This week, the planBelize Cabinet was busy at a working retreat where the progress of planBelize was dissected and analyzed. Probably the centerpiece of planBelize success was the multisectoral approach to curbing crime. Minister Kareem and team truly are depending on every Belizean for this plan’s success to be enduring.

You name the government department and they are crime prevention agents of some sort. Crime fighting success is measured in generations not in two years. But this government is an over achieving one; the John Briceño-led government does not take to mediocrity. No way! If it can be fixed today, or right now, that it will be done. Cattle exportation began one day after the election victory.

The Blue Bond was fixed in one year with unprecedented negotiation and innovation. John Briceño and team added Venezuela to the debt-relief plans and one billion dollars were saved in just two years in office.

All ministries complement the other ministries; infrastructure has been multiplying the fish and bread; Health has been expanding and modernizing; Free Education will soon rollout to the entire country; Blue economy is breaking ground; The Constitution is being overhauled; The constituencies will be realigned; the legal system is modernized to a Senior Court.

With every example you can feel the hand of John Briceño. He is an inspirational leader that employs a George Price like approach to governing.

We are at the second paragraph and still we have not mentioned the police. Minister Kareem and team know fully well that the Police is not the sole answer to curbing crime. We have heard of Police being released from the department due to behavior unbecoming of a police officer. But there is much to do with the many good cops. The murder rate speaks for itself as it went from 32.8 deaths per 100 thousand persons in 2019 to 24.3 in 2020 to 29.1 in 2021 and last year to 25 persons murdered per 100 thousand Belizeans.

Every death is sadness and loss to a family. But as an overall picture crime in down. And credit must be shared.

Lower debt and a higher Gross Domestic product mean more jobs.

Higher exports mean more money available for more jobs and purchasing. Government’s revenue goes up and they can do more. Lower debt to GDP ratio means that Belize has access to better funding for social programs and infrastructure. Government raised the minimum wage for 30 thousand people in a game changer move which is expected to stimulate purchasing. This increase economic movement should in itself open up jobs. Entrepreneuring owners of MSME’s have become employment creators in the post-Covid world. With unemployment down to an unheard of five percent, there is more opportunity and less need to fall to the temptations that breed crime.

This week the Caribbean Development Bank spoke of Belize’s turnaround. Without Guyana’s oil-rich economy in the competition, Belize, at 8.5%, would be on top leading this economic turnaround since we would be way above the then regional average of 4.9%. Belize has truly expanded its multisectoral approach to other countries as they get involved in trading with the jewel. Every Belizean and every industry and every business contribute to a truly multisectoral approach to lowering crime and making citizens safer. When the need for police is minimal and peace in the jewel wafts then planBelize will truly be underway in making everyone win.

BRADS FINALLY REPLIES Lawyer Dean Barrow Represents

In November of 2018, the then Area Representative of Lake Independence, Cordel Hyde cemented his concern to the House of Representatives that the Brads Gaming Group Ltd.’s contract was an artificially generated contract. The contract was "generated for one reason and one reason only." It was the UDP hustle, the golden goose and political spigot for a connected few elites, the corrupt, gravalicious, gutter-snipers. This small entitled clique was allowed to collect all the revenues whilst the unfortunate masses had to hustle.

Brads has lawyered up and the red hydra garbed in a cloak of conflict of interest has submitted the rejoinder (response) to the letter written by the Lotteries Committee regarding apparent noncompliance. Twelve violations were cited by the Lotteries Committee. One of the concerns was the late submissions of audited financials.

A UDP press release in 2009 at the origins of the lucrative Boledo and Sunday Lottery contract suggested that the main objectives for privatization of Bradsledo were to increase efficiency in which the Lottery was administered. Also, to work towards the elimination of unregulated and illegal sales of the Lottery. According to the UDPs no transparency or accountability and no proper oversight mech-

anism regarding the contract existed.

Prior to the privatization of the Boledo and Sunday Lottery, licenses generated some $107,975.00 and the sales of Books was $ 899,257.04.

It was a Belize Times story that broke the story on March 2009, that the Prince of Bel-Air along with Brads was being gifted the monopoly to administrate the Boledo contract. The top dog of deceit and cunning and self-imposed master of the games, Dean Barrow appointed a six-man kangaroo Lotteries Tender Committee with king kangaroo Godwin Hulse spurring the egregious recommendations in favor of the chosen one. Curiously and according to Gawdwin there were three tenders.

However, one dropped out and at the last hour another one dropped out leaving the dregs of the Brads bunch. Allegations of intimidations surfaced. According to Hulse, the Government was responsible for issuing the contract to Brads and that was where responsibility ended for him.

The Boledo contract was renewed in dubious fashion to BGGL months prior to the General Election 2020. Although, the PUP complained vehemently about irregularities in the administration of the Boledo contract the complaints fell on deaf ears. The red regime and chief honcho continued on their merry way Giving free rein to Brads and company.

Belize in Spain For Tourism Fair

Within the framework of the International Tourism Fair (FITUR) 2023 in Madrid, Spain. The Honorable Minister of Tourism and Relations with the Diaspora of Belize, Anthony Mahler, received this January 19, in a symbolic act from the Ambassador of the Dominican Republic in Madrid, Spain, Mr. Aníbal de Castro, the Pro Tempore Presidency of the Central American Council of Tourism (CCT).

