The site already has an active planning consent for a dwelling as outlined but is not considered to be a commercially viable proposition. The client commissioned a design for an Art Deco style dwelling but the LPA considered this inappropriate for the conservation area.

The client has requested Gillard Associates to design an alternative proposal which addresses all of the constraints described, makes best use of the opportunities, in a way which is modest, appropriate, and sustainable: and which responds to the character of the area as described in the neighbourhood plan.

SIte Survey

The site is overlooked by properties to the SW, although these windows appear to be minor rooms such as bedrooms and bathrooms. The site is overlooked by dwellings to the north and the occupants of these are actively trying to prevent development of the site. The site is accessed from the NW corner via a short slip, and from the SW via a pedestrian ramp and footpath. Vehicular access is difficult and will influence the method of construction.

The site is crossed by a public sewer, the exact location of which cannot be ascertained because of the actions of obstructive neighbours. The line indicated is based on the SWW sewer plan but it is wise to give this a wide berth as the costs involved in diverting it would be high. The site itself is raised behind a large retaining structure adjacent to Duke Street. It would be wise to ensure that any imposed loads from a new structure on the site are kept away from this wall as it is under the protection of the planning authority.

Sloping to the south west, the land provides wide ranging views over the Fowey river valley. It also opens the site up to prevailing winds. The slope offers challenges for the development: any design which extends into the site will need to allow for level changes and retaining structures. It would be wise to limit the need for expensive sub structure.

This suggests that a modest dwelling, using traditional forms and materials, would be considered acceptable. At the same time, it is important to undertand that the LPA will not necessarily favour a pastiche design which does not reflect contemporary methods of construction.

Site Plan Proposed The design of the dwelling is a step back from the statement made by the previous iteration which followed the client's expressed preference for a design in the Modernist or Art Deco tradition.

This new approach is modern but with a pitched roof and a more fragmented composition is more keeping with the conservation area: it draws a comparison with the gables and piecemeal outhouses but still managed to provide well ordered and clear hieraerchy of spaces which will be compact and economical.

In that sense, this new design takes a cue from the previous: the scale is appropriate; and good use of the site levels mean that excavations are kept to a minimum.

It is recognised that any structure will meet resistance from neighbouring owners but it is hoped that a modest dwelling - the proposals are for a small two bedroomed house - will meet approval in a way which the large, barnlike dwelling originally proposed, could not.

The overarching requirement for this second design is to provide a modest building which will be affordable, be somewhat fragmented in appearance to reflect the ad hoc nature of the surrounding buildings, yet still provide attractive living space which takes advantage of its commanding location.

The ground floor plan takes the form of a large nearly square shape but only a small portion of this is repeated at first floor level: the brief requires two bedrooms which is much smaller in area than the large open plan living area. The additional ground floor space is covered by a flat roof which will provide a link between the dwelling and the tech room.

A major constraint on the design was the client instruction to incorporate a second hand kitchen comprising a long straight run and a large island unit. This was originally designed for a much grander building, so it is somewhat oversized for the scale of dwelling and requires a compromise to be reached during installation.

The kitchen area is set back from the common access path to Melville Terrace behind a planting bed and the kitchen window allows supervision of the access steps and ramp

The covered porch is designed to be secured with ornamental gates which will control access to the front door and to the garden walkway. To reduce cost the building has been placed above ground. The walkway and terrace will provide space for SuDS and possibly sewage treatment.

Views 2 The sketch perspective views indicated on these pages provide information on the overall design concept but require further input from the client to become firm proposals. In particular, the choice of external finish needs discussion: the aesthetic qualities of the material should be balanced against the maintenance cycle. Also, since the dwelling is located inside the conservation area of Lostwithiel, some consultation will be needed with the local planning authority.
