About the Event A. SITUATIONAL ANALYSIS

ICT MONTH 2015 Project Brief

The ICT Month is celebrated during the month of June since the year 2008. This is in accordance to Proclamation No. 1521 (series of 2008), which declares that “THE MONTH OF JUNE 2008 AND EVERY YEAR THEREAFTER AS “NATIONAL INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT)” MONTH”. Further, the conduct of such event is to recognize the contributions of the ICT as one of the major sectors for economic growth and, as such, has resolved to fully implement a national ICT program that shall optimize the utilization of ICT. Proposed Theme: •

Internet for All: No Juan Left Behind

The ICT Month’s Theme is anchored towards the role of connectivity as a tool that 1) can decrease the degree of Digital Divide, and 2) increase economic growth. The ICT Month shall be celebrated from 01 June 2015 until 17 July 2015. The extension of the ICT Month, is in line with the celebration of the DOST’s National Science and Technology Week (NSTW), happening on 24-28 July 2015. The events conducted during the ICT Month is a pre-cursor to the formal launch of the Free Wi-Fi Internet Access for Public Places Project on 24 July 2015.


B. GOALS Empower our people with the right tool through providing internet access for all. The Internet is not an end itself, but as a tool in order for people to use it to their advantage- for their economic well being and at the same time contribute to economic growth. With the internet, we are able to break down barriers that prevent Filipinos from progressing, and we are also able to build connections, not just with one another, but with the rest of the world as well. Discuss the relevance of ICT in the day to day lives end users; Identify how ICT address issues or challenges of Digital Divide; Demonstrate the role of ICT in creating a digitally empowered society; and Highlight the programs and projects of the ICT Office.

Proposed Activities A. Major Activities 1. Kick-Off Event for 2015 National ICT Month The ICT Office will officially open the ICT Month with the commemoration of ITU’s 150th year. The event will highlight the ITU’s initiatives and innovations for the past 150 years. Several audio-visual presentations from ITU, ICTO, NTC and private sector members highlighting the significance of ICT in each sector will be shown in the event. The one-day event will be held in a Quezon City hotel to accommodate the target number of participants for free.

2. Culiminating Activity By the end of June, a culminating activity will be conducted to summarize all the activities implemented during the ICT Month. It will also provide an update on the status of all the activities conducted. Moreover, it will also serve as an avenue to launch the E-innovation researches at the same time. B. Promotional Activities 1. Social Media Campaign Focal: Information Division Various content buckets will be utilized to promote the ICT month across all social media accounts of the office (Facebook, Instagram, and Twitter). The following lists down content buckets and description per theme: ICT Milestones in the Philippines - educate the online audience by posting social media content on different monumental developments in the Philippine ICT. In addition, videos will be crafted to engage our users, launched with a hashtag campaign #ICTforme. Content generated across social media channels may be used as content for our social media page. Other events may also be promoted on the page. Posting schedule will be once a day at 8PM, from Monday to Friday for the whole month of June. 2. Production of IEC Materials Focal: Information Division Once the activities are finalized, the Information Division shall come up with various collaterals to be used before and during the conduct of the activities related to the ICT Month in both printed and digital formats. The IEC materials shall also include Facebook Banners, Website Banners, souvenirs, and AVPs.


3. Photo Contest Focal: Information Division

The photo contest is a tool to encourage Filipino to realize the importance of the information and communication technology to their day to day life. The ICT Office will emphasize how the lifestyle of the college students improved for being digitally connected. Top fifteen entries determined by the Information Division will be uploaded on ICT Office official facebook page on 22nd May. A committee will be formed in order to choose one winner. The Winner will be announced on 19 June 2015. Prize: 10,000 and a tablet

2. Exhibition Focal: Information Division The Exhibition shall be about the 21 years of the Internet in the Philippines. It will feature various milestones in the Internet and how it evolved as the Internet that we now know. Basically, there will be various sections for the exhibit, namely: The Beginning from dial up to DSL), You’ve Got Mail (Age of the development of e-mail and chat through Internet), Age of Social Media (Friendster, Multiply, and others), Mobile Internet (from 3G to 4G), Wireless Connection, the Age of Social Networking Sites, ICT as a Lifestyle (Instagram, and other Online Lifestyle Applications), TV White Space Technologies, and the Free Wifi for Internet Access. The Information Division has coordinated with the NICM and Cybersecurity Group to invite schools to visit the exhibition even beofre and after the conduct of their specific activities. This is also a means of handing out the tickets required by the DOST to be distributed to students for the NSTW. Also, the Information Division made preliminary research on various events to be conducted in the office by July. Below are the events happening in the ICT office for July. The Target/Potential Audience: a) ADOC Members e. ICT Resources Acquisition b) Invited schools around QC f. Computer literacy and hardware c) Bootcamp Participants composed of Professors d) Trainees of NICM events on public management, disaster risk The exhibit can be a pre-event for the NSTW and preparation for the launch of the Free Wi-Fi for Internet Access for Public Places Project on 24 July 2015. The Panels for the exhbition will be made using wood and cintraboard to minimize the wear and tear due to harsh weather conditions, plus it is movable so that we can use it in future event.