Minister Mahler indicated that Belize will continue to promote the actions of the regional agenda, established in the Strategic Plan for Sustainable Tourism Development (2021-2025) of the Central American Tourism Integration Secretariat (SITCA) in its four strategic areas: Integration and Tourism Policy; Promotion and marketing; Quality and CompetiJohn Briceño had vouched to investigate the Bradsledo contract upon taking over the office of Government. This was nestled in planBelize.

BELIZEAN BOLEDO?

M

oral Capital is a set of shared habits, norms, institutions, and values that make living within a community possible. Members of polite and decent communities across this country agree on informal codes of politeness, ethics and mutual respect that steer us away from selfishness and the unbridled pursuit of power and control. The concept of moral capital and ethics is one that the UDP has bent and moulded to their needs and desires on more than one occasion.

Take for instance the many times their high priest of morality, Godwin Hulse, who preached righteousness and rectitude but turned a wilfully blind eye to the rot down to the core that besieged his political party and colleagues. On the matter of the Brads boledo scheme, he was quite vociferous that they had won the bid to manage the lottery in the country. Even though, he could not or would not name the principals of the company and even denied that the naming of such was basic due diligence. The past Prime Minister of Belize Dean Barrow often toyed with and blurred the definition of moral and legal guilt and blurred the boundaries between the two quite often It is then not a stretch to realize that such attitudes and behaviours would leave dire consequences that this current administration continues to grapple with in an effort to make things right. The issue with Brads will come to litigation quite certainly. A few weeks ago, we laid bare the basis on which their licence was to be revoked after a series of breaches in the contract were pointed out. The facts are these; the lottery is a thirty million-dollar business which currently cannot be properly assessed because even during their first contract Brads made no effort to properly report or record their sales. The government of Belize cannot with any degree of certainty ascertain that the taxes paid in relation to sales are correct. The mechanisms that should have been put in place to safeguard the transparency of the lottery processes have been ignored even though the agreement states them very plainly. Brads seems to have not realized that a new sheriff is in town and the nonchalant manner in which they have always done their business is no longer acceptable and will not be countenanced.

Deputy Prime Minister Hon Cordel Hyde asked in a meeting of the House of Representatives on November 26, 2018 “who forgoes that kind of money?” He was alluding to the fact that the taxes collected from the first contract with Brad’s was a pittance of only about one million dollars when the lottery business is estimated to generate profits of close to thirty million. The then PM Barrow answered that the arguments could have been more convincing if they had in fact come with data to substantiate the claims. We agree, with Mr Barrow, the only problem is that Brads, although required to, never in fact submitted or was compelled to submit their reports so there is really no telling how much money they have made on the backs of Belizean people over the decades-long monopoly of the Boledo and Lottery business. The fact that the committee to oversee the privatization of the Boledo business was in fact none other than the morally bankrupt senator should have left no one with any sense of peace and tranquillity.

Once the litigation finally extirpates Brads and gets back Boledo for Belize, we should not be surprised to see Mr Barrow once again in the courtroom. After all, he must now personally defend all those questionable moral decisions and agreements he made.

Los miembros de comunidades educadas y decentes de todo el país acuerdan códigos informales de cortesía, ética y respeto mutuo que nos alejan del egoísmo y de la búsqueda desenfrenada de poder y control. El concepto de capital moral y ética es uno que el UDP ha torcido y moldeado a sus necesidades y deseos en más de una ocasión. Por ejemplo, Godwin Hulse, el gran sacerdote de la moralidad, predicó muchas veces la justicia y la rectitud, pero se la vista gorda ante la podredumbre hasta la médula que asediaba a su partido político y a sus colegas. En el asunto del esquema de boledo de Brads, fue muy vociferante al decir que habían ganado la licitación para administrar la lotería en el país. Sin embargo, no pudo ni quiso nombrar a los directivos de la empresa e incluso negó que el nombrarlos fuera una diligencia debida y básica. El anterior Primer Ministro de Belice, Dean Barrow, jugó a menudo con la definición de culpabilidad moral y legal y difuminó los límites entre ambas con bastante frecuencia.

Por lo tanto, no es difícil darse cuenta de que tales actitudes y comportamientos tendrían consecuencias nefastas con las que la actual administración sigue lidiando en un esfuerzo para arreglar las cosas. El asunto de Brads llegará a los tribunales con toda seguridad. Hace unas semanas expusimos las bases sobre las que se iba a revocar su licencia tras señalarse una serie de incumplimientos en el contrato. Los hechos son los siguientes, la lotería es un negocio de treinta millones de dólares que actualmente no puede ser evaluado adecuadamente porque incluso durante su primer contrato Brads no hizo ningún esfuerzo para informar adecuadamente ni registrar sus ventas. El Gobierno de Belice no puede determinar con ningún grado de certeza que los impuestos pagados en relación con las ventas sean correctos. Los mecanismos que deberían haberse puesto en marcha para salvaguardar la transparencia de los procesos de la lotería han sido ignorados a pesar de que el acuerdo los establece muy claramente. Parece que Brads no se ha dado cuenta de que hay un nuevo sheriff en la ciudad y que la despreocupación con la que siempre han hecho sus negocios ya no es aceptable ni será tolerada.

