WHO DOES BARROW SERVE? Tuesday, April 16, 2019 Swoosh... faster than Wile E. Coyote and the Road Runner, the Belize Territorial Dispute Referendum Bill 2019 (BTDRB) is now law given the Governor General’s signature. Even before Belize could take a sigh of relief that the Court of Appeal was confirming the righteousness of the Chief Justice’s Interim Injunction to the flawed April 10 writs of referendum, PM Barrow sloppily engineered another of his infamous ‘fixes.’ The problem with these ‘fix’ legislations used to legalize something retroactively is that in recent history, 2015, one has cost us half a billion dollars. In this occasion, the swiftness of the bill has onlookers befuddled. Why? The theories as to why the reckless speed to legislate are as numerous and varied as the number of persons you ask. The first is what the United Democratic Party states: They want the people to have their say. Any foreigner would think that this answer is a no-brainer given that it is in the middle of their name—Democratic. But this theory is quickly debunked as untrue. At the last house meeting, the Prime Minister was officially cast out the ICJ referendum for our families living abroad. One UDP minister hailed this as impossible since there was no ‘infrastructure’ for such. Maybe he meant that

Continued from page 1 only in Belize could they benefit from infrastructure. The UDP agreement to this BTDRB was eerily similar to the Budget debate in late March. The similarity is that they referred to the bill almost at no time. Could it be that they didn’t understand the details as straight forward as it might have been? Had they seen the bill before or they were just told to vote yes? They were nevertheless aiding and abetting their boss as he probably was asking them to agree to a bill not consistent with constitutional requirements. This will be left up to Sylvester, Courtney et al. The People’s United Party were not offered the bill until a few hours before the House Sitting. They were expected to prepare this while skipping sleep. They nevertheless came prepared to defend Belize and standup against the wrath of the UDP. PUP presentations were met with jeers and heckling from UDP ministers and their gallery. The respect that they receive from the PUP is never reciprocal. The UDP are consistently in their opposition act. Belize would definitely benefit if the UDP would someday realize that they should be governing. The PUP is always poised to show them another example of people-centered governance. So the BTDRB was passed in that one day with only one UDP rep absent and thus not voting. The PUP had an abstention which was absorbed with class by the PUP given the deep ramifications of the bill. So then this BTDRB bill was sent to the Senate to debate and vote on the following Monday April 15. The Senate had the attorney general, as usual, incredulous that there was an opposition. How can the actions of his government be questioned? How dare the PUP stand for the Belizean people? Similar to the comments made at the House, the Senate UDP were a part of the lets hurry mode. They expected nobody to look at details since this was a simple bill. A UDP senator had an appointment for the afternoon since he felt that they should be out of there at 11:30am. A total disrespect for the Belizean citizens, who incidentally, are footing the bill. The PUP senators were led by Senator Courtney who

spared no words to condemn the UDP’s attempt to maybe railroad this BTDRB. “We have an opportunity as Belizeans to renew our commitment on the Belize-Guatemala issue to a united and unified position. It is far too important an issue for us to continue. The Honorable Attorney General blames the PUP for politicizing it and the PUP blaming the UDP for politicizing it. Whoever is at fault, the time is opportune for us to put political differences aside and to approach this matter as Belizeans united to fight against Guatemala. It is not without significance that we find ourselves here at the National Assembly debating a bill to allow a referendum to take place lawfully on a day after when the referendum should have been held. That should give us reason to pause when is it that the government realized that a piece of legislation as required in order to lawfully hold this election? We were supposed to go April 10, 2019 without this bill. It means Mr. President that we were going to have a referendum that was not properly authorized by law that we are now going to consider this piece of legislation we need to get it right. And the appeal is for us as Belizeans is to join forces in a responsible way that we can return to the days when we dealt with this matter on a bipartisan basis. There was no need with a special purpose bill in order to have a referendum which begs the question is it designed to undermine the claim that is pending in the court? Is it designed to undermine the injunction by the Chief Justice? That us something that we should not countenance.” In the end, the senate, as is not surprising, voted to rubber stamp the bill to now be sent to the Governor General. It was of note that the Non-governmental Organization’s Senator and the Church Senator both voted in favor in the Division that was called. Both these Senators seem to be beholden to something other than the people of Belize. The NGO senator had questions but still voted in favor the bill, this is not to be taken lightly. Belizean are still left to wonder why the haste? Guatemalan elections? The UK/USA/EU circular? The OAS? Or is the UDP ego really that hurt?

