Infusion of ICT into all areas and levels of Philippine society to derive the maximum benefits that will drive socioeconomic development

Programs ICT Ecosystem Development Integrated framework for networks, services, applications, and content; and determine the institutional, legal, and regulatory mechanisms to manage the integrated framework

Major Target: Development of plans and policies relative to the implementation and adoption of infrastructure, systems and applications and other related frameworks

Programs National Connectivity Bridge the digital divide among communities and to address various challenges of connectivity requirements in the PH to drive the economy of the country Major Targets: •

Provide the policy environment for the establishment of the TV Whitespace stations through PPP in 21,000 sites of Elementary, High School, and Rural Health Units in 4th to 6th class municipalities by 2016.

e-Filipino Development Improve ICT Skills of different groups of people by providing alternative learning and skills training through the established Philippine Community eCenters (CeCs)/ Technology for Economic Development (Tech4ED) Centers Major Targets: •

Presence of eFilipino – Tech4ED Centers in each municipality by 2016 through PrivatePublic Partnership (PPP)

Improvement in the knowledge and skills on use of safe and secure ICT infrastructure and services by the citizenry

SUCs will be the partners for capability buildings projects/activities

e-Government Harmonization and Development Program Improve the PH status in the global eGovernment ranking, which is currently on the 95th spot (UNPAN,2014)

Adoption of shared services by government agencies

Efficient and effective delivery of services to the public

Efficient utilization of ICT resources by the government agencies

LGUs shall advocate and adapt the use of the Programs created by the Office through the iGovPhil Project such as the Govmail, PKI, and Government Website Template

e-Civil Servants Development Improve ICT competency of civil servants through training programs in collaboration with the public and private training institutions and Subject-Matter Experts (SMEs)

ICT Councils shall help in advocating the training Programs to their stakeholders and provide inputs during consultations on policy formulation and possible training programs in the future

ICT Enabled Startup Development Promote entrepreneurship and leverage the use of ICT to provide solutions for different industries in the society through technology startups Stakeholders’ Support: •

Industry Associations will partner with the Office in the development and conduct of advocacy activities/projects of the Program SUCs and LGUs will partner in the conduct of several workshop initiatives such as the Lean Bootcamp Startup Workshops.

Major Targets: Total of 50-ICT enabled Startups by the end of 2016.

Stepping-up the Value Chain Strengthen the country’s global positioning in the targeted high growth segments in the IT-BPM areas such as IT, HR, Multilingual, Creative, and Engineering

Stakeholders’ Support: The IT-BPM Industry Associations are the partners in the project development and promotion of the IT-BPM services.

Major Targets: Industry capacity/capability building through the provision of industry trainings, seminars, workshops