El Viceprimer Ministro Hon Cordel Hyde preguntó en una reunión de la Cámara de Representantes el 26 de noviembre de 2018 ¿"quién renuncia a esa cantidad de dinero"? Aludía al hecho de que los impuestos recaudados por el primer contrato con Brads fueron una miseria de apenas un millón de dólares, cuando se calcula que el negocio de la lotería genera unos beneficios cercanos a los treinta millones. El entonces primer ministro Barrow contestó que los argumentos podrían haber sido más convincentes si de hecho hubieran venido acompañados de datos que corroboraran las afirmaciones. Estamos de acuerdo con el Sr. Barrow, el único problema es que Brads, a pesar de estar obligado a ello, nunca presentó o fue obligado a presentar sus informes, por lo que realmente no se sabe cuánto dinero han ganado a la costa del pueblo de Belice durante décadas de monopolio del negocio de Boledo y la Lotería. El hecho del que el comité encargado de supervisar la privatización del negocio de Boledo no fuera otro que el senador moralmente arruinado no debería haber dejado a nadie con una sensación de paz y tranquilidad. VOICE OF THE SOUTH SUMMIT Finance Ministers Session

Minister of State in the Ministry of Finance, Economic Development, and Investment 12th January, 2023 Thank you Honourable Minister of Finance Nirmala Sitharaman.

Good day Excellencies. On behalf of our Honourable Prime Minister John Briceño and the government and people of Belize, I would like to extend our appreciation to Honourable Prime Minister Modi and the government of India for your vision to organize this “Voice of the South Summit,” and for providing us with a platform to discuss and highlight the global south’s concerns, vision and solutions to the challenges that affect us all.

Since the economic fallout from the COVID pandemic, Belize has made significant gains. These include the successful conclusion in 2021 of the largest Blue Bond debt for marine conservation transaction to date, discounting our external commercial debt by 45%, resulting in an immediate reduction of our then debt to GDP ratio of 133% by 25% to 108%. Belize is now among the fastest growing economies in the region rebounding by over 15% in 2021 and increasing roughly 12% in the first three quarters of 2022. With such growth, further debt restructuring, fiscal consolidation and investment friendly fiscal policy action, our debt-to-GDP ratio has dramatically fallen to below 70% and our unemployment rate has reached a historic low of 5%. Despite these gains however, Belize continues to live precariously close to the proverbial edge.

For small vulnerable economies like Belize, poverty reduction and the development of a sustainable future for our people means building not only economic resiliency but also building climate resiliency. The ever-increasing frequency and impact of climate related weather events means the likelihood of building a sustainable future without extraordinary and massive investment in climate resiliency is nothing short of a Sisyphean task.

In Belize’s case, the increased frequency and destructive effects of hurricanes, floods and even droughts perennially reduce and often reverse any development gains we otherwise make. Belize suffers, on average, annual losses of no less than 4% of GDP from climate events alone, at least 8 times more than that of developed economies. In the closing months of this past year, for example, destruction caused by flooding from Hurricane Julia and wind and flood damage as a result of a direct hit by Hurricane Lisa cost more than 2% of GDP in immediate losses to our economy with additional future negative impact because of the significant setbacks to segments of our productive sector. In less than two years, prior, Hurricanes Eta and Iota had similarly wreaked havoc on our people and our economy. On top of these recurrent losses, Belize needs upwards of 80%

of its GDP in financing to meet its NDC targets.

To step away from the edge, we must build a diversified and resilient economy which requires more than is provided for by the current global financial architecture. More debt to a debt distressed economy or more immediate access to debt in the event of disaster cannot be a solution for climate resiliency nor economic resiliency. That is very little more than a mere band aid on a festering life-threatening wound.

This is regrettably however in many instances the only offer that sits on the table for small vulnerable high climate risk economies like Belize.

A fresh and curative approach to climate and development finance is

what is needed. Access to external private capital is a key source of development and climate finance, but consideration must be given to the special circumstances of developing economies that are inherently perceived to be “higher risk.” Risk reduction and credit enhancement for investment grade rating of debt issuance are critical drivers to ensure that this is a timely, affordable, accessible, and debtor-friendly source of finance. MDB’s and DFI’s from developed economies rated as investment grade can play a key role in this regard through financial instruments such as political risk insurance or credit guarantees that convert high risk debt issued by developing economies to investment grade low risk debt. However, the cost of such financial instruments may need to be subsidized. As an alternative, serious consideration should be given to the use of rechanneled special drawing rights as financial assets for leveraging, whether through MDB’s or a special fund, against which risk reduction or credit enhancement instruments

could be issued. Access to such instruments should be directed to mobilizing private capital principally for developing economies and small, vulnerable states. A robust and accessible lossand-damage fund as promised under COP27 can also provide meaningful support for climate resiliency and sustainable development for vulnerable developing economies.