SENATOR EAMON EXPOSES ANOTHER UDP SCANDAL During Senator Courtney’s debate presentation on the Belize Territorial Dispute Referendum Bill 2019 (BTDRB) he chose to expose a document from the law form of former UDP Mayor Darell Bradley. This document alleges on behalf of Jerrylyn Bruce that Josephine Tamai, Chief Elections Officer, political victimized her and demands that it ceases immediately. Bruce was transferred to the central office and given new responsibilities is also demanding that she be reassigned to her post in the field so that she is able to do her job. She, Bruce, was captured on video sitting around a desk in the lobby outside the Elections and Boundaries office inside the Charles Bartlett Hyde building. Tamai in an almost immediate press conference categorically rejected the allegations, pointing out that this is not the first time that Bruce has had to go before the Commission to answer to charges.

Tamai: “I want to firstly deny the allegations that are being made against myself as the Chief Elections Officer. Why I believe I need to do this is because this is something that has come to the public and I do not want for persons to believe that I am giving any directives to any officer to do anything that is illegal. I will say a bit further that when the matter is concluded I am sure you all will be following up on the matter and you will see the evidence presented contrary to what is presently being said. This is not the first time that this officer is going before the Commission. It’s something that keeps going on and going. We have to respect the decision of any of the commission.” Who is the commission? This quickly looks like political interference and meddling. Only statement does not appease the public perception that the Election and Boundaries referendum process might be seriously compromised.

ANOTHER SARSTOON HUMILIATION Tuesday, April 16, 2019 The Sarstoon might be the only issue that the majority of Belize would love the Prime Minister to take to the House of Representatives to “fix.” Alas! This, like many other issues, he is powerless to act upon. Each time the Guatemala turns Belizeans back at the Sarstoon, it is another humiliation of the UDP. PM Barrow has gotten so many issues horribly wrong that it must make Belizeans shudder at the thought that his UDP government will be in charge of the ICJ case Guatemala versus Belize. The ICJ referendum is undeniably the mother of all referendums that Belize could ever have. The UDP has blundered from re-registration to vital stats to Case-management just to name a relevant few. Yet, with a face full of fury the PM summons some imagined trust from the Belizean people. Raise your hand if you are tired of the weekly Sarstoon stories. We want that issue fixed before we go to the ICJ in good faith. It cannot be the other way around. It cannot be that if we go to the ICJ that we could get some Sarstoon reprieve. The latter is like a threat or blackmail. Well this past Monday April 15, 2019, Belize Territorial Volunteer head Wil Maheia was taking a group from abroad into the Sarstoon River. They were escorted by the Coast Guard. They were stopped by three Guatemala gunboats with Guatemalan Armed Forces (G.A.F.) personnel showing weapons at the ready. The Guatemalan forces reportedly stopped the boat from entering the Sarstoon River outright. According to Pat Andrews, Chief Executive Officer in the Ministry of Foreign Affairs, the ministry is aware of the incident. In the past, this type of incursion has been brushed off by Guatemala as a non-incident. As usual another protest note is being issued to Guatemala and copied to the Organization of American States (OAS). In Context:

