume of the fuel tanks of all company’s vehicles.

Does your company store the fuel? Then you are obliged to have a license for that. And if not – starting from the beginning of the next year your company might be fined for UAH 500 000. Who needs this license? Even despite the fact that your company does not sell the fuel and just stores it for its own purposes – according to the new regulations, you have to obtain a license for such activity. So, the new requirements also apply to the companies that purchase the petrol or diesel fuel from the fuel suppliers and then – store it in own barrels, canisters, tanks etc., which is usually cheaper and more convenient than purchasing the fuel each time at the filling stations. According to the Law of Ukraine “On State Regulation of Production and Circulation of Ethanol, Cognac and Fruit Alcohol, Alcohol Beverages, Tobacco and Fuel”

The main problem is that the Law does not distinguish the storage of the fuel in the special premixes in large volumes for the purpose of the further resale or storing the fuel in small amounts for daily use (in barrels, cisterns or in smaller containers). So if your company purchases the fuel from the fuel suppliers in barrels/cisterns for further use for its own needs (transportation of the employees, transportation the goods or raw materials, provision of the transportation services, etc.) the company is obliged to obtain the license. The License is issued by the State Fiscal Service (Tax Office) within 20 days after submitting the application supported with all required documents. The law provides rather short list of the documents necessary to submit in order to obtain the license, but in practice it is very burdensome to collect each of the required paper. According to the Law No. 2639-VIII the applicant shall submit the following documents together with the application to obtain the license: • payment confirmation for the yearly license fee (780 UAH); • documents confirming the title for the land plot on which the fuel storage facilities or equipment is located (it can be lease, sub-lease or ownership title for the land). Also the land designated purpose shall correspond to such activity. At the same time, when the fuel is purchased, stored and is further used by the operational company (OpCo) and the land belongs or is leased by the

other company of the group (RECo), the OpCo would be required to conclude the lease (sub-lease) agreement for the land| real estate objects. Also, if the RECo owns the fuel storage facilities the tax authorities would question the ground on which the OpCo uses the fuel storage and might even require the separate license as for the company with actually conducts the storage. • Copy of the act on of commissioning of the object or the act of readiness of the object for operation, or a certificate of acceptance of the objects, or other documents confirming the acceptance of the objects – issued by the State Architectural and Construction Inspection for Real Estate Objects. At the same time, the Law does not provide the exact document that might be submitted instead of commissioning act for the movable objects and at this stage the tax authorities refrain from providing the direct answer whether the transfer and acceptance act would be sufficient and what exact document would be required for the tank or barrels that are not real estate object. • the permits for performance of works of high risk and operation (use) of machines, mechanisms, equipment of high risk, which are issued by the State Labor Service. Such permit also requires collection and submitting of the certain package of documents to the State Labor Service. Therefore, the procedure is rater long lasting and complicated and in each case very different obstacles might arise and have to be solved on case-by-case basis.

Dear Arzinger team, As a shareholder of the Limited Liability Company established in Ukraine I was informed by our director that he requires some quite specific approval almost on each anticipated transaction to be conducted. The basis of this, I suppose, is current regulation of the significant transactions. Dear Michael, indeed, your question is on the agenda in most of limited liability companies in Ukraine. Question arose when the approach to significant deed was established by the Law of Ukraine "On the Limited and Additional Liability Companies" No.2275-VIII dated 06.02.2018 (hereinafter – the Law). With this particular Law, namely Article 44, the following requirement was established as an imperative one: Decision on the approval of the deed, when the price of property, works or services which are the subject of the deed, constitutes 50 or more percent of the amount of net assets of the company according to the data for the previous quarter shall be taken exclusively by the shareholders' meeting. The key issue here is the direct link to the amount of net assets. And moreover – net assets according to the data from the financial statements for the previous quarter. Taking into account the abovementioned, in case your net assets according to the last quarter financial statement are quite low, your director shall obtain the corresponding approval on the concluding of the deeds. The main problem here is that in such case almost any transaction to be performed by the director will be deemed as the significant deed (even those which are of general nature for the Company). In such cases we would recommend you on a quarterly basis provide the director with the formal approval on the deeds which are: • Of general nature for the Company; • Are actually significant deeds; • Directly exclude the deeds which are not allowed to be concluded by director or by the board (if any). The more detailed description of deeds will be provided in the approval – the better. Such approvals are not only the basis for the proper authorization of the director, but shall be proper confirmation that only those deeds which are indicated in the corresponding approval may be concluded. Approval may be formalized in the form of the decision of the sole shareholder (in case of sole shareholders of the Company) or the minutes of shareholders' meeting (in case there are several shareholders). We suppose that shortly some amendments to this particular Article of the Law will be improved in order to avoid the necessity to approve deeds of general nature just because of the low rate of the net assets. Nonetheless, as for now, your director requires formal approvals from shareholders on the significant deeds. 2011–2018