In an era where we all must navigate interrelated global crises, the systems and approaches of the past are inadequate to tackle today's existential global inflation, climate, and economic challenges effectively. As integrated as we have become, it is in the developed world's interest that developing economies are enabled with the necessary tools to achieve climate resilience, economic resilience, and economic transformation.

If it means reimagining and restructuring the global financial architecture to meet these ends, then let us with unity of voice and unity of purpose be bold and make it happen. Let us not fail the vulnerable people we represent and serve. Thank you.

January 19, 2023, - Today, The Ministry of Education, Culture, Science and Technology took the reins of Presidency Pro-Tempore (PPT) of the Central America Educational and Cultural Coordination (CECC) the Central American Integration System (SICA). CECC was established in 1975 and ratified in 1976 by the Ministries of Education of the area and has been an effective mechanism for subregional cooperation. On December 9th, 2022, Prime Minister Hon. John Briceño received the Presidency Pro-Tempore Presidency of (SICA) which is the Central American Integration System. The post was previously held by the Dominican Republic.

The Convention establishing the Central American Educational and Cultural coordination (CECC) Chapter II Purposes Article 2: The Central American Educational and Cultural Coordination’s purposes are as follows: (a.) To develop and deepen relations among the peoples of Central America, through continued cooperation and mutual assistance in the fields of Education and Culture, in order to promote the integrated development of member countries. (b.) To stimulate the integrated development of man, including the cultural component, within all educational processes. (c) To reaffirm the identity of member countries and of the subregion.

Minister Zabaneh, Minister of State in the Ministry of Education, Culture, Science, and Technology in his remarks thanked the Government of the Dominican Republic and pledged to focus on seven (7) areas: An investigation of the intersection of education, culture, science and technology, through the engagement of our national institutions of higher learning, aimed at discovering the beneficial factors that can propel us forward in our mission; Strengthening the ties between CECC/SICA and the Caribbean Community’s Council for Human and Social Development (COHSOD) and for Belize to serve as a bridge for further integration and cooperation; sharing of centres of excellence throughout the region in which Belize proposes to offer the Regional Language Centre at the University of Belize, in service to all countries in the region; further exploration of implementing competency-based curriculum throughout the region; Continue the work on the promotion and preservation of cultures of afro-descendants and indigenous peoples; further integration with the Organization of American States (OAS) to achieve synergies on the cultural agenda including supporting creatives across the region; establish a rigorous research agenda focused on discovering the main science, technology, and innovation factors that impact positively on culture and vice-versa.

This handover follows the Ministry of Health and Wellness led by Minister Hon. Kevin Bernard whose ministry was given the PPT for COMISCA. Followed by The Ministry of Sustainable Development, Climate Change, and Disaster Risk Management receives the Presidency Pro-Tempore (PPT) led by Minister Hon. Orlando Habet both ministers pledged to continue the works started by the previous Presidency Pro-Tempore.

Belize also received the Central America Tourism Agency (CATA) and the Central America Tourism Council (CCT) after the transfer of the pro-tempo presidency to the Minister of Tourism and Diaspora Relations, Hon. Anthony Mahler. In his remarks, Hon. Mahler committed to “continuing to push the actions aimed at meeting the goals of the regional tourism agenda established in the Strategic Plan for Sustainable Tourism Development in our region.”

The highest authority is the Central American Tourism Council which is made up of the regional Ministers and Directors of Tourism. The function of this agency is to facilitate and promote tourism development in the Central American region. Also, it tries to eliminate all obstacles and impediments to free transit of persons in the region, and integrate tourism promotion into the other functions of the various governmental agencies and organizations at the national and regional level. This is in order to become more effective in their efforts towards tourism development in Central America.

MoECST Continues Consultations on New Competencybased Curriculum Belmopan. January 17, 2023.

On January 12 and 13, 2023, a delegation of education stakeholders, led by Dr. Hon. Louis Zabaneh, Minister of State in the Ministry of Education, Culture, Science and Technology (MoECST), visited primary school teachers and principals of the Corozal District to continue consultations on the new national competency-based curriculum.

The teachers and principals expressed their concerns and ideas on the pilot implementation of the new curriculum during this transition year, in preparation for full implementation in the 202324 academic year. They were introduced to the work of the newly established pro-tempore Teacher Support Team, made up of exemplary teachers whose main responsibilities will be to assist with clarifying questions and responding to concerns in a timely manner. The MoECST’s virtual platform will also be used to create a Community of Practice for teachers, principals, and the Support Team to discuss and share ideas on the implementation and improvement of the competency-based curriculum.

The delegation will continue its countrywide tour and a similar effort will commence in March of this year for high schools. The new competency-based curriculum addresses the need to develop skills and attitudes, in addition to knowledge, in children to prepare them for a successful life of contribution to the sustainable human development of Belize.

The delegation of education stakeholders that accompanied Minister Zabaneh included Senator Hon. Elena Smith, President of the Belize National Teachers’ Union; Reverend Alvaro Pott, Representative of the Managing Authorities; Ms. Consuelo Godfrey, Pathlight Belize Education Specialist; Ms. Michelle Turton and Mr. Alejandro Perez from the MoECST’s Curriculum and Assessment Unit; Mr. Emmanuel Yam and other officers from the Corozal District Education Centre; and Ms. Miriam Paz, Head of the Teacher Support Team.