HOUSE HYPERBOLE

W

hat happened in the House last Friday was a sad day for the Rule of Law in Belize. There are some who argue it was unconstitutional or at least contrary to the Standing Orders of the House to be introducing a Bill and ramming it through in one sitting on a live matter still before the court. But that is a matter for the constitutional and bush lawyers among us. What is certainly true is that Dean Barrow is once again trying to circumvent the Judiciary the way he did with the BTL matter, the illegal spending of the Petrocaribe dollars and most recently the GST David Gegg case. The Belize (Territorial Dispute) Referendum Bill, 2019 had nothing to do with the referendum, rather it was Barrow’s attempt to rub salve on his bruised ego. He was exposed and humiliated by the Chief Justice, and he lashed out, criticizing the decision while at the same time trying to pass on the blame to the Chief Elections Officer and her legal advisor, presumably the Attorney General. He said he would go to his grave convinced that the CJ was wrong, even after the Court of Appeal told him to slow his roll. But rather than listen to sound advice, Barrow rolled the dice once again and in the process trampled all over the Separation of Powers principle. The result was a rushed and sloppily drafted Bill that addressed none of the salient points that have doomed this process since 2008. Barrow knows that the Bill is faulty and inadequate. He knows that this blanket legislation is full of holes. But instead of taking the proper time and consulting the Opposition, he presented his magic wand legislation as if he were now the fairy godmother. But this isn’t a fairytale Barrow. This is Belize, our country, our home, and we will stand up to defend her from all threats, foreign and domestic. Sinking in the quicksand of their own making, the UDP reacted the way they always do. Blame the PUP. They spent a quarter million dollars to bus a few hundred people to Belmopan, accompanied by the usual accoutrements. There were even reports that some of the busses were prevented from leaving certain areas unless and until the deportee shelled out more money. How democratic of them! Then they shouted that they were trying ‘to give’ the people the right to vote in the referendum and the other side was against. Hogwash! First, the right to a referendum is enshrined; it is not Barrow’s to give and nobody can take away. Second, if the process is flawed then the result will be bogus, worthless and certainly challengeable. The Special Agreement has to be debated in the House. It is a binding treaty with possible effect on our Constitution. The attempt to incorporate into domestic law by simple majority can and will be challenged. But to please some visible and invisible masters, Barrow is rushing through, disregarding the Constitution and doing so in the shortest possible time. Why? Why abridge the time to 10 days? Why rush to the House without consulting the Opposition? And no, consulting with Lisa is not consulting the Opposition. In fact, Barrow said publicly that he was keeping it secret from the PUP. Guatemala ramping up the pressure for a referendum; the U.K. and U.S. writing press releases. Why? These are the questions that need answering. George Price stood up to the imperialists. Does Barrow have the spine to do the same? Don’t get distracted by the House histrionics. It’s theatre. Those 30 men and women (30 because one seems to have forgotten he was elected to represent a constituency) were on stage acting and many were prone to hyperbole, which incidentally usually collapses under its own weight. Even the former PM who is usually even-keeled seemed caught up in the hype. His speech was all about the ICJ when that wasn’t the issue at hand. So his passionate plea was out of place and really nothing was said that he hasn’t said already. He did not support the Bill. He abstained, so the record is 18-11-1, again one short due to the missing hombre from the North. The media is not free from criticism either, because instead of soberly researching and analyzing the Bill, it focuses on the broadcasting the hyperbole. The fact remains, however, the Bill is inadequate. The Bill is sloppily drafted. The Bill fails. And the result is more litigation, more delays, and more expenses. The Chief Justice gave Barrow an opportunity to take his foot off the accelerator and to get the process right. Instead, he pressed harder on the gas and the vehicle is out of control and heading straight into another legal wall. The irony is that the person who may very well be responsible for delaying the referendum indefinitely may be Dean Barrow himself.

