On behalf of Live Baltimore’s board and staff, thank you for deciding to spend your Saturday morning with us. We are so excited to be a part of your homebuying journey and welcome you to our in-person Trolley Tour!

If you’ve been to a Trolley Tour in the past, this event will look a little different. However, the Trolley Tour is still a three-part event.

It includes a narrated tour of more than 10 Baltimore City neighborhoods, a chance to meet with real estate professionals and community organizations, and workshops on a variety of homebuying topics.

Are you just getting started and want to know more about the mortgage application process? Workshops like “Ask a Lender" and "Down Payment Assistance 101” are designed for you. Have you already assembled your real estate team (or even found your dream home)? Check out “What to Expect from Your Home Inspection.” Whichever workshop (Pages 4 and 5) you choose, you’re in for an informative time.

The Trolley Tour is also a qualifying event for the City of Baltimore’s $5,000 Buying Into Baltimore incentive (Page 6). Please do not hesitate to ask a Live Baltimore staff member or volunteer for help today. You may also call or email following the event for answers to all of your Baltimore City homebuying questions. Finally, our small team could not put on events like this without the help of our fantastic partners and volunteers. Don’t forget to speak with as many exhibitors as possible in today’s City Living Fair (Pages 10-13). They are assembled here for you!

$5,000 Buying Into Baltimore Incentive

Terms and Conditions

The $5,000 Buying Into Baltimore incentive is a five-year forgivable loan that appears as a second lien on a property. The lien balance will reduce by 20% per year for five years until forgiven (or repaid). Properties sold or rented before the forgiveness date (year five) will be charged the remaining balance of the lien. Upon refinancing, the balance of the lien can be subordinated.

The $5,000 Buying Into Baltimore incentive is awarded by lottery 10 business days after Live Baltimore’s Trolley Tour event. Twenty homebuyers will be selected to receive funds from a pool of eligible applicants.

Lottery Eligibility and Application:

• Homebuyers must attend and complete requirements of Live Baltimore’s Trolley Tour event. See Incentive Application Checklist (page 17).

• Following the Trolley Tour event, incentive applicants have 10 business days to submit a completed application to Live Baltimore that includes proof of an accepted offer, a ratified contract of sale, and all required paperwork to become eligible for the $5,000 Buying Into Baltimore incentive lottery drawing. All paperwork pertaining to the contract, including the initial offer to buy the home, must occur on or after October 1, 2022.

• Only one incentive application will be accepted per property address.

Rules, Requirements, and Restrictions:

• Incentive recipients must earn a Homeownership Counseling Certificate from a City-approved counseling agency prior to making an offer on a home.

• Homeownership certificates are temporarily valid for 18 months from the date of completion.

• Incentive recipients must invest at least $1,000 toward their home purchase (via earnest money deposit, credit report fee, inspection fee, appraisal fee, or other investment).

• Incentive recipients’ mortgage amounts cannot exceed the current FHA mortgage limit of $583,050 for a single-family home. (Limits vary for multi-family homes.)

• Homes must be owner-occupied throughout the five-year forgivable loan term.

• Incentive recipients must follow application guidelines and confirm eligibility prior to settlement. Funds cannot be issued after settlement.

• Incentive recipients must go to settlement within 90 days of being selected in the lottery drawing.

• Incentive recipients must provide evidence of mortgage financing from an accredited lending institution.

• Homes that have not yet been constructed are ineligible. Due to settlement date requirements, short sales, foreclosures, and other non-traditional transactions may also be ineligible.

• Fixed-rate mortgages only. Co-signers, cash sales, and owner-financing are not permitted.

• Incentive funds may be combined with other programs (to the extent allowed by other programs).

• Other restrictions may apply. Contact the Baltimore City Office of Homeownership for details.

Sign-up for Homeownership Counseling and Earn Your Counseling Certificate

Nearly all homebuying incentive programs require that you earn a Homeownership Counseling Certificate from an approved counseling agency BEFORE making an offer on a home. Certificates are good for one year so we recommend obtaining your certificate early in the process. See a list of Baltimore City-approved counseling agencies on Page 14.

Choose a Mortgage Lender and Get Pre-Qualified

Working with a lender who is well-versed in the City’s financial incentive programs is critical to buying in Baltimore! Contact a knowledgeable mortgage lender for pre-qualification and guidance on using incentives to buy your home. Getting pre-qualified by a mortgage lender early will allow you to focus your search on options you can afford.

Applying for the Lottery

Twenty incentives will be awarded to qualified applicants through a lottery. Please follow the steps below to apply for the incentive.

Review: Review the Full Incentive Terms and Conditions (page 6) carefully and make sure you have gathered your documents listed in the Incentive Application Checklist (page 17) for the Fall 2022 event.

Note: Your attendance and completion of requirements at the Trolley Tour will be verified by Live Baltimore staff. Read these documents closely to make sure you meet eligibility requirements.

Apply: You may apply for the Buying Into Baltimore incentive through Baltimore City’s secure online application form beginning at 9 AM on October 3, 2022. You will fill out an application and upload all of your documents through Neighborly, Baltimore City’s incentive application portal. When applying, make sure to select the Buying Into Baltimore incentive checkbox.

Schedule: After applying, a Live Baltimore staff member will review your application and send you an email to schedule a one-on-one Zoom video appointment for application verification.

Attend: Attend your scheduled verification appointment. It will take less than 30 minutes.

Watch: Watch the lottery on Live Baltimore’s Facebook Live at 3 PM on October 14 to find out if you are a winner!

Incentive Application Checklist

The following items are required for your application for the $5,000 Buying Into Baltimore incentive lottery. All items must be submitted to Live Baltimore virtually between Monday, October 3 and Friday, October 14 (Monday-Friday). The application process, which includes a virtual appointment, must be completed by 12 PM (noon) on October 14, 2022.

ATTENDANCE VERIFICATION: You must attend the Trolley Tour between 8:30 AM and 1 PM on October 1, 2022. Present a valid event ticket with your application to qualify.

HOMEOWNERSHIP COUNSELING CERTIFICATE: This certificate is awarded by a Baltimore City-approved counseling agency after the buyer successfully completes both the class component and the one-on-one component of the counseling process. Each person listed as a buyer on the sales contract/mortgage documents must have their name on a counseling certificate. The certificate(s) for both components must be dated BEFORE the date of offer. Homeownership counseling certificates are temporarily valid for 18 months from the date of completion.

PROOF OF BUYER’S $1,000 CONTRIBUTION: Provide a copy or photo of the check or other form of proof that you are contributing at least $1,000 to your home purchase.

RATIFIED CONTRACT: Your contract of sale must be for a home in Baltimore City. Ratified means that both you and the seller have signed the contract. All components of the contract including the initial offer to buy the home must be dated and signed on or after October 1, 2022. Settlement must be by January 12, 2023.