3rd George Price Day Celebrated

Let Belize Live: Speeches of the Premier: LAUNCH

“The exhibition (read for guidelines) will remain on display until September 30, 2023” The National Institute of Culture and History (NICH) through the Institute for Social and Cultural Research, in collaboration with the Belize Archives and Records Service, the Belize National Library Service and Information System, the George Price Centre for Peace and Development and the University of Belize, is pleased to announce the launch of the ‘Let Belize Live: Speeches from the Premier’ Exhibit. With the goal to inspire national pride, patriotism and nationbuilding, this exhibit is being held in honour of the Father of the Nation, the Rt. Hon. George Price. The exhibition features 12 speeches made during his time as Premier of Belize from 1964 to 1981. The exhibition was formally opened this morning at the George Price Centre for Peace and Development.

In his keynote remarks, Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology, spoke on the historical significance and relevance of the exhibition and congratulated those involved in making the initiative a reality. He further expressed the commitment of the Ministry of Education, Culture, Science and Technology and that of its line agencies, to understand, share, preserve and promote the unique and unparallel legacy of the Rt. Hon. George Price.

NICH and its partners invite the public to visit the exhibition which will be open for visitation on Monday, January 16, 2023, between 9 AM and 3 PM. The exhibition will remain on display until September 30, 2023. Walk-in visitation can be done on Tuesdays and Thursdays and visitation by appointment on Mondays, Wednesdays, and Fridays. Appointments can be made by calling the George Price Centre at 822-1054.

The Right Hon. George Price was born on 15 January 1919 to Captain William Cadle Price and Irene Cecilia Escalante nee Price.

For his significant contributions to the country and the people of Belize, as National Hero and Father of the Nation, this year is the third commemoration of George Price Day. During his political leadership, Mr. Price held many important positions including: Member of Belize City Council | Member of the Legislative Council | Associate Member for Natural Resources | Mayor of Belize City | Member for Natural Resources | Member of the Executive Council | Member of the Legislative Assembly | First Minister of Belize | Premier of Belize | Chairman of Cabinet | Member of the House of Representatives | Prime Minister | Minister of Finance and Economic Development | Chairman of the Reconstruction and Development Corporation (RECON DEV) | Minister of Defence and NEMO In 2000, the Right Hon. Price was conferred with the Order of National Hero by the Government of Belize. The Right Hon. Price passed away on 19 September 2011.

This year the National Institute of Culture and History and its partners have unveiled a new exhibition featuring Mr. Price's speech during his term as Premier of Belize, 1964-1981.

Introduction(In the booklet) The Rt. Hon. George Price, more than anyone else, is unquestionably the foremost symbol of Belize’s struggle for self-government and independence. His legacy continues to be admired, discussed, and studied in an effort to develop our national identity and national consciousness. For this very reason, we are pleased to present a set of iconic speeches that will help students, researchers and citizens engage more thoroughly with Mr. Price’s legacy and contribute to the development of Belize.

This booklet entitled, “Let Belize Live: Speeches of the Premier,” centers on twelve speeches curated in an exhibition of the same name in honor of George

Price Day and unveiled at the George Price Centre for Peace and Development on January 13, 2023. It includes several well-known and other less-known speeches issued or delivered during Mr. Price’s term as the Premier of Belize, 1964-1981. We have included the September 25, 1981, Statement at the United Nations deliberately because although Mr. Price was by then the Prime Minister of Belize, his statement recaps the arduous work during his tenure as the Premier and re-articulates his vision for Belize’s future when he said: As we become a member of the world community, we hear the question asked: What is Belize and its People? And how will they fit among you? In reply: Belize is a Caribbean and Central American nation which works and lives a revolution that is peaceful, constructive, new, progressive, and Belizean. It is our own, with all our national attributes, land and resources.

These twelve speeches are only a prelude, an appetizer if you will. Our objective is to produce a special series of collectible books from these records with the “Let Belize Live: Speeches of the Premier, Father of the Nation George Price, Vol. 1” to be made available in print and ebook format on National Heroes and Benefactors Day 2023. We also recognize that in our internet-driven world, open- access information is necessary for our students and researchers. On this note, we have digitized and made available a collection of more than sixty speeches from the Office of the Premier on the Government of Belize’s new education portal: the 501 Academy. This selection of speeches is only a small part of a larger project to index more than thirty boxes of archival records from the Office of the Premier Collection in order to make them readily and efficiently available for researchers, students, and the general public.

The publication of these speeches will have two broad benefits. First, it serves to inform readers about events and discourses that have shaped our current political, social, and economic realities. For example, the speeches encourage us to explore these five thematic questions “Why was St. George’s Caye Day transformed into National Day during self-government?”; “What development plan was achieved and envisioned for the emerging Belize?”; “How were social and cultural celebrations made part of the nation-building process?”; “How did we defend our sovereignty against all opposition?”; and “What key messages unified the Belizean people at the brink of independence?”. The answers to these questions are in part available, implicitly and explicitly, across the wide variety of pronouncements, statements, and addresses delivered or issued by the Office of the Premier.