HIPÉRBOLE EN LA CÁMARA

o que sucedió en la Cámara el viernes pasado fue un día triste para el Estado de Derecho en Belice. Algunos argumentan que era inconstitucional o, al menos, contrario al Reglamento de la Cámara de Representantes, presentar un proyecto de ley y llevarlo a cabo en una sesión sobre un asunto real que aún se encuentra ante el tribunal. Pero eso es un asunto de los abogados constitucionales y morales entre nosotros. Lo que sí es cierto es que Dean Barrow, una vez más, está tratando de eludir al Poder Judicial de la forma en que lo hizo con el asunto de BTL, el gasto ilegal de los dólares de Petrocaribe y, más recientemente, el caso de GST David Gegg. El Proyecto de Ley del Referéndum de Belice (Disputas Territoriales) de 2019 no tuvo nada que ver con el referéndum, sino que fue el intento de Barrow de frotar ungüento en su ego magullado. Fue expuesto y humillado por el Presidente del Tribunal Supremo, y arremetió, criticando la decisión al mismo tiempo que trataba de pasar la culpa al Oficial Principal de Elecciones y su asesor legal, presumiblemente el Fiscal General. Dijo que iría a su tumba convencido de que el presidente estaba equivocado, incluso después de que el Tribunal de Apelaciones le dijera que redujera la marcha. Pero en lugar de escuchar los buenos consejos, Barrow tiró los dados una vez más y en el proceso pisoteó todo el principio de Separación de Poderes. El resultado fue un proyecto de ley apresurado y redactado de manera descuidada que no abordó ninguno de los puntos destacados que han condenado este proceso desde 2008. Barrow sabe que el proyecto de ley es defectuoso e inadecuado. Él sabe que esta legislación general está llena de agujeros. Pero en lugar de tomarse el tiempo adecuado y consultar con la Oposición, presentó su legislación de varita mágica como si ahora fuera el hada madrina. Pero este no es un cuento de hadas Barrow. Incluso hubo informes de que a algunos de los autobuses se les impidió salir de ciertas áreas a menos que y hasta que el deportado pagara más dinero. ¡Qué democrático de ellos! Luego gritaron que estaban tratando de ‘dar’ a las personas el derecho a votar en el referéndum y el otro lado estaba en contra. ¡Qué disparate! Primero, el derecho a un referéndum está consagrado; no es Barrow para dar y nadie puede quitar. En segundo lugar, si el proceso es defectuoso, el resultado será falso, sin valor y ciertamente desafiante. El Acuerdo Especial tiene que ser debatido en la Cámara. Es un tratado vinculante con posible efecto sobre nuestra Constitución. El intento de incorporarse a la legislación nacional por mayoría simple puede y será cuestionado. Pero para complacer a algunos maestros visibles e invisibles, Barrow se está apresurando, haciendo caso omiso de la Constitución y haciéndolo en el menor tiempo posible. ¿Por qué? ¿Por qué reducir el tiempo a 10 días? ¿Por qué correr a la casa sin consultar a la oposición? Y no, consultar con Lisa no es consultar a la Oposición. De hecho, Barrow dijo públicamente que lo mantenía en secreto para el PUP. Guatemala incrementa la presión para un referéndum; Los del Reino Unido y los EE.UU. y sus comunicados de prensa. ¿Por qué? Estas son las preguntas que necesitan respuesta. Notre-Dame: Massive fire ravages Paris cathedral Tuesday, April 16, 2019 https://www.bbc.com/news/ world-europe-47941794 A major fire has engulfed the medieval cathedral of Notre-Dame in Paris, one of France’s most famous landmarks. The 850-year-old Gothic building’s spire and roof have collapsed but the main structure, including the two bell towers, has been saved, officials say. Firefighters are still working to contain the blaze as teams try to salvage the artwork stored inside. President Emmanuel Macron called it a “terrible tragedy”.The cause of the fire is not yet clear. Officials say it could be linked to the renovation work that began after cracks appeared in the stone, sparking fears the structure could become unstable. Paris prosecutor’s office said it had opened an inquiry into “accidental destruction by fire”. A firefighter was seriously injured while tackling the blaze.