Archery: International tournament Golden Autumn 2019

Lviv’s best Athlete of the month:

The 56th Golden Autumn archery tournament was held in Lviv, with its finals in front of the city’s iconic Opera & Ballet Theatre on 14 September. Dedicated to the 50th anniversary of Leopolitan participation in the World Championships, this year’s event attracted 280 archers from the national teams of Belarus, Georgia, Israel, Poland, UK, USA, and Uzbekistan, as well as 11 different regions of Ukraine. Leopolitan archers Oleksandr Boyko, Markiyan Ivashko, and Georgiy Ivanitskyi did the home city proud by capturing the men’s team title over a team from Sumy. Pavlo Korostylov Triumphs Again Lviv’s marvelous Pavlo Korostylov was the star at last month’s European Rifle & Pistol Championships in Bologna, Italy, winning eight of the team’s 14 medals. The Leopolitan sharpshooter won 3 gold, 4 silver, and a bronze, while his teammates managed to capture another six bronze medals. Korostylov paced the men’s team to gold in both the 25m Central Fire Pistol and 50m Pistol events, while capturing gold in his signature 25m Standard Pistol event. He also teamed with Olena Kostevych to win silver in the 25m Standard Pistol mixed event. Korostylov earlier became Ukraine’s first athlete to qualify for next year’s Summer Olympics in Tokyo and looks set to star in those games. Congratulations Pavlo!

Нові успіхи Павла Коростильова

Міжнародний турнір "Золота осінь" 2019

Львів’янин Павло Коростильов був зіркою минулого місяця на чемпіонаті Європи зі стрільби з гвинтівки й пістолета в Болоньї, Італія, де із 14 медалей нашої команди він завоював 8: 3 золоті, 4 срібні та 1 бронзову медаль, а його товариші по команді здобули ще шість бронзових медалей. Коростильов виступав у змаганнях на дистанції 25 м у стрільбі з пістолета центрального бою, а також на дистанції 50 м і здобув золото на дистанції 25 м зі стандартного пістолета. Разом з Оленою Костевич він завоював срібло у змаганнях зі стандартного пістолета на дистанції 25 м в міксі. Раніше Коростильов став першим спортсменом з України, який пройшов відбір на літні Олімпійські ігри в Токіо 2020 і має всі шанси стати зіркою змагань. Вітаємо, Павле!

Традиційний 56 турнір зі стрільби з лука "Золота осінь" завершився у Львові фінальними змаганнями на площі перед оперним театром 14 вересня. У цьогорічних змаганнях, присвячених 50 річниці участі львів’ян у Чемпіонаті світу, виступили 280 стрільців національних команд Білорусі, Грузії, Ізраїлю, Польщі, Великобританії, США й Узбекистану, а також 11 різних областей України. Львівські лучники Олександр Бойко, Маркіян Івашко та Георгій Іваницький не осоромили рідне місто, здобувши титул переможців у нелегкій та чесній боротьбі з командою міста Сум. А наша жіноча команда у складі Ольги Сенюк, Жанни Наумової та Катерини Соколенко перемогла команду Чернівців і теж стала чемпіоном. Георгій Іваницький став чемпіоном у особистому заліку, а Олександра Куратнік з Білорусі здобула найвищий титул серед жінок. Вітаємо всіх переможців! LVIV TODAY | October 2019

Para table tennis: Viktor Didukh Wins European Para Championship The Ukrainian team won eight medals (3 gold, 2 silver, 3 bronze) at the European Para Table Championships in Helsingborg, Sweden last month. Lviv region’s Viktor Didukh, from Busk, claimed the European Championship in the men’s singles class 8 tournament and then teamed up with Ivan Mai to capture gold in the men’s team class 8 event. Excellent work!