Secondly, this initiative encourages citizens, especially our students, to be inspired by the words and actions of Mr. Price. Despite his status as a National Hero and Father of the Nation, Mr. Price was not attracted to the grandeur of heroism but rather more dedicated to serving the Belizean people. From his anti-colonialist defiance in his clamors for self-government to his diplomatic and political maneuvering for independence, Mr. Price made many friends, followers, and believers in the idea of Belize, a new nation in the heart of the Caribbean and Central American basin. It is our hope that Mr. Price’s speeches will attract and nurture new nation-builders because, as he would say, “much work has been done, but more is yet to be done”.

We give thanks to the leadership of the Hon. Francis Fonseca, Minister of Education, Culture, Science and Technology, and the renewed effort of the National Institute of Culture and History and the Belize Archives and Records Service to make Belize’s documentary heritage relevant, available, and accessible to all. Additionally, we are very pleased that graduates from the University of Belize History Program and staff of the Belize National Library Service and Information System have provided their expertise and resources to this endeavor. We must also thank the George Price Centre for Peace and Development and its Board of Directors and staff who graciously agreed to host the exhibition. Special mention is given to the entire Price family, Rudolph Castillo Jr., Dr. John Waight, Norris Hall, and the many photographers, documenters, and record-keepers who make their photographs, records, and memories of Mr. Price available for the benefit of the nation.

We unite to build a nation. Most Belizeans want an independent and sovereign Belize; but there are some persons who are against it. They say the people are too few and the country too small and poor to have its independence.

To those who doubt, honestly or not, in our ability to be free Belizeans, I would recall a sentence Victor Hugo wrote: “On the Measure of Greatness”, “There is no such thing as a little country. The greatness of a people is no more determined by their number than the greatness of a man is determined by his height”.

All true Belizeans agree with Victor Hugo. We are a small but a great people and we are a country with a great future. On this National Day we pay tribute to our Belizean people and their present and future greatness.

We are a Christian people. We are on the side of Christian Democracy.

We are a people who wish to live in peace and in friendship with all our neighbours. We are ever willing to discuss any problem peacefully, rationally but firmly.

In population, we are comparable to the population of some independent countries. In area, we are larger than several independent nations in the Western Hemisphere.

In future outlook, we are second to none in the greatness of our people who are true Belizean Patriots and who work hard to bring a better life for all, for we know that freedom and prosperity anywhere is of great help for freedom and prosperity everywhere.

Undaunted by those who belittle us unjustly; undismayed by the social and economic problems which we meet in our determined onslaught against ignorance, poverty, disease, and a status of dependency, we renew our strength and our courage on our National Day. Our cause is just. Our objective of independence is safeguarded by the international right of self-determination and guaranteed by the Charter of the United Nations.

We march forward with our symbol of independence: our blue and white flag, our national hymn and our Belizean name and identity.

As we march forward, we pause to express our gratitude to all who have helped us to attain self-rule and are helping us reach our historic destiny of independence: To the United Nations for their technical aid; to the seven countries in the Western hemisphere who have supported our self-determination to be a free and sovereign Belizean nation; to Mexico, Canada, and the United States of America who have given us technical aid.

We are thankful to Her Majesty the Queen, to the British government and people, who have contributed generous technical and capital aid to our hurricane reconstruction programme, our development plan and to our budget. Their help is generous; but more help is needed to carry out our development plan, based on the United Nations study and for the new capital.

The success of our National Day Celebrations is due to the loyal and generous support of Belizeans who have donated to the fund and who have attended our celebrations all over the country, I thank one and all.

May God bless them and us as we redouble our efforts to build our Belizean nation in Central America. To move forward to our historic destiny, we wake up and work, “trabajamos para la patria Beliceña” as we unite to build a nation.

In collaboration with the Catholic Community, the IVC's Councilman Emilio Zabaneh represented the IVC at Mass where the service was dedicated to the Life of Rt.Hon. George C. Price JP, Father of our Nation in celebration of his birthday holiday.

The following day each family was asked to filled one garbage bag of garbage from the streets. That will certainly help to make our village a little cleaner.

Corozal’s "Rt. Hon. George C. Price Memorial Roundabout"

The Corozal Town Council held a short groundbreaking ceremony for the Rt. Hon. George C. Price Memorial Roundabout project at the southend entrance to Corozal. The project is a public-private sector collaboration between the CTC and Trustlife Clinical Laboratory, a local business, giving back to its community.

The ceremony was also held in commemoration of George Price Day celebrated on January 15th and observed on the Monday following with a holiday. George Price Day commemorates the birth date of the Father of the Nation, Rt. Hon. George Price.

At the ceremony, Mayor Rigo Vellos expressed gratitude to Mr. Juvencio Chan, proprietor of Trustlife Clinical Laboratory, for his generosity to help in developing Corozal Town. Mr. Chan, for his part, shared that he and his family wish to see Corozal Town develop to its full potential.

The project will entail the construction of a step-up plaza with a flag stand and a monument to commemorate the Father of the Nation.

The mantra of serve the people always arises in George Price related activities. George Price is the PUP. George Price is synonymous with Belize. It is probably impossible to place all the activities in the paper so please know that your service deeds are recognized.

The Cabinet was on their First session of 2023 wasting no time in getting the people's business done.