The fire began at around 18:30 (16:30 GMT) and quickly reached the roof of the cathedral, destroying its stained-glass windows and the wooden interior before toppling the spire. Some 500 firefighters worked to

prevent one of the bell towers from collapsing. More than four hours later, fire chief Jean-Claude Gallet said the main structure had been “saved and preserved” from total destruction. Sections of the cathedral were under scaffolding as part of the extensive renovations and 16 copper statues had been removed last week. Deputy Paris Mayor Emmanuel Gregoire said the building had suffered “colossal damages”, and teams were working to save the cathedral’s remaining artwork. The fire department said a major operation was under way. Historian Camille Pascal told French broad-

05 5 caster BFMTV that “invaluable heritage” had been destroyed, adding: “Happy and unfortunate events for centuries have been marked by the bells of Notre-Dame. We can be only horrified by what we see”. How have people reacted? Thousands of people gathered in the streets around the cathedral, observing the flames in silence. Some could be seen openly weeping, while others sang hymns or said prayers. Several churches around Paris rang their bells in response to the blaze, which happened as Catholics celebrate Holy Week.

YES to the ICJ Cash It was vaguely reminiscent of the old PetroCaribe days, those days of plenty when the UDP could mobilize thousands to dance to the biggest hit back then, PetroCaribe RolI It, Roll It. Back then the UDP used PetroCaribe to pay for everything under the sun, including tacos and rum. Ah, the good old days. But still, the UDP managed to dig up enough money to convince a few people to wear YES to the ICJ shirts. Those persons headed over to a Bank around midday on Friday to collect. How do we know? Well we were in the bank when three UDP operatives cashed checks, then sat down right inside the bank to make the payout. Shameless. One by one Belizeans filed in to sign their little voucher and collect. No surprise there, considering that a UDP operative works at the bank and is known to be very chummy with their leader. Better days are coming. Depend on that. Rocke and Roll At first we were afraid, we were petrified—to write about God’s specially anointed Pastor Ashley Rocke in this column. Who can blame us after he called down the wrath of God on any in the media who would dare to speak ill of him. Yes he did. So we decided not to, until somebody on our editorial board pointed out that Rocke could not possible have been referring to God, not after all that he has done in the service of Dean Barrow and this corrupt UDP. It appears that the Minister has given up all ties to Corozal and has headed West, following the path of true love. 16 Year old falls off boat Tuesday, April 16, 2019 On the 8th of April 2019, Jael Sjogren, a Belizean fisherman of Dangriga, Stann Creek reported to police that around 5:30 pm, he and his cousin Fredrick Lammey Jr., 16 years old, went fishing by South Water Caye. After his cousin was acting weird, he decided to return back with his cousin who had to be helped to tie Lammey with a rope. After the boat engine malfunctioned, Lammey, according to Sjogren, freed himself, jumped out of the boat and supposedly swam away from the boat. Sjogren reported that after repairing the boat’s engine, a search of Lammey ensued, but to no success. ing subdued he jump out of the boat into the water. The persons who were coming along with him tried to save him but were unable to do so as a result they came and made a report to the police in Dangriga where they went along with Coast Guard personnel and they canvassed the entire area but the person was not located. Unfortunately on Saturday just after midday family members and other civilians were in an area near Coco Plum Island where they saw the body floating, the body was retrieved and was brought to Belize City for a post mortem examination. Later on in the evening, the post mortem was conducted and the doctors certified that the cause of death was consistent with drowning due to the inhalation of liquids.”

