You MUST obtain a homeownership counseling certificate from a Baltimore City-approved counseling agency to participate in almost any State of Maryland or Baltimore City homeownership incentive program. This typically requires eight hours of education in a group class and one or more one-on-one sessions with a counselor. Contact one of the agencies below to begin the counseling process.