Cane farming business affects the livelihood directly or indirectly of everyone in Belize. The industry is all encompassing and highly important to the Belize economy and personal livelihood of hundreds.

Today, Prime Minister Briceño chaired a Cabinet session to discuss government business and governance issues. One of the presentations to Cabinet was from one of the cane farmers' associations - the Belize Sugar Cane Farmers Association. The sector continues to be overarching to the economy of the north and the nation.

100K for Vehicles 150K for Hurricane Lisa Relief

January 9, 2023 – The South Korean delegation visited with with the Prime Minister John Briceño, government ministers, government officials. They also paid a courtesy visit with Governor General Froyla Tzalam.

A donation of US$100,000 to the World Food Programme (WFP) was handed over by H.E. Sung-min Jang, Senior Secretary for Policy Coordination and Planning, Office of the President. Ambassador Amalia Mai, CEO of the Ministry of Foreign Affairs and Foreign Trade, received, on behalf of the Government of Belize, humanitarian assistance from the people and Government of the Republic of Korea.

Also, it is noteworthy that the contribution to be disbursed digitally complements ongoing humanitarian assistance to families for direct cash transfers in the wake of Hurricane Lisa.

These transfers are coordinated through the Ministry of Human Development, Families and Indigenous Peoples’ Affairs.

The Ministry of Foreign Affairs also received a donation of four vehicles, which will ensure the availability of reliable transportation to facilitate the work of the Foreign Service and Protocol units in executing their duties.

Present for the handing-over ceremony were Hon. Dolores Balderamos Garcia, Minister of Human Development, Families and Indigenous Peoples’ Affairs; H.E. Dear Editor, I am writing as a consumer. As a consumer in Belize I stretch mi dalla… till no moh no moh. Once in a while I go to Chetumal that I jokingly consider Belize’s Mall. Yes, the prices might not be give away but a little smart buying u can add entertainment and then it is worth the while.

Most of my buying is in Belize, since I could never buy all in Chet. Our businesses need to flourish as well. They need to be competitive. Travelling cannot be taken out of the human DNA. This is why we have people in every nook and cranny on Earth.

Next, I buy Belizean products when it is available and up to my liking…as said, I am a consumer. Does the price make a difference, of course it does, yes!

Do I buy the cheapest item?

No. Quality is optimal in the decision. But I do try to support ours first. The product does have an advantage in my mind because it is Belizean but that is not my only variable.

I am picky when someone will call their product 100 percent Belizean but it is laden with imported print, packaging, ingredients etc. I know that in this globalized world 100 percent is probably not possible. This can be debated ad nauseum.

Prices in 2023 went up drastically. I will touch only ONE ‘product’. Dilapidated buses have been given deadline after deadline to GET THEIR ACT TOGETHER. I heard Summer 2022…extended. They were offered loans at the NBB…I am not sure what happened. I heard a hard and fast December deadline for all to have coach vehicles.

Come on consumers…. commuters… WE NEED to reject these OLD buses and horrible classless buses. We are not only treated badly by these bus owners who stretch the law.

They are spending commuter health. The time will come when people that have spent 15 to 20 years of commuting will begin to show health issues. I have not been commuting that much nor will(God-listening) but many have. Just like when the

THE BELIZE TIMES old buses break down…NO ONE comes to us and explain WHY they are breaking their contract to transport us efficiently to our destination.

I will never forget how you OWNERS…especially the ones up North and any bus with access to full up fuel across the border, overprice your seats. You were consistently getting the cheaper fuel so WHY THE H… would you take the government subsidy(peoples’ money) and still raise the prices? Which are still up today.

Kudos to some companies that did not do the full raise…BUT the 25 SEP WORSE bus lines, the WORSE in look and customer service charge

the most. To non-commuters: the WORSE buses(I saw cockroaches running in one), older looking buses and the slower buses charge the FULL approved price.

Idea: When we reach the terminal give us a Wooden token with a number. And then we will not have to rush in to your bus.

And the first to reach the terminal will also get access first. How about buses that bring people?

The conductor in the bus will have numbered token of available seats. People at the terminal will have numbers as well for your bus. You get the picture. People will get used to it just as they did with masks. If you hate this idea…Bring your own….or sell

proper tickets as the regulations ask. The technology is there. You want people to spend. You owners need to spend all the time not only on maintenance of vehicle.

Spend on maintaining your customer base.

I am not blaming the government. I am blaming the business that are taking advantage of the fine print and take advantage of the hard workers of Belize who HAVE TO get to Belize City and elsewhere.

Your time is counted chancy businesses. I know the regulations will tighten on you. So start making changes yourself.

Arajet gets permission to fly to Trinidad, Belize, Guyana and Barbados

By Loopnews Arajet, the low-cost carrier from the Dominican Republic,has been granted permission from its aviation authority to include Port-of-Spain, Barbados, Belize and Guyana among its new routes. The Junta de Aviación Civil (JAC) announced via a tweet that they approved the request of Arajet Airlines to include routes connecting Santo Domingo with Sao Paulo, Rio de Janeiro, Manaus, San Pedro de Sula, Belize, Bridgetown, Port of Spain and Georgetown as of March 2023.