Opportunity to Get Things Right By Gilroy Usher, Sr. Tuesday, April 16, 2019 “Patriotism is supporting your county all the time, and your government when it deserves it”- Mark Twain Last week Chief Justice Kenneth Benjamin granted an injunction against the holding of the Referendum on April 10th, 2019 until the case brought by the Opposition is heard. The ruling was made because, the C.J. thought there was possible merit to the Opposition’s claim that the Referendum would be unlawful if it was held without the necessary approval from the House of Representatives. This is not the time for scapegoating. Individuals and concerned organizations should be encouraged to demand respect for the law and proper consultation with the people and /or their Representatives on any pertinent issue in the nation. Both major political parties fully support holding a referendum to let the Belizean people decide (Yes or No) on whether to take the Guatemalan dispute to the ICJ for a final and binding settlement. Dealing with Guatemalan dispute is a national issue. It requires bipartisan support. All efforts by the Opposition to work with the administration on the ICJ matter have been flatly rejected by the P.M. and his ministers. This administration needs to stop being stubborn, arrogant, and too proud to accept valid and practical suggestions from the Opposition in dealing with the ICJ and other major issues. If the administration had acted with such maturity, many flaws with the ICJ campaign including the writ for the execution of the referendum, could have been corrected months ago without the need for an litigation. In a referendum, it is the duty of the government to present both sides of an issue to the public to enable the people to vote Yes or No based on facts. Belmopan can’t try to ram a Yes vote down the people’s throat with a totally biased (yes) campaign and nonsense of an ironclad case after losing all its so-called ironclad cases at home and abroad and not expect push back from people who know better. From the start of re-registration in July last year, the government has

turned a deaf ear to the justifiable request of the Opposition and many other concerned organizations that it needs to fix the mess at Vital Stats that has prevented over 2,000 born Belizeans, most of whom had been registered for ten or more years, from registering to vote in the referendum and future elections. This administration has done every thing under the sun to register over five thousand immigrants, most of whom are Guatemalans, for the referendum and future elections. Someone has to stand up for Belizeans who can’t register, though no fault of their own. Before it held its referendum, Guatemala insisted that Belize change the threshold for a referendum from a 2/3 majority of the votes cast to a simple majority of the votes cast, as a show of good faith in negotiations on the ICJ issue. Belize readily complied with that request. In a similar way before holding its referendum Belize should insist that Guatemala implement a Sarstoon Protocol, that was agreed to in Turkey over a year ago, as a show of good faith on the ICJ issue. That is a very important step, since neither the ICJ nor the Security Council which is an arm of the United Nations, has an army to enforce its decisions. If Guatemala cannot be trusted to abide by agreements it has made with Belize or with Britain for Belize in the past, how can Belizeans feel secure that it will abide by the decision of the ICJ if it rules against it? Finally, Belize is a democracy that is governed by laws. Ministers need to have the “intestinal fortitude” to tell the P.M. that he has to abide by the laws of the country. What kind of example is the P.M. showing the nation when at press conferences he repeatedly castigates Judges of the Supreme Court for not ruling in favor of his government, and openly tries to tell the Judges of the High Court to abandon their protocol to hear matters and give decisions to his timing? It is this same previously unchallenged overreach of his authority that made the P.M. feel he could 1) hold a Referendum without adhering to the Referendum Act and 2) repeatedly violate the Finance and Audit Act with totally immunity. With the postponement of the referendum the nation now has the opportunity to get things right before a new date is set for the special voting///

World Health Day: Universal health coverage for everyone, everywhere!

Villegas Tuesday, April 16, 2019 “Our greatest happiness does not depend on the condition of life in which chance has placed us, but is always the result of a good conscience, good health, occupation, and freedom in all just pursuits”. – Thomas Jefferson– World Health Day is celebrated on April 7. In 1948, the First World Health Assembly proposed the establishment of a World Health Day, to commemorate the founding of the World Health Organization (WHO) that is how it has been celebrated since 1950. Therefore, “Health for all” has been the vision that has guided WHO for more than seven decades. It is also the engine of the current initiative promoted throughout the Organization to help countries move towards Universal Health Coverage. It’s the basis of Sustainable Development Goals (SDG)#3: Good Health and Well-Being. The World Health Day is seen as an opportunity by WHO to draw worldwide attention to a subject of major importance to global health each year. The WHO organizes international, regional and local events on the day related to a particular theme. World Health Day is acknowledged by various governments and non-governmental organizations with interests in public health issues; WHO also or-