C. Minor Campaigns 1. Start-Up Workshop Focal: e-Innovation Group The e-Innovation Group is tasked to achieve Outcome 4,which is focused on job creation through the Information Technology and Business Process Management (IT-BPM). For the ICT Month, there will be a one-day workshop on one of their Program, which is the SeedPH, or the ICT enabled Startups. Basically, the Program aims to promote entrepreneurship and leverage the use of ICT to provide solutions for different industries in the society through technology startups. 2. National ICT Summit Focal: iGov Project Management Team with CIOF The Integrated Government Philippines (iGovPhil) Project is an essential element in the Implementation of the e-Government Master Plan of 20132016, which aims to improve processes in government to provide better services to both citizens and businesses, as well as promote public participation. For the Summit, the iGov Phil Project will launch their shared services applications called PhP Pay and PeGif. 3. ICT for Biz Focal: e-Society Group One of the goals of the eFilipino Development Program of ICTO is to improve the lives of Filipinos in the marginalized sectors of the society. One of their initiatives is focused in the betterment of the lives of PWDs by providing them relevant ICT-related skills that could help them use ICT as a tool in empowering their lives.


4. Cyber-Literacy Talk

Focal: Cybersecurity

The Cyber Literacy Talk is a three-part activity composed of lecture, open forum and poster making. High school students is one of the groups who are frequently exposed to social networking and often spend long hours for internet surfing. Easy access to information from the worldwide web through internet connection makes them vulnerable to potential dangers from the cyberspace. Thus, the talk will enable them to be a responsible on line users as they will be informed on the possible threats on personal privacy, information safety and cyber safety of individuals.

5. TechTalks Focal: NICM The Technology Talks shall be targeted for government employees. The one-day event shall feature various technology updates relevant to the development of civil servants in the country.

Project Implementation A. Phase 1: Conceptualization •

The Information Division shall allocate an initial budget for the conduct of the event. The expenses are reflected in the Approved Program of Work (POW) under the GAA 2015 for the Locally Funded Project: Free Wi-Fi for Public Places. The Information Division

The Information Division shall cover at least 300 pax for the implementation of the Sub-Campaigns, one day venue, and a portion of souvenirs.

B. Phase 2: Implementation 1. Major Activities A. Kick-Off Event for 2015 National ICT Month The National ICT Governance (NIG) Service shall be the organizing committee for the event. They will be the focal for the event. Their responsibilities include the following: • Prepare the necessary documents relevant to the co-organizing the event between DOST-ICTO and ITU delegate; • Prepare the progress report for the Secretary and ICTO Executive Director; • Preparation of invitation letters for the local delegates; • Draft presentation for the consultation meeting; • Provide talking points and inputs for speeches of the Secretary/ICTO Executive Director; • NIG shall also take the lead in the manning of other sub-committees for the conduct of the event such as Administrative, Logistics, Financial, and Secretariat.


The Information Division shall take the lead in the advertisement and promotions of the ITU Event. ID shall take care of the following: • Supervise the overall design vis-à-vis the objectives and goals of the event; • Draft keynote message, closing, and welcoming message provided that talking points shall be provided by NIG; • Provide tarpaulin design and brochure relevant to the event; and • Monitor and evaluate the execution of the event.

B. Culminating Activity The Information Division shall conduct various general talks as recap of the ICT Month. The Activity shall have the following sections: • E-Government; • Opportunities for PWDs; and • Start-up Opportunities and Launch of Researches. The Information Division shall be the focal for the event and shall take care of the following: • Prepare the necessary documents relevant to organizing the events such as, concept, program flow, and execution of the event; • Draft presentation for meetings; • Draft briefers for the event; • Preparation of invitation letters for the local delegates; • Coordinate for teams and projects for talking points for keynote messages, welcoming, and closing remarks; • The Information Division shall take the lead in the promotion of the event; and • ID shall also take the lead in the manning of other sub-committees for the conduct of the events.

2. Minor Campaigns The sub-campaigns will be done in cooperation with the various groups and services of the ICT Office. The Information Division will oversee the execution of the program design and shall conduct the monitoring and execution of the events. On the other hand, the services or groups shall serve as the following: • Prepare the necessary documents relevant to the co-organizing the event; • Prepare the progress report for the ICTO Executive Director; • Preparation of invitation letters for the delegates; • Prepare the draft program for the event; • Draft presentation for the consultation meeting; • Provide talking points and inputs for speeches of the Secretary/ICTO Executive Director; • Shall take the lead in the manning of other sub-committees for the conduct of the event Logistics, Administrative; and Secretariat. The Information Division shall oversee the event and will provide the following: • • • • • • • •

Prepare the designs of the IECs needed; Provide the supervision; Preparation of invitation letters for the delegates; Prepare the draft program for the event; Draft presentation for the consultation meeting; Draft speeches of the Secretary/ICTO Executive Director; Design collaterals; and Funding for the food of participants and relevant souvenirs for the conduct of the events.


3. Promotional Campaigns

Budget

The promotional activities will be the project of the Information Division. Hence, the development and implementation of promotional activities shall be decided by the ID and for the approval of the Executive Director. As mentioned above, the promotional activities shall include the exhibition and the social media campaigns. The Exhibition: 20 years of Philippine Internet and its Future •

The exhibition shall start from the outside of the ICTO Building and the materials to be used shall be waterproof and sun proof to ensure that the exhibition can last for one whole month. The exhibition will start on how the internet started in the Philippines, its first use and how fast it was. As the exhibit progresses, there will be various sections such as the age of social media, the age of chatting, the age of mobile Internet, and up to the age of TVWS and Free Internet Wi-fi for Public Places.

C. Phase 3: Monitoring and Evaluation Adapted Approach will be able to monitor the “checkpoints” of the events such as the goals and objectives.
