Financially strong contenders are first to develop bigger plots along high quality (backbone) infrastructure. In return of benefiting from the laid out network, they must extend the grid between nodes, taking care of secondary inclusive infrastructure. As the national football team is the proud of the nation, it serves as an important communal factor. Thus public football courts are integrated at the cost of the first developing parties. Funding is done proportionally in relation to the amount of land ownership.

The grid is now open and affordable for smaller businesses emerging along laid out secondary infrastructure. In return, they must fund the development of tertiary roads of 108m long, perpendicular to the secondary infrastructure.

Additionally, investing parties complete the tree alleys serving as a finegrain walking network trough the city blocks. Along these tree alleys a neighbourhood pocket park is given to the community. Funding is done proportionally in relation to the amount of land ownership.

The city prevails in it’s preliminary state. Most infrastructure is laid oud, going along with the development of private dwellings and companies. Remaining space along the tree alleys and in between private developments remain to be occupied by the people of ghana, unable to afford a formal house yet. The in return plots complete the city with it’s undeniable layer of people making ghanian cities full of life, business and indigenous culture. The In return development strategy creates a hybrid Ghanian city for both prosperous parties and normal ghanian people with lack of financial resources.