ganizes activities and highlights their support in media reports. Progress is being made in countries in all regions of the world. But millions of people still have no access at all to health care facilities that they deserve. Millions more are forced to choose between health care and other daily expenses such as food, clothing and even a home. This is why WHO is focusing on universal health coverage for all this year’s World Health Day. Universal Health means that all people have access, without any kind of discrimination, to comprehensive quality services, wherever they need them, without facing financial difficulties. It requires the definition and implementation of policies and actions with a multisectoral approach to address the social determinants of health and promote the commitment of the whole society with health and well-being. Universal health is not just about ensuring everyone is covered, but that everyone has access to care when they need it, wherever they are. As an expression of Health for All in the XXI century, universal health requires the involvement of all sectors of society in order to combat poverty, social injustice, educational gaps, and poor living conditions, among other factors that influence people’s health. Universal Health Coverage has been stated as WHO’s number one

goal. Key to achieving it is ensuring that everyone can obtain the care they need, when they need it, right in the heart of the community. Unfortunately, here in Belize we need more commitment to fulfill these expectations. How comes that the only one health facility in the west, Benque Viejo Community Clinic only opens from Monday to Friday and from 8:00 to 5:00 PM? What expectations have people from Arenal, Calla Creek and Corozalito without access to health in their villages? There is no way we in Belize can accomplish the United Nations Sustainability Development Goals by the year 2030, and other objectives for the region if we continue to deprive our people from a fair opportunity unjustly and unconstitutionally to participate in the administration of our country and the access to decent health services. Every Belizean has a right to voice their concerns, regardless of your social standing. Our constitution allows us the freedom of speech. As citizens, we need to demand that our Governments give Benque Viejo Town and the entire Cayo West Constituency what we rightfully deserve: a better health care system. The improvement of our health services is not an alternative, it’s an imperative to improve the quality of life of Belizeans

living here! World Health Day is one of eight official global health campaigns marked by WHO, along with World Cancer Day (February 4), World Tuberculosis Day (March 24), World Immunization Week (April 24-30), World No Tobacco Day (May 31), World Blood Donor Day (June 14), World Hepatitis Day (July 28) and World AIDS Day (December 01). Everyone has a part to play, sparking conversations and contributing to dialogue on policies that can help our country achieve and maintain a better health care system. This year, World Health Day, marks the end of the World Health Organization’s 70th anniversary celebrations. In the Region of the Americas, these celebrations have been framed around universal health, under the theme “Universal health: Everyone, Everywhere”. This campaign is also focused on equity and solidarity, addressing barriers to access of health and health services, with the goal of improving an understanding of universal health, and promoting actions that contribute to make it a reality. Headache or Entrepreneurial Opportunity

Tuesday, April 16, 2019 Visitors who travel to Belize to personally experience her pristine beauty and natural wonders return home with living footage of psychedelic macaws, awesome Mayan Temples, diverse flora, majestic fauna, Rayleigh blue, and gorgeous waterfalls, all nestled in the Belizean hospitality. Alas, as the cerulean blue transforms to photogenic and orange crepuscular rays, the reality of the natural stresses are hidden in plain sight. The low angle of the sun as it approaches the horizon tells an almost forensic tale of human activity on earth. The atmosphere is often obscured by volcanic spews but our civil twilight is not as natural. Human deforestation done to lay highways and the construction of buildings and the agro industry and pastoral farming comes at a price not paid at the supermarket cashier. So when we are awed with the beauty of red and orange of impending night, we are witnessing wind raised dust, vehicle exhaust, and industrial emissions. Many a photograph is taken to fortify the memories of our visiting friends. The natural and also powerful cousin to the atmosphere, the oceans, also carry proof of human lifestyle that is self-destructing with even an infinitesimal change. The mentioned visitors both snorkel and fly. During the latter, they will observe plumes of chocolate milk coloured water in meandering rivers, and at discharging mouths all aimed at the unassuming corals. This sediment hides the sun from the coral or literally chokes these minute tentacled animals to death. On their side, snorkelers may notice floating plastics, bleached coral reefs and increasingly the lack of marine fauna. Upon returning to shore, lately, they experience an orange material on our Belizean beaches not unlike on the beaches of the Yucatan Peninsula. With lesser luck this material can be of foul smell and leave the visitor with a depressing attitude about the Belizean jewel. The orange material is Sargassum, a brown macroalgae. Numerous species are distributed throughout the temperate and tropical oceans of the world, where they generally inhabit shallow water and coral reefs, and the genus is widely known for its planktonic species. There is an entire area in the Atlan-

