Procurement Process
Slough Council is a unitary authority with a commercial services team providing procurement and contract management support across the organisation.
The council was keen to review its procurement process and particularly its associated governance as part of the wider development plan for the council. Back in October 2021 the council was found to be failing in meeting its best value duty, and since then the council has worked hard with commissioners from DLUHC to make improvements.
As well as creating a whole view of the procurement process the activity aimed to inform the contracts register and update the contract procedure rules. Furthermore, in the autumn 2022 the council’s procurement team was brought back in-house due to the limited value in the outsource arrangement.

Therefore, the business process mapping activity was an ideal way of collectively working as a team to create solutions. Over two days in February and March 2023 the Local Partnerships team supported the council to map its procurement processes - over and under their £500k threshold - linked to decision making, people involved and the relevant documentation. There were some challenges in aligning the different activities and areas of responsibility. This was due to members within the team, operating different practices as a result of the team being previously outsourced, and therefore some these activities had to be refined as several iterations outside of the two days on-site.

I really liked the approach to doing this bit of work. Firstly, doing the process mapping and getting it out on paper, with extremely good work by the Local Partnership facilitators meant everyone was very well engaged in the process which helped us very rapidly identify where we needed the changes…
We were able to take the team along the journey, and the key service stakeholders too, who have been instrumental in the progress we have made today. It ensured buy-in.
The work with Slough Council also involved mapping out the responsible, accountable, consulted and informed (RACI) matrix, which was also considered a valuable and good source of information and reference.

Impact
A key impact has been to create streamlined processes aligned to required governance, one that has ironed out pinch points and frustrations and which will have a positive impact on the improvement activity linked to the Section 114 Notice.
Impacts
A potential cost benefit was identified by engaging stakeholders, like contract managers and the Information Governance Board, earlier in the process, which will contribute to value for money. Also identified as a key benefit was the strengthening of risk assessments at the pre-procurement stage. This has informed and strengthened controls that enable risk to be better managed during procurements.
