There are quite a few conservation areas around river Irwell. All of them belong to Manchester city council except the Cathedral area which is shared between Manchester and Salford city councils. Each are has different regulations for development. Some very strict and some other just require a high level of design. This depends on the character and how important their listed buildings are. For example the town hall and the Cathedral are considered as landmarks and for that reason, their areas have very strict regulations so as for them to remain landmarks.