tic Ocean called the Sargassum Sea. Now due to increasingly fertile waters, they are spreading out of their normal niche. Some countries of the world release fertilizers not only unto their agricultural fields but this is leached and runs off, also, into the oceans. Our environment does NOT respect our political borders. The latest surge of Sargassum near the Yucatan Peninsula is from near Brazil placing the onus on their agricultural practises. The Belize Tourism sector certainly cringes when it hears of this brown macroalgae coming onto our shores and beaches. Like Kriol seh, “Dah notin nice!” They are like Trump when he is informed of a caravan approaching the US border. Emergency! Cleaning the beaches is nothing new to our beach-front resorts, but lately it seems that the invasion of this species is disrespectful. It is even a part of our weather report. The algae is used by some in agriculture and filling up land but it is too expensive to keep up with, not to mention foul-smelling. There is concern on the tourism sector in Quintana Roo. Issues such as sargasso, insecurity and lack of promotion have not been properly addressed by President López Obrador. The president of the Association of Hotels of the Riviera Maya, Conrad Bergwerf, said that the Mexican Caribbean faces a fall of 6 to 10% in hotel occupancy and hotel rates, even in Cancun, the drop on hotel prices now reaches 15-20% in order to obtain more tourist occupation. “The sargassum is hitting us very hard, almost 300% more in volume in relation to last year, that affects the guest experience; apart from that, we do not see a clear definition regarding promotion with the Tourism Promotion Council of Quintana Roo; Although we have requested the action plan for this year, we have not seen anything, we have not had an answer”, he explained. <https://www.theyucatantimes.com/> A Mexican inventor has developed recyclable organic sports shoes made from old plastic bottles—with added seaweed, the Televisa Quintana Roo TV channel reports. Jorge Castro Ramos has been experimenting with making shoes out of old bottles for years, but recently hit on the idea of processing sargassum seaweed for the soles. “We’ve been dreaming of making ecological footwear for nine years now. It’s taken four or five years of trial and error to make this patented Mexican fibre from plastic bottles, and then six-eight months ago we managed to

make ecological organic footwear with Sargassum,” he told reporters in the Cancun holiday resort on the Caribbean coast. Mr. Castro has patented the clothing-grade fibre obtained from the bottles, and received certification from the official Ciatec Centre for Applied Innovation in Competitive Technologies. That is welcome news there, as hundreds of tonnes of Sargassum have been washing up on its popular tourist beaches every year, threatening the fragile coral reefs. Last year he began working with Sargassum, eventually managing to create a sole containing 100g of the seaweed, with five-eight plastic bottles needed for the water-resistant uppers. Mr. Castro reckons the shoe may last up to two years, after which owners can return them to his Renovare Ocean Company for recycling. This is not the first business to try to put the seaweed to practical but environmentally-friendly use. One businessman has already built three houses out of Sargassum and adobe bricks in the town of Puerto Morelos, and plans to build a hotel with them in the resort of Tulum, the Riviera Maya News site reports. Is Belize poised to take advantage of this phenomena? Would we rather that Brazil and other nations curb their use of fertilizers in order to stop the influx of this algae? Are our current ministries poised to deal with this other than photo opportunities? Time will tell. Our tourism sector is the barometer.