Wheelchair Fencing: Leopolitans at the Fencing World Championships Ukraine sent a team of 15 athletes – including three Leopolitans – to the Wheelchair Fencing World Championships in Cheongju, South Korea last month. A key qualifying event for the 2020 Paralympic Games in Tokyo, Japan next year, Lviv’s Natalya Morkvych won bronze in the women’s foil A, while Lviv’s Anton Datsko and Andriy Demchuk teamed up with Artem Manko and Dmytro Serozhenko to win gold over China in the Men’s sabre event. In total, the Ukrainian team won three gold and six bronze medals. Congratulations!

Львів’яни на чемпіонаті світу з фехтування на візках

Віктор Дідух чемпіон Європи з настільного тенісу Українська команда завоювала вісім медалей (3 золоті, 2 срібні, 3 бронзові) на чемпіонаті Європи з настільного тенісу для осіб з інвалідністю у шведському Гельсінгборгу минулого місяця. Віктор Дідух з Буська Львівської області переміг у чемпіонаті Європи в чоловічому турнірі 8-го класу, а потім разом з Іваном Маєм здобув золото в командних змаганнях 8 класу. Вітаємо спортсменів з новими досягненнями!

Минулого місяця Україна відправила команду з 15 спортсменів, серед яких були й троє львів’ян, на чемпіонат світу з фехтування на візках у м. Чонджу, Південна Корея. У ключових кваліфікаційних змаганнях до Паралімпійських ігор 2020 року в Токіо львів’янка Наталія Морквич завоювала бронзу серед рапіристок, а львів’яни Антон Дацько та Андрій Демчук в команді з Артемом Маньком та Дмитром Сероженком здобули золото у поєдинках з китайськими спортсменами на шаблях. Загалом збірна України завоювала три золоті та шість бронзових медалей. Вітаємо!

Lviv’s Otoman Dragon Boat Team Triumphant

Тріумф львівських "Отаманів"

Ukrainians are beginning to excel in dragon boat racing and Lviv’s Otaman team is leading the way. For the uninitiated, dragon boat racing is a boat race between teams of 20 paddlers, a drummer, and someone that steers. Born in China, it has become the fastest growing team sport in the world and a popular corporate and charity event. Lviv’s Otaman team won six medals at the 2019 European Club Crew Championships in Sevilla, Spain, including gold in the 40+ category. The Ukrainians then won silver in the 500m and gold in the 2000, at the IDBF World Dragon Boat Racing Championships in Thailand. Then, at the ICF World Dragon Boat Club Crew Championships in Kyiv, Leopolitan athletes won 11 medals! That’s over 20 medals at prestigious international competitions this summer – what an accomplishment!

Українські гребці показують прекрасні результати у змаганнях на "човнах-драконах", і львівська команда "Отаман" веде перед. Цей вид спорту зародився у Китаї й набув популярності, зокрема, як корпоративний та благодійний захід. Змагаються два види човнів – на 10 і на 20 гребців з барабанщиком і стерновим. Львівська команда "Отаман" здобула шість медалей на Чемпіонаті Європи в липні цього року в Севільї, Іспанія, включно з першим місцем у категорії 40+. Потім українці завоювали срібло на дистанції 500 м та золото на дистанції 2000 м на Чемпіонаті світу з перегонів на човнах-драконах IDBF у Таїланді. А ще – на клубному чемпіонаті ICF у Києві львівські спортсмени здобули 11 медалей! Це понад 20 медалей на престижних міжнародних змаганнях цього літа – чудове досягнення!