Arajet officially launched operations in the Caribbean skies in September 2022, with flights to Barranquilla and Cali in Colombia, Aruba, and San Salvador. The airline added Jamaica to its routes in November. In the next five years, Arajet plans to transport more than seven million passengers, generating more than 4,000 direct and close to 40,000 indirect jobs in the region.

BTIA held its 37th Annual General Meeting at the Best Western Plus Biltmore Plaza on Tuesday, January 10, 2023. The keynote address was delivered by Mrs. Nicole Solano, CEO in the Ministry of Tourism and Diaspora Relations. In a post-AGM interview the President Krohn asserted that the Industry is back on its feet.

A key objective of the 37th Annual General Meeting was to elect the Executive Committee members for the period 2023/2024. Elections were held for the posts of President, 1st Vice President, 2nd Vice President and Secretary.

By acclamation, Stewart Krohn will continue to serve as President and Tamara Sniffin will continue as 1st Vice-President. Oscar Gutierrez was elected as 2nd Vice President and Nicholas Scavone was elected as Secretary.

Editor’s Note: The tandem force of the Ministry of Tourism and Diaspora Relations and the Ministry of Blue Economy and Aviation have led the Belize Tourism Industry Association to say this week that Tourism is back. Of course, the goals of Minister Mahler and Minister Perez and the overall planBelize is to look years into the future how this success can be sustainable and growing. The number of airlines that come in is multiplied by millions of dollars a year.

This is equal to lowering the unemployment numbers to 5 percent as reported by the Labour Department.

Every person still looking for employment will soon have access to a job with a living wage. Additionally, the BTIA’s president Krohn in answering a question at their AGM said that industry is back on its feet.

The objective of the consultancy is to provide technical support to the EA during the implementation of the BNTF10 Country Project. Consulting firms will be required to review existing designs and estimates (where available); advise on scope and adequacy of sub-project intervention; and provide detailed designs, summary estimates, and priced activity schedules. The work must consider thematic areas such as gender and environmental assessments, and shall seek to integrate disaster mitigation measures into designs. Reports to: Operations Manager Summary of Responsibilities: The Crane Operator reports to the Cargo Operations Manager (COM). He/she works on a roster determined by the vessel schedule and berthing plan. He/she are responsible to safely load/unload cargo ships that are berthed at the pierhead. In house training and mentorship will be provided as required.

Job Responsibilities: • Operate PBL Mobile Harbor Cranes (MHC) at the Pierhead to facilitate the unloading and loading of container/cargo vessels in a safe and efficient manner.

• Operate ‘Dragline Crane’ as needs arise and directed by Supervisor/Manager • Assist in operating any other PBL equipment/vehicles when needed and operations/driving duties that may arise from time to time.

• Daily equipment inspection per Checklist, servicing and all preventative maintenance of the equipment as assigned.

• Maintain and update the MHC Logbook with all required relevant information including engine hours / mileage, service and repairs and maintenance.

• Prompt reporting of all faults to the Operations Foreman in order for him to put in a work order to the Mechanical Manager for repairs.

• He/she shall conduct a pre-operation check and test run of the crane to ensure that it is ready and fit for work.

• Responsible for the upkeep of the equipment by assisting with minor maintenance from time to time.

• Assist with refueling the mobile harbor crane (MHC) in preparation for the next operation and park the MHC in the designated area as directed by the Operations Foreman.

• Report all accidents, damage incidents and performance issues immediately to the Operations Foreman on duty.

• Actively multi-skill in order to have ability to operate other PBL equipment including towheads, forklifts, vehicles etc.

• Any other duties and functions, of a related nature that may be assigned from time to time.

Reports to: Operations Manager summary of Responsibilities: The primary duties of the Towhead Operator are to safely operate and maneuver towhead truck and chassis around the container yard and pier, safely transporting containers (20’, 40’ 45’) and flat racks with out-of-gauge (OOG) cargo.

Annual Balance of Payments Survey

Tenders are invited for an issue of Government of Belize Treasury Bills. The amount of the issue will be $64,391,800.

The Bills will be issued in electronic form only evidenced by an electronic book entry in the Central Securities Depository of the Central Bank of Belize in multiples of $200 and will be repayable at par 91 days after issue. They will be issued on Tuesday, 24 January 2023 and will be redeemed on Tuesday, 25 April 2023.

Each tender must be for $200 or a multiple of $200 and must specify to five decimal places the amount, which is offered for each one hundred dollars face value of the Bills sought.

Each year the Central Bank of Belize collects data for the compilation of Belize’s Balance of Payments. In order to carry out this exercise for 2022 and to make accurate revisions to our 2021 data, the Central Bank is once again conducting its survey of business enterprises and non-profit organisations resident in Belize.

Members of the public who wish to participate in the auction must submit their bid to the Central Bank of Belize electronically to bids@centralbank.org.bz or at the designated drop off box no later than 12:00 noon on Friday, 20 January 2023.

The Central Bank guarantees that all data submitted will be kept strictly confidential and any published statistics will be aggregated so that individual enterprises cannot be identified. To contribute to the effectiveness of this exercise, please submit responses by Friday, 27 January 2023.
