Welcome to the latest issue of our homepage magazine, which features a selection of properties being marketed by our central London network of offices in Mayfair, Pimlico, Chelsea and Holland Park. The prime central London property market has faced some significant fiscal changes this year with restrictions placed upon non-dom status, inheritance tax for overseas owners, reduced tax relief on rental investments, annual taxes on properties owned by companies and trusts, along with much higher stamp duty at the upper levels. It is true to say that these factors, combined with the rising cost of sterling, have produced a slightly sobering effect on potential purchasers, both within the UK and from abroad. However, London is continually recognised as being the world’s property safe haven, in amongst the uncertainties of the global stock market and various challenging world events. Our Residential Development team has just returned from a tremendously successful property exhibition in Guangzhou, China and saw how this view of London is very much at the forefront of foreign investor thinking. Closer to home, our offices report that motivated local and international buyers are very much out there and that their frequent frustration - indeed ours, too - is often the lack of property available to view. In the year to August 2015 house prices in London increased 6.6%, according to data released by the Land Registry. London no longer commands the highest price rises, with the East and South East of England having seen a faster pace of growth. The average London house price however stands at £493,026, some 166% higher than the national average. Prime boroughs which saw the highest levels of capital appreciation since the downturn now rank lower in recent performance than non-central boroughs. Price growth in Kensington and Chelsea was just 0.2% in the year to August 2015 whereas Newham grew by 15.5% over the same period. House price growth has certainly moderated in prime central London. The market for higher value properties is still absorbing the stamp duty reform which is imposing far higher transaction costs. A property selling at £5,000,000 for example would now be liable for a £513,750 tax bill. This increase in purchaser’s costs has had a dramatic effect on the prime markets. The Land Registry reports that the number of sales at and above £2,000,000 decreased by 33% between June 2014 and June 2015. From January to September, the ratio of prospective buyers to prospective sellers averaged four to one among our London offices, where the ratio was four and a half during the same period in 2014. This demonstrates mild easing in pressure on prices with slightly fewer buyers in the market.

Central London is entering a period of more natural, sustained growth which most economists welcome. A slight reduction in overseas interest and greater sensitivity to higher taxes will suspend any significant growth, however the economic fundamentals remain sound. Drivers such as low inflation, low interest rates and rising earnings support the wider market and London is forecast to end the year in growth. The rental market continues to be supported by rising demand. However, this broad trend across London ignores some great disparities in performance within sub-markets. Our central London offices have seen stock levels rise disproportionally this year, giving tenants more choice and thus has slowed pressure on rental growth at the top end of the market. As the London economic climate continues to strengthen, the rental market, highly correlated with this, will respond and we expect rents to rise further. a downland suite of one’s own The chalk downland of the South Downs National Park is host not only to one of England’s treasured wild flowers, the cowslip, it is also home to one of the most fashionable summer festivals of racing - Glorious Goodwood. This undulating countryside, with the odd steep escarpment, provides endless opportunities for long distance walkers and those who prefer just an afternoon stroll. Almost without exception you are rewarded by wonderful vistas and for many it is the simple rugged beauty of the landscape that makes the Downs so special. This is the countryside that inspired John Ireland to compose ‘A Downland Suite’ and William Blake to write his poem ‘Jerusalem’. The Downs have lured many away from London and one of those enticed to buy a property in the South Downs National Park was a past president of RIBA. The setting of Switchback Barn, on the edge of the hamlet of East Marden, was too good an opportunity to miss. The traditional brick and flint barn had already been converted but made little of the views over the glorious countryside. A lifetime’s experience realising the potential of a building, its setting and the extensive use of glass were to prove key factors. With due respect to this former agricultural building and in complete empathy with the surrounding countryside the barn was transformed. The full length glazing of part of the original opening on the west elevation and a first floor Juliet balcony connected the stunning open plan first floor 40ft reception room to the rolling agricultural land outside. This was complemented on the opposite side of the room with full length windows. An additional converted barn provides excellent guest accommodation or letting potential.

Switchback Barn has an open plan entrance hall, master bedroom with en suite bathroom, two further bedrooms and second bathroom, study/fourth bedroom and utility room on the ground floor. A sweeping and rather elegant circular staircase leads up to the vaulted reception room. From here it is possible to sit by the open doors enjoying the setting summer sun or to take comfort beside the wood burner on a winter’s night. Recent coverage in the property press has tended to paint a rather bleak picture of the prime central London property market, with some reports suggesting a downward turn in prices and highlighting a continuing lack of stock. At our Mayfair office, the issue of limited supply versus levels of demand is certainly real, as we continue to register motivated domestic and foreign buyers who are searching for new properties. However, whilst it is true that recent stamp duty changes have served to dampen the market in prime central London, we have not experienced the huge price reductions that have been reported. Furthermore, it is sometimes taking us slightly longer to get property under offer, but the appetite for prime central property certainly remains strong within both the UK and the international community. Indeed, September was our busiest period so far this year, with European buyers returning in force after the summer. Our core Lettings business continues to come from our established relationships with relocation agents searching on behalf of their corporate clients. Despite the cooler weather now upon us, we have had several requests recently for properties offering terraces and outside space.

Market conditions continue strongly here in Pimlico and Westminster. Following a quieter period after the election in May we have found that buyers are returning, feeling focused and now looking seriously for new homes and investments. Our sales team has had properties going to sealed bids and we have also had sales agreed at levels beyond the guide price; generally, we have averaged a selling price at 97% of our guide prices over the last three months. We have also secured buyers for clients looking to sell their properties in a more discreet manner, without the need for full marketing. These events are all good indicators of a strong market and bode well for this enduringly popular area of London. Our Lettings team was exceptionally busy throughout the summer, settling MPs into new rental properties after the election and finding homes for families ahead of the autumn school term.
